Goochland teen’s death still under investigation By Ken Odor jodor@goochlandgazette.com The Goochland Sheriff’s Office is asking for help in determining what led to the death of Billy Lee Maxwell III, 17, who was found in the middle of Broad Street Road just east of Maidens Road early Saturday morning. Goochland Sheriff’s Office spokesman Chad Hatton declined Monday to call the incident a case of hit and run. “It’s too early in the investigation,” said Hatton. “We are trying to find out exactly

what happened.” Hatton said it does appear a vehicle was involved. Unresponsive but still breathing, Maxwell was found “in the middle of Broad Street,” according to Hatton. He died around 3:30 a.m. at the scene. His body has been taken to the Richmond Medical Examiner’s office where toxicology tests will be performed. Authorities said there was no one at the scene when the incident was reported or when authorities arrived. Investigators want to hear from persons who may have seen anything in the area

Goochland County schools will benefit from a newly passed federal program to the tune of more than a quarter of a million dollars, said superintendent Linda Underwood at last week’s school board meeting. “We expected to get maybe $60,000,” said Underwood. The money comes from the Education Jobs Fund Act, passed by Congress in August. “Much to our surprise, we got $260,000,” Underwood told board members. Nationally the legislation provided $10 billion for education jobs. Underwood said Goochland will use half the money this year and save half for next year. Five jobs will be funded with this money, said Underwood: one middle school teacher, three classroom assistants (one for each elementary school) and a classroom assistant at Goochland High School. Earlier in the meeting Underwood produced a summary of positions reduced in the current budget. All told 18 positions were reduced in the current budget: nine teaching or instructional support positions, three instructional assistant jobs, one clerical

position at the high school and one at the middle school and three central office positions. In addition, the new budget reduced hours for contract cleaners and instituted four furlough days, said Underwood. The board also discussed plans for an all-day retreat in the first half of October to begin discussion of a revision of the school board’s comprehensive plan. A date for the retreat, which will be held locally, has not yet been set. One topic of contention was a request for approval for a Spring Break trip by the Goochland High School baseball team to Disney World. Although no school funds are being requested, board member Raymond Miller balked at approving the trip. “I would prefer this request be included in the September 28 presentation,” said Miller, referring to the scheduled presentation of by GHS and GMS will present the board with a proposed budget for the athletic department. Goochland County’s branch of the NAACP honored two county men and picked a new queen at its annual banquet, which bore the theme “One Nation, on Dream.” For the third year the banquet was held at Quioccasin Baptist Church near Regency Square in Henrico. Henry Edward Young Jr., a deacon at Pleasant Grove Baptist Church and Termon L. Minor Jr., who spent 34 years as a teacher, football coach and school administrator in the Goochland County system. “I’ve know Henry all my life,” said Earline Pace in her introduction of Young. “He wasn’t bad, he was just devilish,” she laughed. “When we moved to high school he was still devilish,” she said. Young moved to New York City after graduation where he worked as a nurse’s aide and in the city department of sanitation. When he came home to Goochland after he retired he was

different, said Pace. “I found Henry had grown up,” said Pace. Young credited family, friends and God for his success in life. “Without my wife I’d be in a bad place,” he said. “I thank God for changing my life. I was a devil in school,” he admitted. “I’m going to my seat now,” he said as he concluded his remarks. “I love you – everybody.” Minor’s daughter Krystal teared up as she finished her introduction of her father. “I thank you so much for honoring him,” she said. Minor observed that last year he couldn’t have stood to accept his reward. “My wife and daughter took care of me for 12 weeks,” he said after he had total hip replacement surgery. Minor said he “saw a lot and met a lot of good people” in his years working in education in Goochland. He asked those he had taught, coached or worked in the audience to stand. “This is why you do it, for the

The Goochland Board of Supervisors recommended approval of a plan that would expand operations at the 623 Landfill in the northeastern portion of the county. Deferred for 30 days at the Planning Commission’s last meeting, developers made minor changes to the original proposal in an effort to accommodate concerns raised by residents who live in the adjacent neighborhood, located in Henrico County. Representing the landfill, attorney Andrew Condlin explained that operations in the most controversial portion of the project, a borrow pit operation located on the eastern edge of the property, would be limited to a time period of two years. In addition, the excavating portion of the project could only occur in four month periods in each year. A truck repair facility

originally envisioned in the plan was scrapped to eliminate heavy industrial uses on the property. The plan calls for a slight expansion of the current landfill, the construction of a material recovery facility (MRF) and the initiation of a borrow process that will provide soil to cap the existing landfill when it reaches capacity. At last month’s meeting, residents of the West Ridge subdivision expressed concerns the expanded plan would endanger their property values and invade on their lifestyles with additional noise and activity. Condlin said his clients understood the concerns, and guaranteed a 350-feet buffer on the eastern side of the property. He also proffered an option that would allow the company to construct a berm with plantings to provide a noise and visual buffer for the neighbors. Condlin said that’s better treatment than the citizens

would receive in Henrico, where some buffers between fussiness and residential are only 50 feet. Following Condlin’s presentation, commissioner Courtney Hyers said she would welcome the neighbor’s response to the changes, and asked that their representative, Darvin Satterwhite, be allowed to speak. “That would be too much like opening a public hearing,” chairman James Melton responded. “I’m not suggesting we go back and forth, but I don’t feel that I would be prepared if I don’t know what those who opposed it last time think about these changes,” Hyers responded. Several panel members objected to opening the process, stating the public hearing was already completed at last month’s meeting. Commission chairman Melton agreed. Commissioner Bob Rich echoed those sentiments

saying it was time to send the application forward to the Board of Supervisors. Rich asked principal planner Tom Coleman how much buffer would be required in Henrico County. Coleman said that is excavation was occurring, they would require 200 feet. “ OK, so 200 feet. We’re giving them 350 feet at a minimum. That’s the end of discussion, guys,” Rich said. “I think they’ve done all they’ve been asked to do, plus, to try to attenuate the concerns of everybody whether they live in Henrico or whether they live in Goochland,” he added as he moved for approval. Commission members voted unanimously to recommend approval of the project and it now proceeds to the Board of Supervisors. A decision to study current proposals addressing electronic signs in the county appears dead in the water. see Landfill > page 7

All located pillowcases will be donated to hospitals in the Richmond metropolitan area. This year they’re doing things a little differently. Last year they made most of the pillowcases on site – this year they’re also collecting pillowcases from people as far away as Charlottesville and Virginia Beach. If you don’t know how to thread a needle but still want to take part, there’s no need to worry, said Hirschfeld. “We have volunteers from the Hospitality of Richmond Quilt Club com-

ing out on September 25 to help beginners learn how to sew,” said Hirschfeld. Sewing and quilting are enjoying a resurgence of sorts, said the two ladies. “We have lots of people coming in for the first time,” said Hirschfeld. “It’s people going back to basics,” said Schlake. A Needle Runs Through It offers a variety of quilting classes. They also sell quilting machines and offer machine rental for those who don’t own a quilting machine.

“We are a store about the machine quilting process,” explained Schlake. But the focus this month is on producing pillowcases for sick kids. Thoroughly modern – Not! A visit to Field Day of the Past is like, well, a visit to the past. It’s a trip that thousands have been making for the last 19 years as the Rockville event has grown into an annual institution that draws exhibitors and visitors from far and wide. I made the trip again last Friday (thought I’d beat the crowd that always shows up on Saturday and Sunday), and had a thoroughly good time looking at old stuff. Somehow I was reminded of the song from the Julie Andrew’s movie of several decades back “Thoroughly Modern Millie,” with its theme song. Can’t remember anything about the movie but the song’s melody is still stuck in this old writer’s head. Kind of like the memories of the old technology that powered our economy in years gone by, much of it on display last weekend in Rockville. Being a typical guy, I’m always drawn to any display of antique vehicles, so I spent a good deal of my time looking at the cars, especially the ones from the late 50s and 60s. Those were the days when car styles changed each year and little boys would sit on the front porch and try to identify each new model when it drove by (I kid you not – remember, we had no computers and some of us had no television!) Field Day of the Past has gotten so big that unless you are in tip-top shape you almost need more than one visit to see everything. This time around I discovered an exhibit that I’d somehow missed in my many previous trips. – The Virginia Military Vehicle Association. Hey – I know it’s another guy type thing but to see a WWII era Russian T-34 tank in the flesh is something I didn’t expect when I ate my cornflakes Friday morning. I guess that’s when I began to understand the attraction of the event. It’s that it takes you out of the present day with the help of artifacts from the past and helps you remember your own personal history It jogs your memory. Seeing that monstrous T-34 made me remember the two years I served in West Berlin in the Air Force and the similar style U.S. tanks, the M-60s that I saw there. In 1970 the Russians were just over the border, the Berlin Wall snaked through the middle of the city and I would have bet my life savings (not that I had any) that wall would never come down. Boy was I wrong! When it fell less than 20 years later the world changed. As has everything else in the world since the days of steam engines, cars with carburetors instead of fuel injectors and all the other artifacts from days gone by on display at Field Day. What are legislators thinking? Another pack full of important stuff in this issue of the Gazette. Ken Odor’s piece on water quality legislation is remarkable from the perspective as is stated in his piece, another “unfunded mandate.” What are the legislators thinking? Clearly water quality in the Bay is an important issue for the entire region but given the economic situation that

most of us are truly aware of, where do these folks live? If they really want to do this, let them provide incentives, rather than let the financial burden fall on counties that are struggling to meet their own basic needs. How out of touch can they be?

When Bob Hammond came north from his Georgia home 30 years ago, he only planned on staying “a couple of years.” Four hundred meetings give or take, and three decades later, the county’s Planning Director attended his last meeting. He wraps up his career at the end of this month, and Hammond said he’ll leave with fond memories of his tenure. Many of his colleagues explained that the loss was really theirs. “I’ve been here for five years and Mr. Hammond

has been one incredible fellow to work with – absolutely phenomenal,” Charles said at the close of Hammond’s final Planning Commission meeting. “We’re gong to miss him, but fortunately, we know where he lives,” he added. Chairman Melton presented Hammond with a certificate of appreciation, recognizing his many contributions to county planning during the past 30 years. “It’s been great working with each and every one of you all and I wouldn’t trade it for the world,” Hammond said. “You people have made this a great run and I’ll miss every one of you.”

He apologized to the 30 or so supporters who came to hear him. “I’m having a meeting with my staff today,” said Warner. “It’s hard enough to be a Republican in Goochland County without a senator missing a meeting.” Warner promised to visit Goochland soon. “I’ll be back within the next month or so,” he said. Warner said he has been using the current break to meet with his constituents around the state to talk about the economy. “We’re not seeing the job growth that we’d like,” said Warner. help small business, he said. “The economy is based on confidence,” said Warner, explaining that growth had slowed this summer after the gulf oil spill and problems with European economies such as Greece. When asked, Warner said he is sympathetic to some of the goals of the Tea Party. “They are frustrated with the gridlock in Washington and think spending is out of control,” he said. But blame for the growth in the nation’s deficit is shared by both parties, said Warner, citing the prescription drug benefit for senior citizens passed during the Bush administration, which he said was never paid for. “It’s all coming due,” he said. Warner said changes to government programs must be made. On Social Security, he said he favors a gradual

increase in the full retirement age. “We need to start telling the 30-35 year-olds that we need to raise the retirement age a month every year,” he said. That’s the only way to insure they will be able to collect, according to the Senator. Asked if the upcoming election is a referendum on President Obama, Warner agreed, with reservations. ‘Some are frustrated with the president,” he said, “I wish he had spent more time explaining how deep a hole we were in.” Warner said he thought the president may have overestimated the effect of the stimulus program. “I think the president promised the stimulus was going to do more than it could,” he said. Warner said he favored keeping 98 percent of the Bush tax cuts, which are set

to expire at the end of this year. He would favor letting the top 2 percent expire, but only if they were offset with some additional business tax cuts. He said he favors tax write-offs for equipment and making the Research and Development tax benefits permanent. On the local level, Goochland Democratic Committee chairman Alan Tucker would not hazard a guess on the November 2 election results. “I’ll wait until November 3 to make my predictions,’ he joked. Tucker acknowledged that challenger Rick Waugh faced a tough task in trying to unseat incumbent GOP representative Eric Cantor in the Seventh District. “Because of Mr. Cantor’s entrenchment it’s hard for Waugh,” said Tucker.

Runners make strides at Collegiate Invitational

Over 300 runners converged on Collegiate’s Robins Campus last Wednesday for an early season cross country test. But rather than looking at the meet in terms of wins or losses, the Collegiate Invitational served as a training tool as the meat of the cross country season gets under way. “This was essentially for us a 5k speed workout between a warm-up and a cool-down,” said Collegiate boys cross country coach Weldon Bradshaw. “Any coach at this time is having his kids train through these early meets and nobody runs on fresh legs in August, September and October, but you hope all you put into it will have you running on fresh legs in November.” This early in the season, Collegiate girls coach Karen Albright said it is hard to evaluate a team when compared

to others in final results. “The thing we try to look at is the times between our runners,” she said. “It’s hard to compare times you ran here with times you ran at FUMA because the courses are all different. But what is consistent is our times are relative to each other on the team. So we’re trying to bring that time gap between runners as close as we can.” And Albright is keeping a close eye on this year’s Cougar squad because she and assistant coach Gracie McGurdy believe it is special. “(The thing) we talk about with this team is that it’s just unlike teams we’ve had in the past,” Albright said. “They’ve got the fight and a drive that I haven’t seen the whole team have.” Albright believes the drive of this year’s squad is derived from the leadership shown by her three senior captains, Goochland residents Julie Sroba and Story Hinckley as well as Jasmine Turner. The coach feels that the attitude of her senior captains is infectious. “The girls are doing a great job so it’s bringing out kids that are brand new,” Albright said that

pairs of seniors, juniors and a trio of freshmen are all new to this year’s team. “They understand that running doesn’t always feel good and that there’s pain involved,” Albright said. “But just that attitude, we haven’t necessarily had through the whole team in the past years.” Sroba and Turner return at the teams top two runners this season and they will be followed by sophomore Gray Little and Hinckley. At the Invitational, the Collegiate girls preformed as expected, taking third behind Deep Run and Patrick Henry but more importantly crossing the finish line close together. Sroba finished third and Turner tenth, while sophomore Jennie Sroba came in 18th and Hinckley 26th. Juniors Amanda Cole (34), Molly McFadden (54), Kendall Berents (56) and Sally Sommers (62) were joined by Goochland resident ,sophomore Sarah Richardson (63), and freshmen Gracie Mountcastle (49), Kristie Turkal (76) and Goochland resident Meg Meyer (79) in the upper half of the field.

Last year the Collegiate boys came in third in the prep league and third in the state but Bradshaw lost four of his top five runners from that squad. But the coach does not like to think of this as a rebuilding year for his Cougars. “I don’t really choose to use that term,” he said. “We went into this year talking about we have an opportunity. We have an opportunity with some of the same team, just different guys have to stop up into the breach.” Junior Scott Newton currently holds the number one slot on the Cougar team while seniors Trip Templeman and John Charles Wood are generally in the top five. Junior Ian Rowland had a good run in the Invitational as well as sophomores Connor Partlow, Teddy Nasworthy and Goochland resident Luke Page. “Guys unaccustomed to being point scorers have to be point scorers and that’s the joy of coaching,” Bradshaw said. “You have to have guys step up and you have a new team.” The Goochland High School teams also made the

trip across county to take part in the Invitational and head coach Henry Jones enjoyed having a chance to run against prep and Group AAA talent. “The competition, that’s what it boils down to,” he said. “It’s allowing them to push themselves further each week so they can compete against the district teams that we have to go up against this year.” Goochland’s Stephen Ferguson finished fifth among the boys and Aaron Madrea

was close behind. Jones was especially pleased with the performances of senior Levi Ballard and sophomore Marcus Houston, “who, whew, had one heck of a run,” Jones said. On the girls’ side, senior Casey Doody came in 15th, and junior Abbigail Dobbertin 23rd. But Goochland eighth graders Madison and Morgan Venhulzen made a real impression taking 27th and 55th in the field of 153 high school runners.

On Friday night, the Goochland Bulldogs improved their season record to 2-1 with a 15-6 win at King George in their final game before entering Jefferson District play. The victory did not come easy for Goochland but the Bulldogs’ special teams repeatedly stepped up big. Goochland looked to be in good position when Lemontre Taylor took the opening kickoff back 62 yards but the Bulldog offense could not take advantage of the field position, eventually missing on a 48-yard field goal attempt. King George moved to the 1-yard line before being stuffed by the Goochland defense, however the Foxes appeared as if they would be the first on

the board with a short field goal. But Goochland’s Jess McLaughlin broke through the line to block the kick and keep the game scoreless. The Bulldog offense remained ineffective for the remainder of the half, but their defense kept them in the game. Though the Foxes put up impressive numbers, they were limited to one more field goal attempt that was also missed and the teams went to the locker room tied 0-0. King George took the second half kickoff and moved the ball 30 yards before being stopped on third down by Goochland. But a Bulldogs’ penalty kept the drive alive. Then with 6:20 left in the third, Fox quarterback Tevin Jones connected with Kelsey Monroe on a 44-yard TD pass to put King George ahead 6-0.

However the Bulldogs’ special teams came through to block the extra point attempt. Taylor came up big once again on the ensuing kickoff, returning the ball 39 yards to fire up the Goochland offense. Riding the back of senior running back David McKenna, who carried the ball on seven consecutive plays, GHS moved to the Fox 17-yard line. Zakell Johnson’s nifty 12yard gain moved the ball to the five and McKenna took over from there, to score with 33second left in the third. But a bad snap on the GHS PAT kept the game tied at 6-6. The Goochland defense forced King George into a punting situation on the ensuing position and the Bulldogs’ special teams once again came up big. On the fourth down

play, Goochland’s Mavrick Snedecker broke through and forced the King George punter to abort his kick. Lee McLaughlin then wrapped up the punter and Goochland took over on the Fox 23-yard line. Six plays later, with 7:17 on the clock, McKenna burst into the endzone for his second touchdown of the night. Goochland’s two-point conversion attempt was stopped short of the line and the Bulldog lead remained 126. The GHS defense forced King George to punt and McKenna ran the clock and ball to move the Bulldogs down field where Colby Cooke connected on a 32-yard field goal to seal the win. McKenna finished the game with 16 touches for 77 yards,

Rob Vozenilek, after two seasons as a wide receiver for St. Christopher’s, was thrust into the starting quarterback role as a junior. It was a job he hadn’t had since middle school. But he and the Saints took their lessons the hard way as they suffered through a 3-7 season last year. They’ve turned those growing pains into this year’s growing bold. St. Christopher’s is 3-0 for the first time since 2006 after Vozenilek led the Saints to a 210 win at Benedictine yesterday. “I’m more confident,” said Vozenilek, who ran for 147 yards and a pair of touchdowns and threw for 120 yards. “When I got to the line in a big game last year, I was looking out for someone coming at me. I feel more comfortable now.” Nowhere did he show that newfound assuredness more than the fourth quarter, when

he couldn’t find anyone open on a pass play. Instead of throwing the ball away or sliding for a short gain, he broke a couple of tackles, zigzagged behind a wall of blockers and erupted for a 76-yard touchdown run with 8:40 left to put the game out of reach. “When Rob got that touchdown run, shoulders,” said defensive end Jack Foster, who had eight tackles and sacked Cadets quarterback David Geary three times. The Saints ate up more than a quarter on two scoring possessions, a 16-play, 92-yard drive that resulted in Vozenilek’s first touchdown run in the first quarter, and a 10-play, 87-yard series that ended with a 2-yard run by Marshall Hollerith. But the Cadets’ two wins this season came with them trailing in the fourth quarter, and they got an opportunity to start a third comeback with 10:24 left when Nigel Williams recovered a St. Christopher

fumble at the Saints’ 19-yard line. Three plays later, Virginia commit Thompson Brown batted a Geary passed and came down with it for the interception to end Benedictine’s best shot at scoring. The Cadets got the ball to the Saints’ 35 later in the quarter, but turned it over on downs. “We’re light years ahead of where we were last year,” second-year St. Christopher’s coach Michael Turner said. “It starts and ends with our defense — the long drives helped, but our front four was spectacular.” Kendall Squire ran for 80 yards and Geary threw for 121 for the Cadets (2-2). The Saints’ last 3-0 start led to a finish the coaching staff would just as soon forget — they lost at Norfolk Academy and went on to lose their last seven. Oddly enough, St. Christopher’s visits Norfolk Academy next Friday.

Coincidentally, the last time the Saints was 3-0 was also the last time they and Benedictine faced each other. Nobody on the field yesterday had the experience of playing the other team. “It was a special game,” Foster said. “A win would mean so much to the team and the school. It’s the annual Glen Allen Day celebration, now in its 14th year, held at Meadow Farm. “It’s the largest function that Recreation and Parks takes part in each year,” said Glen Allen District Supervisor

Richard “Dick” Glover, as he stopped off to chat with Glen Allen Ruritan member Gus Carle, who was helping man the Ruritan’s food concession. Besides being Recreation and Parks’ largest event, it’s the Ruritan club’s major fundraiser and they take it seriously. “Some members started cooking as early as 3:30 a.m.,” said Carle. The club only has about 30 members, so without help of Parks and Recreation

there’s no way they could handle an event of this size, said Carle. Some 12 to 15,000 people were expected to attend the free event, said Glover. “Healthy Lifestyles” was the theme of this year’s Glen Allen Day festivities. we saw increases in all three sections of the SAT test indicates that our students are benefiting from our teaching and focus on 21st century learning skills. HCPS saw a six-point increase in critical reading, a two-point increase in mathematics, and a two-point increase in writing compared to the 2009 average scores. Henrico’s performance on the critical reading section exceeded the state and national performance. In writing, the school system’s performance matched performance at the state level and exceeded the national average performance. The number of students who took the SAT increased by 110 in 2010 (1,933 students in 2009 to 2043 students in 2010). Henrico saw an increase of three points in critical reading mean scores exceeding the five-year point change for Virginia and the nation. In math, the district’s mean scores increased by a point, also exceeding the five-year

point change for Virginia and the nation. “It is rewarding to see that the hard work of our students and teachers is reflected in the performance of our most recent graduates,” said Eric Jones, Executive Director of Secondary Education. “I am particularly proud that from 2009 to 2010 we closed the achievement gap between our African American and Caucasian students.
