For the second time in less than a year, a Richmond-based Elks Lodge has been given the cold shoulder by Goochland County residents. The Benevolent and Protective Order of Elks, Lodge 45, is currently seeking a Conditional Use Permit (CUP) from the county to build a new lodge on a parcel of land located in an industrial zone near the intersection of Pony Farm Road and Oilville Road. The organization faced its first hurdle on Jan. 7, during the Goochland Planning Commission’s monthly meeting.
