For the second time in less than a year, a Richmond-based Elks Lodge has been given the cold shoulder by Goochland County residents. The Benevolent and Protective Order of Elks, Lodge 45, is currently seeking a Conditional Use Permit (CUP) from the county to build a new lodge on a parcel of land located in an industrial zone near the intersection of Pony Farm Road and Oilville Road. The organization faced its first hurdle on Jan. 7, during the Goochland Planning Commission’s monthly meeting. Much as they had last March, when the group sought permission to open a lodge in a shopping center near

The Good Neighbor Fund is available to Goochland residents with an income level up to 200% of the Federal Poverty Level. Hill continued from >1 for Xzavier Hill, the 18-yearold Charlottesville man shot and killed by Virginia State Police troopers on Jan. 9 after he allegedly led them on a high speed chase and then brandished a firearm, On Friday, Jan. 22, just hours after attending a memorial service for Hill, scores of protestors converged on the Goochland County Courthouse demanding the public release of dash cam footage they say will prove the shooting was not justified. Law enforcement agencies had been closely monitoring the day’s events in an attempt to stave off any potential violence, but by the time the group reached the courthouse in Goochland they found that the complex had been largely shut down. Rather than dissipate, however, the group appeared to grow more incensed. Shouting “Justice for Xzavier” and waving handdrawn signs calling for the release of the footage, protesters circled the courthouse complex several times before eventually heading for the street. If approved as presented, the CUP would allow the lodge to host a maximum of two events per month with more than 50 people in attendance, and an unlimited number of smaller events. A number of residents who spoke at the meeting expressed concerns about traffic and noise from events held on the property, but the majority of the trepida-

State police officials maintain that that Hill was shot after leading troopers on a four-minute chase that began on Interstate 64 in Henrico and reached speeds of 120 mph before ending in Goochland, when Hill’s car became stuck in a median. Police say Hill refused to exit his vehicle and displayed a firearm. Hill’s mother, LaToya Benton, who saw the video along with several family members, says her son never showed officers a gun, and a gun found in the vehicle had

On Friday, Benton was part of the group calling for the release of the tape and decrying what they say is a clear pattern of racially-targeted violence on the part of law enforcement. “Racist cops have got to

According to Lawrence West, one of the event’s organizers, the protestors wanted to make clear that Hill’s death will not be ignored, nor will what West described as the unjust tactics that lead to the killing
of Black people. “We need law enforcement to understand that killing Black people is not OK,” said West. As they marched, demonstrators filled both sides of the roadway, leading to long traffic back-ups both ahead of and behind them. To the east, at the intersection of Route 522 and Route
6, officers had begun diverting drivers away from the area. The protest Friday concluded without incident according to the Goochland County Sheriff’s Office. State Police have indicated that the dash cam video is being withheld because it is part of an active investigation into the incident that occurred on Jan. 9.

in people to shoot shotguns that are going to be drunk, and that they are some type of carousers or whatever — that is just absolutely absurd.” Satterwhite said he understood that the majority to the residents’ concerns were focused on the shooting range, but suggested concerns about noise made little sense. “Ok, [residents say] ‘We’re here, we want peace and quiet, this is an area of peace and quiet,’” Satterwhite said. “Oh really? Well if you do your due diligence and you look at the comp plan, this hasn’t changed…this has been an
industrial area. So guess what? You don’t set up your house in an industrial area and go ‘Oh, I didn’t know there was going to be any noise around.’” If the Elks violate the terms of the conditional use permit, Satterwhite pointed out, the permit could potentially be revoked “and that’s exactly what you would have the right to do.” “Look, you’ve got this as an industrial area—[the Elks] are, in fact, something that’s better than what you have now. And yes, it is not ‘remarkable’ to think that this would be a stepping stone to something better
than a tractor going up and down the field. It is better and it does attract things that you would want in this area.” Ultimately, after several minutes of back and forth discussion, the Commission members decided that there were too many issues that still needed to be addressed concerning the CUP request, and voted unanimously to defer a vote on the Elks’ request until the next Planning Commission on Feb. 4. Once they decide on a recommendation, the matter will go before the county Board of Supervisors for a final vote.

Tell Me A Story
Meeting helped parents know they were blessed Editor’s note: This week the Gazette continues with the new series we’re calling “Tell Me a Story,” in which we ask our readers to share with us a favorite story about something that happened to them or a family member. When my daughter was an infant, she was very sick much of the time. It started the day we brought her home from the hospital and she suddenly ran a fever of 104 degrees. We rushed her to the emergency room where they did blood tests and admitted her to the pediatric ward with an IV of powerful antibiotics dripping into a vein in her tiny arm. We went home a week later, only to have this frightening experience happen again. She was admitted again and had the same treatment. This happened approximately every six to eight weeks…a high fever, an emergency room visit, admission to the hospital with IV antibiotics and then
home again. After months of hospital stays, doctor appointments and meetings with specialists, we learned that she had a very rare blood disorder that prevented her body from making certain antibodies. For the first eighteen months of her life, my daughter had more IVs, hospital stays and spinal taps than I can remember. Obviously, these trips to the hospital, no matter how frequent, were always frightening for us, but we had gotten so familiar with the difficult routine that we were pretty sure that my daughter would get through everything all right. This all happened thirty-five years ago, and in those days, hospitals still allowed people to smoke in a designated room. At the time, my then-wife and I were smokers and we took turns staying in the room with my daughter while the other took a smok break. One night, very late, my daughter was soundly sleeping and we decided we would go see Story > 14

Even amid pandemic, Goochland Christmas Mother ensured hundreds of local holiday wishes came true By Anne Hardwick Contributing Writer
Through hard work, creative thinking, and passionate volunteer work, the Goochland Christmas Mother program was able to reach 650 county residents in 2020 — in the middle of a global pandemic. To reach county residents in need in past years has required the support of hundreds of county volunteers to get the job done. Getting people together during 2020 was a non-starter. What to do? “We knew the need was still there even though we would not be able to manage our effort in traditional ways. Our board really stepped up and put on their thinking caps as to how best to meet the need this year”, said Cindie Valentine, association president. As early as last spring, the board started tossing around ideas about how to keep the program running while keeping everyone as safe as possible. Audio, video and safe distanced in-person meetings were utilized to get things going. It was decided that
applications from recipients would be taken over the phone. Then a plan was developed for applicants to bring their qualifying documentation to be validated at a drive through special event. And rather than shopping for gifts, it was decided to give gift cards and food boxes this year. It took careful planning, detailed logistics and a herculean effort but the plan came together and was executed successfully. The association was able to serve 382 adults and 268 children from 230 families, all of whom were given a happier Christmas thanks to the work of dedicated volunteers and support from the community. Of the 230 families supported, 99 were “adopted” to local organizations and families who provided for “their” families on behalf of the Christmas Mother. The adopting groups enable the Christmas Mother to support many more families than would otherwise be possible. Numerous organizations, businesses, churches and families stepped up to adopt qualified Christmas Mother recipi-
ents. Adoptions are a vital part of the association’s ability to help so many in need. A county resident is asked to serve as the Goochland Christmas Mother during the season, and Joy Kline stepped up and served in the role during an unprecedented year. Joy worked tirelessly to raise contributions and food supplies in support of the program, made all the more challenging in the context of social distantancing limitations. As of early January, her fundraising effort had reached $72,216.76. And her food drive initiatives filled the boxes that were packed and delivered to local Christmas Mother recipients. Providing for those in need who may not be able to enjoy the Christmas season is the goal of the Goochland Christmas Mother Association. The need fluctuates from year to year, and through the efforts of so many, the association is able to help all qualified applicants. During the year of the pandemic, it was sheer determination and a labor of love that enabled the ability to continue the organization’s

Ware among state legislators taking on skyrocketing energy bills Contributed report
A bipartisan coalition in the House of Delegates has announced a legislative package aimed at lowering energy bills in Virginia. The proposals make long-overdue revisions to state law that will enhance consumer protections and provide relief for Virginians struggling with some of the highest energy bills in the country.
If passed, the proposed bills would ensure Virginians get back more than $500 million that they’ve been overcharged by Virginia’s dominant electric utility Dominion Energy since 2017, per State Corporation Commission (SCC) reports. “This legislation seeks to restore to the SCC its original and rightful role in adjudicating rate requests from
our public utilities. Owing to Dominion-influenced legislation, the firm’s rates have not properly been decided since 1992. Ratepayers have paid the burden for this handcuffing of the SCC’s authority. Finally, a sufficient coalition has arisen to correct this impropriety, and I am grateful to be able to contribute to the endeavor,” said Del. Lee Ware. Through heavy lobbying,
Virginia’s energy monopolies have added several provisions to state law in the last two decades that prevent the SCC from reducing electricity rates and ordering refunds for customers, despite the company’s consistent overcharges. This group of legislators wants to undo those laws. “Virginians have seen their utility bills raised by our electric monopolies by at least
25% since 2007 and now pay the 6th highest energy bills in the country. Before COVID19, more than 75% of Virginia households had energy bills considered unaffordable by national standards. Lowincome people have been disproportionately impacted by COVID-19,” said Del. Kathy Tran. “We must act now to bring much needed relief to our constituents.”
A high energy burden is defined as spending more than 6% of income on energy bills. Nationally, the burden of high utility bills falls most severely on minority and lowincome communities and Virginia is no exception. These bills would restore state regulators authority to give customers full refunds now and reasonable prices in the future.

Mark this day, but also keep it in perspective By Roslyn Ryan Editor
Of all my strange habits and personality quirks — and my husband will attest there are many — perhaps one of the more benign is the fact that I always put a date on everything that goes into my refrigerator. I may habitually lose receipts and misplace bills, but when you look at any item in our icebox — from the milk to the mayonnaise -- you will know exactly what day it was opened. I mention this only because the other night, as I cleaned up after dinner and grabbed my Sharpie to label a half-used jar of pasta sauce, I couldn’t help but note the date: Jan. 20, 2021— Inauguration Day. Perhaps I was just tired, or in an odd mood, but for some reason I
found myself staring at the date just a few seconds longer than I normally would have. For certain it was a momentous day for the nation, and whether you felt like celebrating the day or mourning it (and I know plenty of people in both camps), it was hard not to feel as if we were all coming to the end of a long, strange ride. The date felt big, like it should truly mean something, like a date that you could look back and tell your grandchildren about once they were old enough to understand. You would have to start by explaining the story of Donald Trump to them, of course, which would be just the beginning but also would take quite some time. Depending on how you felt about Trump you could take the story in a few different directions, but you would almost certainly have
to include something about COVID19, and the economic crisis, and the impeachments, and it would finally wrap up with the very last day of the Trump presidency, when the nation’s first reality show president waved a solemn goodbye and boarded Air Force One for the last time. January 20, 2021, will be a date that all of will remember for years to come … or will we? To be honest, the vast majority of the dates that I remember — with the exception of Dec. 7, 1941, and Sept. 11, 2001 — are the ones that are special to me: My parents’ birthdays, my wedding anniversary, the date my grandmother passed away. These are the things that matter. These are the things that are important. If you happen to be among those who celebrated last Wednesday, I’m
glad it was a special day for you. And if you were among those who despaired, I remind you that this too shall pass. Presidents will come and go, and God willing there will be many more inauguration days. But of all the dates that matter to us as a nation, there is just one in particular — July 4, 1776 — that we should all look to when we need to be reminded of what we stand for, what we’re made of, and what so many men and women have sacrificed to secure for us. We have never been perfect but we have always kept trying — stumbling often and falling short, but still trying. Here’s hoping that brighter days are ahead for all of us, no matter our political stripe, and that we can begin to come together again — somehow — as one nation, indivisible, with liberty and justice for all.

Not a single one of us could contend the last 10 months haven’t been difficult, and waiting for a pandemic to end has become the national pastime, a dim hint of light at the end of a long tunnel. It’s no different at our house.
Nerves are stretched thin as school continues in my living room and other access points throughout the house, and my kids are wondering if they’ll ever be able to go out and just hang with their friends. The isolation and uncertainty has taken its toll, but it finally looks like vaccines are available and experts are predicting that by

Letter to the Editor Community support pulled neighbors through tough 2020 Dear Editor, While many in our community suffered first-hand the hardships either brought on or exacerbated by the pandemic, many others met the challenge to help their neighbors. With your support, GoochlandCares stayed open and continued to provide food, clothing, financial assistance, health and dental care, domestic violence support services, and more. We may have looked a bit different, (PPE, temperature checks, curbside food delivery, phone and video appointments), but you helped us keep our promise to deliver quality, clientcentered services with compassion and dignity. Thank you. Your desire to stay supportive is deeply moving. And your creativity amazes and delights us. Due to social distancing, neighborhoods were unable to conduct their usual door-todoor food collections for the Food Pantry. So they distributed envelopes and asked that families send monetary donations to help keep the shelves stocked at GoochlandCares. In addition to their regular contribution, several donors sent us the money from their stimulus checks. One said, “I don’t need this extra money but I know there are those that do. Please use it to help them.” One boy saved his allowance for 6 months and donated it. Our craftier supporters have kept us supplied with hand sewn face masks. Goochland boys basketball honors seniors By Nick Vandeloecht Sports Editor
GOOCHLAND -Although the 2020-21 season became a successful one for the Bulldogs the moment they took the floor for their first game a month ago, another major goal was achieved last Tuesday. After all of the uncertainty and cancellations that have been brought about by the current pandemic over the last 10 months – and after several Virginia school systems made the decision to not participate in winter sports this season – Goochland’s boys basketball program succeeded in holding its Senior Night game versus West Point. The program was able to both honor and showcase the efforts and contributions of the Goochland High School Class of 2021’s Reid Dameron, Kyle Goff, Jack Hoffler and Kameron Holman. “I’m just very thankful to even have a Senior Night tonight, and just to have a few fans out, it felt good to have eyes watching on us again,” said Holman, a four-year varsity player who, despite Tuesday’s 51-37 setback to West Point, came away from the game with 18 points. “It was a tough loss, but I’m happy that we got to have Senior Night.” “I’m grateful for our coach and administration for setting it up and the parents for doing the posters and really making it as normal as a Senior Night as they could,” said Hoffler, who scored 9 points and added six rebounds. “I was grateful that my family could come and watch the game at least in person one time.” For the senior studentathletes who have grown up playing sports together, “this is our night to really show what we’ve done for our school and

our community,” said Kyle Goff, who had three rebounds in Tuesday’s game, and who also plays golf in the fall and baseball in the spring. While they didn’t
get the win in the scorebook on Tuesday, he added: “It’s a win due to COVID; we’re one of few teams being able to play, so it’s a blessing that we even got to
have this.” Dameron, who in addition to basketball also plays tennis in the spring and runs cross country in the fall, impressed
Goochland head coach Preston Gordon in his start last Tuesday. He hauled in four rebounds and grabbed a steal in the third quarter.
“Reid gives so much; he plays so hard. If he missed a day in the preseason, it was only one. He led us in stretching and he’s a team guy,” Gordon said of Dameron. “He does the little things that every coach asks, and it means a lot to me.” Goff didn’t get a chance to play basketball last year because of his shoulder, but Gordon admired his decision to compete on the hardwood this year. “It’s good to see him out here. He’s done some things well for us early that, to be honest, I didn’t expect, not because I didn’t think he could do it; I was just worried about how his shoulder was going to hold up,” Gordon said. “I’m proud of him for fighting through that.” Holman has been one of Goochland’s go-to players for the past couple of years in both basketball and football. He helped the Bulldogs’ varsity boys basketball team reach the state tournament for the first time in 2018, and then the final four for the first time in 2019. Holman has also been a part of a Goochland football program that from 2017 to 2019 went 38-4, reached at least the third round of the playoffs all three years, played in two state semifinals and went to the state championship game in 2018. Holman has multiple offers to play football. “He’s got an upside both on the football field as well as the basketball court – just a pure athlete, and knows how to score,” Gordon had said of Holman in April after Holman had earned Second Team AllRegion honors in basketball. Hoffler, Gordon noted, has really stepped up his game. The senior has emerged as one of Goochland’s leading scorers alongside Holman this season. He and Holman have also been

Kemper said the VISAA executive committee decided Tuesday to cancel the wrestling tournament because COVID19 cases around the state have been rising, it’s considered a higher-risk sport by the National Federation of State High School Associations, and the committee didn’t think there would be enough teams. Kemper said there are about 30 private schools wrestling. Only a few indicated they’d be willing to participate
in a state tournament, he said. He also said “it’s hard to mandate testing, but we were going to do that if we had the tournament, and the schools were going to have to pay for that.” For basketball and indoor track, the VISAA is surveying members “to indicate whether they will participate in the state tournaments with stricter safety protocols recommended by our [sports medicine advisory committee],” Kemper said. The boys and girls basketball tournaments are scheduled to be held Feb. 23-27. Indoor track is scheduled for Feb. 20, with swimming and diving Feb. 19-20. The swimming meet will be virtual.

the high school program since the eighth grade, playing JV and then varsity as a freshman...he’s just always come out and attacked and played well,” Hoffler said. “Kyle, he brings a lot of energy, he’s fun to be around, and Reid, he really pushes it in practice, and tonight it really showed... he brings a lot of energy, too.” “They’ve definitely brought hard work to the table,”
Goochland’s Doczi receives roster spot offer from Palmetto
Palmetto is a Christian post-graduate prep program that, according to its website, helps student-athletes earn the test scores and/or college credit they need to receive scholarships to four-year institutions. Doczi has also received an offer from NAIA Division II school McPherson College, as well as roster spot offers from NCAA Division III schools Bridgewater and

With vaccines on the horizon and an end in sight, it occurred to me that while life will return to normal for many of us, it will remain isolated and challenging for others, specifically the ones burdened with disabilities that limit mobility.

The Conditional Use Permit is required by Goochland County Zoning Ordinance Section 15-272. A zoning ordinance amendment is pending to allow this use. The Comprehensive Plan designates this area as Commercial and 100-year Floodplain. c. Countywide Ordinance repealing Goochland County Code Section 9-11 (Parades and processions generally) and adopting Sections 9-46 through 9-58, all relating to parades and processions, including exempting spontaneous processions, adding expressive activity and specific provisions therefor, limiting required application information, requiring compliance with other regulations, broadening eligible security agencies, allowing county personnel access, decreasing time for permit filing and review, specifying and clarifying standards for decision on permit, authorizing permit conditions, specifying recoverable county costs, reducing deposit requirement, specifying and clarifying permit revocations and cancellations, decreasing and revising penalty provisions, providing permit appeal process, and restricting interference with permitted parades or processions (the Board was asked to defer this public hearing at its October 6th meeting). The Board is expected to defer this public hearing at its February 2nd meeting. 13. to the smoking lounge together. It was a small room, with two couches and some end tables. The room was empty except for one small figure across the room. This person was wrapped in a blanket and curled up in the fetal position. We could hear her crying across the room. After a few minutes, we asked her if there was anything we could do for her. She said, “No thank you.” We asked her why her child was in the hospital. It turns out that her child had spinal meningitis, an infection of the spinal fluid. It is a very serious and often fatal illness. When an infant contracts this, the first twenty-four hours are critical. We knew about spinal meningitis because of the many spinal taps my daughter endured. They were used to test for this horrible disease. Blessedly, she never contracted it. The woman who was balled up in the fetal position told us that the doctors told her that her baby had only a thirty percent chance of surviving the night. For a few minutes, we wept along with her. You see, even though we had been through the process so many times, we always knew our daughter would make it through. This poor woman didn’t even have good enough odds to even hope her child would survive the night. That night I learned a valuable lesson, one that has remained with me for thirtyfive years and counting: there is always someone worse off than you. I keep that in mind when things get tough for me, or when I’m feeling down about something. I learned this lesson under grim circumstances, so maybe someone will read this and keep that thought in mind. By the way, the woman’s child survived the night, and my daughter is doing fine.
