After selling his Richmond-based chain of strip clubs — as well as his $1.7 million Henrico home — Louisa resident Frazier T. Boyd III is now pursuing a decidedly different sort of venture. He is opening a church. On Aug. 6, Boyd’s River Road Property LLC received the go-ahead from county supervisors to turn a long-vacant former bank building in the courthouse area into the home of a new Protestant Bible Missionary church. The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home: A spayed female Beagle mix, about 5 years old; a sweet, spayed female hound, about 4 years old; and a neutered male Lab mix, about 1-2 years old. During the month of August, adoption fees are being waived. The Shelter is open from 9 a.m. to 2 p.m. Tuesday through Saturday. The facility has many lost dog and cat fliers posted. Adoption event showcased pets waiting for homes Shelter’s staff eagerly awaiting opening of new, far larger facility By Roslyn Ryan Editor

For the animals currently housed at Goochland’s temporary animal shelter at Central High School on Dogtown Rd, fate hasn’t always been kind. But last Thursday, as the staff of the shelter and volunteers from Goochland Pet Lovers welcomed crowds of potential new pet parents to the facility,

Voters continued from >1 The fact that those two boundaries are not the same along Goochland’s border with Louisa — owning, at least in part, to a 250-yearold boundary line dispute between the two counties — is what led to the hundreds of voters living along that boundary being told several months ago by the county Electoral Board that, although they paid Goochland taxes and thought of themselves as Goochland residents, they could unfortunately no longer be considered qualified Goochland voters. The predictable public outcry that followed was acknowledged by the board members, who were forced to admit that they had very little recourse when it came to the matter, and that there was a possibility that the situation might remain unresolved until a new boundary line agreement with Louisa could be presented and certified by the Census Bureau in 2021. Still, however, work on

things certainly appeared to be looking up. Under the shade of a large tent, a sweet-faced pit bull mix seemed content to accept as many back scratches and belly rubs as visitors cared to offer, while a few feet away another pup was in absolutely no hurry to give up its spot on Pet Lovers volunteer Richard Verlanders’s lap. The afternoon adoption event, featuring food trucks, shelter tours and numerous “meet and greet� opportunities with dogs and cats available for adoption, offered the chance for the county to remind residents that the temporary

And despite several months of chasing leads and coming up against roadblocks, County Attorney Tara McGee announced during the evening portion of board’s August meeting that she and her staff had finally found what appeared to be a viable fix. If the county would adopt a new electoral map that used the taxing boundary and then update its ordinances accordingly, she explained, the voters who had been pushed out could almost certainly be welcomed back in. In addition, on Aug. 20 at 2 p.m., a hearing will be held in Goochland County Circuit Court to officially approve a new boundary line agreement with Louisa. McGee explained that there are still several parcels she described as “donut holes,� places that actually are registered in the wrong county and will eventually need to have property deeds revised. Still, the newly unveiled solution was met with a pal-

Elliot, a co-founder of Glen Allen’s Shady Grove Animal Clinic, first became involved with the Goochland Animal Shelter over a decade ago, when she began pitching in to examine animals before they were adopted. Eventually she was hired on to serve as the shelter’s attending veterinarian.

Goochland County Electoral Board Secretary Robin Lind, addressing the board during the public comment period, said that he was “extremely impressed� with the work of McGee’s office, and said he fully supported the actions taken by the board to address the issue. “I cannot speak for my colleagues, but I am very well assured that we will bring our people home,� Lind said. Goochland resident Wendy Hobbs, who had repeatedly called on the board members to find a solution to the problem of ousted voters, told them Thursday that the community appreciated their efforts. “Since May, we have been in turmoil,� Hobbs said. “Some people thought you couldn’t do anything, but you have proven that wrong. This issue crossed all parties and impacted everybody. And you proved that when we put citizens first, we all win.�

Over the years she and the shelter staff have steadily increased the type of care that they are able to provide to the animals in their care, and are now able to provide rabies vaccination, deworming, and flea and tick treatment for the animals in their care. As word got spread about what they were doing, donations began to come in. Those donations were quickly turned into more vaccinations, and better treatments for a wider range of ailments. Then, a few years ago, planning began in earnest for a new, state-of-the-art pet shelter and adoption facility to be

built on the site of the old facility on Hidden Rock Lane off of Fairground Rd. The county approved part of the funding for the project and Goochland Pet Lovers was founded in order to raise the remaining balance. Elliot serves on the Board of Directors for the Goochland Pet Lovers, and says the partnership between Pet Lovers and Goochland County “is everything we could have hoped for.� Like so many others, Eliot is looking eagerly ahead to the opening of the new facility, currently slated to be completed by year’s end.

While the animals are already receiving top-notch care, the new 14,000 squarefoot space will vastly improve their chances of finding new permanent loving homes. And that, said Elliot, remains their number one goal. For anyone currently hoping to adopt a pet, the shelter is continuing to waive the adoption fee for all animals through the month of August. Commission on June 27 voted unanimously in favor of the rezoning request. Boyd has indicated that there are no modifications planned for the exterior of the 10,450 square foot building, but extensive interior remodeling is needed due to water damage. Boyd, who now lives in Louisa, is the former owner of the Richmond-based PaperMoon Gentleman’s Club chain. According to published reports, Boyd sold his club in Richmond’s Scott’s Addition for $875,000 in June of 2017. The year before he sold the Midlothian location to the same buyer for $1 million.

According to Gregory Wharton, who is listed as a representative for River Road Property LLC on the rezoning application, Boyd is no longer the man who owned the gentleman’s clubs, and “has been saved by the Lord Jesus Christ.” As for why he has decided to open the church, Boyd indicated to board members that he feels a personal responsibility to help society get back on the right path. “We need a little bit more God in our country,” Boyd said. “You know, you see all the horrible outcomes in the world today, and I just feel we’ve lost a lot of it.”

BOS effort to fix boundary issue one example of govt. done right

By this point in my career I ve covered hundreds of local government meetings, and never, during any one of them, did a balloon drop or a marching band seem as if they would be an appropriate addition to the proceedings. That is, until last week. Am I overstating the case when I say that the county leadership managing to find a navigable passage through the boundary-related voting precinct quagmire (see story, page 1) that has tied plenty of others in knots is worthy of the kind of victory celebration typically reserved for Super Bowl winners and newly elected presidents? Maybe. And yet there was a very real sense, when the Goochland County Board of Supervisors last week approved what is believed to be a workable solution to the issue, that something truly special had happened. It’s rare these days to find anything that makes everyone happy, or any silver cloud upon which no one can find some kind of grey lining. But even the most hard-hearted government-bashing grump would likely have a hard time not being heartened by the way the plight of several hundred voters was addressed by the current board. Perhaps what made this particularly special was that, at least in this case, the county leadership could have taken a knee. Yes, there was a good number of taxpaying Goochland resisee Boundary > 12

he recent shootings at El Paso, Texas and Dayton, Ohio, are extremely disturbing to me, particularly since I have written so many letters explaining simple effective gun control measures that should be acceptable by most gun owners. I am no “namby pamby” liberal progressive gun control advocate. Instead, I am a retired Army combat veteran with a Federal Firearm license and a gun collection, and I am also an amateur gun smith. So I know guns. The bottom line of this letter is that all gun owners should be licensed as explained in a letter I wrote to our Senators in 2013. I received no response to the attached letter from any of our representatives. It seems like gun control is the “third rail” of politics and will never happen. So we will keep having gun tragedies. For your information, the gun reportedly used in the El Paso shooting was a Kalashnikov. During the last assault rifle import ban our U.S. market was flooded with cheap new Hungarian Kalashnikov hunting rifles. All you have to do is install a $10 pistol grip and a 30 round magazine on the Kalashnikov “hunting rifle” and magically you have a semiautomatic AK 47, (less the bayonet stub removed for esthetics). It can be very difficult to distinguish between semiautomatic hunting rifles and military assault rifles. So gun control is clearly not the answer to our mass shooting problem. There are far more guns in circulation than could ever be

However, I fear the national outrage may lead to hasty new and largely ineffective gun control laws. As an avid gun collector with a Federal Firearms License (FFL), an FFA pilot’s license, and a U. S. passport I can suggest a reasonable system of Federal gun control rules and procedures that should satisfy most gun control critics and a lot of gun owners. Letters to the Editor Lascolette has proven true to her word when it comes to Goochland Dear Editor, Sometimes I make New Year’s resolutions, and a couple of times it included “more exercise and a better diet.” (I’d like to lose a couple of pounds.) When I stick to my resolutions, things go pretty good; but when I go back to my old ways…things don’t go so well. In 2011 I made a resolution to get better government in Goochland, and I voted for Susan Lascolette for our Supervisor in District 1. Goochland had some real problems in 2011 the sewer bonds were a mess, the schools were underperforming and the Treasurer we had then was sending Goochland’s money to scam artists overseas! We elected a new supervisor with Susan Lascolette that year; along with a new treasurer. I saw that when we put Susan in the Supervisor’s office she went to work immediately and helped fix these problems. I saw someone put aside their own personal time and issues to help others. Susan works tirelessly for the citizens of Goochland. Today, the budget and schools are better, our taxes are low and our Treasurer’s office is one of the best in Virginia. I think Goochland is a pretty good place to live today. I don’t want to give up on my 2011 resolution to have good government in Goochland, I hope District 1 voters will re-elect Susan Lascolette this November. Gun licensing continued from >6 new and effective gun control system without excessive additional costs and that protects the rights of all citizens and gun owners. I will provide some background information before describing a new gun control system based on existing Federal programs and procedures.

before takeoff. This privilege is enjoyed by all licensed pilots and any small plane could be loaded with explosive materials and flown into a football stadium or other target if desired. What prevents things like this from happening are the FFA’s stringent but reasonable procedures for pilot training and licensing, tightened after 9/11, which can be used as a model for better gun control. For example, there is an FFA system of privately employed and paid flight instructors who have sole discretion on providing flight instruction and certifications. If a person fails to display an acceptable attitude or abilities for flying an airplane the instructor can simply refuse instruction or to sign a pilot’s logbook. After completion of pilot training and upon the recommendation of the local flight instructor, certification by a local FAA examiner and then approval by the FAA headquarters in Oklahoma City are required to get a pilot’s license. These procedures do a great job of keeping nuts from flying airplanes into football stadiums. Consider also the paperwork and procedures required to obtain a U. S. Passport, which most people do not consider overly burdensome. I suggest drawing from existing ATF, FAA and passport procedures to create a new system for gun control in the U. S.. There should be at least two levels of Federal firearm licensing, a new system for individual gun owners and the existing system for gun dealers which should remain largely unchanged. A new law for gun owners should include the following provisions.

Proper licensing procedures would protect all citizens from irresponsible gun owners, would protect the rights of responsible gun owners to keep and bear arms, and would help the gun industry to prosper in an environment of maximum safety. The ATF currently issues a “Collector of Curios and Relics (CCR)” Federal firearms license to any citizen of age who completes a thorough application, is finger printed, undergoes both local and national background checks and with no objection of the local Sheriff or police chief. With this FFL, certain old guns on an approved list can be purchased locally, by mail or internet order without any additional paper work or background checks. Many of these old guns have quite modern uses could be considered “assault weapons.” As an FFA licensed pilot I enjoy the freedom of getting in my airplane and flying just about any place without filing a flight plan, without talking to air traffic control, and without being checked by anyone

OPINION: Editorial, Letters to the Editor ited to buy, sell, possess, carry, transport, or use any firearm without an individual Federal Firearms license issued by the ATF. The only exception should be currently owned firearms which may continue to be kept and used only on private property currently owned or rented by individuals as a grandfathered right. Carrying a grandfathered firearm off the gun owner’s property would require the new Federal Firearms license or a one time special local permit. Therefore, people who currently have guns in their homes would not have to get the new license unless they regularly take a gun off their own property. 2) An individual with a Federal Firearms License may transport firearms across all local and state boundaries and may carry a concealed firearm in any state or locality in accordance with Federal rules and procedures which may not be infringed by state or local governments. This would remove the numerous existing differences in state and local rules for concealed carry which are impossible to comprehend and comply with when traveling cross country. 3) The ATF will administer the Federal Firearms Licensing system which will include the following procedures:

a. Before submitting an application for a Federal Firearms License, an individual must obtain a certificate of competency from an ATF approved firearms instructor. The certificate of competency will be provided solely at the discretion of the firearms instructor. The instructor must determine the applicant’s ability to understand and meet certain ATF and legal requirements based on appropriate training, demonstrations, It should be prohib- or previous experience such

as military, civilian or police training. A certificate of competency may be denied at the discretion of the instructor for inappropriate behavior or inability to demonstrate reasonable proficiency with basic hand guns and long arms. b. An application for a Federal Firearms License similar to the current CCR application with the certificate of competency will be taken to an individual’s local police or Sheriff ’s department which will conduct a local files check, make finger prints, collect a DNA sample, and approve the application if no disqualifying factors are discovered. A local Sheriff or police chief may recommend disapproval of a firearm license application for any legitimate reason and the ATF will make the final determination which will be appealable both administratively and through the court system. c. After approval by the local police, the firearm license application including a passport type photograph will then be sent to the ATF which will process the application in accordance with current procedures for CCR licenses and issue the license as a secure photo ID card. The individual FFL should be renewable every five years. It should be understood that one of the big deficiencies with current gun control is that rules, laws, restrictions, requirements, etc. vary from state to state and city to city which are next to impossible to meet when traveling cross country with a firearm. Uniform Federal standards are needed for the transportation and carrying of firearms nationwide. Collecting and using DNA samples are now common for numerous reasons and have become routine parts of modern life. DNA samples are now collected from all mili-

www.goochlandgazette.com tary personnel as a last resort for identifying bodies if necessary. Having DNA samples on file from all gun owners could solve or deter many crimes. The above licensing procedures would protect all citizens from irresponsible gun owners, would protect the rights of responsible gun owners to keep and bear arms, and would help the gun industry to prosper in an environment of maximum safety. A period of one year should be provided for all individual gun owners to comply with the new Federal licensing requirements after the government system is in place. Banning “assault weapons” or high capacity magazines will not solve anything and is only a political knee jerk reaction to quickly respond to public outrage. There are too many different types of deadly firearms in circulation to attempt a ban on only certain guns. Fleshing out the licensing pro-

cedures described above would limit the use of any kind of firearm mostly to people who have demonstrated a reasonable degree of responsibility for their use. I hope that for once politicians will take a reasoned approach to solving a firearm problem that has vexed our nation for many years.

Salser brothers deliver strong GRAL season Nick Vandeloecht, Sports Editor

GLEN ALLEN – In their first summer competing for the Goochland YMCA, the Salser brothers – Alex, Ethan and Luke – quickly became a part of the Manta Rays’ swimming family. All three brothers have been swimming for four to five years; in addition to competing in the Greater Richmond Aquatic League summer season for the Manta Rays, Ethan last year won the long course state championship in the 50 butterfly, and Luke and Ethan got to compete in nationals down in Orlando, Florida in March. Luke, Ethan and Alex have all qualified multiple years for the state championships. The Salsers used to live in Kings Charter in Mechanicsville, and the three brothers swam for the neighborhood team; but after they moved to Short Pump, they had to find another team since, where they were before, they had to live in the neighborhood in order to swim for the neighborhood. Even though there were a number of other teams around them, their friends, the Rogersons, have three daughters – Andrea, Annika and Annelise – who swim for the Goochland YMCA and are about the same ages as Luke, Ethan and Alex. The Salsers have spent weekends with the Rogersons and know them fairly well, so it made sense for them to join the Manta Rays so that the boys could be with friends and have teammates they know. They quickly made a positive impact, winning multiple races across the summer meets and setting several new team records both individually and as part of relays, and doing so at the bottom of each of their age brackets (13-14 for 13-year-old Alex, 11-12 for 11-year-old Ethan and 9-10 for 9-year-old Luke). In meters, Alex set the new team mark in the 13-14 50 freestyle (30.44 on July 10), Ethan broke 11-12 age group records in the 50 freestyle (31.75 on June 12), the 100 freestyle (1:04.56 on July 10), the 50 breaststroke (41.80 on July 10) and the 50 butterfly (31.71 on July 10) and Luke rolled out new 9-10 age group records in the 50 freestyle (34.07 on June 12), the 100 freestyle (1:12.62 on July 10), the 50 backstroke (34.62 on July 10), the 50 breaststroke (44.40 on June 12) and the 50 butterfly (37.46 on July 10). Ethan also helped set the new mixed 11-12 200 freestyle relay team record (2:15.60 on July 10) along with Sasha Babic, Avetis Saakian and Annika Rogerson. In yards, Ethan is the 11-12-year-old team

Goochland Golf opens 2019 season in Amelia Nick Vandeloecht Sports Editor

AMELIA – Goochland Golf kicked off the 2019 season last Thursday with a three-team road match in Amelia, finishing runnerup to Central Lunenburg 188-197 but besting host Amelia 197-207. Senior Jackson Raines, junior Kyle Goff and senior Walker Murray – the latter of whom Goochland Golf head coach Knox Milligan noted “has definitely improved a lot since last year” – led the Bulldogs with

scores of 46, 47 and 48, respectively. Junior Bibby Raines shot a 56 in the season opener to join her teammates in Goochland’s top four. Freshman Gintas Putinas was not far off, shooting a 57. The medalist was Central’s Cole Williams, who shot a 37. With last year’s freshman standout Cole Pollard transferring to Trinity, Goff, Raines and Murray are projected to be Goochland’s top three on the golf course. Milligan noted that the Bulldogs are going to “lean on those three pretty heavily.”

When it came to competing for the YMCA, “at first it was a little bit scary because it was a new team,” Alex said. “But then I met some people and it was more fun…I had fun competing with some of them.” As far as what helped them have a good year, Alex had a teammate – Joe Hardman – whom he said was a little faster than him and inspired him to continuously try harder. His younger brothers also had someone like that. “I had fun competing with my friends too,” Ethan said. “I had someone that was close to me (Sasha Babic) that was making me go faster.” For Luke, that someone was teammate Ryan Johnson, of whom he said: “it was fun to race him.”

“I think for sure: Walker, Jackson and Kyle…their scores, we need them to count every match,” he said. He pointed to the golf experience of returners Goff and Raines, and he added that Murray has been catching up quickly. “That’s been a really nice surprise watching him hit the ball over the first couple of practices and this first match,” Milligan said of Murray. There’s plenty of multi-sport experience on the team, as Goff, Raines, Murray and Cole Bashinski are all among the student-athletes

In addition to the brothers’ team records, Luke helped his teammates (Johnson, Andrea and Alex Horst) set a GRAL league record in the mixed 9-10 200 medley relay with a collective time of 2:26.66 in Goochland’s meet against Raintree. “It was exciting when we got it,” Luke said. Ethan capped off the season by winning twice in the boys’ 11-12 events at the GRAL CHAMPS meet. He won the 100 freestyle on a 58.74, as well as the 100 individual medley – catching up with and then passing the lead swimmer before pulling away on a blistering pace in the freestyle stretch – while improving on his seed time with a 1:06.66. “It’s pretty big,” Ethan said of winning the events, adding: “I was racing my friend from NOVA there.” Outside of swimming, Alex has been wrestling for about three years, and he’s competed in the state championship for River City Wrestling. He said that swimming helps him with wrestling

who play for both Goochland Baseball and Goochland Golf. “They keep the mood light and refreshing; they take golf seriously when they’re out there playing, but... they enjoy the sport,” Milligan said. “It makes it fun to coach, too.” He’s looking for consistency as the season progresses. “I think we have some kids that have the ability, but they need the repetition and they need the practice,” Milligan said. “With those two things will come consistency within the matches, so we just need to get

by giving him more endurance “so I can wrestle longer matches.” Luke and Ethan also wrestle for River City, practicing one day a week. In turn, wrestling has helped them build their strength and endurance for swimming. They’ve created their own workout area with a punching bag and a wrestling mat. The competition between the three brothers is a friendly one. As they’ve been swimming together, Alex has kept trying to get faster than Ethan, while Luke has tried to swim faster than Alex in some events like the breaststroke swim. They’ll go to the pool on their own sometimes, swimming laps and holding their own races with one another. Each brother calls a different event his best. Alex’s is the 50 freestyle. Ethan’s is the 50 butterfly. For Luke, it’s the 50 breaststroke. With each of their events, Luke said he has a good pullout and a pretty good turn, Alex likes that the 50 free is not too long – “I can swim fast the entire time

them out there swinging the golf club and learning the game.” He’s also looking to see which of the young players step up into the fourth, fifth and sixth spots. “Those three spots, I think it’s open to six people,” he said, “so we might have a lot of people play.” Overall, Milligan is looking for his players to improve, have fun and hopefully keep up with the game of golf after high school. “With these guys, they enjoy the game,” he said, “and that’s what makes it fun.”

The family really, really liked head coach Helen Brown, the boys really liked all of the coaches who were there and the kids were great. To the Salsers, that’s what summer swimming should be about: having fun and making new friends.

leaders going the extra mile — or possibly further in this case — for their constituents shouldn’t be something that feels quite so extraordinary, but these days it does sometimes seem that way. Goochland residents are fortunate to have leaders in place who will look at a mountain and get to work moving it, even when the likelihood of failure is high. And that is exactly what happened here. Goochland needs a competent Sheriff, I believe Levin White, whose credentials are much more numerous than those of Creasey, would do a much better job. If you will look at White’s qualifications, you will see that he should be the one to be Sheriff. We all want to feel safe in Goochland, and we want the best to be Sheriff. PUBLIC COMMENT PERIOD: August 15, 2019 to September 16, 2019 PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit - Wastewater issued by DEQ, under the authority of the State Water Control Board APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Elk Hill Farm, Inc.; P.O. Box 99, Goochland, VA 23063; VA0062731 FACILITY NAME AND LOCATION: Elk Hill Farm Wastewater Treatment Plant (WWTP); 1903 Elk Hill Farm Road, Goochland, VA 23063 PROJECT DESCRIPTION: Elk Hill Farm, Inc. has applied for reissuance of a permit for the private Elk Hill Farm WWTP. The applicant proposes to release treated sewage wastewaters from residential areas at a rate of 12,500 gallons per day into a water body. The sludge will be transported by a contractor to Richmond’s WWTP. The facility proposes to release the treated sewage in an unnamed tributary to Little River in Goochland in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: organic matter, solids, chlorine, and bacteria. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing hand-delivery, by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/ requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
