Four people were unhurt after shots were fired into a residence in the 5700 block of River Road West at around 1 a.m. last Friday morning. The area is in the western end of the County, not far from the Fluvanna line. Goochland Sheriff ’s Office spokesman Chad Hatton said as many as four persons may have been involved in the shooting. Hatton said a 911 call was received shortly after 1 a.m. When deputies arrived they found several bullet holes in the exterior and interior of the home, which was occupied by a 29 year old man, a 26 year old woman and her two children, ages 4 and 6. Evidence was recovered at the scene and is being analyzed. Hatton declined to speculate about a possible connection between last night’s shooting and the September 12 shooting at a baby shower in the western end of the county that left one man dead and two others wounded, one of them paralyzed. Three arrests have been made in that incident. “It’s too early in the investigation to rule anything out,” said Hatton. School budget process looms and revenues are down Underwood announces schools expected to receive 2.6% decrease in state revenues for upcoming fiscal year By Ken Odor jodor@goochlandgazette.com
Goochland schools can expect a 2.6 percent decrease in state revenues for the next fiscal year, said Goochland School Superintendent Linda Underwood at last week’s School Board meeting.
And the county contribution is expected to be almost $700,000 less than this year, she said. Bottom line for this information is that schools can anticipate about $22 million in revenue to work with for the 2011-2012 fiscal year.

“I consider this a best case scenario,” said Underwood, who added that the budget she will submit will be more than the projected revenue available.” Portable classrooms are in the future at Randolph E.S., said Underwood. Underwood said she feared the state would decrease funding for schools by an amount equal to the $260,000 Goochland received from the Federal Education Jobs Fund, thus negating that benefit. Last year’s school budget process was a painful one, which saw the original $24 million plan, down from 2009-10 plan by $2 million, eventually pared down to just under $23 million. Last year’s budget was achieved only by cutting 27 teaching and 6 non-teaching positions, plus eliminating the gifted center, transferring the Tender Tots to YMCA control plus reductions in driver education and health and other programs. The process generated spirited debate among parents and other observers. Earlier in the meeting the board, with District 3 member Ivan Mattox absent, approved a public hearing for January 4 on the Capital Improvements Plan, after canceling the December 28 workshop meeting at the suggestion of District 1 member James Haskell. That CIP recommendation included $32 million in improvements for fiscal years 2011-12 through 2018-19. First up are improvements to the walkways between the Specialty Center

Improvements involve adding classrooms in the Specialty Center and the old gym plus enlarging the cafeteria and kitchen. More than $4 million is projected for replacement of the current transportation facility and $16 million for expansion of Goochland Middle School and Goochland High School. Randolph E.S. classroom additions account for $3.8 million of the projected cost.
Haskell asked if there was a provision for a new elementary school. “I think we all wanted a new elementary school,” replied Underwood. “But the committee felt it wasn’t going to happen in this CIP.” In other business, the board approved a supplemental appropriation request for $137,000 for instructional assistants who work with students with disabilities, positions no longer covered by CSA funding. That request now goes to the Board of Supervisors. District 2 member Raymond Miller asked if there were another source for this funding. Underwood explained
there is not, calling the expense “an unfunded mandate. We’d have to cut funds from somewhere else,” she said. The board also reviewed an update on the Strategic/ Comprehensive Plan and the outreach to citizens to serve on the 10 subcommittees. The Strategic Plan Subcommittee Volunteer form can be downloaded online from the schools web site or can be picked up at schools or the Central Office. The board also changed the snow day make up schedule, eliminating December 20 and adding February 21, March 14, June 6,7,8,9 and 10 as possible makeup days if necessary.

The Goochland County Chamber of Commerce will feature at its annual dinner next month the daughter of the owner of the famed racehorse Secretariat. Kate Chenery Tweedy will address chamber members Jan. 27 at Hermitage Country Club. A cash bar will be available beginning at 5 p.m., followed by dinner at 6 p.m. Chenery, who lives in Colorado, is an accomplished author, editor, teacher and lawyer. She recently published a book on Secretariat and the history of the Hanover County farm where he was born. Her character is featured in the recently
released movie on the legendary thoroughbred. “Frankly, it makes good horse sense for our chamber to highlight the equine industry. Breaking ground, planting seeds The weather was cold but the crowd was in fine spirits at Monday’s groundbreaking for HCA’s West Creek Emergency Center. After years of planning, the first steps toward a hospital in Goochland County were taken as shovels turned the earth on the 60 acre site. On the drawing board for a number of years, plans for a medical complex that will eventually include a hospital and medical office building appear to be going forward, with the emergency center as the first step. It’s a welcome addition to West Creek Office Park, once thought to be the Mecca for development that would really put the county on the map. Those hopes stalled and the office park remains sparsely populated still. But things may be changing as the economy appears to be warming up ever so slowly and the county should do everything in its power to aid that process in Goochland. One thing that could help is for the county to seriously consider adding the area, which is part of the Tuckahoe Creek Service District, to its Urban Development Area Plan, now underway with the help of the Cox Company as consultants. Although some have voiced concerns about the concentration of development in the proposed village areas, it seems reasonable to designate such spots for future development and take steps to attract growth to them. And growth is what is needed in economic times like these, as last week’s school board meeting reminded. With revenues available less than last year, that body will face the unenviable task of crafting yet another budget that likely will please no one because of the necessary cuts. The county should proceed to incorporate the UDAs into the Comprehensive plan and encourage development, both commercial and residential, in them. Only in that way would it seem likely to improve the county’s tax base and make it possible to fund the services most county residents want and need. - Ken Odor

Janis urged to provide health benefits for autistic children Well, now that Mr. Bill Janis is a “Leader” in the House of Delegates, maybe he will lead the way in providing health benefits for autistic children. So far he has shown an excellent ability to lead the way in accepting campaign contributions from insurance companies while blocking real health care opportunities for our children. Benefits that would cause a 1 1/2 percent rate increase now, but save millions in extended care later. More importantly, these benefits
have proven to be effective in helping autistic children lead nearly completely normal lives if they can get early treatment. It is maddeningly negligent that our state government can waste untold millions, to the point where they can’t even keep track of over a billion dollars slated for transportation projects, yet not provide the comparative pittance it would take to give an autistic child an opportunity to be released from the inexplicable emotional prison in which they are ensnared. Your delegate, Goochland, of whom Del. William Howell spoke so glowingly, single-handedly killed a bill that would have provided your children hope, all
the while holding out his hands to the insurance companies for “campaign contributions.” Your neighbor, delegate Janis, apparently doesn’t think that his constituents’ children are as important as re-election. And he won’t even open his office door to the electorate that put him in office to talk about it. Despicable and shameful, but this is just my opinion. It will be open 24 hours a day. All five members of the Goochland Board of Supervisors attended the event along with County Administrator Rebecca Dickson.

Farrell thanked the supervisors for their support. District 4 supervisor Malvern R. “Rudy” Butler spoke at the brief ceremony, thanking the community for their support and singling out former board member, retired Dr. James Bowles, a member of the HCA board, for pushing the idea of a hospital in Goochland. “I want to thank a special person, Dr. Bowles – his support for this goes back years,” said Butler. “We welcome you here and
hope it will bring more development to West Creek,” said Butler. Representatives of Goochland Fire and Rescue lauded the new facility. “It’s a great asset to the community,” said Chief William MacKay, who explained that the proximity of the new facility would make it easier on rescue crews, whose calls are increasing. “It will allow our first responders to get back to the county more quickly,” said MacKay.
Deputy Chief of EMS Eddie Ferguson agreed. “It will give our citizens quicker access to emergency care,” he said. After several groups took turns turning dirt for photographs, most of the attendees repaired to Enzo’s Restaurant in Oilville, where the temperatures were a little more hospitable. Supervisor Ned Creasey of District 4 called the groundbreaking “a big deal for Goochland,” adding that it should spur more development in West Creek.

“It should draw more rooftops,” said Creasey. Board Chairman William Quarles of District 2 said the new facility would bring economic growth to the county. “To have an emergency room here is a great asset,” he said. Dr. Bowles praised the coming of the facility. “It’s like a dream come

true for a family practitioner,” said Dr. Bowles. “It will bring tax revenue and jobs to Goochland.” The free-standing emergency center is the first part of HCA’s plan for their West Creek Medical Center, which is slated to include a medical office building and a hospital at the West Creek site.

Consider Young Life I would like to take this opportunity to let Goochland County know of an wonderful organization for our teens. It is Young Life. These days, as much as the government is trying to remove the Good Lord from our schools, Will Cox (Young Life Leader) is trying to bring Him back into our teenagers lives. My children were raised in the church but this is such a wonderful reinforcement of what I have tried for many years to give them. Whether your children were raised in church or not, Young Life is a great place for these kids to hear about Jesus Christ. There are two branches of Young Life. There is the Monday night Young Life where many kids, and I mean many, sometimes as many as 100 kids meet at Karen and Johnny McLaughlin’s house for fun, and
Christian Fellowship. Then on Friday mornings before school, for the ones that want a little more “in depth” Bible study they can meet again. My husband and I have been to two events that the parents have been invited to. Each time when I have left the gathering, I have said, I am so glad that they have Young Life. It is such a great thing for kids to be involved in. I am just very grateful to Will Cox and the McLaughlin’s and the many other parent volunteers that have made Young Life possible in Goochland. I know it has had a positive impact on my children, one that I am sure will stay with them. With all of the influences on our teens today, this is one influence that I welcome. OBITUARIES: Death Notices Weaver John Carl Weaver, 48, of Cumberland, passed away in his home on Saturday, Dec. 11, 2010. He was a mason for 20 years. He was preceded in death by his father, Thomas E. Weaver. Christmas $urprise might be on parents Rule change outlaws many composite baseball bats BY CHARLIE LEFFLER cleffler@goochlandgazette.com
This year when presents are unwrapped on Christmas morning a big surprise might not only come to Virginia high school baseball players on the receiving end but their gift-givers as well. Due to a recent VHSL rule change, a majority of the composite baseball bats currently sold in the state, some costing over $300, will be illegal when high school play begins in the spring of 2011. The decision was made to switch from the current composite bats, because continued technological developments have created an instrument capable of producing dangerous exit speeds for balls hit. “From my understanding the biggest push is for safety, especially pitchers,” said Goochland head baseball coach Wes Farkas. And while the changeover was generally accepted, changes to the original regulation over the past six months have left coaches, players and parents confused. In 2009, the National Federation of High Schools (NFHS) decided to change Baseball Rule 1-3-2 to require that all non-wood bats meet the Batted Ball Coefficient of Restitution (BBCOR) performance standard for the 2012 high school season. As such, high schools could gradually changeover to be on the same level as NCAA colleges, which made the switch to BBCOR composite bats this past fall. Previously, Ball Exit Speed Ratio (BESR) composite and aluminum bats were accepted but safety issues began to arise in recent years when testing

proved that the composite versions actually became more potent the more they were used. “One of the big problems with the composite bats from years past, as they got older they got better,” said Hanover High School head baseball coach Charlie Dragum. “As the compound that was in the bat was loosened, it became more of a trampoline effect. It was almost like bouncing a ball on a trampoline. It would give then shoot the ball out.” Therefore, after the breakin period the ball exceeded the BESR standard. As such, Dragum understands the need for change. “The composite bats have gotten to where they were just ridiculous as far as the speed of the ball leaving the bat,” he said. In comparison, the new BBCOR composite bats react much like wood with an exit speed that stays consistent over the life of the bat. However, confusion began to arise in early July when for safety reasons the NFHS made the decision to push up the changeover date to the 20102011 baseball season. As a result, the VHSL immediately followed suit and
sent out press releases about the date change. “It was announced to us in late June, early July so we started putting it out after that,” said Tom Dolan of the VHSL. “It caught us by surprise how fast they moved on that,” Farkas said. Ironically, the NFHS ruling was made prior to BBCOR bats even being available, immediately making the 2010-11 changeover problematic. Therefore, on July 20, the NFCS Board of Directors altered their own ruling to place a one year moratorium on a specific group of composite bats that were said to produce consistent results over the life of the bat. “The NFHS is concerned about minimizing the inherent participation risks faced by student-athletes in high school sports, which is why standards have been placed on baseball bats,” Bob Gardner, NFHS executive director said in a press release. “At the same time, our Board is open to discussion with bat manufacturers regarding a waiver for composite bats that can meet the current BESR standard or the new BBCOR standard. We have advised the Sporting Goods Manufacturers Association in this regard.”
According to Dolan, the sudden alteration of the ruling left the VHSL caught in the middle. “After we started giving our information out, I guess it was some issues with bat manufactures and they didn’t have time to deal with some of their issues and possibly some potential legal things for them, so the Federation started to waive certain bats,” he said. Yet while on a national level the rule changed, the VHSL decide to adhere to the original ruling. “We at the league office, VHSL-wise, just didn’t feel like that was prudent to do that because it was a safety issue,” Dolan said. “So we decided to go with the rule as they have it written.” As a result, many coaches and players throughout Virginia were left uncertain on when the full changeover would actually take place. “They keep saying yes, they keep saying no,” said Atlee High School head baseball coach Kevin Elrod. “They keep going back and forth. I don’t know.” But along with Kentucky, Virginia is one of three states that will adhere to the original letter of the law and strictly enforce the ban on all nonBBCOR composite bats. “It’s going to be strictly enforced because it was a safety issue,” Dolan said. “It was implemented as a change for safety reasons and we don’t feel like there’s a whole lot of waver room from our standpoint on something that’s changed because of a safety issue.” Furthermore, the penalty is stiff. Players caught using an illegal bat will be ejected and then suspended for the next
two games. And when it comes to finding a legal composite bat the options are extremely limited. “From my understanding, there’s only five manufacturers right now that are making the bats that will satisfy the BBCOR and I’m not even sure which companies make them to be honest,” Farkas said. “There’s not many that are out there on the market.” The legal composite bats will be required to have a BBCOR stamp on their barrel. “We’re trying to inform the players that it’s sooner than later,” Farkas said. “Unfortunately it may be too late for Christmas presents. At least hopefully they can return them. I’m not sure how many guys are going to get the new bats for Christmas but at least now I can let my players know.” Batter’s Choice in Petersburg is one of the few area stores to currently stock even a small variety of the legal bats. According to salesperson Roger Underhill, the store obtained the DiMarini Voodoo and Vexxum BBCOR bats in September. Since that time Louisville Slugger has also released BBCOR version of its TPX bat. “Now with Easton
coming out, they’re hopefully, maybe this month, the end of this month, probably, hopefully, everyone will have everything in February just before the Spring season starts.” Underhill understands the need for change, but he is bothered by how the process has unfolded. “We completely understand where it’s going,” he said. “It’s just it was done very quickly, I can tell you that. It caught a lot of people.” With the rules change, Underhill says that more than half of Batter’s Choice high school baseball bat stock will be illegal for use in Virginia. “Little League is doing the same thing,” Underhill said. “Little League has banned all composite bats in the Junior and Majors and are looking at probably doing it in the lower leagues after the beginning of the year. You’ve got a lot of people who have put $200$300 into a bat that’s not illegal and some people are freaking out.” Aluminum BESR bats will remain legal throughout the 2010-11 season but as of December 31, 2011 they too will be placed on the banned list.

Virginia is offering an orientation for people interested in finding out more about adopting older children (ages 10 and older) from the foster care system. Participants will discover the myths surrounding the adoption of older children and can view photos of waiting children. There will be time for questions. COUNTYWIDE: Ordinance amending the Goochland County Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) to amend Article 28 (“Amendments”), Section 1 (“Amendment Procedure’’) to extend the time in which the Planning Commission has to report its recommendation on a proposed amendment referred to it by the Board of Supervisors and to include provisions related to the disposition of the proposed amendment that is withdrawn by the applicant prior to the expiration of the time period. COUNTYWIDE: Ordinance amending the Goochland County Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) by amending Article 1 (“Establishment of Districts; Official Zoning Map”), Section 1 (“Division into districts”); Article 20 (“Flood Hazard, District F-1 (Floodplain District)”), Section 1 (“Statement of intent”), Section 6 (“Official zoning map”), and Section 9 (“General provisions”); and Article 30 (“Definitions”) to ensure consistency with State regulations and ensure review of dam break inundation zones. COUNTYWIDE: Ordinance amending the Goochland County Subdivision Ordinance (Appendix B to the Goochland County Code of Ordinances), Article 5 (“General Regulations”) by adding Section 18 (“Dam Break Inundation Zone”) to adopt provisions to ensure consistency with State regulations and ensure review of dam break inundation zones. Amendment to the Parks and Recreation Master Plan regarding Leake’s Mill Park to designate the Bourne Property as a County Park named Leake’s Mill Park and to remove/delete the Goochland Courthouse Soccer Complex from the County’s list of proposed recreational facilities. County Wide Ordinance Amendment: Ordinance amending the Goochland County Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) to amend Article 19 (“Industrial, General, District M-2”), Section 3 (“Conditional uses permitted by special exception”) and Article 30 (“Definitions”) to define the term “Material Recovery Facility” and to allow the same as a conditional use permitted by special exception in the M-2 zoning district District 4 RZ-2010-00001 Application filed by 623 Landfill, Inc. requesting zoning reclassification from A-2 (Agricultural, Limited) to A-2 (Agricultural, Limited) with conditions for a portion of Assessor’s Parcel Nos. 48-1-72 (GPIN # 7737-04-3706), 48-1-71 (GPIN #7737-05-9462), 48-1-73D (GPIN # 7737-13-2306) and 48-1-73 (GPIN # 7727-928937) consisting of a total of 40.9 acres located approximately 1/3 of a mile east of Route 623 (Ashland Road) and north of I-64 adjoining Henrico County in the Dover Magisterial District. The stormwater facility serves as a retention basin for run off for the debris landfill. The Conditional Use Permit is required by Article 19 Section 3.4 of the County Zoning Ordinance. The Comprehensive Plan shows this area as suitable for flexible use in the northeastern part of the County. The application is to establish a debris landfill area to serve as an expansion of the existing debris landfill on the adjoining property and shall be incorporated into and made a part of such landfill. This site is located approximately 1/3 of a mile east of Route 623 (Ashland Road) and north of I-64 in the Dover Magisterial District. The Conditional Use Permit is required by Article 19, Section 3.4 of the County Zoning Ordinance. The Comprehensive Plan shows this area as suitable for industrial use in the northeastern part of the County. Got your Christmas Tree up? If you don’t and you need some inspiration, visit The Cultural Arts Center at Glen Allen and check out the work of Yvonne Hopkins. Her 16 Christmas Trees constitute the center’s “Illumina” Festival of Trees, on display through December 30. “We felt very fortunate to have this exhibit,” said center president K. Alferio between greeting guests for the Theatre IV on Tour presentation of Beatrix Potter’s Tailor of Gloucester last Saturday. Hopkins, a museum curator and Henrico grandmother, said she had wanted to do a Christmas Tree exhibit for several years. After recovering from breast cancer, diagnosed two years ago, she told herself “I’m going to do this exhibit no matter what.” “I love the holiday season,” said Hopkins. “I wanted the family to be the focus of the event.” The “Hope” Tree, designed for Breast Cancer Awareness, is in the middle of the lobby. Three uplifting poems of hope are posted for visitors to read. With a $5 donation, a pink ribbon with the individual’s name will be added to the Breast Cancer Tree. All money donated for this tree will go to Cancer Foundation for Breast Cancer Research. The “Nostalgia” Tree is an original 1960’s aluminum tree continued on page 2

with a rotating, four-color floor light. The “Goodwill” Tree states it all with the name. The tree, the lights and all the ornaments were purchased at thrift stores. This tree will be auctioned off in a silent auction to the highest bidder and all proceeds go to benefit the Cancer Foundation for Breast Cancer Research. Other trees in the exhibit include “Two by Two,” “Nightmare Before Christmas,” “To the Tree and Beyond,” “True Colors,” “Hollywood,” “Enchantment,” “Under the Sea” plus several more. the “Hallelujah” Tree; dedicated to a man Hopkins called “her angel,” Peter Benjamin, who helped comfort her as she went through chemotherapy treatment for her cancer. Benjamin succumbed to cancer himself shortly afterwards. “He helped me through the most crucial time in my life,” said Hopkins. “He calmed me down.” On this past Saturday the “Goodwill” Tree and the “Hope” Tree flanked Santa Claus as he welcomed youngsters who came to see the play. Jaya Powell, 6, who came with he mom Minni, told Santa she wanted a Nintendo DS game, as did Madison Hayden, who came
with her grandmother Betty Christopher and her sister Grace, 4. Grace was too shy to sit on Santa’s lap, it turned out. On Opening Night of the exhibit children took part in a Christmas Tree Scavenger Hunt, designed by Hopkins. Hopkins, who has worked with the Black History Museum in Richmond mounting exhibits on The Tuskegee Airmen and the History of Black Film, said she chose the Cultural Arts Center in Glen Allen for her Illumina exhibit because of their adequate space and good security. Tom Paxton coming to Shady Grove Coffeehouse Contributed Report On Saturday, January 8, the Shady Grove Coffeehouse continues its tenth season with a concert by legendary folk performer Tom Paxton. Recipient of a 2009 Lifetime Achievement Grammy© award, his place in folk music is secured not just by hit records and awards, but by the admiration of three generations of fellow musicians. In describ-
ing Tom Paxton’s influence on his fellow musicians, Pete Seeger has said: “Tom’s songs have a way of sneaking up on you. You find yourself humming them, whistling them, and singing a verse to a friend. Like the songs of Woody Guthrie, they’re becoming part of America.” An internationally recognized and loved cultural figure, Tom Paxton’s songs are reaching around the world more than he, or any of
us, could have realized. This is the man who wrote and lives the words, “Peace will come, and let it begin with me.” He is one of the great songwriters of the last century and will be reckoned as one of the greats in this century, as well. The concert starts at 8 p.m.; doors open at 7:30 p.m. A set by Virginia singersongwriter Greg Trafidlo will
open the concert. Tickets are $22 in advance; $25 at the door. Children 12 and under are admitted free of charge; teens 13-18 are admitted at half price. Net proceeds benefit UUCC.
