Almost 200 people crowded into the Goochland Circuit Court building last Thursday to see perhaps the most significant swearing in of new county officials in decades. “It is important to publicly recognize

those who have chosen to serve their fellow citizens,” said Chief Circuit Court Judge Timothy K. Sanner before he began with the swearing in process. Each of the elected officials was called forward and sworn individually, as well as the deputies of the constituional officers, after which each signed a copy of the oath.

“This was a very impressive ceremony,” said Circuit Court Clerk Lee Tuner. “It was definitely the largest group of family and friends we have had.” Turner said the formal swearing in ceremony was begun in 2003. Before that date, elected officials were sworn in individually by a judge or the Circuit Court Clerk.

The Goochland Education Parents Association is a political action group….of sorts. They don’t endorse candidates and don’t make policy statements about issues. They do sponsor forums and debates. “We are like a conduit for conveying information,” said GEPA chairman Marc Maier in a phone interview Dec. 21. “We have 159 names on our email list, and we send them information about the school board, administration and education news in general. We want to keep them informed about what is going on in Goochland County schools.” The recent School Board elections resulted in all five seats being filled by new members. Three of the five new members defeated incumbents and one individual won a three-way race in a district where the incumbent did not run. In the other district where an incumbent didn’t run, newcomer John D. Wright was unopposed for the seat. While GEPA didn’t endorse any candidates, it did hold a candidates’ forum where they could speak and be questioned on issues by

the general public. GEPA also sent out a questionnaire to all of the candidates. “We had people submit questions for the candidates and then we sent every candidate a questionnaire,” Maier said. “As they were returned, we posted the questions and answers on our website for people to read and see where the candidates stood on certain issues. “Again, our goal is to inform people so they can make their own decision on an issue and then act accordingly,” he continued. “Someone might read something about an issue the School Board is taking up and go to a board meeting and make their feelings known. They might read about a program at a school and get involved or find a way to support it. We aren’t going to make recommendations to anyone, but we are going to try to inform them.” Maier said that when GEPA sends out an email that he believes it probably is then forwarded to another 75 to a 100 people. “My guess is that overall, about 250 people eventually get the information we disperse with any single email,” he said. GEPA has no official membership and has no dues or fees to get on its email list.

“We do have a four member board that runs GEPA,” Maier said. “We have to have meetings when we are planning forums or other events to support a school or project. We try to have four new people serve on the board

The New Virginians club schedules January luncheon in Goochland Contributed Report

The New Virginians (a club for women new to the Richmond area in the last two years) will have its monthly luncheon on Wednesday, January 11, 2012 at 11:30 a.m. at Richmond Country

The sights and sounds of a farmers market are coming back to Goochland Courthouse next year. Keith Flannagan said last Friday that The Center for Rural Culture (CRC) would operate a market at Grace Episcopal Church in Goochland Courthouse every Saturday from May 5 through October 20 next year. The weekly event will be called the Goochland Community Farmers Market, said Flannagan, who is the current Treasurer of CRC. CRC, a 501(c)(3) not-forprofit organization, did not operate a market this year after a falling out with its executive director Lisa Dearden, who eventually resigned and opened a for profit market in Centerville. “It was too late to do it last year. We went through all that trouble and everybody was worn out,� said Flannagan, who said he would serve as volunteer market manager in 2012. Flannagan said his term as treasurer is ending, with Ken Hatcher taking his place in January. Flannagan said the newly named market would have 35-40 total vendors with the expectation that at least 20-25 would be present each week. “We will have anchor vendors who can carry the market,� said Flannagan. “Everyone will know they can come and buy some produce and meat each week.� Enthusiasm for CRC reopening the market is high, said Flannagan. “A lot of people have come to us wanting the market to

NEWS: What’s Going on in Goochland County

years in prison for embezzling a bit more than $180,000. The county has recouped its money from the bond it had on continued from > 1 Grubbs, but she must still repay the state of Virginia the entire amount, to date having paid about $100,000. But beyond the hard to believe sequence of events that caused Grubbs to act as she did was the damage done to the county’s fiscal reputation, bringing some to question whether the very structure of the government ought to be changed. Outgoing District 5 Supervisor James W. Eads repeatedly called for the consideration of a change to a county manager form of government, where the functions of the Treasurers Office would be handled by county administration. But the most powerful impact was likely a strengthening of the feeling among many Goochlanders that it was a time for a change in government, leading to the turnover on the Board of Supervisors.

1. The election

The election of 2011 brought nine new faces to the two boards that make the decisions that most directly affect Goochland citizens. In an election billed by many as the most important in decades, 46.5 percent of Goochland’s 15,588 registered voters cast ballots according to unofficial results, changing the face of Goochland County government. Only one incumbent candidate up for re-election, District File Photo 3 supervisor Ned Creasey, was The broom says it all. victorious. Goochland’s new School Board line up is: Mike Payne, Kevin Hazzard, John Lumpkins, Beth Hardy and John Wright. Three incumbents, District 1 James Haskell, District 2 Raymond Miller and District 3 Ivan Mattox were defeated. Incumbent supervisors in three districts also went down to defeat. In District 1 Andrew Pryor lost a close race to Susan Lascolette by 48 votes. District 2 saw Republican challenger Manuel Alvarez defeat two-term incumbent and current Board of Supervisors Chairman William Quarles with 61 percent of the vote. Ken Peterson won the supervisor’s seat in District 5 in an uncontested race. Only one GOP backed candidate for the two boards lost, District 4 incumbent Rudy Butler, but by the narrowest of margins. Challenger Bob Minnick took the seat by six votes, 844 to 834. The initial margin was eight but the Wednesday morning canvass turned up two provisional votes for Butler. A recount petition by Butler was intitially granted but then thrown out by a three-judge panel because of a procedural error by Butler. The new boards convene next week for their organizational meetings.

2. The Grubbs arrest and trial Perhaps no single event roiled the county as much as the arrest in February of Goochland County Treasurer Brenda S. Grubbs for embezzling county funds and wiring them overseas to a person identified as “Bobby Johnson.” The case wound on throughout the year, reaching resolution File Photo just this month, when the former Former Goochland Treasurer treasurer was sentenced to four Brenda S. Grubbs.

3. Benedictine granted CUP Easily the two most heavily attended public hearings of the year were those concerning whether or not Goochland should grant a Conditional Use Permit to Goochland College Preparatory School to locate at the Abbey site on River Road. But at the scheduled September public hearing at the Board of Supervisors meeting, convened at the high school auditorium to accommodate the crowd, Benedictine’s attorney asked for a 90-day deferral, moving the decision to Dec. 6, a month after the elections. In the end, after a second lengthy public hearing, the board did vote and approve the CUP, with the outgoing three incumbent supervisors casting votes for it.

4. Goodwill zoning denied But when it came to granting Goodwill Industries a rezoning request to build a retail outlet in eastern Goochland County, the BOS bowed to a powerful effort mounted by the residents of Bellview Gardens and turned the company away. Goodwill was never able to convince a significant number of residents that its store and the attendant traffic would not adversely affect the property values of their homes, not to mention bringing even worse problems to the area, such as crime.

The Planning Commission voted unanimously against the request and the company withdrew its application. Later in the year the BOS went so far as to change the neighborhood’s designation on the county land use map to discourage development there.

5. County loses two key employees Goochland County government took an emotional body blow Sept. 2, when Deputy County Administrator Don Charles and Director of the Goochland CSA/Office on Youth Debra Pierce died on the same day. Don Charles County Administrator Rebecca Dickson invited employees to gather in the Parks and Recreation gymnasium Tuesday to remember and honor Charles and Pierce. “This is a very sad time for Goochland County and for our Goochland family,” said Dickson at the time. “The organization is devastated. To lose two such Debra Pierce wonderful, talented, vibrant people who cared so much about those around them and who gave their lives to public service and making this community a better place, is sad beyond belief. We intend to celebrate and honor their lives. We are all thankful that their lives touched ours. Simply put, our lives will not be the same without them.” Charles died after a battle with cancer. Pierce died of an unexpected heart attack.

6. Bulldogs play for state title The Goochland football team nearly completed the perfect season in their return to Group A play. The Bulldogs return to the James River District could not have been scripted better as the league title came down to the final regular season games. Top 10 Stories continued from > page 4 In the state semifinals, the Bulldogs ran past Wilson Memorial 47-21 and earned a state championship berth. Facing rival Gretna for the state title, Goochland (14-1) suffered their first loss of the season 21-16 but the Bulldogs still went into the record book when senior kicker Colby Cooke connected on a VHSL playoff record 51-yard field goal.

7. School budget

Creek Service District likely also figured in the number one story this year, as the BOS heard a report from Davenport and Company in September on options to improve the situation. One option presented involved committing revenue from countywide property taxes to accelerate paying off the debt. Concern about the apparently over optimistic growth projections for the county when the original debt was incurred may have been a factor in the defeat of the three incumbent supervisors this November.

9. Kwamane Davis verdict

Hearings seemed to go on forever as the Goochland County School Board and the Board of Supervisors and county administration jockeyed to come to agreement over a budget for the 2012 fiscal year. When it was all over, the county transferred a little over $17 million to schools, but with strings attached. It required the schools to provide additional data without which $500,000 of the transfer could be withheld, and established new reporting requirements for next year’s schools budget.

10. County drags its feet on UDAs The Goochland Planning Commission delivered a strong message by denying a recommendation to update the county’s Comprehensive Plan by including designated areas for state mandated Urban Development Areas (UDAs). There was no support at the November meeting for a plan prepared by the Planning Department at the request of the Board of Supervisors. During several community meetings, opposition had been united in its objection to what has been described as new urbanism. By tossing the UDA concept back and forth between the BOS and the Planning Commission, Goochland has essentially put off making a decision in the hope that the General Assembly will make the whole concept optional.

Right or left, who will rule D.C. Riding into the office the other day I was flipping the radio dial to the several area AM radio stations for something to listen to. What I heard made me think we’re in for a long New Year when it comes to politics. On one station was a liberal talk show host whose callers were congratulating him on his views – think they were talking about Iraq and how President Bush had saddled the current administration with a bad, bad situation. On the conservative side the callers were fervently agreeing with the host and his right of center views on some other topic. I turned the radio off. I wasn’t going to learn anything new. It just served to confirm my belief that the nation is more polarized than ever before and that nothing, I mean nothing, that happens between now and next November in Washington D.C. will be motivated by anything other than gaining or retaining power. You can spare yourself the effort of trying to wade through all the rhetoric by remembering that one thing. They (our political friends on either side) may mean what they say but they are not trying to solve problems. First and foremost they are trying to get (or keep) their hands on the reins of government at the federal level. There will be no genuine attempts to settle any problem until the question of who will be in charge is solved by the next national election.

Here in Goochland people have spoken But here in Goochland the question of who is in charge has been answered. It should prove fascinating to see what the consequences of a local election can be as, starting next week, two new boards, radically different in composition from their predecessors, hold their first meetings and begin to grapple with the same problems that vexed their forerunners. And so we made the election our number one story of the year and trust most of our readers will agree. Further on down the list things could have been shifted about. For instance there seemed to be little interest in the several stories, at least as expressed in comments on our Web site, on the Kwamane Davis case, just settled in Goochland Circuit Court. At any rate, should readers take exception to our story list or think something has been left out, we hope they will tell us about it. We want to know what you think about the stories of the year, So don’t smolder in silence –if you disagree just let us have it with a rip-snorting letter to the editor. Unlike the talk show hosts mentioned above, we don’t expect everyone to agree with us.

New Year’s resolutions vary for area residents By Jim Fields Jfields@mechlocal.com

Christmas shoppers are still looking for one more bargain as the year comes to an end, and people who are really serious about their futures are making New Year’s resolutions. Who among us hasn’t thought about what they can do to make 2012 a better year. “Yes, I will make some New Year’s resolutions,” said Mary Catherine Reeves. “My big one will be to quit smoking, again. I’ll probably also promise myself to stop spending so much and be more aware of my budget. “I’ll probably keep my resolutions for about a week,” she added. “I’d really like to stop smoking permanently, but realistically, I’ll probably stick to my resolutions about a week.” Denise Ambrose also said she planned to make resolutions.

“I’d like to travel more,” she said. “I’d like to travel cross country and to Europe. I have two grown sons, ages 22 and 20, and I’d like to spend more time with them.” Nathan Holman said he was going to make just one resolution. “I want to spend more time with my 8-year-old son,” he said. “He’s at such a great age. I want to start teaching him how to play baseball and also teach him about hunting and fishing, the good stuff

After thinking for a few moments, she added, “I’d like to be less selfish and more patient.” When asked if she had any special plans for New Year’s Eve and New Year’s Day, Morrissette responded, “Sleep,

get a lot of sleep.” Here are a few tips for people interested in making and keeping New Year’s resolutions. To begin with, write them down. Make your list as long as necessary and be sure to be definite about what you want to accomplish and by when you want to accomplish it. Break your resolution(s) down into manageable increments if need be. Next, read your resolutions out loud at least three times so

you start to think about them and get a mental picture of reaching them. Make copies of your resolutions list and post it in places where you will see it daily. Start each day by reading your resolutions list out loud. Give a copy of your list to a spouse or friend and ask them to regularly help you monitor your progress. Start working on accomplishing your resolutions today. There’s nothing magic about Jan. 1, 2012.

me. I quickly pulled to the side of the road, preparing to duck and weave through two-way traffic to retrieve said projectile. Mission accomplished. It was a hot-to-the-touch cylindrical object, and I think it had expansion capabilities, like an accordion. With the object in tow, I caught up to Rick, who had pulled off the road. Somewhat breathless from my excursion into traffic, chasing a rolling, side-winding

object and me filled with requisite adrenaline, I held the errant part in front of Rick. I was ready to say, “See, we got screwed,” but wisely, I held my tongue because it would be more satisfying to have him say it. He looked at the object, paused and said,” Oh, I know what that is. It’s inconsequential. Thanks for getting it.” The comment stayed with me for the remainder of the trip. I pondered long and hard

why a manufacturer would put on extra parts that would fall off only at high driving speeds, flying in an unpredictable trajectory and expensive to replace, notwithstanding their questionable purposes. My senses remained on guard as I considered the gravity of my role as the retriever of parts, necessary or inconsequential. After all, I had to assume a part was necessary to vehicular function until

otherwise enlightened. Still, it explains why vehicles cost more than they used to. Next, the kitchen sink. After we got home, I learned the part was used in the winter to divert heat from the engine to the …..(oops….well, something that benefits from heated air)….. AHA, I thought, so it’s only inconsequential for threequarters of the year. Thus, my known universe was restored into alignment.

Just to go on way, way too long. There appears to be a cult of aficionados of full size jeeps (FSJs) clogging the e-waves. I’m afraid I’ve been sucked in. I’ll be buying some scarce (I’m led to believe) MOPAR (OEM) mud flaps for a Grand Wagoneer (emblazoned with the word ‘Jeep’) over eBay. But, the bidding may get intense.

Cadets improve on the mat, prepare for late season tests By Jim Ridolphi Special Correspondent

There was no rest for the weary when it comes to Benedictine wrestling and the Christmas break. Last week, the Cadets hosted Deep Run and Huguenot at Rutt Court on the downtown campus in a pre-holiday match. The Cadets emerged with two wins and prepare to enter the meat of the season on a winning note. “My kids have had about 20 matches so far this season,” said Cadet coach Ryan Hall. “I’m a firm believer in the only way to get better in wrestling is to wrestle. We’re approaching the mid-point of the season. When January hits, that’s when you need to find your stride. It’s not as much instruction as it is time to get things going.” Because the Cadets had a

Run said they’d bring their squad over here, and Huguenot agreed also.” The Cadets won but both matches were close. “We were a little banged up today so that made the competition closer,” Hall said. Benedictine features only two seniors in the starting lineup— heavyweight John Moser and Michael Logan; a team captain and former state qualifier. Logan is injured and should return to action by the end of February. Therefore the Cadets are using a mixed bag of experience with this year’s lineup. “About half of the kids are experienced and ready to rock and roll and compete for the podium and the other half that are new but working hard and getting better every day to get to the podium,” Hall said. “It’s a good mixed bag, and as long as we keep improv-

ing, we’ll be ready to go for the state tournament in February.” Unlike the public school playoff season, all 31 teams in the private league compete in the state tournament, so every team has a chance despite their previous records. “That’s what we wrestle for — a top four finish in the states and a ticket to the prep nationals,” Hall said. Despite the variety of wresting experience, Hall is comfortable with this year’s squad and sees improvement with each match. “They are an awesome group of kids,” he said. “We had some early setbacks, but they believe in this coaching staff and they’ve put in the work to get better. I can’t wait to see them progress through January and be ready to rock and roll in February.” The close wins against Deep Run’s B team and Huguenot

provided valuable insight for a coach. “We still have a lot of work to do, but the kids gutted out two one-point wins, and got it done,” Hall said. Lack of facilities has not deterred Salem Christian School By Jim Ridolphi Special Correspondent

Since opening its door 15 years ago, Salem Christian School in Crozier has been shaping young minds in the classroom. More recently they’ve been doing so in the field of athletics as well. Though still relatively young, the small Goochland private school is quickly becoming recognized for its quality in both areas. Six years ago Salem Christian started its athletic program as a member of the Virginia Commonwealth Athletic Association (VCAA). The VCAA includes mostly Christian Schools and smaller private schools (Grove Ave Christian, Victory Christian, The Carmel School, Banner Christian, West End Christian-Hopewell, Elijah House Academy, Central Virginia Homeschool, Evangel Christian-Colonial

Heights, Richmond SPIRIT Homeschool, and us). But Salem Christian has not limited their competition to league opponents. “We also have competed against public schools (Goochland, Fluvanna, Powhatan) and other private schools (Steward School, New Community, Fork Union Academy are some examples,” said SCS athletic director J.B. Bailey. Like any new athletic program SCS is faced with minimal facilities therefore they are limited but expanding. “We currently offer boys varsity soccer, boys JV and middle school basketball, varsity baseball, girls varsity and JV volleyball, girls JV and varsity basketball, and girls varsity soccer.” Bailey said. “Our boys can also play football through our conference affiliated school alliance teams. All of our highschool students are required to participate in a minimal

amount of sports seasons in order to be eligible to graduate.” When the school began the athletic program six years ago the motivation was simple and focused. We believe that a Christian education is extremely valuable to all people,” Bailey said. “Many young people and their parents want to play sports or at least have it available to them. Offering athletics draws student-athletes to our school and keeps many students from leaving Salem to go to schools that do offer athletics when they reach the middle/high school grades.” And the benefits of sports apply to all students, whether they attend small Christian based schools or public schools. “Offering athletics gives our students the ability to receive a Christian education, while at the same time learning how to cope with success and failure

in a team environment, helping prepare them for life after school,” Bailey said. “Also, the long term / life long relationships created in a team sports environment is invaluable - a gift from God.” Bailey also pointed out that one cannot discount the fun factor involved in sports and the obvious benefits of healthy competition. “It’s rewarding,” he said. “Working hard physically and mentally on the court or field, achieving goals that take many hours of practice, preparation, and study, showing improvement as you mature and grow as a player, is extremely rewarding. Working hard and achieving goals is extremely satisfying. The Lord as given all of us different gifts and abilities.” The students are using those abilities well. The varsity girls’ basketball team is currently 6-1. Earlier this month, they

defeated Albemarle Christian, 23-22 and accomplished that victory without the services of last year’s leading scorer, Hannah Gilbert. Katherine Barth stepped up and led all scorers with 10 points and 12 rebounds. Katie Wimmer and Melanie McDowell secured the win with big free throws at the end of the game. The girls return to the court Jan. 5 traveling to New Life Christian in Farmville. There is no question that the Salem teams finish the season road-tested because they have no home gym to play in. “We have never had a home basketball game in the history of our program,” Bailey said. “All away games, every year. “We hope to be able to have a home court there whenever funds are available,” Bailey said. “Our parents and players are ‘Road Warriors’.” Teams depend on the kindness of Goochland County

schools, Parks and Rec, Salem Baptist Church and Life Assembly Church for practice facilities. But overcoming the facilities shortage is well worth the effort and the limited number of students assures every child a chance to play and compete. “A huge advantage for students is that they get a chance to play,” Bailey said. “If they want to be on a team, it is unlikely that they will be cut from the team. Currently, we need all the players that we can get.” Bailey added that the sports experience allows students to follow a faith-based education while still participating in sports programs. “What I can see in the current student athletes that we have at SCS and our graduates as they pursue college and careers, are young adults that stand out from the crowd,” Bailey said.
