At their recent 2nd Annual “Shuck Your Paws Off” Oyster Roast, Goochland Pet Lovers celebrated the vision of their founding member, Becky Dickson, by unveiling a portrait that will hang in the new Goochland Animal Shelter. Dickson was the visionary for the new Goochland Animal Shelter, and led the formation of Goochland Pet Lovers, a 501c3 charity tasked with raising $1.5 million to enable the county to construct a state-of-the-art rescue and adoption shelter. Dickson was Goochland County Administrator from 2009-2016, and passed away in 2017. The portrait unveiling was done as an expression of gratitude to Dickson, as the Pet Lovers announced that the $1.5 million goal had been met. The Oyster Roast, held at the Deep Run Hunt Club on Friday, Oct. 5, enjoyed an attendance of over 300 people, and was successful in raising $35,000 for the Animal Shelter. While the initial goal for construction of the shelter has been met, Goochland Pet Lovers will continue to raise funds

Goochland County will be hosting its always anticipated annual Fall Festival this Saturday, and while the location has changed the event still promises plenty of fall-themed enjoyment for attendees of all ages. The free festival, which will be held this year at Goochland Elementary School (3150 River Road) from noon to 4 p.m., will once again feature live music, games and contests, including the alwayspopular costume competition. The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home: A brown tabby kitten, about 10 weeks old; a female white/grey cat, about a year old; and a neutered male hound mix, about 4 to 6 years old. The shelter is also waiving the adoption fee this Saturday, Oct. 27. The Goochland Animal Shelter is open from 9 a.m. to 2 p.m. Tuesday through Saturday. A Virginia nonprofit focused on helping children with visual impairments recently honored Del. Lee Ware, R-65, with the Joseph Nichols Award in recognition of his ongoing efforts to remove poor vision as an obstacle to children’s success in school and in life. “Delegate Ware has made a significant difference in the lives of children throughout the Commonwealth, addressing both a public health and public education issue,� said Tim Gresham, CEO of Conexus. In addition to serving two terms on the Conexus Board of Directors, Ware has worked to update and modernize the state law dealing with public school based vision screenings. C. PARKE SCARBOROUGH III Dr. C. Parke Scarborough III, 77, of Manakin, and ManO-War Cay, Bahamas, died at Bon Secours Hospice House on Oct. 14, 2018. Born in Baltimore, Maryland, on April 22, 1941, he was preceded in death by his parents, Dr. C. Parke Scarborough Jr. and Adda Noerr Scarborough. He is survived by his wife of 34 years, Marianne B.
Scarborough. He is also survived by three children, Rebecca S. Bresee, Christian S. Parks and Neill C. Bradley; as well as seven grandchildren. Dr. Scarborough graduated from St. Christopher’s School, the University of Virginia and the University of Maryland School of Dentistry. He was a member of the Gamma Phi Delta Prosthetic Society and was an adjunct professor of Head and Neck Anatomy at
Old Dominion University. His dental practice was on the Eastern Shore of Virginia. A Mass of Christian Burial was celebrated at St. Bridget Catholic Church in Richmond on Monday, Oct. 22, 2018, with committal following in Greenwood Memorial Cemetery. To Liz Berrier, the founder of a local group working to protect these animals while also reducing the feral cat population, it doesnâ&#x20AC;&#x2122;t have to be this way. She and the other two members of the nonprofit Goochland Community Cats (GCC), Rebecca Lipchak and Susan Ling, are determined to continue gently changing hearts and minds about the issue of feral cat colonies, as well as ensuring that any of the colonies they find are managed with care. In so many cases, Ling points out, feral cat problems begin because pet owners donâ&#x20AC;&#x2122;t follow through on their own obligations, leaving cats that were once pets behind to fend for themselves because of a move or some other reason. There are different degrees of feral, Lipchak explained, but many of the cats GCC works with are either cats that were owned at some point or are second generation ferals. They may not be able to be placed in homes or turned into pets, she said, but they still deserve to be treated with dignity and respect. When the group comes across a colony, Ling said, they

Over time, this gradually reduces the colonyâ&#x20AC;&#x2122;s population since the animals are no longer breeding. â&#x20AC;&#x153;We like to feel we are helping to prevent some of the misery for these cats,â&#x20AC;? said Lipchak, the Advocacy and Operations Director for GCC. Ultimately what they hope to do, say group members, is provide a safe, humane solution to an issue many area residents and business owners simply donâ&#x20AC;&#x2122;t know how to handle. â&#x20AC;&#x153;We want to show that there is hope for feral cats, and that they donâ&#x20AC;&#x2122;t have to keep letting them have litter after litter,â&#x20AC;? says Berrier. They also want to show that the colonies can be effectively managed. The work is difficult, time consuming and expensiveâ&#x20AC;&#x201D;just keeping one large colony fed can cost around $15 dollars a
dayâ&#x20AC;&#x201D;and Ling said they are always very appreciative of any volunteer help they can find. Last year the group was able to trap, neuter and spay over 200 cats, and worked to find homes for the kittens they came across whenever possible. A food donation box set up at Southern States (1961 Sandy Hook Rd) has served well for collecting donation of cat food, and a GoFundMe page has also netted much-needed contributions. They also accept monetary donation through the Goochland Animal Clinic. Ling says anyone who is interested in volunteering with the group in any capacity is encouraged to contact them at (804) 556-5290. The group will also have a booth set up at the annual Goochland Fall Festival this Saturday. Retirement relocation? Not for this dad By Jim Ridolphi Contributing Columnist
I
suppose my vision of retirement differed little from millions of Americans who pictured their later years sitting on a beach in Florida, enjoying a cool beverage and just relaxing. My choices in life nixed that plan and having children late in life has altered my later in life plans, and thoughts of retirement have turned to how to fund college for my kids. Those leisurely days on the beach seem very distant. But, for many Americans, the trip South to Florida is a reality, and the Sunshine State still attracts snowbirds from all over the county, and the world for that matter. Low taxes, beautiful (for the most part) weather and a relaxed lifestyle are a perfect fit for retirees
seeking a more relaxed schedule that allows time to enjoy the things in life that the work-a-day schedule would not allow. As a child growing up in Montgomery, Alabama, we spent our summer vacations at a small panhandle beach called Panama City. Trust me, the small beach town in 1955 bore no semblance to what it would become, and I’m not sure many of the residents had heard of Spring Break. Driving from Montgomery, we passed small towns in the panhandle that offered a different view of the Florida most of us associated with the promotional flyers. Letters to the Editor Abigail Spanberger is best choice for Congressional seat Dear Editor, Without hesitation, I will be voting for Abigail Spanberger for Congress. She has more energy and drive than virtually any candidate for political office I have known over the years. A natural leader, she appreciates making decisions based on documented facts not “alternative facts” - and has made a concerted effort to meet face-to-face with hundreds of 7th District residents to understand their needs. Most of all, her common-sense positions on Social Security, Medicare, healthcare, the economy, education, the workforce, broadband, and public safety are of central importance to the residents of the 7th Congressional District. Abigail is willing to work across the aisle with members of both parties in Congress to seek the best outcomes for our community and our nation. Today we are raised to think that when opinions differ, one person has to win and the other has to lose. We are not accustomed to working out win-win solutions because it is much harder to do and requires more effort. The win-win outcomes, however, should be worth it to all that are involved. We can come up with better solutions. As Abigail believes, whether in parenting, employment settings, business transactions or political situations, we must ask probing questions to get down to the root cause of our differences. Then we must talk to each other. This exemplifies “reaching across the aisle”. We, the people of the 7th District, are tired of our elected representatives digging in their heels and saying “no” to opposite see Letter > 7

It’s the part of Florida, long since disappeared, that I envisioned when I thought of my retirement there. When Hurricane Michael targeted those very locations, I watched in horror as those quaint little towns were virtually wiped off the map. The number of misplaced residents, destroyed homes and futures and misery made what many Americans consider paradise seem more like a nightmare. But, those salty sea breezes and near-perfect weather will return and most who call the state home will remain or return. In their minds, the threat of a hurricane is not a fear that can outweigh the benefits of a Florida lifestyle. And many of my friends still pack up and head South at the first sign of frost. I received a call from a friend who winters in Vero

Beach last week and she alerted me to another discomfort hitting the Sunshine State, one that has received less publicity than the recent hurricane. “You wouldn’t be able to breathe down here,” she said. She explained that a pesky red tide was affecting beach towns along the East Coast of Florida, prohibiting swimmers from enjoying that refreshing dip or even enjoying a carefree day on the beach. This tide comes with an odor that is affecting residents, causing eye and respiratory irritation and forcing many of those residents to don protective masks when walking anywhere near the beach. Many thought the recent hurricane might wash out the impending red doom, but it didn’t seem to affect its migration or intensity. She sent me a photo of folks walking on Indian River County beaches with masks, and beach-side businesses suffering from the diminished traffic along the boardwalk. The images did not evoke

thoughts of paradise, but more closely resembled paradise lost. Now, I’m sure things will soon return to normal in our southernmost state, and those snowbirds will soon forget the inconveniences when they are sitting on a sunny beach while we are shoveling snow. But, for many, including me, the thoughts of a Florida retirement have faded, and the thought of paradise found on a lazy stretch of beach is tempered with a fear of hurricanes and red tides. It also made me think that I wouldn’t want to spend my final years far away from my children even if it did include a permanent sun tan and a pina colada. And, after many years of thinking about where I’d like to spend my senior years, I’ve accepted the fact that it will likely be right here. I’ve also learned that paradise is where you make it, and the beauty of a swaying palm tree and cool ocean breeze don’t necessary equate to eternal bliss.

Randolph receives funding to develop breakfast programs Goochland County’s Randolph Elementary School is among the 15 Virginia schools chosen to receive funding through the nonprofit No Kid Hungry Virginia’s most recent effort, which has involved investing $57,400 to launch alternative breakfast programs in school across the
state. The programs — known nationwide as Breakfast After the Bell — increase access to school breakfast by making it a part of the school day, providing breakfast in a way that is more convenient and accessible to students and resulting in increased student participation. Randolph Elementary received $2,500 through the program.

Goochland County Public Schools was awarded a grant in the amount of $99,090 from among $6,000,000 awarded to school divisions across the Commonwealth. The grant will fund the expansion of the Informacast notification system to Goochland Middle, the last phase of Informcast installation in GCPS. Informacast is a dynamic notification and intercom platform that incorporates remote accessibility to streamline crisis drills and responses. In addition, the grant will fund improvements to communications systems at all elementary schools. GCPS has been a recipient of School Security Equipment Grants each year for several years. The funding has been
critical to many of the safety improvements that have been installed in all schools. Peter Martin, Director of Operational Technology, has overseen the grant application process. “The grant requires a commitment of time on our behalf, but the payoff is well worth it. We are excited to be part of the grant again in 2019 as we continue to lead the Commonwealth in school safety.”

Bulldogs score 89 combined points in two games By Jim Ridolphi Contributing Writer
In a period of four days, the Goochland Bulldogs have scored 89 points while allowing their opponents a grand total of zero. Following a 41-0 thumping of Randolph Henry on the Statesmen’s home field on Oct. 19, the Bulldogs hosted Bluestone on Oct. 22 for a makeup game that endured
several reschedules due to weather. Coach Alex Fruth said the offensive performance against the Statesmen was the best effort of the year on that side of the ball. “I thought we took a big step forward Friday night against Randolph Henry,” Fruth said. “It was probably the best we’ve done on offense all year. We were dialed in and crisp. It was the best version of
what we can be on offense,” he added. You might think the short rest between games would have hampered the 8-0 Bulldogs or limited their performance. You would be partially right in the fact that the Bulldogs struggled with focus and play was not crisp in the first half, but the short layoff had no long-term effects. “The first half was sloppy
and showed the importance of practice,” Fruth said. “We made a lot of mental and physical mistakes and we had a lot of penalties. It was good to see the guys come out in the second half and renew their focus,” the coach continued. Fruth said the way the team responded in the second half was encouraging. “We didn’t say anything to them at halftime and they
came out and regained their focus,” he said. The coach also credited the defense for another shutout performance against Bluestone. Following up on a four touchdown performance against the Statesmen, quarterback Devin McCray added one on the ground and one through the air against the Barons. The junior said the com-
pacted schedule did offer a new set of challenges for the Bulldogs. “It was a bit overwhelming because we’ve never done it before,” he said after the victory over the Barons. “I think the team handled it well. We just go hard in practice, stay in condition and keep our heads in the right place.” After eight victories, see Bulldogs>11

Roundup: Goochland girls soccer visits Cavs soccer By Billy Fellin Sports Editor
The Goochland girls soccer team took some time during the offseason to take a bit of a field trip. On Sept. 26, the Bulldogs team and coaches visited the women’s soccer team at the University of Virginia and spent the day with the Cavaliers. Goochland girls soccer coach Paul Manno and Virginia women’s soccer coach Steve Swanson are friends, which allowed the access for the Bulldogs. Swanson has been the head coach of the Cavaliers for the last 17 seasons and has led the team to a 269-81-40 record in that time span. Swanson has the highest winning percentage in women’s soccer history at Virginia. Swanson also has coached on the international level, most recently at the Olympic Games in Brazil as an assistant coach with the United States Women’s National Team. Manno and the Bulldogs had the opportunity to watch the Cavaliers train in Charlottesville for their game they played the next day

Goochland’s volleyball team competed in back-toback games on Oct. 17 and Oct. 18 as the season winds down. On Oct. 18, the Bulldogs swept Randolph-Henry 25-8, 25-15, 25-14. Mark King had eight kills and an ace, while Trinity Wonderling had 25 assists and six aces. Ellie Spencer added 19 digs and five aces and Blair Bussels had 12 digs and three assists. On Oct. 17, Goochland went the full five sets against Bluestone, but fell to the Barons 25-15, 21-25, 18-25,
Goochland’s cross country team hosted its final home meet of the season on Oct. 17. On the girls side, the Bulldogs rolled past Buckingham and Nottoway. Goochland scored 16 points, while Buckingham had 57 and Nottoway had 81. The Bulldogs swept first through seventh place, led by Zella Warner who was the winner of the meet. Grace Juran finished second, Emmy Paulin was third, Anna Kate Wirsing was fourth and Nadia Esposito was fifth. Marissa Schroder was sixth, Victoria Spooner was seventh and Maddie Muniz was 10th.
For the Bulldogs boys, Goochland finished second in a quad-meet with Buckingham, Amelia and Nottoway. Buckingham was first with 26 points, Goochland scored 51 for second, Amelia was third with 76 and Nottoway was last with 86. John Williams finished second for the Bulldogs, with Jackson Hoffler finishing fourth.

Woody Austin came back from being down three strokes to Jay Haas in the final round to win the Dominion Energy Charity Classic at the Country
Club of Virginia’s James River Course on Oct. 20. Austin shot an 11-under 205 to beat defending champion Bernhard Langer by one stroke. Langer needed an eagle to force a playoff, but birdied the final hole. Haas was still very much in charge until he double bogeyed the 14th hole. He finished in a three-way tie for third.
Perry Snead-Johnson also added to his total rushing over the four-day span with four touchdowns in the two games, scoring on a 6-yard touchdown run in the second quarter against the Barons. McCray ended the first half scoring with a 14-yard scamper to make the score 27-0 at the half. Connor Popielarz added two scores in the second half, and Cameron Holman added another as the Bulldogs claimed their eighth victory
and fourth shutout of the season 48-0. On Oct. 19 against Randolph-Henry, the Bulldogs got out to a fast start and didn’t look back. Snead-Johnson accounted for the first score of the game in the first quarter on a 10-yard run. McCray scored in the first quarter as well with a 1-yard touchdown run to make it 14-0 in favor of the Bulldogs. Snead-Johnson then posted a 40-yard touchdown run to
make it a 21-0. McCray then hit SneadJohnson on a pass out of the backfield that went for 37 yards and a touchdown in the second quarter that added to the Bulldogs lead. McCray added another touchdown run, this one also from a yard out, to make it 35-0. The final score was on a touchdown pass from McCray to Khalil Holman for 20 yards. The extra point missed,
which brought the game to its eventual 41-0 final. And, there’s no rest for the weary. The Bulldogs will finally celebrate Homecoming on Friday against Prince Edward. Game time is 7 p.m. Prior to the games against Randolph-Henry and Bluestone, Goochland was the top-ranked team in Region 2A with a rating of 23.20. Poquoson is second with a rating of 23 and Amelia is third with a rating of 22.66.
With the matching against the undefeated Raiders looming in two weeks, staying focused on a Prince Edward team that in the past has competed well against the Bulldogs is the challenge. “We’ll just keep going day to day and stay focused on one game at a time. We’ll be prepared,” McCray said. His coach agreed. “We have a philosophy of the idea of the next play,” Fruth said. “However things go, flush it and move forward.”

TRANSPORTATION - ADOPTION OF 2040 MAJOR THOROUGHFARE PLAN Goochland County plans to amend its adopted 2035 Comprehensive Plan to incorporate the 2040 Major Thoroughfare Plan (MTP) as a supplement to Chapter 5 – Transportation. The MTP designates the general or approximate location, character, and extent of future transportation facilities, including roads, throughout the entire County. It also (1) provides for the orderly development of the roadway network as land development occurs; (2) identifies transportation assets and needs for motorists, bicyclists, pedestrians, and transit; and (3) establishes the long-term transportation vision for the County and identifies incremental steps to achieve the vision.
The 2040 MTP will replace the current 2005 MTP and contains updated recommendations for all three service areas of the County. Where appropriate, multi-modal facilities are recommended to accommodate bicyclists and pedestrians. Recommendations included in the draft 2040 MTP include the following: West Service Area • Widen River Road West (Rte. 6) and Hadensville-Fife Rd. (Rte. 606) to two-lane, undivided roadways with wider shoulders

Central Service Area • Widen Fairground Rd. (Rte. 632) from Broad Street Rd. (Rte. 250) to Sandy Hook Rd. (Rte. 740) as a four-lane, divided roadway with multi-modal facilities • Extend Tuckahoe Creek Pkwy. from Route 288 to Ridgefield Pkwy (as a four-lane, divided roadway • Establish a new road from Hockett Rd. to Wilkes Ridge Pkwy as a four-lane, divided roadway and create a new Route 288 interchange • Extend Tuckahoe Creek Pkwy from Hermitage Rd. to Hockett Rd. as a four-lane, divided roadway with additional right and left turn lanes and multi-modal facilities • Widen Rockville Rd. (Rte. 622) from Ashland Rd. to the Hanover Co. line to a two-lane undivided roadway with wider shoulders and multi-modal facilities • Widen Ashland Rd. from Broad Street Rd. to I-64 to a four-lane, divided roadway adding multi-modal facilities and from I-64 to the Hanover Co. line as a four-lane undivided roadway. • Improve the intersection of Broad Street Rd. and Hockett Rd. by realigning the southern leg of the intersection and adding multi-modal facilities • Improve Patterson Ave. (Rte. 6) from Hermitage Rd. to Hockett Road to a four-lane, divided roadway with multi-modal facilities and to a six-lane, divided roadway with multi-modal facilities from Hockett Rd. to the Henrico Co. line • Widen River Rd. (Rte. 650) from River Road W. to the Henrico Co. line to a three-lane, undivided roadway with multi-modal facilities • Connect Patterson Ave. to West Creek Pkwy (Rte. 1250) with a two-lane, undivided roadway • A network of roads is needed for the northeast quadrant of Patterson Ave. and Hockett Rd. (“Southern Prime Economic Development Area”) that would keep Hockett Road at two lanes and avoid existing residences and recreational amenities.
