From receiving accolades to embarking on new development projects, milestones reached in 2018 bode well for county’s future

On Wednesday, Jan. 2, the Goochland County Board of Supervisors will hold a public hearing on a request to amend the Goochland County Code to adjust the boundary line between two election precincts in eastern Goochland.

“The whole purpose in adjusting the boundary is to absorb anticipated population growth in the Centerville precinct without erosion of voter services,” explained Ryan Mulligan, General Registrar and Director of Elections for Goochland County. “We are proactively trying to prevent long lines from occurring in the upcoming elections while planning for future growth.”

County Code be amended to adjust the Centerville (402) and Shallow Well (401) election precinct boundary line to better balance the number of voters in each precinct.

Currently, the Shallow Well precinct (401) has 1,682 voters and the Centerville precinct (402) has 2,843. A significant amount of residential development is anticipated to occur within the Centerville precinct (402) leading to an increase in new voters and a wider gap in the number of voters per precinct.

The proposal is to revise the boundary line between

these two precincts to switch 843 voters from the Centerville precinct (402) to the Shallow Well precinct (401) by moving the boundary from aligning with Three Chopt, Broad Street and Shallow Well roads to aligning with Manakin Road. This adjustment is sought in order to rebalance the number of voters in each precinct and to provide for additional capacity in the Centerville precinct (402) for the anticipated new voters.

This amendment to the precinct boundaries, if approved, must be adopted before Feb. 1, 2019. Due to the upcoming 2020 census, no election boundaries are permitted to be revised, pursuant to state law, between Feb. 1,

2019 and May 15, 2021, when new election boundaries may be adopted based on the 2020 census data.

The Shallow Well Precinct is located at Grace Chinese Baptist Church, 850 Broad Street Road, Manakin-Sabot and the Centerville Precinct is located at St Matthews United Methodist Church, 1706 St. Matthews lane, Richmond.

Voters in both precincts will continue to be represented by their current school board representative, member of the board of supervisors, state delegate and senator, and representative to Congress.

FEBRUARY Theater owners’ wait for signage ends Thanks in large part to the work of Goochland supervisor Susan Lascolette and Del. John McGuire (R-Glen Allen), officials with the Virginia Department of Transportation (VDOT) agreed early this year to allow drive-in theaters to be featured on Tourist-Oriented Directional Signs, or TODS, those blue signs that help alert passing drivers of important entertainment or cultural resources in a given area.

John Heidel had previously been told that his Goochland Drive-In was classified an attraction, disqualifying it from the list of places that could be featured on a TOD sign.

McGuire said he realized after talking with VDOT officials that they might be able to find some common ground among all parties involved.

Ultimately, he said, it’s not just about helping one business, but also about making the entire region a more enticing place for visitors from all over the state and beyond.

Goochland Free Clinic rechristened GoochlandCares For the many Goochland residents who came together to make a dream come true, it was a day for celebration.

On Friday, Feb. 2, Goochland Cares – the former Goochland Free Clinic and Family Services – opened its doors to the public for a celebratory open house, offering a look at the organization’s new 20,000 squarefoot facility in the county’s Courthouse area.

For several hours, visitors were free to tour the spacious offices, exam rooms and communal spaces that replace the pieced-together collection of makeshift facilities that were previously spread out across the county.

Thanks to a two-year fundraising campaign, clients served by the organization are now able to access programs including the Free Clinic, food pantry and Domestic Violence support services all in one place.

To GoochlandCares Executive Director Sally Graham, the new building offers a pointed message for those served by the organization.

When they come into the bright, airy new space, “they will know that this community cares about them,� Graham said. “They will know that they are valued.�

New resource helps county gauge future development impact After a four-month wait, Goochland County supervisors in February were presented with a tool they expected would significantly ease the process of determining the capital impact of future development projects.

The county’s Capital Impact Model, created by the consulting firm TischlerBise, is essentially a spreadsheet, explained Director of Community Development

Central High School renovation project earns rave reviews At just about 60,000 square feet, Goochland’s renovated Central High School Complex boasts a sizable footprint.

Goochland Deputy County Administrator Derek Stamey, however, prefers to focus on the smaller details.

Earlier this year, as Stamey walked through the freshly painted hallways of the building that served as a high school for black students during the era of school segregation, he explained that those tasked with renovating the space had worked hard to honor its past.

“The details are everywhere, and I think staff did an amazing job,” Stamey said. “This is [the former students’] building, and we wanted to bring it back to life in a way that they could be proud of.”

It wasn’t always an easy process, Stamey admitted, but he insisted the staff was never daunted.

“I don’t think anything is impossible when you have great support,” he said. “I think this was more of an opportunity than anything.”

Goochland mourns death of supervisor Ned Creasey Goochland County lost one of its most respected leaders in March.

Ned Creasey, the most experienced county supervisor in office for the last six years, died Saturday, March 10, after a period of declining health.

When he was reelected to serve a second term in 2011, Creasey was the only board member sworn in that year to have previously held public office.

“For too long, Goochland County has been entrusted to what some people would call the Good Ole Boy network,” he told supporters in 2011 when he announced his plan to seek a second term. “There was no transparency in either our local government or our public school system. It was a shell game played behind a veil of organized confusion.”

District 5 representative Ken Peterson, who took over as chairman this year, praised Creasey in January as “a catalyst for so many of the good things that have happened in this county.”

A lifetime member of Company 5 fire and rescue department, Creasey was “an excellent leader, a valued col-

league, a thoughtful mentor, and a friend to all,” Peterson said.

Del. Lee Ware, R-65, described Creasey as “a man of few words but with much to convey.”

“I respected and treasured his counsel,” Ware said. “His good humor and quiet, solid faith radiated from his presence and informed his conversation.

Ned’s passing will leave a large void in Goochland and among all of his friends and family.”

APRIL After outcry, county high school’s JROTC program is saved When Goochland County residents learned that the celebrated National Defense Cadet Corps (NDCC) program at Goochland High School was in danger of being cut from the curriculum due to a loss of funding, it didn’t take long for the concerned phone calls to begin streaming into the offices of local county and school officials Though it was often referred to as a Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) program, Goochland’s program was actually an NDCC program funded through the MCJROTC. When a recent decision came down that

said funds from the MCJROTC program could not be spent on NDCC programs, Goochland’s program was effectively cut off.

The program received an overwhelmingly positive response from the community since it was first brought to GHS, and was lauded by local supervisors and school board members.

Eventually, word about the possible loss of Goochland’s program reached the office of Rep. Dave Brat, (R-Va), who instructed his staff to work closely with Goochland High School and the Marine Corps on a plan to convert from an NDCC program to a full MCJROTC program.

Traditions change but magic remains

Area club donates books to Randolph Elementary School Wine, Women & Words (W3), a 14 year-old book club from the Midlothian area, recently donated more than 200 books to Goochland’s Randolph Elementary School. “Although our kids are grown, we still love children’s books, and realize how important they are to learning and to developing language skills at an early age,” said Dr. Alice Condro, a pediatrician and member of the book club. In addition to books, the club also donated 75 pairs of gloves. In the past, W3 has donated books to a kindergarten class, school supplies to children in Kabul, and books and gifts to service men and women overseas. It seems that Richmond comes alive during the holiday season, a city aglow with twinkling lights and outdoor displays that would force even the most dedicated Grinch to feel a bit of Christmas spirit.

Families flock to the Downtown Center to view a dazzling display of illuminated buildings and a collage of uniquely decorated trees. There’s even an elaborate toy train display elaborately designed to evoke a childlike fascination to the oldest of admirers.

The variety of things to do during the Christmas season is almost overwhelming at times, and visiting all of them takes careful scheduling and real determination to celebrate and enjoy every joy of the season.

Families gather at these sites and begin traditions that will hopefully last a lifetime and provide the same memories that many of hold us dear to hearts especially during the Christmas season.

It was a different landscape in 1950s Richmond, but, looking back, the sentiment was similar to what these new generations experience as they walk through the lights at Lewis Ginter Park.

My earliest memories of Christmas in Richmond involve a Christmas Eve trip down Broad Street to a large insurance company business near what was then Tantilla Gardens.

The dignified building sat mostly unnoticed for 11 months a year, but, during December, it became a destination attraction for kids trying anything imaginable to get a glance of St. Nick.

Goochland boys basketball posts first win of the season Harwood’s 18, 4 3’s lead Bulldogs past Cumberland 55-42

Six picked Postseason honors roll in for GHS football, including Defensive Player of the Year for linebacker Sam Brooks

T

he Goochland Bulldogs enjoyed a phenomenal season in 2018 boasting a 14-1 record and an appearance in the state championship game.

That excellence on the field was exemplified by the number of players tapped for post season honors.

Six Bulldogs – Justin Hawk (center), Connor Duncan (offensive lineman), Jamal Carter (defensive lineman), Sam Brooks (linebacker), Devin McCray (defensive back) and Kindrick Braxton (defensive allpurpose) – earned First Team All-State honors, and linebacker Sam Brooks was also named Defensive Player of the Year by the Richmond Touchdown Club.

“I don’t even know where to start when it comes to Sam,” Goochland head coach Alex Fruth said last week. “For us, he was our defensive player. Sam was our go-to guy and he made everybody around him a better player.” see Honors > 8

GOOCHLAND - Goochland Basketball rebounded from a tough 54-44 season-opening loss to Maggie Walker to defeat James River district rival Cumberland 55-42 in the Bulldogs’ home opener on Tuesday.

“Number one: It’s good to be at home,” Goochland Boys Basketball head coach Preston Gordon said Wednesday.

“I think our guys play a whole lot better and feel a whole lot more comfortable at home, especially...early in the season. They’re excited to play...you’ve got the band playing, got the cheerleaders, you’ve got more fans, you’ve got people pulling for you. It’s what they’re used to.”

Gordon felt that his players did a much better job than they did in Monday’s game; they were more confident and a whole lot more focused, he said; he was really proud of the way in which they bounced back.

The Bulldogs got out to a strong start in Tuesday’s game, with Deion Harwood, the team’s leading scorer and rebounder going into the new season, knocking down all four of his threepointers in the first half and three of the four in the first quarter. Overall he assembled a team-leading 18 points.

Gordon added that the team saw good production out of multiple players in addition to Harwood, with Quincy Snead and freshman J.B. Bell scoring seven points each, JaMel Allen contributing six and DJ Harris chipping in five.

“We’re not looking for guys to just blow it out of the water right from the beginning, but Deion’s an all-state player and people are gonna come for him; we’ve got to have other guys step up to be able to fill the void if either he’s not hitting or he’s not able to get a shot off as much as he likes.”

Gordon added that Harwood tried to do some things differently in the sec-

ond half, which limited him from scoring but allowed him to get more guys involved, “which was a good thing,” Gordon said.

While Goochland defensively allowed two Cumberland players to score 17 and 16 points, Gordon said the team was able to make adjustments within the game - mostly on defense and a little bit on offense - that were helpful, and he felt that their players responded really well.

“We need to do a better job with our rotation,” Gordon said while adding: “Early in the season, they’re gonna get better as we progress, but...having four games in one week and not a whole lot of time to practice for making adjustments, we’ve got to do in-game adjustments on the fly.”

Goochland Boys Basketball is coming off a successful 2017-18 season in which it reached the state quarterfinals, and because of that success, the team, Gordon said Monday, is going to get everybody’s best punches.

“We’re gonna get their best shot, their best game,” Gordon said Monday.

“We’ve got to bring our game every single night if we want to be able to get back in that same position.”

Against Maggie Walker on Monday, Walker Murray knocked down three three-pointers, including two gems in the fourth quarter, to lead the Bulldogs with 11 points.

“It’s crucial to have a guy like Walker to come in and knock down shots,” Gordon said of Murray. “One of the things that he knows that he needs to do is he needs to be able to knock down shots for us. He did that, and I’m really proud of what he did...I envision Walker being able to help us this week, these next two games (versus King William and Broadway). He’s a good team player and he knows what his role is and he’s gonna come off the bench and he’s gonna get the job done.”

Gordon also pointed to Isaiah Matovu’s good game on Monday, with Matovu scoring 10 points for Goochland against Maggie Walker.

Goochland Wrestling working to build young program

GOOCHLAND - Goochland Wrestling has an extremely tough schedule, head coach Mike Nadder said, but that’s how he likes it. In fact, that’s how he built it.

In having his Class 2 Bulldogs face larger schools like Hermitage, Douglas Freeman, Deep Run and Mills Godwin, as well as talented programs ranging from Dinwiddie to Poquoson, Nadder is trying to get his wrestlers ready for the postseason.

Because by the time they reach the regionals, he’s anticipating that his Bulldogs will have already taken on opponents who are as good as, if not better than, the athletes they’ll match up against in the postseason.

“It’s a vigorous, extremely hard schedule for our level, but that’s how we’re gonna grow the program,” Nadder said. “When they start mentioning those schools, I want Goochland to be mentioned in there as well...”

Honors continued from >7 Brooks was also named Regional Defensive Player of the Year, and Fruth said the honor is well-deserved.

“He was at the point of attack constantly,” Fruth said.

There was another important quality the coach noted in his comments.

“He was a great captain in the sense we always knew that he was going to be doing the right thing, both on and off the field,” Fruth said.

During the Bulldogs’ playoff run, lineman Jamal Carter took control of most of those games, displaying a refuse-tolose attitude that was contagious among his teammates.

“Jamal just kept getting better and better,” Fruth said.

Goochland on Saturday, Dec. 15 competed in the Five Forks Duals at Dinwiddie High School and defeated Meadowbrook as well as what’s called a bandit team, which is comprised of extra wrestlers in place of a team that backed out of the meet.

The Bulldogs took losses to Fairfax and Dinwiddie (49-30) and also to Prince George (42-42) by criteria.

Other teams that the Bulldogs have beaten in competitions earlier this season include L.C. Bird and Hopewell. Goochland is currently 5-6 as a team.

Even in the losses, the Bulldogs have seen their student-athletes do well with wrestlers like Max Moreno (126), Devan Davis (132) and Ayden Doczi (220) picking up contested wins against the Royals and Generals.

Goochland is still trying to bring some of its football players up to date, get student-athletes to certain weight classes and overcome seasonal sickness as well as injuries. One of the team’s wrestlers, returner and football player Doczi, was not able

The coach said Carter kept defeating blocks and ending up in opponent’s backfields from his defensive line position.

“Jamal was a great leader in terms of his actions and his behavior,” Fruth added.

Goochland fans were accustomed to seeing junior Devin McCray work his magic with the ball in his hands, but his defensive work earned him All-State honors.

“I don’t know where to begin with Devin because he does so much for us on defense and offense,” Fruth said.

But he did really well, with his wins including triumphs over Dinwiddie’s William Simmons and Prince George County’s Colin Matthews. Nadder added that senior Jacob Massey, who was also on the football team and was wrestling at 285 - one weight class up from his standard class of 220 - looked good as well.

Goochland had a key situation against Prince George in which Max Moreno (126), who was wrestling in the last match between the two teams, had to pin his opponent in order to put his team in a tying 42-42 situation, and he did, defeating a tough opponent in Gerald Jeffrey.

Nadder said that returner John Daley (160) had some good matches, and he’s expecting good things from him this season. He’s projecting a tough middle-of-the-lineup with Romeo Moreno (138) and Daniel Thompson among his team’s

backs.

“He was there to help if any of the [players] had problems,” Fruth said. “Again, he’s one of those players who make players around him better.”

McCray anchored the secondary from his defensive back position and displayed an uncanny ability to find and attack the ball when it was in the oppositions hands.

“Devin also does it in the classroom, and sets an example for his teammates, and we’re excited to have him back,” Fruth said.

Kindrick Braxton led by example from his defensive back position, and set the tone with his work ethic and leadership skills. His tenacious play in the defensive backfield earned him All-State recognition.

The program also saw some of its younger wrestlers gain experience in the Five Forks Duals. Nadder projects a bright future for the young Goochland wrestling program, with several eighth graders, as well as three sixth graders who participate only in practice, showing promise.

The Bulldogs hosted Deep Run and Fluvanna on Wednesday, falling to the Wildcats 51-27 but triumphing over Fluvanna 60-18. Romeo Moreno picked up a pair of wins and Max Moreno, Massey and Daley all earned wins as well.They will get to take on Mills Godwin and Douglas Freeman in a tri-meet on Jan. 23.

Near the end of the regular season Goochland will also get opportunities to wrestle both Highland Springs and perennial powerhouse Poquoson.

“It’s gonna take some time, but we’re working on it,” Nadder said of growing the program. “I’ve got some good assistance and I’ve got some good managers and it takes everybody to get this thing going.”

“Kindrick led by his play and his words,” Fruth said.

“You need a kid like that on a team that will speak up. He has a super big heart and gives you everything he’s got on every play.”

Braxton made the first team as an all purpose defensive player and Fruth said he’s “also excited to have him back.”

“When the game is over, you know Kindrick has left it all on the field. On the field, we asked him to everything — play linebacker, or safety or wherever we needed him to fill holes,” Fruth said. “He stepped up every time.”

Senior Justin Hawk began the season as a tackle, but when his team needed a center, he didn’t hesitate and immediately began mastering his new position. The short learning

curve didn’t prevent him from being selected to the All-State team for his efforts.

“He is the ultimate team guy because he was a starter at tackle….but never complained when we ask him to move to center,” the coach said.

“He solved problems up front when we had communication issues.”

Offensive lineman Connor Duncan also made the team for his offensive line play and consistent work on the field.

“He never took a play off,” Fruth said. “He’s a super competitive guy who never took a play off. His fire and energy was contagious.”

Finally, senior kicker and punter Jacob Hayward waited his turn to become part of Goochland’s starting lineup.

“They’ve been playing for a while, which helps with our chemistry,” Gordon said; the Bulldogs will look to keep building that chemistry as the season progresses and the football and non-football players get more time to gel together.

Goochland hosts the next two games at 7 p.m., hosting King William on Thursday, Dec. 20 and Broadway on Friday, Dec. 21.

“When he kicks a football, it’s a beautiful thing to see,” Fruth said. “You can just hear that thump. Only the great kickers make that sound.”

These players also were named to District and Region teams and other players including Quincy Snead, Perry Snead-Johnson , Tyler May, Justin Woodson, Kameron Holman, Chase Smith were honored with district and regional honors.

Traditions continued from >6 we rode by that building on Christmas Eve and viewed a small sleigh pulled by eight tiny reindeer stretched between chimneys atop the building.

My parents told us that if Rudolph’s nose was blinking, it was almost a sure bet that Santa was on his way and our wishes had been mostly fulfilled.

It was the final event in a calendar of holiday events that, sadly, will not be enjoyed by future generations.

I took my first daughter to one of the last Christmases

with the Snow Queen and Santa luncheons at Miller and Rhoads. She marveled at a Richmond tradition that, for many children, was the first sign of the season and a slice of reindeer cake confirmed that certainty.

Our Christmas shopping involved a trip downtown with my mother who arrived equipped with a detailed and strategic list of items to acquire.

Some purchases required my sister and me to wait in other areas of the store, and we anxiously awaited the end of the day when Christmas began for us.

Once all the items were purchased, the entirety of them set to arrive in neatly wrapped boxes in trucks with the name of the department store on the side days before Christmas, we strolled along Grace Street and marveled at the huge display windows. Each of them presented a different view of the holiday, but the best one always occupied the prized corner location.

A toy train circled a collection of the most wanted toys of the season, and it was easy to confirm these most important decisions by simply staring at them for an extended period

of time shoulder-to-shoulder with other kids.

On a recent visit to a Christmas train display, I noticed that same look of anticipation and excitement that can only be evoked by an impending visit from the old elf himself. I thought how different this venue was from the ones I remember as a child, while realizing how much of the same it represented.

It occurred to me that those traditions involve people more than places, and the true memories and blessings of the season are still achieved by enjoying the things that make our

lives special every day.

And missing those traditions is nothing more than an overactive sense of nostalgia, and, perhaps, a desire for a simpler time when the season didn’t arrive as early, but seemed to last for months.

But, the magic of the season still lives in the enchantment displayed on the faces of our children, and a well-baked Christmas cookie is still the best.

The lights are different and there are more of them, but the glow they produce still produces a magical spirit that only comes around once a year.

The man, later identified as Troy George Skinner, 25, of New Zealand, allegedly attempted to gain entry into the home, and was warned by the woman that she was armed. Ignoring her repeated commands to leave the property, Skinner then picked up a landscape brick and hurled it through the glass door leading into the family’s kitchen.

When he reached in to unlock the door, the woman fired twice, striking Skinner in the neck.

He ran off, collapsing in a neighbor’s yard, where law enforcement officers discovered him moments later.

Agnew said investigators were able to ascertain that Skinner had been in communication with the 14-year-old girl through an online voiceover-internet application called Discord, which allows people participating in online gaming to talk to one another.

Registrar replaced just before election Less than a full year after beginning his tenure as Goochland County’s registrar, it was confirmed in October that Winston Forrest is no longer employed by the county.

The move came with just three weeks to go before the congressional midterm elections.

Electoral Board secretary Robin Lind declined to go into further detail about Forrest’s departure, calling it a personnel matter.

Ryan Mulligan, a former assistant registrar in Prince William, was appointed as Forrest’s replacement and earned praise for hitting the ground running and overseeing another successful election in Goochland.

Three county first responders honored after water rescue Three Goochland first responders were honored for their heroism during a special ceremony on Nov. 14, earning the Bronze Medal of Valor from the Richmond Metro Retail Merchants Association for risking their own lives to save two individuals trapped in raging flood waters last May. According to Goochland Fire-Rescue Chief Bill MacKay, the three men — Captain Dean Dunn, Firefighter/EMS Provider Kevin Hatcher and Firefighter/EMS Provider Robert “Chris” Ferguson — were part of a team of rescuers dispatched in the early hours of May 18, after a frantic 911 call reporting two people stranded in a stalled car on Riddles Bridge Rd, in danger of being swept away.

To MacKay, the work of the three men that night offered a sterling example of bravery and dedication.

“Captain Dunn, Firefighter/ EMS Provider Hatcher, and Firefighter/EMS Provider Ferguson worked in the dark and in very difficult, dangerous, and deteriorating conditions to affect this successful rescue,” MacKay said. “They placed themselves in harm’s way and relied on their specialized training to save two lives. Had they not been willing to place themselves into this situation, where they very easily could have been carried away by the swift moving water, it is without question that the outcome would have been different.”

December 27, 2018 One of my favorite things to do at the end of each year is to go back through the old issues of the Gazette to compile the Year in Review, and it always surprises me how many stories I had completely forgotten about. Better still, however, is looking back on all of the incredible and inspiring people I was privileged to meet.

Whether it was a young county resident hosting a toy drive for children undergoing treatment at a local hospital or the hundreds of walking warriors who gather each summer for Relay for Life, it’s easy to see how much Goochlanders

truly care about one another.

As any Goochland resident knows, living in a rural community is truly a blessing, one that offers the chance to enjoy the kind of tranquility and peace that can be harder to come by the closer you get to the bustle of the city. The county’s leaders — and its residents — have once again shown themselves this year to be taking seriously their commitment to preserving Goochland’s rural character and natural beauty.

Here’s hoping to more progress in the year to come, and even more reasons to take pride in calling Goochland home.
