Thanks to a recent change in county policy, Goochland County employees now have the option to use eight hours of paid leave per year in order to volunteer with organizations directly tied to the county. But while the measure passed unanimously during the Board of Supervisors’ first meeting of the year on Jan. 2, not all board members wholeheartedly embraced it. see Leave > 3
Heading into the 2018 popcorn sale fundraising season, Goochland Boy Scout Beck Garnett made it his goal to outsell every other scout in the nation. Last week, he learned he’d done that ... and then some.
In an effort to combat the devastating effects of drug abuse, the area Rural Substance Abuse Awareness Coalition will present a workshop aimed at educating Goochland residents on current issues relating to addiction in their community. “Hidden in Plain Sight: Drug Awareness, Rural Trends, and Stories From Our Community” will be held from 10 a.m. to 1:30 p.m. on Jan. 30 at the Central High School Cultural Education Center (2748 Dogtown Road). Featuring stories from those who have faced addiction themselves or watched loved ones grapple with the issue, the event will highlight current drug trends and the way they are impacting youth behavior.

The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home: A neutered male Blue tick hound, about 8 years old; a sweet male Beagle, about 8 years old; and a neutered male hound mix, about 1 to 3 years old. Goochland recognized for fiscal planning, transparency For the second year in a row and the fourth time since 2014, Goochland County has been awarded the Distinguished Budget Presentation Award by the Government Finance Officers Association of the United States and Canada. In order to receive the budget award, an entity must satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as a policy document, a financial plan, an operations guide, and a communications device. “Attainment of the Distinguished Budget Presentation Award is a noteworthy accomplishment,” said County Administrator John A. Budesky. “This recognition is a team accomplishment of county staff, our constitutional partners, school board members, and school’s staff in assuring fiscal planning and financial excellence for Goochland County.” Pictured above, from the left, are Goochland County Administrator John A. burden on county services by helping local support groups like GoochlandCares or area food pantries to thrive. “If you had a Goochland County without [these organizations], would there be an increase in the need for county services?” Peterson asked. ”Do these organizations lesson the burden on county services?” After briefly considering whether to amend the allotted number of hours from eight to four, the board voted unanimously to approve the policy as it was originally introduced. Mind your tongue: Taking the verbal high road Memories By Roslyn Ryan Editor
M
any years ago, I came upon a passage in an essay that has stayed with me ever since. The piece was about the role of language and its importance, and focused specifically on the trend in our modern society toward a certain carelessness —even sloppiness — when it comes to how we express ourselves. The author shared two brief anecdotes, the first about a noted French grammarian so precise with his speech that his last words are said to have been “I am about to — or I am going to — die: either expression is correct.” The second snippet was about a distinguished but unnamed scholarly gentleman who one day
found himself in the drive-thru line of a popular American fast food restaurant, desiring a hot ham and cheese sandwich. When the teenage order-taker insisted that he ask for the sandwich by its proper name — the “Yumbo” — the man politely demurred and again asked for the hot ham and cheese. The employee, now irked, protested that the man had to ask for the sandwich by name, at which point the hungry gentleman simply thanked her for her time and drove off rather than submit to the indignity of using the word “Yumbo” in adult conversation. Some might consider his behavior petty, preposterous or worse and I understand that. But I also can t seem to help wishing that more of us these days might begin to be a bit more discerning
about the words we choose. “Short words are best, and old words when short are best of all,” Winston Churchill once said, and surely he could have come up with a far shorter — and more appropriate — word than the one newly elected U.S. Rep. Rashida Tlaib used last week to describe the President of the United States, himself an unrepentant practitioner of the low language arts. When, honestly, did this start? When did public officials begin to forsake elevated, careful, thoughtful wording and instead embrace a vernacular that used to be rightfully confined to locker rooms? The way we communicate shifts and morphs over time, of course, so it would be silly to ask that our leaders and academics adhere to the same linguistic mores as their parents and grandparents. But am
I so terrible for not wanting to hear a college professor address a student as “dude,” or a professional athlete casually toss off F-bombs in a televised interview? Do we always have to order the Yumbo, or can we sometimes elect to take the linguistic high road? It is one thing, of course, to misuse “affect” and “effect,” or “who” and “whom,” and to shame someone for such errors tilts dangerously toward a kind of snobbery that, to this writer, is far more unbecoming than an occasional grammatical lapse. But I also pine for the days when those who occupied vaunted positions in government, academia and entertainment comported themselves in a way to which all of us could aspire. We can do better, and we should do better: either choice is correct.
In uncertain times, role of press remains crucial By Laura McFarland News Editor
New Year’s Eve has never been about the “ball drop” for me. When I was kid, getting to stay up late was the really big deal. As years past, spending the evening with friends or family in celebration was the more important part. This time, as the East Coast prepared to welcome the New Year,
I was with friends. Since some of those friends have children, the night started out at a community outing that was quite entertaining. It moved back to their place, where sparklers were followed by seeing which child fell asleep first watching the various New Year’s Eve specials. It ended with watching various fireworks being set off – some of them putting on really good shows. It must have been awhile since I

watched any of these specials, because I admit to being a little bit dissatisfied. Not knowing half the artists performing and wishing Dick Clark was back and in charge of hosting it all may have made me feel a bit old. I found myself thinking and saying “Didn’t this used to have more class?” on more than one occasion. Still, it was an overall fun evening. But of all the moments surrounding welcoming in 2019, one of the
most poignant and personal was knowing the 2019 Times Square New Year’s Eve ball drop in New York City was celebrating press freedom and the importance of journalism. In particular, the organizers of the ball drop chose the Committee to Protect Journalists to do the honors this year. I’m not sure how we knew when it was going to snow when I was a kid, but I’m convinced it didn’t involve probability percentages or hour by hour forecasts. I do, however, distinctly remember being with my mother on one of those gray overcast days when it seems like the air is as still as the night without a whisp of wind anywhere. “It feels like snow,” my mother would say. My sister and I would give each other a puzzled look, but, usually, her predications were accurate and produced the results we had hoped for. And all of us remember those days sitting in class and straining your neck to see that first flake, a sign of an impending early dismissal. As the flakes turned into flurries, we all knew what would come next and stared at the small speaker on the wall. We waited for the static crack that preceded every announcement, but we already knew the news. It’s rare for kids to have those early dismissal days due to snow these days, largely due to districts’ improved preparation and a concern for busy parents’ schedules that sometimes are hard to adjust. That ounce of prevention works well most of the time, and I never hear my kids complain that they erred on the side of closing or lamenting an extra day off. Snow days continued from >6 snow shovel and generator in the region. Again, it’s hard to disagree with prudent preparation, so when news of Gia, that’s the name of the latest winter storm, was announced more than a week ago, I was determined to grab the things I needed early. By Friday, the refrigerator was stocked, the gas tank filled, and a weekend of anticipation began for my three children and me. The words “Do you think we’ll have school on Monday?” were first muttered Friday afternoon, the first inquiry of many similar requests of unanswerable questions. Now, the Weather Channel was more convinced than I regarding this storm since I’ve heard all of my life that the big snow comes from the South around here. This one was clobbering the West, so I had my doubts, but last month’s storm took a similar path and
college levels. Angie Miles is the author of the book, “Short Pump Bump.” It’s a sweet, silly and poignant collection of poetry. Miles is an established, professional communicator, with numerous accomplishments as a journalist, both as a writer and broadcaster. She is active in the community as a committed literacy educator. Daniel Sherrier is the author of the new superhero novel, “The Flying Woman.” He grew up in Mechanicsville, and graduated from the College of William & Mary with a degree in English and Theatre. He resides in Henrico County and has written for
community newspapers in Caroline, Hanover, and James City counties. Steve K. Smith is an author of ten books, including the middle grade adventure series, “The Virginia Mysteries” and “Brother Wars.” He has also written a non-fiction parenting book, “Slashing in the Deep End: An Adventure Raising Boys.” Smith lives in Richmond with his wife and three sons. He enjoys coaching, hiking and kayaking. After the readings, participants will take part in a “question and answer” period plus book signing. Admission is free and refreshments will be served.
it hit us like a freight train so who knows. And that’s the point I tried to convey to my children. Weather is hard to predict even with the latest technology and I’m not sure if people like my mother exist anymore who can walk outside and offer an instant prediction based on how it feels outside. The pending question of school closing continued Saturday and noses pressed against the window produced no steady snow, and, by Sunday, it looked as if this one had missed us, an occurrence welcomed by many of us not enrolled in public schools. The anticipation of the snowstorm had exhausted all of us, and, now, it seemed that homework delays had not been the responsible choice. The thought of sledding soon turned to algebra and Latin, or that project that seemed destined to have that extra day of preparation. And, that question of school closing seemed remote as the sun set on a weekend of failed expectations and a
realization that the weather and the predictions are not an exact science. The first glimmer of hope arrived later that evening with an announcement that school would begin two hours late in Henrico County. Shortly after, the snow finally began to fall and wet roads quickly became snow covered. And, finally, while writing this column, the final bit in a clump of good news arrived, as a familiar tone on my phone announced that schools would be closed. The final episode of a fourday journey of disappointment, fatigue and, finally, redemption concluded with cheers from my children who quickly dispensed with notebooks and pencils and began looking forward to their day off. I’m not sure if my kids will ever know the pleasure of a surprise snowstorm and the magical feeling of opening the door and seeing a winter wonderland when you weren’t expecting it. But, we are left with an

Monacan Soil and Water Conservation District is currently offering four scholarship opportunities for area high school seniors and college freshman interested in a college degree in natural resource conservation and/ or environmental protection. Four $1,000 scholarships will once again be awarded statewide this year through the Virginia Association of Soil and Water Conservation District’s (VASWCD) Educational Foundation. The purpose of these scholarships is to give financial support to students

majoring in or showing a strong desire to major in a course curriculum related to natural resource conservation and/or environmental studies. Individual applicants must be full-time students enrolled in, or having applied to, a college freshman-level curriculum. The applicant must also document a class ranking in the top 20 percent of his or her graduating class or a minimum 3.0 GPA. Monacan District’s education committee will select one application to forward to the VASWCD for consideration of one of these schol-

Harwood reaches 1,000 in 71-31 victory By Nick Vandeloecht, Sports Editor

OOCHLAND -- He made it look easy. Deion Harwood had recovered the ball off of a basket made by a Central Lunenburg player and moved it inside the opposing team’s half-court. He then quickly let loose a rocket of a shot from deep behind the arc... ...that swished through the net for career points 998, 999 and 1,000 in Friday’s home game versus the Chargers. “I didn’t want to think about it too much coming into the game,” Harwood said, “but decided: just take a shot, get it over with and see what happens.” The home crowd unleashed a collective cheer, and Harwood’s teammates congratulated him on becoming the third known Goochland High School Boys Basketball player after Justin Rosner in 2000 and Brandon Myles in 2002 to achieve 1,000 points. “It was good...people had been talking about it all day. The moment finally came,” Harwood said. “It felt pretty good.” “It’s a huge milestone for any high school player to get 1,000 points,” Goochland head coach Preston Gordon said, “and Deion’s worked hard for that, and he deserves all the credit for that. I’m very proud of him.” The senior standout went into Friday’s home game only needing three points to achieve 1,000. It was definitely on his mind, he said, and it was also something he wanted to get out of the way in order to let the game continue. Harwood’s 1,000th point indeed came early in the game as his milestone-netting three-pointer gave his team an 8-2 lead. “Tonight was a big night for Goochland Basketball; it was a huge night for Deion Harwood, and I want to give him credit for all that he’s done to put in the time for this,” Gordon said. “I was glad we had a lot of fans here and he had a lot of family support here.”

Gordon said that Harwood has started every game he’s played going back to his ninth grade year. Last year, he missed only two games due to sickness. “He works hard,” Gordon said of Harwood. “He’s committed to getting better each day.” “Since I was a freshman, I had people in front of me that led the way, made me play harder and harder each night and practice hard,” Harwood said. “Our coaching staff pushed me to play hard.” He helped lead the Bulldogs to the 2018 Class 2 state quarterfinals,
and he’s consistently been among Goochland’s leading scorers throughout the opening stages of this season. He rolled out a 29-point, 8-rebound night in Goochland’s 82-46 win over Amelia on Wednesday and delivered 15 points in three quarters in Monday’s 80-61 victory over Prince Edward. Quincy Snead led the Bulldogs in scoring on Monday with 16 points. In the Bulldogs’ home contest versus Amelia, Gordon had told Harwood in the third quarter that he needed to turn it up a couple of notches and be more aggressive offensively. “And he did that,” Gordon said.
Harwood racked up 17 of his 29 points in the fourth quarter. “And…I’m pretty sure he didn’t play the last four minutes,” Gordon said, “but he was super-duper aggressive, and that was the thing. We allowed Amelia to stay in the game because we weren’t being aggressive, and…there are times that he can take over a game and he needs to do that. “He was able to do that against Amelia.” Harwood dropped in a teamleading 15 against Central Lunenburg to average 19.67 points per game in his team’s three-game sweep this past
week, with the Bulldogs winning Friday’s game 71-31 over the Chargers. “I could see in our guys’ faces after tonight we’re looking forward to the next game, rest of the season,” Harwood said. “We know we’ve got to win throughout now. We know what we’ve got to do…should be a good season.” Snead and Isaiah Matovu joined Harwood in double figures against the Chargers, netting 13 and 10 points, respectively. The Bulldogs were able to mix in the full-court press and pick up points off of steals, but Gordon said that they also missed a lot of shots around the rim. “Give credit to Lunenburg: they were a little physical down low and we’ve got to be able to take some of those bumps and we’ve got to be able to finish,” Gordon said. “That’s one of the things we worked on yesterday in practice, but obviously it wasn’t enough, because we’ve got to finish more around the rim, and some of it comes from focus and using the backboard, but then there were a couple times…we lost our team orientation… we had to fix a few of those things. We got that squared away, taken care of, and then we got back to what we were doing in fixing our defense.” Snead made several steals and scored 10 of his 13 points in a 24-point third quarter for the Bulldogs. “The third quarter was huge for us,” Gordon said, “because we played the defense that we are capable of playing.” Weather permitting, Goochland has a home matchup versus Maggie Walker on Thursday, Jan. 17 in which the Bulldogs will try to avenge a season-opening loss to the Dragons. “They’re gonna be fired up; we’re gonna be locked in for that,” Gordon said. Goochland is also slated to travel to play Buckingham on Friday, Jan. 18. “We won our last four…it’s a good little run, and we need to continue that,” Gordon said, “but it comes with keeping guys focused, and that’s making sure we’re not losing track of why we’re doing it and our principles for being successful.”

Goochland swimming earns five first place finishes By Nick Vandeloecht, Sports Editor
MIDLTOHIAN -- Goochland Swimming enjoyed a successful Saturday morning as the girls team earned five first-place finishes in a swim meet featuring Lancaster, Louisa County, New Kent, Powhatan and hosting school Colonial Heights at SwimRVA. Taking on every participating school in the girls 200 yard freestyle relay, Goochland’s team of Annelise Rogerson, Sophie Summit, Bayleigh Allen and Skylar Dacey won first place on a collective final time of 1:53.78. Rogerson, swimming the opening 50 yards, turned in a low time of 27.49. Dacey, the closing leg, also recorded a time under 28 seconds with a 27.87. Dacey was zipping back and forth across the length of the pool on Saturday, rolling out additional
first-place times in the girls 50 yard freestyle (27.58) and girls 100 yard freestyle (59.58). Allen and Rogerson also picked up individual first places in Saturday’s swim meet. Allen outpaced the field in the girls 200 yard individual medley on a final time of 2:50.71. Rogerson took first in the girls 100 yard breaststroke on a time of 1:17.39. She also swam second in the girls 100 yard butterfly on a 1:05.11. Louisa’s Alexandra Owen took first in the 100 fly on a time of 59.71. On the boys’ side, Goochland’s Caleb McCaskill swam to second in the boys 100 yard breaststroke on a time of 1:16.10. He was edged by New Kent’s Logan Adkins, who swam a 1:14.31. The Bulldogs earned a pair of third-place finishes in the relay competitions. In the girls 200 yard medley relay, Rogerson, Allen and Dacey combined with Anna Kate Wirsing to
swim a 2:11.33. In the boys’ 400 yard freestyle relay, McCaskill, Brandon Avram, Lucas Edwards and James Hardy swam for a collective time of 4:36.30. Summit also earned a pair of third places on the individual side, earning a time of 2:25.18 in the girls 200 yard freestyle and notching a 1:05.83 in the girls 100 yard freestyle. Caleb Cardoni (25.29), McCaskill (25.44) and Richard Hardy (26.58) swam third, fourth and fifth, respectively, in the boys 50 yard freestyle. Goochland had two swimmers compete in the combined 500 yard freestyle, with Wirsing placing fifth (6:53.71) for the girls and James Hardy taking second (6:40.09) for the boys behind New Kent’s Logan Adkins (5:36.33). Journalists continued from >6 might have missed this mention, and they are certainly not going to bring the festivities down by reeling off tons of facts about journalism or journalists being killed. But since the festivities are over, it doesn’t feel like I will be bringing the mood down too much. According to the Committee to Protect Journalists, globally at least 53
journalists were killed in 2018 and 251 imprisoned because of their work. The organization’s website also counted its victories, including helping secure the early release of at least 80 journalists from prison, convictions in the murders of six journalists and helping positive legal reforms regarding freedom of the press in several countries. Talking about freedom of the press and journalism today can sometimes have a polar-
izing effect. People have their favorite ways of learning the news, whether it is newspapers, television, the internet, podcasts or secondhand from someone who likes to stay current and share everything. Depending on which type of media being discussed, they all have good and bad moments you can point to and cheer or jeer. I am sure there are readers who would say the same about this newspaper. As the news editor in a small
community, hearing about journalists being murdered for trying to tell a story sometimes seems so far away. At the same time, because of the shared desire to spread the truth and inform citizens of what is going on, it also feels very personal. When a gunman walked into the Capital Gazette in Maryland last June and killed five employees in cold blood, it was like a punch to the gut even though I knew none of them. In those situations, it
is all too easy to superimpose images of a newspaper where I had worked and imagine my co-workers and me being cut down like that. It takes some time to get those images out of your head. I’ve written plenty of columns about how I see journalism and its role in the community. Every time a new edition of this newspaper goes to press, I hope it will inform, enlighten, entertain, and even inspire the people in the county who are
reading it. Rather than repeat all of that, I will simply reaffirm my commitment in 2019 to providing accurate, informed, interesting information to readers of the Powhatan Today and, as always, welcoming reader participation, either with feedback directly to me or letters to the editor to share with the community. He said he now plans to put the proven selling techniques he’s developed to work helping fellow scouts increase their own sales — his own way of
paying forward all the support he has received from his own community over the years. He has also been researching the possibility of starting his own vending business, which should surprise no one familiar with the entrepreneurial steak he’s reportedly always had. April Garnett was clearly proud of her son’s accomplishments, but also made sure to note that all of the people
who had purchased from him deserved tremendous thanks as well. Particularly since the first and second place tallies were so close — despite selling a record-breaking amount of popcorn, Beck edged the national second place winner by just $56 — every little bit truly did count. At the end of the day, April said, “every single person can say they were a part of this.”
