Commission votes 4-1 to stop planned subdivision in Centerville

Johnson will retire from post County treasurer has earned praise for turning around ailing department

By Roslyn Ryan Editor

Despite repeated requests that those attending last week’s Goochland County Planning Commission meeting not applaud, a number of people in the audience could not refrain from clapping as four of the five commissioners refused to support a proposal to construct a subdivision near the intersection of Rockville and Manakin Road. At issue was a rezoning request by Midlothian-based Main Street Homes to allow for up to 147 single family homes to be built on the 98-acre parcel of land located in the Centerville Village area of the county. According to Jim Theobald, an attorney representing Main Street Homes, the company’s plans for the area include high-end home see Commission > 16

POWHATAN – A fired Goochland County Sheriff’s Office deputy pleaded guilty on Friday, Feb. 8, in Powhatan County to several charges he had an years-long relationship with a mentally disabled adult female. Jason A. Anderson, 48, of Powhatan pleaded guilty to eight total charges of sexual assault. Assistant Commonwealth’s Attorney Gretchen Brown gave a summary of the case she would have laid out against Anderson – who has been incarcerated since his November 2018 arrest – had it gone to trial. On Nov. 19, 2018, Powhatan

detective Michael Wentworth was contacted by Anderson’s wife via text asking for help, Brown said. The wife told the detective that Anderson had admitted to her, a pastor and a family friend that he had been having an inappropriate sexual relationship with the victim for years. Through the investigation, authorities learned that Anderson was looking for an apartment to rent for himself and the victim with the intention of living there together, Brown said. She introduced into evidence a five-page letter that Anderson wrote to his wife while incarcerated that was obtained via a search warrant. Anderson wrote in the letter that he struggled with a por-

nography addiction most of his life but didn’t act on his impulses with anyone else besides the victim. Several times in the letter he said he knew what he was doing was wrong but couldn’t overcome his sexual addiction. Anderson was originally arrested on Nov. 19, 2018, and charged with rape. Anderson was hired by the Goochland Sheriff’s Office in the summer of 2014 and had worked as a school resource officer at Goochland Middle School for the three months prior to his arrest. The Goochland Sheriff ’s Office ran a concurrent investigation that resulted in his termination, according to a release see Deputy > 3

of embezzling nearly $200,000 in county funds and forcibly removed from the office she’d been elected to in 2003 and 2007. Grubbs would ultimately be sentenced to serve four years of a 40-year sentence for the crime, which all but shattered local confidence in the office. Johnson told board members last week that her primary goal, upon assuming the office, “was to repair the broken trust in the Goochland Treasurer’s Office.” “This, I feel we have done,” Johnson said. As Johnson explained, the task of creating a well-functioning, efficient and complaint office required a battery of

reforms, including correcting the accounting system, balancing the books, and instituting protocols and policies where none had existed before. She insisted to the board that she had relied heavily on her dedicated and talented staff members during those difficult days, and called for them to be recognized for their efforts as she addressed the board. Despite the challenges she had faced, Johnson told board members, serving as Treasurer for the county has been an honor, “and one of the most personally rewarding positions that I have ever held.” The board members, for their part, did not hold back

when it came time to share their own thoughts on Johnson’s record. “Your leadership has been amazing,” said chairman Manuel Alvarez. “You have earned the trust of the citizens, and that is evidence of the work that you have done.” “I just think of how far we’ve come,” noted District 1 representative Susan Lascolette. “I would just like to thank you, Pam, and your entire staff. I now have the confidence it is being done right.” Johnson is expected to serve until July 1 of this year, at which point Chief Deputy Treasurer Pamela Duncan will take over the office until a new treasurer is elected.

In fact, as Goochland supervisors pointed out during their monthly meeting last week — shortly after Johnson publicly announced her intention to retire — Johnson’s efforts are largely responsible for what could be considered one of the most significant turnarounds in the history of the county’s management. It was Johnson, after all, who was appointed by Judge Timothy K. Sanner eight years ago to assume the role of acting Treasurer after then Treasurer Brenda Grubbs was convicted

ount Gilead Preschool hosted their annual Dad’s STEM Night on Jan. 31, and the theme for the event this year was “Robots.” Members of the Goochland High School Junkyard Dogs, including team members Austin Payne, Ryan DeLoaches, Jacob Neill, Asher Bunovich and James DeLoaches, along with Coach Stephanie DeLoaches, graciously donated their time and amazed the preschoolers with the robot they brought. After learning about robots from the team, the preschoolers and their dads were given the challenge to create a “wigglebot” that could make art designs. Everyone enjoyed using their engineering skills to design their wigglebots and to make them move in circles across paper to create designs. The last step of the challenge was to build a bridge for their wigglebot to cross. Pictured above clockwise, from the top left, excited preschoolers watched the Goochland High School Robot at work; Wilder Parrish was excited to show his “wigglebot” cross the bridge with dad Stan Parrish; and Luke Garner and his dad, Matthew Garner, showed off their engineering skills.

OPINION: Editorial, Letters to the Editor

For Northam, full record should be considered By Roslyn Ryan Editor

Make no mistake about it: Gov. Ralph Northam’s yearbook photo is awful. And the calls for him to step down have been widespread and fueled at least in part by painful memories of a past most of us would like to leave far behind. Northam will be remembered with disdain for this, and rightfully so. And yet … We have all said and done stupid things in our past, and we have all acted younger than our years. We have all cringed years later at

our choices of words, or actions, or the way we presented ourselves to the world. Thank God, then, that humans have been gifted with the capacity to change: when things progress as they should, we grow and we learn. We get better. Hopefully, as we move through life, we meet people who change our minds and shake loose our stubborn notions of how the world is and where we fit in it. In short, we become better versions of ourselves. And, perhaps most importantly of all, we admit our past transgressions and ask for forgiveness. Under no circumstances could I presume to tell anyone how to

view this mark on Northam’s character, nor would I ever suggest that his actions did not cause pain. But I would wonder what harm could come, if we are going to try someone in the court of public opinion, from entering into evidence more than a snapshot of who they were over three decades ago. Northam’s reported actions during his time as a soldier, a physician and a governor do not seem to be those of a person who devalues his fellow man or casts aspersions based on race. It is also worth noting that not a single person has come forward with allegations of impropriety on

Northam’s part, or evidence that he is anything other than an honorable man. Did he do something stupid, distasteful and classless? Yes. And yet I can say with almost absolute certainty that there will be things said and done today, in both public and private forums, that three decades from now will be realized as hopelessly tone-deaf, odious or even downright offensive. When they come to light, I hope those who caused offense have the courage to ask for forgiveness. And, God willing, those asked will be benevolent enough to grant it.

Phone sales pitches, scams seem to be multiplying By Jim Ridolphi Contributing Columnist

I was naive in my belief that the demise of land-based phone lines signaled the end of those unrelenting unwanted sales calls from pushy telemarketers or scam artists. I suppose I’ve been spoiled by the many years of cell phone service and the lack of unwanted calls or texts. For some unknown reason, I thought government regu-

lations and consumer protection agencies had solved the problem. I couldn’t have been more wrong. A call blocking company estimates that more than 50 percent of all cellular calls in 2019 will be spam robocalls and experts say the problem is likely to increase each year. During the past six months, I’ve received dozens of calls reminding me that my car warranty is running out, or how I’m paying too much for my car insurance.

Letters to the Editor Where is the outcry for the innocent lives put in danger by abortion bill? Dear Editor, This is a sad time for the Commonwealth. The Virginia Governor and Commonwealths Attorney have been exposed participating in what most believe to be shameful, racist behavior. Then there is the Lt. Governor, accused of committing a sexual assault in 2004, adding more turmoil to a shaken citizenry. But amid the outrage over these morally repugnant revelations a more insidious event is taking place. There is a growing cultural shift mostly ignored by the national and local broadcast media. This willful silence bears witness to a Commonwealth and a Nation progressively losing their collective moral compass. The current Virginia General Assembly narrowly tabled House Bill 2491 introduced by Fairfax Delegate Kathy Tran legalizing abortion up to birth. In a moment of unbridled honesty Virginia Governor Northam gave his “Blessing” to a practice known as murder. There is a rightful outcry against the dehumanization of Black Americans but only a whisper against the dehumanization and murder of a baby! Gov. Northam received 2.1 million from Planned Parenthood in the 2017 Gubernatorial race. The Governor, owing allegiance to Planned Parenthood and aided by the mainstream Broadcast media, drives a narrative that supports the abortion industry while intentionally ignoring dissenting opinions. More than 1,000 Pro-life Virginians and more than a few elected officials and well-known Statesmen gathered at the Capitol steps on Feb. 7 to voice their condemnation of the merciless Bill embraced by the Governor, a Pediatrician who took the see Letters > page 7

Somehow, the whole experience of unwanted calls has caused me to doubt the sanctity of my cell phone, and what once represented a connection to a small group of friends and family has become an invitation for intrusion and invasion of privacy. Even sadder, I feel like I was the last one to know.

And how is it possible in this day where nothing can remain hidden during the intense scrutiny that takes place in a major political race, did this “Blackface” revelation suddenly come to light on the very heels of the Governors

admission of an evil agenda? Public attention was quickly and conveniently diverted away from proposed infanticide. Wake up Virginia! Stop this evil! Valerie Turner Goochland

Goochland basketball: best in the district By Nick Vandeloecht, Sports Editor

G

OOCHLAND -- The thunderous roar of the fans swelled to ear-splitting levels as, in a matter of eight minutes, a 17-point rout transformed into a one-point game. Cumberland unleashed a fiery final stand in the fourth quarter to will its way back into the game while the Bulldogs began struggling with free throws. With less than 22 seconds to play, Goochland senior Deion Harwood lined up at the free throw line for two shots to try to stretch his team’s lead to three. He missed the first try... ...and Cumberland rebounded the second, dashing towards the other side of the court. Their drive stalled out midway across the floor. Goochland senior Isaiah Matovu got a hand on the ball… ...and it came loose, rolling across the hardwood. Harwood scooped it up. He drew another foul... ...and he lined up at the charity stripe once more. He didn’t miss this time. “I had to make those, secure the game,” Harwood said. Both of his shots went through the hoop, and the opposing Dukes unleashed one last-ditch attempt at a game-tying three-pointer, but to no avail. The buzzer rang throughout Goochland High School’s gymnasium. The Bulldogs had just captured a thrilling 55-52 victory... ...as well as the James River District tournament championship. “This is the first time in my years here that we’ve won this game, so it’s very special to me, and I hope it’s special to our players as well,” Goochland head coach Preston Gordon said after the game. “We talked about leaving a legacy and, when you come back… looking up on those banners and

talking to your kids and talking to your friends that you bring to a game and saying that, ‘I was a part of that, and this is what we did, and this is the kind of season we had...’ “I’m very proud of our guys; I thought we did a nice job sharing the ball,” Gordon said. “Coaching staff did a fantastic job and everyone, the atmosphere was great – the band and the cheerleaders, they bring a lot, and then our fans got loud. This is Cumberland, and it’s a rivalry – oldschool, James River District rivalry… that’s a really good ball team…those guys, they have the potential to go far.” With Cumberland bouncing all the way back from a 47-30 deficit to challenge for the lead and the win in the final seconds, the Bulldogs weren’t in the kind of situation they wanted to be in at the end, Harwood noted. “But we made the best out of it,” Harwood said, “and we just know we’ve got to keep working hard for next game.” “We’ve got to do a better job finishing games,” Gordon said. “We’ve got to play better defense in the fourth

quarter…we held them to 12 in the first half…we need to do a better job of locking down.” But, as they’ve proven throughout the season, any Bulldog player who steps onto the court is a threat to make plays. Nine players took the court for the Bulldogs in their championship game Monday. All nine scored. “It’s great – it’s something we do all season, everybody’s getting buckets, and it’s just something you love to see as a four-year varsity player,” Harwood said. “I love seeing my teammates do what they do on the court.” Kameron Holman rolled out seven points in the first quarter and six in the third on the way to totaling a team-leading 17 points. Senior Isaiah Matovu added 11. JaMel Allen and Harwood contributed eight and seven points, respectively. The Bulldogs battled past early shots that weren’t falling to string together an eight-point run and lead 14-8 at first quarter’s end. Holman

poured in seven points, including a trey, in the opening stanza alone. Goochland then steadily pulled away in the second, making six free throws on six fouls called against Cumberland and getting a threepointer from Harwood. Cumberland got several looks, but missed shots kept the Dukes from keeping pace as the home team unleashed a 12-point tear and ballooned its halftime advantage to 29-12. It was JaMel Allen’s turn to take over in the second as he drained seven points, including a pair of and-one’s, in the eight-minute period. Six-foot-seven senior center Chris Jackson started gaining steam in the post in the third quarter, picking up nine points for Cumberland, but Holman went back to work on offense, netting six more in the third. Goochland then continued to make shots from the charity stripe to keep Cumberland from gaining any ground going into the fourth. That’s when the Dukes caught fire. Four players netted at least four points each – with MJ Patterson scor-

ing seven of his team-leading 15 – to slash Goochland’s lead all the way down to one within the final 30 seconds. But Harwood’s takeaway, and his clutch free throws at the end, sealed the deal for the Bulldogs, who, with the triumph, grew their winning streak to 17 straight games. Next up for Goochland is the Region 2A tournament. The Bulldogs host the winner of Poquoson and Prince Edward on Monday, Feb. 18. The Bulldogs are the defending region champions. “People are coming for us,” Gordon said. “We’ve got to be prepared.”

GOOCHLAND -- Goochland girls basketball made it to the James Rivers District finals but fell just shy of the championship, taking a 52-47 loss to Buckingham. Lanaysia Gonzalez led the Bulldogs with a double-double of 14 points and 16 rebounds on Monday. Two of her teammates also double-doubled in the game. Justice Tibbs and Jalyn Burns each scored 12 points, with Tibbs hauling in 15 rebounds and Burns getting 13. Tibbs also had three assists and a steal. Goochland had won five games in a row before Monday. In their previous two games, the Bulldogs defeated Amelia 61-52 and Prince Edward 40-33. Against Amelia, Gabby Ragone and Blake Thomas led the Bulldogs in scoring with 21 points each. Burns scored 10 points and made nine rebounds and Tibbs led the Bulldogs in rebounds with 10 while adding 7 points. In the Bulldogs’ James River District semifinals victory over Prince Edward, Ragone delivered 11 points, 3 steals and 3 assists and Thomas rolled out 10 points, 2 rebounds, 2 steals and 1 assist. Up next for the Bulldogs is the Region 2A tournament. Goochland will host Arcadia at 6 p.m. on Friday, Feb. 15, in the first round.

Boys continued from >8 The Bulldogs concluded the stretch by defeating Randolph-Henry 59-50 behind double-digit scoring performances from three seniors. Isaiah Matovu led the way on 21 points, with DJ Harris rolling out 16 points and Deion Harwood making 13. In the previous game when Goochland last Wednesday hosted Nottoway on the Bulldogs’ Senior Night, J.B. Bell wouldn’t let the ball escape the basket. Utilizing his height, the six-foot-five freshman hauled in several boards on offense, piled on the putbacks and double-doubled with 17 points and 12 rebounds to help the Bulldogs win 51-39. “He did a fantastic job for us on the boards,” Goochland head coach Preston Gordon said of Bell. “We struggled early getting going. Senior night, sometimes it’s the jitters, but all our guys are capable of performing and playing well. We didn’t get off to the start we hoped we would get off to. I felt like JB, once he was able to get a feel, get in his rhythm, he was definitely able to be a huge impact player for us.” Senior JaMel Allen also delivered a big performance to help push his Bulldogs ahead. He picked up four rebounds and scored 12 points overall. Quincy Snead, who hit a key three-pointer to spark his home team in the second quarter, chipped in 10 points and four rebounds that he spread throughout the game. Senior Deion Harwood scored seven points and added five rebounds. Goochland trailed visiting Nottoway through most of the first half, staying within one possession of tying the game or taking the lead... …until Snead let loose a jumpshot from behind the arc. He fell to the floor on contact from the foul he drew while the whistle blew… …and the go-ahead three-pointer swished on through, drawing cheers from the home fans. Snead lined up for the andone, and while his free throw didn’t land in the basket, the ball did fall into the hands of his teammates on the offensive rebound, with freshman Bell capping the drive on one of his several putbacks in the contest. Nottoway would lead again, but then Allen took command. He netted two from the line to push his team back to the front, and he extended that lead by two more points from the field before the end of the half. Nottoway led once more in the third quarter, and then after Harwood landed a go-ahead basket to send his team to the point again, the visitors tied the game at 27-27.

Bell put his team back ahead. He netted seven of his team’s next eight points and helped his Bulldogs build a multi-possession cushion in the tightly contested game. He joined his teammates Allen and Snead in making key shots from the field to stretch out the Bulldogs’ advantage in the closing stages. Wednesday’s Senior Night game honored seniors from the Goochland Pep Band and Goochland Cheer, as well as Goochland Boys Basketball seniors Allen, Harwood, DJ Harris, Isaiah Matovu and Perry SneadJohnson. “You look at Deion, he’s been a fouryear starter for us, is a phenomenal basketball player and he was able to score 1,000 points for us this year, which is a remarkable accomplishment for any high school basketball player,” Gordon said. “DJ always goes hard. He’s got a lot of grit and he always – he’s competing, always competing. He doesn’t like for anybody else to beat him, he’s so competitive.” Gordon said that this basketball season has been big for Matovu. “He’s definitely a defensive stopper for us and he’s taken on that role this year as: he’s gonna guard one of the best players, or the best player from the other team, and that’s what he likes – he’s just a defensive guy,” Gordon said of Matovu, adding: “He’s improved his game offensively, and that’s really helped us out.” Allen has been a four-year player for Goochland, and he’s helped the team defensively. “He’s continued to improve little by little and he does a fantastic job for us,” Gordon said of Allen. “He just leads by example.” While this definitely hasn’t been the basketball season that Goochland Football standout Perry Snead-Johnson wanted – he took a year off to get his body right and let it heal after fighting injuries as a junior, but has been forced to sit out this basketball season due to injuries again – but Gordon praised his toughness. “He’s a true leader. Perry’s gonna do great things. He’s one of the smartest kids that we have in the school,” Gordon said. “I really hope he gets an opportunity to play at an Ivy League school if that opportunity arises for him.” Goochland’s win over Nottoway followed up Tuesday night’s 46-41 victory on the road over Amelia. Harwood was Goochland’s scoring leader in that game with 13 points and seven rebounds while Kameron Holman chipped in 11 points and nine rebounds. Snead behind them assembled 10 points, eight rebounds, six steals and five assists.

Bette was preceded in death by her parents, Walter Graham Wickham and Evelyn “Evie” Cannon Wickham Deshazo; stepfather, Jobe King Deshazo; brother, Walter Graham Wickham Jr.; and niece, Karen Sue Binns. They raised their boys in Rockville, but once empty nesters, moved to Manakin-Sabot, Va. Prior to a stroke in 2010, Bette enjoyed time at the Rivah, the beach and on the golf course as an active member of the 9 Holers at Hermitage Country Club, where she was a life member. She also had a passion for her grandchildren and rarely missed an opportunity to attend their activi-

ties and sporting events, frequently being the most vocal cheerleader on the sidelines. A celebration of Bette’s life was held at Berea Baptist Church on Monday, Feb. 11, 2019. The family greeted friends one hour before the service, and a reception followed. Master Gardener program offers training, volunteer opportunities Contributed report

Master Gardeners are members of the local community who take an active interest in their lawns, trees, shrubs, flowers and gardens. They are enthusiastic, willing to learn and to help others, and able to communicate with diverse groups of people. What really sets Master Gardeners apart from other home gardeners is their special training in horticulture. In exchange for their training, persons who become Master Gardeners contribute time as volunteers, working through their Extension office to provide horticultural-related information to their communities.

Is the Master Gardener Program right for me? To help you decide if you should apply to be a Master Gardener, ask yourself these questions: Do I want to learn more about the culture and maintenance of many types of plants? Am I eager to participate in a practical and intense training program? Do I look forward to sharing my knowl-

edge with people in my community? Do I have enough time to attend training and to complete the volunteer service? If you answered yes to these questions, the Master Gardener program could be for you. Contact your local Extension Office in Powhatan (804) 598-5640 or Goochland (804) 556-5841 to request an application for the Master Gardener Program.

Training If accepted into the Master Gardener program, you will attend a Master Gardener training course. Classes are taught by Virginia Cooperative Extension specialists, agents, and local experts. The program offers a minimum of 50 hours of instruction that covers topics including lawn care, ornamental trees and shrubs, insect, disease, and weed management; soils and plant nutrition, vegetable gardening; home fruit production; garden flowers; and water conservation. Check with your County Extension office for specific locations, dates/ times, and fee.

Volunteer Commitment In exchange for training, participants are asked to volunteer time to their County Extension program. At least 50 hours of volunteer service within one year following the training is required to earn your initial certification and the title of “ Master Gardener.” To complete your annual recertification you will need to contribute 20 hours of volunteer service each year and participate in at least 8 hours of continuing education. The type of service done by Master Gardeners varies according to community needs, and the abilities and interests of the Master Gardeners. Some Master Gardeners answer telephone requests for information related to gardening. Others staff plant clinics or displays in shopping malls or community centers. Master Gardeners may speak to local groups and conduct workshops. They may help establish community garden projects, work with 4-H youth, or assist their agent with news or radio releases related to gardening. not the first plan for a subdivision on that piece of land, but a previous attempt in 2015 to create a 193-home project met with similar reactions from residents concerned about the impact on traffic, safety and county services. Although several speakers did speak in favor of the rezoning request last Thursday, the majority of those in attendance vociferously objected to it. One speaker went so far as to question the intelligence of those county officials who

suggested that putting more than one home on an acre of land — which would go against the guidelines laid out in the county’s Comprehensive Plan — suggesting that they were incapable of simple math. Again and again, speakers implored the commissioners not to go against what the Comprehensive Plan laid out, citing the document as an example of what residents want for the future of Goochland. In his remarks, chairman

John Shelhorse made clear that he understood the speakers’ concerns, but insisted that the guidelines provided by the comprehensive plan are not always meant to be followed strictly and without exception. “The Comp Plan prefers or recommends one-acre average, not minimum, lot sizes with no mention of open space,” Shelhorse noted. “So, there could be a mix of, say, two-acre lots with smaller lots so long as the average is one-acre.” Shelhorse, the only com-

missioner to support the rezoning request, also noted that he considered approval of the project to be in the best interest of the county from a development standpoint, particularly since the area is designated as a growth area. “Our job is to make a fair and reasonable recommendation to the board of supervisors based on land use factors,” Shelhorse said. “My opinion is that this proposal reflects changing market conditions and demand for smaller,

upscale residential lots in the major villages and designated growth area and fairly addresses the prevailing traffic issues. I believe it has substantial benefits and sufficient merit to support a recommendation of approval.” Though the request was ultimately denied by a margin of 4-1, the county Board of Supervisors will have the final say. Supervisors are expected to take up the measure during their March 5 meeting.
