Two overturned trucks in two hours created one Valentine’s Day headache for drivers

That morning, at approximately, 9:16 a.m., the Virginia State Police responded to the single vehicle crash involving a 2017 Peterbuilt tanker truck hauling 10,000 gallons of propane. According to Sgt. Keeli L. Hill of the Virginia State Police, the driver was attempting to turn west on Route 6 from Route 522

Thanks to an outside-the-box approach, a group of residents in Crozier are expected to have a longstanding water issue resolved far sooner than originally thought. According to County Administrator John Budesky, the Old Oaks community has been dealing with well-water problems for several years. The Virginia Department of Health has been assisting residents, including providing water filters, and recently announced plans to move forward on a project that would expand the Crozier Waterworks water system to the Old Oaks Community. Though the project was expected to take three years, Budesky explained that officials with the state

Drivers attempting to make their way between Goochland and Powhatan via Route 522 found themselves facing a significant detour Feb. 14, as the intersection of Route 522 and Route 6 remained closed most of the day due to an overturned truck hauling propane.

Trucks continued from >1 when the truck overturned. No propane was spilled during the incident and no injuries were reported. The driver, Roy Morton, 60, of Wake, North Carolina, was charged with reckless driving and failure to maintain control. Unfortunately, area drivers faced more bad news just over an hour later when Troopers were called to respond to a single vehicle crash involving

an overturned gravel truck at the top of exit 173 to eastbound I-64. In that incident, the driver of a 2015 Kensworth gravel truck that was hauling several thousand pounds of gravel was attempting to turn left to take the exit when he overturned and lost the load. The driver, Wesley Adkins, 30, of Providence Forge, was wearing his seat belt and was not injured. A small diesel spill was reposted as a result of the crash, and Adkins was charged with reckless driving.

The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Fire-Rescue adopts new number system By Roslyn Ryan Editor

A new system put in place to help prevent confusion among first responders may be temporarily having the opposite effect, though Acting FireRescue Chief Eddie Ferguson assured county supervisors earlier this month that the change is for the best. According to Ferguson, the department recently enacted

a new policy meant to help crews from different counties avoid misunderstandings when working together on an accident, fire or other emergency scene. While under the old system two or more counties might have an Engine 1, for example, each county now has a specific number that is used as a prefix. Goochland’s unit number for all responders is 6, so Engine 1 is now referred to as

Engine 6-01. Ferguson told supervisors during the board’s monthly meeting that the system is already in place in Northern Virginia and in the Tidewater area. “It’s a little challenging,” said Ferguson of trying to remember to use the new terminology, “but it is really going to help us when we’re working together with our regional partners.”

ly meeting, Budesky requested that the Board authorize him to execute an agreement with Charlottesville-based Fielder’s Choice Enterprises, Inc. to appropriate $1,512,400 “for the construction and contingency of the Old Oaks Community water supply system.� Budesky explained that Fielder’s Choice’s bid of $1,571,550 had been the lowest of four bids received, and the county had successfully negotiated to bring the cost to within the original budget for

the project. The funds, which are being provided by the Virginia Department of Environmental Quality, will be used for the construction of a new water line, storage tank, and pump station for 25 new water connections. Work is expected to be completed by this fall. “This is a unique partnership and an example of how maybe we can get some things done a little faster than the state could on behalf of our residents,� Budesky said.

Spaghetti dinner March 9 will support local scouting program Contributed report

The community is invited to the annual Troop 710 Spaghetti Dinner and Auction on Saturday, March 9, 2019 at the Cub Adventure Camp Dining Hall (1723 Maidens Road, Maidens, VA) with doors opening at 5 p.m. The meal, served by Scouts, will include spaghetti with

homemade sauce, grated cheese, salad with choice of dressing, bread, beverage, and dessert. Tickets are $10 per adult, $5 for children 12 and under, and 2 and under are free. The event is open to the public and tickets can be purchased at the door. The Spaghetti Dinner and Auction is the Troop’s main fundraiser for the year with all

funds supporting programs and supplies. This popular event also features both a silent and a live auction to benefit Troop 710. The silent auction begins at 5 p.m. and the dinner begins at 6 p.m. The live auction begins at 6:45 p.m. Troop 710 is a Goochland’s only Troop serving both young

men and young women in Goochland and the surrounding area. The Troop is not co-ed, it is actually two Troops with one male and one female. Each Troop operates independently and elects its own leadership and plans its own activities and trips. Troop 710 is youth-led, and the scouts are responsible for

identifying their activities and, as much as possible, planning and carrying out their activities. As Scouting is outdoors, Troop 710 Scouts camped over 35 nights last year. They backpacked over 120 miles and hiked, canoed, whitewater rafted, skied, biked, and kayaked in Virginia and four surrounding states. Along the

person who looks at the problem, declares they did not cause it, and refuses to have any part in solving it. Then there will be the person who looks at the problem, insists that it is simply too big to solve, and that even attempting to do so is a waste of time. There will be the person who denies the problem needs to be fixed, the person who blames everyone else for the problem, and the person who somehow manages — in a misguided attempt to repair things without understanding exactly what went wrong — to make the problem worse. Put all these people together, and the result is depressingly predictable: lots of noise, frustration, finger-pointing and aggravation, but not a single problem solved. Thankfully, as many times as I have witnessed the behaviors described above, I also have seen a very different response to problem-

solving — more rarely, to be sure, but enough times to know it exists. This is the response of the person who steps up, even when they didn’t cause the problem — even when they are not sure how the problem will be fixed, or even if it can be— and just gets to work. They don’t bluster or bellow, they simply roll up their sleeves, formulate a plan, and display the kind of leadership that inspires others to get behind them. They know that the problem may not be solved overnight, or even over many nights, but they also know that slow, steady consistent progress will eventually win the day. If you needed an example of this, by the way, you would not have to look further than the work Goochland County Treasurer Pam Johnson has done over the course of the past eight years. Appointed immediately after a scandal exposed years of poor

management and criminal misuse of taxpayer dollars, Johnson faced a tremendous battle to restore the community’s faith in the office. It was a mess that might have sent a less capable leader running for the hills, and Johnson would surely have been forgiven for thinking at times that the task was simply too difficult. Little by little, however, and leaning on the support of her dedicated staff, she bravely pushed ahead. These days the office is an efficient, modern, highly-functioning reminder of the fact that there is no problem that is too big, and no challenge that is insurmountable, for someone with the strength, wisdom and courage to face it. As Johnson prepares to retire this summer, the county owes her a debt of gratitude not just for the work she has done, but for the tremendous example she has set.

Two rezoning applications for residential subdivisions came before the County Planning Commission at the February 7th meeting. Both applications were recommended to be disapproved by 4 to 1 votes. The applicants now have the option to either withdraw their applications or take them to the Board of Supervisors for review that would include another public hearing. As Chairman of the Planning Commission I was the dissenting vote on both cases. The County’s Comprehensive Plan was cited by my fellow Commissioners as the basis for their votes to disapprove. I appreciate their opinions and know their hearts are in the right place. However, with all due respect, I believe a fundamental objective of the County’s Comprehensive Plan is being overlooked or misinterpreted. When I first joined the Commission in 2016 I wrote an opinion piece for this newspaper entitled The Right Things in the Right Places. It addressed the issue we faced then and continue to face today. How do we properly address and manage the demand for development in our county? The good news is that Goochland is very much in demand. Right Things continued from >6 fering financially because there is little or no interest in development, residential or commercial. We are blessed to have this opportunity. Our challenge is to direct the right things to the right places so we can maintain our low tax rates, improve and expand our infrastructure, and preserve and protect the rural character of the county. Thanks to the good work of our Supervisors and staff we have triple A bond ratings by two major rating services. We are one of the smallest counties in the nation to achieve this status. Well deserved kudos to our Supervisors and County staff. So, how do we maintain that rating and find the funds to make the needed improvements to our schools, fire and rescue services and road network? Our basic infrastructure is in dire need of expansion and improvement as correctly pointed out by those who spoke against the rezoning cases. Many if not most jurisdictions face the same issues so we are not alone. In our case there’s also substantial debt service for the Tuckahoe Creek Service District water and sewer bonds that is scheduled to increase in future years. How do we manage these demands for funding? There are three options. We muddle along with what we have, increase taxes on current residents and businesses or create additional tax revenue sources. The last is clearly the

right option. How do we do that? The answer, in my opinion, is not in conflict with our Comprehensive Plan. I submit it’s a foundational element of the Comprehensive Plan. We should promote and encourage development in the Plan’s Designated Growth Area that will generate fees and tax revenues specifically designed to provide funds for these improvements and expansions. The county’s well thought out Capital Impact Model details the specific costs to be allocated to new residential development. Goochland County is well ahead of the curve in implementing this valuable tool. Each of the applicants noted has volunteered cash proffers in the maximum amount allowed by state law. This seems simple but there is a complication. The costs of development are increasing. The price of land to develop, the expense of environmental regulations imposed by the state and the cost of materials are increasing dramatically. We could miss the opportunity before us to take advantage of market conditions for development in our unique Designated Growth Area if we don’t act in compliance with the foundational objective of the Comprehensive Plan. This area specifically targeted in the Plan for development comprises 15% of the county while the remaining 85% remains as rural enhancement. I believe the time is now to follow the growth and development objective of the Plan, improve our infrastructure, secure our financial status and main-

tain our rural character. The Comprehensive Plan is a living document. While the current Plan is entitled Goochland 2035, the state code requires us to update the Plan every five (5) years. There are elements of the Plan’s guidelines that should be considered for revision as demands and conditions have changed. That’s why the five (5) year update is required. An example is the 67-lot development proposed in Courthouse Village. The Plan recommends this area as low density or 2-acre average residential lots. That was based on public water and sewer not being available when the Plan was last updated. Since then water and sewer services have been made available allowing more density. Staff explained the recommended density in the Comprehensive Plan for this area was thereby inconsistent and out of date. The 147-lot development proposed in Centerville Village has access to public water and sewer and is closer to the core of the Village than both established and approved developments along the northern end of Hockett Road with the requested zoning. The latter proposed development includes a connecting road between Manakin and Rockville designed to disperse traffic to the two arterial collector roads without encouraging cut through vehicles. This includes construction of a bridge over the intersecting stream at a cost to the developer approaching $1 million. This connecting road is in accordance with

county policy as explained by staff at the hearing. Both applications proffer traffic safeguards and controls that meet or and exceed county policy and VDOT requirements. The state’s new storm water regulations require new developments to install protections designed to effectively control drainage and water quality. Approval of the plan of development is dependent on compliance with these regulations. We have wrestled with the concept of “villages” in the Plan, major and emerging. One thing is clear to me, villages should include residential and commercial areas that accommodate pedestrian traffic, promote convenience and project a sense of place. Places to live, work and play. We can do this for Centerville and the Courthouse. Quality businesses are attracted to rooftops. Large building lots are simply not compatible with the village concept. Farms, estates and large lots certainly are compatible and should remain consistent in the 85% of Goochland dedicated to rural enhancement. I have fond memories as a 12-year-old riding my pony Peter Pan with the Deep Run Hunt Club and today enjoy living in an RPUD subdivision in Centerville Village. Sheriff seeking info on vandalism at Tuckahoe site By Roslyn Ryan Editor

The Goochland County Sheriff’s Office is seeking the public’s help in identifying three people accused of vandalizing Tuckahoe Plantation. On Monday, a motorist near the site of Thomas Jefferson’s boyhood home reported seeing three AfricanAmerican women spray-painting the words “We profit off slavery” on a pillar at the entrance to the property. Police responded to the scene but did not locate the women. On Monday, Goochland County Sheriff Jim Agnew released a statement reveling that one of the women could be seen in a photo holding a stencil that had apparently been used on the pillar. An anonymous news release sent out Monday said the vandalism at Tuckahoe mirrors other recent protests, and that it serves as a “poignant reminder of Virginia’s troubled history.” Agnew asked that anyone with information regarding the identity of these persons contact the sheriff’s office at (804) 556-5349 or Crime Stoppers at (804) 780-1000 or by testing through the Crime Stoppers App, “P3 Tips.” — C. OOCHLAND — Caleb Cardani would swim something like 15,000 yards a week — his Goochland Swimming head coach Ed Boyle said so that he could he succeed in a swimming event that lasted 24 seconds. “It’s amazing when you think about the amount of work that goes into being able to swim that 24 seconds fast,” he said. But the time, the work, the yards - they all paid off, and not just for Cardani, but for the Goochland Swimming program as a whole, because the Bulldogs closed out the 2018-19 season on a standout showcase in the Region 2A competitions -- with several swimmers winning regional championships -- and a strong performance in the Virginia High School League Class 2 state meet. In regionals, Goochland Boys Swimming finished second behind Maggie Walker Governor’s School in the team standings, and Goochland Girls Swimming placed third behind Maggie Walker and Bruton. Cardani, a junior, improved on his seed time of 24.22 with a 23.82 to win the Region 2A championship in the boys’ 50 yard freestyle. Cardani also improved from a 55.85 to a 53.87 to finish runner-up in the boys’ 100 yard freestyle. Senior Nick Jean bolstered his time from a 59.90 to a 56.01 to win the Region 2A championship in the boys’ 100 yard butterfly. Jean also slashed his time from a 2:17.32 down to a 2:06.43 to place second in the boys’ 200 yard individual medley. Cardani and Jean combined with juniors Richard Hardy and Caleb McCaskill to win the Region 2A championship in the boys’ 200 yard freestyle relay on a time of 1:36.84, improving upon a seed time of 1:45.99. Sophomore Skylar Dacey knocked her time from a 58.32 down to a 56.09 to win the Region 2A championship in the girls’ 100 yard freestyle. Dacey

also brought her time from a 2:08.59 down to a 2:02.08 to place runner-up in the girls’ 200 yard freestyle. Freshman Annelise Rogerson improved on her seed time of 1:16.14 to win the Region 2A championship in the girls’ 100 yard breaststroke on a 1:13.56. Rogerson also finished in third place in the girls’ 200 yard individual medley on a 2:22.15, which marked an improvement over her time of 2:28.28. Dacey and Rogerson combined with juniors Anna Wirsing and Sophie Summit to place runner-up in the girls’ 200 yard freestyle relay on a time of 1:50.00, improving upon a seed time of 1:52.75. Also for the girls, the 400 yard freestyle relay team of freshmen Bayleigh Allen and Jessica Valdez, sophomores Rachel Wilson and Rachel Bratton placed fourth (4:27.88), Summit placed sixth in both the girls’ 50 yard freestyle (28.13) and in the girls’ 100 yard freestyle (1:03.33), Wirsing placed sixth in the girls’ 500 yard freestyle (6:27.26), Allen placed seventh in the girls’ 100 yard freestyle (1:04.44), and the girls’ 200 yard medley relay team of Wilson, Valdez, Bratton and Allen placed seventh (2:26.97). GOOCHLAND — Goochland Basketball unleashed mirroring runs of 17-6 in the first and fourth quarters to deny Poquoson 46-35 and advance to the regional semifinals at home on Wednesday. “Very proud of our defense,” Goochland head coach Preston Gordon said after the game, adding: “To rebound the ball the way we did tonight was really good and you don’t see that happen too often, and I’ve had some other coaches - one of my mentors - commend me on how well we rebound the ball, and it says a lot about what Coach [Matt] Singleton’s done - he’s in charge of the defense - and how much effort our guys put in to making sure that we get stops on defense.” Defense stonewalled Poquoson right away, locking down the perimeter and holding the visitors to two made shots from the field - a jumper and a three-pointer - in the first quarter. Quincy Snead dished out 11 of his 15 total points in the first quarter alone to give Goochland a 17-6 advantage. But Poquoson carved out two separate seven-point runs, highlighted by a pair of three’s, to catapult itself into a one-point lead. Freshman J.B. Bell’s pair of baskets, including a putback, accounted for the only points scored by Goochland in the second quarter, but they were enough to keep the Bulldogs ahead at the half 21-20. The visitors tied it at 29-all going into the fourth, but senior Deion Harwood rocked a couple of quality buckets in transition, Bell netted two points in the post, Isaiah Matovu and Kameron Holman each surged on points from the line and Snead turned a steal into a fast-break layup as Goochland pulled away. “I was proud of our fourth quarter; we did a much better job than we’d done recently,” Gordon said, adding of Matovu: “What he does for us defensively...it’s irreplaceable.” Harwood finished the contest with 12 rebounds, and the Bulldogs gave up just two offensive rebounds all game. Goochland will host Brunswick in the Region 2A semifinals on Wednesday, Feb. 20, weather conditions permitting.

GOOCHLAND — Goochland Girls Basketball on Friday cleared the first round of the Region 2A tournament on a 67-27 trouncing of Arcadia. The Bulldogs, who were seeded sixth in the tournament, led the 11th-seeded visitors 20-5 after the first quarter and made four three-pointers in the opening stanza. Lanaysia Gonzalez led the Bulldogs with a double-double of 14 points and 13 rebounds. Goochland’s girls were sixth out of 28 teams and the boys were sixth out of 30. In coaching the team for four years, Boyle called it the best finish of those four years. “It also shows me that you have to have depth and breadth to do well at states,” he said. Jean earned a second place finish in the boys’ 100 yard state butterfly event, improving upon his preliminary time of 56.53 to swim a 54.39. He also swam third in the boys’ 200 yard individual medley on a 2:05.79 - faster than his prelim time of

2:06.39 Dacey improved upon her preliminary time of 2:02.65 to finish third in the girls’ 200 yard freestyle on a 2:01.08; she added a fourth-place finish in the girls’ 100 yard freestyle on a 56.11, faster than her prelim time of 56.44. Rogerson improved upon her prelim time of 2:19.57 to place third in the girls’ 200 yard individual medley on a time of 2:17.24, She also swam third in the girls’ 100 yard breaststroke, improving upon a 1:12.99 prelim time with a final time of 1:11.82. The overall strength of the competition in the boys’ 50 yard and 100 yard freestyle state races ultimately saw 50 yard free Region 2A champion Cardani finish 11th in the 50 on a 23.94, and 10th in the 100 despite improving upon his regional

runner-up time and setting a PR of 53.68. But Boyle was proud of how “he took... what he would consider to be a setback and threw it into the relay, PR’d in the relay (23.48)” and helped his 200 yard freestyle relay team of Jean, Richard Hardy and McCaskill swim third-best in the state race on a time of 1:35.72. Those same four swimmers also comprised the sixth-place finishing boys’ 400 yard freestyle relay team, dropping their 3:42.45 prelim time to a 3:39.90. The girls’ 200 yard freestyle relay team of Dacey, Wirsing, Summit and Rogerson swam fourth-best in the event, improving upon their prelim time of 1:49.63 to finish with a 1:49.13. Boyle said: “They did an excellent job carrying the momentum of regionals into states.”

Area DAR members celebrate Washington’s birthday Contributed report

More than 200 members of the National Society Daughters of the American Revolution (DAR) and guests gathered at the Meadowbrook Country Club in Richmond on Saturday, Feb. 16, to commemorate George Washington’s Birthday. The Regents’ Club of Richmond represents eight area DAR

chapters and hosts this event annually, with Virginia State and District 2 officers in attendance. Many DAR members gathered in the Rotunda in the Virginia State Capitol in Richmond prior to the luncheon, attending the 110th Commemoration of the birth of George Washington with full view of the magnificent,

life-sized marble statue of our nation’s first president. The president of the Regents’ Club of Richmond, Dale Sayers of Hanover Courthouse, opened the program. “As President of the Regents’ Club of Richmond, it is an honor to host the 72nd George Washington Birthday Luncheon,” Sayers said. “It is always a good time to celebrate

our first president, a man who appeared on the scene at a pivotal point in our nation’s history. George Washington’s courage, foresight, and determination were qualities that inspired both military men and private citizens. Confidence in his honesty, integrity, and moral certainty were crucial to Americans embracing an infant republic

and its principles of freedom, equality, and justice.” Guest speaker, writer, and history enthusiast Jeffry Burden presented Washington & Post Revolution America. He focused his remarks on George Washington the man, during a time with which many are unfamiliar. Burden began his intriguing tales at the end of the Revolution and

Washington’s return to public life as the President of the United States. The Virginia Daughters of the American Revolution look forward to the annual State Conference, which will be held at the Richmond Marriott in March. President General Anne Dillon will be welcomed, along with hundreds from around the State.
