The Goochland – Powhatan Master Gardeners Association (GPMGA) will hold its 15th annual Spring Garden Festival on Saturday, April 27, at Reynolds Community College, 1851 Dickinson Road, Goochland. This annual event of the Goochland-Powhatan Master Gardener Association (GPMGA) in cooperation with RCC and the VA Cooperative Extension is a free, familyfriendly event that is a celebration of all things related to gardening. The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home: A neutered, mixed breed male, about 8 years old, has severe visual impairment; a spayed, female mixed breed, about 4-6 years old; and a sweet spayed female hound, about 4-6 years old.. The Goochland Animal Shelter is open from 9 a.m. to 2 p.m. Tuesday through Saturday. The facility has many lost dog and cat fliers posted. Tired of seeing trash building up along county roadways, local residents are joining together this Saturday, March 9, for a community clean-up they say they hope will become an annual tradition in Goochland. Volunteers are asked to meet between 9 a.m. and 2 p.m. at Byrd Elementary School (2704 Hadensville Fife Road) to get supplies, directions and road assignments. Trash bags, trash grabbers, hand wipes, bottled water and reflective vests will
be provided. Volunteers are asked to wear sturdy shoes and bring heavy gloves if they have them. County staff will be present at the tent from 9 a.m. â&#x20AC;&#x201C; 2 p.m. and will put up signs alerting motorists to this activity. This is also a great opportunity to get community service hours. The rain date is the following Saturday, March 16. Goochland County Department of Fire-Rescue and Emergency Services recently announced the latest addition to its fleet: Ambulance 606, which is a new 2019 Ford F550 4X4 Horton Type 1 Ambulance. The recently delivered unit is a state of the art emergency vehicle featuring the most up to date safety features in the patient care area including Horton Occupant Protection System supplemental restraint airbags, rounded edge and corner padded protection, four point seatbelt harnesses, and a Stryker Power-LOAD cot retention system that also assists in loading and unloading the stretcher aiding in EMS provider back injury prevention. These features ensure increased patient and provider safety. “The addition of Ambulance 606 demonstrates the continued investment in public safety, one of the County’s top priority areas,” said County Administrator John A. Budesky. “The County plans to continue investing in both the capital and operational or personnel side of Goochland County Fire-Rescue.” The vehicle is the department’s first 4-wheel drive ambulance also equipped with a Horton i4G electrical system with LED lighting, Liquid Spring suspension for ride comfort and vehicle stability, and a new Cool Tech II enhanced 100,000 BTU heating and cooling system. The addition of this unit continues the County’s commitment to providing quality vehicles while promoting excellence in patient care and safe patient transport. Obituary DAVID R. PITTS David Ray Pitts, 60, of Goochland, passed away February 28, 2019. He was born on April 16, 1958 in Richmond, Virginia. He was preceded in death by his parents, Edna Rae and Charles S. Pitts. He is survived by two brothers, Charles M. Pitts (Kathy) and Robert Terry Pitts (Betsy), two nieces,

In fact, she recently won an award for it. Last month, the Goochland County School Board presented Williams with an ECCHO Award, an honor reserved for those students, teachers and staff members who display the school division’s five core values of excellence, creativity, courage, honor and optimism. The awards are held quarterly and honor recipients from each of the county’s five

David grew up in Goochland County, and attended Goochland High School and was a member of Corinth Methodist Church. David was a gentle soul and he will be missed as he has imprinted a memory upon schools and the division. Williams was nominated by Randolph teacher Sherrill Kauffman for her optimism. The example that was cited in her nomination took place last year, when Williams was in fourth grade. A fellow student who had been struggling approached her and asked how she always managed to stay so positive and upbeat, despite any challenges she was facing. Did she think, the young man asked, that she could help him learn to be that way too? Williams agreed and the two began talking regularly, walking the track during recess and going over ways the student could learn to channel his emotions in positive ways. Thanks to the work the two did together, the improvement in the young man’s outlook was soon plain to see.

Born with progressive bilateral hearing loss, Williams relies on hearing aids to help navigate the world around her. And while intensive therapy beginning at eight months old helped ensure she would be able to excel academically and socially, the condition means that Williams must still face numerous obstacles most children don’t. Fortunately, said Williams’ mother Mary, the school system in Goochland has done an outstanding job of working with the family to ensure that Rosie has been provided with whatever services she needs to ensure her academic success.

‘Living Wage’ debate is one worth having By Roslyn Ryan Editor
I open with this fact: I have never known poverty. I have had a balance of less than $1 in my bank account. I have juggled multiple jobs, stretched paychecks, and pinched pennies. I have had to borrow from Peter to pay Paul and then explain to Matthew, Mark, Luke and John that I just needed a little more time to get square with them. I have had to go without things I wanted and put things back on the shelf when the funds I had didn’t equal the funds required. But I have never been truly poor. There has always been a safety net — a supportive family to fall back on or a friend
who came through when I needed help. From the time I was born, I have never had to worry about going without food, clothes or housing. I was raised with the knowledge that I had to work for what I wanted, but that I could only fall so far. And this is why, when it comes to the debate about the $15 per hour living wage, I tend to shut up. It’s why you won’t hear me wonder out loud if it is good policy, or whether it will simply replace one problem with another. It’s why I don’t opine about whether someone really can manage to keep body and soul together — or the collective bodies and souls of an entire family together — on the current federally man-
dated minimum wage of $7.25 an hour. For the record, I wish everyone could make at least $15 an hour. Heck, I wish everyone could make $20 an hour and get health benefits as well. While we’re at it, I wish families could be guaranteed free child care and access to good, fresh healthy food no matter where they lived or what their annual income was. Sadly, that isn’t the world we live in. And I will agree with many of the more conservative-minded commentators who have pointed out that working in a job where you don’t earn what you need is perhaps, at least on paper, the single best motivator to go out and find one where you do. But I also must mention that,
out of all the minimum- or lowwage jobs I held in my younger years — and there were many — I rarely met a fellow employee who had chosen to flip burgers or fold t-shirts because they didn’t like the compensation package offered by the Fortune 500 Company that was actively recruiting them. Most of them worked there because they either didn’t know how to find something better or didn’t believe that they were qualified enough to do so. A Living Wage may not be the answer to everything, but it is a discussion worth having. While the numbers would certainly have to make sense, it doesn’t seem right to assume that “hustle harder” is always the solution to workers’ woes.
Great-grandfather’s lessons taken to heart By Keileen Edwards Contributing columnist
Have you ever had someone influence you to be great? Well I have and his name is Walter Lewis Young my great grandfather. He has encouraged me to be the best version of myself and to always put my best foot forward in everything I do.
He was born May 18, 1936, in Goochland, and is currently waiting patiently to celebrate his 83rd birthday. He was married to my great grandmother, the late Elizabeth Young, and they were married for over 25 years. Together they shared five beautiful children Lori, Gayle, Jeremy, Sylvia (my grandmother) and Samantha. His children were able to bless him with 10 grandchildren

and 5 great grandchildren. Throughout his life he was a hard worker, and provided for his family. He is retired now, but for many years was employed by the Henrico County School Board. My grandpa loves spending time with his family and creating precious memories to cherish. My most influential moment shared with my grandpa, was this past Thanksgiving when he told me that
I was his heart and that made me feel amazing. Just knowing it gave me the courage to continue living in my family’s legacy and making my own positive mark on the world. I will continue to cherish our time we have together, making sure his life is filled with love, laughter and joy. I love you grandpa, and in my book you will always be the greatest.

Letter to the Editor Does Goochland want or need to have high density development? Dear Editor, I am writing to express my strong objections to the rezoning application filed by “Reed Marsh”. Since John Shelhorse, the District 4 Planning Commissioner, was the only commissioner to support rezoning and publish his passionate commentary in the February 21, 2019 issue of the Goochland Gazette, I want to address his idea of “growth” in Goochland County’s major Courthouse Village. Let me say at the outset that I have a great deal of respect for Mr. Shelhorse. He is intelligent, articulate, and very polite, and this letter means no disrespect personally. Mr. Shelhorse and I both agree with the Comprehensive Plan that growth should be directed to the major villages and growth areas. Where I, and the other four planning commissioners and all the other speakers at the public hearing disagreed with Mr. Shelhorse, was with the housing density he advocated for these areas (up to two houses per acre). Where in the Comprehensive Plan is such density required? … Nowhere that I could find. The Plan says (p.2.4) “The amount and rate of growth that can be accommodated will vary depending upon water and sewer capacity.” Does this mean that the taxpayers in Goochland, after attending many meetings, public forums, and supervisor town halls to create Goochland’s Comprehensive Plan, want our county leaders to keep spending tax dollars on infrastructure to accommodate mostly out-of-county developers so they can make more profit on high-density residential developments? Just because the Courthouse Village has sewer (barely) and water infrastructure, the county is neither obligated nor required to pawn it out to highsee Letters > page 15

And watching the national political passion play on television might lead one to assume that some of those observations are accurate. In that arena, it certainly seems the gloves are off and a no-holds approach is clearly the chosen path, often disregarding what could result from common sense thinking or reasonable conversation. I suppose the real question is how are things on the street.
Have we digressed to a society that has no patience, no compassion, no understanding of the plight of our fellow men and women? I’m not buying it. I certainly won’t argue that the pressures of living in 21st Century America can cause a degree of anxiety, and handling the daily pressures affects us all differently. And, there is evidence that those stresses are finding their way into our daily activities, and confrontation seems more prevalent. For example, last week the claws came out in an incident in Alabama where two customers were arrested after a fistfight broke out over crab legs. Both were in the buffet line waiting for a replenished supply of the tasty treasure to be delivered. A policeman explained the
group had been waiting for the crab legs for about 10 minutes, and folks began jostling for position as the tray neared the buffet line. “They’d been waiting there for the crab legs for a good 10, 20 minutes. When they finally came out, it’s very heated — especially if someone is taking more than their fair share,” said Huntsville police officer Gerald Johnson in a New York Post story. The two combatants used all available weapons in the scuffle — breaking plates and eventually squaring off in a sword fight using tongs usually reserved for retrieving the cause of the ruckus. One combatant was charged with disorderly conduct and

ENRICO — Deion Harwood didn’t have to say that this year’s state quarterfinals matchup would be different. He let his game-opening threepoint shot do it for him. After getting hurt early in last year’s Class 2 quarterfinals, the Goochland High School senior had been looking forward to this one. “I didn’t get a whole lot of sleep last night – dreamed about the game when I was sleeping, just ready to play.” Harwood said. “Ready to do what I didn’t do last year – help my team get back to the next game.” Mission accomplished for Harwood and his Goochland Bulldogs, as they made school history by reaching the Class 2 state semifinals for the first time ever on a 60-47 triumph over George Mason. Harwood made plays everywhere he could Friday night versus George Mason. He raced a steal at midcourt to the house for a crowd-pleasing dunk. He jumped up and pulled down tough rebounds. He made key jumpers to keep his Bulldogs on the Mustangs’ heels through the first half. He reached out and snatched a ball right away from a Mason player on the dribble to spark a comeback bid by his team in the closing stages of the third quarter. And he zeroed in on the basket from the free-throw line, knocking down clutch free throws to help his Bulldogs secure the win. He double-doubled with 22 points and 16 rebounds. “Just took a lot of work – got tired a little bit, but couldn’t let that stop me,” Harwood said. “We just had to keep playing hard…pushing each

other, so that kind of helped me out.” He was joined in double figures by teammates Kameron Holman and Quincy Snead, who netted 13 and 12 points, respectively. After trailing George Mason through two-plus quarters, Goochland took back the lead in the
fourth on a jumper from Holman, then soared to a double-digit advantage on a 13-point run. “We talked about fighting through the adversity of being down against Greensville (in the regional championship game) at home – that hadn’t happened in a while,” Goochland

and Isaiah Matovu gave the Bulldogs early momentum as they surged ahead 12-6, but Mason’s Bobby Asel drew the foul on his jumper down the key and made the and-one free throw as the Mustangs went ahead for the first time on Friday. Back-to-back buckets from Holman tied the game at 18-all, but Mason flexed its three-point muscle to lead by eight points deep in the third quarter. That’s when Quincy Snead began hitting his rhythm. The Goochland junior turned a steal into an attempted jump shot that his teammate Harwood putback, then drained a three and netted two free throws to keep his team within two possessions of the lead. Harwood notched a big steal that led to a jumper from teammate JaMel Allen, and Snead’s layup swelled the thundering cheers of the Goochland fans into a reverberating roar as it cut the lead to one. Holman gave it back to Goochland on a jumper in the fourth. Allen and Harwood in the final eight minutes towered underneath the net on the defensive end and Harwood made 9-of-11 shots from the free throw line. Holman and Snead also helped their team build its lead from the charity stripe, and the designated visitors collapsed under the Bulldogs’ defensive pressure as Goochland in the closing stretch piled on the takeaways and kept Mason from advancing past midcourt on multiple drives. Goochland (23-3), winner of 21 games in a row now, went the furthest that the varsity boys basketball program had ever gone prior to Tuesday night: to a Class 2 state semifinals game versus East Rockingham. “I’m really proud of our seniors. We’ve got a great junior class and we’ve got some younger guys… Kameron starts for us as a sophomore and we’ve got J.B. (Bell) who starts as a freshman – I think we’ve got a lot of talented players here,” Gordon said. “And it’s having the right staff to help put guys in the right position to be successful.”

OOCHLAND — Rain held off on an overcast Saturday morning as young riders came out to Leakes Mill Park for the Goochland Mountain Biking Team’s recruiting event prior to the upcoming spring season. The team was founded over four years ago by a group of parents, including coach and director Ethan Seltzer, from the Goochland area. “Mountain biking was pretty big in the region. At that time there were probably 20 other teams in Virginia that competed in a series of races both in the spring and in the fall and we wanted to be a part of that and offer that to kids in Goochland, something other than traditional sports,” Seltzer said. The 501c3 Goochland County Composite Mountain Biking Team consists of student-athletes of varying experiences in grades 4-12 from the Goochland, Hanover and Louisa counties, and is open to boys and girls. All student-athletes on the team can compete in the spring races, and the racers in grades 6-12 can compete in the fall races. “Goochland...we’ve developed a good, strong base of kids,” Seltzer said. “They’re a little bit younger now than what we started with, [although that’s] great because they can grow.” The team practices at Leakes Mill Park, which
consists of about nine miles of trails. “What we tell everybody, kids and parents alike, is: we want to get you out here riding, we’re gonna prepare you to race, and if you want to race, do it,” Seltzer said. “If you don’t, no worries; you’re gonna learn a lifelong skill in riding a bicycle and you can translate this skill to riding in downtown Richmond and being safe. “But if you do want to race, there’s five races in the spring,” Seltzer said. “They’re in beautiful venues right here in Central Virginia.” The team focuses on having fun and having a true team environment, with Seltzer noting that every rider has the ability to score points for his or her team. The cost to join the team is free. All riders who commit to riding with Goochland County Composite Mountain Biking for a season get a uniform, and the team pays for a rider’s very first race. There are individual costs for each upcoming spring series race as well as a bundle cost for all five races. The spring series consists of races at Miller School of Albemarle (Saturday, April 6, 12 noon), Woodberry Forest (Tuesday, April 16, 4 p.m.), Stokesville Campground (Saturday, April 27, 12 noon), Massanutten Western Slope (Saturday, May 4, 12 noon) and Blue Ridge School (Saturday, May 11, 12 noon). I later pondered if her actions were a sign of our dismayed society and our decreasing ability to show patience and compassion, or if it was a signal that people are more willing to stand up for themselves. In any case, she was my hero of the day, and it was a small sign that justice is alive and well. And, what about civility? It’s still around. According to Mr. Shelhorse, our basic infrastructure is inadequate and in “dire need of expansion” to service these high density developers coming into the Courthouse Village. According to him, to pay for this without raising taxes, we need to create more tax revenue services by promoting growth and dense development in the Plan’s designated growth area – i.e. “lots more rooftops”. This would raise revenue from proffers, connection fees and property taxes. This is all true in the short term…up to a point. The long-term problem is….these

If it did, we would not have to pay real estate taxes which always keep creeping up because of the pressure on county leaders to provide goods and services these new residents had before they moved here, and now demand to have the same here. I have only read two municipal studies (actually summaries) on residential development and the effects of residential development on a municipality’s financial well-being. They both said residential development was generally negative on finances. I asked the county planning department about this and they said this was generally true, but an $800,000 house with no children would probably be a plus on revenue. “Breeze Hill” on Fairgrounds Road would be a good example of this.

Just like Mr. Shelhorse used to enjoy riding “Peter Pan” at Deep Run, I used to enjoy quail hunting on “Reed Marsh”. “Peter Pan” has long since gone on to greener pastures….. and the quail have all disappeared. Things change and time marches on. Neither he, nor I, can do anything about our losses, but we do have a choice, or a chance, to prevent Mr. Shelhorse’s vision of development from occurring in the “heart” of the Goochland Courthouse Village. The citizens and leaders of Goochland County pulled together to form the Comprehensive Plan with the dream of keeping Goochland rural and growth directed to major villages. They did not envision growth on Mr. Shelhorse’s scale. Four planning commissioners and all the public speakers against this rezoning got the concept
