As the fight against cancer continues worldwide, recent studies offer proof that progress has been made. According to “Cancer Facts and Figures 2019,” published by the American Cancer Society, there has been a 27 percent drop in the overall cancer rate in the United States. Rates of death from lung cancer dropped by 48 percent from 1990 through 2016 among men and 23 percent in women from 2002-2016. Death from prostate cancer dropped 51 percent from 1993 through 2016. Colorectal cancer deaths dropped 53 percent from 1970 – 2016. Death from breast cancer in females dropped 40 percent from 1989 through 2016. While these figures are very encouraging, there is still work to be done. Cancer is still the second leading cause of death in men and women. This study also shows that there has been an increase in melanoma and cancers of the liver, thyroid, uterus and pancreas. Love them or not, NIMBYs at least speak their minds By Roslyn Ryan Editor
Years ago, before I knew what a zoning ordinance was, or how a comprehensive plan worked, I was introduced to a man we’ll call Ned. Ned was a NIMBY — to use the acronym for a Not In My Backyarder — and he had a singular gift for creating headaches for developers and county staff members alike. If you live in a place like Goochland, I’m sure you’ve met a NIMBY like Ned. This rural resident, often maligned and caricaturized, is typically easy to spot in his or her natural habitat —
any board or commission meeting — but is most easily observed during the public comment period. They are tough, voracious readers and will squirrel away enough facts, stats and studies to sustain them through a long, hard rezoning fight. I knew Ned for years, and eventually even grew to like him — or at least admire his tenacity. Besides, as I soon learned, there is another type of character often found in rural areas that has made me appreciate the Neds of the world more than I once did. I’m talking here, about the SNIMBYs. The SNIMBYs — the Silent Not
In My Backyarders who certainly are not in favor of that new proposed subdivision, cell tower or wedding venue but are not willing to go on record because they fear being seen as difficult, stodgy, obstructionist or worse — are, of course, far harder to spot. They sit on the fence, publicly proclaiming to be neutral, even as they privately complain that the fence is ruining the view of the rolling hills they like to gaze at while they eat breakfast. Yes, while the NIMBYs of the world may steal the spotlight, they also are the ones often doing the heavy lifting when it comes to pre-
serving the bucolic setting so many in our community love so much. Yes, they can be irritating. Yes, they can drone on. And, yes, they can sometimes rightfully be accused of harboring an over-the-top level of self-interest (a quick Google search is all it takes to find countless examples of NIMBYism run amok). However, at the end of the day, many people tarred with the NIMBY brush are simply exercising the right that all of us have to be heard, and to hold our elected representatives accountable. If we don’t always clamor to thank them for their efforts, we can at least appreciate the zeal they display.

As another budget season draws to a close, it seems like an appropriate time to examine just what our local tax dollars fund, and what they don’t. After years of following local budgets, it seems like the more things change the more they stay the same. The major portion of any local budget is dedicated to education and public safety. It’s a portion of the budget that taxes the most-
ly highly skilled of planners, and managing increasing demands with limitied revenue is always a problem for local leaders. Over those years of covering and writing stories regarding local budgets, it’s also become increasingly clear that the cost of educating our children is constantly going up. Replacing aging facilities, hiring and providing professional development to qualified educators, and meeting traditional classroom challenges are just part of a difficult equation that requires planning that

Letters to the Editor Local leaders should think carefully before dismissing proposed development projects Dear Editor, My recent resignation from the Planning Commission was correctly reported in this newspaper as a mutual agreement to step aside. I was expecting to fade into the sunset having done the best I could to explain what I believe to be a central or foundational element of the Comprehensive Plan. However, based on responses to my Right Things in Right Places Redux article the debate goes on. As one would expect, those in support provide positive personal comments and those opposed are more public with their views. I know the Board of Supervisors is receiving input from all parties and this, without a doubt, is how the process should work. Wish I could say I planned it this way. I was credited in a recent letter to the editor as being intelligent, articulate and very polite. While the compliment is much appreciated, I’m not that smart. I will take credit for highlighting the issue of how Goochland should deal with inevitable growth by bringing it forward and placing in smack on the Supervisors’ dais. Here’s the back story. Serving on the commission for 3 ½ years it became increasingly apparent to me that Goochland has an extraordinary opportunity. The county is in demand and we can choose what development opportunities we want to encourage and support. GOOCHLAND -- Goochland’s boys tennis team has a lot to be excited about for the coming season. A new head coach. A returning state champion. And potential across the board. 2018 was a strong season for the Bulldogs. They went 8-3 in the regular stretch and undefeated in the James River District, and won the district championship while finishing as the runners-up in the regional tournament. New coach Tommy Webb is taking over from previous coach Eric Schlaud, and the team is returning Ryan Bernstine, Bronte Sundstrom, Jacob Taylor and Adam Webb -- brother of state doubles runner-up Jacob Webb. Ryan Bernstine, who is the younger brother of previous state champion and Virginia Tech player Chase Bernstine, captured the state singles championship himself in 2018, and also won the Class 2 state doubles title with partner and Class of 2018 standout Max Presley. While the Bulldogs have lost some experience, including Presley and Ben McGuire, Coach Webb said that they have 3 experienced starters, as well as potential across the rest of the team, which includes newcomers Jonathon Daly and Reid Dameron. Webb praised the top starters’ experience and leadership, and expects his team to work well together. He said that they “should have a strong top 3 with good doubles teams,” and that they’ll see how the newcomers are able to hold their own. The biggest challenges the team anticipates facing this season are team depth and inexperience outside of the projected Top 3 of Bernstine, Webb and Sundstrom. Crucial matchups for the Goochland team this year will include district opponents Prince Edward and Randolph-Henry.
ENRICO -- A historic season came to an end for the Goochland varsity boys basketball program in its first-ever state semifinals game as East Rockingham started strong and never let up to win 71-52 over the Bulldogs in a packed Mills Godwin High School gymnasium. “I’m proud of what we were able to accomplish this year because no one else has ever done it before us,” Goochland coach Preston Gordon said. “For me being a graduate and being here, it means a whole lot to me.” East Rockingham opened the game on a 9-0 run and closed out the first quarter ahead 22-6. The Eagles throughout the game had height on their side, with the sixfoot-six duo of senior Dalton Jefferson and freshman Tyler Nickel netting 21 and 17 total points, respectively. Jefferson drained nine points in the first quarter, Nickel made six in the second and then Tyce McNair dropped in 12 of his 17 total points in the third. Goochland (23-4) traded several looks at the basket with the Eagles in the opening stanza, including two off of a defensive rebound from Kameron Holman and a jumping grab of a steal by Deion Harwood, but missed shots kept the Bulldogs from keeping pace early. Quincy Snead poured in 9 of his Bulldogs’ 18 second-quarter points, including a buzzer-beating layup at the end of the half, then quickly turned a steal and fast break into two points in the top of the third to work East Rockingham’s lead down to 6. Harwood soon turned defense into points as well, putting up 4 off of a steal and a putback. But the Eagles returned to a double-digit lead with the help of three-point shooting, then pulled away further on a 16-0 run over the third and fourth quarters. The gymnasium was red-clad with support as a sellout crowd packed the stands on both sides of the court. “I thought our fans did a fantastic job,” Gordon said. The Bulldogs bid farewell to a standout group of seniors including sparkplugs DJ Harris and JaMel Allen, defensive leader Isaiah Matovu and the versatile Harwood,

who finished his final high school contest with a team-leading 18 points. “I told our guys: You can hang your head because of tonight, or you can put your chest out and be proud of what you were able to accomplish this year: a regular season championship, a district tournament championship, a region championship, and then the final four,” Gordon said. Two of Goochland’s heavy lifters in the state semifinals - Snead with 14 points and Holman with 11 -- are coming back, and freshman J.B. Bell this season showed himself to be a prominent player in the post, as well as a consistent threat to score from the outside. OOCHLAND — The Bulldogs opened their first game of the season with strong pitching and a two-run tying single from senior catcher Austin Rose, but the visiting Indians rolled out a combined six runs across the fourth and fifth innings to deny Goochland 9-3. “I think we had a pretty good mindset going in as far as: we have to play, we want to compete. Powhatan’s usually very strong and…I think our mindset going in was: don’t just think, ‘Hey, let’s hang around.’ Let’s go ahead and try to be competitive and try to win the game,” Goochland head coach Wes Farkas said. “I think that’s what we wanted to do early on. I thought a couple pitchers pitched well. We just didn’t play the defense we needed to behind them.” “The biggest thing for us right now is practice how we play,” Rose said. “We’ve just got to practice a little harder, a little more fundamental stuff, working on the little things and hopefully come out here and make something happen.” The Bulldogs bounced back from giving up two runs in the top of the first inning to tie the game at 2-2 going into the second. Walker Murray and Zack Potts each walked and Jackson Raines took a hit by pitch to load the bases before Rose, who said he went up to the plate “a little more confident than usual,” zipped a no-bounce grounder through the left-center gap to send both Murray and Potts racing home. After Powhatan went ahead 3-2 on freshman Hayden Wasson’s third RBI of the day and then extended the lead in the top of the fourth on a sacrifice fly and a one-run double from seniors Tymmie Hart and Trevor Waters, respectively, Goochland stayed in the mix as Eli Bowman and

John Joyner laced together backto-back singles to get on base, and then a Powhatan fielding error combined with a bunt from Goochland’s Jonathan White to push a runner across home plate. But the fifth inning got away from Goochland as multiple hits by pitches loaded the bases, and Powhatan scored on one of those HBP’s as well as on an error, a fielder’s choice and a sacrifice fly. Junior Seth Nuckols, who pitched the final three innings for Goochland, gave up just one hit while adding a strikeout. His teammate Gabe Sumner, a senior, pitched the first three innings for the Bulldogs and struck out four batters. On the batting side, Farkas observed that there’s room for improvement. “I think we did a good job getting ahead in the counts,” he said, “but we watched a lot of good pitches go by tonight.” Rose batted two-for-four with two RBI, and on defense he
caught a Powhatan runner stealing second in the sixth inning on a big throw all the way from home plate. Bowman batted one-for-two with a run scored, and Murray, Goochland’s lead-off hitter, reached base in all four plate appearances with three walks and a fielder’s choice. The Bulldogs played again at home on March 12 versus Central Lunenburg before heading to play Nottoway at the Crewe stadium on Thursday, March 14 at 5:30 p.m. Goochland will then rematch Powhatan at Powhatan High School on Tuesday, March 19 before playing its next home game on Thursday, March 21 versus Buckingham. “We’ve gone to the semifinals in states three years in a row, and a whole bunch of my friends are seniors that just graduated, so we really want to try to pick up what they put down, get this season off to a good start.” Rose said.

Boys soccer preview Staff Report
GOOCHLAND -- The Bulldogs are entering the new season on the heels of a strong campaign in 2018. Last year, they went 14-2 and saw Zach Gordon earn First Team All-District and District Player of the Year honors. Gordon was among the starters lost – including Peyton Butts and Jack Golightly – but the Bulldogs will return Matthew Lewis, who received his team’s 2018 award for Most Assists, as well as Walker Schatz, Jacob Taylor, Hunter Willms and the team’s Most Versatile Player award winner for 2018, Nick Lowery. Newcomers to watch include Nathaniel Bass, Celestino Flammia and Caleb Moyer. The Bulldogs this year look to feature team depth, technical ability and positional awareness. According to the coaching staff, which includes head coach Jaime Lopez and assistant coach Kellen Jones, the increasing number of players currently playing on competitive travel teams is being reflected
in those players’ above-average skillsets and their level of chemistry. The coaches also noted that the leading returners’/captains’ levels of experience and varying leadership styles take pressure off of the coaching staff. The team expects that its collective group of upperclassmen and the increased frequency of its players taking on competitive soccer at a high level will help give the Bulldogs the advantage in matchups this season. Advancing past the first round of the regionals remains the goal for Goochland, and playing three games in the span of a week (March 25-27, May 6-10) will be crucial in showing the Bulldogs where they stand. One of the games that the team expects to be a strong indicator of its progress in the regular season is the Bulldogs’ away game at Prince Edward on May 10. Goochland opened the 2019 season in dominant fashion with an 8-0 victory over Central Lunenburg on Monday, March 11. Charlie Flammia got the hat trick, Lowery added two goals and Lewis, Willms and Walker Schatz each scored one.

Relay continued from >1 find a cure for all forms of cancer. That money goes toward research, connects patients with local services like free rides to treatments and 24/7 information concerning treatment options, health insurance information and cancer prevention. ACS also advocates for research through the ACS Cancer Action Network (“ACS CAN”). As of 2018, ACS was funding 14 grants in Virginia totaling more than $8.6 million. Relay For Life of Goochland 2019 will be held on Saturday, June 15 from 2 p.m. until midTUESDAY EVENING 4 PM 4:30
night and this year moves to a new venue this year: the Central High School Cultural & Educational Complex at 2748 Dogtown Road in Goochland. The event’s theme this year is “Life may be a Twister, but Sorry cancer, We’re In It To Win It.” Cancer survivors always begin Relay by walking the first lap of the event around the track. Caregivers and family members will join them for the second lap. Afterwards, team members and guests will walk (or run, if they prefer) around the track on the field throughout the event. Sandtopia and sweetFrog food trucks will be on site. There will also be a Silence Cancer Silent
Auction, cake walks, vendors, games and other activities. Anyone can participate in Relay For Life as an individual or as part of a team. Organizers are challenging all of the churches in Goochland to form a team – as of now, four churches are represented of the many in our community. Teams can also be made up of families, friends, or co-workers. Business owners have opportunities to sponsor the event and have their name appear on T-shirts (deadline is April 30, 2019). Most importantly, cancer survivors will be honored as well as loved ones who have lost their battle with cancer. During the

3. FY2020 Goochland County Budget: The making of a general county levy or the imposition of other taxes or the collections of such levy or taxes shall not constitute an appropriation nor an obligation or duty to appropriate any funds by the Board of Supervisors for any purpose, expenditure or contemplated expenditure. The laying or making of any levy in an amount sufficient to cover or pay all estimated and contemplated expenditures for the fiscal year shall not be construed as imposing any obligation or duty on the Board of Supervisors to appropriate any amount whatsoever. No part of the funds raised by general county levies or taxes shall be considered available, allocated or expended for any purpose until there has been an appropriation of funds for that expenditure or purpose by the Board of Supervisors. Further, the advertisement of this contemplated budget does not limit, in any way, the ability of the Board to make further reductions or adjustments at any time as deemed necessary or appropriate by the Board. The following is a synopsis of the proposed operating budget for the Fiscal Year 2020 as required by Section 15.2-2506 of the Code of Virginia. This proposed budget reflects the entire operating and all known capital outlay costs of each department, including grants and contributions from both the Commonwealth of Virginia and the Federal Government.

Development continued from >6 projects are proposed by developers who provide the investment and take the risks. Their decisions are driven by market demand. That’s not only a fact but it’s aligned with what I believe to be the genius of the Comprehensive Plan and that is our unique Designated Growth Areas overlaying the Tuckahoe Creek Service District. This 15% of the county land mass includes the eastern section and the major villages, Centerville and the Courthouse. The demand in these areas is obvious. Roof tops attract businesses and quality roof tops attract quality businesses. I consistently spoke in favor of development projects proposed in these areas while serving on the commission. These included the Audi Dealership, Drive Shack, Readers Branch subdivision, HHHunt’s Mosaic subdivision and the high quality residential and service businesses locating in West Creek. Hopefully the mixed use development approved along Patterson Avenue at the southern end of West Creek will soon get underway. All of these projects were met with varying degrees of opposition. All will benefit the county financially and, I believe, all will support
our quality of life. I first considered stepping down from the commission when I attended the Supervisors’ meetings in which the West Creek mixed use development and the Readers Branch and Mosaic subdivisions were heard. While all were approved the comments summarizing the cases sounded apologetic and seemed to be offered begrudgingly. There is no reason for our leadership to downplay the need for quality development in the areas specifically designated for this in the Comprehensive Plan. It was at this point that I felt my recommendations were not being supported and could become detrimental to the case I was attempting to make. Yes, the Plan is very good but it’s not perfect. I believe there should be revisions to adjust the land use patterns so they are consistent with the objective of effectively directing and managing growth. Adjustments are part and parcel of the state code requirement to update the plan every 5 years. Yes, there will be increased traffic that must be addressed in planning and then initiated when the need is clear and present. And yes, fees and taxes generated by residential and commercial development will be directed to necessary infrastructure improvement and expansion. Financial pro-
jections must be prepared and analyzed in depth in order to effectively plan for these needs and should include the positive impact on the Tuckahoe Creek Service District. The staff and supervisors have done an excellent job of managing the county’s fiscal health. We just need more revenue. I hope our leadership will do the right thing by recognizing and endorsing the Comprehensive Plan’s roadmap to protect the 85% of the county where farms, estates, horseback riding and quail hunting will continue to flourish. I must add that we’re competing with Hanover and Chesterfield counties and even the city of Richmond as we plan for our future. They’re being proactive but we have advantages to exploit. One more thing; how are we going to address the issue of affordable housing that’s lurking in the wings? Not only is this a federal and state initiative but it’s also necessary to support the services we need to expand and the quality businesses we hope to attract. Single family home sites alone won’t do it no matter the size. Maybe a bit more density in the core of the major villages could be the answer? John Shelhorse Former District 4 Planning Commissioner

Demands for special education and behavioral interventions is a vital part of local education, but it’s also an expensive proposition to make sure every child gets the education they need and deserve. The demands mean more behavioral specialists and counselors must be hired, and some question why local education budgets continue to increase even with declining or level enrollment numbers. While the level of students may remain the same or decrease, the needs of that population continues to increase. In recent years, sys-
tems have retooled to meet the demands of an ever-increasing need for technical education. Training programs or partnerships with local community colleges mean not all students need or warrant a college education, but all of them do require targeted and specific training while they attend local schools. In other words, the needs of our education system don’t and won’t go away, and playing a game of catch-up is a futile attempt at solving a problem whose very nature requires a transitional approach. All considered, public education remains one of America’s best bargains, and investing in those systems is a safeguard for the future of our society. Preparing and educat-
