Teen’s idea could help prevent hot car deaths By Roslyn Ryan Editor

Last year in the United States, 51 children died after being left in hot cars, including a 17-month old in Goochland last August. Now, an area middle school student is hoping her innovation can someday help prevent any further tragedies like this from occurring. Last month, Midlothian Middle School student Hannah Rhudy, 14, briefed county supervisors on the

BabyIn BabyOut project, which she founded last summer and recently helped bring to Goochland. In response to a rise in infants and young children dying after being forgotten in hot vehicles, Rhudy worked with a graphic designer to create brightly colored hangtags for parents and caregivers to use in their vehicles. The tags are designed to be hung from a vehicle’s rearview mirror and flipped over whenever a child is placed in, or removed from, the vehicle.

For Goochland resident Wendy Hobbs, serving as an advocate is nothing new. Now however, with her recent announcement that she is running for the District 2 Board of Supervisors seat, she is hoping to help serve the needs of her community in a whole new way. Hobbs said she first shared her intention to seek office with fellow members of Jerusalem Baptist Church, and received an outpouring of support for the plan. And while she said she initially wrestled with the idea of stepping into politics, an area where she has no formal HOBBS first-hand experience, Hobbs said it didn’t take long for her to push any doubts aside. Hobbs said she soon realized that many of the skills she would need to be a successful supervisor — including working closely with fellow board members, critically analyzing budgets and responding quickly to concerns as they arose —

Animal Protection plans to hold Rabies Clinic fundraiser Sunday

Goochland County Animal Protection will be hosting a Rabies Clinic from 2 to 4 p.m. on Sunday, April 7, on the corner of Sandy Hook and Fairgrounds Road. The cost to take part in this clinic is $10 per animal (cash or check only), and all pets will receive a 1-year vaccination unless a previous rabies certificate id provided for a 3-year booster shot. Her long-term vision for the project, she said, is to work with engineers to explore a tech solution or sensor system that will help alert parents that children are in the back seat of a vehicle.

Bergquist passes baton to Gill after 33 years of service By Laura McFarland News Editor

POWHATAN – For 33 years, Susan Bergquist worked to make sure that people dealing with mental health, intellectual disabilities and substance use disorders had a place to turn for help. In more than three decades working for Goochland Powhatan Community Services (GPCS), she served as a supervisor in its day support program for people with intellectual disabilities; director of its intellectual disability program, and, for the last 15 years, as executive director of the agency. Coming on board about three years after the agency was established in 1982, Bergquist helped it grow from its infancy to serving roughly 1,200 people in the two counties today. In that time, she watched as the two communities helped shaped what the agency has become. “We try to respond to needs as we see them, and I think we have just grown over the years in the array of services we have been able to provide,� she said. In January, Bergquist passed the baton to new executive director Stacy Gill, who said she will build on the teamwork and collaboration of Bergquist and other GPCS employees to improve the lives of people in Powhatan and Goochland counties. “I am really looking forward to getting to know people in the community – both people who work for the government but also partners we have in these two communities. I want to give them a chance to know me,� Gill said. “We are a stronger community if we work together as opposed to trying to do things separately. I am just here to sup-

port the community in whatever ways make the most sense.� Both women drew attention to the wide range of resources GPCS represents for the community. It is best known for being a resource and a service provider for people with mental health, intellectual disabilities and substance use disorder service needs, Bergquist said. It also has programs focused on community education, prevention efforts and infant intervention, Gill said. Treatment, rehabilitative, and support services are provided to consumers and family members to help them live a full life in the community. Throughout her career, Bergquist saw many changes in the services GPCS provided and in the facilities, including building relocation, expansion and downsizing in both counties, implementation of electronic health records, staff expansion, and vast changes in the needs of the consumers, according to a proclamation that the Powhatan County Board of Supervisors unanimously passed in her honor on Monday, Jan. 28. In her various roles through the years, Bergquist “served the employees of GPCS tirelessly, remaining a constant source of support to be counted on, through a roller coaster of changes in Virginia’s mental health system,� the proclamation said. Implementation of electronic health records was a major undertaking that ultimately had a very positive impact on overall efficiency of GPCS in terms of staff time and capturing insurance reimbursement to maximize resources available for the agency’s consumers, said Angela Cimmino, chairwoman of the Goochland Powhatan Community Services Board.

“Under Susan’s leadership, GPCS consistently performed very well under the scrutiny of the myriad audits and licensing reviews routinely required of all Virginia community service boards by the many regulatory boards they report to,� Cimmino said. Most importantly, Bergquist consistently provided services of the utmost quality to consumers throughout Goochland and Powhatan counties, “ensuring that needs were met and that each consumer understood how significant they were, Cimmino said. “She did this both directly and through the excellent management team and staff she built around her. In a small (community service board) such as the one that serves Goochland and Powhatan, an executive director has to wear many hats, which is something Susan did extremely well. She was also never afraid to roll up her sleeves and pitch in wherever needed,� she said. Bergquist said she had a fabulous career that was about much more than just getting a paycheck. When she was hired in 1985, she didn’t intend that she would be retiring from the agency. She stayed because “it has always been challenging and it’s always been interesting.� She added that the agency is lucky to have Gill taking over as executive director. Before coming to GPCS, Gill worked for the Department of Behavioral Health and Developmental Services – first as the Behavioral Health Community Services director and then as the assistant commissioner of the Behavioral Health Community Services Division. Obituary WILLIAM E. SWIFT SR. William “Billy” Edward Swift Sr., 89, of Crozier, passed away on Monday, March 25, 2019. He leaves behind his wife of 71 years, June Henley Swift; four children, William “Willie” Swift, Steve Swift, Constance “Connie” Carnes (Paul) and David Swift (Holly). Billy had eight grandchildren, Sheila Swift Thompson, Billy Swift, Victoria Swift Lord, Michelle Swift Massie, Will Carnes, Blaire Carnes, David F. Swift, Matthew

Swift; and 10 greatgrandchildren. Born on August 7, 1929, in Richmond, Virginia, to Mary and SWIFT G r a nv i l l e L. Swift, “Billy” as most knew him, called Crozier home. He graduated from Goochland High School in 1947, where he met his high school sweet-

heart, June Constance Henley. Billy was a member of Elpis Christian Church, where he taught the teenagers in Sunday School. In his later years, he enjoyed attending Salem Baptist Church. From his early years, delivering groceries on his bike for his family’s small grocery store in Richmond, to his adult years as the owner of Swift Oil Company and Swift Well and Pump, Billy took pride in his work. He served on the Goochland County Board of

Zoning Appeals from 1975 to 1985. He enjoyed traveling and golfing with his wife, June, where they were members of Hermitage Country Club. Family received friends and guests on Thursday, March 28, at Bennett Funeral Home in Glen Allen, where funeral services were held Friday, March 29. Interment Westhampton Memorial Park. for Magellan of Virginia in Glen Allen; provided psychotherapy in a private practice setting; was adjunct faculty in the School of Social Work at Virginia Commonwealth University, and worked in various positions for Henrico Area Mental Health and Developmental Services, including program manager, clinical supervisor, and the Program for Assertive Community Treatment’s team leader and program development supervisor.

Cimmino said that in her most recent position, Gill provided leadership and management of behavioral health community services offices and staff; liaised between agency and community providers; managed a $300 million budget, and managed a number of projects and programs. “Stacy is a 30-year veteran of the public health care sector, with 26 years of experience working for three different community service boards in a variety of clinical and administrative positions,” Cimmino said.

That diversity of experience will come in handy, because if there is one constant in the community services world, it is change, Cimmino said. This is particularly true in Virginia recently given the ongoing process of implementing STEPVA (System Transformation Excellence and Performance), which is a major initiative being rolled out in community service boards over several years to better serve individuals with behavioral health disorders, as well as managing the as yet unknown impact on CSBs by the implementation of Medicaid expan-

sion across the state. “Stacy’s depth and breadth of experiences and leadership roles in the public health care arena at both the community and state level make her uniquely qualified to lead GPCS through these times of change, maintaining, strengthening and expanding the mental health, developmental disabilities, and substance use disorder services provided to the residents of Powhatan and Goochland counties,” Cimmino said. Distillery plan gets thumbs-up from Planning Commissioners By Roslyn Ryan Editor

Plans for a new distillery in Maidens are one step closer to becoming a reality after Goochland County Planning Commissioners gave the proposal their unanimous stamp of approval in March. The project, proposed by John O. Brockenbrough, calls for a micro craft distillery to be located at 2750 Maidens Loop near the Route 522 Bridge on Maidens Road. The plans for Hilltop Distillery include converting an

existing pole shed into a place to store whisky and bourbon barrels, and then erecting a second 30 by 64 foot building to house the distillery and tasting room. Brockenbrough, a Master Distiller, also plans to reside on the property. In order to open the distillery, Brockenbrough is required to obtain a Conditional Use Permit (CUP) from the county and comply with regulations including a prohibition on amplified music and a mandate that all exterior lighting be part of an approved plan. Production will be limited to less than 100,000 gallons per year, and state regulations allow each visitor a maximum of three ounces of spirits dur-

ing any one visit per day. According to attorney Darvin Satterwhite, who is representing Brockenbrough, the tasting room will not be a major part of the operation and is expected to be open from 1 – 7 p.m. on Thursdays, Fridays and Saturdays. After asking several questions about concerns that had been raised in a public meeting earlier this year — including those about signage and the proposed distillery’s impact on surrounding properties — commissioners recommended the project be approved by the county Board of Supervisors. The distillery is expected to employ two people and produce primarily whisky, bourbon, gin and vodka.

With campaign signs, respect is name of the game By Roslyn Ryan Editor

A

h, spring, that time of year when the lovely Goochland landscape becomes dotted with brilliant colors, and everywhere you look there are hints about what is to come. I’m speaking here, of course, about campaign signs. For the record, I have absolutely nothing against campaign signs.

From the tastefully diminutive yard signs to the behemoth billboards, I think they are a wonderful way for candidates to get their names and messages out in a world where every voter’s attention is increasingly pulled in a thousand different directions. Signs serve to remind residents that there is an election ahead, and that they will have an important choice to make. They symbolize that our elections are free, and that we are fortunate enough to live in a country

where the right to cast our ballot for whomever we choose is sacrosanct. Sadly, however, things can go awry. While the established laws on political signs expressly prohibit certain behaviors (including posting on public property), there are a number of other ways to run afoul of common decency. A few things for candidates to bear in mind when staking signs: First, please don’t use valuable sign space to bash your opponent.

I could be wrong, but it has always seemed to me that most voters would prefer to know why you’re the best candidate, not why the person you’re running against is the worst one. Second, a word on positioning: Goochland County is, at last check, about 290 square miles. While certainly taking into account that some spots offer better visibility than others, it’s always best to avoid placing one of your signs directly in front of another candidate s sign, effectively blocking it (yes, I have actually seen

this, though not in Goochland). Finally, to those who find themselves so fervently opposed to a candidate that they consider removing a campaign sign from someone else’s property, please be advised that this isn’t just bad behavior — it’s a crime. Though November still feels like a long way off, the campaigns are already gathering steam. Here’s hoping our signage stays civil, and our reputation as a community where people respect one another remains intact.

Sound of the times: ‘Hollerin’ no longer heard ’round town By Jim Ridolphi Contributing Columnist

At the Hollerin Road intersection in Spivey’s Corner, North Carolina, the only hint of noise in the quiet southeastern countryside is from a passing car barely slowing down as it passes through the tiny crossroads of a community. Fifty years ago, it was far different as organizers from the Spivey’s Corner Volunteer Fire Department prepared for the first annual Hollerin Contest scheduled for June of 1969. I first heard of the contest when I arrived at a small college located only miles from the town, not within earshot of the strange yells that emanated from the porch of a small country store located in the heart of

the crossroads. But this idea of the hollerin contest intrigued me and represented a part of Americana that, at best, was unreported, and, more accurately, unheard of, at least where I came from. On one of my regular trips to Dunn, North Carolina, to obtain items that were not available in our county, one of the numerous “dry” jurisdictions in the state’s sand hills, I stopped at that very store and asked the clerk about the contest. She offered a comprehensive history and explanation of a culture that seemed destined for extinction. In days before telephones or amplified sirens, local farmers developed a system of hollering that often alerted neighbors of impending danger, or

The clerk told me the real confirmation of the nearly lost art lay in a group of tape recordings, made in the 1950s and 1960s, of actual locals displaying their hollering skills. Fearing the art would go the way of the rotary phone, and needing to raise funds for the local fire department, residents and local historians began the festival in 1969. So, what exactly is involved in a hollerin contest? Precisely what you would imagine. Contestants are grouped by gender and age and take turns on the stage screaming into a microphone, yelps the clerk claimed could be heard for miles. As the years passed, so did the old-time hollerers and the event transitioned to a heritage type festival and the hollerin event took second fiddle to more traditional festival offerings. Most of what I learned at that tiny college in North Carolina I’ve forgotten, but that picture in my mind of bearded old men screaming at the top of their lungs on that porch never left me. In 2016, interest in the contest was almost non-existent and efforts to interest younger generations to enter the competition met with little success. It seems kids are much better at yelling at each other than actually putting the skills on the line to be scored. The contest was actually costing the local fire department money, and, sadly, the event was cancelled … and Spivey’s Corner went silent. And I suppose few will lament the loss of the Hollerin Contest as I recall its formation more than 50 years ago. But there’s something special in those tapes donated by Erman Godwin back in the ’60s, and the sound of farmers calling cows somehow is meaningful enough to remember in a world where most kids have rarely seen a farm. And who said silence is golden?

Girls soccer wins 2-0 and improves to 2-0 By Nick Vandeloecht, Sports Editor

OOCHLAND – GOOCHLAND – Freshman Jill Flammia broke a scoreless tie on a fiery top-corner goal and the young Bulldogs edged a tough Bluestone squad 2-0. “It was a good team effort against a hard district team – Bluestone always plays us tough,” Goochland head coach Paul Manno said, “and today was no different.” It was Goochland’s second victory in as many games played so far in 2019, marking a strong start for a team featuring several freshmen and sophomores in the rotation. “Two wins to start off…we’re happy to start out this way,” Manno said, “but we’ve got a long season ahead of us.” Goochland’s relentless attack on offense throughout the first half of Wednesday’s match was capped by what Manno called a “beautiful goal” that Flammia sailed through the top right corner to put her team on the scoreboard. “She’s a great player,” Manno said of the freshman, “and we’re starting to learn how to play with that great player.” Bluestone’s goalie mixed in multiple diving stops to save several more strong challenges by the Bulldogs, but the visitors saw two sharp bids of their own to tie with Goochland – a grounder with less than five to play in the first half and a kick on a fast break in the second – cut just wide of the goal. “I felt it was…a good, solid defensive effort,” Manno added. “They have a particularly tal-

GOOCHLAND – The Bulldogs doubled their wins total on a dominant week to improve to a stillunbeaten 6-0. “It feels great right now,” Goochland Boys Soccer head coach Jaime Lopez said Wednesday when the Bulldogs improved to 5-0. “The guys are starting to connect with each other and play with each other and become a group – that’s what’s really helping us out right now.” Caleb Moyer led the Bulldogs with two goals in Wednesday’s 5-0 shutout

Unbeaten Benedictine rolls on Staff Report

Nationally ranked Benedictine Baseball’s unbeaten run of games grew to 12-0 on Monday with a 15-4 rout of Monacan in the opening round of Deep Run High School’s Spring Break tournament. The recognition has already poured in for the Cadets, as they are ranked #17 in the country by USA Today, #24 by

MaxPreps as of March 29, 2019 and #33 by Perfect Game. They are also ranked #1 in Virginia/DC by Prep Baseball Report and are ranked #1 in the Richmond Times-Dispatch Top 10 for baseball.
