Now in her eighth year as a member of the Goochland County Board of Supervisors, District 1 representative Susan Lascolette can still easily remember the early days of her first term. The longtime TEA Party activist had just assumed political office for the first time, as had three out of four of the other board members who would be serving alongside her. For Jeff Trollinger, whose home is physically located in Goochland but outside the current U.S. Census boundary, the news has come as just one more in a series of headaches involved in figuring out where exactly he lives. As Trollinger explained to the board during last week’s monthly supervisors’ meeting, he has battled for years with various departments to obtain the services he is entitled to as a Goochland County tax payer. The sheriff’s department has questioned his

Cultural and Educational Complex. From 6:30 to 8 p.m., citizens and businesses will be encouraged to share their thoughts with county staff as the Board of Supervisors considers whether residents want additional ordinances to regulate noise in the future. Currently the county does not have a specific Noise Ordinance law to enforce and is looking to gain feedback from citizens and businesses regarding a potential ordinance. “Recently the county heard from a few citizens regarding concerns about noise,” said John Budesky, Goochland County Administrator. “We

recognize there are perspectives on both sides of noise issues, the listening session is an opportunity for citizens and businesses to share their thoughts and concerns on noise regulation.” The county is specifically interested in learning: Are there certain noises citizens have concerns about that they would like to see regulated? Do citizens like the flexibility to be unregulated against noises generated on their own property? For more information on this event, please contact Goochland County at (804)556-5811. The Central High School Cultural and Educational Complex is located at 2748 Dogtown Road in Goochland.

Lascolette continued from >1 knew, but there was also at least one saving grace: “Thankfully,” Lascolette noted in an interview last week, “when you start you don’t know what you don’t know.” Lascolette, who announced recently that she is seeking a third term, said she was fortunate to have the support of county staff as she learned the ins and outs of how local government functions, who to call for what and how to solve problems even when a clear solution wasn’t immediately apparent. These days, she says, the growing list of things that the board has accomplished speaks to the fact they know how to get things done.

Voting continued from >1 residency when responding to calls, he said, and officers from Animal Control have stopped in his driveway to ask if he is a resident of Louisa or Goochland. Because he lives on Old Parrish Road, about a third of a mile past where a sign informs motorists they they are entering Louisa County, Trollinger said he is now also concerned that any future negotiations the county enters into for high speed Internet service will leave him out in the cold. It is the most recent development, however, that has Trollinger gravely concerned. As Goochland Electoral Board Secretary Robin Lind explained to board members, the state Department of Elections is currently in the midst of an extensive effort to ensure that all Virginia voters are registered to vote in the correct precinct, a project launched after several November 2017 elections state-wide were won by razor-

Lascolette says she is proud of the budgets the board has passed, all of which she describes as being balanced both from a numbers standpoint but also in the ways the priorities are laid out. She also celebrates the fact that the tax rate in Goochland remains among the lowest in the region, something she knows goes a long way for those residents of her district with limited resources. Lascolette also pointed to significant wins she has been a part of, including helping to secure AAA bond ratings from Standard & Poor’s and Moody’s that she notes will prove tremendously advantageous when the county goes to borrow money for upcoming largescale projects.

Some projects, Lascolette said, such as the award-winning renovation of the county’s Central High School, are ones that demonstrate what happens when local leaders listen to what the community wants and do whatever they can to support those efforts, rather than lead the charge themselves. At the end of the day, Lascolette insists, the most important thing for a supervisor is that they do what needs to be done to make sure that any issue facing any resident is addressed, wether it be a big problem or a seemingly minor matter. “Trying to solve problems is what we’re about, said Lascolette. “If it means something to someone, we should try to fix it.”

thin margins, including one in which the winner’s name had to drawn out of a bowl. In at least one of the elections, voters inadvertently assigned to the wrong precincts were found to have tipped the scales in favor of the winning candidate. The issue for Trollinger, and several hundred others, is that those tasked with ensuring that voters are in the correct precinct are mandated by state code to use the boundaries specified by the U.S. Census. And those boundaries place Trollinger, who has considered himself a Goochland resident since 1995, firmly in Louisa. According to Goochland County Administrator John Budesky, the two counties have been working on a solution to the issue for years, and on May 24 will each submit matching parcel boundaries to the Census Bureau for certification. Unfortunately, he explained, those boundaries will not become formal until the census is certified in 2021. Lind noted that a bill intro-

duced by Senator Mark Peake that would have cleaned up the issue passed the senate unanimously during the last session but then died in the House. He also made clear that the county Board of Supervisors had no way to rectify the issues on its own, nor could a provisional ballot be offered so that residents outside the census boundary could still vote in local elections. “This does not mean that you are not a resident of Goochland,” Lind told Trollinger during the meeting, adding that he was sincerely sorry that the Electoral Board had been forced to take this recent step. “You are still a Goochland resident in my mind, and in the mind of the county. But the law compels us to move you until we can get the lines fixed.” According to Budesky, all of the 257 Goochland residents outside the census boundary are still entitled to — and should be receiving — the same county services as any other residents.

Ferry nice indeed

Work continues on a full-scale replica of the antique ferry boat that was salvaged from the James River and displayed during last year’s annual Rassawek festival in Goochland. According to John Meola, who is once again assisting with the event, Master Builder David Blankenship has replicated the ferry exactly to the original profile and dimensions. “We plan to float this replica in the large pond at Rassawek and offer ferry rides, using a pulley and winch system to tow the boat back and forth across the pond,” Meola said, “pretty much like they did on the James in the late 1800s.” Rassawek, a celebration of local history and craftsmanship, will be held in Goochland on June 1 and 2.

Dear Editor, The 5-0 vote by members of the Board of Supervisors, at their May 7 meeting, approving a rezoning application to develop the Reed Marsh residential complex in the Courthouse Village, was disappointing indeed. The overwhelming majority of citizens in attendance at the meeting spoke in opposition to this application. Additionally, over 200 Goochland citizens, the majority of whom live in the Courthouse Village, signed petitions for same, and the petitions were delivered to Board members ahead of the meeting. Also, citizens talked to each member, except for Mr. Peterson, who did not answer calls, in the weeks before. At the meeting, Board members appeared as if they have already made up their minds in favor of the project. This application that showed the developer’s plan for high density 67 houses to be built of 56 acres, was denied by the Planning Commission (4-1), on the basis that it violates the 2035 Comprehensive Plan, which designates the Courthouse Village as a low density neighborhood. Citizens who signed petitions, and most of those who spoke at the meeting, were united in accepting that growth and changing demographics in the Courthouse Village is a reality. What concerns most of us is that this growth should be better managed and controlled to allow for neighborhood safety, village feel, quality of life, and a pedestrian-friendly environment. This is one of the main reasons the Comprehensive Plan called for low density housing development in the village. Unfortunately, Board members, instead of challenging the applicant to lower the number of houses before approving the application, see Letters > page 7

Now grown, son left with memory of mom’s strength By Jim Ridolphi Contributing Columnist

As I entered the gates at Fort Lee, I had a feeling of uncertainty, the type you get when you are preparing to do something that you really don’t want to. I was interviewing a soldier who was retiring after a storied career as a medic in the U.S. Army, and I anticipated a long narrative of battlefield memories and stories of survival. And this guy had seen all of those things, but he was

much too humble to mention any of them as we talked about his many tours of duty. He had seen men die in his arms, and suffered through some unthinkable horrors in unspeakable situations. “When they know they are not going to make it, they call for their mothers,” he said, wiping a tear from his eye. “Their mother?” I replied with some surprise. He explained that, in that moment of total despair and surrender, battle-hardened heroes call for the one person

that had cared for and healed them so many times in the past. That interview took place more than two decades ago when I worked at The Hopewell News, but the soft-spoken medic’s words have stuck with me. They resound with more intensity each year as Mother’s Day approaches, and we offer thanks and appreciation for the many sacrifices made by the ones who bore us. My mother was forced into a dual role early in my life. When my father died at a young age leaving two small children and a-stay-at-home mom behind, she must have felt like the weight of the world had descended on her. She didn’t shrink in the face of such an enormous challenge, and never shied from her mission to raise us the way my father would have wanted. She was more familiar with the needs of my sister,

and attending dance recitals or school plays to see her perform seemed much more comfortable than attending a Boy Scout function or Little League game with me. I can recall many functions where boys showed up with their fathers, and I arrived accompanied by my mother. Even more challenging was fielding questions from a young boy searching for answers in a world that seemed confusing after my father died. Queries most times reserved for manto-man discussions were routine questions, and the answers most guys got from their fathers I received from my mother. She also provided that swift kick in the rear end that boys often need, often tempered with the soothing shoulder that only a mother can provide. On her final day on this earth, I hurried to the bakery to get my sister a birthday

cake on my way to the hospital. Somehow, every minute seemed important, and the long line of customers moved more slowly than usual. When I arrived at my mother’s bedside, my sister rushed up to me and said, “She’s been asking for you.” I grasped her hand as she tried to speak. “Don’t try to talk, just relax.” Now, I’ve often wondered what those final words might have been, but I have a confident hunch it might have been a final lesson in life, one thing maybe she had forgotten to instill in all those years of single parenting. With enormous effort, she took her other hand and placed it on top of mine, and looked at me and smiled. Minutes later, she was gone. As I sat in that hospital room beside her bed long after she had left this earth, I looked

at the woman who had been both mother and father to me and thought of the sacrifices, the selfless hours, the uncomfortable moments associated with raising a teenage boy and the infinite amount of patience displayed by this amazing mother who taught me how to be a man. The words of that medic have never left me, and, somehow, it seems totally fitting that the first face in a man’s life is also the last one he seeks when the end comes. It’s also the reason we pay homage to the women who raised us on this important day of recognition. Simply put, it’s called a Mother’s Love. And when those last minutes of life come to us all, we’ll probably be no different from those brave men on the battlefield and call out for our mothers. Chances are, she’ll be there.

There is no denying that businesses in the Courthouse Village need pedestrian traffic for their success, and new business ventures are welcome. Sadly in this instance, members of the Board of Supervisors seem to be more concerned

with short term gains from proffers than the impact on the quality of life of their constituents. The hope is that this will change in the future.

satisfaction of meeting a challenge or a goal you have set for yourself. And, trite as it sounds, there is no pair of shoes or tech gizmo that replaces making a true connection with another human being. In all fairness, I have not lived an entire lifetime yet. Maybe you will someday come across a wizened old person who claims the highlight of their long life was that time they finally got their hands on an iPhone X ... but I sort of

doubt it. In short, if you love stuff, go out and get as much of it as your heart desires. Just make sure that as you set off on this next great adventure, you’re keeping an eye out for those truly magical, beautiful things that simply can’t be bought or sold. I can say with almost absolute certainty that these will someday be the things you cherish the most. And you don’t even have to pay shipping.

OOCHLAND – Battling Randolph-Henry while weathering steady rain in the opening minutes of game time, the Bulldogs came away with a 5-0 triumph on Senior Night to remain unbeaten through 13 games played. The Bulldogs broke the goose-egg on a first-half goal initiated by Nick Lowery maintaining airtight possession on a speedy drive down the right sideline. “Nick is definitely getting better

at that,” Goochland head coach Jaime Lopez said. “He’s definitely a great aspect to the game playing on that side.” The junior raced past a defender to block him out and take control of the ball near the sideline, danced it away from the edge and drilled it towards the middle, where Caleb Moyer hammered through the goahead tally. Lowery also set up the insurance goal when he kept alive a ball in the corner, saw the goalie block his kick at the edge and watched his teammate Charlie Flammia follow-up by flip-

ping the shot into the upstairs netting with less than 3 minutes to play in the half. In the second half Moyer lasered in his second goal and Hunter Willms, clearing the defenders, fired one past the keeper on the fast break. Flammia rocketed an overhead shot clear of the goalie inside the final 10 minutes for his second goal of the evening off of the assist from Preston Doersch. The Bulldogs defensively walledoff their side of the field and bouncedaway incoming clearouts from the visitors’ side with the help of headers. Lopez pointed to his team’s focus

on trying to cross the ball, being able to finish from crosses either from the left or the right and keeping possession. The Bulldogs had some strong kicks sail just shy of going inside the post, but Lopez said: “Even people who make millions of dollars, they miss those kicks and those easy goals, so that’s why I try to tell the guys: ‘Don’t beat yourself up; just try to be there, and eventually they’ll start falling in.” Goochland Boys Soccer at halftime honored seniors Will Bass, Peter Trevor, Jacob Hayward, Noah Spangler and Kyle Vincent. “I’ve been working with some of

these seniors for 3 years now, and I hate to see them go,” Lopez said, adding that, as a coach: “You hope that they take whatever you gave to them and use it in real life.” The Bulldogs improved to 14-0 on May 10 with a 6-2 victory over Prince Edward behind the hat trick from Willms (3 goals), 2 goals from Vincent, 1 from Moyer and 5 saves from Trevor. The Bulldogs hosted Amelia on Wednesday, May 15, and wrap-up their regular season on the road at Randolph-Henry on Friday, May 17, at 6:30 p.m.

Benedictine takes momentum into postseason Staff Report

Benedictine Baseball rounded out the regular season on a strong note, growing its win streak to 4 games prior to postseason play. Following their thrilling, extrainning triumph over Hanover, the Cadets took down Trinity Episcopal 8-2 on May 9 and honored their seasons in a May 11 regular season finale that saw them beat Poquoson 12-6. Against Trinity Episcopal, Benedictine’s Brett Allen pitched 4 strong innings, and Wyatt DeLoria and Connor Schumann added relief on the mound in the win. Casey

Green hit a double and had two RBIs, and Jamari Baylor scored 2 runs. The Cadets rolled out 7 runs in the 2nd inning and shut-out Trinity through the first 6 frames. Facing Poquoson, the Cadets fell behind early 3-0 in the top halfinning, laced together a pair of runs in the bottom of the first, jumped past Poquoson on 4 runs in the 3rd and then unleashed a 6-run frame in the 4th. Green had a big day at the plate, batting 3-for-4 with an RBI and scored 3 runs. Bennett Lloyd had a hit, 3 RBIs and 2 runs scored. Jay Woolfolk scored 3 runs and had a hit

Goochland Girls Soccer on Senior Night honored the contributions of seniors Brooke Hix, Haley Austin, Jaylene Lopez, Emmy Alvis and goalie Campbell Engel.

Goochland girls soccer shuts out pair of foes By Nick Vandeloecht, Sports Editor

GOOCHLAND – Gabby Ragone and Julissa Gallegos each scored twice, and the Bulldogs on their Senior Night rolled out a dominant 5-0 shutout of Randolph-Henry. “Randolph-Henry’s always a tough opponent in our district; we look forward to these games, home and away, against our district opponents,” Goochland head coach Paul Manno said. “We took care of business tonight...did what we needed to do, and we look

forward to our next game on Friday against Prince Edward, which is another big district foe before the regional playoffs start off in a couple of weeks.” The Randolph-Henry goalie fended off strong pressure from the Bulldogs until sophomore multi-sport standout Ragone broke through on a shot from the right side that skipped off the goalie’s hands 16 minutes into the first half. Ragone scored her second straight goal 10 minutes later when she raced ahead of the defenders on the fast break and fired the ball off the hands

of the keeper again and into the netting. Two minutes after that, junior Gallegos finishedoff the ball after it rolled off away from the keeper’s hands immediately following a diving save of Gallegos’ first shot at the net. Gallegos made it back-to-back goals in the second half off of a kick from the left side. Junior Abby Whitlock landed a kick to the top corner off the assist from freshman Tyler Paulin nearly 60 minutes into the game. “A couple of our girls have been very consistent throughout the season in leading us,

but then we also have several others who step up on any given night,” Manno said. “We have a very versatile team... teams can’t really key on just one or two players. We’re happy with our team.” And with their versatile team, Manno feels they “can do some damage” once they get to the regional tournament. Goochland Girls Soccer at halftime honored seniors Brooke Hix, Haley Austin, Jaylene Lopez, Emmy Alvis and goalie Campbell Engel. It was moment in time that

Manno described as “a culmination of five really good careers at Goochland High School.” “Each have their own individual milestones and successes throughout their career,” Manno said. “Overall they’re just great girls who are going to do great things in life.” The Bulldogs are a young team that’s learning and gaining more confidence in both themselves and the teammates around them every single game, Manno pointed out. “It’s exciting ... playoffs is going to be exciting and going

forward is going to be exciting,” he said, “but more than anything, today was just a culmination of our seniors and appreciating what they’ve done for Goochland...for their last four years.” The Bulldogs improved to 9-5 on Friday, May 10 with a sweep of the week when they added a shutout of Prince Edward County, 6-0. The Bulldogs were scheduled to play King William on Wednesday, May 15 and will wrap up the regular season on Friday, May 17 at RandolphHenry at 5 p.m.

Upcoming event will offer information on how to become a Master Naturalist Contributed report

Are you interested in volunteering to help in the conservation and management of natural resources and public lands? If so, then you may want to attend an upcoming information session on becoming a James River Master Naturalist, which will be held from 7-8 p.m. on June 11, at the Powhatan County Library (2270 Mann Rd in Powhatan).

Virginia Master Naturalists (http://www.virginiamasternaturalist.org) are volunteer educators, citizen scientists, and stewards who work on projects at Powhatan State Park, the James River, and other wildlife hotspots in Powhatan and Goochland Counties. The program will teach the basics of what naturalists need to know, with classes running on Tuesday evenings from Sept. 10 through Dec. 3 at the

continued from >1 rezoning for the 56-acre property, which will feature singlefamily dwellings priced in the $400,000 range. The approval comes despite a petition signed by over 200 residents urging supervisors to deny the rezoning request, as well as a 4-1 vote by the Planning Commission against the plan earlier this year. “One of the very special things about Goochland County is that we can come together for three hours and share very different views and opinions and have a very civil discourse,” said District 5 supervisor Ken Peterson. “We

Goochland Administration Building on Sandy Hook Rd (the old Goochland High School). There will also be four Saturday field trips. There is a fee to cover the cost of training materials. For more information on this exciting program, contact the organization at jamesrivermn@gmail.com or visit the James River Master Naturalists website at https:// jamesrivermasternaturalists. wordpress.com.

do listen very carefully, and I think everyone who spoke tonight spoke from the heart.” Even so, Peterson said, he felt concerns about traffic, sewer capacity and environmental impact had been adequately addressed. While residents had expressed concerns that the housing density in the project exceeded what is recommended by the county’s current Comprehensive Plan, representatives for Reed Marsh LLC. countered that the density recommendations for that area had been decided before the water and sewer capacity had been increased to the level where it stands today. The developers also prof-

fered a number of conditions when requesting the rezoning, including a landscaped buffer of at least 50 feet along the southern boundary of the property ; a concrete sidewalk at least five-feet wide to be located at least on one side of all streets constructed within the property; and cash proffers of $19,334 for each residential lot. While not listed among the original proffers, the developers made clear they intended to try and renovate a historic home on the property. According to Goochland Director of Community Development Jo Ann Hunter, the entire project is expected to take around five years to reach full build out.

Goochland Extension office to offer SmartLawn Program Contributed report

Soil samples will be analyzed at the Virginia Tech Soil Testing lab. Based on the results of the soil analysis and the on-site evaluation, you will be provided with a lawn maintenance and nutrient application plan to help you achieve a healthy and attractive lawn. To enroll in this program, please contact or stop by either the

Install fencing. Pet owners with expansive yards can install fencing that allows dogs to spend time exercising outdoors without granting them access to the entire property. Large dogs will need more room than small ones, but try to build fenced-in areas that allow dogs to run freely and get the exercise they need to stay healthy. Work with a dog trainer. Dog trainers

Trainers also might help curb digging and clawing behaviors that can damage lawns as well as gardens. Consider hardscaping. Hardscaping might be most effective for pet owners with small properties.
