Goochland County announced this week that an agreement has been reached with the Hourigan construction firm to complete construction on the new Goochland County Animal Protection and Adoption Center. The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home: A spayed female hound, about 1-2 years old; a male hound, about 2-4 years old; and a female pit bull, about 4-6 years old. The Goochland Animal Shelter is open from 9 a.m. to 2 p.m. Tuesday through Saturday. The facility has many lost dog and cat fliers posted. Their commitment to the County and working with us to complete this project has been exemplary.” It is estimated that construction on the project will wrap up in late winter or early spring 2020. According to a statement
issued by the administration on Tuesday, “It is the County’s obligation and commitment to build a shelter that is well constructed and will serve the community for many years to come. We remain grateful for the gracious and ongoing support and our partnership with Goochland Pet Lovers. We share a joint commitment to creating a shelter and caring environment our residents and pets deserve.” Shelter operations will continue at the Central High Complex location (2748 Dogtown Road) until the new shelter is completed. Goochland High senior Jalyn Burns was recently named one of three finalists for the Virginia Restaurant, Lodging, and Travel Association (VRLTA) state culinary student of the year. Burns was recognized as a finalist for the “Rising Pineapple Award” for Outstanding Hospitality and Tourism Student of the Year,
part of the Ordinary Awards program administered by the VRLTA. The Ordinary Awards celebrate and honor all of Virginia’s restaurants, lodging establishments and hotels, DMOs, attractions, and more. The Awards are open to both members and non-members of the Association. Burns was nominated for this honor because of her per-
Election continued from >1 What has happened in Goochland this year, however, has seemed to go beyond simple sign skirmishes and speeches about why one candidate in more qualified than his opponents. The newspaper has been deluged with letters of every stripe, from those that coolly list the preferred candidate’s qualifications to those that go straightaway for the jugular, insisting that the county will be far less safe if the “wrong” candidate wins. Freedom of Information Act requests have been deployed to suss out details of candidates’ employment history and even their personal finances. Residents have reported being harassed in public for choosing to support one candidate over the other, though none of these claims have been substantiated. Perhaps most notably, unsupported claims about each of the candidates have spread like a virus on social media, leading to both online and even reported in-person clashes between supporters of each camp. Now, 14 months after Agnew announced that he would not seek another term, the race to fill his seat “has torn the community apart,” said one letter sent to the Gazette last month. For many, this simply isn’t the Goochland they know. “Having lived in Goochland for 36 years, I must admit I’m disappointed in my fellow Goochlanders,” said Barbara Taylor. “I always thought we were a strong cohesive community, but this race seems to have pitted neighbor against neighbor.”

Pat Gannon, who lives in Maidens, said the tone of the race has been disappointing. “I was quite surprised by the level of vitriol,” Gannon said. “I can understand this level of contentiousness for an elected official who sets policy [but not] with one whose primary job is to carry it out.” Like many others, Gannon said the sheer number of signs is something that should be controlled, though he isn’t sure how that could be done in accordance with Virginia’s current signage laws. The sign saga, in fact, was at the root of the most recent headline-grabbing development in the race: On Oct. 6, Levin White was charged with trespassing after being caught on a game camera posting a campaign sign on a tree along Manakin Road near Broad Run Road, directly above a sign that read “No Trespassing.” Reached by phone that week, White insisted that there is more to the story but declined to comment on the matter under the advice of his attorney. He is expected to appear in court on Nov. 4, one day before the election. *** It isn’t supposed to be like this. In any election, there are strict rules governing everything from filing dates to donations. The “Stand by Your Ad” provision in the state code even governs the language of campaign advertising and is intended to help curtail false or misleading claims (this is the reason for the “authorized by” taglines that have become ubiquitous in campaign ads over the past 20 years). Ceaser has seen ugly politics firsthand: Charlottesville’s own political scene is still suffering the aftershocks of the Unite the Right rally that brought chaos and violence on Aug. 11, 2017, an event Ceaser says has ushered in a level of contentiousness rarely seen elsewhere. Ceaser said he also thinks at least part of the blame can be pinned to the Presidential campaign of 2015, noting that what happened on the national level “seeped down into the culture at all levels.” If the local truly reflects the national, Ceaser reasoned, the scorched-earth tactics and willingness to set aside decorum simply make sense. For her part, Barbara Taylor is simply hoping that cooler heads will prevail sooner rather than later. “In any election, race, sporting event, little league game, someone wins and someone loses, and we used to shake hands and be a good sport,” Taylor said. “I am ashamed at how vindictive and nasty this election is, and I hope we can figure out how to pull in our claws and be graceful towards both sides.”

GoochlandCares food pantry adding Saturday hours Contributed report
Local nonprofit GoochlandCares has announced that the organization will soon expand its Food Pantry hours to include the first Saturday morning of each month. Starting Nov. 2, the Food Pantry will be open from 9 a.m. to noon for
registered clients to pick up food. Over 300 Goochland families struggling with food insecurity depend on the Food Pantry each week. “Being open on one Saturday a month is an opportunity for our clients who cannot come to the Food
Pantry during the week because of their job hours or unable to find transportation or for any other reason,” said Sally Graham, Executive Director of GoochlandCares. “Our new building allows us the flexiblity to provide additional resources for our neighbors in need.”
Heading into the holiday season, the Food Pantry is in need of canned food items like soup, beans, vegetables, fruits as well as cereal, oatmeal, and toilet paper. GoochlandCares is located at 2999 River Road West. The organization’s Food Pantry hours are as

Over a century ago, Falls fail proved sometimes you can win and lose all at once By Roslyn Ryan Editor
When it comes to American originality, you really have to hand it to Annie Taylor. It was on this exact day in 1901 that Taylor, hoping to gain fame and help fund her retirement, decided to go over Niagara Falls in a barrel. I suspect that if anyone were to attempt this today (spoiler alert: it’s not legal), the vehicle would be far more suitable than Taylor’s, which history recorded as a slightly larger than average oak barrel lined with a mattress. In case you don’t know the ending, Taylor did survive her plunge over the falls, though she reportedly never managed to make much money from her story. (She also almost immediately regretted the experience, reportedly noting upon emerging from the barrel that she “would sooner walk up to the mouth of a cannon, knowing it was going to blow me to pieces than make another trip over the Fall.”) If Taylor had sold her story for a princely sum and spent the rest of her days swanning around a palatial estate, history might look more kindly on her accomplishment. But regardless of Taylor’s permanent place in history’s “Lovable Looney” category, I personally
think she deserves a bit more respect. Therefore, I would like to propose the creation of an annual prize, named in Taylor’s honor, that will be presented to a man or woman of any age who attempts to do something remarkable but does not quite get the results they were seeking. Mind you, this would not be for the scientist who attempts to find a cure for one terrible disease and instead accidently cures a completely different, yet equally terrible one. No, this one if for the own-goal scorers, and the accidental foot-in-mouthers. It is for the one who tries to walk across the country to raise money for a cause but accidently takes too many left turns and just ends up back at their own driveway, or the person who spends years inventing and perfecting an amazing new time-saving device, only to realize that the thing has not only been invented already, but can be purchased on Amazon with one click and free shipping. I don’t want to suggest that failing is somehow succeeding, or that everyone deserves a trophy regardless of how their efforts pan out. But if you are crazy enough to attempt something spectacular and instead fall short of your goal ... well, let’s just say I think Annie would be proud of you for trying.

Letters to the Editor Spoonhower has shown he is truly dedicated to county Dear Editor, As most of you already know and as I promised 8 years ago I am not running for reelection. I have enjoyed my time representing you on our Board. It has been a great 8 years and they have flown by. I appreciate your support as we worked to make the county better. But it’s time for me to move on and for the County to move forward. I am supporting Neil Spoonhower for District Two Supervisor and here is why. Neil has demonstrated his dedication to our community via his volunteer work. As I started to write this letter I was informed that Neil had just received a Presidential Volunteer Service award for his work with the Court Appointed Special Advocates organization (CASA). CASA’s volunteers advocate for children who are in foster care due to abuse, neglect or suffering through a contentious divorce. A CASA volunteer is one that a child can count on to be on their side during a very difficult period in their life. In addition to CASA Neil has been a member of the GoochlandCares Board of Directors and continues to volunteer for GoochlandCares.
Neil has also traveled on missions to Haiti and Nicaragua to help those less fortunate. His volunteer work tells us a lot about Neil the person. Add to that his training as a Marine and his business experience in Operations Management, IT and Marketing and we have the makings of a great representative for the Second District. His dedication is demonstrated by his willingness to not just be a part of the Board of Zoning Appeals, but to spend more than 100 hours studying for and receiving his certification. In order to prepare to hit the ground running Neil has met with County and School staff and other elected officials to learn about their roles and needs. He has attended planning meetings, community meetings and most Board and Planning Commission meetings for more than a year. Neil has also met with surrounding locality officials to understand their issues and to learn about their work to improve internet access. When I was elected I had no political experience, just a willingness to apply my business experience and values to my job as your representative. That’s what all five of us committed to do and it’s why the County is now one of the best managed counties in the nation. Our willingness to collaborate

with our peers on the School Board and Administration is why we now have the best schools in the region and getting better. And that is why we are the smallest county in the Nation with triple A ratings from two ratings agencies. I hope you can see that Neil has demonstrated the skills, desire, passion and hard work that will make him a great District 2 supervisor. Departing school board member lauds Mazza, Lascolette Dear Editor, In about 90 days I will be retiring from the Goochland School Board. It has been an honor and a privilege to represent District 1. As my term comes to a close, I want to say “thank you” to the residents here for electing me to serve on Goochland’s School Board these past eight years. I also want to take a moment to share my thoughts on why I’m supporting Jennifer Mazza to be the new District 1 school board member, and why I believe Susan Lascolette should be re-elected to the Board of Supervisors. Like me, Jennifer Mazza is a Career/Technical Education teacher. As a teacher, she is handson and in the classroom every day. OPINION: Editorial, Letters to the Editor experience and knowledge will serve her well as a School Board member. Jennifer Mazza’s conservative values of fiscal responsibility, commonsense leadership and her passion for Career and Technical education is why I am giving her my full endorsement in her effort to become our District 1 School Board representative. I also know how important it is to have a solid working relationship between the School Board and the Board of Supervisors. Susan Lascolette has been a strong partner with me for improving our schools here in Goochland. Susan has voted to increase the budgets for Goochland’s schools every year she has been in office. Susan also worked with the schools and the County administration to bring fiber broadband to Byrd elementary school. This broadband has given students at Byrd more classroom internet opportunities. And broadband opportunities for students (and parents!) at home are expanding, with the county’s broadband initiative that was launched in September. Susan is a strong supporter of the JROTC program that was added to Goochland’s schools. She supports our efforts to make Goochland’s schools the best in the region…and in Virginia! District 1 will be wellserved keeping Susan as our Supervisor. Elections are about choices. Having been a candidate, I know the effort and energy that’s required to serve at the local level. County Republicans were wrong to ask candidates not to attend forum events Dear Editor, The Local Candidate Forum, originally organized by The Goochland Democratic Committee, The Goochland Tea Party and The Goochland Republican Committee and scheduled for this past Monday at 7 p.m. at Grace Chinese Baptist Church was canceled. Although all three Forum sponsors agreed to the format and rules in June, The Goochland County Republican Party sent an email on Sept. 22, 2019 to their membership recommending that their candidates not participate in forums for this election cycle. Candidates running for office are expected to be able to speak anywhere, anytime and answer questions as to why they are the best person for the office they are seeking. To only speak to “friendly” audiences does a disservice to the candidate and the community as a whole. Abigail Spanberger’s first Town Hall here in Goochland was not a majority friendly crowd-she showed up anyway. Those folks are her constituents too. She needed to hear from them just as much as they needed to hear from her. It is a shame that the Goochland County Republican Party denied the citizens of Goochland an opportunity to hear from their candidates. It is also a shame that the majority of their candidates chose to give up an opportunity to speak with voters and answer their questions. The GDC believes

it is imperative that our candidates make themselves available to the residents of Goochland County so that voters can make informed decisions. Voters should question why the GCRC has taken away the opportunity to learn about their candidates and why their candidates went along with the decision. While we considered moving forward with the Oct. 21 forum alone, our candidates felt that if their opponents were not going to show up, their time was better spent doing what they do best--talking directly to voters at the doors. I will give credit to Don Sharpe, District 4 candidate for Supervisor, and Jonathan Lyle who is running for reelection as a Monacan Soil and Water Conservation director, who were going to show up even though he was running unopposed. Lascolette is the type of leader our residents need Dear Editor, Many fairy tales begin with “Once upon a time”, but some begin with “When I am elected”. Back in 2011, Goochland voters booted out four of the five members of the Board of Supervisors, in favor of a slate of new people, none of whom had political experience. Our citizens were fed up with incompetent, unresponsive and wasteful people running our county. One of the new members was Susan Lascolette in District 1. Susan truly helped to make the “fairy tale” become a reality. The late, and very effective super-
visor, Ned Creasey, the only incumbent reelected from the previous board, once told me that the previous board members had actually discussed allowing Goochland County to go into receivership. That’s how bad it was. Susan Lascolette and the new board came into office with several ideas in mind on how they would govern. They would rely on honesty, common sense, openness and fiscal responsibility. And, of course, they believed in following the rules. They also decided that the citizens would benefit far more if the Board of Supervisors worked with the School Board, instead of against them. They began having Town Hall Meetings in order to keep our citizens informed, and give them the opportunity to voice their concerns. This was a new concept here in Goochland. The results over the past seven plus years have been astonishing. Goochland has not had a real estate tax increase on their watch, and we have the lowest real estate tax rate of all the surrounding counties. Our schools are top notch. We were voted the most taxpayer friendly county in the nation. Goochland is the only county with a population less than 75,000 in the country with a triple A bond rating from both Moody’s and Standard and Poor’s. What does that mean to us? It means that when our county needs to finance expensive projects, like new schools, we have credit available to us at reasonable interest rates. This helps keep our taxes low. The accomplishments keep coming, and so do the accolades. Susan has worked tirelessly for District 1. She was instrumental in creating Matthews Park, building the county’s first county run firehouse in Hadensville (without borrowing any money), and renovatsee Mail > 9

Matkins wll serve all Virginians in House, not just a select few Dear Editor, Juanita Jo Matkins, Democratic candidate for House of Delegates 56th District, has been working tirelessly to meet her future constituents and listen to their concerns. She is a strong advocate for improvements in education, healthcare, expansion of broadband to rural areas within our communities, and common sense solutions to address climate change and other issues. Juanita Jo supports the Equal Rights Amendment (ERA) to the US Constitution to prohibit discrimination on the basis of sex. One hundred years after women were granted the right to vote, Virginia could be the 38th and final state needed for passage of the ERA. October 24, 2019 session, he opposed the very same ERA, voted against it in committee 3 times, then opposed it twice more when efforts were made to bring the bill to the House floor for a full vote. I and many others made numerous calls to his office requesting that he not vote to block the bill from coming up for a floor vote. The bill had passed in the Senate and there were enough votes on the House floor for the ERA to have passed, but the bill was blocked. How frustrating this was, knowing that more than 80% of Virginians support gender equality! This is just one of many instances where our elected representatives in state and local government do not appear to be listening to their constituents. Juanita Jo is a woman of integrity, enthusiasm, and action! I am so glad that she decided to run for House of Delegates! If you are not familiar with her campaign, I urge you to take a look at her website, matkinsfordelegate.com. Her homepage says it well: “All Virginians Deserve Access to a Fair & Just Society.� She has earned my vote on Nov. 5.

Juanita Jo Matkins believes that all Virginians deserve a fair chance. She supports ratifying the Equal Rights Amendment and barring discrimination on the basis of sexual orientation and gender identity. She is determined to continue the fight for racial justice to ensure that everyone shares in the American dream. Virginia could be the state that finally make the ERA federal law. We need to elect delegates to the General Assembly who believe that all of our citizens should have and deserve equal rights in this great country. Dear Editor, Having lived in Western Henrico County for roughly 55 years and the last five years in Goochland County, and witnessed many local elections, I am stunned by the amount of money being spent by the Creasey campaign for the Sheriff’s position in Goochland. I have seen hundreds more signs then I ever saw for all the Sheriff’s races in Henrico put together, and now I get to see Mr. Creasey’s smiling face on a huge billboard on Patterson Avenue every day! I’ve heard that money can’t buy you love or happiness but I imagine enough of it might buy you a Sheriff’s office! I assumed with such an outpouring of support
Champions of equal rights for all will find a friend in Matkins Dear Editor, “Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex.� That simple, no-nonsense statement is the text of the Equal Rights Amendment. Who would deny that women should not enjoy the same rights and benefits of citizenship in our country? Apparently, the answer is John McGuire. In January of this year Mr. McGuire was one of
that Mr. Creasey must have generated an impressive history of accomplishments in the county and in the Sheriff’s department. After investigating, however, such is not the case. From all general reports and letters to the Editor on his behalf, all I really know is that he is a nice guy with a nice family who had a well-respected father and is a current member of the Sheriff’s department. Most of the writers who have sent letters in on his behalf actually have spent more time telling us about themselves rather than expounding on any specific qualifications that Mr. Creasey has for the Sheriff’s office. When given multiple opportunities to lay out his game plan for the County as the new Sheriff and to explain his qualifications for the position, Mr. Creasey has instead opted not to participate in three of the four planned candidate forums, usually pulling out within a day or two of the events! Meanwhile, his oppo-
www.goochlandgazette.com nent, Mr. Levin White, a 30 year law-enforcement veteran with experience in multiple positions in the Richmond, Petersburg Tri-City area, showed up every time to tackle any questions thrown at him and to lay out his vision for the County moving forward, such as his well-thought-out 12 point plan for Goochland. The Creasey campaign had excuses for each of these forum noshows, one of which was they refused to attend a forum that had any chance of rebuttals from other candidates. Yes, that means Mr. Creasey refused to attend because he might have to answer a question from a competitor? On another occasion his campaign demanded to know the questions ahead of time! Will the future criminals and law-breakers of the county be so kind as to notify him ahead of time as to where, when and how they intend to commit a crime? This doesn’t give me much confidence that Mr. Creasey has what it takes

to be the top lawman in our county. Perhaps that’s what makes the difference in being a good deputy or Sergeant and being the Sheriff; one is good at following instructions while the leader, the Sheriff, must be good at making quick important decisions and implementing policies and guidelines for the department. If you can’t handle questions from the citizens of your county or rebuttals from a competitor, can you really handle the much tougher task of decision-making necessary to be the top law-enforcement official in the County? Like it or not, significant growth is coming to our county in the form of population and businesses. With those you can expect to see a corresponding growth in crimes of one sort or another. Correspondence continued from >9 ing cases. We will need new, more current and proactive law enforcement techniques and strategies in order to stay ahead of that trend and keep our citizens safe. We already have an unsettling number of unsolved murders for a county this size and Goochland is the only area county that has chosen not to participate in the Internet Crimes Against Children Task Force. Why would that be? Mr. White has brought these things to our attention during the forums and in neighborhood Meet and Greets and has promised to change the county’s position with regards to the ICAC (coincidentally, Mr. Creasey has started to copy Mr. White’s position on the ICAC but only after Mr. White made it a campaign issue) and to aggressively work to bring those unsolved murder mysteries to satisfactory conclusions. Mr. White has also promised to work with an “Open Borders” policy, meaning that his team will work in total cooperation with the neighboring Sheriff and police departments. The only thing that matters in this election is who is the most qualified to lead the Sheriff’s department of Goochland County. If you simply look at each candidate’s resume and their past years in law enforcement, where they have worked and in what capacities, there is only one conclusion. Mr. White’s expertise and wide-ranging experience in multi-levels of law enforcement far outweigh the cocoon-like experience of Mr. Creasey. When growing businesses want to take that next substantive leap in growth, they almost never hire from within. They reach outside the company for an innovator with multi-levels of experience and a fresh outlook that can implement new ways of doing business. You don’t get that

with a good-old-boy hire. For long-time county residents and for the many recent newcomers to the county, please take the time to vet the two candidates for Sheriff. Ignore all the negative talk, smears and mud-slinging coming from the Creasey campaign. Let’s move our county’s policing forward in order to correspond with the growth we are seeing. Vote for Levin White for Goochland County Sheriff.

Creasey has what it takes to lead our Sheriff’s Office Dear Editor, Being a Police Officer is not an easy job, I know because I served in Law Enforcement for 36 years at the City, County, and State level. You serve because you want to make your communities a safer place to live and raise your children. I served in many capacities from uniform officer, aviation unit, Forensic Crime Scene Investigator, and Special Agent. As we all know in today’s Political climate if you are planning on running for Public Office you had better have thick skin. I am pleased to say Steven Creasey has stayed true to his character and has acted like a gentleman throughout this campaign. Steven knows Goochland and Goochland knows him. He knows the operations of the Goochland Sheriff’s Office inside and out and will hit the ground running. He will not require on-the-job training. Steven has wide support among his peers in the Law Enforcement community, which is evident by the endorsement of the Sheriffs from surrounding Counties, and current and retired Law Enforcement Officers. I have known Steven for most of his life and have
It takes more than ‘nice’ to head up Sheriff’s Office Dear Editor, I have known a lot of really nice people for my entire life. They come from great families and are good citizens. That doesn’t make them adequate candidates for sheriff of any county! I recently saw one of Steven Creasey’s resumes and his list of certifications. It’s good to know he met the qualifications for his current job, which he has had for 10 years. A few years ago I heard Sheriff Agnew say “we don’t have those problems here” when asked about drugs and human smuggling. What about the recent large drug bust that occurred on Route 6 near the the Richmond Country Club? Don’t worry, the Virginia State Police handled that one. The current sheriff’s office blames the Commonwealth Attorney’s office for not prosecuting enough of their cases. That is not true. The sheriff’s department needs ongoing training to produce reports adequate for the CA’s office to submit to a judge. Is this a tactic so that they can pick and choose who is prosecuted? Levin White will initiate adequate training as soon as he takes office,
so that the American citizens in Goochland have equal justice under the law. We need true leadership as our county grows, not just “certifications”. I’ve seen pictures of Creasey standing behind tables at events and posing for pictures with his friends, but those aren’t signals that he will work to keep us safe in our state, that is now number 6 in human trafficking. Goochland is easily accessed by 288, I95, and I64. However, it is pleasant to have a “nice” sheriff deputy pull you over when you’re speeding.. According to the Virginia Courts website (http://www.courts.state. va.us/courts/home.html), Creasey issued only 2 traffic tickets between January 1 and September 30 of this year: one for speeding, one for following another vehicle too closely. Are WE comfortable with that? We need a new sheriff in town, and not one currently in the sheriff’s department who’s being groomed to maintain the status-quo. Levin White will hit the ground running on Day 1 as our new sheriff. He will work with current deputies to maximize their abilities and get them ready for our quickly growing county. for the Goochland District 2 election by attending a half dozen local political events, meeting most of the candidates and studying their resumes. So as neither a democrat or republican I would like to share my opinions on how I think District 2 should vote on Tuesday, November 5. Some of our races are uncontested and all of these candidates deserve a vote. Mike Caudill will continue to be an outstanding Commonwealth’s Attorney. As a former District 2 Supervisor Mr. Quarles will be a great addition to our School Board. Jenifer Brown for Commissioner of Revenue and Pamela Duncan for Treasurer also deserve our votes. As for the highly contested races, my pick is Wendy Hobbs for our District 2 Supervisor. Wendy is clearly the most qualified candidate by education, employment experiences, her philosophies, and demeanor. Levin White is also clearly the best pick to be Sheriff based on his resume, previous work experiences, seniority, and his new visions for our Sheriff’s department. Jonathan Lyle is a great choice for reelection as a Soil and Water Conservation Director due to his previous outstanding service. I honestly can’t say about the other two candidates. Then we are left with the virtually uncontested races in which democrats and republicans failed to nominate good candidates probably because the 22nd Senate and 65th House districts are so highly gerrymandered to favor the republicans. and House 65th Districts I will write in Donald Duck and Mickey Mouse to send a message to both political parties to nominate better candidates in the future. For the contested races, I only hope Goochland residents will vote based on proven experience and abilities rather than political party affiliation for the long term benefit of our County. After much research, Creasey best choice for county sheriff Dear Editor, For over a year now I have been up close and personal with this upcoming election. I have always taken a special interest in Goochland’s local government, its elected officials, and more importantly the direction we are heading as a leading county in this great Commonwealth. I am very pleased to see the progress we have made over this past 47 years I have called Goochland my home. I am raising my family in some of the best schools and in the best environment I could hope for. A special thank you to all past and present County Administration, the Board of Supervisors, School Board, and other appointed or elected officials that have put Goochland on the map as a highly sought destination for businesses and families alike. Now allow me to dial back the clock a bit. One day while attending Randolph Elementary, I believe it was in 5th grade or so, we had special guests come in to talk with the class about certain careers. One special guest was, at that time, Game Warden Jim Agnew. Little did I realize that day that he would become Sheriff of Goochland County and be a pivotal part in the before mensee Viewpoints > 16

No. 1 Goochland powers past Nottoway, 35-6 By Jim Ridolphi Special Correspondent
When two teams meet with equal five-win-and-oneloss records, it’s hard to predict what will happen, or who will come out victorious. Goochland (6-1) answered those questions early in Friday’s game by thumping visiting Nottoway 35-6, and thus establishing the Bulldogs’ role as the team to beat in James River District play. Quarterback CJ Towles took his game to the next level, tossing two touchdown passes and capping the performance with a rushing touchdown. The Bulldogs’ defense did the rest, thwarting every opportunity or opening that presented itself to the Cougars’ offense. Seconds into the contest, Towles connected with Kam Holman for a 32-yard scoring strike. On the ensuing Cougar possession, the defense blocked a punt after a three and out series. Although the turnover did not result in points for the Bulldogs, it set the tone for a defensive effort that would not budge against a speedy, talented Cougar offense. Coupled with Towles’ signature performance, it was too much for the visitors who avoided a shutout with a third quarter, 20-yard touchdown run by Cougars’ running back Aymon Rhodes. “I thought we did a solid job in all aspects of the game,” Goochland Football head coach Alex Fruth said. “They gave us some different looks defensively that forced our offensive line to make some mental adjustments and have to adapt as the game went on. “Overall, this is the kind of game we have to have at points

Towles’ decision-making and passing accuracy continue to improve, and Fruth said his sophomore quarterback gets it. “CJ just keeps looking better and better each week. He really understands where the ball should go within the scheme of things, but also wants to know where to go
with the ball when we get into difficult situations,” Fruth said. Towles hooked up with Holman for three touchdown receptions, but one was negated by a penalty. “Friday night he (Towles) found one of his favorite targets in Kam Holman,” Fruth said. “These two can stretch a defense and open up the passing game.” Fruth also heralded a
defensive effort that didn’t break and didn’t even bend. “One more week where the defense really stepped up,” Fruth said. “That’s an impressive feat to hold that physical offense to under 100 total yards.” The Bulldogs, ranked no. 1 in Region 3B in the VHSL top 20 football rankings ahead of no. 2 James Monroe (4-3) and no. 3 Brentsville District (4-3), travel this Saturday (Oct. 26,
2:30 p.m.) to take on Blue Ridge, a team that has posted impressive offensive numbers so far this season. “Blue Ridge is a new opponent that we can’t say a ton about,” Fruth said. “We know from watching film that they have good size, love to throw the ball and are having a successful season.” It’s a test, no doubt, but Fruth said it provides several good opportunities for the
Bulldogs. “This is a great warm-up to the play-offs, when we get to see this each and every week,” Fruth said. The Saturday afternoon game also preps the Bulldogs for the postseason atmosphere. “Plus we get to practice playing on a Saturday on the road,” Fruth said. “Good experiences as we look to the play-offs.”

No. 1 Benedictine wins Homecoming, 27-26 By Nick Vandeloecht Sports Editor
GOOCHLAND - He took the snap. The quarterback found his receiver, lasered the pass. The receiver had the ball, but the regulation clock would hit zero. His Woodberry Forest team, trailing host Benedictine 27-26, needed to score now, and he couldn’t go forward anymore. He lateraled the ball to a teammate. But soon the ball came loose. Contact made it roll away, across the field and towards the right field sideline. In swooped Woodberry’s Luke Blundin, hardly pausing in his motion to bend down and scoop up the football on the Cadets’ 30-yard line before he blazed down the right side and towards the end zone, determined to take a wild play that started back on the Tigers’ 33 yard line all the way to the house... ...except he didn’t. Josh McCray caught up with him and powered into him, sending him to the ground and halting him a handful of yards shy of the goal line. The Cadets erupted in celebration, triumphant in their Homecoming game for the first time in at least 4 years and against Woodberry Forest for the first time since 2012. “To get the win today is big,” said Benedictine head football coach Greg Lilly. “Anytime we get a chance to win Homecoming - anytime we get a chance to beat Woodberry Forest - we’re thrilled.” “It felt good, because everybody had to come together,” said Cadets’ defensive standout Malik James. “We had to finish - that’s been our big thing this year - finish over everything.” “Everyone played great today,” added Dillon Tennyson, who made 9 catches for 160 yards and a touchdown in Saturday’s thriller. “But we’ve just got to make sure we finish, and next week we’re gonna make sure that we can be able to finish games.”

Woodberry Forest came in winless. That’s a deceptive stat. They haven’t lost a game by more than two possessions. Their last three games coming into this one, they were a touchdown short. They were competitive from the start, tying Benedictine at 7-all and then staying on their heels with a field goal to trail 14-10. The Cadets earned their largest lead at halftime, going up 21-10 off of sophomore quarterback Tate Plageman connecting with Tennyson on a screen pass that Tennyson turned into a 48-yard touchdown sprint down the right sideline. But from there, the Tigers flexed their big-play ability. Pinned at their 18 by Nick Turner’s punt, they responded with an 82-yard touchdown bomb over the middle, slashing the Cadets’ lead back down to one possession. Then came a yo-yo of plays that ultimately went the Tigers’ way. The Cadets recovered the Tigers’ onside kick, but soon fumbled the ball away. The Tigers marched all the way to
the Cadets’ 1-yard line, but had their momentum erased by Eddie Jackson III’s interception at the 2... ...but only for a moment. The Tigers responded by bringing down the Cadets’ ball carrier in the end zone for a safety, further reducing Benedictine’s lead to 2. And then, with the Tigers receiving the kick following the safety, they went to the house on another bomb pass, this time from 52 yards out, to goahead 26-21. But nearly an entire quarter remained, and the Cadets took advantage. They ended up losing Plageman for the rest of the game after he hurt his non-throwing hand, but they turned to switching off Anthony Fisher and Henry Dolan in the pocket. It was Fisher who aired out the 31-yarder that Nick Turner hauled in for his second touchdown catch of the game to push the Cadets back to the point at 27-26. From there, the Cadets found different ways to halt the Tigers, including on their wild final drive.
“Woodberry had a great offense, so I knew they had some trickery in it, so I respect them for that,” Tennyson said. “But I’m glad our defense came up like the past few games they have.” “It was very big - they had to do what they had to do,” James said of his defense. “I told them...this game’s gonna be hard, we’ve got to fight, and they just all stepped up to this challenge.” Joel Starlings dropped a booming sack on the Tigers’ quarterback in the first half for a loss of 8 yards. Gary Seigler, who was key in pressuring the QB throughout the game, also brought down the signal-caller for a big play in the fourth quarter. James and Brian Daughtry were both in on stops for loss. Nick Neighbors late in the second quarter robbed the Tigers of a promising drive on a diving interception in the red zone. “Defense has kept us in every game this year and has done a good job,” Lilly said, “and we’ve done it with guys out. Hopefully over the next couple weeks, we start getting
back Jack Hall and we start getting back Christian Dunn and maybe even Stevie Walden. Hopefully we start getting a little more full strength on the defensive side.” Henry Dolan has been a part of the Cadets’ heartbeat all season long. In this game, he carried the ball 20 times for 65 yards and an early touchdown. He also returned a crucial interception to Woodberry’s 39 in the closing minutes, helping his team limit the Tigers to 12 seconds to make something happen when they got the ball back. “Henry Dolan’s been great,” Lilly said. “He’s not our biggest player. He can really run. But he’s the kid that we’ve started to rely on a lot from an offensive standpoint, a defensive standpoint. He’s in every play now for us.” Dolan’s opening touchdown capped a drive that saw Plageman connect well with Tennyson through the air. There was one highlight reel-type catch that saw Plageman scramble out of the pocket and rifle the ball 20 yards down the left side to Tennyson, who jumped up and caught the ball against a defender’s helmet at the Tigers’ 13 yard line. “He just put it right there onthe-money where nobody can get it besides me,” Tennyson said. “That was just a beautiful throw.” Plageman finished the game completing 16 of 20 passes for 233 yards and a pair of touchdowns - one on the 48-yard screen play to Tennyson, and an earlier 20-yarder to a leaping Nick Turner who secured the catch to make it 14-7 for Benedictine. Turner finished the game with 5 catches for 99 yards and two scores. “We just need him to continue to improve, continue to get better,” Lilly said of Plageman. “But he’s getting better...” “He has really good people he’s throwing the ball to,” said Tennyson who added the Cadets featured great blocking on the outside on Saturday. “He’s a sophomore, he stepped up real big and he made some beautiful

Goochland volleyball features best of both worlds By Nick Vandeloecht Sports Editor
GOOCHLAND - Goochland’s Senior Night wasn’t just a showcase of the standout seniors who helped lead the Bulldogs to an unbeaten run in 17 games going into Thursday’s regular season finale at Bluestone. It was also a night featuring highlight plays from its younger student-athletes, who not only are making their presence known now, but also will help comprise a highly talented Bulldogs’ core over the next few years. The seniors in Monday’s straight-sets win over Central (25-7, 25-10, 25-11) excelled in the same ways that they have throughout the season. Ellie Spencer and Ilaria Russell were there to pick up digs and serve-receives. Setter Trinity Wonderling set up her hitters well, and she flexed her own power on kills and service aces while also going for blocks and digs. Middle Mary King used her height and power to laser the unreturnable spikes on by. Rachel
Carter made several successful attacks off her opponents’ hands from the outside edge, and she mixed well into the defensive and setting touches on the ball while also serving for points. “All of them work really hard and all of them are sort of ready for anything,” Goochland Volleyball head coach Rachel Jacobsen said after the game. “Honestly I can throw all of them into any position at any point and trust that they knew where they were going. It’s not really a concern of mine of: ‘Oh, somebody’s sick or can’t be here.’ Anybody can do all of it. We’ve got a lot of depth, and it’s been a great year for that.” The underclassmen who played Monday also epitomized their strengths throughout the season. Sophomore Blair Bussells flew from point to point on the court, and freshman Nina Smith continued to showcase her strength by smashing the unreturnable kills onto the opponent’s floor. Goochland (17-0) also saw effective blocking and several attacks for points from freshman Nicole Brown. “She’s a great player; she’s really aggressive at
the net - that was actually something last year on JV we had to work with her a lot, was like: ‘Okay, you don’t have to jump for every ball,’” Jacobsen said smiling. “She’s just so excited to grab it out of the air and just wants to get all of it. She’s a really good player - she’s a lot of fun to be around, too. She’s a great personality on the court.” And from the looks of it, Jacobsen is surrounded by great personalities on her team. “They’re a lot of fun,” she said with a chuckle. “They’re a really goofy group and we have a good time.” Jacobsen said it’s exciting to know the younger players will be there to lead the new, upcoming talent that the Bulldogs will be bringing in. She added they’ve got quite a few JV players who are already varsity-ready, and they’ve got a couple players whom they’re working towards getting up to varsity. As for Goochland’s 7 p.m. road matchup on Thursday, Jacobsen said: “It’s really good for us to especially end the [regular] season against

Senior Anna Kate Wirsing placed 12th out of 305 runners in the varsity girls B race on a time of 20:41. ORDINANCE AMENDMENT Countywide Ordinance Amendment to repeal Appendix A (Zoning) of the Goochland County Code in its entirety and adopt a rewritten Zoning Ordinance as Chapter 15 Goochland County has rewritten its entire zoning ordinance to modernize, simplify, and clarify it. The zoning ordinance moves from Appendix A to Chapter 15 of the Goochland County Code; many Articles are relocated and all sections are renumbered. In describing the changes, references are made to the Article name in the new ordinance. General Provisions: Added to purpose: protecting historic areas, implementing the comprehensive plan, reducing street congestion, facilitating adequate public facilities, and protecting water. Clarified severability clause inapplicable to Conditional Use Permits (CUPs) and rezoning proffers. Administration/Enforcement: Added preapplication and application processes, including need for complete applications. Included referrals from Board of Supervisors (BoS) to Planning Commission (PC). Added authority for BoS to revoke CUPs, and for zoning administrator to do inspection warrants and vested rights letters, deleted provision for CUPs for uses not in Code. Identified proffer condition amendments. Removed requirement for written complaints and specified notice of violation contents and appeal periods. Changed penalties from $250 to a maximum of $1000, with increasing fines for not correcting violation; included court authority to abate. Clarified time calculation for applicant deferrals. Shortened building permit requirements by reference to USBC, and clarified need for certificates of zoning compliance for accessory and farm structures. All zoning districts include a shortened statement of intent linked to the comprehensive plan. Charts are used for permitted and CUP uses, and bulk regulations. Removed primary and secondary road distinctions and use Major Thoroughfare Plan terms. Deleted Forestal Conservation – Open Space District, and Planned Office Park District. Floodplain and Dam Break Inundation Zone moved and clarified as similar to overlay district. All residential districts: lot width excludes lakes and rivers; height is changed from one story to 15’. Deleted the term low density residential. Added state code uses family day home, assisted living and group home, temporary family health care structure. Made commercial vehicle parking, home occupation, and construction trailer into uses with standards. Added home occupation use standards. Revised name: single-wide and double-wide manufactured home now dwelling, manufactured homes; and two-family dwelling now accessory apartment, detached or attached. Agricultural, General (A-1) and Agricultural, Limited (A-2): Added minimum lot size to statement of intent. New by-right uses: community garden, farm operation greenhouse/nursery – production, wetland mitigation bank, family day home, assisted living facility and group home, taxidermy shop, government building, park and ride facility, pick-your-own farm. New use with standards: accessory apartment, attached. In Goochland, turnout is a point of pride By Roslyn Ryan Editor
When it comes to voter turnout, few localities across the Commonwealth can compare to Goochland. In fact, the county was honored last March with the stateâ&#x20AC;&#x2122;s Summa Suffragari award for having the highest voter turnout in the state for the November 2018 election. To Goochland Registrar Ryan Mulligan, part of the countyâ&#x20AC;&#x2122;s consistently high turnout numbers can be traced back to the work done by former registrar Frances Ragland, who made it a point to help get local students excited about the voting process. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s really part of the culture that has been cultivated here,â&#x20AC;? Mulligan explained. â&#x20AC;&#x153;And people take a lot of pride in that.â&#x20AC;? While Nov. 5 will be an exciting day, it is also important for voters to take steps to ensure things go smoothly when they head to the polls. The following tips can help voters prepare for Election
Day: Confirm your polling location. Polling locations may have changed since last year, and voters who have moved in the past 12 months may now have to vote in a new location. Voters can contact the Goochland Registrarâ&#x20AC;&#x2122;s office at (804) 556-5803 or email registrar Ryan Mulligan at RMulligan@goochlandva.us to confirm the correct polling locations, or check their most recent Voter Information Notice (Voter Card). More information can also be found at www.vote. elections.virginia.gov. Due to this yearâ&#x20AC;&#x2122;s precinct boundary change

between 401 Shallow Well and 402 Centerville precincts, some residentsâ&#x20AC;&#x2122; polling places may have changed, and some who used to vote at St. Matthews United Methodist Church now vote at Grace Chinese Baptist Church. Also, due to the recent resolution to the boundary dispute between Goochland County and Louisa County, 102 Hadensville and 202 Sandy Hook precincts have multiple ballot styles. Voters can check to see what will be on their ballot at www.vote.elections. gov. An important note: Some voters who used to vote for the 65th House of Delegates District are now voting for the 56th House of Delegates District. Bring photo identification. Voter identification laws vary by state, but voters who want to avoid hassles or holdups may be able to do so by bringing current photo identification with them to the polling place. While such identification is not necessarily a requirement, voters who bring along a driverâ&#x20AC;&#x2122;s license or state identification card may get in and out of the polling place more quickly than those who
do not. Confirm registration. Voters can confirm that they have registered to vote by contacting the Registrarâ&#x20AC;&#x2122;s Office. Sometimes votersâ&#x20AC;&#x2122; names may not appear on the registration list when they arrive to vote, even if they previously registered. Poll workers can help voters who find themselves in such situations. But voters who want to avoid such hassles on Election Day can confirm their registration beforehand.

Several newcomers vying for state seats The following is a brief introduction to the Virginia House and Senate candidates Goochland residents may see on their ballot on Nov. 5, depending on the district in which they reside.
Virginia State Senate 22nd District Mark J. Peake - R EXPERIENCE: An attorney residing in Lynchburg, Peake is currently serving his first term in the Virginia Senate, having been elected in the January 2017 Special Election. Peake is also an active member of the Commonwealth Transportation Board, Lynchburg Regional Chamber of Commerce, Lynchburg Bar Association, Board of Directors of Lynchburg Youth & Prevention Services, and Lynchburg Republican Committee. Goochland County Sheriff In what has undoubtedly been the most contentious race of this cycle, Sgt. Steven Creasey and Levin White have been vying to fill the soon-to-be-vacant seat of long-time Goochland sheriff James Agnew. Agnew has endorsed Creasey, a lifelong resident of Goochland and career member of the county sheriff’s office. White, who has lived in Goochland for 17 years, is a former Richmond City Police officer who most recently worked for the Office of the Inspector General.
District 1 Supervisor Susan F. Lascolette, who has served as the District 1 supervisor for eight years, is facing a challenge from Crystal M. NeilsonHall, a local farmer and former public school teacher.
District 1 School Board Seeking to fill the seat being vacated by school board member Michael E. You asked, we checked: Selfies in the voting booth? Q. I am going to vote for the first time this year, and wanted to document the experience for my social media accounts. Is this OK? So you want to commemorate Election Day with a voting booth selfie? Apparently, you can do that. Ballot selfies are not a crime, according to Virginia Attorney General Mark. R. Herring. In a formal opinion issued in 2016, Herring said it’s not against the law for Virginia voters to use a cellphone inside a polling place to take photos or video of their own ballot for publication on Instagram, Snapchat or Facebook, as long
as it doesn’t interfere with other voters or disrupt the election. That doesn’t mean, however, that it is advised to vote and pose. Goochland County Electoral Board member Robin R. Lind, who requested the opinion with Isle of Wight County Electoral Board member William A. Bell Jr., called the regulation change “utter foolishness.” Along with voting on the presidential contest, congressional elections and local races that year, all Virginia voters faced two constitutional amendment questions, which Lind said likely would slow the process as voters read the text. “I can only believe that it will delay the process and may cause a good deal of consternation from people who think
they’re being photographed by somebody else,” Lind said in an interview. “That could lead to confrontations that we don’t want to have.” In his opinion, Herring said new language that explicitly allows voters to use “cameras or audio or visual recording devices” inside polling places doesn’t contradict any law, though he clarified that cellphones cannot be used to get advice or assistance from someone outside the polling place. Herring said nothing prevents people from revealing how they voted, and a state law prohibiting voters from carrying ballots away from the polling place doesn’t “constitute a prohibition on photography of one’s own ballot.” He noted that the law already allows limited
photography by media outlets. “Where the media is permitted to photograph voters and ballots in polling places, within certain limits, to conclude that filming and photography are entirely prohibited in polling places would force an incongruous interpretation of the Code of Virginia,” Herring wrote.

irginia’s elections are under assault. External threats — including the now-proven Russian cyber-probe of the state’s Virginia Election and Registration Information System (VERIS) elections management software in 2016 — are alarming, but the internal threat is more dangerous. One need not steal an election to poison democracy. It is sufficient to destroy public confidence in the election results. Uniformity All elections are local. Yet we need uniform administration of elections across the commonwealth. There are more than 700,000 voters in 243 precincts in Fairfax County, but only 2,200 in Norton’s one precinct. The largest jurisdictions have large staffs, adequate budgets, knowledgeable administrators who support operations, and ballots and instruction in foreign languages where needed. The smallest jurisdictions have cash-strapped administrators who provide the minimum required for election funding. Are all voters treated equally? Of course not. The lack of uniformity is compounded by the Virginia Department of Elections’ (VDOE) refusal to issue legal guidance on critical elections-related questions. Witness its silence on misplaced voter registrations, despite multiple recommendations to act by the Joint Legislative Audit and Review Commission (JLARC). The administration must take a stand, propose or support legislation, and direct the commissioner of elections to take the lead. Uniformity depends on central guidance, review and supervision.
Security Cybersecurity might command attention, but it is only part of the story in Virginia. Repeated outages, failures and “downings” across VERIS continue routinely. A much more robust system that can support our critical needs has been promised, but VERIS is a Rube Goldberg contraption held together by baling wire, spit and courage. I use the word “courage,” because registrars have joined hands across the commonwealth to keep VERIS functioning. Failure

Adding multiple-redundancy features to withstand external cyberattacks is useless if you haven’t funded adequate internal infrastructure to begin with.
Unfunded Mandates For decades, successive administrations have reduced funding for the VDOE, partly through reduced appropriations to localities. The current reimbursement to localities is only about 69% of what the Code of Virginia requires. Cutting the appropriation signals that funding elections is not a priority. The commonwealth does not put its full faith and credit behind its promise in the state code to reimburse localities. That lack of commitment trickles down to the thinking at local levels. Elections cost a great deal more than registrars’ salaries. Utilities, staff, officers of election, paper ballots, software, security and training all must be paid for. Four elections are coming in quick succession: this November general election, the March presidential primary, a possible June party primary and the November 2020 general election. The cost will exceed $25 million — all from local revenues.

That work is hampered by a fundamental structural weakness: The leadership changes with each administration. Institutional knowledge melts away. Only one staff member has field experience in local elections. Under high stress, with relatively low pay, they persevere, demonstrating courage and extraordinary sense of civic duty.To understand the relative importance assigned to elections by the governor and General Assembly, compare the $111,000 salary of the commissioner of elections to the $171,000 salary of the state lottery director. This in a year in which the control of the House of Delegates was determined by drawing a name out of a bowl. As political appointees, the commissioner and deputy commissioner serve at will. JLARC pointed out that VDOE has a larger proportion of political appointees than any other state agency and called for a permanent director of operations to ensure continuity. It should disturb every voter concerned about the nonpartisan administration of elections that no action has been taken. More troubling, in April Gov. Ralph Northam vetoed Senate Bill 1455, a measure passed by the General Assembly that would have placed appointment of the commissioner of elections in the hands of a five-member State Board of Elections rather than the governor. As a state senator, Northam supported this proposal in 2010; he now objects to surrendering partisan control of elections. The ability to strengthen our elections system is within our power. It requires political will, courage and obligation to civic duty. It is not a partisan issue. Neglect becomes negligence. Gross neglect becomes gross negligence.
