A Chesterfield County woman who struck and killed three people on Route 288 last year will spend a year in jail after pleading guilty to reckless driving on Monday. Claire C. Carr, 54, had faced three counts of involuntary manslaughter and up to 30 years in prison if she had been convicted, but reached an agreement that allowed her to plead guilty to the lesser charge in exchange for serving the maximum sentence of 12 CARR months. As Election Day nears, there is at least one candidate in Goochland who isn’t feeling much anxiety about the outcome. If pressed, he might also admit that he has done no fundraising, appeared in no campaign ads, and, unless you count shooting the breeze down at his local post office as a stump speech, he has made no TRICE official appearances. Even when people laugh and call his campaign a joke, Stu Trice just laughs right along with them. Because technically, well — it is. As the only candidate in the race for mayor of Hadensville, a position that doesn’t actually exist, Trice fully expects to be elected in a landslide next week.

The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home: A spayed female brown tabby, about 7 months old; a female hound mix, about six years old; and a neutered male hound, about 2-4 years old. Carr continued from >1 role in the deaths of Justin C. Ransone, 41; Amy Lee Abbott, 45; and Linli Xu, 25, all of whom died on the evening of June 27, 2018. The three were stuck while standing in a median near West Creek Parkway in Goochland after Ransone and Abbott, a couple who had been living in Glen Allen, stopped to assist Xu, a Midlothian woman who had exited her car after striking a deer. Carr, traveling in the left lane, swerved left to avoid the Mercedes, which was disabled in the left lane, and struck the three victims, according to authorities. All three were pronounced dead at the scene.

Trice continued from >1 After all, who among us can’t get behind a platform that includes working hard (but not too hard), celebrating local history, and never missing an opportunity to turn a stranger into a new friend? Trice is so popular in his neck of the woods, in fact, that his recent campaign kicked off without him having anything at all to do with it: according to Trice, he didn’t know he was running until campaign signs started to spring up all over the area reading “Re-Elect Stu Trice for Mayor.” While Trice insists he still isn’t sure who put up the signs, the title of Mayor is one he’s proudly held for some time. “I always say I wasn’t actually elected,” Trice said, but instead the title was passed down to him from an uncle, a former local postal employee who was similarly well-known in the community. Trice, who shoed horses before opening up a saw and knife sharpening shop in Hadensville, has joyfully

Authorities said Carr had been engaged in text conversations with three people as she was driving south on Route 288 within a 20-minute period leading up to the crash. She sent her final text either three seconds or four seconds before the collision, the authorities believe. In June, a judge approved a $5 million settlement in a wrongful death case brought against Carr by the families of the three victims. According to documents in Goochland County Circuit Court, the families of the three victims were awarded $5 million to be split three ways, giving each family $1.67 million. embraced his recent turn in the spotlight, and says he also understands that his candidacy may offer some people just what they need after a long and occasionally brutal campaign season. People are just too tense these days, Trice said, and points to this year’s contentions election season in Goochland as a prime example. Of course, when it comes to seeking office, Trice certainly has plenty of positive attributes. His roots in the community go back to 1860, he likes to point out, when his great-grandfather purchased 60 acres near where Trice currently lives. Also, he notes, “I’ve never made a telephone call to the Ukraine — I don’t know where that is.” At the end of the day, even if Trice can’t get all the votes, he says he hopes it won’t be lost on his fellow residents that his campaign likely won’t be the most ridiculous one this year. His candidacy may be fake, Trice laughed, “But I’m totally honest — how many other campaigns can say that?”

Obituaries JOYCE A. HICKS Joyce Ann Ware Hicks, 78, of Bumpass, passed away at her home October 21, 2019. She was preceded in death by her husband, Milton Eugene Hicks; parents, William and Edith Ware; siblings, Janice W o o d , Everett Ware and Sue Wi c k h a m . Joyce graduated from Goochland High School in 1959. During her

career, she held a variety of positions, including Secretary to the United States Army Missile Command in Redstone Arsenal, Alabama. She was the Administrative Assistant at Piedmont Christian School for eight years and retired as the Assistant Ombudsman at the Virginia Worker’s Compensation Commission in 2010. She was an active member of Salem Baptist Church in Goochland, Virginia. The family received friends on October 24, at the West Chapel of the Bennett Funeral Home. Her funeral service will be private. In lieu of flowers, the family requests donations to the Holly Grove Volunteer Fire and Rescue Department.

He is also a retired Naval Officer with 30 years of service proudly serving our country on the USS Wasp Carrier during Vietnam and serving our country at Embassies abroad. During his time in Vietnam, he rescued a shot down pilot by jumping overboard into the sea. It was quite the challenge as the pilot was wearing about 100 pounds of equipment. One of Mike’s favorite pastimes was

spending time with the family dogs. He always loved a houseful. He also enjoyed mowing the fields with his tractor, target shooting and the great outdoors. The family would like to thank Dr. Frank Bain and staff at the Goochland Family Practice, Dr. Shah, Gade and staff at the Virginia Cancer Institute in Richmond, the Parham Doctor’s Hospital Radiology Doctors and staff and At Home Care Hospice for their loving care and friendship. OPINION: Editorial, Letters to the Editor

To local candidates of all stripes, a word of thanks By Roslyn Ryan Editor

In less than a week, Goochland County residents will head to the polls to choose the men and women who will represent them at the local level for at least the next four years. And while one race in Goochland has received much of the attention for the past six months (in case you’ve been spending your days on the International Space Station or doing extended research on the bottom of the sea floor, I’m referring here to the race for sheriff) I thought it might be good in the waning days of this election cycle to offer a word of thanks to all of the candidates who will be on the ballot next Tuesday. I understand that this may a bit unorthodox. After all, we seem to prefer most of our politicians on a skewer these days, singling out for particular scorn those who dare to approach the issues of the day from a different angle than the one we prefer. That said, it might be worthwhile to stop and consider the reality of what it means for a resident, who in most cases has never run for or held public office before, to decide to put his or her time, money, and energy into seeking a local seat. Having covered the local government beat in several different rural communities, I know I risk stating the obvious here when I point out that serving as a county supervisor or a school board member is typically not a path to glamour or riches. In most cases, as far as I have been

able to observe, choosing to serve one’s community in any rural locality means marathon land use planning meetings and mountains of legal documents, charts, studies, and reports. It’s learning to sort through an alphabet soup of acronyms, and be able to drill down into the heart of a seemingly intractable problem and extract a solution that is in the best interest of your constituents. You don’t get paid a lot, and I suspect you probably don’t get thanked a lot either. Sure, there may be residents who call just to tell you that you are doing a great job — I guess that happens — but probably more often the person on the other end of the phone has an issue with an intersection, or noise, or Internet, or their neighbor’s wayward cows, or any other of a hundred different wrongs they hope their local representative can fix. (One thing that I would be remiss if I didn’t note is that Goochland’s current board of supervisors and school board members seem almost preternaturally gifted when it comes to service -- it has truly been a pleasure to watch the way they interact with residents during meetings, and the genuine concern on display when a problem is brought forward.) So, with just a few days left until Nov. 5, we here at The Gazette would just like to say that we appreciate all of the candidates’ willingness to serve, to listen, to try and be the person who gets in there and fixes what’s broke. Win or lose, you are already a credit to your community.

District 2’s Hobbs has epitomized life of a true servant leader Dear Editor, It is a genuine pleasure and honor for me to recommend Mrs. Wendy S Hobbs to the Goochland Board of Supervisors for District 2 Supervisor. I have known Wendy Hobbs personally and professionally for more than 30 years. I have found her to be an amazing woman. She wears many hats, a wife, mother, daughter, sister, manager, colleague, mentor, church member and friend. Mrs. Hobbs retired from the Department of Corrections with 35 years of service. During her tenure, Wendy held numerous jobs including more than 20 years as Warden of Fluvanna and Virginia Correctional Center for Women and served five years as the Regional Administrator for Institutions in both the Eastern and Central Regions. Mrs. Hobbs has always taken her role as a servant leader seriously. Working in the Department of Corrections she was known to be approachable. I was impressed with how Wendy

would spend her lunch with different co-workers and would sit and talk with them not about work, but about what was going on with them, their families, their goals and even the fun things they did over the weekend. When she talked to you she called your name; always listening intently, and so encouraging. Mrs. Hobbs serves as a mentor for so many and she instilled in numerous co-workers, young adults, family members and friends to become the best individuals they can be. Wendy loves to make good things happen for other people. Mrs. Hobbs is caring, compassionate, fair, and a solution-oriented person. She has a strong sense of community and believes in working for the greater good of all people. Mrs. Hobbs holds a Bachelor of Arts Degree from Saint Paul’s College and a Master of Administration in Human Resources Management from Central Michigan University. Locally, Mrs. Hobbs has served on the Goochland County Local Emergency Planning Committee, Goochland County Public School Health Advisor Board and Public School Superintendent’s Community Advisory Board. We worked together in Goochland for many years and to this day trust one another with our lives as we continue to serve our adjacent counties. Steven’s dedication to his community and strength of character are just two of the reasons why I can think of no better person to hold the Office of Goochland County Sheriff. Furthermore as Powhatan County Sheriff Brad Nunnally has told me many times, “People have to have integrity and courage to serve in the Sheriff’s Office. We can’t train them to have those qualities, they either have them or they don’t.” Steven has those qualities, I have witnessed it on countless occasions. infrastructure support had to come from the public sector to make those things go forward. Broadband is today s variation on that theme. Another example, Mr. Meyers extols Lascolette as “committed to keeping Goochland rural.” This should be easy. Developers advance proposals for new housing tracts that the Board can deny if they are at odds with the county s goal of remaining essentially rural.” Here in Manakin Sabot, the Board had no visible qualms about the recent proposal for Tuckahoe Bridge, where the developer initially wanted to cram 198 houses onto a 98-acre tract. The re-zoning hearings were epic. According to our Comprehensive Plan, this area was to have no more than one house per acre. It took repeated hearings by the Planning Commission (which voted NO, 4-1) and the Board of Supervisors, one of which lasted 4 hours as the local residents blasted the proposal. The developer then retreated to

“only” 147 houses more pushback. Then 123 houses continued resistance. Finally, the Board approved a plan for 98 houses, finally conforming to the Comprehensive Plan. Why should it take this much citizen resistance to get the Board to uphold these basic and clear guidelines? If Lascolette wanted to keep Goochland rural, why did she not simply tell the developer to bring his plan in line with our county s stated limits? Instead, the Board was wishy-washy for months. This is unacceptable job performance. In stark contrast, Lascolette’s opponent, Crystal Neilson-Hall, has been pressing hard for the county to seek infrastructure grants to facilitate extending broadband to all county residents. The Board did virtually nothing for years, not moving toward any real action until just a few weeks before the November election! Where’s the leadership in that? Neilson-Hall would vote no for bad development plans that

ignore our county s guidelines, insisting that Goochland grow on its own terms, not those that maximize developer profits. If the Board would consistently uphold our standards, developers eager to make Goochland look like Glen Allen would know better than to submit proposals wildly in conflict with our guidelines. Basically, Lascolette has had 8 years to demonstrate the values that Meyers claims for her. Instead, she has been hostile to broadband and insufficiently hostile to those who see Goochland as just another suburb. Neilson-Hall will be a big improvement in both areas. Correspondence continued from >8 the Goochland Gazette (an RTD Publication under the BH Media umbrella) as the Paper of Record for Goochland County, did not think the citizens of Goochland would be interested to know that Levin White, candidate for Sheriff, had a warrant out for his arrest and was charged with trespassing on private property on October 4, 2019? The incident was caught on a game camera. Mr. White is charged with a class 1 misdemeanor. According to § 18.2-11. of the Code of Virginia, the maximum punishment for a Class

1 misdemeanor is confinement in jail for not more than twelve months and a fine of not more than $2,500, either or both. He is scheduled to appear in court on Nov. 4, 2019 (the day before the election). Why the silence? I think the people of Goochland need to know that a man who wants to be our Sheriff feels that the law does not apply to him. That is very scary to me. Those who run for local office must be qualified for the job Dear Editor: Once upon a time in America, being a public servant meant that people holding public office actually served the public. More and more we see individuals who seek public office so the public can serve them. These individuals rarely volunteer their time in any of the numerous organizations needing volunteers in their local communities. Some volunteer to build their resumes, but they do not actually put in any time helping others. Running for public office is

no picnic. Having run and won twice, I know how important it is to know and observe all the rules. Doing so is an indication of how you will serve if elected. Many in Goochland County know how embarrassed we were when a public servant was arrested for embezzlement. It took nearly three years to clean up the mess and restore public trust in that office. The legal problems were just the most public of the many management issues prevalent in that office for years. The State Board of Elections requires all candidates to file several financial reports which enumerate all contributions and expenses during established time periods. Goochland Sheriff candidate White was cited during the summer months for campaign violations. In addition, the Finance Report for the July 1 – August 31 period, due on September 15, omitted in-kind contributions and was filed late on September 30. The next report for the September 1-30

period, due on October 15, omitted an advertising expense that should have been reported. By the same token, past performance is a strong indicator of how a candidate will handle the responsibilities of elected office. Critical to the interest of the taxpayer funding these offices is careful management of the monies appropriated for the execution of the duties of those offices supported by local government. The Sheriff’s Office FY2020 budget exceeds $5.8 million dollars. A Freedom of Information Act (FOIA) request revealed that fifteen warrants in debt were served on Candidate White from on or about March, 2004 through August 2015. Having issued over 200 Warrants-in-Debt as Goochland Treasurer, I can tell you that these are not issued until after numerous attempts to collect the debts have been exhausted. Probably all of us have missed a payment or been late at least once in our lives.

These warrants are a concern because they are not issued immediately after a payment is late. On the contrary, they are normally only issued months or even a year after the initial due date has passed without payment. The years over which this transpired is a concern because of its indication of past neglect. One of the warrants was for a bill from a country club. Several correspondents to this newspaper have indicated that they have researched the candidates. True research involves more than reading a candidate’s own website and literature. There will be no negative information there. Carefully following the rules and the law are serious indicators of how a person will perform if elected to office, particularly the office of sheriff. Candidates should have more than just a name to run on Dear Editor, I moved to Goochland county in the last year from Philadelphia, Pennsylvania to grow my family and be closer to the ones I love. So I am writing this letter from a perspective that is completely different than the ones I have been reading over the past few months in the Goochland Gazette. Coming from a crime infested place like Philly, I moved here and was elated with how kind the community is and how safe I feel having my young family here. Then I start seeing the vitriol being spewed in the letters to the editor section regarding the upcoming race for County Sheriff. I thought how can all these kind folks have such strong opinions on who sheriffs such a place that is arguably

one of the safest in the country? So I dug a little deeper to figure out why. The first thing I did was go to the candidate websites, and found that both were similar in design, but vastly different in content. Mr. Creasey’s page seems to be running on a whole lot of name recognition and very little substance. The “priorities” are vague and the “credentials” section reads like a manual for all things required to be a law enforcement officer in the Commonwealth of Virginia. It seems to be the “fluff” an eighth grader would use to get to a required word count for a paper. In stark contrast Mr. White appears to have identified areas of opportunity and plans of action to address those areas of need in the community. His “certifications” page reads like actual certifications above and beyond his job requirements, and he even has a disclaimer: I have 150+ certifications that are not listed here but are required to be a law enforcement officer (not an exact quote but you get the gist.) As an outsider it seems to

me that Goochland truly only has one real answer for candidate for Sheriff, you can choose between someone who is running on a platform of “Hey I have known you all my life, I have worked here all my life, and you all loved my daddy so vote for me!” or a real, actually serious candidate with serious proposals with a diverse criminal justice background that can help move a fast growing county into the 21st century of law enforcement. I will leave you with one quote from the late great Ned Creasey when he first ran for Board of Supervisors in 2007: “For far too long Goochland has been entrusted to what some people would call the “Good Ole Boy” network….It was a shell game played behind a veil of organized confusion.” Who do you trust with the safety of your family and community, a man with a name, or a man with a plan?

District 1 candidate Neilson-Hall will hit the ground running Dear Editor, Today I write in support of Crystal Neilson-Hall’s candidacy for the District 1 seat on the Goochland Board of Supervisors. Crystal and I initially met nearly a decade ago working for Goochland County Public Schools, where she was an art educator and the sponsor of the National Art Honor Society. She had great rapport with her students because she showed them respect, listened to them, and valued the ideas they brought to her classroom. Since that time, we’ve raised children together, connecting on the challenges of working motherhood. When began her small business in agriculture, I was eager to learn more, and had the opportunity to visit her farm and see how she lovingly cared for her animals and the land, involving her whole family in this good stewardship of natural resources. As fellow citizens committed to improving local, state, and national outcomes for our children, families, and community, I connect with Crystal often. She’s an excellent listener and sounding board, developing strong rapport with neighbors, showing them the same respect as she did to her stu-

dents back when we first met. On all issues, I’ve found her knowledgeable and thoughtful who is willing to engage alternate points of view, find common ground, and move towards action-oriented solutions. Often, she already has concrete plans to address the concern — or she works to better understand the issue and build the coalition to address it. Crystal knows our district and can relate on multiple levels because of her experiences as an educator, parent, farmer, and business owner. Without a doubt, she’s on my metaphorical speed dial for thoughtful conversation, and she always makes the time to connect with me, despite a significant personal workload. As the saying goes, if you need something done, ask a busy woman. Her work ethic is second to none, and that’s coming from a fellow busy woman. District 1 needs a representative that is not satisfied to just-wait-and-see what comes with forces of development over time, as is the current approach. District 1 needs someone who will speak for our needs now and intentionally work to meet them through strategic action. Specifically, Crystal

shows depth of understanding of challenges surrounding rural broadband, which greatly impacts economic and educational opportunities for those of us living on the other side of the digital divide. While our family cobbles together adequate internet access for now, it comes at a steep price in limited supply, which is not sustainable given the increasing needs of our family as my three children progress in school. I recognize that many families don’t even have the basic access we have, which hinders their productivity, potential for innovation in business, and ability to connect to vital resources in an increasingly digitally demanding environment. And when I’ve inquired of the current state of affairs at the county level on this issue, I hear of half-hearted attempts and a lack of action on potential state grant opportunities. Investments made in rural broadband would pay dividends and equip citizens of Goochland with greater access to opportunities our neighbors have to collaborate, connect, and contribute. The opportunity cost for inaction is just too great. Crystal understands this and is committed to proactive solutions to this and other

Goochland Girls XC: The district champions Staff Report

OOCHLAND -- A picturesque late autumn afternoon featured a dominant performance from Goochland Girls Cross Country’s runners as they won the James River District team championship in Monday’s district meet held on Goochland’s home course at Leakes Mill Park. Goochland notched a final score of 33 to runnerup Buckingham’s 52. Prince Edward (62) was 3rd. Anna Kate Wirsing won the individual championship by over a minute on a final time of 21:31 to earn the title of James River District Runner of the Year for the girls. Her teammates Grace Juran and Marissa Schroder ran 3rd (22:54) and 5th (24:21), respectively. Prince Edward runners Josephine Hemmer (2nd, 22:35) and Amber Gillen (4th, 23:49) helped complete the top five. All seven Goochland girls ran in the top 16 of the 44-runner field. Goochland’s remaining finishers were Nadia Esposito (11th, 25:00), Taylor Gagnon (13th, 25:19), Sarah Creasey (15th, 25:23) and Samantha Stern (16th, 25:25). Jackson Hoffler was Goochland’s fastest runner and best male finisher in the district championships. He ran 6th in the boys race with an 18:59. Goochland’s remaining finishers in the 50-runner field were Grayson Cagwin (15th, 20:47), David Johnson (17th, 21:01), Cody Ware (25th, 21:24), Drew Meiller (33rd, 22:07), Max Jarrell (37th, 22:42) and Sam Browning (43rd, 23:32). Prince Edward runners Hayat Khan and Saad Khan delivered a thrilling finish as they barreled towards the decisive line with Hayat narrowly out-sprinting Saad 18:07to-18:08 to win the individual district championship and earn the title of James River District Runner of the Year for the boys.

No. 1 Goochland shuts out Blue Ridge, 53-0 By Jim Ridolphi Special Correspondent

If your team is playing a late-October Saturday afternoon football game, there is probably no better setting than the campus of Blue Ridge School. But that idyllic setting quickly turned into a preHalloween haunting for the hosting Barons as Goochland thumped Blue Ridge 53-0 this past weekend in St. George. The Bulldogs didn’t deliver any tricks for the opponent’s Homecoming, but instead depended on a familiar recipe to shut down the Barons. Strategic passing and an efficient running game, coupled with a stifling defense that allowed the Barons less than 100 yards, were more than enough to send the Bulldogs home with their seventh win of the season. Dakhari Burgess opened the scoring for the Bulldogs, taking in his first of three touchdowns on a 14-yard run. “Dakhari had a great day, but all the backs did well,” Goochland Football head coach Alex Fruth said after the win. Following a Baron fumble, Devin McCray scored his first of two scores and the Bulldogs were up 14-0 early in the first period. He followed it up with a 54-yard score after taking a shuttle pass from quarterback CJ Towles, who was 5-for-5 passing, an aspect of an evolving Bulldog attack that could present problems for future opponents. “At some point teams are going to have to respect our vertical passing game,” Fruth said, “and that will really help the run game.” He added: “When we can make it hard for teams to put

eight guys in the box, we will have a bunch more opportunities to take advantage of.” The Bulldogs’ defense shut down a Blue Ridge offense that has produced big points this season. The coach said the defense’s take-no-prisoners attitude, coupled with a short memory, equates to a unit that is getting better each week. “These guys are fun to watch!” Fruth said. “We keep getting more aggressive each week and don’t let bad plays hurt our mental game. They all have short memories and want to make the next play.” The Bulldogs’ offense didn’t take its foot off the gas in the first half, and Keyshawn Smith gathered in a touchdown pass late in the first half, and scored again on a run in the third quarter. The rare private/public school matchup was the result of a scheduling error in the Bulldogs’ traditional matchup with Fork Union and Randolph-Macon Academy cancelling the remainder of its football program, leaving a hole in the schedule for both teams. What some would consider a challenge in a late season road contest with an unfamiliar opponent, Fruth sees as an opportunity, calling it “good experience getting on a bus on a Saturday and having to play a game.” “We will have to do this at some point to get where we want to go,” the coach said. The team’s philosophy is simple: “We act like it’s a business trip.” Those buses will roll again this week as the Bulldogs - still ranked no. 1 in Region 3B ahead of no. 2 James Monroe (5-3) and no. 3 Brentsville District (5-3) - head to Central for a James River District matchup with the Chargers on

Fisher, defense lead Cadets to shutout victory By Liam Nolan for the Richmond Times-Dispatch

Anthony Fisher never had played a full high school game in the starting quarterback role leading up to Friday night’s matchup at King William. It was hard to tell. Fisher racked up 243 yards and three touchdowns for Benedictine in the Cadets’ 47-0 shutout of the Cavaliers (5-3). With starting quarterback Jay Woolfolk out after undergoing season-ending surgery, and backup quarterback Tate Plageman recovering from a broken wrist suffered last week against Woodberry Forest, Fisher, a defensive back, was the next man up for the Cadets (6-2). “Anthony’s a good athlete and a smart football player; he doesn’t get wowed by the moment,” said Benedictine coach Greg Lilly. “We’ve known all year that he’s a guy that we could play at quarterback if we needed him. PRO CORNER World Series goes beyond 5 games As of press time, Justin Verlander had entered Game 6 with a chance to pitch his Houston Astros to a game-clinching World Series victory over the Washington Nationals after the Astros swept Washington at Nationals Park to grab a 3-2 lead in the series going back to Houston on Tuesday, Oct. 29. Verlander, from Goochland, started in Game 2 and pitched into the seventh inning, in which the Nationals scored six runs off of multiple pitchers, won 12-3 and grabbed an early 2-0 World Series lead after taking Game 1, 5-4. scored for the Cadets. “Our D-Line has been great all season, even though we’re banged up,” Lilly said. “Coach Coles, our defensive coordinator, does a great job of putting guys in positions to be able to make big plays. We’ve scored more defensive touchdowns this season than we ever have, and that’s not a coincidence.” Benedictine running back Henry Dolan continued to produce for Benedictine. Although he wasn’t the starter initially, Dolan has taken over at the running back position, and validated that decision on Friday. Dolan rushed for 114 yards and a touchdown. “They had a unique defense, we adjusted at half and it resulted in a couple of breakout plays,” Dolan said. Lilly was impressed by his team’s performance, on both sides of the ball. “We’ve yet to have both an offensive and defensive performance in the same night,” he said. “Tonight we finally got that performance from both the offense and the defense; we did everything in one night, and we haven’t really had that yet this season.”

In just her second year as head coach, Rachel Jacobsen can say that she led her varsity girls volleyball team to an unbeaten regular season. Goochland Volleyball ensured an 18-0 record going into postseason play on a straight-sets victory (25-14, 25-12, 25-15) over Bluestone, a team that as of Oct. 24 had only lost three games all season, including a four-set decision to Goochland the month before. That September match was just one of two regular-season contests in which Goochland had to play to four sets for

the victory - the rest have been straightsets triumphs for a Bulldogs unit that’s brimming with talent from the senior class all the way down to the freshmen. Against Bluestone on Oct. 24, senior Trinity Wonderling made 15 assists and delivered 7 kills, senior Ellie Spencer made 25 digs, junior Taylor Michaels had 5 kills and 9 digs, sophomore Blair Bussells made 10 assists and 4 aces and freshman Nina Smith delivered 8 kills and 1 block. Goochland Volleyball, seeded 1st in Region 3B, gets a bye before hosting File/Goochland Gazette a 6:30 p.m. region match on Tuesday, Goochland Volleyball’s Ellie Spencer (11) had 25 digs in her team’s 3-0 win over Bluestone. Goochland alumni complete first IronMan race Contributed Report

Two 2018 graduates of Goochland High School completed their first IronMan competition in Chattanooga, Tennessee, on Sept. 29. Garrett Kemmerly (the youngest male competitor) and Maben Hite had been training for the race for about a year with their former Goochland High School swim coach, Ed Boyle. Coach Boyle (Jachin-Boaz Triathlon Training) planned their daily workouts, tracked their progress and advised them on nutrition, hydration and equipment. Payton Harrigal, also a 2018 GHS graduate, traveled to Chattanooga to cheer his friends to the finish. All three young men are in the Triathlon Club at Virginia Tech. The Chattanooga IronMan race includes a 2.4 mile open water swim followed by a 116 mile bike ride. Once those are completed, the competitors finish the day running an entire 26.2 mile marathon. The day was blazing hot. The heat index was 112 degrees. Of the 2158 athletes registered for the race, 1794 started it. Of those, 1397 were able to complete the race within the 16.5-hour time limit. Both young men, who were introduced to the sport as swimmers working with Coach Boyle, both did very well in the swim element. Kemmerly finished the swim with the 10th fastest time among all of the amateur racers and even bested two of the 13 professional male racers.

Both Kemmerly and Hite competed in the 18-24 year old male age group. Kemmerly’s swim time was the fastest among the 33 competitors registered in that age group and Hite was 12th. Kemmerly completed the entire IronMan with the second fastest time in his age group (12:43:25) and Hite’s time was the 18th fastest time (15:57:39), but all finishers could stand proud and claim the title IronMan.

Kemmerly, Harrigal compete at Smith Mountain Lake State Park Staged from Smith Mountain Lake State Park, Kemmerly and Harrigal also participated in the mid-Atlantic collegiate triathlon competition on Saturday, Oct. 19. In all, there were 96 competitors including a large team from the U.S. Naval Academy and a varsity team from Queens University in Charlotte, NC. The race was an Olympic length triathlon comprised of a one mile swim, a 24 mile bike ride, and a six mile run. Kemmerly completed the swim with the 15 fastest time and finished the entire event with an overall placement of 30th. Of the 50 competitors from the club teams at Virginia schools (VA Tech, UVA, VMI, Liberty, JMU, and GWU), Kemmerly finished 7th. Harrigal put in the 30th fastest swim and completed the entire race ranked 39th, overall. Public Hearing to consider a Lease Agreement with Goochland County Historical Society for county-owned property located at 2924 River Road West

ORDINANCE AMENDMENT Countywide Ordinance Amendment to repeal Appendix A (Zoning) of the Goochland County Code in its entirety and adopt a rewritten Zoning Ordinance as Chapter 15 Goochland County has rewritten its entire zoning ordinance to modernize, simplify, and clarify it. The zoning ordinance moves from Appendix A to Chapter 15 of the Goochland County Code; many Articles are relocated and all sections are renumbered. In describing the changes, references are made to the Article name in the new ordinance. General Provisions: Added to purpose: protecting historic areas, implementing the comprehensive plan, reducing street congestion, facilitating adequate public facilities, and protecting water. Clarified severability clause inapplicable to Conditional Use Permits (CUPs) and rezoning proffers. Administration/Enforcement: Added preapplication and application processes, including need for complete applications. Included referrals from Board of Supervisors (BoS) to Planning Commission (PC). Added authority for BoS to revoke CUPs, and for zoning administrator to do inspection warrants and vested rights letters, deleted provision for CUPs for uses not in Code. Identified proffer condition amendments. Removed requirement for written complaints and specified notice of violation contents and appeal periods. Changed penalties from $250 to a maximum of $1000, with increasing fines for not correcting violation; included court authority to abate. Clarified time calculation for applicant deferrals. Shortened building permit requirements by reference to USBC, and clarified need for certificates of zoning compliance for accessory and farm structures. All zoning districts include a shortened statement of intent linked to the comprehensive plan. Charts are used for permitted and CUP uses, and bulk regulations. Removed primary and secondary road distinctions and use Major Thoroughfare Plan terms. Deleted Forestal Conservation – Open Space District, and Planned Office Park District. Floodplain and Dam Break Inundation Zone moved and clarified as similar to overlay district. All residential districts: lot width excludes lakes and rivers; height is changed from one story to 15’. Deleted the term low density residential. Added state code uses family day home, assisted living and group home, temporary family health care structure. Made commercial vehicle parking, home occupation, and construction trailer into uses with standards. Added home occupation use standards. Revised name: single-wide and double-wide manufactured home now dwelling, manufactured homes; and two-family dwelling now accessory apartment, detached or attached. Agricultural, General (A-1) and Agricultural, Limited (A-2): Added minimum lot size to statement of intent. New by-right uses: community garden, farm operation greenhouse/nursery – production, wetland mitigation bank, family day home, assisted living facility and group home, taxidermy shop, government building, park and ride facility, pick-your-own farm. New use with standards: accessory apartment, attached. Rearranged and simplified uses with standards: farm stand, farmers market, small cell facilities, bed and breakfast, biosolids, public assembly, sand and gravel pit, quarry, mining operation, minor sawmill, hosted short-term rental, telecommunication tower, wind turbine, accessory public assembly uses at winery cidery brewery or distillery. Added and revised home occupation use standards. New CUPs: accessory apartment detached, electronic message center, farm distribution hub, farm and feed store, livestock market, car wash, convenience store, gas station, retail, solar energy farm, gunsmith shop, home-based business, adult day care center, commercial recreation, overnight respite care, water and wastewater plant. Revised names: fruit and vegetable stand now farm stand; lodge, hunting club, radio-controlled model airplane club and private club now private club; campground and summer camp now campground, camp, day or boarding; youth home now children residential facility or therapeutic group home; processing plant for agricultural and forestry products now agricultural processing; other public assembly places now public assembly places; service station, public garage, repair shops now automobile or vehicle repair or service station with major repairs under cover; Agricultural, Intensive (A-3): Added all A-1 uses. Same revised names as A-1. Deleted nutrient management plan requirements and replaced with state code requirements. Residential, Rural (RR): New use with standards: accessory apartment attached. Moved residential chicken-keeping to use with standards. New CUPs: adult day care, accessory apartment detached. Deleted shared access information and staff authority to waive open space requirements. Rural Preservation (RP): Same uses as added to RR. Removed telephone booths. Residential Limited (R1): Deleted prohibition on home occupation. Moved animal section. Decreased lot width from 200’ to 150’ with water or sewer. Made use with standards: residential chicken-keeping, accessary apartment attached. New CUP use: accessory apartment, detached. Deleted nursery schools and private kindergarten since included in school uses. Residential General (R3): Statement of intent recommends multi-family uses for village areas with public utilities. Same use changes as R1. New duplexes and triplexes need CUPs. Decreased required lot width with water or sewer. Residential Neighborhood (RN): Added exception to open space requirements for 6 or fewer lots. Same use changes as R1. Residential Office (RO): New use with standards: accessory apartment, attached. New CUP use: accessory apartment, detached. Revised 20% maximum building lot coverage to 50% impervious area coverage. Deleted lighting and ground cover sections. Clarified office parking wall and fence requirement only when adjacent to residential uses. Residential Planned Unit Development (RPUD): Changed base density from 2 units per acre to 2.5 units per acre and deleted environmental incentives. Deleted duplicative submittal requirements. Open space requirements reduced from 30% to 25%, exclusive of perimeter buffer. Added requirement for sidewalk on 1 side of street except short cul-de-sacs. Deleted residential Floor Area Ratio (FAR) requirements. Deleted residential density not to exceed 6 units per acre. Same use changes as R1. Residential Manufactured Home Park (RMH): Changed mobile home to manufactured home. Deleted prohibition of manufactured home within 500’ of residence. Changed road requirements from 18’ to 20’ wide and support 75,000 pounds. Deleted electrical and plumbing standards because in USBC. Deleted specific parking requirements, and fires only in stoves or other equipment. Changes to all commercial and industrial districts: Clarified additional landscaping needed if uses adjacent to residential or agricultural uses. Mixed Planned Use Development (MPUD): Clarified boundary of Centerville Overlay District. Clarified CUP available to delete design standards, site development regulations, land use ratios, and common open space requirements. Business Limited (B2) renamed Neighborhood Business (NB). Clarified that district intent is transition between residential and more intensive commercial. Business General (B1): Categorized uses into general commercial office, food beverage, recreation entertainment, public institutional, light industrial, and utilities. New by-right uses: auction house, bicycle sales and repair shop, gas station, personal services, packing and mailing services, shopping center, studio and shops for artists, teachers and craftsman up to 3000 SF, brewpub, catering meal delivery, brewery, distillery, college or university, park and ride lot, government services, car wash, indoor recreational facility, and broadcasting studio. New CUP: electronic message center. Identified as having use standards: adult business, drive-thru business, temporary construction trailer, shopping center, child care center, and small cell facility.
