Harrison Hankins insists that his service to the community is nothing out of the ordinary, and is simply in keeping with what he and his fellow law enforcement officers do every day. Plenty of others, however, beg to differ. Last month, for the second year in a row, Hankins was awarded the Deputy of the Year honor by the Dewitt Clinton Masonic Lodge #141. “I was very surprised,” Hankins admitted about HANKINS learning that he had earned the award once again. Hankins was nominated by Goochland County Sheriff Jim Agnew, who was himself honored with the Community Builders award from the Grand Lodge of Virginia AF and AM for his 28 years of service to Goochland County. By this point, Hankins is no stranger to

In 2017, he was honored with a Bronze Valor Award during the 28th Annual Valor Awards ceremony at the Greater Richmond Convention Center, after helping to save the life of a man trapped in a
burning vehicle. Hankins says he has never doubted his choice to make law enforcement his career, and says he particularly enjoys that no two days are ever the same. Hankins said he also appreciates the fact that by focusing on areas such as narcotics investigations he and his fellow officers are able to prevent other crimes — such as breakins — that would likely stem from drug activity.
In addition to his regular day-to-day duties, Hankins said one of the most enjoyable parts of his job is organizing the annual Kids Fish Day, a free event he founded two years ago to help give local kids the opportunity to enjoy a day of fishing. Last year’s event drew over 200 kids to the county’s Boy Scout camp on Maidens Rd, all of whom received a free rod donated by Cabela’s

Tucked away in a bend on Shallow Well Road, Goochland’s Hebron Presbyterian may look at first like a quaint little country church. Obituary MARY N. HAYDON Mary Nuckols, Haydon, 92, passed away peacefully on November 14, 2019, in Richmond, Va. She was born in Goochland, Va., on September 8, 1927. She was preceded in death by her husband, Alvah Edison Haydon Jr.; her son, Stephen HAYDON Nuckols Haydon; and her parents, Diana Berger Nuckols and Stuart Mays
Nuckols. She is survived by her son, Michael Edison Haydon, his wife, Robbin Reinhardt Haydon and their children, Thomas Michael Haydon and Lindsay Elizabeth Haydon. Mary was a graduate of Mary Washington College and worked for many years as an administrative assistant for Virginia State Senators when the General Assembly was in session. She was a board member of the AAA regional board, a member of the Tuckahoe Woman’s Club, Country Club of Virginia, Indian Creek Yacht and Country Club and River Road Church, Baptist. A farm

Code rewrite an example of going the extra mile By Roslyn Ryan Editor
If you’ve ever had a job in your life — and most of us by a certain age have had many — I will bet that the following scenario will seem familiar: in whatever kind of environment you were working, be it a warehouse or a corporate cubicle farm, there was at least one policy or procedure that made everything harder and more complicated but that everyone continued to follow because, well, “that’s just how things
have always been done.” I can think of countless examples of this: the use of multiple, redundant forms when one streamlined document would do. The refusal to accept a technological solution that would save time, money or man hours. The (misguided) notion that simplifying instructions or streamlining processes would somehow equate to a “dumbing down” of the company’s mission. People have all kinds of reasons for fearing change, but the fact remains that there are few scenarios
where choosing to simplify is not rewarded. “Any intelligent fool can make things bigger, more complex, and more violent,” said famed economist E.F. Schumacher. “It takes a touch of genius — and a lot of courage — to move in the opposite direction.” The most recent example of simplification gone right is one that some Goochland residents are already aware of, and that many more will likely be happy to hear about.

Letters to the Editor Long break may have caused issue for Bulldogs football Dear Editor, I am writing in response to the articled titled “Goochland Football clears Independence 42-6 in first-round of 2019 Playoffs”, published in your newspaper on November 18, 2019. This article portrays the hardworking, dedicated Goochland Bulldogs football team that I used to watch play every Friday home game at Goochland High School. The team is first seed in Region 3B and has won 11 out of 12 of their games. Opposing teams are backing down and this led to a two-week layoff in between games. While this displays the Goochland team as fierce opponents it also caused them to lose their normal groove as a team. Despite the obvious defeat of Independence, at 42-6, Coach Alex Fruth was quick to mention that the team was out of sorts and acting unlike themselves throughout the game. Not playing for long period of time may have boosted the teams’ confidence as competitors, but it also unintentionally caused them to make errors. We always promote our home football team with huge crowds cheering and all the support we can give to boost confidence in the players, all in turn to bring back championship wins. Though, we have to factor in that high confidence could subsequently lead to not playing like a team and lacking the normal charisma that leads the Bulldogs to be so successful. Bulldogs heading to Class 3, Region B final By Jim Ridolphi, Special Correspondent
Football practice around the holidays has become a tradition for the Goochland Bulldogs football team. That hard-earned heritage continues this week after the team recorded a 56-22 semifinal victory over Skyline to earn a spot in Saturday’s Region 3B final against James Monroe at Goochland. “Practicing on Thanksgiving is a goal of ours each and every year,” Goochland coach Alex Fruth said after the win. “The fact that we get to continue this tradition is a reflection of the hard work that these players and coaches put into this program. “We don’t have this opportunity without these guys wanting to continue to improve week in and week out. The culture that Joe Fowler built continues with the work that gets put in all off-season and football season.” The visitors endured a first period Bulldog scoring salvo that put the game out of reach early. Goochland took advantage of every miscue suffered by the Hawks and forced a few as well. After taking the opening kickoff, the Bulldogs relied on solid running from Quincy Snead and Dakhari Burgess to produce the first score. The Hawks allowed the ensuing kickoff to fall to the turf where the Bulldogs pounced on it, setting up a second score when CJ Towles hit Kam Holman for a 22 scoring strike, his first of two touchdown tosses for the evening. The Hawks’ fortunes didn’t improve on the next series, and Will Stratton blocked his 10th punt of the season to set up the next score. Conner Popielarz busted over from one yard out to make the score 21-0, still in the first quarter. After Towles got his first interception of two for the night and set the Bulldogs up deep in Hawk territory, Snead covered the final 11 yards. As the quarter ended, Goochland led 28-0. Towles finished the game 6 for 7 for 115 yards and two touchdowns

through the air. “CJ did a really nice job of sticking to the game plan on offense and defense and making the right read,” Fruth said. “Our offensive line and backs did a fine job giving him time to make his throws.” The offensive effort was equaled by a stout Bulldogs defense that never allowed the Hawks back in to the contest. “Kindrick Braxton and the other linebackers (Will Stratton, Peej Timberlake and Anthony Holland) were all over the place shutting down the run game,” Fruth said. Fruth said the defense realized that the size of the Hawks would provide a challenge, but stepped up in a big way. “All week we knew how big they were, but we held them to 2.2 yards a carry. That is an example of great team defense,” Fruth said. “I thought
the front eight did a great job of shutting down the run. Once we did that and they started shifting their plan to throwing the ball, well, we have some ball hawks in the secondary that made some really big plays. The pick 6 by CJ was electric — Great read and drive on the ball!” By halftime, it was 49-0, and with a running mercy rule clock, Goochland inserted its reserves. The Hawks put up three consecutive late game scores to make it closer on the scoreboard, but the outcome was never in question. The win propels the Bulldogs to a matchup with James Monroe for the Region 3B crown and a shot at a state semifinal berth. The victory also displayed the ability of the Bulldogs to play with intensity from the opening kickoff. “I thought we did a great job of playing a complete game, espe-
cially in the first quarter,” Fruth said. “The offense, the defense and special teams all made plays right off the bat in order for us to really force Skyline into a difficult position of playing catch up.” Forced turnovers, intense focus and a good game plan all contributed to the win. “We made our [own] luck, starting with the opening kick-off, the [blocked punt] and then the quick strike to Kam when we saw the mismatch at corner. “It was a great example of what happens when the coaches, especially the defensive staff and the special teams coach (Fitz), have a great game plan and the boys buy into it and follow it up by going out there and making it happen.” James Monroe will present the Bulldogs with their biggest challenge of the postseason, and the coach
knows it will require full effort and focus to secure a win. “JM is very athletic. They are having a heck of a season, behind a big play offense and a defense that creates turnover after turnover,” Fruth said. “Two of their three losses came to really good football teams in Eastern View and Mountain View, but they were missing their QB Aidan Ryan.” In addition, the Yellow Jackets have talented running back in Jawuan Fauntleroy, and are stacked at the wide receiver position, which will present the talented Bulldog secondary with a challenge. “They have one of the fastest wide receivers we will have seen in Dimario Brooks,” Frith said. “It will be a great test for our defense.” Game time is 2 p.m. this Saturday at Goochland.

Bulldogs’ year concludes in state semifinals By Nick Vandeloecht, Sports Editor
YORKTOWN – Tabb was two points away from securing the match. Goochland was trailing by seven. But the Tigers’ attack bounced the ball off the net, sending sophomore Blair Bussells back to serve for the Bulldogs. Every serve cleared the net. Tabb hit one wide and was unable to return another. Bussells’ teammate, freshman Nicole Brown, accrued a couple points, and the Bulldogs delivered a wild diving dig that sent the ball back over the net and skipping across uncovered space in the middle of the floor. Suddenly, the Bulldogs were trailing 23-22 – surging with a chance to tie the Class 3 semifinal match at two sets each. But Goochland saw an attack of its own ricochet off the net. Tabb got back the serve. The Tigers launched a long attack. Officials declared the attack was inbounds for the kill, and Tabb’s players erupted in celebration, having secured a 3-1 triumph over Goochland (25-12, 22-25, 30-28, 25-22) and a berth in the Class 3 final. The Bulldogs (22-1), meanwhile, saw their season end both in heartbreaking and hard-fought fashion. “That was an incredible game,” said Goochland coach Rachel Jacobsen. “The girls, they played their hearts out. They did the best that they absolutely could. They have a really good team here at Tabb, so I’m really proud of our girls for working as hard as they did.” The Bulldogs rallied to tie the match at 1-1 after a tough first set, narrowly winning the second after Tabb continued to fight its way back into the picture. Sophomore Nova Wonderling, who made plays all over the place with 7 kills, 8 digs and multiple blocks, delivered two serving runs of 5 and 3 points, while senior middle Mary King served through a 4-point run to give the Bulldogs a 21-17 advantage after she went back to serve off of her own dink for a kill to break a 16-all tie. The Tigers rallied to trail 22-23, but they knocked backwards a dink from Taylor Michaels to set up the Bulldogs’ set point, and Nova secured the set on a

The third set, however, proved crucial to the Tigers’ victory; they bouncedback from a 20-13 hole to take the lead for the first time in the set at 25-24 and capped their wild rally on a 30-28 triumph. But when Tabb looked like it’d run away with the fourth set in a fashion similar to how it cruised in the first, Bussells (10 assists, 9 digs) helped make a game of it with her 5-0 serving stretch late in the stanza. She also helped prolong the third set by narrowly keeping an incoming
shot from Tabb off the ground when the Tigers were leading 25-24. “Blair is just there for anything,” Jacobsen said. “She’s everywhere all the time…she rocks; we love having her around and I’m glad to have her for another two years.” Senior leadership shone the way for Goochland throughout its dominant 2019 season. King in her final high school match landed 5 kills and 2 service aces. Trinity joined her teammates in mixing dinks into her attacks and showcased her versatility until the end with 15 assists and 16 digs. Senior
defensive leaders Ellie Spencer and Ilaria Russell absorbed big hits in their final showing, with Russell hitting the ground and reaching for receives and digs and Spencer racking up 28 digs. “They’ve done an awesome job; honestly they’ve worked so hard, they’ve been such great leaders,” Jacobsen said of the seniors. “They really helped to build this program and we’re going to be real sad to see them go.” But the Bulldogs are also stacked with young talent in addition to Nova and Bussells. Freshman right side Nina Smith, whose hammering arm forced

Michaels, a junior, anchored her team’s defensive effort; on one second-set save in particular, she went low and dug the ball centimeters above the floor to keep the point alive before her teammate Brown, a freshman, grew Goochland’s lead to 22-17 on a dink. “We’re going to keep moving forward from here,” Jacobsen said. They’re sad to see the season end, she added, but they’re ready for anything next season.

Previewing Goochland wrestling for 2019-20 By Nick Vandeloecht, Sports Editor
Goochland High School’s wrestling program is still young overall as it heads into its fifth year with the 2019-20 season. But when the Bulldogs step onto the mat, head coach Mike Nadder expects to win. “That is my mentality,” he said. “It doesn’t always work out that way, but if you expect to lose, you probably will.” This season, he’s expecting several wrestlers to place well in the regional tournament and advance to states. “We had no one attend the state tournament last year and that was a disappointment,” Nadder said. “Last year we were battling lots of injuries and several concussions, so this year we are trying to cut back a little on our live wrestling so that hopefully we are healthy at the end of the year. There’s a fine balance there that we will try to tweak as we go.” The team will be without its last four weight classes until the conclusion of the football season, but it’s projected to add about 10 more wrestlers who are part of
Goochland’s football program. The Bulldogs also have several middleweight wrestlers who will be competing for a spot on varsity. “One of the problems we will have is making sure we do not have our best wrestlers sitting,” Nadder said. “We will try to move kids around the best we can.” This year’s team also returns a very good core of wrestlers who “expect to make a little noise this year” according to their coach. They include Jonathan Daly, Max Moreno, Ethan Ford, Coree Vincent, Alex Thompson, and Ayden Doczi. Nadder anticipates that Daly and Moreno will lead the Bulldogs at the beginning of the year until they are a complete team. Will Browning is in his third year, and he’s looking really good for the season according to Nadder. The team also has quite a few second-year wrestlers (Grant Heidel, John Summit, Riley Hite, Abdul Soccarras and Blake Smith) whom Nadder expects to contribute right away. “As the program grows, so does the interest in the school and right now we are fighting for room because we have so many kids,” Nadder said. “A lot of the
returning wrestlers attended our open mat sessions during the summer and that has made a big difference.” Right now the Bulldogs have about nine kids from the middle school who participate with the team. Coach Jeremy Wampler works with them on Tuesdays and Thursdays for about an hour, and then they join Coach Wampler’s practices. “We are trying to get the younger kids interested at an early age. Coach Wampler has worked extremely hard organizing these practices. We are really excited about the future and are hoping to start a middle school team soon,” Nadder said. “We are also hoping at some point to have our own wrestling room, but right now we do the best with what we have to work with. My athletic director, Joe Fowler, has been unbelievably helpful as we continue to grow. Anything I need he seems to have for me. We have a lot of support from the administration and awareness amongst the students is really growing. I’m really hoping to have large attendance at our home matches.” Last year Goochland’s record was

13-15. The Bulldogs wrestled a very tough schedule, so Nadder was happy with their progress throughout the season. He said this year‘s schedule is just as tough as last year’s schedule, “and that’s important so that we are prepared for the post season and are not caught off guard.” Their opponents will include but are not limited to Cosby, Benedictine, Godwin, Freeman, Hermitage, Tucker
and Powhatan. The Bulldogs will also be attending two tournaments this year at Patrick Henry High School (Tuesday, Dec. 3, 6 p.m.) featuring an eight-man individual bracket, and at Dinwiddie in a 12-team dual tournament. “If we have a full team I expect to do well in both of those,” Nadder said. “By wrestling some of the toughest teams in the area I expect to be ready for the postseason.”
Previewing Goochland girls basketball for 2019-20 By Nick Vandeloecht, Sports Editor
Goochland’s junior-and-senior-heavy varsity girls’ basketball team is heading into the new season with height on its side, and it’s also bringing back players who were key to last year’s successes. The Bulldogs are coming off a 2018-19 campaign in which they went 17-10, reached the Region 2A semifinals and featured senior leadership from Lanaysia Gonzalez, Justice Tibbs, Blake Thomas and Anjelyn Carter. Following those players’ graduation this June, Goochland coach James Harris said the Bulldogs lost a little bit of rebounding, points production and one-on-one lockdown defending, but he sees this year’s team defense being a little bit stronger. He also anticipates more ball movement and passing among his players to set up the best shots. This year’s seniors include Carleigh Gilstrap, Victoria Lopez, Kenley Warren, Jalyn Burns and Lilly Yutzey. Multisport junior standout Gabby Ragone is back, and she’s expected to lead the way and control the tempo once again
as the starting point guard after her strong performance as a sophomore. Goochland is bringing back a force in Burns at the center position, and junior Ahmani Quarles and sophomore Emmy Paulin, who both got pulled up from JV last year, are returning as well. Juniors Megan Bowers, Taylor Whitfield and Shaylah Duff are among this year’s newcomers. Seven of Goochland’s 12 players are listed as 5-8 or taller. Lopez is listed at 6-1; junior Danae Baugh is listed at 5-10. “Our bigs are a little bit bigger this year,” Harris said. “That’s going to help protect the rim, even if they’re not blocking shots, but just…height-wise, just being there and [deflecting] or having those other girls changing up their shots.” This year’s team is still working a little bit on its chemistry, but Harris said it’s getting there. He’s also looking for his players to be a little more vocal on defense. Additional defensive goals for the Bulldogs include getting ball deflections, limiting the opposing team to one shot, closing out the possession
and being disciplined, which includes not bailing out teams with fouls. This year’s postseason will have a new look for the most part with Goochland getting bumped up from VHSL’s Class 2 state classification to Class 3. The Bulldogs’ James River District-heavy regular season schedule remains consistent with last year, but they’ll face two opponents in Class 3 or higher to start off. They’re currently slated to open the regular stretch at Patrick Henry in Ashland on Tuesday, Dec. 3 (7 p.m.), then play at Fluvanna on Thursday, Dec. 5 (7 p.m.). Their home opener versus JRD opponent Cumberland is scheduled for Friday, Dec. 6 (7 p.m.). They’ll also face Class 4 team Powhatan twice this year, once on the road (Monday, Dec. 16, 7:15 p.m.) and once at home on Goochland’s Senior Night (Wednesday, Feb. 12, 7 p.m.). The ultimate focus for the team is to win the state championship. Patterson Ave should not become like Short Pump Dear Editor, A developer has requested the rezoning of 8+ acres on Patterson Ave. at Creekmore Road, west of 288. The property is currently zoned as “R-O”, residential-office. The request is to rezone the property to “B-2,” allowing for business-
es. I live in a community impacted by the rezoning request; however, my home is not particularly close to the property. The rezoning request was recently approved by the County’s planning commission, on a 3 to 2 vote. The recommendation to rezone to business is going December 3rd to the Board of Supervisors for final approval. If approved, properties along Patterson Ave. may be opened to many types of businesses not

allowed in the current zone “R-O.” These include retail trade, restaurants, offices, bed & breakfast, repair and maintenance services, and more. This proposed “B-2” zoning is rare along Patterson Ave. If approved by the Board of Supervisors, more rezoning along Patterson west of 288 [our Virginia Byway, Rt. 6,] seems inevitable. That can result in Patterson Ave. becoming the next Broad Street at Short Pump.

Williamson Commissioner of Accounts Goochland County Circuit Court Public Notice - Environmental Permit PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater into a water body in Powhatan County, Virginia. PUBLIC COMMENT PERIOD: November 28, 2019 - December 30, 2019. PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit - Wastewater, issued by DEQ, under the authority of the State Water Control Board. APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Virginia Department of Corrections; 3600 Woods Way, State Farm, VA 23160; VA0020699 FACILITY NAME AND LOCATION: Powhatan Correctional Center Wastewater Treatment Facility: 13600 Woods Way, State Farm, VA 23160. PROJECT DESCRIPTION: Virginia Department of Corrections has applied for reissuance of a permit for the Powhatan Correctional Center Wastewater Treatment Facility. The applicant proposes to release treated sewage wastewaters at a rate of 465,000 gallons per day into a water body. Sludge from the treatment process will be removed by a contractor who is responsible for land application of the sludge. The facility proposes to release the treated sewage wastewater into an unnamed tributary to the James River in Powhatan County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, organic matter, bacteria, chlorine and solids. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
