When it comes to the many signs seen around Goochland County, changes are coming in January as the county ushers in its newly revised zoning ordinance regulations. Thanks in part to a 2015 United States Supreme Court ruling that deemed localities could not regulate signage based on the type of information conveyed, communities across the country have been working to rewrite their own local ordinances governing signs. As Goochland’s Director of Community Development Jo Ann Hunter explained to

Pets of the week After a two-year effort, Goochland’s code ‘facelift’ done By Roslyn Ryan Editor

Thanks to an intensive, two-year effort on the part of the county’s Community Development office, Goochland residents looking to find key information in the county’s Zoning Ordinance will likely have a much easier time starting this January. On Nov. 6, county supervisors unanimously agreed to adopt an overhauled version of the county’s Zoning Ordinance, officially ushering in what Director of Community Development Jo Ann Hunter explained is a more clear, user-friendly, and easier to navigate version of the document that had been in use for the past 50 years. Simply put, Hunter explained, the goal of the project was to “modernize, simplify and clarify” all areas of the code, as well as to correct long-standing errors. But while it was obvious to many why the document needed to be reworked, actually getting to the finish line of the project proved to be a complicated and lengthy process. All told, Hunter said, she and her team participated in over 20 Planning Commission work sessions focused on the rewrite, and held three citizens meetings to gather feedback from the public. That was in addition to many hours spent discussing the project among themselves in the Planning Department, Hunter said, describing meetings during which she and her staff vigorously debated how best to clarify certain sections and what would improve

usability. The final product, she explained, includes vastly improved charts and graphics, new definitions to help improve clarity, and streamlined sections that have been arranged in a way that makes far more sense than the previous document’s haphazardly placed information and often confusing terminology. Several rarely-used zoning classifications were also removed, including those for Forrestal Conservation Districts and Planned Office Parks. Finally, in addition to fewer headaches for residents who regularly consult the code, there was a financial upside to the many hours Hunter and her team put in: According to Goochland County Administrator John Budesky, the county saved around a half a million dollars by not paying an outside firm to take on the project. In concluding her presentation, Hunter thanked Environmental Planner Leigh Dunn for her help on the rewrite, describing Dunn as her “right hand woman.” Also key to getting the project completed were Deputy County Administrator for Utilities and Community Development Todd Kilduff, County Attorney Tara McGee, paralegal Cristina Neale, Assistant Director of Community Development Debbie Byrd, Principal Planner Tom Coleman, Zoning Administrator Anita Barnes, Deputy Zoning Administrator David Lloyd and Building Official Gary Fisher.

The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home: Top row, a male brown Tabby kitten, about 9-10 weeks old; a female white/tan kitten, about 9-10 weeks old; and a black male kitten, about 9-10 weeks old. Bottom row, Small male beagle, about 4-6 years old; a small male, beagle, also about 4-6 years old; and a male black kitten, about 16 weeks old. Please note: All cat and kitten adoption fees are $25 from now until Dec. 30. The Goochland Animal Shelter is open from 9 a.m. to 2 p.m. Tuesday through Saturday. Signs continued from >1 supervisors recently, Goochland used the recent overhaul of the county’s 50-year-old Zoning Ordinance as an opportunity to also rework the county’s signage policies. Because the court ruling essentially rendered all sign ordinances referring to content-based signs unconstitutional, Hunter said, the county’s new code does not feature any use of that term. The revision also reworked the rules on sign construction and added definitions for everything from “feather sign” to “flashing sign.” And while content may be off the table, the county can still regulate with regard to location, size and other factors. Signs now expressly prohibited include those that move, and those that emit smoke, scent or sound. Carried signs are prohibited, as are signs that are considered “off premise,” meaning . Temporary signs, although they do not require a permit, cannot exceed 32 total square feet and must be no higher than 10

feet. Businesses may only display a temporary sign for 180 days in any one-year period. As one might expect, the signs most tightly regulated are the electronic message boards, those flashing signs often seen outside of banks and occasionally schools. According to county rules, those signs may be used only in agricultural, commercial and industrial areas, provided the sign owner receives a Conditional Use Permit from the county. Building and electrical inspections are required, and the signs must be located in an area where they will not compete with traffic signals. When it comes to the message displayed, the signs must not change more than once a minute, or display a different message on each side. They cannot shine toward any dwelling, and must feature an automatic dimmer that kicks in between 11 p.m. and sunrise (unless the business is operating during those hours). While the changes are not expected to impact signs already in use, any new signs will be expected to adhere to the new regulations.

McLaughlin: Goal is to help people overcome, thrive By Roslyn Ryan Editor

A former Goochland County resident has begun a new business venture, hoping to use her own past challenges to help others live happier, healthier lives. Jasmine McLaughlin recently founded Empowered to Thrive Counseling and Wellness LLC, a therapy practice focused on mindfulness-based, cognitive-behavioral, and solution-focused therapies. McLaughlin held an open house last weekend, and is currently accepting new patients. When it comes to the spark that led her to leave her fulltime job as a behavioral health care coordinator at Anthem, Inc and step out on her own, McLaughlin said she felt the timing was right. Having seen firsthand as a teen the kind of positive impact therapy could have, McLaughlin says she knew early on that it was a path she wanted to follow.

“I know it sounds cliché, but I love helping people,” she said. And I knew I wanted to help people to realize that they could overcome the challenges that they face in their lives. After graduating from the Maggie Walker Governor’s School in 2008, McLaughlin went on to earn a degree in Sociology from the College of William and Mary in 2012, and a Masters in Social Work from Virginia Commonwealth University in 2015. Obituaries MARY N. HAYDON Mary Nuckols Haydon, 92, passed away peacefully on November 14, 2019, in Richmond, Va. She was born in Goochland, Va., on September 8, 1927. She was preceded in death by her husband, Alvah Edison Haydon Jr.; her son, Stephen Nuckols Haydon; and her parents, HAYDON Diana Berger Nuckols and Stuart Mays Nuckols. She is survived by her son, Michael Edison Haydon, his wife,

Robbin Reinhardt Haydon and their children, Thomas Michael Haydon and Lindsay Elizabeth Haydon. Mary was a graduate of Mary Washington College and worked for many years as an administrative assistant for Virginia State Senators when the General Assembly was in session. She was a board member of the AAA regional board, a member of the Tuckahoe Woman’s Club, Country Club of Virginia, Indian Creek Yacht and Country Club and River Road Church, Baptist. A farm girl at heart, Mary traded in her saddle for a fishing pole and enjoyed her summers at her Irvington home and fishing

Field Day of the Past’s popular annual holiday festivities include tours, Santa ‘Celebration of the Season’ will be held Dec. 14 Contributed report

Field Day of the Past will celebrate the holiday traditions of giving and sharing on Dec. 14, as it once again lights up the show grounds on Ashland Road in Centerville. Each year, volunteers deck the halls and many of the permanent structures on the grounds in glittering, glimmering holiday attire. Icicles drip from the Short Pump Garage and Short Pump Grocery, a huge star beams from the fire tower. The gold mining equipment, the sorghum building, the smoke house and other buildings twinkle and shine. Springfield

Baptist Church stands in a soft glow, a lit tree hangs from one of the water towers and candles blossom in the windows of the Pullman car. “A Celebration of the Season” invites visitors to join in a family fun time celebrating the holidays. Inside the Educational Building, a huge tree awaits some helping hands to decorate it. Visitors are invited to the tour the grounds on the tram. A bonfire lights up the night, adding a sparkle to the surroundings, and youngsters are invited to enjoy the warmth and roast marshmallows over the fire. It has also been reported that Santa will be appearing during the evening. Kids (of all ages) will be able to visit with Santa, and afterwards visit the Field Day of the Past Post Office and put their wishes in writing. is canned goods for the Goochland Food Pantry. Last year visitors brought in 190 pounds of food stuffs, and this year’s goal is to top this — so please support them with your donations. “A Celebration of the Season” will be held from 4 p.m. to 8 p.m. at the Field Day of the Past showgrounds, located at 1741 Ashland Road in Goochland. It all seems so overwhelming at times, and, in a society filled with challenges, the idea of one person making a difference appears, at best,

remote. And, at this time of the year, the needs of less fortunate people become more visible, and a joyous season reminds all of the plight of many of our fellow Americans. Giving has become part of our holiday tradition, and many groups

highlight efforts to assist the underprivileged and provide cheer during a season that would otherwise be joyless. The efforts come in all shapes and sizes, just like the people they serve. There are coat and shoe drives,

I have been fortunate to witness the efforts of one of these heroes who spends countless hours, money and effort helping less fortunate individuals. He’s an old friend and colleague who now has dedicated his life to assisting homeless and underprivileged people in his neighborhood. You can regularly catch him at the local McDonald’s purchasing breakfast and hot beverages for people residing on the street. He visits lines of people waiting for shelters to open and hands out clothing items or toiletries. His efforts have become well-known to those who know him and his goodness. His efforts are pure and from the heart, and he seeks no attention of recognition for

his efforts. Knowing this man’s history, a long and frustrating struggle with drugs, I understand his insight and willingness to delve into a problem that, to most of us, seems overwhelming and unsolvable. After dedicating his life to his faith, he was freed from his bonds of addiction and made a commitment to help those who need a hand-up. He knows first-hand that one act of kindness can transform a life, and it’s never too late to change a life for the better. His work is not as glitzy as a mall Christmas tree or as visible as a bell ringer, but the rewards of his tenacity and dedication yield no less important results. I write this story without

naming this individual for several reasons. Primarily, it’s his message and work that are important, not his name. And, secondly, I know he doesn’t seek publicity or public validation of his efforts. His small network of friends contribute clothes and food to ensure the work reaches more and more people, and he continues to spend his hours before and after work, doing what he considers the Lord’s work, visiting with and contributing to his fellow humans with acts of kindness and generosity. It’s a message that is especially poignant at this time of the year, but, as displayed by his efforts, is important 365 days a year. So, that’s what one person can do.

Of course, even when Barbie is a touch tone deaf, she still remains one of the most cherished holiday toys of all time. By this point, at least three generations of girls have gone to bed on Christmas Eve with visions of the iconic fashion plate dancing in their heads.

So maybe Barbie isn’t as woke as she might be, and the optics on her latest acquisition are not great. Having weathered controversy before, she’ll likely just keep on keeping on, flashing that permanent megawatt smile that never fades. Not a bad model to follow.

The contest challenged high school students across Virginia to create a 30-second video around the theme of “Virginia is for Learners,” offering students an opportunity to create thought-provoking videos individually, in a small group, or as a class project.

The first, second and third place winners, selected out of 31 submissions, were announced on Nov.20 at the opening general session of the VSBA Annual Convention in Williamsburg, and the videos were shown to the convention’s attendees. The videos were reviewed by a panel of judges from within the video production field, and rated in part on how well they

captured the chosen theme. The Virginia School Boards Association, a voluntary, nonpartisan organization of Virginia school boards, promotes excellence in public education through advocacy, training and services. The Association offers conferences, information, training, and counseling designed to meet the needs of the Commonwealth’s educational leaders.

Goochland wins Region 3B championship By Jim Ridolphi Special Correspondent

A

s teams move up in postseason play, the importance of eliminating mistakes and keeping turnovers to a minimum becomes more telling with each game. James Monroe learned that lesson the hard way as it dropped a 20-7 decision to Goochland in the Class 3, Region B championship game. Goochland had seven takeaways, and the Yellow Jackets’ lack of ball control prevented them from establishing any rhythm against a Bulldog defense that resembled a heatseeking missile. “The defense was everywhere and really made their quarterbacks feel our presence, which forced mistake after mistake,” coach Alex Fruth said after the win, adding: “Those seven turnovers were unbelievable! Many of those were forced, which was nice to see the things we practice show up on the field.” As the playoffs continue, Fruth said the team’s ballhawk ability is a recipe for success. “Football is all about the ball, which is totally a cliche, but if you can protect it, they can’t score,” Fruth said. “If you can take it away, they can’t score. We have to do better protecting it, but man did we get after them and make good things happen for us on defense.” Quarterback CJ Towles complemented that stellar defensive performance by running an efficient offense that challenged a stout Yellow Jacket defense. The sophomore completed 10 of 13 passes for 145 yards and two touchdowns. The Bulldogs set the tone

Goochland wrestlers impress in scrimmage By Nick Vandeloecht Sports Editor

At 126 pounds, Blake Smith dominated several of his opponents. Nadder said he’s “expecting good things from him this year.” One of Goochland’s veterans, Max Moreno, has been nursing a bad ankle, but Nadder noted how he was still able to get out there and wrestle, and also how his ankle did not seem to bother him. “Overall it was a successful night. Freeman High School brought almost 50 kids so we … knew there would be quite a few wrestlers if you figure in all of the other schools. We were pleased to have Godwin, Henrico and Dinwiddie high schools attend as well,” Nadder said. “Those coaches are my friends and it’s fun to compete against them. At the end of the night we’re all there for the same purpose, which is to expose more people to wrestling.”

GOOCHLAND – Wrestlers from five different schools went head-to-head on the mats rolled-out across Goochland High School’s gym floor in a preseason scrimmage hosted by the Bulldogs. Goochland head coach Mike Nadder, who was running the Nov. 26 scrimmage, thought the night went really well, and his coaching staff could say the same about how several of their Bulldogs wrestled. Nadder said Jon Daly at 170 pounds had a really good night; he was able to watch some of his match with a Henrico wrestler who was much bigger and very athletic, and he noted that Daly wrestled him really tough and had him in trouble a couple of times; his opponent took him down to the mat for a couple of hard impacts, but Daly wrestled through the big blows. “He is a joy to coach,” Nadder said of Daly. “He constantly works hard and is always trying to improve … I’m expecting big things from him this year. GUSA teams take part in MegaBlast tournament Contributed Report

Four Goochland United Soccer Association (GUSA) soccer teams participated in the 24th Annual MegaBlast soccer tournament hosted by the Richmond Kickers the weekend of Nov. 16-17. The U8 Thunderdogs and the U12 Cosmic both lost their first games of the tournament but then battled back to qualify for their respective brackets’ championship games on Sunday afternoon. Despite their best efforts, both teams fell just short of capturing their respective age groups championships and settled for second place finishes. Legal Notices LEGAL NOTICES Alliant Health Plans has notified certain members that some protected health information (PHI) may have been affected by a security incident at Magellan MRx Management, a vendor contracted by the health plan to manage pharmacy benefits. On July 5, 2019, Magellan discovered that the email account of one of its employees had been sending out large volumes of spam email. An immediate investigation revealed that several unauthorized mailbox authentications and connections originating from outside the United States had been occurring on this employee’s email account since May 28, 2019. It is believed that the unknown individuals were able to obtain the employee’s email log-in credentials through a phishing attack or other fraudulent means. Alliant was alerted to the issue on September 30, 2019. Magellan believes that the intruder was attempting to access the account solely to send out spam emails and had no intentions to retrieve or view member data. However, Alliant is treating this incident as a breach because it could not be definitively determined any emails were accessed, viewed, or downloaded. Magellan has informed Alliant that it has taken steps to further secure all employee email accounts and has implemented enhanced protective measures related to email account log-ons and authentications beyond the systems which were already in place. Magellan also determined that none of its other systems experienced any unauthorized access aside from the impacted email accounts. Magellan provided a list of impacted members on November 4, 2019 and sent letters to notify them of the potential breach on November 22, 2019. The data that may have been exposed could have included the member’s name, patient/member ID, type of service, authorization ID, and diagnosis.
