Goochland County supervisors have given the green light to a plan set to bring gold mining back to Goochland. On Feb. 4, the board unanimously approved a Conditional Use Permit (CUP) for Buckingham resident Paul Busch to set up a mining operation at 4835 Shannon Hill Road, a 45-acre property known throughout the area as the Old Moss Mine. Founded in 1835, the mine was a source of gold and silver before being abandoned around 1939. Now, Busch is hoping to bring the site back to life, though in a more environmentallyfriendly form than previous efforts. Instead of creating pits or shafts as previous mining see Gold mine > 2

The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. Citizens can continue to contact the Animal Shelter by calling (804) 556-5302. The shelter currently has the following pets available to a good home:A spayed, female diluted torti, about 8 years old; a male Brittany mix, about a year old; and a sweet, spayed female hound, about 4-6 years old. The Goochland Animal Shelter is open from 9 a.m. to 2 p.m. Tuesday through Saturday. The facility has many lost dog and cat fliers posted. Mike Watkins sworn in as county’s new deputy chief Contributed report

On Tuesday, Feb. 4, John Michael “Mike� Watkins was sworn in as Goochland County’s new Deputy Chief of Fire-Rescue & Emergency Services. Watkins comes to Goochland County from Hanover County Fire-EMS, where he previously served as an Operations Battalion Chief. As Deputy Fire Chief, he will focus on Fire-EMS operations including overseeing the functions of administration, training, and emergency management. “We are super excited to have Chief Watkins join our team here in Goochland County,� said Ferguson. “Mike has a stellar reputation and brings the skills, talents, and leadership abilities we need to continue the Fire-Rescue Department’s advancement, serving our citizens and meeting the future demands in our jurisdiction. I have known Mike for many years and worked with him on several regional/state committees and boards, and am fortunate to have his help here in Goochland County.� Chief Watkins was challenged to service in high school by his father and has been part of fire and emergency services for over 28 years. During college, he volunteered with Forest View Rescue Squad and Blacksburg Rescue, worked for the Safety Department at Kings Dominion, and served in the Virginia Army National Guard. He started his career with Hanover County in December of 1996 as one of two full-time field paramedics, and he has been part of Hanover County Fire-EMS for the past 23 years. He has served as a firefighter medic, EMS supervisor, fire company

officer, and Training Officer supervising EMS programs and the J. Sargeant Reynolds Paramedic Program. In 2014, he was promoted to Battalion Chief and led the Training Section which oversaw volunteer, career, and high school academies. From May 2018 to January 2020 he served as an Operations Battalion Chief. Chief Watkins obtained his Paramedic from Virginia Commonwealth University (VCU) in 1996 and completed his Bachelors of Nursing from VCU. He has also received his Masters of Public Administration from Virginia Tech. He is an EMS Education Coordinator, Fire Instructor II, Registered Nurse, and Critical Care Nurse. Chief Watkins was accepted into the National Fire Academy’s Executive Fire Officer Program and is on track to graduate in 2021. Over his career, Chief Watkins has been part of

starting or developing several programs, including serving as part of the initial flight crew for VCU LifeEvac, an early leader of the Hanover Technical Rescue Team, a writer of the Rapid-Sequence Intubation patient care guideline, and developer of the ALS Field Training Program. “I am very pleased to welcome Chief Watkins to Goochland County and look forward to the contributions he brings to serve the citizens of Goochland and the career and volunteers of Goochland County Fire-Rescue & Emergency Services,� said Goochland County Administrator John Budesky. Chief Watkins says he is especially proud of his wife Ami, and his children, Wyatt and Tess, and that the whole family is excited about the future with Goochland County Fire-Rescue.

Charles W. Thurston. He is survived by his wife, Shelby Salyer Thurston; his son, Michael E. Thurston (Ellen); his grandchildren, Scott and Amy Thurston; his brothers, Bert A. Thurston (Allie) and Cecil R. from family, friends, neighbors and medical staff. Butch was an employee and later owner of Marsh Oil Company (later purchased by Woodfin Oil) for over 40 years. Butch regularly attended three local churches and enjoyed providing neighbors and friends with vegetables and blackberries from his garden, as well as flowers that he took great pride in. Butch was also an avid fan of youth sports, taking numerous trips throughout the Southeast to watch Scott and Amy play ball. Butch will be

greatly missed by all who had the opportunity to know him, and those who knew Butch will know that he will feel the need to oil the hinges on the pearly gates as he enters through them. A visitation was held on Sunday, Feb. 16, at Norman Funeral Home, 2982 River Road West, Goochland, Va. 23063. Funeral service was held on Monday, February 17, at Mizpah Christian Church in Goochland. GoochlandCares again offering tax help for those who qualify Contributed report

GoochlandCares has announced the start of its third season as a Volunteer Income Tax Assistance (VITA) Site. VITA sites utilize trained and certified volunteers to prepare and help file federal and state income taxes for households who earned $56,000 or less in 2019. Sponsored by United Way of Greater Richmond and Petersburg, GoochlandCares VITA program will offer appointments on Wednesdays, Friday mornings, and Tuesday evenings from Feb. 5 – April 15, 2020. GoochlandCares will also offer walk-in slots on Saturday,

Feb. 8; Saturday, March 7; and Saturday, April 4 between 9 a.m. and noon. Walk-in Saturday sessions will be on a first-come, first-serve basis. GoochlandCares offers VITA services to Goochland residents as a way to meet its mission of providing health care and basic human services to Goochland residents in need. The goal for this service is to assist households with income under $56,000 to maximize their tax returns and minimize their tax burden. The organaization also

strives to assist lower income households by helping them to utilize the money they would spend on tax services for other basic needs. In 2019, GoochlandCares volunteers assisted 157 household prepare and file their taxes. In 2020, the group anticipates assisting up to 250 households. OPINION: Editorial, Letters to the Editor

What’s the good word? Sometimes, it’s tricky By Laura McFarland Richmond Suburban News

I

t’s time to flex my nerd muscles again. I have talked in the past about many of the reasons I am a nerd and the fact that I own all of them. One of my favorites is my love of the idiosyncrasies of the English language and how absolutely discombobulating it can be at times. Last week, I was minding my own business scrolling Facebook when I came across a great post about “some of the best words literally ever.” I didn’t want to be persnickety by questioning the poppycock that would invoke such over-exaggerated phrasing and risk causing a kerfuffle. I will instead embrace the spirit of joy inspired by the nincompoop who wrote it and get up to some literary shenanigans that will leave some people gobsmacked with my flibbertigibbet ways. I won’t lollygag around – let’s dive right in. I am a bit flummoxed as to why silly things like this bring me so much happiness. I will say that when I was a young whippersnapper, I loved reading those thingamajigs with all the words above all else. (I probably mention this fact every time I write a column about Powhatan County Public Library’s awesome summer reading program, and, if I am being honest,

it will likely come up again.) My mom says as soon as I started to read – probably around kindergarten age – it was my preferred way to spend my time. I shared a room with my two older sisters, so I was used to noise. But if all of that sister brouhaha got to be too much, I would escape to a hallway to read with the gerbils we owned (this is something I actually heard from my mom and do not remember) or head to the couch in the living room if the doohickey wasn’t on too loud. It helped that I had a number of people in my immediate family who loved reading those whatchamacallits as much as I did. Mom read us stories and Bible stories every night, and my maternal grandmother was a voracious reader. Mom said I would come home from the school library with plenty of whatnots to devour, and she kept a steady supply at home as well as visiting the public library, so there was never a lack of choice. But if we are talking about language and how it makes us feel, I wouldn’t just talk about thingamajigs. My family could be colorful at times, so that meant I grew up with a variety of influences on my language skills. Either because of impatience or genuine forgetfulness (or maybe replacing a lifetime of cuss words after he became a Christian), my grandfather would constantly point at things and tell

you to bring him the whatsit. And if you did not know immediately which object he was referencing, he would become flabbergasted and look at you like you were a dingleberry. Then there was the simple pleasure of growing up in Texas and all the color that brings to your vocabulary. If you broke something, Mom wasn’t livid, she was madder than a wet hen and likely to have a conniption fit. Added to that, my maternal grandmother grew up in Missouri near the Ozarks, and the colloquialisms she introduced to the family were their own brand of special. I honestly couldn’t think of any that I felt were suitable to share here, but, just know, they were absurd and usually mildly inappropriate. If you have made it this far and enjoyed the gobbledygook that peppered the above, thank you for your forbearance. I don’t want people to feel bamboozled if a cattywampus word they are particular to wasn’t used in this column, which is really just a load of codswallop. But if you have enjoyed this

malarkey today, think about working a few of these words into your vocabulary in the coming days and see if you don’t bring a smile to someone’s face, too. Just a warning: it won’t be easy. Why just to use all of the words in that Facebook post, I found myself coming up with an absurd scenario involving a hypothetical German grandmother who liked to keep us on tenterhooks waiting for the pumpernickel baking in the oven while she canoodled on the couch with her beau. Letters to the Editor Picture painted of cell towers’ impact doesn’t quite tell the whole story Dear Editor, On Feb. 4, the Board of Supervisors approved the construction of a 199’ cell tower at the corner of Hermitage and Manakin Roads. The application from Beacon Towers had previously been approved by the Planning Commission at its January 9th meeting. These approvals occurred despite objections raised by many residents living near the proposed tower site. One frequently voiced concern of property owners living near the proposed antenna structure is that it would negatively impact their property values. A planning commissioner referred to this idea as a myth, and said that there was ‘absolutely no evidence’ of such effects in Goochland County. Beacon Towers attempted to address the concern at the Board’s meeting by bringing in an appraiser who said that analyses she’d completed in the Raleigh area for T-Mobile had shown no adverse effects on home prices. I was curious about the claim that cell towers have no negative effects on property values; it seems counterintuitive. I asked Ken Peterson about the nature of the ‘lack of evidence’ for Goochland County. He referred me to Mary Ann Davis, our County Assessor, who provided me with a copy of the relevant report. I also used Web of Science to search for published research on the topic. (A Google Search yields abundant information about cell tower impacts, but I discovered that much of it can eventually be traced to the wireless telecommunication industry.) There actually aren’t very many peer-reviewed publications about the effects of cell tower proximity on property values, and I found only two that were conducted in the U.S. The results from the two studies demonstrate that it is not a myth that a cell tower located near your home reduces its value. Goochland Bulldogs are best in the district By Billy Fellin Special Correspondent

GOOCHLAND - Gabby Ragone had gotten fouled on the very first shot attempt just seconds into Saturday’s James River District tournament final versus Amelia. She sank one of her two chances from the charity stripe. It certainly wouldn’t be the last time her name would appear on the scoresheet. Ragone went on an incredible run for the Bulldogs. She scored 13 of her team’s 15 firstquarter points, outscored the entire Amelia team 18-16 in the first half and led the Bulldogs to the district championship, 53-30 over the Raiders. “When my team gets really excited and all hyped, it makes me want to play better,” said Ragone, who was honored as the James River District Player of the Year. “Also, when I see one of my teammates make a good pass or a good shot, that makes me want to step up and help them out.” Ragone went on a personal 10-0 first-quarter run that firmly put Goochland in command. The Bulldogs led 15-4 at the time. She finished with 22 points. The advantage widened in the second quarter as the Bulldogs continued to be aggressive on the floor and off the glass, taking advantage of missed Raiders chances and miscues. Goochland’s Emmy Paulin sank a 3-point shot to open the second half and grow her team’s commanding lead to 32-16. The Bulldogs did incur a scary moment in the third quarter when Ragone took a steal all the way to the other end of the floor for a layup, but was hurt on the play and immediately went to the floor

after putting up the bucket. She was able to walk to the bench but didn’t return to action for the rest of the game. “I’m okay,” she said. “I’m just trying to shake it off. We have a week off, so I’ll have time to rest.” Despite not having Ragone on the floor, the Bulldogs remained firmly in control of Saturday’s title game. Even when the Raiders were sent to the line on foul shots, they weren’t able to convert to build momentum toward a comeback. In the third quarter, Amelia was 2 for 8 from the free-throw line and 2 for 11 in the game. Goochland was able to keep Amelia at a comfortable dis-

tance in the fourth quarter and cruised to the win. The Bulldogs were crowned the tournament champions after winning the regular season title as well. “It’s really exciting,” Ragone said. “We’ve wanted this for a long time. This is the first time in a while that we’ve won the district and tournament championship. Last year, the boys went really far and it’s really exciting that it is the girls’ turn (this year).” Victoria Lopez, Ragone and Paulin were all named to First Team All-James River District. Jalyn Burns was named to the Second Team. Paulin scored 10 points in the win over Amelia, while

Lopez added seven of her own. Goochland head coach James Harris was named the district’s Coach of the Year. Goochland had advanced to the district championship game after defeating Buckingham 48-38 in the semifinals on Friday. Ragone led the way with 18 points. Burns scored 11, Paulin netted 10 and Lopez made 9. Goochland grabbed its first lead of the night on a 3-pointer that Ragone drained down the middle. After Buckingham surged ahead 9-7, Burns knocked down a clutch jumper to tie the game at the end of the first quarter. Paulin, Lopez and Ragone all landed go-ahead

buckets in the second quarter as the lead changed hands multiple times, and Ragone followed up her putback with an assist to Burns who made 2 down low, then added another 3-pointer and a free throw to help put Goochland up by 6 at the half. After Buckingham in the third quarter struck back with a 7-0 run to return to the lead, Ragone responded quickly, driving to the basket and hitting the layup to put her Bulldogs ahead again. Burns fielded a long pass to net an insurance 2-pointer down low, keeping her team ahead of Buckingham’s followup layup. After that, Burns, Paulin and Lopez contributed to a

10-0 run that put Goochland in control of the semifinal with one more quarter to play. The Bulldogs will have a break prior to the regional tournament. They will host the quarterfinal round this coming Tuesday at 6 p.m. at Goochland High School. Ragone said that, if they carry the excitement from the season into the region tournament, she and her teammates will have success. “We’re just going to use the excitement from this and from the season,” she said. “We just need to use this feeling to push forward the rest of the way.” Nick Vandeloecht contributed to this report.

Bulldogs enter regionals as district runners-up By Nick Vandeloecht Sports Editor

GOOCHLAND – Goochland senior Quincy Snead had just completed a mad dash to the basket for a layup when he and senior teammate Kindrick Braxton settled into the fullcourt press. First Braxton tipped the ball into the air. Then Snead tipped it, and within a split-second of his initial touch, he high-pointed the grab. He quickly got the ball to Braxton, who floated up to the net and slammed the one-hander through the hoop for his first gametime dunk, growing the Bulldogs’ first scoring run of the game to 10 points. “It was pretty nice just getting the opportunity to have a fastbreak by myself and rise up and meet the rim,” Braxton said. “When you have plays like that, they’re huge,” Goochland coach Preston Gordon said. “It takes your intensity to another level.” Braxton’s dunk was a precursor to the clutch performance he’d provide in the third quarter, when he netted 6 of his 10 game points – including the lead-getting free throw – in a 15-0 run that helped his team break a 28-all tie with Amelia and seize control of Friday’s James River District semifinal with 8 minutes still remaining. He and his Bulldogs would win it 59-47. Goochland junior Kameron Holman went off for 25 points and added six steals, and Snead doubledoubled with 11 points and a whopping 10 steals while also contributing five assists and five rebounds. Sophomore J.B. Bell brought down six rebounds. Goochland was able to generate some of its 23 steals off of its press in the first half, but Gordon felt there were adjustments that it needed to make within the press. The Bulldogs made the adjustments in the second half, going with a little bit of a different press. They would outscore Amelia 17-4 in the third quarter. Nine different Bulldogs scored in

Friday’s game. After Amelia opened the game leading 3-0, Snead, Holman, Bell and Braxton all scored to propel the Bulldogs to the point on a 12-0 run. But three consecutive 3s and a layup from the Raiders had the visiting team ahead of Goochland, 16-14, at the end of the first quarter. Two minutes and six seconds ticked off the clock before Khalil Holman notched a point from the free-throw line, and then Kameron put the Bulldogs back in the lead when he converted a takeaway by senior Walker Murray into a jumper that he banked off the backboard. But after the two teams traded 2-point gains, Kameron drained a 3-pointer, then blocked the ball to set up his own short trip to the basket for a go-ahead layup. Three free throws knocked down by Snead had the Bulldogs leading Amelia 26-24 at the half. The visitors early in the third quarter would tie the game one more time at 28-all, but once Braxton hit the go-ahead shot from the charity stripe, the rest of the quarter belonged to the Bulldogs. The Raiders would be held

scoreless until 7:24 remained in the fourth. They were able to get the lead back down into the single digits, but Kameron continued to find the basket, netting 8 points in the final 8 minutes, and the Bulldogs converted all 10 of their final chances from the line. The Bulldogs with the win advanced to Saturday’s district final, in which they finished runner-up to Buckingham with a 46-37 setback to the Knights. Snead, who scored 20 points in the loss, was named co-player of the year in the James River District. Holman made First Team All-District, and Bell made Second Team. Goochland earlier in the week defeated Bluestone 69-47 on Tuesday and Cumberland 59-46 on Wednesday. Against Bluestone, Kameron had 24 points and seven steals, Bell had 12 rebounds and 8 points and Snead delivered 17 points, six rebounds, four assists and four steals. Against Cumberland, Snead double-doubled with 18 points and 14 rebounds and Kameron scored 15 points. Goochland will next host a round in the Class 3, Region B quarterfinals on Tuesday following the girls’ region-

al game at Goochland High School. Estimated start time is 7:30 p.m. Last Tuesday versus Bluestone, the Goochland boys basketball team honored senior players Walker Murray, NyJavion Timberlake, Jackson Raines, Quincy Snead, Kyin Carter, Kindrick Braxton and Khalil Holman and senior manager Benjamin Cox. Without Cox, Gordon said “we wouldn’t be who we are.” He’s helped with the day-to-day duties from elements of practice to laundry to taking care of the minor details, and Gordon treats him as an assistant coach. “He does a phenomenal job for us,” Gordon said. “I’m definitely going to miss him. I’m hoping that he’ll be able to slide into a similar role at Liberty University.” Gordon described Murray as “a guy with a lot of fire, a lot of energy.” “He’s very competitive. He wants to win and he’s not one to take no for an answer, which is a good thing. You want guys who are going to be competitive,” Gordon said. “He’s had some games for us where he’s been key and vital for us in major wins. “ Murray also has multiple letters across baseball, golf and basket-

ball. He is hoping to get into either Auburn or Virginia Tech. Timberlake, who’s enjoyed a lot of success on the football field and has lettered in track and field, enjoys being part of the basketball team and works hard, Gordon said. “He’s not a guy who’s going to complain about minutes,” he said. “He had great minutes for us [on Friday versus Amelia], stepped up when we got into some foul trouble. I’m really proud of him. He’s a very humble young man.” Timberlake plans to enlist in the Army. Raines, a standout player and letterman both on the baseball field and the golf course, took on his first year of basketball this season. “We’re really excited to have him. We’re proud of what he’s brought to the team,” Gordon said of Raines. “He’s a team guy. Earlier in the season he got a whole lot more minutes, he knew what we were doing offensively and some of the new wrinkles that we were adding into the season.” While Raines hasn’t seen as much playing time since then, Gordon said he’s been a very active supporter of his teammates on the court. “He’s just a great all-around young man,” Gordon said. He called Snead, a four-year starter “the heart and soul of the team.” Snead, also a three-year letterman in football, was averaging 15 points, 6.8 rebounds, 5.5 assists and 5.2 steals per game at the time. Snead’s honors last year included First Team All-District and First Team All-Region. “Quincy does so much, he’s the emotional leader offensively and defensively. He’s the straw that stirs the Kool-Aid. He makes us go. He’s the engine. He pushes our team,” Gordon said. “He’s just a phenomenal young athlete, wears his emotions on his sleeves, he’s going to tell you what he thinks. I know not everybody agrees with that, but you need guys who are like that. He’s got

Benedictine wins state championship By Zach Joachim Times-Dispatch

When the whistle sounded to signal the end of the 220-pound title match at Saturday’s VISAA wrestling championships, the winner — Benedictine junior Logan Cohn — stood up, stared into the sea of greenclad supporters, grinned and flexed his biceps. The gesture was far from the Cadets’ only flex in the Farm Bureau Center at Meadow Event Park in Doswell. Benedictine claimed seven individual state titles en route to its fifth team championship in the past seven years, and its first since 2017. The Cadets finished with 275.5 points to wrest the title from St. Christopher’s, which had claimed the state private school crown the past two seasons. “These guys are the hardest workers in the state,” a breathless Cadets coach David Yost said. “They put in the work and we kicked some butt today.” Sophomore Zane Cox (152 pounds), juniors Brenden Barnes

Yost said reclaiming the crown from the Saints was a goal his team made at the start of the season. “From day one, obviously that is in your mind, especially because St. Chris is right down the road,” he said.

“I’m just so honored to be coaching this program and these boys.” Daughtry faced a tough test in the 285-pound final against Ewan Clarke of St. Stephens and St. Agnes School. Daughtry was down 4-3 in the third period before a takedown on the edge of the circle gave him a 5-4 lead, and he held on to the slim advantage. “That was basically the gamechanger of the whole match,”

Daughtry said. He reminisced on the team’s season-long commitment. “We go as hard as we can all day, two hours straight, 90-degree room,” he said. “We all wanted it — I wanted it, our coaches wanted it, even the manager wanted it.” Yost was named the tournament’s most outstanding coach. Sam Slate was named the most outstanding wrestler in upper-weight division.

end’s Class 3, Region B championships at Independence High School to qualify for the Class 3 state championships beginning Friday at 10 a.m. in Salem. Duncan pinned Nick Griffin in 1:43 to reach the regional semifinals, but was dropped into the consolation

bracket on a loss by pin in 1:38 to Skyline’s Ethan Gue. Duncan bounced back to pin George Mason’s Zach Barron in 2:29, then defeated Griffin in the consolation final, this time with a 6-2 decision, to place third. Vincent, who placed fourth,

reached the consolation final after pinning Independence’s J`Quan Parker in 1:22 and defeating Anthony Moreno in a 5-2 decision. Goochland’s Corey Vincent (152), Ethan Ford (195) and Max Moreno (145) all placed fifth.

Carter, a two-year letterman in basketball and football, has been a huge asset to Goochland this year. “He’s a fun one to be around. He gets a little vocal and he enjoys when people are around him. He keeps things loose, and that’s a good thing,” Gordon said of Carter. “He’s been a huge rebounder for us, a very physical player. Any offense that we get from him is an addition. Those are bonuses...he doesn’t care about scoring. He wants to rebound the basketball. That’s what he knows his main role and objective is.” Carter plans to attend a four-year college. Gordon called Braxton a “phenomenal athlete.” Braxton scored on a pick-six in the Big River Rivalry AllStar senior showcase game in football and then in the same night contributed to Goochland’s win in basketball. “He’s got a genuine smile that’s contagious and he’s got a loud, strong voice that people gravitate to,” Gordon said of Braxton. “He draws people in. People enjoy being around him.” Braxton, who has lettered multiple times both in football and in basketball, understands what’s expected and what it’s going to take to be successful with his experience in multiple sports, Gordon said. “He’s a leader and he’s vocal, and that’s what you need out of leaders and that’s what you need out of your team.” Braxton is continuing his football career at Christopher Newport University. Gordon praised Khalil Holman’s leadership mentality. “He doesn’t try to do too much. These guys listen to what he’s saying. I think he brings a good balance of experience,” Gordon said of Khalil, who’s also a three-year letterman in football and is planning to attend college. “All these guys are great young men and I’m happy to have the honor to coach them,” Gordon said. “I’m happy to have them on my team.”

Locke and Blomquist (2016, Land Management) used central Kentucky data from 20002011 to consider sales prices of 142,161 residential properties in relation to each home’s distance to the nearest antenna structure. Their analyses controlled for the type of property characteristics that appraisers typically include when estimating the value of a home (e.g., size, lot size, age, number bedrooms, baths, stories, presence of fireplace, garage, fence, deck,

pool, etc.) as well as neighborhood-specific effects. The results showed that property values declined significantly with increasing proximity of an antenna structure: homes located 1000’ from a tower, for example, sold for 1.82 percent less than similar homes located 4500’ from a tower. In the second study, Affuso, Cummings, and Le (2018, Journal of Real Estate Finance and Economics) used 1999-2015 data from over 23,000 residential property sales in Mobile County, Alabama. After controlling for multiple property and location characteristics, they also found
