Ralph Northam announced that Virginia could move onto phase one of the state’s reopening by May 14 if the state continues to see marked progress against the ongoing COVID-19 outbreak. To Goochland’s economic development coordinator Sara Worley, the announcement has meant seeking a way to help area businesses navigate the uncertain path ahead. “We are enthusiastic about the Governor’s announcement that certain businesses can begin to reopen on May 15,” said Worley in an e-mail on Tuesday. “We will continue to work with regional groups and the Governor’s office to make sure that businesses receive official guidance on how to reopen safely and to ensure that they will have enough personal protective equipment once they reopen to protect their employees and the citizens of Goochland County. We are optimistic that the Governor’s phased approach will work and we are looking forward to assisting businesses through the transition. If any businesses have questions, please reach out to us

at GoochlandForBusiness@ goochlandva.us.” On Monday, Northam appeared cautiously optimistic but urged continued vigilance. “All of our efforts have slowed our spread, but not cured the disease,” Northam said. “Even when we ease some restrictions, we must continue to behave more cautiously than before.” The move comes after data showed a decline in the number of positive cases found last week, as well as the fact that the number of hospitalizations for COVID-19 cases remains far below the state’s emergency capacity. On Monday, the Virginia Department of Health reported 821 new COVID-19 cases, increasing the state’s total to 19,492 cases. Those include 18,640 confirmed cases and 852 probable cases. The agency also reported 24 new deaths on Monday, pushing the death toll of COVID-19 in Virginia to 684. As of Monday, Goochland had 80 confirmed cases of COVID-19 and five deaths.

Despite COVID-19, several county projects continue moving forward New animal shelter, county visitor center among local facilities nearing completion By Roslyn Ryan Editor
For Derek Stamey, Goochland’s deputy county administrator for operations, it’s been a busy few months. Despite the fact that county offices have been closed to the public since the county declared a state of emergency in early March, plenty of ongoing building projects and facility upgrades — including the long-awaited new animal shelter and adoption center — have continued to move forward. This means that Stamey and his colleagues are now eagerly eying the finish line on several projects, despite the occasional coronavirus-related obstacle they have had to surmount. This month the county will begin transitioning staff from the Animal Control department into the nearly-completed new shelter and pet adoption center, a 13,941 square foot acility that will replace the former cramped space that had been located on the same Hidden Rock Lane site. The new building, once open, will mark the end of a project Stamey admitted was among the most challenging he’s faced. Despite a tremendously successful fundraising campaign by the Goochland

Pet Lovers, the private half of the innovative public-private partnership that made the state-of-the-art new facility possible, the process has hit several snags since breaking ground in August of 2017. In addition to weather-related delays, construction was significantly held-up after the county terminated its original building contract with BFE Construction, the general contractor on the project, and began working with the company that issued a performance bond for the work in order to complete the work. Stamey said the county was fortunate that Hourigan Construction, the new contractor on the project, had been able to step in and get the shelter work back on track, and also praised the work of county staff members for their continued efforts, calling them “phenomenal.” In addition to the shelter building itself, which is tentatively slated to open in June but will likely remain closed to the public initially due to ongoing COVID-19 concerns, residents will also soon be able to enjoy several other recent additions to the Hidden Rock Park complex. An extended trail system in Hidden Rock Park, courtesy of the Goochland Rotary Club, will include a connection with the new shelter via a boardwalk completed be county staff in March. Shelter volunteers will also be able to walk animals all the way from the facility to a new dog park that is set to open soon.
In late February the Goochland Chamber of Commerce joined the county’s Economic Development Office as cotenants in the county’s new Goochland Business Center. Located in the 2931 River Road West, the new facility will allow the two groups to work together on behalf of local businesses, sharing resources and providing a more streamlined experience for residents. Another key partnership will soon be helping Goochland roll out the welcome mat for those visiting the county. While an opening date is yet to be determined, the new Goochland History Center is planned for the Courthouse area building that previously housed the county’s Tucker’s Tots childhood development program. The facility will serve as both a welcome center for the county, offering information on local history and attractions, and as the new home of the Goochland County Historical Society. Of all the planned changes to county facilities, perhaps one of the most appreciated by staff may come in June, when the Goochland Registrar’s Office is relocated to the former Goochland County Extension Office behind the current administration building (the Extension Office is now housed at the Central High School Complex on Dog Town Road.) Football standout commits to Shenandoah By Nick Vandeloecht Sports Editor
Big moments. History. Recordsetting winning seasons. State tournament triumphs. Quincy Snead has been a part of them all. He was part of a Goochland football program that went 51-5, reached two state semifinals and played in a state championship game within the past four years. In his final high school basketball game, he became a 1,000 point scorer, epitomizing a career that saw him help lift the Bulldogs’ basketball team the furthest it’s ever gone - the state semifinals - in 2019. He’s a four-time regional champion with two championships apiece in football and basketball. Now, Snead will look to make an impact on the gridiron as a slot receiver for Shenandoah University. The senior standout announced his commitment last Tuesday. Snead said that Brock McCullough, Shenandoah’s assistant head coach and defensive coordinator, kept in contact with him after the visits and showed that he was really interested in him. “That really helped me dial in to Shenandoah, helped me choose that school,” he said. Snead praised his visits there. “The school was amazing. I loved the campus,” he said. The people there, he observed, were very interactive. “It’s showing that everyone there is just a big family.” He also loved the bond he saw between Shenandoah’s players on the football team. “They showed a true bond on that visit. They’re really like a family there,” he said. “Coaching-wise . . . they’re going to be straight-up with you and obviously they have high standards, which is going to challenge me.” Snead looks to bring the leadership he showcased at Goochland as well as positive energy to his college team. In his senior football season, Snead totaled 431 yards and eight
well as 254 yards and four touchdowns on 35 carries and 67 yards and two touchdowns on five receptions as a sophomore. Defensively, he caught three career interceptions. “Goochland’s meant a lot. I probably wouldn’t be here without the Goochland teachers, the coaching staff . . . the administration,” Snead said. “I have a lot of respect for everyone that helped me through this journey.” His Goochland head football coach Alex Fruth impressed the following mantra onto him: “Just control the controllables.” That stuck with him throughout his entire senior year, across both his football and basketball seasons. “I’m going to take that quote for . . . the rest of my life,” Snead said. “So something bad happens in a game . . . just control what you can control.” Snead previously noted that he’d be able to play both football and basketball at Shenandoah. While he expressed an interest in playing basketball for the school down the road, he’s choosing to play just one sport, football, during his freshman year of college. He’s interested in studying something in the science field. Right now he’s going in to study biology, although he noted that could change. During this ongoing COVID-19 pandemic, Snead has been keeping active and staying in shape through a variety of ways. He’s been running on the track, and with his landscaping job, there’s a lot of mulching involved. His coach also gave him workouts that he’s been doing at home, and Snead has been trying to eat more and stay on his meal plan as he works to build up mass. His goals for his freshman season include going for a starting role on the team. He praised his mom, his family File/Goochland Gazette and friends, his coaches and everyone who has supported him. Senior spotlight: Triathlete Anna Kate Wirsing Staff Report
For Anna Kate Wirsing, endurance is a specialty. Whether it’s cross country, track and field and swimming, you could count on seeing the Goochland High School multisport standout representing her school and county at home and away meets across the athletic calendar. She hasn’t stopped there. Wirsing took on the Pink Power Triathlon her first-ever tri - in eighth grade, and has been running, biking and swimming in triathlons ever since. Wirsing went as far as qualifying for and competing in the 2019 ITU World Triathlon championships held this past Labor Day weekend in Lausanne, Switzerland. She placed 18th in the female 16-19 age group with an overall time of 1:16:29 and a 15th-best running-stretch time of 23:04. She also ranked fourth-best among the 10 16-19 U.S. girls who completed the race. “It’s just an amazing experience and opportunity I was given,” she said in September. “It really shows how much effort you have to put in to accomplish what you can achieve.” Wirsing also won the individual James River District girls cross country race in 21:31 and helped her Goochland teammates capture the team district championship. She plans on attending Liberty University to get her degree in exercise science. She’s also going to be a member of Liberty’s triathlon team. Wirsing was getting ready to take on her final outdoor track and field season for Goochland this spring, but the ongoing COVID-19 pandemic resulted in the closure of Virginia schools for the rest of the school and the subsequent cancellation of the Virginia High School League spring sports season. Wirsing talked about how she got into track and field, what her coaches and teammates were like and how she’s preparing for and looking at the next steps in her academic and athletic careers. Goochland Gazette: How did you first get into the sport you play during the spring, and how long have you been playing? Wirsing: I started track back in 8th grade when some of my friends persuaded me to try the sport out since I was not doing gymnastics anymore. GG: What made you enjoy or fall in love with the sport? Wirsing: I fell in love with the sport because of the intensity, competition and atmosphere.

Wirsing: I have learned that it takes a lot of practice and hard work to become better and achieve your goals. GG: How tough was it for you to find out there would be no spring season due to the coronavirus pandemic? Wirsing: It was tough to hear that my last year of track was over. I was counting on track to also help build speed for my triathlon season over the summer. I was also building and spending more time with my coaches and friends before I left for college. GG: If you’re playing at the next level, how are you staying in shape, and has losing the spring season given you extra motivation towards your goals? Wirsing: I am doing triathlons at a collegiate level. Ideas needed: Making Goochland memorable By Roslyn Ryan Editor
Like most people these days, I have been keeping an ever- growing list of all the things I am looking forward to doing once COVID-19 is safely behind us. I want to eat in restaurants again, of course, and enjoy get-togethers with friends. I want to go the movies and get a haircut and shake hands with people. But mostly, however, I think I just want to travel again. Mind you, I’m not really talking here about international travel or visiting any place exotic. In fact, some of the most pleasant and memorable trips I’ve ever taken have been the ones that were accomplished entirely
by car, mostly on back roads that wound through the small one-stoplight (or no-stop-light) places that aren’t usually featured on postcards. Some of my favorites have been the quirky spots like Baker, Nevada (self-described “Gateway to Death Valley” and one home to the Bun Boy Motel and Restaurant) or Radium Springs, New Mexico, (population 1, 699) where I once stopped at a tiny diner and learned that Douglas MacArthur had called nearby Fort Seldon home as a boy, when his father was the Post Commander there. If you happen to ever make a swing through South Dakota, be sure to keep your eye out for the town of Gettysburg. Inscribed on the welcome sign, to I’m sure more than
one motorist’s delight, are the words Gettysburg, SD: Where the battle wasn’t.” Another favorite sign? The one posted in Happy, Texas, dubbed “the town without a frown.” As you may have heard, Goochland County will soon have its very own welcome center in the Courthouse area, when the county’s Historical Society takes over the space previously used by the Tucker’s Tots children’s center. The Goochland History Center will serve as place for visitors to get a sense of the county’s fascinating past, as well as learn more about the lives of those who shaped it. It will also serve to point out all of the many highlights visitors to the county might enjoy during their stay. As many residents certainly are,
I’m looking forward to being able to see what facets of Goochland life the center’s curators choose to highlight: Dahlgren’s Raid? Gold mining? Maybe a look back at some of the county’s more quirky urban legends? The Devil Monkey, perhaps? Yes, Baker may have Bun Boy (as well as the world’s tallest thermometer) and Cottonwood, Idaho has a Beagle-shaped motel. But surely Goochland can come up with something that will stay in people’s minds long after they leave. Do you have an opinion on what features and attractions should make the local highlight reel? It’s less than easy to find yourself spending way too much time in front of a television set during these unusual times of quarantine and social distancing. Even with an abbreviated routine of sorts, I seem to have an abundance of free time on my hands these days, and I’ll admit to
watching more than my normal amount of television. I now realize that I was probably one of the last viewing age Americans to watch the Netflix series Tiger King. Before watching it, I had limited knowledge of the series, only slightly noticing it as I scrolled through movie options on another stuck-at-home evening. My interest was teased when

I kept seeing or hearing references to the show’s star, a guntoting zookeeper named Joseph Schreibvogel, better known as Joe Exotic, The Tiger King. There was little indication of just how bizarre a story surrounded that zookeeper and a cast of characters seemingly plucked from a Hunter Thompson expose. Limitations of space prevent me from providing all the details
of the twisted tale here, but, suffice it to say, it’s a case where truth is indeed stranger than fiction. Letters to the Editor COVID-19 scare has highlighted irrationality of American people Dear Editor, I skipped a week of letter writing since I know some folks think I am the Goochland curmudgeon. But the several great letters in the April 30 issue of the Gazette indicate I may have hit a nerve with some of my neighbors. Everyone should write a letter to the Gazette and express your opinions. Letters to the Gazette add a lot of fascinating information and perspective about local matters . So we have 331,002,651 people in the U.S. as of April 12 and about 60,000 have died from the coronavirus so far or .002 percent of our population. Even if one million people died it would only be .3 percent of our population. Probably an appropriate amount of genetic cleansing. And for this we are going to kill our entire economy, create vast unemployment and poverty, and significantly degrade our way of life? What fools we are thanks to our lame politicians, corrupt news media, and broken education system. The vast majority of coronavirus deaths have been the already sick and elderly folks mostly in nursing homes. About 80 percent of people who get the coronavirus have symptoms not much worse than a common cold. But folks are now wearing goofy masks almost everyplace you go like their life depends on it and “social distancing” is now the norm. It seems the left wing CNN and MSNBC have conquered the nation. The construction project took a lot longer than originally expected and none of the people involved lost patience. Their love of animals and their kind personalities never wavered. It wasn’t easy! Tiger continued from >6 Tour guides led groups of visitors through the maze of wild animals, allowing an up-close and personal interaction with some of the most exotic creatures on the planet. In addition to the income from what opponents called cub petting, Exotic also bred big cats and sold cubs to small zoos across the nation. The trouble began when another heavyweight in the big cat reserve world began actively attempting to shut down Exotic’s traveling big cat display complete with cub petting. Carole Baskin owns and operates Big Cat Rescue in Tampa, Florida, where lions and tigers that cannot longer be cared for in homes or small shows come to spend their final years. Baskin equated Exotic’s treatment of big cats to animal cruelty, and legal battles began and continued for years. Joe Exotic didn’t back down, routinely attacking Baskin on his nightly webcast with crude displays and violent depictions of what could happen to his rival. Exotic eventually packed up his two husbands and a lessthan-well-groomed mullet and left the zoo. Lest I forget, he also ran for president in 2016 and followed that with a run for governor of Oklahoma the following year, all the while engaged in a fierce and bitter legal battle with Baskin and her husband. Exotic publicly accused Baskin of killing her second husband, Don Lewis, and inheriting his multimillion-dollar estate that included the cats and the reserve. Now, Joe is not the only one pointing the finger at Baskin, who was penniless when she married Lewis, and his family members and friends have indicated the wheeling and dealing millionaire was murdered and fed to Baskin’s lions. The courts finally ruled in Baskin’s favor and essentially shut down Exotic’s operation, a less than smooth process that involves several colorful exotic animal lovers who stepped in to seemingly save Joe and the zoo. Apparently, Exotic’s contempt for Baskin took a turn toward murderous sometime after courts ordered the nowdefunct zookeeper to pay Baskin $1 million in damages. The Feds stepped in, arrested Exotic and charged him with solicitation of murder for hire and a number of exotic animal offenses, including killing tigers. I’ll stop before I spoil the entire series, but, suffice it to say, you can’t make this stuff up. Point is, the nation has been mystified by the series, and the emancipation of Joe Exotic has become somewhat of a national cause. I’m not sure if the stay-at-home orders helped or hindered the success of the project, but I suspect boredom might have contributed to the overwhelming success of the series. And, sadly, a man who spent a lifetime trying to place his face in front of a camera cannot enjoy his nationwide popularity propelling him to the celebrity status he’s aways sought. Unfortunately or maybe thankfully, the federal prison where Exotic is housed does not have Netflix. Who said there’s no justice in this world?

Artist continued from >1 Oklahoma to see the mural that Joan had created as part of the New Deal’s Federal Art Project in the early 1940s. Kitty had grown up seeing photographs of her young, vivacious mother — just 24 when she travelled from her home in Rochester, New York, to Poteau to install the piece in a local post office — working intently on the piece, which depicts scenes from the region’s wellestablished cotton farming industry. But once there, seeing it in living color, “it was like seeing an old friend,” said Kitty. According to what the siblings
learned growing up, Joan had won the commission to create the mural after entering a nation-wide contest, and had actually painted it in Rochester before bringing it to Poteau to be installed. Kitty said the siblings had been planning on going to see the piece for years, but work and other family commitments had made it difficult to coordinate all four schedules. Finally, however, after what Kitty described as a bit of eldest-sibling pestering on her part, the date was set. Seeing it, she said, “was like stepping back in time.” By the time Joan Cunningham Williams died in 1997, she had lived a life befitting the silver screen. A talented artist who had studied with Thomas Hart Benton at the Art Students League in New York, she worked in the 1930s with the muralist Jean Charlot, painted frescoes in Oklahoma and New Jersey and counted the abstract expressionist Jackson Pollack among her many artworld acquaintances. During WWII she moved to Washington DC to do photo interpretation work for the Army Air Forces, and
was posted by the Office of Strategic Services in London and Madrid. After meeting her soon-to-be husband Murat Williams in Spain, Joan would go on to play the role of diplomat’s wife with incomparable grace, her daughter remembers, traveling to posts in El Salvador, Romania, Switzerland, Greece and Israel. “She could talk to anyone, and she was interested in everybody,” Kitty remembers, describing her mother as someone who never saw fit to simply follow the crowd. “She was just unique,” Kitty says. “I don’t think I have ever met anyone like her.” Eventually, in a final, wonderful twist, Joan and Murat purchased a farm in Madison County, where she delighted in farm work and getting her hands dirty. One photo shows Joan on a tractor in the middle of a field, her face turned to the sun, the very picture of serenity. As a mother, Kitty said, the example Joan set for her children was one of dignity, courage and boundless enthusiasm for life. “The way she lived her life inspired us all,” Kitty said. “We are just so proud of her.”
