On Wednesday, June 10, the Goochland County Board of Supervisors named Deputy County Administrator Derek L. Stamey as Interim County Administrator effective July 1, 2020. His appointment follows County Administrator John Budesky’s resignation upon being appointed as the next County Administrator for Hanover County. The Board of Supervisors previously retained Baker Tilly to recruit a new County Administrator, a process which is currently underway. Mr. Stamey will serve as Interim Stamey County Administrator and Clerk to the Board until such time as a permanent County Administrator is appointed. “The Board of Supervisors has complete faith that the county is in good hands with Mr. Stamey as Interim County Administrator,” said Chair Susan F. Lascolette, “his expertise, ability to engage, initiative and willingness to take on large challenges is a testament to his ability to lead and inspire. Randolph principal to take new position in Chesterfield

At their monthly meeting onJune 9, the Goochland County School Board accepted the resignation of Mr. Dan Gardner, principal of Randolph Elementary School. Mr. Gardner has served as the principal of RES since 2014, having arrived in Goochland after serving as a teacher and administrator in Henrico County Public Schools. Mr. Gardner will become the new assistant principal of Spring Run Elementary for the 2020-2021 school year. His resignation from GCPS will be effective June 30. Mr. Gardner has led Randolph’s community to various distinctions during his tenure as principal, including Randolph’s designation as a fully accredited school and an Apple Distinguished School. Mr. Gardner’s design and implementation of the “Journey School” created an engaging experience for students with a focus on social emotional well-being. GCPS will now work to gather feedback and input from staff, community, and students in preparation for what will be a highly competitive recruitment effort to fill the RES principal position. Stamey continued from >1 county, first as the County’s Director of Parks, Recreation, & Facilities Management overseeing the divisions of Parks and Recreation, Goochland Extension Office, and Facilities Management. In December 2016, Mr. Stamey became Deputy County Administrator for Operations overseeing Animal Protection, General Services, Parks & Recreation, Goochland Extension Office, Major Capital Construction, and more. Mr. Stamey has been an instrumental leader in major county projects including the Central High School Cultural and Educational Complex, new Animal Protection and Adoption Center, the development of Goochland’s 25-year Capital Improvement Plan, the first of its kind in the commonwealth, and many other projects. Stamey most recently was awarded the Marcia Mashaw Outstanding Assistant Award by the Virginia Local Government Management Association (VLGMA) on June 20, 2019 in recognition of a number of accomplishments, including his leadership role in renovating and restoring the Central High School Cultural and Educational Complex. VLGMA is a non-profit, non-partisan organization composed primarily of city, town, and county managers and key members of their management teams. Stamey’s appointment as Interim County Administrator will allow an orderly transition to occur as Mr. Budesky officially departs on June 30, 2020.

County’s newest broadband partnership will bring service to thousands more locations Contributed report On Wednesday, June 10, 2020, Goochland County announced a newly expanded broadband partnership with Central Virginia Electric Cooperative (CVEC) and their wholly-owned subsidiary Central Virginia Services, Inc. (CVSI) which operates Firefly Fiber BroadbandSM. Ultimately it will lead to the expansion of fiber-to-thepremise for 2,691 locations including 300 businesses in western Goochland. The partnership originally dates to 2019 and earlier when CVEC began discussing their Rural Broadband Project to expand 3,500 miles of fiber optic lines throughout their service territory. In September 2019 Goochland County, the Goochland County Economic Development Authority, CVEC, and CVSI executed an initial broad-
band incentive agreement to provide financial assistance, through tax rebates, to improve the availability of broadband throughout their service territory. This initial agreement began the formal partnerships to expand fiber optic broadband into CVEC’s Cartersville and Shannon Hill substation areas. Moving forward CVEC and Firefly will be expanding on 3 different fronts in Goochland. CVEC and Firefly have been successful in pursuing a Connect America Fund (CAF) award from the Federal Communications Commission (FCC) as well as an award from the ReConnect program through the United States Department of Agriculture (USDA) to help finance the fiber buildout within the CVEC electric service territory. Outside of the CVEC electric territory, Firefly will serve sev-
eral hundred homes with its commitment under the CAF program. Firefly has also applied for a second award under the USDA Broadband ReConnect program. The areas covered within the CVEC territory, areas covered by the CAF commitment and the new areas covered by the ReConnect application together expand to 2,691 total locations in Goochland County that will have gigabit speed service available through Firefly.. Build out of the CVEC electric territory will be complete by 2023, and the entire project area will be built out within 5 years should all funding be approved. Gone are the dimly lit rooms where they had to examine and provide medical care for sick and injured animals, then try and find places to store supplies and equipment. That entire building, Lawrence laughed, would fit in the new facility’s brightly lit, welcoming foyer. They’ve been waiting so long for this, Lawrence said, “and now it’s a reality.” If the county’s new animal shelter sounds like a dream come true for local pet champions, that’s no accident. In fact, it’s exactly that. The new 13,941 square foot state of the art facility incorporates a municipal animal shelter, an adoption center, and an in house spay/neuter clinic far surpassing the size of the former Animal Shelter. Located at 1900 Hidden Rock Lane, it is a shining example of county and community collaboration that will benefit Goochland County for many years to come. Development and construction of the Goochland Animal Shelter and Adoption Center was possible through county funds and generous community contributions through the Goochland Pet Lovers.
“I am extremely proud that Goochland has delivered on our commitment to build a shelter that is well constructed and that will serve the community for many years to come,” said County Administrator John A. Budesky. “We are grateful for the gracious and ongoing support and our partnership with Goochland Pet Lovers. The shelter reflects our desire to create a caring environment our residents and pets deserve.” Planning for the new shelter began in January 2015. In August 2017, the county broke ground on the new facility. In the Spring of 2019, the original general contractor was fired for a lack of performance. Hourigan Construction ultimately was hired as the interim contractor and eventually as the County’s completion contractor in October 2019. The new facility boasts a dizzying array of features designed to help make life easier on both shelter pets and the many volunteers who help care for them while they await adoption. Among them are: Large kennels designed to allow for easy cleaning. Hoses in each room that help staff and volunteers clean the facility more efficiently. An industrial washer and dryer that cut down on the time spent washing towels and other items.
Plenty of storage for donated food and supplies. Well-lit, spacious medical facilities for caring for injured animals, as well as for spaying and neutering. “Meet and Greet” rooms where potential adopters could meet wth individual animals. Dedicated offices for staff, and meeting rooms for volunteers. Large, grassy, fenced off areas for animals to run and spend time with volunteers. “The Goochland County Animal Protection staff and I are excited to get to work in our new facility,” said Tim Clough, Animal Protection Director. “The new shelter provides a safe environment for lost pets and gives visitors a comfortable and inviting atmosphere to view adoptable pets. Thank you to all involved that made this collaborative project a success.” The new Animal Shelter and Adoption Center doors will be open to the public for regular business on Tuesday, June 16 with established hours of Tuesday through Saturday from 9 a.m. to 2 p.m. While the facility is open, due to the ongoing pandemic the county encourages the community to view the virtual grand opening and 360 walkthrough tours at https://www. goochlandva.us/299/Animal-Protection.

ALEXANDER FISHER JR. Alexander “Sandy” Fisher Jr., died on February 29, 2020, after valiantly fighting Huntington’s Disease. Sandy was born in Baltimore, Maryland, on December 9, 1939, to Dr. Alexander Murray Fisher and Lucretia Billings Fisher. He leaves behind his devoted wife, Mary Ross Reed Fisher after 51 years of marriage. He is survived by his daughter, Jane Thornton Fisher Bowles (Michael); Fisher and his son, Murray LeMoyne Fisher (Emily); and five grandchildren, Grayson Fisher, Alex Fisher, Pen Fisher and Sophia and William Bowles. He is also survived by three siblings, Sally Carpenter (Chuck), Dr. Daniel Fisher (Tish) and Lark Fisher; as well of dozens of nieces and nephews. Sandy was a lucky man, having figured out how to turn his childhood passions for trucks, plants, animals and people into a lifelong career as an organic farmer. Sandy graduated from Avon Old Farms boarding school in Connecticut in 1959 and entered Hampden-Sydney College in Virginia, where his fraternity brother, Freddie Reed, introduced him to his sister and Sandy’s future wife, Rossie. After two years at HampdenSydney, he left to join the Peace Corps in 1961 in Colombia for two years.
He fell in love with Colombia and vowed to return. After graduating from Columbia University with a degree in political science and economics, he returned with a friend to purchase a farm. They bought Mozambique, a remote ranch in the Llanos region, where he was the partner and farm manager. He built a house on a lake and eventually lured Rossie down. They lived on the farm in a wildlife paradise with toucans, deer and capybara for seven years. Jane was born there in 1971 and Murray in 1974. He always had incredible stories of his adventures and friendships in Colombia, and eventually published a book in 2007, “Colombia: Pictures and Stories.” He is still revered in the small town of Tenjo where he spent his first year of the Peace Corps and his picture can be found tacked on the wall of many homes alongside the Pope and Virgin Mary. Rossie and Sandy returned to the U.S. in 1974 when Sandy was hired to run Camp Holiday Trails, a summer camp for handicapped children in Charlottesville, Va. But he eventually returned to his passion and settled at Brookview Farm in Goochland, adjacent to Rossie’s family farm, Sabot Hill. At Brookview, Sandy developed pioneering approaches to what is now called “regenerative” and organic agriculture and for which he and Rossie received national recognition, including earning the American Farmland
Trust’s “Stewards of the Land” award in 2007. Brookview functioned as much like an agricultural classroom as it did a farm and it was open to anyone interested in learning how to change a sparkplug, treat a sick cow, bale hay or drive a stick shift. In fact, hundreds of his formal and informal apprentices are scattered all over the world, practicing a more sustainable version of farming or business wherever they are. He brought that same generosity of spirit and unique nature-focused perspective to all the organizations he served, including on the Boards of the James River Association, Goochland Land Alliance (President), Goochland Fire and Rescue, Colonial Farm Credit, Goochland Farm Bureau, Monacan Soil & Water Conservation Board (President), Rodale Institute, Virginia Soybean Commission (President). He was a co-founder of the Center for Rural Culture, and an elder at Hebron Presbyterian Church, where he also sang in the choir. In 2015, he and Rossie reluctantly left the farm for Westminster Canterbury, where they became part of a loving and supportive community and where he died peacefully, surrounded by family, friends and loyal and dedicated staff. OPINION: Editorial, Letters to the Editor
For city still finding its way, love remains By Roslyn Ryan Editor
I have a confession to make: Goochland may have my heart these days, but Richmond will forever be my first love. And, like with most first loves, the years spent apart have only served to elevate it in my mind, rounding off the sharp edges and leaving only the good memories of my time spent there. I was born in Richmond in the late 1970s, and for as long as I have known the city it has been in flux—something is always being torn down or rebuilt, a new plan being rolled out, a curtain of scaffolding always going up or coming down. To me, it has always been a city that teems with creativity and just the right mix of bustle and calm. It has all the energy and vitality of a larger place, but is still small enough to know in its entirety. In short, as someone I know once said, Richmond is a place you can get your arms around. For a time after college at VCU, I had a job helping restore old buildings in Richmond’s storied Fan District. It may sound funny to some, but it became a singular joy to work around all that history, to run your hand along a banister carved by hand over a century ago or repair a
tin ceiling that had been quietly hanging there since the days when horse-drawn carriages meandered down Monument Ave. To this day, I still remark often that I have never come across a city as beautiful, as interesting or as multifaceted as Richmond. If city life is your thing, I have often told people, I defy you to find a better place to hang your hat.
As picturesque as the streets were where I grew up, those same streets eventually meandered down through areas where the legacy of past injustice hit like a smack in the face. Given all of this, I wasn’t sure how I would feel last Saturday evening, as I left home to make the 45-minute drive to Richmond for a family get-together. I hadn’t

been back since before the protests, and wondered if it would seem a different place. To love, of course, is to overlook flaws, but even so I suppose I have never been entirely blind to the city’s imperfections. As picturesque as the streets were where I grew up, those same streets eventually meandered down through areas where the legacy of past injustice hit like a smack in the face. I remember as a young adult beginning to understand that there were some areas of the city where people I knew were afraid to go, and schools that some parents would sooner leave the city altogether than send their children. There is not enough space in this newspaper to lay out all the arguments in support of social change, to discuss how the cycle of poverty perpetuates itself or how the undeniable injustices of the past haunt the lives of future generations. But I think everyone has a moment in their lives when the notion of inequality suddenly crystallizes for them, and this was mine: understanding that some people get to avoid living in dangerous neighborhoods with scant resources and failing schools and some people do not. Pulling down monuments is not going to solve this. Vandalism
is not the answer. But if a few weeks of unrest and discomfort serve to remind people that equality and justice are not just reserved for certain people but are the birthrights of every American, then it seems a worthwhile sacrifice to make. That’s just my opinion of course. You may disagree. I suppose I share all of this to say that I have loved the city long enough that I continue to do so even when it fails terribly, when it breaks my heart and reminds me that neither of us is perfect. We both have a lot of growing left to do. In the end, my trip there last Saturday evening was both wonderful and wistful in the way that every reunion with an old love should be. The monuments were defaced but the people were as I remembered them: all ages and races out on the boulevards, lounging together in the parks, walking dogs or just enjoying the early summer weather on patios and porches. There were restaurants coming back to life and the never-ending quest to find parking. Yes, there were signs of unrest scattered around, but the spirit of the city was still the same: Stately but youthful. Still trying to get it right. Lovely. Messy. Vibrant. Enduring.

Letter to the Editor To those hurt by recently published letter about protests, an apology Dear Editor, I would like to address my letter “Imagine” posted in the June 11 Gazette edition. It was never my intention to disrespect the true protesters demanding change. I am very sorry that anyone was hurt by my letter. From a distance, change can often appear almost stationary, but, viewed with the perspective of time and wisdom, the transformation can appear more dramatic. And that view from 35,000 feet mistakenly offers a timeline that, for some, would indicate that the progress made equates to a job completed. That’s almost never the case. Pet Lovers awarded $25K Community Foundation grant Contributed report
Goochland Pet Lovers is the proud recipient of a $25,000 grant from the AECW Fund of the Community Foundation for a Greater Richmond. The grant funding was recommended by Mr. and Mrs. Gordinier, and will be used to support the organization’s mission of sustaining an effective partner-
ship with Goochland County to promote animal welfare and the humane treatment of animals through innovative and educational programs, community engagement, and financial support. “Goochland Pet Lovers sincerely thanks the AECW Fund and the Gordinier’s for their thoughtful funding,” said Sara

Even with the enlightened education and what I considered a progressive view on racial equality, it never bothered me to ride down Monument Avenue past numerous memorials to the South’s fallen heroes. As I studied as a photographer, the statues and magnificent vistas of Monument Avenue were the subjects of some of my earliest photos, at least the ones I’m willing to share with anyone. As I walked around the Lee Monument several days ago, I engaged in conversation with a man who stood silently and stared at the graffiti-covered base of a man who he called a national hero. “They are trying to tear down the last bastions of our heritage, our culture, our legacy,” he said. I didn’t respond. It was too obvious and so far from reality, it was a conversation not worth having in that environment. That reality is that these statues and their removal are a positive symbolic gesture, a peace offering long overdue. Sadly, they are only the scab of an infected wound that still delivers injustice, insult and inequality to those still searching for guarantees penned centuries ago. The financial and cultural impacts of racism are systematic, and, while progress might
seem significant to those who view it from a perch of longevity, the real struggle for equality for all Americans continues and intensifies. This generation will no longer accept overlooked indignities or institutional racism. Issues and symbols that I conveniently ignored can no longer be overlooked. Our pace is far too slow for a new generation that will confront and resolve issues that we now know won’t just disappear. Can all the ills of hundreds of years of suppression be alleviated with one march or protest or the removal of one misguided monument? No. But, it may represent the beginning of real change for millions of Americans. Or, maybe we’ll forget the name of George Floyd and continue on a path of silent indignation to a problem we’ve never really wanted to deal with. I hope that’s not the case. And, there’s no doubt that this time feels different, almost generational in its scope to gather momentum and transform long-held beliefs and generate real change, and hope. A friend told me he’s less optimistic about the current movement, but I must disagree with his conclusion. “They’ll move the statues and we’ll go back to the way it was,” he said. Not this time, I thought.

Local agency working to provide Goochland businesses a hand-up Contributed report
In 2008, Richmond advertising agency owner Brennan Spoonhower decided she wanted to do more for small businesses and nonprofits. She left her marketing and research position at a local TV station and founded Silent Partner Media (SPM). “Our agency was founded to help the ‘little guy,’” said Brennan. “I would see the clients who could afford the large agencies get so much more for their advertising dollars and I wanted to make a difference for small, local business.” With a focus on advertising media strategy, Silent Partner Media was born to the Richmond scene, planning and executing the buying of advertising media for a myriad of businesses and nonprofits. Fast forward 12 years to these unprecedented times. Public health concerns have shut down or changed the way businesses operate. While unusual and unexpected, the SPM team confronted it head on, understanding what was needed within their sphere. “The first thing we did was make a plan to ensure the people that worked with us could feel secure,” explained Brennan. With pride she shared that within twenty-four hours she and her co-owner/ husband Neil came up with a plan to provide guaranteed work over the next few months of uncertainty. “They were all very appreciative and it shows in the work their doing,” she said. Next it was on to review the situation for each of their clients. Several clients that are
local attractions had to shut down completely. That meant contracted media buys would have to be carefully revised and, in some cases put on an indefinite hold. “It was wonderful to see how amazing our media partners were to work with,” reflected Brennan. She shares that except for one Richmond area media company, everyone was extremely understanding and went out of their way to accommodate our clients as best they could. As for the one that was not as easy to work with, she said, “we worked out a solution with them on behalf of our client and while it wasn’t easy, it was a good reminder to us of how we help and why we exist.” Once the dust settled from all of the media adjustments, it was time for Silent Partner Media to return to its foundation. SPM looked around to find ways they might make a difference for small, local business by offering their knowledge and expertise at no charge. Neil reached out the owners of Chef Lee, a family-owned restaurant in Goochland that was shut down. The restaurant had great food, and a small following, but had not been very community-focused. While they had a Facebook page, the last post was in March of 2015. The owner didn’t even have rights to his own business account. Neil shared “we were able to get him access to the account and take over the Facebook management during the reopening.” Neil’s team also helped develop the curbside service process. SPM also leaned in to help Hilltop Distillery. “Talk about
horrible timing,” recalled Neil. A true family affair, the owners poured everything they had into a state-of-the-art distillery and tasting room. The timing of the pandemic made it so the Goochland distillery had to shut their doors just two weeks after their soft opening.” SPM worked with Hilltop to set up their Facebook business and ads pages. They also did some training on regular posting and how to run ads. Feeling they were doing some good things for great businesses, they hoped to kick it up a notch to have a greater impact. So, SPM approached the Goochland Chamber of Commerce and offered to produce a set of high-quality videos featuring chamber members impacted by the pandemic. These were businesses that needed to get the word out that they are open and to share how much they appreciate all of the support from the community. SPM also worked with the Chamber to help develop a media plan to effectively push out the videos to the community via social media. So far, the response has been excellent. “What is exciting about this is we are going in and showing businesses what they can do for themselves. Things that can be sustained moving forward,” Neil shares. Brennan offered, “This kind of service is why I jumped out of my comfort zone and started an agency during a recession. Service that helps small businesses get their message out. The question was never whether we were going to support local business during this pandemic. It was how much can we do.”

Daly becoming a contributor on the court By Nick Vandeloecht Sports Editor
Whether you saw him on the wrestling mat or the tennis court, you could count on Jonathan Daly to compete. Head wrestling coach Mike Nadder described the Goochland High School senior as one of the hardest workers in the room, and in his junior season, Daly quickly established himself in the starting lineup, helping his Bulldogs reach the 2019 state team tournament. He would’ve played his second and final season as a senior for Goochland tennis this spring. Daly was influenced by his sister, who was a former member of the girls varsity team, to get into tennis during his sophomore year. “I had been playing baseball for years before starting tennis, and the change seemed dramatic at first.” But he trained with his sister on a weekly basis, and he developed a passion for the game. “Being that tennis is a lifelong sport for many, I was drawn to the game knowing that I could continue with it for many years.” Despite only being on the team for two years, Daly picked it up quickly, as he had been playing recreationally for several years prior to official competitions. During Daly’s first season on the team, the Bulldogs had less than 10 players, which allowed them to bond quickly, he said. He described their head tennis coach, Tommy Webb, as a very patient and encouraging coach who provided the inexperienced players with the opportunity to improve day by day. Throughout the seasons, Daly’s serving and hitting skills grew. But playing tennis more strategically became his biggest strength. “I became more aware of ball placement, putting spin on the ball and staying in good position on the court.” Daly in his junior season held down the no. 4 singles court and achieved 10 wins against 5 losses

in 2019. In doubles, Daily went 11-4, and he mainly got to play alongside five-time state champion Ryan Bernstine on the no. 1 court during regular season matches. He and his teammates defeated Bruton
5-1 in the regional semifinals – Daly won his match (6-2, 7-5) – and they faced George Mason in the state quarterfinals, which were held in Northern Virginia. “It was intimidating to travel and
see such strong, experienced players all over the state compete together,” Daly said. “I felt very honored to be a part of this intense competition.” Daly went into the spring having concluded a wrestling career
that saw him hold the role of team captain for Goochland and lead the Bulldogs through practices, through his work ethic and through individually helping younger, inexperienced wrestlers learn simple takedowns and defensive movements. He’s been wrestling for three years, and to Daly, the extreme physical conditioning he took on through the sport was very beneficial to him as an athlete. “Both tennis and wrestling are individual sports that require strategy and speed to compete at a high level,” Daly said. “The biggest difference between the two for me was my mindset. In tennis, I had to stay calm and pace myself for a long match, requiring a great deal of endurance. With wrestling, I was more aggressive and explosive, so I had to mentally prepare as if I was going into a real fight.” To Daly, both wrestling and tennis were both good for his leg strength and endurance. There was a ton of running involved at both practices, which he said helped him “dramatically” improve his speed on the tennis courts and his quick movements on the wrestling mat. With tennis, Daly was really hoping to play in the postseason this spring and compete at the state tournament once more with his teammates. And then COVID-19 gripped the nation. “The pandemic took us out of school on the same day that the tennis team would’ve had their first scrimmage.” All Virginia High School League spring sports seasons would eventually be cancelled for 2020. “I was very saddened and angered to see my last varsity tennis season disappear,” Daly said, “especially being that I had worked the past few years preparing for this final season.” But during this time, with the pandemic still ongoing, he said he’s learned to be more independent. Daly plans on attending Virginia Commonwealth University this fall to major in Biomedical Engineering.

Goochland High School rising senior Kameron Holman last Wednesday announced he had received his first college football offer from NCAA Division II program Chowan University. In his junior season, Holman caught 21 passes for 422 yards and seven touchdowns, added 22 tackles (15 solos) and three inter-
ceptions at defensive back and made Second Team All-State at wide receiver. He and his Bulldogs went 12-2 in 2019, won the Class 3, Region B championship and reached the state semifinals. The 5-foot-10 Holman was also Goochland’s boys basketball team’s leading scorer for the 2019-20 season, averaging 15.3 points in 24 games played. He needs less than 200 points to score the 1,000th of his career.
VHSL reinstates out-of-season practice activities Staff Report
CHARLOTTESVILLE – In alignment with the Governor’s “Virginia’s Return to School Plan” announced on Tuesday, June 9, the Virginia High School League (VHSL) Executive Committee cleared the way for schools to begin out-of-season practice activities beginning Monday, June 15. By a majority vote taken on Wednesday, June 10, the Executive Committee reinstated the Out-ofSeason Practice Rule 27-7-1 and suspended
the Summer “dead period” for all athletic teams during the week of June 29 through July 4. This only applies to 2020. According to VHSL, all schools must submit health plans to the Virginia Department of Education (VDOE) outlining compliance with Virginia Department of Health (VDH) and Centers for Disease Control and Prevention (CDC) mitigation strategies before any out-ofseason activity can begin. “The VHSL Executive Committee believes
that getting students back into some level of education-based activities will be supportive of their physical and mental health and well-being,” said VHSL Executive Director Dr. John W. “Billy” Haun. “Allowing students and coaches the opportunity to begin out-ofseason extracurricular activities and athletics will allow school communities the ability to begin moving in a positive direction. “Our student-athletes have been out for over three months,” Haun said. “Conditioning and acclimation will be critical as coaches and
athletes prepare for the upcoming fall season.” The VHSL Sports Medicine Advisory Committee (SMAC) is completing work on the VHSL Guidelines for Reopening Sports/ Activities. The committee is finalizing the document to ensure it is in alignment with guidelines released by the Governor’s “Return to School Plan” as well as the VDH and the CDC. VHSL officials noted that any decisions moving forward will be made in compliance with Virginia Gov. Ralph Northam’s orders.

Video conferencing tools captured the world’s attention shortly after stay-at-home orders prompted people to seek alternatives to inperson gatherings. Seemingly overnight millions of people were logging onto various platforms to connect and chat with friends, family, schoolmates, coworkers, and others near and far. A closer look at new laws taking effect in the Commonwealth July 1 Contributed report (Editor’s note: The following was submitted by R.E. “Trip” Chalkley III, the Commonwealth’s Attorney for Hanover County.) As always, July 1 will see new statutes and amendments to existing statutes take effect in Virginia and there were many new laws and amendments passed by the General Assembly. Here are just a few to note: Any person convicted of violating a hunting, fishing or trapping law may be prohibited by a court from engaging in those activities for a period from 1 to 5 years. Maliciously placing a dead animal within any church or on church property is a Class 1 misdemeanor (up to 12 months in jail and/or a fine of up to $2,500). The outdoor tethering of an animal is not “adequate shelter” (a) if the animal is not safe from predators or well suited or equipped to tolerate its environment, (b) during a hurricane warning or tropical storm warning, or (c) during a heat advisory, when it is 85 degrees or higher or 32 degrees or lower, during a severe weather warning. The amendment to “adequate space” allows for an animal control officer, after inspection, to determine that a shorter tether of at least 10 feet or three times the length of the animal makes the animal safer, more suited or better equipped to tolerate its environment. A first violation of either remains a Class 4 misdemeanor (up

District 5 - CU-2011-00004A Application by Benedictine Society of Virginia requesting to amend Conditional Use Permit CU-2011-00004 to adopt a new Conceptual Plan allowing construction of additional buildings, and to increase the water allocation at 12829 River Road on 49.839 acres on Tax Map 66-1-0-2-0. The applicant seeks two special exceptions to the electronic message board sign standards: to change messages more frequently, and to permit overnight operation of the sign. Ordinance to amend the Goochland County Fee Schedule (Goochland County Code Appendix C) to amend the convenience center fees to add a $30 fee for the disposal of large tires such as used on agricultural equipment Ordinance to amend Goochland County Code Section 11-27 (Competitive Sealed Bidding) to change the time frame for action against a surety on a performance bond from one year to five years from completion of the contract, and to define when a contract has been completed Ordinance to amend Goochland County Code Section 11-34 (Small purchases) to increase the small purchase maximum from $100,000 to $150,000, and to amend Section 11-36 (Capital improvement projects; professional services contracts) to change the capital projects needing board of supervisors’ approval from projects over $100,000 to projects over $150,000 Ordinance to amend Goochland County Code Section 13-10.5 (Exemption for agricultural animals and products) to add farm equipment used for forest harvesting and silvicultural activities to the list of personal property tax exemptions Ordinance to amend the Goochland County Code Fee Schedule (Appendix C) to increase the courtroom security fee from $10 to $20 Ordinance to amend Goochland County Code Chapter 3 (Animals) due to changes in state law, specifically, Section 3-1 (Definitions) to amend the definition of “abandon” relating to companion animals, and Sections 3-6 (Abandonment of animal) and 3-7 (Unlawful acts; penalties) to change the animal abandonment penalty from a Class 3 to a Class 1 misdemeanor
