The Goochland County Board of Supervisors began its first board meeting of 2021 on Jan. 5, and among the first items on the agenda was selecting a new chairman. After being nominated by outgoing chair Susan Lascolette, District 3 representative John Lumpkins was unanimously approved for the role. Lumpkins District 5 representative Ken Peterson was unanimously approved as vice chairman. Lumpkins, who is now in his first term, thanked his fellow board members for their confidence in him, calling it “an honor and a privilege” to serve Goochland County. see Lumpkins > page 3

Woman’s choice showed true meaning of courage, sacrifice Editor’s note: This week the Gazette continues with the new series we’re calling “Tell Me a Story,” in which we ask our readers to share with us a favorite story about something that happened to them or a family member By Vernon Fleming Contributing Writer

Shortly after losing a third child due to a miscarriage, Amanda Gallego conceived again in April 2013. Eighteen weeks into the pregnancy, Amanda and her family traveled from Columbia, South Carolina to Goochland, Virginia for an annual family cookout. While in Virginia, she began having some issues and her husband took her to the

hospital. It turned out that her water had broken. The doctors advised her to return home and see her obstetrician immediately. Her OB/GYN advised her to remain on bedrest until her amniotic fluid could be regenerated. This did not happen. After several weeks, her doctors gave her and her husband bad news: the fetus was not likely to survive to birth and if it did, it may not live more than a few months or would likely be severely deformed or handicapped and dependent on lifelong external support. Her doctors suggested that she consider terminating the pregnancy. Family members, concerned about her ability support her two current children and a handicapped child, suggested

that she should not ignore the advice of the professionals. She had college loans and could not afford to give up her full time job as the Librarian for the South Carolina Attorney General Office. Despite all the encouragement to terminate the pregnancy, Amanda was adamant that she would give birth to her baby. She shared with her husband that she had a dream where she saw her unborn son happy and healthy. The doctors and family could only hope and pray that the baby would survive in her womb for at least 24 weeks. At 24 weeks, pregnancy was induced and Aiden Gallego entered the world in September 2013. As he see Story > 3

Park and Ride lighting project draws glowing reviews After three years and plenty of effort, Oilville lot is finally lit By Roslyn Ryan Editor

Keith Alvis has seen the light, and he couldn’t be any happier about it. Alvis, a life-long Goochland resident, recently contacted the Goochland Gazette to share his excitement over the fact that the lighting project at the Oilville Park and Ride — located near the Interstate 64 interchange at

Oilville Rd — was recently completed. The new lights make the lot much safer, said Alvis, who along with his wife Janice had long worried about the potential for break-ins and other criminal activity at the site. “This is great — we really needed it,” said Alvis, adding that both former District 4 supervisor Bob Minnick, who served for eight years before declining to run for a third term in 2018, and Goochland Sheriff Steven Creasey deserved a significant amount of credit for championing the project from the beginning. According to informa-

tion provided by the Virginia Department of Transportation, Virginia currently offers dozens of Park and Ride facilities across the state, parking areas designed to allow drivers to park their vehicles and use an alternate form of transportation, including carpooling, trains or even biking. In early 2013, VDOT completed a Park and Ride Lot Inventory and Usage Study that culminated in the creation of a VDOT Park and Ride Investment Strategy. As part of the study, VDOT updated the inventory of existing Park and Ride lots, defined a methodology for determining additional

They continued their support and permitted a liberal reduced work schedule while Amanda spent time visiting Aiden in the NICU, caring for her other two children as a single mom

Goochland Deputy County Administrator for Operations Derek Stamey, who was charged with shepherding the project through from its earliest inception to completion, admitted last week that the effort was not without a few hurdles to be overcome along the way. The first issue? Since the Park and Ride is a VDOT asset, the county needed to request a land use permit.

The work was to be designed and installed by Dominion Energy, and then required further coordination between VDOT and the County. The distance of the park and ride from the intersection of Broad Street and Oilville Road, which was the source of power, further complicated the project. Stamey explained that, in an effort to keep project costs down, the County tried to acquire power from adjacent properties with no success, delaying the design process. Once the route of power was established, efforts were focused on the design and ultimate VDOT approval process.

The lights themselves required the establishment of power at the Broad/Oilville intersection, underground boring, mitigating wetlands, and ultimately lighting the parking lot with dark sky compliant/LED lighting. In the end, bringing lights to the Park and Ride would take the better part of three years and cost around $141,000 to complete. Despite the challenges, however, Stamey insisted it was well worth it. “The final product is outstanding,” Stamey said, “and will greatly improve the safety and security of those using the Park and Ride.”

Williams School of Law, Lumpkins currently operates his own law firm. Prior to his election as a supervisor, he served two terms as chairman of the County School Board.

Unfortunately, Amanda’s cancer metastasized and began spreading throughout her body. Despite aggressive treatment by skilled cancer professionals, my daughter, Charmaine Amanda Fleming Gallego, transitioned to eternity on May 20, 2016 at 39 years of age. Aiden is now a healthy, fun-loving seven year old who plays soccer and wrestles with his older brother. He has no memory of his mother, a brave and courageous woman who

saved his life. Aiden’s older sister is a senior at the Art Institute of Chicago. Aiden, his brother and father are preparing to move to Oklahoma due to a job transfer. Goochland’s ‘Back to Business’ program Rice to as helping owners handle COVID setbacks serve county’s

Contributed report The Goochland County Board of Supervisors, Economic Development Authority, and Economic Development Department are excited to announce that the Goochland Back to Business grant program awarded over $156,000 in business grants to local Goochland businesses. The grant program was funded by the federal CARES act money that was allocated to Goochland County and focused on reimbursing businesses the cost of complying with the Governor’s guidelines related to reopening businesses. The program awarded grants ranging between $350 to $20,000 to twenty-nine Goochland businesses. The award amounts were based on the number of employees and eligible expenses. “The entire Goochland County organiza-

According to information provided by the Virginia State Police, the incident began at 4:35 a.m. when a Virginia State Police trooper positioned on Interstate 64 at the 177 mile marker in Henrico County observed a westbound 2003 Mercedes Benz C230 traveling 98 mph in a posted 65 mph zone. When the trooper activated his emergency lights and siren, the Mercedes reportedly refused to stop and sped away in excess of 120 mph.

Instead the Mercedes ran off the left side of the interstate, slid down the embankment and became stuck in the median. Saturday’s officer-involved shooting remains under investigation by the Virginia State Police Bureau of Criminal Investigation’s Richmond Field Office. In accordance with state police policy, the two troopers involved in the incident will remain on administrative leave pending the investigation. Neither trooper was injured. The Goochland County Commonwealth’s Attorney’s Office was notified and responded to the scene. Once state police completes its investigation, the investigative findings will be turned over to the Commonwealth’s Attorney for final review and adjudication.

Rice comes to Goochland from Fluvanna County, where she worked as the Human Resources Manager since February 2018. She succeeds Kelly Parrish, who retired on Dec. 31, 2020 after 8 years with Goochland. “I am pleased that Jessica Rice has joined Goochland County to lead our Human Resources Department,” remarked Kenny Young, Goochland’s County Administrator. “I look forward to working with her and staff to take the organization to the next level while continuing to provide the community with first-rate customer service.” “I am excited to continue my career in servant leadership in Goochland County,” remarked Jessica Rice, Director of Human Resources. “The staff here truly embrace public service and my role as the Director of Human Resources is to help the organization grow by partnering with County leaders to develop strategic staffing plans, generate innovative ideas for improving efficiencies, and develop staff capability.” Prior to her service with Fluvanna County, Rice worked for the City of Charlottesville, Virginia, the City of Corpus Christi, Texas, and for Frito Lay, a subsidiary of PepsiCo. Rice earned a Bachelor of Business Administration from Nichols College and is completing a Master of Arts in Management/ Human Resources from American Public University. Officers’ courage should not be forgotten By Roslyn Ryan Editor

Admittedly, I had kept the television and the radio mostly turned off last Wednesday, despite what promised to be an eventful day unfolding in Washington, D.C. In the end, as we all now know, what happened was an embarrassment, a calamity, and a reminder of what can happen when a monumental failure of leadership collides with a dearth of reason and good sense. History will decide if the actions of those who stormed the United States Capitol on Jan. 6 will be remembered in striking detail for years to come or simply folded in and blurred together with every

other disheartening thing that has happened over the last year. What I can say is that, for me, there will remain one indelible, unforgettable snippet of video taken from the hours and hours of footage beamed into living rooms and onto smart phone screens around the world. It lasted for only a few seconds, but I would imagine many across the nation who witnessed it took note as well: as an almost exclusively white group of rioters waving American flags stormed a barricade set up by law enforcement, the majority of the officers valiantly attempting to maintain order were Black. It was a gut-wrenching scene, watching a small cadre of uniformed men attempt to force back

a veritable human tide surging forward in rage. Any sensible person could surely have been forgiven if they turned and ran for their lives, but the officers did not. They stood firm, performing their duty despite being clearly outnumbered. It was, perhaps, among the bravest things I have ever seen. Watching that, too, it was hard not to wonder just how many of the men and women rampaging violently through police lines, smashing windows and desecrating what many Americans consider an almost sacred space, had spoken out earlier this year about the “lawless thugs” taking part in Black Lives Matter protests across the nation. How many of those there to support a President who claimed to champion “Law and

Order,” who claimed that “Blue Lives Matter,” were now attacking the police? How many decried the destruction of monuments and then attacked one of the most important symbols of American democracy? In the end, with any hope, the actions of those who stormed the Capitol in the name of overturning the election of 2020 will eventually be only a footnote. What should be remembered instead are the actions of the brave people who acted so honorably that day, among them that line of officers at the barricade. “God bless the heroes forged here today,” a solemn Vice President Mike Pence said in an address delivered later that night. Indeed.

If you live long enough on this planet, you’re likely to see almost everything and anything. Life experience provides a certain perspective that prepares one for the most unexpected occurrences, and, as life progresses, it’s easy to embrace a belief that you’ve seen it all. And for those of a certain generation called Baby Boomers, we have witnessed extraordinary events, a timeline of history that bolsters the belief that nothing could surprise or shock us. After all, it’s the generation that experienced the assassination of a president, men walking on the moon, terrorist attacks on soil we considered sacred and technological advances that have changed the way we live our everyday lives. We’ve lived and learned that the old adage never say never is fair warning for a world whose future never ceases to amaze. As I watched a group of unruly protesters transform to a band of domestic terrorists last week in Washington, D.C., I quickly realized I was witnessing something unique: one of those events that mark our history with an asterisk and receive a bold black headline on the nation’s timeline. Several days earlier, I engaged in a normal Facebook conversation with some friends. Like everything in life today, the discussion quickly assumed a political tone. It was the usual back and forth regarding the recent election, but one post seemed more ominous than the others. “You’ll find out what’s really happening on Jan. 6. You can bet on it,” the post read.

My most important words of advice — just start. My other words of advice are as follows: Don’t make things hard on yourself. Grow what you or your family like to eat. If you’re new to gardening, make it easy on yourself. Asparagus can take a few years of invested time before it begins to produce. How committed are you to vegetable gardening? I recommend starting small. Too many gardeners give up and abandon the garden once the summer heat sets in. A smaller garden is easier to tend. Increase your odds of success!

The answer is an emphatic Y-E-S! I gave up attaching dog hair to bamboo sticks, shaving off Irish Spring soap to sprinkle along borders, and applying hot pepper spray to foliage between rainfalls. Canine motion detectors proved to be unreliable. Before long the family pets and the cloven-hoofed rogues accepted one another in their own concept of balance: live and let live. So I erected an eight foot fence. That took care of MOST of my critter troubles in the vegetable garden. I even installed ten inches of fencing below the s u r f a ce . S q u i r re l s still climb in. Ground hogs are pretty clever fellows, too.

We can grow many things here that we can’t grow in other regions. Yet at the same time the climate in Central Virginia is challenging to many cultivars. Even if you were born and raised in this area, new plant diseases, insect varieties and blights have emerged that weren’t common 20 or 30 years ago. If you’re already serious about growing tomatoes, consider growing tomato cultivars resistant to early or late blight. The seeds for some disease resistant varieties cost a little more than others, but at the end of the season, if your garden is still pumping out tomatoes ….. Pat yourself on the back. Yes. Container gardens require less space. Poor soil quality can be easily remedied with prescribed potting mixes. Here’s an additional caveat: plants can also be moved indoors for protection from weather or the dreaded D-E-E-R. There are considerations, of course. While root vegetables and leafy greens can thrive in partial shade, most fruit-bearing vegetables need eight to ten hours of direct sun to thrive. Many varieties of vegetables can be grown in containers and will produce regular-size fruits. However, varieties specifically designed to grow in containers do better in my opinion. A drawback to container gardening is the watering schedule. Watering is more difficult to manage than when planting directly into the ground. Although weeds are easier to control, container gardening can be high maintenance. At the height of summer, make sure to provide water for your plants at least once or twice a day. What can I be doing now before it’s time to plant my vegetable garden? I intend to grow outdoors directly in the soil. Gardeners often hear people talk about soil pH. Most fruits and vegetables grow best in neutral soil with a pH of about 6.2-7.2 Besides selecting a site and ordering seeds, get a soil test done. Having it done now gives you some time to amend the soil pH and soil chemistry before the growing season gets into full swing. The soil tests kits are economically priced and available from Virginia Cooperative Extension offices. The soil test not only provides information on the soil, pH, and available levels of phosphorous, but on potassium and other essential elements or nutrients. The Virginia Tech Soil Test report also offers instructions on how to adjust or modify problems with the soil for the particular plantings intended for your garden. Results can be received either by mail or email. Williams’ tip-in lifts Cadets past Knights in thriller By Nick Vandeloecht Sports Editor

GOOCHLAND -- When his teammate’s second freethrow attempt bounced up and down and stayed along the back of the rim, Whit Williams noticed there was no one under the basket. The Benedictine senior cut around to the other side and rose up, getting his hand on the ball. His tip-in attempt pushed the ball through the basket – and pushed his Cadets back into the lead with only 2 seconds left in regulation. That’s where Benedictine stayed, as it completed its rally from a 13-point deficit near the top of the third quarter to overtake Peninsula Catholic 57-55. It was a big win for the young Cadets, who not only improved to 3-2, but were also able to get the better of a Knights unit that came into the McMurtrie-Reynolds Pavilion with a 6-2 record. “We can’t be any happier,” Benedictine coach Mark Royster said. “It’s us evolving, us getting better.” He noted that this edition of the Cadets has only been playing together since Nov. 30, and with six new players on this team and some of them on JV last year, “this is not a familiar group,” because they didn’t play in either the summertime or the fall. “We’re 40 days into it,” Royster said, “and I like where we’re at.” “It feels great, especially against a team like this,” Williams said of the win. “I think, every single game, we’re just learning more and more.” Williams double-doubled with 14 points and 10 rebounds and added a team-

leading six assists. His teammate Anthony Fisher, in his second game back, not only led the Cadets with 17 points, but he also set up Williams’ game-winner. With the game all tied up at 55-55 and the Knights moving the ball with under 12 seconds remaining in regulation, Fisher read the play and swooped in to steal the Knights’ pass along Fisher’s right side. The multisport standout drew the foul in his approach to the paint, and while Fisher didn’t make his two freethrow attempts, his second miss turned into his team’s gain as Williams made sure it went in. Fisher’s speed, his coach noted, changes the game for them, and he allowed them to spread the floor. “He’s the one guy that can go from foul line to foul line and pass two or three guys on the way, and that sets every-

body else up,” Royster said, “but he’s strong enough and he’s gotten so much better at recognizing when he has his opportunities.” “We came out fighting, and our guards got us in the

Peninsula Catholic in the early stages of the third quarter led 34-21, but from there, the Cadets caught fire. Fisher, Williams, Luca Puccinelli and Kris Tiller all combined for a 14-1 run with Williams netting an and-one to tie the game at 35-all. The Knights got a 4-0 burst, but Tiller cut their lead back down with two from the free-throw line, and Fisher, flexing his speed, tore into the lane and drew the foul while netting 2. He knocked down the free throw to return the Cadets to the point for the first time since the first quarter. The Knights went back ahead 54-50 with 2:04 to play, but the Cadets’ options and awareness on the offensive end, coupled with their strong

answers for the Knights on the defensive side, put them right back in the game. Puccinelli, who was a threat to score in the paint throughout the game, moved into the lane, and Fisher, instead of passing to Puccinelli, made the right read according to Royster; he capitalized on a look from behind the arc and let the long shot fly to net 3 and carve the visitors’ lead down to 1. The Knights added a free throw, but Fisher flexed his speed again and drove for the basket. But he didn’t go for the bucket himself. This time, he passed the ball to Puccinelli, who had once again put himself in the paint. Puccinelli hit the layup, tying the game at 55-55. “As long as we’re making good, smart plays, we’re fine,” Royster said. “That’s what we want from them, and that’s them maturing and getting better as the season goes along.” Puccinelli scored 14 points and Tiller chipped in 10. Senior Cody Herman added five assists and helped disrupt the Knights’ last-ditch attempt in the game to score. Peninsula Catholic was led in scoring by Chris Brown, who netted 20 points. As the Cadets’ players keep coming along, things will get better for everyone, Royster said. “We have a really young team, and I think you can obviously see, even from the first game, how much our freshmen and our new guys are growing,” Williams added. “I think this is the most fun team I’ve played with, even with travel ball. It’s just a group of guys that just want to play. I just love being here.” Benedictine will play at Veritas on Friday at 5:30 p.m.

Goochland girls basketball season underway By Nick Vandeloecht Sports Editor

GOOCHLAND -- When Goochland girls basketball took the floor for its first game of the year against the Central Virginia Homeschool Athletic Association’s Patriots last Tuesday, the young unit came away with a different type of victory that went beyond the final digits on the scoreboard. The Patriots won the game 57-37, but to Goochland’s head varsity coach James Harris, this 2020-21 winter season is already a successful one. Because, after all of the uncertainty over whether they would even get the chance to compete due to the ongoing COVID-19 pandemic and the school systems that have withdrawn from winter sports participation because of it, his Bulldogs are now playing. Their season is underway. “There’s a lot of schools out there now that are not playing at all,” he said. “I think the fact that we’re just playing in the type of situation that we’re in, that’s a blessing.” “With this season, I’m just looking forward to being able to play,” said junior returner Emmy Paulin, who led all players in Tuesday’s game with 16 points. “We didn’t realize we were going to be able to play, and I’m just glad I get to play basketball with these people...to have at least 11 games, that’s really big.” Her teammate and fellow leading returner Gabby Ragone netted all 10 of her points in the second half. Ragone, who was the 2019-20 James River District Player of the Year, had a play to remember when she hit a running, leaping, buzzer-beating threepointer at the end of the third quarter to tighten the visitors’ lead to 12 points.

Although the Bulldogs are coming off of a successful season in which they won the James River District tournament and regular-season championships, it’s a different team in a different year. Many newcomers help make up a guard-heavy team that will compete across 11 to 14 games in a regular season that has been made shorter by the ongoing pandemic. They’re also facing some unfamiliar teams this year like the Patriots, so for the players, it’ll be a matter of expecting the unexpected, learning each other and getting up to speed without a traditional offseason or scrimmages to provide them with game time minutes on the floor ahead of the regular stretch. “We’ve just got to be ready for everything,” Paulin said.

Returners in addition to Paulin and Ragone include seniors Megan Bowers, Taylor Whitfield and Shaylah Duff. Junior Jenika Carter, who moved up this year from JV, showed command and communicated with her teammates on the court in the role of floor general, and two of the newcomers – junior Erla Thorkelsdottir and sophomore Rayanna Tibbs – utilized high-rising defense to hold the Patriots off of the glass when the Bulldogs were leading 5-4 early in the first quarter. As the season progresses, Harris expects that the Bulldogs’ defense, transitions and shots will get better. He noted that the leadership and experience of Ragone and Paulin will be key in helping their young team.

While Tuesday’s game marked the Bulldogs’ first game this season on the hardwood, the team they were playing, the Patriots, had begun its season back in early December. In addition to gametime minutes, the visiting team also had size on its side,

but the Bulldogs throughout the game were able to convert steals and rebounds into strong approaches and looks at the basket. Paulin especially shined in the second quarter, netting 9 of her 16 points and one of her two 3-pointers in the stanza.

“They didn’t give up,” Harris said of his Bulldogs. “They kept playing, and that’s what I like to see. No matter what the score is, anything can happen.” The Bulldogs were slated to host Amelia this Tuesday. Their next game is scheduled for tonight (7:30 p.m.) at Fluvanna.

Goochland sweeps tri-meet for first team wins of season By Nick Vandeloecht Sports Editor

CUMBERLAND -- The first match at Fluvanna earlier this month was kind of like a shock to Goochland’s coaches. It didn’t really hit head coach Jeremy Wampler until the following morning that that season-opening match had indeed just happened. But after that, “now you knew how things were going to go,” Wampler noted, and while Monday night’s tri-meet featuring Amelia and host school Cumberland was different, he said it felt normal again. It also was a a big night in the scorebook for the Bulldogs, as they swept the tri meet 62-12 over Amelia and 58-6 over Cumberland for their first team wins of the season. “It’s interesting seeing when we first started working with them about the attitude we want them to embrace in the practice room, and then... seeing that come to be during an actual match,” Wampler said. “We’ve seen a lot of growth and I’m very happy with how things went tonight ... absolutely the right attitude I’m looking for.” Heavyweight Ayden Doczi, Max Moreno and 132pound wrestler John Summitt all went 2-0 in their contested

Doczi, a senior, totaled less than 40 seconds on the mat in his first contested matches of the season as he pinned both his Amelia opponent in 24.7 seconds and Cumberland’s Logan Bryant in 15.2. “For him, it’s all about now taking what he knows in the practice room and actually doing it in a real match,” Wampler said. “Tonight he practiced a couple things – they were quicker matches, but he did pull the trigger on a couple things we wanted him to work on.” Moreno, also a senior, opened his night strong by pinning his Amelia opponent in 46 seconds while wrestling in the 152-pound class. He

also closed it with a bang, bumping up to 160 to pin Cumberland’s Cole Dalton in the second period. Wampler said they decided that they wanted to get him a second match, and they had a feeling that his opponent at 160 was a good matchup for him, “and a decent test, too.” “Max really rose to the occasion.” From Moreno, Wampler earlier said he needed to see consistency and positioning. “I need to see him set up his offense with what we want him to do,” Wampler said. “If he can keep doing what he did tonight – that was the first time I’ve seen Max Moreno wrestle at a level that I actually think he might

make a lot of noise later on this year.” Summitt racked up three near-falls in a 17-4 major-decision win over Caleb O’Brien, then piled on three nearfalls and four takedowns to defeat Cumberland freshman Madison Dayton by tech fall. “I saw a huge change in him from just the first to the second match; his hip position was much better while riding,” Wampler said. “Very happy with the changes I saw.” Against Amelia, Reese Vincent (138 pounds) pinned Dominic Hardison in under 25 seconds, and Grant Heidel (145) fended off Aden Terrel in an 8-5 decision. Against Cumberland, Jordan Duke (113) piled on

four near-falls in a win by tech fall over Celeste Mitchell, Alex Rosenbaum (220) pinned Antoine Johnson in less than 30 seconds and Riley Hite, wrestling up at 170 pounds, parlayed two near-falls into a second-period pin of Jake Price. After all of the uncertainty that’s been brought about by the ongoing COVID-19 pandemic, Goochland was able to complete its first three meets within six days. The Bulldogs opened the season at Fluvanna, with Summitt pinning Emma Dillon and Vincent pinning Sam Stultz. In the team results, Fluvanna edged out Goochland 27-24. Summitt continued his strong start on Saturday in

Louisa, defeating Gavin Greslick in a 12-8 decision. Moreno at 145 pinned Nick Torbush, and Hite at 160 routed Lawton Rowan in a 9-0 major decision. Louisa fended off the Bulldogs for the 33-25 team victory with two wins by forfeit, three pins and a 9-3 win by decision. This team, Wampler said, is embracing what they’re wanting. “This is the attitude that we want: we want that hardnosed grinding attitude, and that’s where the fun’s going to come,” Wampler said. “Very happy with how things are going right now – it’s going to take time, but we’re seeing the right steps, and it’s going to keep on slowly growing.”

District 4 - CU-2020-00015 - Application by Cox Property, LLC requesting a Conditional Use Permit for a car wash on 1.4 acres at 1515 Little Tuckahoe Court on Tax Map 59-1-0-38-A. The property is zoned Industrial, General (M-2). The Conditional Use Permit is required by Goochland County Zoning Ordinance Section 15-272. A zoning ordinance amendment is pending to allow this use. The Comprehensive Plan designates this area as Commercial and 100-year Floodplain. Countywide Ordinance repealing Goochland County Code Section 9-11 (Parades and processions generally) and adopting Sections 9-46 through 9-58, all relating to parades and processions, including exempting spontaneous processions, adding expressive activity and specific provisions therefor, limiting required application information, requiring compliance with other regulations, broadening eligible security agencies, allowing county personnel access, decreasing time for permit filing and review, specifying and clarifying standards for decision on permit, authorizing permit conditions, specifying recoverable county costs, reducing deposit requirement, specifying and clarifying permit revocations and cancellations, decreasing and revising penalty provisions, providing permit appeal process, and restricting interference with permitted parades or processions (the Board was asked to defer this public hearing at its October 6th meeting).
