As word spread last week of the death of Goochland County School Board member and former Supervisor William Quarles, Jr., it soon became clear just how much he had meant to so many. A passionate and tireless supporter of numerous causes including education and public safety, Quarles is being remembered this week as a community leader with a singular ability to remain positive and encouraging regardless of the Quarles challenges at hand. see Quarles > 2

Rescue workers, local vet step in to save trapped horse Call it a horse tale with a happy ending. On the evening of Feb. 3, Goochland County Fire Rescue and Goochland County Animal Protection responded to a call about an animal in distress. Upon arriving at the scene, first responders discovered a horse that had become trapped between two barn doors and mired in mud. According to rescuers the animal had been struggling for approximately an hour and was cold and exhausted. Fortunately, Dr. Katie Huffman of Little Hawk Farm—a former fire rescue volunteer herself--arrived and sedated the horse, buying rescuers time to rig a harness and pull the horse from the mud. After the sedation wore off, the horse was assisted to its feet and did not appear to have any injuries.

Community Care mobile app serves as a one-stop resource Contributed report The ongoing COVID-19 crisis and other societal pressures can place a strain on anyone’s mental health. Getting the information you need is sometimes difficult, and it only gets more difficult when you are in need of help quickly. The Community Care mobile app, available for Apple and Android devices, provides Goochland residents and fami-
lies with the information they need in a quick, easy-to-navigate format. Whether it is help with parenting, disabilities, transportation, or substance abuse, the Community Care app will help connect users to the right people who can provide assistance. The interactive app allows users to browse by category or search resource descriptions to learn how to get help as well as where
resources are located and contact information. The app is linked to maps, so that driving directions can be accessed simply by clicking on the address. Mills Jones, Goochland’s Director of Human Services, says, “The Community Care App was developed through a regional partnership to provide help available at the touch of a button — all you need is a smart phone.”

Quarles, who graduated from Goochland High School in 1970 and from Virginia Union University in 1974 with a Bachelor of Science degree in chemistry and biology, taught school in Louisa and Richmond before going to work at Dominion Power. He worked for 30 years at Dominion Power’s (Dominion Energy) North Anna Nuclear Power Station as a member of the chemistry and management team. Among his numerous other accomplishments, Quarles was a co-founder and previously served as Vice Chairman of the Goochland Education Foundation. “Mr. Quarles has served the people of Goochland County in many ways over many years,” said Goochland School Board Chair Karen Horn, who served alongside Quarles beginning with his election to the school board in 2019. “This service most often included rising up the lives of children and sup-
porting quality education for all. He used a gentle voice in this work and he was always a gentleman. As each board member shared with me, he was also a great listener. We will truly miss collaborating with William on our shared commitment to educating the next generation”. To current Board of Supervisors Chair John Lumpkins, too, Quarles’ dedication to local students was among his most marked characteristics. “William Quarles was a dedicated advocate for all Goochland citizens,” said John Lumpkins. “My family personally experienced his enthusiastic dedication to lifting up and encouraging students in our schools.” Quarles joined the Board of Supervisors in January 2004 and was reelected to a second term in 2007. He served as Chairman of the Board of Supervisors three times in 2008, 2010, and 2011 and Vice-Chairman in 2007. Prior

Goochland Habitat for Humanity completes 26th house completed its 26th home located on Old Columbia Rd. in the George’s Tavern section of the county. The COVID-19 pandemic has affected the lives of everyone. By early October, the house was completed and HHG began the process of transitioning ownership to their new partner family, Tiffany Sims and her four children. Ms. Sims applied for the home last spring, met ownership qualifications and will now begin to pay HHG for the home via a 30 year, no-interest mortgage. “Our new home will be our comfort, security, and favorite place to build new family memories. Our
new home is our blessing” stated Ms. Sims. With the success of the construction of the 26th home now behind them, HHG is starting the planning and fund raising for their 27th home, scheduled to be built this summer. “We get great support from the Goochland community” Morgan stated. “We are always looking for volunteers to assist us but our biggest needs now to continue providing this vital service are business and church sponsors, increased financial support and the ability to purchase affordable land”. Applications are still being accepted for the next home. Qualifications include a demonstrated housing need such as overcrowding or unsafe conditions, a minimum annual income of $25,000, proven financial responsibility and the ability to complete at least 300 hours of sweat equity on the construction of their house. Obituaries TIMOTHY M. HANGER Mr. Timothy “Tim” Martin Hanger, age 72, passed away February 5, 2021, at home in the loving arms of his family following his valiant fight with pancreatic cancer. He was predeceased by his parents, Hansford and Serena Hanger; and his adored daughter, Whitney Glenn Hanger. Tim was born and raised HANGER in Waynesboro, Virginia and moved to Richmond in 1970, where he made his home for the next 51 years. He graduated from VCU, served in the Army Reserves, married his high school sweetheart and began his 35-year career as a Group Vice President with SunTrust Bank (formerly United Virginia and Crestar). Tim developed many interests and friendships over the years working with various non-profit organizations. They included his time as chairman of the Virginia Minority Supplier Diversity Council, leader of an Osher hiking group at U of R, elder in his church, Special Olympics volunteer, Lewis Ginter volunteer, neighborhood association director and more. Tim’s patience and willingness to always go the extra mile ensured his successes in both his professional and personal lives. His quick wit, loving nature and gentle disposition endeared him to all who knew and respected him. His grandson once remarked, “Pop Pops, you always keep your promises,” which he always did. His favorite pastimes included attending VCU basketball games, early morning workouts at the gym, supporting his children’s and grandchildren’s soccer and other sport activities, gardening, jogging (once in the Richmond Marathon), traveling, listening to the Beatles, which he and Debbie actually saw in person in the sixties, attending old rock group concerts and having friends over by his fireplace in the backyard. Tim loved a party and
relished company. His goal was to get the entire family to Nags Head annually at the “big yellow” house. He always succeeded and these memories will be cherished forever. Tim is survived by his beloved wife, Debbie, of almost 50 years; sons, Nathan (Nikki) and Paige (Ally); and his beautiful grandchildren, Max, Avery, Finnegan and Sully. Together, they made the Hang Time crew, which symbolized his devotion to his family above all else. Tim is also survived by his brother, Danny (Judy); along with a host of other family and friends. Due to COVID health concerns, a Celebration of Life service in his honor will be held at a later date. In lieu of flowers, memorial gifts may be made to a charity of your choice. In the meantime, take a walk, enjoy the sunshine, travel somewhere new, tell a joke and say kind things to others just like Tim would do. NORMAN R. MOLES Norman Reynolds Moles, 86, of Mineral, passed away January 28, 2021. He was predeceased by the mother of his daughters, Joyce Dix; and son-in-law, Terry Bias. He is survived by his daughters, Debbie Bias, Vicky Stratton (Ronny), Norma T r i m m e r (Robert); grandchildren, John Bias, Jackie Bias, MOLES Luke Stratton, Donny Stratton, Joe Stratton (Sarah) and Tony Casper (Elaine); and great-grandson, Parker Stratton. Norman retired to country living after serving over 25 years with the Richmond Police Department. He was a Navy Veteran, serving on the USS Randolph as a gunner. He enjoyed spending time in front of his pond; with his family; and his cats: GB, Ursla and Baby Cat. He even made friends with the deer, turtles and occasional bears that roamed his property. Planning Commission votes against Elks Lodge CUP Plan for new facility will now go before BOS for final say, residents voice fears about noise, traffic By Roslyn Ryan Editor
One month after deferring their decision on a plan by a Richmond Elks Lodge to build a new meeting and events facility in Goochland, County Planning Commissioners voted 4-1 against the proposal during the Commission’s monthly meeting on Feb. 4 The Benevolent and Protective Order of Elks, Lodge 45, is currently
seeking a Conditional Use Permit (CUP) from the county to build a new lodge on a parcel of land located in an industrial zone near the intersection of Pony Farm Road and Oilville Road. Although several items of concern had been removed from the plan since it was first brought forth in January — including a shooting range and planned Fourth of July fireworks events— several residents insisted during the public comment period that the lodge would bring unwanted noise and traffic to the area, and was inconsistent with the county’s Comprehensive Plan. Speaking on behalf of the Elks, member Brenda Holmes insisted that the organization is not looking to bring a “wild, party atmosphere” to the area, and instead wants only to
host a few meetings a month with around 20 people or less. The only events that would likely bring more, she insisted, were the occasional picnic celebration or Flag Day event. “Social clubs are not bars,” Holmes said, noting that many of the negative headlines people associate with the Elks are instead related to a separate, similarly named organization. Because the Elks are seeking a CUP for the property on which they wish to build the new lodge, they will need to meet a number of conditions if the request is ultimately granted by the Board of Supervisors. Among those conditions is a stipulation that fireworks would be prohibited and that outdoor sound would be tightly controlled. To attorney Darvin Satterwhite, who is representing the Elks in the
matter, claims that the lodge would have a negative impact on the surrounding area do not hold water. After amending the proposal to remove the shooting range, Satterwhite said there was little else the Elks could do to decrease the impact of the plan, which he noted is already far less detrimental to the area than what could be built there by right. “I wish we could say we’ll withdraw the traffic but we can’t do that,” Satterwhite said. “It is what it is.” He noted that the Elks bring a number of benefits to any community in which they operate, and insisted that the new lodge would be “a feather in the county’s cap.” As they were in January, commissioners appeared hesitant to condemn the plan outright but largely

agreed that it was not in keeping with the county’s Comprehensive Plan. “I respect people’s desire for peace and quiet,” said District 1 Commissioner John Myers, “however, I don’t see how any of the Elks’ activities are going to disturb that peace and quiet. I’m torn.” “I think we all are,” said District 4 Commissioner Carl Pituck. “I don’t deny that the Elks are good people and they want to do the right thing. Unfortunately, it just doesn’t seem to sit with the local citizens right now.” Ultimately, the Commission voted 4-1 against the recommendation of the CUP, with Myers casting the sole vote in favor of it. The next step for the Elks will be to appear before the Board of Supervisors, who will make the final determination.
New fund helps residents afford needed pet care Contributed report
Goochland County residents facing financial hardship can now receive support for their pets’ preventive care through Goochland Pet Lovers’ Good Neighbor Fund. The Good Neighbor Fund is available to Goochland residents with an income level up to 200% of the Federal Poverty Level. Founded in 2016, Goochland Pet Lovers also financially helps promote the adoption of pets at the Goochland County Animal Shelter and Adoption Center, run by Goochland Animal Protection, through its Dr. Lori L. Even so, eventually there comes a point when the time for reflection is done, when we must speak or risk our silence being misconstrued as something else entirely. asked repeatedly by the Goochland branch of the NAACP to issue a resolution condemning all forms of racism, discrimination and prejudice. And while the board has delivered at least one strongly-worded statement confirming its commitment to equality and rejection of racism, as of this writing, members have declined to bring forth any formal resolution
confirming this position. As one board member stated, the reason for his own reluctance to support such a resolution has to do with a desire to find actual solutions to the issues faced by residents of color, and to avoid simply signing off on a resolution that wouldn’t, on its own, solve see Resolution > 7

Feb. 4 is designated as Four Chaplains Day in America, a day dedicated to honoring the men and women who provided religious and counseling services to service men around the globe through numerous conflicts and wars. The recognition was inspired by the story of four chaplains who made the ultimate sacrifice during World War II, but honors all those who served as chaplains, fighting their war with Bibles and Rosaries. As a child, I used to enjoy going to Washington, D.C., and taking in the many sights and attractions. One of my favorite places was the old Wax Museum near the Armory. It’s long gone now, and the historical displays are probably serving a second life as candles in some unknowing soul’s parlor. The museum featured the regular wax fare of figures including Jack the Ripper, President Roosevelt, Queen Elizabeth and Marilyn Monroe. But it was the final stop on the tour that intrigued me the most. You could hear it before it actually appeared, as a portion of ship tossed in artificially rough waters, obviously on its last leg before a trip to Davy Jones’ locker. Four men remain on deck, one of them praying while the other holds a Rosary. Another one leans over the rail to give his life preserver to a sailor in the water. It was quite a dramatic scene and made a lasting impres-

Find a conservation group
Plan a day around wildlife
If animal adoption is not the right step at this time, offer a romantic partner a stake in the welfare of an animal facing endangered or critical status through symbolic adoption. Various organizations enable people to make donations toward the conservation of animals in the wild. Support large cats, birds of prey, and others through a charity such as the World Wildlife Fund, National Wildlife Federation and Defenders of Wildlife.
Make this Valentine’s Day memorable with an entire day immersed in nature and wildlife. Plan a hike through a nature preserve; pack a picnic to enjoy midday. Make a donation in a spouse or partner’s honor at a park that he or she holds dear. Consider sponsorship with a plaque on a bench or fund educational classes at a learning center. The recipient will enjoy seeing his or her name displayed.
Donate toys Take a trip Visit animals in the wild by planning a trip to a national park in North America or other areas around the world. If schedules or finances prohibit a trip at this time, purchase entry tickets to a conservation center or nearby zoo that specializes in certain breeds of animals. Even local wildlife rehabilitation hospitals may offer tours or enable people to foster injured or orphaned animals.

A sincere desire to avoid rubber-stamping an issue is certainly admirable. But it cannot be denied that words do matter, written or otherwise. Residents of color matter, and it only stands to reason that a resolution by the board would go a long way toward underscoring that fact. Goochland County leaders have been put on the spot before: Back in December of 2019, a standing-room-only crowd demanded that board members pass a resolution to demonstrate their support of Second Amendment rights. The board did so unanimously, even though the resolution they passed was, as the members themselves said, almost entirely symbolic. In this case, county leaders are once again being asked to pledge support for the rights of Goochland residents, during a time when many of those residents feel as if their rights as Americans have come under attack. And while I certainly can’t pretend to speak for those who have faced racial discrimination, prejudice and injustice in their lives, I would think that such a resolution would be every bit as important to them as the

It’s official mission “is to further the cause of unity without uniformity by encouraging goodwill and cooperation among all people.” The words are a fitting tribute to George Fox, Alexander Goode, Clark Poling and John P. Washington, the four chaplains immortalized in the story.

Goochland honors seniors, reaches playoffs By Nick Vandeloecht Sports Editor
GOOCHLAND – Gabby Ragone had waited so long for that night. In her previous years on Goochland’s varsity girls basketball team, Ragone would give the speeches that highlighted the achievements, contributions and goals of her senior teammates on each and every Senior Night. But on Thursday night – after the COVID-19 pandemic had reshuffled and condensed this academic year’s athletic schedules, and after her varsity team returned from a two-and-a-half week absence, Ragone and her teammates Megan Bowers, Shaylah Duff and Taylor Whitfield were the recipients of their team’s speeches as the Bulldogs ultimately celebrated Senior Night with their final home game of the regular season. “I’m so glad we got to play again,” Ragone said. And they dominated. Playing in front of the seniors’ family members and the Goochland cheer team, the Bulldogs rocketed away from visiting Franklin on a 15-0 run in the second quarter and won Thursday night’s home finale 64-38. “I think the fact that we had so many games back-toback before we had the two weeks off, and then after we had the two weeks off, I think people were really realizing that this is like the last two games we might have,” Ragone said, “and so we’re just going to put everything out on the court.” “It was good to see them get the win, especially tonight being Senior Night – some of these girls, it’s probably their last time being on this court,”

said Goochland head coach James Harris. “The way they got it was good because they did it as a team.” Ragone netted 11 points in the first quarter alone to help Goochland lead Franklin
15-10 at the end of the stanza, and she finished the game with 26 points overall. She doubled-doubled with 10 steals and added eight assists. Junior Emmy Paulin knocked down two 3-point-
ers and totaled 10 points while also bringing down five rebounds. Jenika Carter chipped in 7. All four seniors not only played in Thursday night’s game, but they also scored.
Bowers had 7 points including a fourth-quarter 3-pointer, Whitfield netted 6 and Duff scored 2 in the fourth. Harris praised the seniors’ character, attitude, their want to win, and their love for the
game. “They brought in a lot this year – through the last couple of years with this program,” Harris said. “They’ve done a lot.” One of the highlight baskets in Goochland’s 15-0 run in the second quarter saw Ragone drive the ball to the opponents’ basket, then pass it to Carter who, narrowly staying inbounds, pushed the ball to Nevaeh Fleming, who lined the jumper into the hoop. Erla Thorkelsdottir added a 2-pointer on a fast break in the 15-0 run, and Fleming totaled 4 points on the night. Goochland continued its fiery return with a commanding 81-14 rout of Windsor in its regular-season finale on Friday night. Ragone went off for 30 points and added eight steals. Carter racked up 15 points and chipped in four assists and three steals. Paulin poured in 11 points and contributed five assists and five steals. Despite playing only seven games in the regular season, Goochland with its win on Friday earned its way into Monday night’s Class 3, Region B quarterfinals game. Goochland played the region’s No. 1 seed George Mason on the road. Mason won 59-20, ending Goochland’s season in the regional quarterfinals. In reflecting on her years in the Goochland girls basketball program on Thursday, Ragone feels like she’s “had five different families on this team.” “Everybody comes in, and as soon as they step onto the court with us, they just become part of our family,” Ragone said. “This year has probably the most changes there’s ever been, but I still have so much fun with them – all of them.”

Bulldogs’ season concludes in regional quarterfinals By Nick Vandeloecht Sports Editor
GOOCHLAND – It wasn’t the way in which they wanted to end their season. But at the end of Monday’s 58-56 overtime loss to Manassas Park in the first round of the Class 3, Region B tournament, Goochland boys basketball had still succeeded in seeing its season through to a natural conclusion – a feat that was initially in doubt due to the ongoing COVID-19 pandemic. The young Bulldogs also finished the condensed winter season with a winning record of 6-5. For senior Kameron Holman, to be able to play this basketball season along with his senior teammates Reid Dameron, Kyle Goff and Jack Hoffler “definitely meant a lot, just knowing the circumstances of this year and lots of teams not being able to play.” “I’m just thankful to have a season,” Holman said. “We had an opportunity to play; a lot of other teams and school divisions weren’t allowed to,” Goochland head coach Preston Gordon said, “and I’m proud; there were multiple times that we get worried about not being able to play a game, or games get changed. They rolled with the punches, and it was difficult for all the different changes that we went through
… they just showed up and played, and that what’s we’ve got to get them ready for. It’s a tough loss, just wish it didn’t end this way, because these guys, they practiced hard and they deserved more.” Holman over his years in Goochland’s boys basketball program established himself as one of the all-time standouts, and his final game was no different. He unleashed 14 points in the second half, added a 3-pointer from the top of the key in overtime and ended the night with 24 points and five rebounds. “It’s definitely more like a brotherhood,” Holman said of his Goochland boys basketball team. “I’ve known these kids since middle school, and just growing up playing with them the last four years of high school meant the world to me.” “Kam has done a phenomenal job,” Gordon said. “I think if we would’ve played a full season, he would’ve (scored 1,000 career points), pending him being healthy… Kam’s been a four-year player for us. He’s done a lot on the offensive end, a lot on the defensive end. There are different times that he just steps up and…he accepts responsibility for different things that happen on the court or off the court, and that’s what seniors should do.” His senior teammate

Kyle Goff led his team in the first half of Monday’s game with 8 points as he knocked down a pair of 3-pointers and a 2-point jumper. He also chipped in four rebounds. “I just talked to Kyle and told him how proud I was of him,” Gordon said of Goff. “He could’ve chosen not to play. He could’ve chosen to have shoulder surgery and I know he fought through some things there, and I’m proud of that.”
Gordon was heartbroken for senior Jack Hoffler, who was injured in the Bulldogs’ regular season finale last Wednesday and was slated to have surgery on Tuesday. Gordon is hopeful that Hoffler, a standout cross country runner, will still be able to have his final cross country season. In addition to Hoffler being sidelined, senior Reid Dameron was unable to be with the team on Monday. “I know that he’s highly
upset about that, but Reid’s always been a program guy, and he’s given everything he had all four years, and that’s just the caliber person that he is. He’s going to give you everything he has and everything that he does,” Gordon said. “He’s a hard worker. He was here all the time, I think every day for conditioning we had in the preseason…leading us in different drills and things that we did. Definitely going to miss that.” Goochland will bring back several contributors including: Gabe Liptak, who scored 10 points on Monday; De’Andre Robinson, who was a constant presence in the post and hauled in eight rebounds while chipping in 4 points; Omarion Quarles, who chipped in seven rebounds and 3 points; J.D. Mills, who has made key shots for his team throughout the season, including a 3-pointer in the top of the third quarter against Manassas Park; and Jarvea Cox, who hit a driving layup in the fourth quarter. They’ll also have players coming up from JV, as well as players like Conner Doersch, who started on JV this year but played minutes in Monday’s game. “It’s tough to lose one like this, to have the lead the majority of the game and then have it slip away,” Gordon said. “It’s a learning experience, and I hope our guys use it as fuel for next
year.” As far as how Goochland boys basketball has made him not only a better athlete, but a better person as well, Holman said: “You have to be a good figure in the community, not just on the court, because people are always watching.” “That’s one thing I’ve always been told: you never know who’s watching, and first impressions are a big thing.” Goochland’s final win of the season came the previous Wednesday in its regular season finale in Charles City. The Bulldogs overcame two separate first-half deficits of 7 points each in that game to overtake Charles City County 61-59 in overtime. Liptak led his team in Wednesday’s game with 19 points and added five rebounds, three assists and three steals. Holman had 14 points, eight rebounds, four steals and three assists. Omarion Quarles added 12 points and nine rebounds, Mills chipped in 8 points, four rebounds and two steals, and De’Andre Robinson had eight rebounds and scored the game-winning bucket in the paint in overtime. “It definitely shows that we never give up,” Holman said of Wednesday’s win. “I just know that these boys are going to fight to the end and I’m going to give them my all, because they deserve it.”
Local sports roundup: Doczi picks up DI PWO, wrestlers earn wins GHS senior receives PWO from VMI Goochland High School senior and multisport standout Ayden Doczi on Feb. 1 announced that he had received an NCAA Division I preferred walk-on offer in football from the Virginia Military Institute. The week before, Doczi announced that he had received a roster spot offer from Palmetto Prep Academy in Columbia, S.C.
He has also received an offer from NAIA Division II school McPherson College, as well as roster spot offers from NCAA Division III schools Bridgewater and Christopher Newport. Doczi in 2019 was named to Second Team All-Region as a center in football. He contributed to the Bulldogs going 12-2 in 2019, winning the Class 3, Region B championship and reaching the Class 3 state semifinals. For Goochland, Doczi is a center and long snapper in football, a pitcher in baseball and a

(heavyweight) pinned Lazarus Powell in the second period, and Reece Vincent (138 pounds) bested Seth Showalter in an 8-4 decision. In Goochland’s narrow 39-30 loss to Buffalo Gap, Vincent pinned his opponent in the third period. People with a high aerobic capacity can deliver oxygen to tissues and cells efficiently to fuel exercise, according to data published in 2014 in the journal Aging & Disease. In a study involving 11,335 women, researchers compared V02 max, also known as aerobic capacity, in women with mortality data. Women who were fit from a cardiovascular perspective had a lower death rate from all causes, irrespective of the women’s weight.
Manage stress and mood Exercise has direct stress-busting benefits that can promote longevity. The Mayo Clinic says physical activity can increase the production of endorphins, which are the body’s feel-good neurotransmitters. In addition, exercise can imitate the effects of stress, helping the body adjust its flight or fight response accordingly, and help them cope with mildly stressful situations. While engaged in exercise, people may forget about their problems as they are focused on the activity at hand.
Improve bone health Strength training and physical activity can stave off the effects of frailty and osteoporosis, which affects bone strength. A study published in the Journal of Internal Medicine in 2017 found that hip fractures are associated with diminished quality of life and survival among the elderly. One in three adults aged 50 and over dies within 12 months of suffering a hip fracture, and older adults have a five- to eight-times greater risk of dying within three months following a hip fracture. Building muscle strength, balance and bone density through exercise can reduce falls and frailty, helping to prevent fracture-related health risks.
