For the second time since the COVID-19 pandemic began, Goochland High School seniors will be spending their graduation day at the movies. On June 7, at 8 p.m., Goochland County Public Schools will hold commencement exercises at the Goochland Drive-In Theater in Hadensville, offering the Class of 2021 the chance to celebrate while still remaining in compliance with current state-wide rules governing social events. “Given the parameters provided by the Governor’s office, we thought this would offer the best opportunity for our students to walk across the stage and to have their moment in the sun,” said GCPS Superintendent Dr. Jeremy Raley, recalling the tremendous success of last year’s event. That ceremony drew rave reviews from local families and garnered interest from media outlets across the country. TyKeshae Fowlkes got an unexpected surprise for Christmas this year – the exciting news that she would be returning to Virginia Correctional Center for Wo m e n (VCCW) in Goochland to serve as the new warden of the facility. “I have always loved FOWLKES VCCW. It is such a beautiful place and I enjoy being able to walk the grounds throughout the day as part of my job,” Fowlkes explained. She added that one area of focus will be
providing inmates opportunities for growth and education to prepare them for release. Warden Fowlkes began her career with the Department of Corrections in 1995, working as a part-time secretary while taking classes in computer information systems. “I came for a part-time job and found a very rewarding career,” said Fowlkes. A keen sense of curiosity has always made her want to learn more, so she learned everything she could and worked hard, earning promotions along the way. She thrived on the variety that came with the job. No two days were ever the same, whether she was involved in administration, security or grievance
management. Fowlkes has worked in men’s and women’s minimum and maximum security facilities throughout Virginia, including death row. She brings a wealth of knowledge and experience to her new job in Goochland. So, how does the Warden spend her time when she isn’t working? “My garden is my sanctuary,” Fowlkes said. “I work outside every day from early spring to late fall.” She laughed when she explained that she often rescues plants from the sale bin and loves bringing them back to life. Governor Ralph Northam recently released preliminary guidance for how K-12 schools, as well as colleges and universities, may safely hold in-person graduation and commencement events this spring, capping attendance at outdoor events at 5,000 people or 30 percent of the venue capacity, whichever is less. Graduation events held indoors may have up to 500 people, or 30 percent of the venue capacity, whichever is less. Attendees must wear masks and follow other guidelines and safety protocols to ensure proper distancing. “I appreciate the work that our schools, students, and teachers have put in to get back into the classroom safely, and the efforts of public health officials and education leaders in developing guidelines for safe graduations and commencements this spring,” said Northam. “We are releasing
this guidance early to allow schools to begin planning for this year’s events. While graduation and commencement ceremonies will still be different than they were in the past, this is a tremendous step forward for all of our schools, our graduates, and their families.” The Drive-In option will allow one carload of family members to attend per graduate, Raley said. Virginia has currently administered more than 2.7 million total COVID vaccine doses, and 1.8 million Virginians—21.3 percent of the population—have received at least one dose, while more than one million are fully vaccinated. About 50,000 shots are being administered to Virginians each day, and the acceleration of the vaccine program and the decrease in new COVID-19 cases make it safer to ease restrictions on activities like in-person graduations. Virginia’s schools are also meeting Governor Northam’s goal to expand opportunities for regular in-person instruction. In early February,
Governor Northam directed Virginia’s 132 school divisions to submit plans by mid-March for returning students to their classrooms. Raley pointed out Monday that Goochland students in grades K-12 have been back in school full time since October, and all other students have returned to in-person learning at least two days per week (families who prefer to have their children learn remotely have had that option as well). Raley said the division has been working on an individual basis with families of students who may want or need more in-person education than is currently offered, and administrators have been working to accommodate those students. Raley added that his goal remains for students to return to full-time in-person learning when the new school year begins on Aug. 23. A distance learning option will most likely be available in some form for those families who request it, he added. Over the past two weeks, Governor Northam and state

officials have visited schools at every grade level in 26 school divisions throughout the Commonwealth, highlighting innovative approaches to safe classroom instruction. The American Rescue Plan Act, which was signed into law last week by President Biden, includes $122 billion to support K-12 school recovery efforts nationwide. Ninety percent of the funding will go directly to local school districts based on the formula for distributing federal Title I funds. Ten percent of the funding under the act will support state-level initiatives to help schools recover from the pandemic.

PUR-2021-00016 On February 3, 2021, Central Virginia Electric Cooperative (“CVEC” or “Cooperative”) filed with the State Corporation Commission (“Commission”) an application for approval and certification of electric transmission facilities in Nelson and Appomattox Counties, Virginia (“Application”). CVEC filed the Application pursuant to § 56-46.1 of the Code of Virginia (“Code”) and the Utility Facilities Act, Code § 56-265.1 et seq.

CVEC states that its existing transmission system in the project area receives service by a 46 kilovolt (“kV”) transmission line from Appalachian Power Company (“APCo”), an affiliate of American Electric Power (“AEP”). According to the Cooperative, as part of PJM Interconnection, LLC’s ongoing Regional Transmission Expansion Plan study process, AEP identified thermal and voltage violations of AEP transmission reliability criteria on several 46 kV sub-transmission facilities. To address the thermal and voltage violations, AEP proposes transmission improvement projects, which include the retiring of the existing 46 kV transmission line currently serving CVEC, and construction of a new 138 kV transmission line to the Cooperative’s Gladstone substation delivery point. APCo filed a separate application with the Commission seeking approval of these improvement projects in Case No. PUR-2021-00001.
On July 27, 2021, at 10 a.m., either in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, or by electronic means, the Commission will convene a hearing to receive testimony and evidence related to the Application from the Cooperative, any respondents, and the Commission’s Staff. Description of the Project The proposed work on the transmission line begins at Gladstone substation, near the intersection of Spring Lane (Hwy 622) and Hwy 60. The line runs generally southeast, crossing the James River, to Tower Hill substation, near the intersection of Hwy 60 and Watt Abbitt Road (Hwy 654), approximately 6.33 miles.
According to CVEC, given that the existing right-of-way (“ROW”) is adequate to construct the Rebuild Project, the Cooperative considered no alternate routes requiring new ROW for the Rebuild Project.
Any person or entity may participate as a respondent in this proceeding by filing, on or before June 1, 2021, a notice of participation. Notices of participation shall include the email addresses of the party or its counsel. The respondent simultaneously shall serve a copy of the notice of participation on counsel to the Cooperative. Pursuant to 5 VAC 5-20-80 B, Participation as a respondent, of the Commission’s Rules of Practice, any notice of participation shall set forth: (i) a precise statement of the interest of the respondent; (ii) a statement of the specific action sought to the extent then known; and (iii) the factual and legal basis for the action. Any organization, corporation, or government body participating as a respondent must be represented by counsel as required by 5 VAC 5-20-30, Counsel, of the Rules of Practice. All filings shall refer to Case No. PUR-2021-00016. The Cooperative states that the proposed in-service date for the Rebuild Project is no later than December 2025, because the Rebuild Project must accept delivery from the 138 kV line when the proposed AEP transmission line upgrade is complete and energized. The Cooperative represents that the estimated conceptual cost of the Rebuild Project (in 2021 dollars) is approximately $8,790,000, which includes approximately $5,170,000 for transmission-related work and $3,620,000 million for substation-related work.

Through its Application, CVEC seeks to make certain upgrades to its transmission system to take delivery from AEP’s upgraded 138 kV line. CVEC also seeks to rebuild the Gladstone to Tower Hill transmission line, which is at the end of its service life, and upgrade it from 46 kV to 138 kV. In addition, CVEC seeks perform minor upgrades to its Gladstone and Tower Hill substations (collectively, the “Rebuild Project”).

Decades after pandemic, what will we remember? By Roslyn Ryan Editor
Many, many years from right now, when the COVID-19 pandemic is a distant memory, those of us who lived through it will surely remember it slightly differently. If you were among those who lost someone close to you, to be sure, the past 12 months will always bear the mark of tragedy, reminding you of how a loved one was stolen away by a threat so few of us ever could have seen coming. For you, hearing the name of the virus will always bring a stab of pain, no matter how many years pass. For students who were robbed of important milestones and those who found themselves cast into financial uncertainty, these past months will forever hold painful reminders of what was taken away
For the rest of us, however, those fortunate enough to have made it through without any lasting impact—and of course we will have the good sense here not to list maskwearing or social-distancing under the heading of “traumatic”—the pandemic will likely feel after only a handful of years like some long, strange detour we had to take from lives that eventually returned back to normal. For us, the memories of what happened will probably center on how each day in the initial stage of the pandemic seemed to add some bizarre new challenge. I picture a wizened old gentleman sitting with his grandchild many years from now, reaching back to recall how we all ran out of toilet paper and hand sanitizer first, then haircutting supplies and elastic cord. Maybe a few old timers will point out, as they
unearth old facemasks from piles of items stashed away in attics, that Americans were initially advised not to bother with masks at all. If you happen to be a VCU basketball fan, remember when they cancelled March Madness as the Rams were warming up for the game? Remember when grocery stores suddenly sold out of lasagna noodles because so many of us were making casseroles? Remember the first time you learned what Zoom was, or saw one of million internet memes about hilarious mask fails? All of these things may or may not stay with us, of course, but I do hope that, long after all of this is over, all of us can look back on this time and remember the many, many simple acts of kindness and heroism that we have seen over the past 12 months. Please don’t let us forget how
many people set aside their own challenges to help others who were struggling. Don’t forget the first responders, the frontline workers, the teachers or the everyday citizens who found new and creative ways to continue moving us forward even as the news about the pandemic seemed to grow worse by the day. Try to remember, years from now, about the officers who delivered prescriptions to those who couldn’t leave the house and the parents who opened their homes to children of essential workers. This pandemic in many ways will go down as one of the worst calamities in our modern history. But it has also underscored how deeply kind, committed and compassionate we can be. And that, along with those Internet memes, is certainly worth remembering.

“How could they not know what that is?” I thought to myself as my daughter pointed to an old piece of stereo equipment longabandoned and left in the attic. I suppose she had little or no idea of the level of importance that single piece of technology
once demanded, and was equally unaware of a period of time when radio was more than entertainment but represented the soundtrack of a generation. I’m not sure how stereos work these days or if buyers select separate components or choose compact boxes that combine all of the above. But, there was a time when purchasing a stereo piece-by-piece

Letter to the Editor Column brought back memories but left out some Key West details Dear Editor, I thoroughly enjoyed the column about Key West by Jim Ridolphi in the March 25 issue. The column brought back many fond memories. But the column didn’t tell the whole story about Key West, so here is the “rest of the story.” Key West has been one of my favorite destinations for many years, especially for Fantasy Fest in October. If you have not been to Fantasy Fest, save up your money to stay at one of the high end hotels on the water at the end of Duvall Street, probably close to $1,000 per night during the festival. Don’t go to Fantasy Fest unless you are ready for a lot of public nudity. And I have never seen a police officer on Duvall Street. I frequently spend Halloween on Bourbon Street at New Orleans where the debauchery is rampant, but Fantasy Fest at Key West is better. Key West also offers superb fishing, snorkeling on the reef, the state park with beach, museums, sailing, and running a rental jet ski around the island. Other than Fantasy Fest in October, the best time to visit Key West is right after labor day when all the little “booger machines” have gone back to school and prices drop like a rock since it is the end of the season and the weather is still great. Every day there is a sunset party at Mallory Square on the water at the end of Duvall Street that is a daily must attend event. The virus hoax cancelled all my travel plans last year including Russia, Las Vegas, New Orleans. and Michigan, where I was supposed to be the Grand Marshall of the largest Flag Day parade in the U.S. However, worst of all, Fantasy Fest was cancelled last October but it’s on my calendar again for 2021. That usually led to a visit to a special room, always enclosed and equipped with special lighting that somehow pulsated to the beat of the music on the system. The attendant always felt compelled to demonstrate the largest speakers in the room,

I finally decided on a lessdeafening purchase of Advent speakers, a decision I wouldn’t regret as the speakers lasted far longer than my interest in
stereo systems and eventually wound up stored away in the attic. As the summer waned, I had purchased the other components necessary to make a decent system, including a turntable, amplifier and, of course, a tuner. I carefully assembled the system on shelving supported by cinderblocks, marveling at my handiwork as I sat and admired the lines of green and red lights on my own personal wall of sound. But, the installation still wasn’t perfect. The tuner would receive plenty of local stations and some distant channels, but it would not pick up a station that had a loyal following in the Richmond area. Stations like WGOE and WANT were good local choices, but an FM station out of Moyock, North Carolina, was playing a blend of Laurel Canyon favorites that seemed tailor-made to my and many others’ tastes at the time. On a clear night, you could sit in front of that tuner and listen to a selection of Firefall, CSN &Y, The Eagles, Van Morrison, and others without interruption for what seemed like hours. OPINION: Editorial, Letters to the Editor my ability to receive the station seemed paramount. As a result, I carefully climbed on the roof of my mother’s house and threaded a long wire from my tuner along the peak and attached the ends to an old television antenna. The connection worked like magic, and the station’s modulation blasted my needles and lighted bars glowed with each note of the music. That stereo system travelled a well-worn path through a variety of dormitory rooms, dingy apartments and small homes. No matter the venue, the system provided a refreshing reminder of decades of enjoying the notes that found their way through those Advent speakers. Years later, the turntable endured a less than dignified end at a yard sale and the amplifier found new life on a mixing board used by my band. The speakers sat in a garage until they too were discarded. I often wondered if they still worked. Now, all that remains is an old Kenwood tuner that my children believe is a toaster oven. I can only smile and remember the pure joy that tuner delivered, for me and thousands of others who still remember the days when radio was king.

Goochland downs Chargers, improves to 5-0 By Nick Vandeloecht Sports Editor
C.J. Towles threw for 133 yards and four touchdowns, and Goochland improved to 5-0 in the six-game regular season with Saturday’s 28-12 road win over Central Lunenburg. “It was good for us to get points out of the passing game, because it’s one more thing for people to have to look at, kind of have an understanding about what we do,” said Goochland head football coach Alex Fruth. “It’s good for us to put the ball up that many times, because it will give us the chance to have some really good film to go back and find some things that we need to work on, some things we’re really excited about. It gives us just more opportunities to kind of critique where we’re at in the passing game.” Towles, a junior, completed eight of 13 passes with no interceptions and connected with four different teammates on his touchdown passes. He helped the Bulldogs out to a 14-0 first-quarter lead with a 26-yarder to senior Kam Holman and a play-action pass to senior Conner Popielarz for 13 yards on third and short. After a Goochland safety tipped a Lunenburg pass and knocked it backwards into the lap of a Chargers player for a 15-yard touchdown to make it 14-6 at halftime, Towles stayed hot. He hit Kayshawn Smith on a 40-yard scoring strike in the third quarter, then found Jason Woodson on another play-action pass for a five-yard touchdown in the fourth to give the Bulldogs a 28-6 lead. Lunenburg had the last score of the day on a 5-yard run.

Goochland totaled 249 yards, including 116 rushing, in 38 snaps on offense. Popielarz averaged nearly 10 yards a carry with 79 yards, including a long rush of 33, on eight touches. Holman carried the ball three times for 37 yards. “We looked good up front,” Fruth said. “I thought
our offensive line did a decent job.” Facing a very physical Chargers team that followed a three-yards-and-fall-forward style of play, had the same personnel line up in different sets out of the huddle, and got a ton of snaps on offense, the Bulldogs’ defense, according to Fruth, “did a really good job bending, bending, bending,
and not breaking, and finding a way to get off the field.” “It probably wasn’t the way we would’ve really wanted it to be in that regard, but it’s also the nature of what they do,” Fruth said of the Chargers. “For us to just not wear down and keep resetting…I thought was really good for our defense.” Senior Will Stratton was a
fingertip away from his fourth blocked kick of the season, and he was in on 14 tackles, including one for a loss (TFL). Omarion Quarles was in on seven tackles and had a TFL. Flammia reflects on committing to UVA for soccer By Nick Vandeloecht Sports Editor
In a Feb. 23 Q&A with the Washington Spirit, Goochland’s Jill Flammia, who is in the Spirit’s Advanced Development Program, shared the most important qualities she was looking for when looking at colleges. In addition to academics, those qualities, to Flammia, included the coach and his program. The standards of practice. The style of play. Opportunities to train and play on the United States Women’s National Team. She saw those qualities in the University of Virginia, to whom she committed three days later. “Making the final decision on Feb. 26 to play for UVA was a major leap for both me and my family,” said Flammia, a junior at Goochland High School. “It was a very happy day for me.” Flammia praised UVA head coach Steve Swanson and the coaching staff, whom she said has been together for years. “They have a great understanding of each player,” Flammia said, “and they will help each player succeed both academically and athletically.” Flammia liked the Cavaliers’ style of play of playing out the back through the midfield and into the final third, because she’s a midfielder, and she wants the ball at her feet. United is playing out of the back through the mid and maintaining possession. “I liked their high standards of practice, and the use of current technology to help me become a better player, because technology can help a lot by improving your style of play,” Flammia said. “I wanted a program that will offer opportunities to train and play with the U.S. Women’s National Team. I also wanted a program that would help me achieve my goals, and that’s playing pro in the future.” Playing in the Atlantic Coast Conference was important to Flammia, too, because of its competitive environment. The UVA Cavaliers in 2019 earned runner-up honors in the ACC, and they reached the NCAA Round of 16 or higher from 2005 to 2018. Flammia added that playing at UVA will help her keep in touch with her family, trainers, coaches, and supporting structure. “Plus, my family can watch all my home games,” she said, “and maybe half of my away games.” Flammia believes that her understanding of the game both tactically and mentally help her to use her technical ability to create plays and help her team to advance to the final third of the pitch and score. She also spoke to having the abilities to play quickly, track back, play defense, transition from offense to defense, and adjust to the
official campus visits are not being allowed at the Division I level at this time. As Flammia went through the process, some schools were closed. Others held virtual tours. Others had their soccer seasons cancelled or postponed to the spring. With the restriction on official visits moving further and further away to where it’s set to expire on May 31 of this year, Flammia had no intention of committing to any of the schools without visiting them, so what she and her family did instead was make many road trips around the country to visit them on their own. As she began to narrow down her top schools from 10 to five to two to UVA within a span of eight months, she said: “All of the schools were patient with me and they allowed me to make my own decision on my own timeline, and I was appreciative of that.” In February 2020, Flammia was one of 20 players who represented the United States in the U-16 girls soccer division of the Union of European Development Tournament held in England. She and her U.S. Girls National teammates won two of three games, defeating Denmark and hosting country England. In addition to keeping up with her strength and conditioning regiments and bolstering her play through competing in the upcoming showcases, Flammia this past weekend said she is going to start practicing with the Richmond United U-16 boys’ team next week, and she plans to continue attending any and all U.S. Youth National Training Centers, with one coming up in April. “I’m excited to be coached at the next level of my game,” she said. “I know there will be some adjustments at first, but I’m excited to contribute whenever it’s possible.”

Goochland’s runners took on a muddy home course on a damp Wednesday and prevailed, sweeping both the boys and girls races featuring Amelia and Randolph-Henry. In the boys race, Goochland senior Jack Hoffler won first place with a time of 19:43 in the muddy conditions. Luke Farkas took second in 20:30, and Drew Meiller finished fourth in 20:40. Finishing sixth to 10th were Goochland runners David Johnson (21:09), Cody Ware (21:34), Grayson Cagwin (22:07), Reid Dameron (22:20), and Anthony Esposito (22:44). In the girls race, Goochland senior Grace Juran won first place in 23:16, and Elizabeth Owens (23:45), Megan Reid (23:57), Anna Gagnon (24:24), Anneliese Rogerson (24:56), Maggie Goodman (26:10), and Caroline Black (26:58) made it an all-Goochland top seven. Leah Kelley (28:24) took 10th.

In a crossover made possible by the Virginia High School League shifting its 2020-21 fall athletic seasons to this spring due to the ongoing COVID-19 pandemic, Trinity Episcopal School, which traditionally holds its golf season in the spring, was able to play the Mills Godwin Eagles and Goochland Bulldogs at the two VHSL schools’ home course of Hermitage Country Club in Goochland County on Monday. Godwin tied with Trinity 152-152, while Goochland finished the match with a score of 173. Godwin senior and VCUbound golfer Charlie Kennedy earned medalist honors with a 9-hole total of 33. The “Sounds of the Seventh,” a festive musical fund-raiser benefiting the Goochland Democratic Committee has been scheduled for Saturday, May 15, from 4 to 8 p.m., at the Adams International School’s Big Red Barn (corner of West Broad Street Road and Fairgrounds Road). Live acoustic music from various genres (folk, blues, country, Americana, and originals written by the musicians) will be provided by Acoustic Wheelhouse, Justin
