‘Green Grants’ will focus on environmental improvements

County still leads region in number of vaccinations

When it comes to administering the COVID-19 vaccine, Goochland County continues to lead the region in the rate of vaccinations. And for County Administrator Kenneth Young, that is a very good sign. Young told county leaders during a recent virtual Town Hall meeting that, as more and more residents receive vaccinations, “hopefully we can begin to get back to normal here soon. Anything we are able to do to get our community and our businesses up and running again, we’re going to do it— and we are going to lead the way.” While the numbers are encouraging, efforts continue to ensure that all residents, including those in traditionally underserved populations, are aware of how to obtain a vaccine. Residents aged 65 and older are encouraged to contact a special hotline dedicated to helping seniors, particularly those who may not have access to the Internet. That number is (804) 556-5828. When it comes to making sure that Black and other minority residents of Goochland have equal access to vaccinations, Young told leaders that the County appears to be doing well. Due to strict COVID restrictions, the meal was limited to individually wrapped, commercially prepared foods. RICHMOND – Keep Virginia Beautiful (KVB) springs into action awarding 35 grants in 30 days during June for environmental improvement projects. The 30 in 30 Green Grants Program is open to businesses, schools, counties, towns and service organizations looking to make a positive environmental impact in their communities. “Our Green Grants Program is an opportunity for everyone,” said Mike Baum, executive director of Keep Virginia Beautiful. “We consider grants ranging from restaurants that want to start their own backyard gardens, to libraries that want to introduce programs to teach kids about recycling, to nonprofits that need fluorescent vests to ensure safer community cleanups. We’ve provided these types of grants for the last decade and we’re really excited about the impact they’ve had on communities and the environment.” Awards will be announced via social media and the KVB website each day during the month of June. Because 2020 was a year that brought the national spotlight to diversity, equity, and inclusion, a special focus of this year’s Green Grants will add five additional grant awards specifically to diverse groups and underserved populations. me on the phone one day and told me God had placed a song on her heart and she needed to share it with others. She began to sing to me that song and I’ll never forget the peace that came over me. The song she sang to me was “It’s Another Day’s Journey” and its meaning is simple: gratefulness to live another day. At 85 years old, it is a blessing to see another day, especially when we have lost so many loved ones to COVID-19 and other illnesses. She calls every day at the same time and sings that song to me. But that is not all — she calls all of her sisters, her friends and church family every day and sings this song to lift their spirits. Many of the people she sings to are elderly and they all look forward to her call. She has become a shining light in this time of darkness. A Bird Buffet: Caterpillars may be among a gardener’s best friends By Cathy McCarthy Contributing Writer

Many people look forward to the return of songbirds to their yards in Spring. Hearing chickadees, wrens, cardinals, phoebes, and many other birds sing is a cheerful reminder that the grip of winter is loosening. Unfortunately, two recent studies have shown that songbird populations have been declining over the last decade. Research conducted by Doug Tallamy, a professor of Entomology at the University of Delaware, has drawn a clear connection between the bird population decline and recent popular landscaping practices. If you want to support birds in your own yard, it’s helpful to understand that connection and then make your own landscaping choices accordingly. In Dr. Tallamy’s book, Bringing Nature Home: How to Sustain Wildlife with Native Plants, he explains that if you don’t have native plants in your landscape, you can’t have baby birds in your landscape. Why? While some adult songbirds can eat seeds, 96% of terrestrial birds feed their young caterpillars, spiders and other soft bodied bugs (Peterson). It’s the only food these baby birds can eat. Caterpillars are plant eating (herbivores) and they have co-evolved over thousands of years to eat native plant foliage. For example, caterpillar mouth

parts and digestive systems have evolved to work with particular native plants called ‘host’ plants. No native plants means no caterpillars which means your yard is a protein desert for baby birds. Bird parents work extremely hard when they have nestlings and any excess energy use can be detrimental. Adult chickadees need 350 to 570 caterpillars per day to feed an average clutch of nestlings. All of this food needs to be within 160 feet of the nest because over the 16 day period until fledging, they are delivering those caterpillars in up to 150 feedings a day. So if you would like to support birds and give them a chance to bring up young in your landscape, here are three easy steps you can take include: Plant native plants. There are hundreds of beautiful trees, shrubs, and herbaceous plants to choose from in Central Virginia so if you want a rank ordered list based on the number of butterfly and moth species (and therefore, caterpillars) they each support visit www. nwf.org/NativePlantFinder and enter your zip code. For example, native oak trees are a host plant for over 500 different species of butterfly and moth caterpillars while a blueberry bush supports 250. Non-native plants host zero. The U.S. Census Bureau states that the vast majority of land in the lower 48 States is privately held. For the land east of the Mississippi, that private ownership number is 85.6%. On poverty: People provide the real ‘lift’ By Roslyn Ryan Editor

A few weeks ago, while scrolling through the internet, I noticed that the most popular story on a certain national news site was about the possibility of a fourth stimulus check. “Fourth stimulus check could lift millions out of poverty,” read the headline, and I must admit this immediately caught my eye. A quick note here: I am not a sociologist, an economist or any other “-ist” that would qualify me to judge the merit of such a claim. But while the data bolstering the article purported to be from a reputable research organization, and the piece itself was crammed with plenty of acronyms, references, charts and footnotes — the hallmarks of any real piece of scholarship, right? — there was still something about it that bugged me.

Eventually, I came to realize that while what the article was saying was technically probably true — that a fourth payment would indeed bring some people’s “income” for the year slightly above what currently qualifies as poverty — the headline also was woefully misleading. That’s because one payment probably isn’t going to lift anyone out of poverty in any meaningful sense. What lifts people out of poverty, plain and simple, are people. For anyone to successfully find a way out of poverty it would seem that there needs to be at least three things in place: determination, help, and empathy. By determination, I don’t mean to suggest in any way that most people are poor simply because they lack the will to change their circumstances. The idea that someone should be able to leave poverty behind simply

by relying on their own grit and perseverance has always borne the sting of insult, namely by insisting that the only thing keeping people poor is essentially laziness (and there is simply not enough space in this newspaper to enumerate the many reasons this is not true). While, of course, there are examples of those escaping dire poverty with hard work and unshakable resolve, there are many among us for whom this simply isn’t enough. People seeking to break free of poverty also need — in almost every case — at least some type of help to bolster their efforts, whether that help comes in the form of education, advice, encouragement, temporary food or financial assistance or any one of dozens of other tangible and intangible things that so often separate those who ultimately “make it” and those who don’t. And that, of course, is where

people come in. I’m speaking here about the millions across our nation — and the many right here in our own community — who give their time and energy every single day helping those in need to escape the grinding cycle of poverty, including those who do so by volunteering, organizing, mentoring, or helping in any other capacity they are able. A stimulus check is most certainly a welcome temporary reprieve for many, and may, in fact, provide the essential payment that puts another month of food on the table or rent check in the mail, but to say that it will lift anyone out of poverty just doesn’t seem to ring true. If you want to find the solution to poverty, look to the many people out there working tirelessly to help their fellow citizens in need. They — not stimulus checks —are the ones doing the lifting.

I think it must be part of growing old that one compares everything new to the way things used to be. As a young child, I used to marvel at stories of old beaches, towns, automobiles or anything else that wasn’t around anymore. Now I find myself in that situation of being a witness to things that are no more. The list grows longer in my mind each year that passes, but, thankfully, I don’t dwell on it. I always try to maintain the possibility in my mind that something new could be actually an improvement over an older version. Another reminder of this genetic philosophy recently came up when my family was considering vacation options for the upcoming summer. Now, anyone who has attempted to book a cottage at the beach or a trip to the mountains has been met with the unpleasant reality that 2021 could be a record year for Americans hitting the road. I searched online for suitable options, none of which seemed to check all the boxes for our family. Looking at the online brochures, I was unimpressed with the sameness of some of the theme parks, none specifically. But, most had an homogenized predictability in the attractions, and a uniform atmosphere, family-friendly, of course. As a child, we only visited two theme parks on a regular basis. Goochland football powers past Brentsville By Nick Vandeloecht Sports Editor

Goochland’s defense racked up five turnovers, halted a strong third-quarter drive by the opponent in the red zone, scored a defensive touchdown on Will Stratton’s return of a recovered fumble, and kept Brentsville District off of the scoreboard to ensure the Bulldogs’ 21-0 victory in the Class 3, Region B semifinals. “Anytime you get a shutout against a playoff team, that’s a big deal,” said Goochland head football coach Alex Fruth. Goochland’s offense also got rolling early to give its defense a lead to protect, going ahead 7-0 to cap Friday’s game-opening drive. Quarterback C.J. Towles bookended that drive when — after initially dropping back in the pocket — he found open space to burst up the middle, fade out to his left and dash into the end zone to complete his 39-yard touchdown run. “I saw the hole, and I just trusted my feet,” Towles said. “It felt good, it got us up. It got our energy up. It was great for us.” Brentsville’s first play on offense was an interception caught by Goochland’s Derek Pierce, who put the Bulldogs on the Tigers’ 33-yard line. After penalties pushed Goochland (6-0) back to Brentsville’s 47, Towles dialed up the passing game with strikes of 14, 13 and 12 yards to junior Zion Stoltz, senior Kameron Holman, and sophomore Jason Woodson, respectively, to advance the Bulldogs into the red zone. Conner Popielarz scored the touchdown on a 5-yard rush. “Those first two drives [on offense], we put it together pretty well. We did a decent job protecting,” Fruth said. “And then give Brentsville credit: They brought pressure that we haven’t seen from them at all on film. They did a lot of movements up front. They did a really good job keeping our offensive line on its heels, changing the looks up front. The Tigers also drove to Goochland’s 45 with less than 6 minutes left, but Kai Burton was in on a 10-yard sack, and Stratton scooped up another loose ball and took it to the house for a defensive touchdown. “It seems like, whenever the ball bounces on the ground, Will’s somewhere nearby,” Fruth said. “Good things happen when Will’s picking up a ball that’s bouncing around.” Goochland’s De’Andre Robinson was also in on a late-game sack. Sophomore kicker Tyler Black made all three of his PAT kicks, and on each ensuing kickoff, he kicked the ball into the opponent’s end zone for touchbacks. While Goochland’s season continues, Brentsville (5-2), led for the fourth year by head coach Joe Mullinax, saw its sixth straight trip to the postseason end in the regional semifinals. Mullinax played as an offensive lineman for Randolph-Macon when Fruth was an assistant coach there. “He’s got a good program. They’ve won a bunch of games for a reason. They’re doing things pretty well, and doing it the right way. I’m sure whatever his vision is, he’s got to feel like he’s accomplishing it,” Fruth said of Mullinax. “He’s done a really good job, a lot of credit to him.” Goochland will host Independence in the Class 3, Region B final this Friday at 7 p.m. “They’re physical, they play a good brand of football,” Fruth said of Independence. “Their offense is really, really good. We’ll have our work cut out for us.”

Goochland cheerleaders compete at regionals Goochland High School’s young competition cheer team took on the Class 3, Region B tournament last Tuesday at Independence High School in Loudoun County. Out of nine teams, Goochland placed eighth. The top four finishers in regionals, from first to fourth, were Independence, Brentsville District, Skyline, and Warren County. Goochland featured a young competition cheer team for the 2020-21 season with mostly freshmen and sophomores, but seniors Hallie Coleman and Kaitlyn Croker were able to have their final competition cheer season as a part of the Bulldogs’ team. Goochland coach Jessica Alter noted that the team overcame two ankle sprain injuries in one week before competition. The team also had to change the whole routine twice and degress some of the skills due to the injuries. Additionally, the student-athletes had to practice at Cheer Extreme Allstars in Ashland due to COVID-19 protocols, and with that, they were only able to practice two times per week for an hour and 45 minutes, unlike their normal two-hour practices three times per week. Alter said she was “so proud of the girls for pushing through with all these setbacks” and that she is “really looking forward to next year!”

Goochland volleyball wins first round of regionals Staff Reports

Goochland’s varsity volleyball team, seeded second in the Class 3, Region B tournament, advanced to

Wednesday’s semifinal with Monday’s straight-sets win over Warren County (25-17, 25-17, 25-18) in the regional quarterfinals. The triumph marked the fifth consecutive

victory for Goochland (9-1), who as of Monday has earned all of its wins in straight sets. Senior outside hitter Taylor Michaels had 5 kills and 3 aces for Goochland on offense, as

well as eight digs on defense. Junior Libero Blair Bussells racked up 20 digs, and sophomore setter/right-side hitter Nicole Brown complemented her 3 kills and five assists with

15 digs. Junior setter Marina Stratiou added 10 assists. Goochland’s next opponent was slated to be Independence, who on Monday defeated Central (Woodstock) 3-1 (25-

21, 25-11, 14-25, 26-24). The two teams were set to play at Goochland High School on Wednesday (6 p.m.). The winner will play for the Region 3B championship on Friday.

Benedictine baseball rolls out 6-game winning streak By Nick Vandeloecht Sports Editor

GOOCHLAND -- Wil Moore hit his first varsity home run, Daniel Lingle struck out six batters and Benedictine baseball picked up its sixth straight win with last Wednesday’s 10-1 rout of Walsingham Academy. Prior to Wednesday’s win, the Cadets shut out Collegiate 12-0 last Tuesday with the help of eight strikeouts and five scoreless innings pitched by Connor Handy, as well as a late-game three-run home run delivered by senior and UVA signee Jay Woolfolk. “It’s huge just to keep our momentum going,” said Benedictine coach Sean Ryan, “and Walsingham has played great all year – they were a little bit pitching-shy today because they used a bunch of pitchers against Saint Christopher’s early in the week in an 11-inning game…they went after the win in that game and they ended up tying (5-5). We knew they came in maybe not having a couple of their best arms, but…what makes them so good is: their pitchers competed.” Walsingham’s arms limited Benedictine to a 5-1 lead until the fifth inning, when the Cadets’ bats piled on five runs in the frame to pull away. The Cadets also had strong arms of their own, as their

committee stayed sharp on the mound overall. Lingle, Hunter Zaun, and Woolfolk, who started Wednesday’s game, held the visitors to five hits and one run, with the committee’s last two hits coming in the seventh inning. Lingle, who entered the game in the top of the third with one out on the board and two runners on base, pitched four innings altogether and allowed just three base runners on three hits in that stretch to go along with his six strikeouts on the day. “It was just staying focused and making sure I don’t lose my mechanics or anything, and staying warm in between innings, because we had some long innings when we were hitting – just staying loose…and just making sure I stay ahead in counts, attacking hitters early,” Lingle said. He had zero walks as he zeroed in on the strike zone. “It was just attacking the zone, getting ahead early in the counts, making sure I don’t fall behind,” he said, “and once I get into the two-strike counts, making sure I don’t leave anything over the plate – just keep going from there, and just keep everything down, out of the zone.” With the pitching staff, Ryan noted: “We’re trying to get as much consistency as we can, as

deep as we can.” “What you’re seeing out of Daniel...we’ve seen that out of four or five guys in spots,” Ryan said, “and now we’re hoping for that consistency where that becomes the norm for Daniel and for other guys to give us that depth to play three games every week, especially as we’re still trying to build Jay (Woolfolk)’s pitch count up.” Woolfolk struck out four batters in 2.1 innings pitched. He also made a swift 1-2 play in the third inning when he fielded a bouncing comebacker hit by the batter and zipped it to Sam Saunders behind the plate to get out a runner heading home. Woolfolk also scored two runs on offense.

Woolfolk contributed to Benedictine’s 2019 state championships in both baseball and football and is among the players who recently joined the baseball team for this season following the football team’s games that were held this spring. The team anticipates that Woolfolk will be able to pitch deeper into games this season as he gets more and more time to throw. “And when you can start your rotation with that kind of arm, you’re already blessed with that,” Ryan said. Moore, who on Tuesday drove in two runs versus Collegiate, batted 2 for 3 with three RBI, two runs, and his two-run homer against Walsingham. Moore, also

among the football players who came over, was facing a 1-1 count against one out in the bottom of the third inning when Joey Masiak threw him a fastball low and in. “My approach was just: stay up the middle and try and hit a line drive up the middle because I was early in the first at-bat,” Moore said, “and then I kind of went out in front and barreled it to right.” Moore’s blast carried the ball over the right-field wall to extend the Cadets’ lead to 5-1 and help get the offense rolling. “It felt good off the bat,” Moore said of his home run. “I didn’t know it was gone at first, but it felt good off the bat.” “He’s just getting out here again, and so you’re waiting to see: when do those guys hit their midseason form?” Ryan said. “What we’ve talked a little bit about is just trying to get those guys as many cuts as we can because we figure: every cut that they get, every at-bat that they get right now, that gets them one step closer to midseason form. We’re just having to do it in a compressed time cycle – they didn’t have the four or five weeks before the season, and they didn’t have the first three weeks of the season, so we’re really trying to consolidate that. “Hopefully, once these guys

are out here more and more, we just get that consistency and depth in the lineup, just like the rotation,” he added. “We’re looking for as much depth as we can have.” Corey Adams, who also drove in two runs versus Collegiate, batted 2 for 3 with a double and two runs scored against Walsingham. Victor Johnson, who on Wednesday also batted 2 for 3 while adding two RBI, put the Cadets on the scoreboard first with his double in the second inning to bring home Nick Neighbors, who had reached base with a double of his own. Sam Saunders made it three doubles in the frame for Benedictine when he plated Johnson and reached third base on a fielder’s miscue. Hank Carpin added an RBI double in the third inning. Benedictine was in contention for the win in Friday’s game, but its win streak capped at six as Collegiate on Friday took the lead on a two-run double in the top of the seventh inning and fended off the Cadets for a 7-4 victory. Victor Johnson hit a tworun home run for Benedictine to give his team a 4-3 lead in the sixth. His teammate Michael Aleksa allowed one earned run in five innings pitched and struck out seven.

Parks continued from >6 to a forgotten place on the Potomac called Marshall Hall. The boat ride was excitement enough, and an old Navy steamer seemed like a large ocean-goer to the many youths on the voyage. The boat first stopped at Mount Vernon and many of the passengers disembarked for the famous home of the first president. What remained was a rambunctious group of kids and exhausted parents who couldn’t get that boat moving fast enough for the

next stop: Marshall Hall. By today’s standards, Marshall was a small park with a rickety old roller coaster that scared me to death. What it did have was the authentic smell and feel of an amusement park, complete with barkers, sideshows, a real Merry-Go-Round and some of the best snow cones found in the D.C. area. Marshall was a treat, but, without the boat ride, it couldn’t hold a candle to Glen Echo. The streetcar dumped you right at the gate of the popular park in suburban Virginia. The entrance was an

The feeling on the first dip was the same one as I’d felt as a child on the Dips, the victim of my mother’s persuasion for me to try her passion as an avid coaster fan. But the surroundings were different from the ones on the hills overlooking the Potomac or that thenisolated Glen near Cabin John Bridge. I believe my children probably have the same admiration, for say, Disney World, as I have for Glen Echo and Marshall Hall. Reminding them of the differences would serve no purpose, and there’s no lesson to be learned from

But, for those lucky enough to have walked down sidewalks leading to Glen Echo or exiting the boat at the Pier at Marshall, the images are unforgettable and will always represent Amusement Park to us. When it’s really quiet, I can still hear that big lady with the rosy cheeks sitting in a big, elevated red chair, laughing at everyone who entered the gates at Glen Echo. Proposed Nuisance Noise Ordinance Goochland County Code Chapter 10 Offenses Article II Noise Nuisances 10-41 Purpose. Residents should be able to use and enjoy their homes free from repetitive noise that rises to the level of a nuisance. To that end, this article prohibits the creation of a noise nuisance on residential property which, by virtue of its volume, pitch, duration, repetition, and time of day, unreasonably and substantially disturbs or interferes with someone else’s peaceful enjoyment of their residential property. 10-42 Definitions. Agricultural activities. The raising or keeping of animals, fowl, or bees; the production or harvest of all crops including: fruits, vegetables, meat, dairy, poultry, fiber, nuts, tobacco, trees, timber, and flowers or other nursery products; the production or harvest of products from silviculture and aquaculture activity; and other, similar activities. ny activities added in the future to the definition of “agricultural operation” in the Right to Farm Act, Virginia Code § 3.2-300, are incorporated by this reference. Nuisance. A nuisance is something that injuriously affects public safety or health, or which causes a material, substantial, repetitive, and unreasonable interference with the private use and enjoyment of another person’s residential property. Residential property. Residential property means any property on which one or more dwelling units exist, regardless of the property’s zoning designation. For residential property containing more than one dwelling unit, a noise violation may be found if the noise generated in one dwelling unit or in a common area creates a noise nuisance in another dwelling unit located on the same property; however multifamily structures operated by a management company are exempt from this article. 10-43 Noise Nuisance Violation. A. Noise nuisance. It is a violation of this article for any person to intentionally or unintentionally make repetitive noise, or allow the making of repetitive noise, except the noises exempted below, on residential property that, by reason of its volume, pitch, duration, repetition, and time of day, unreasonably and substantially disturbs or interferes with someone else’s peaceful enjoyment of residential property they own, rent, or occupy. B. Persons responsible. Any person who controls the noise source can be held responsible for a violation, but if that person cannot be reasonably ascertained, then any owner, tenant, resident or occupant who is physically present on the residential property during the nuisance noise, and to whom the required warning has been provided can be held responsible. C. Warning. No person shall be found in violation of this article unless there has been presented before the court competent evidence that the complainant or a law enforcement official had, prior to the issuance of any summons or warrant, requested the abatement of the nuisance complained of, and that such nuisance continued after the request for abatement. Written notice of the violation must be sent, certified mail, return receipt requested, to the property from which the noise nuisance emanated and, if a different address is listed for the property owner on the county’s geographic information system (GIS), also to the property owner(s) at the address shown in GIS. 10-44 Exemptions. The following are exempt such that nuisance noise from them cannot form the basis of a noise nuisance: 1. Agricultural activities; 2. Approved business or commercial activity on residential property; 3. Companion animal noises which violate Code § 3-104; and 4. Hunting that is lawful under state and local laws and regulations. 5. Activities permitted by zoning, special events permits, parade permits, fireworks permits, or other governmental approvals; 6. Multi-family structures operated by a management company; and 7. Activities for which noise regulation has been pre-empted by federal law. 10-45 Penalties. A. Violations of this article carry a civil penalty not to exceed $250 for the first offense and not to exceed $500 for subsequent offenses. B. The public nuisance procedures set forth in Virginia Code § 48-1 et. seq. may be used for violations of this article.

C. If the violation is unabated at the time of a court finding, the court shall order the violator to abate or remedy the violation in compliance with this article within a time period established by the court. Failure to abate or remedy the violation within the specified time period shall constitute a separate violation.
