Deadline approaching for Woman’s Club scholarship Contributed report

The GFWC Goochland Woman’s Club scholarship is now open and seeking applications from Goochland High School seniors who plan to attend a four-year college or university. Applicants must complete the Mabel L. Behrens Scholarship application. The application may be found in the guidance office at the high school. Requirements for the scholarship are listed in the application form. The scholarship is based on community involvement and services, academics and need. All materials for the application are due in the guidance office by April 30th, 2021. The award will be presented at the awards program in the spring. GoochandCares celebrates contributions of volunteers Contributed report

GoochlandCares celebrated Volunteer Appreciation Week April 12 - 16, recognizing the tremendous effort of the 225 volunteers who support the organization’s mission to provide basic human services and health care to our Goochland neighbors in need. The implementation of safety measures last March for all GoochlandCares volunteers and staff kept services open for clients. In 2020, volunteers donated 13,629 hours — a value of over $436,769. “GoochlandCares appreciates its volunteers every day, but Volunteer Week is dedicated to honoring all volunteers and to encouraging volunteerism throughout the year,” says Executive Director Sally Graham. Diane Reale, Director of Volunteer Resources added, “If you know someone who volunteers their time with

GoochlandCares or any other local organization, be sure to thank them for the work they do for the Goochland community.” During Appreciation Week, volunteers received special treats, a meal provided by Lasagna Love, and messages from grateful clients. During a GoochlandCares vaccine clinic, a client told a volunteer, “What a blessing you are for me and my family! Thank you.” One volunteer replied, “It’s been a gift to be able to make an impact in the community and give back during the pandemic.” Volunteers donate their time and talents at GoochlandCares every day of the week. They bring food curbside to clients, sort donations in the Clothes Closet, take blood pressures in the Free Clinic, answer phones, make calls to clients, and much, much more. A group of teenage volunteers comes in

every month to pack grocery bags. Volunteers from local churches prepare dinners for volunteers who work the evening shift on Tuesday nights. Performance Food Group donates turkeys and sides for clients for Thanksgiving and then sends volunteers to assist with distribution. Remote volunteers working from home package pet food, write thank you notes, and attend committee meetings on Zoom. A Capital One volunteer team is coordinating virtually with staff to conduct a brand refresh. A Genworth associate conducted a series of virtual staff development seminars. The funds would be used to construct a long-discussed new Goochland Elementary School at the corner of Bulldog Way and Steeplechase Parkway, a building that would replace the nearly 65-year-old current building. Goochlnd school superintendent Dr. Jeremy Raley pointed out in his presentation to school board members that the current facility does not have a gymnasium, and that the library is small and outdated. The building “has served

School Board chair Karen Horn pointed out that the proposed improvements would have a far-reaching impact on students in all grades. District 5 school board representative John Wright, the longest-serving member of the current board, said prior to the vote that he wholeheartedly supports both the construction of the new school and the proposed improvements. “This has been something

According to the MOU, Firefly will serve as the “last mile” provider, allowing residents to tap into an infrastructure that is already in place to help meet the communication needs to the two energy providers. As Wood told board members, “We will go anywhere it is economically viable.” A number of other localities are also being approached

to engage in a similar partnership, though as of April 6 Louisa had been the only other county to sign an MOU. This is not Firefly’s first foray into the County — it entered into an agreement last year to begin serving customers locally — but news of the proposed agreement still drew an enthusiastic response from County leaders. “I can’t tell you how happy this makes me,” said District 1 supervisor Susan Lascolette to Wood and the other representatives attending the meeting. “You said you have been looking everywhere for funding [for this project], and we’ve been looking everywhere for an Internet provider. So I think this is a true match here.”

For more than 75 years, Kates Day at the Virginia Correctional Center for Women is the culmination of many months of hard work by inmates who create arts, crafts and baked goods, and grow thousands of plants in the horticulture program to sell to the public. Lovable pup offers both humor and wonder Editor’s note: The following contribution is part of the Gazette’s continuing series “Tell Me a Story,” in which we ask our readers to share tales from their own lives or the lives of family members. By Frank Wentzel Contributing Writer

When “Rosie” arrived at our home (a little over 12 months ago) she was a six week old “Peek-a-Poo” with an innate ability to continually amaze her new family. Rosie’s twelve pounds of soft black and white fur features a continuously “flag pole” wagging tail, a constant

draw which revolves at varying speeds. While we humans often express graciousness, Rosie’s canine brain seems to have a constant willingness to meld into her human companion’s life style. Reluctant at first to accept a leash, she now welcomes it knowingly aware that a leash means “we’re going out.” Loving people (family or not), Rosie’s tail begins a slow wag, then a hasty run. Halters? Fitted with one, she has no qualms about wearing it 24/7. Our cat Coney was at first a suspicious intruder, but the two are now best friends.

When she is two blocks from home, amazingly, Rosie positions her front legs against the car’s dashboard, with a rapid wag and a glance. Is Rosie just a quick learner? Or would one dare conclude the little pooch

And while my heart certainly broke again and again over the last year for those who lost loved ones to COVID-19, I can only remember crying one time. It was over a photograph of factory workers lining up to cheer on the truck drivers who would deliver the first doses of the vaccine to front line healthcare workers, those incredibly brave men and women who went out and fought

While there a plenty of things I’m wimpy about (roller coasters, spiders, horror movies) getting a shot has never been one of them. And yet last weekend, as I sat on a little folding chair in the gymnasium of Virginia State University waiting to get my first dose of the COVID-19 vaccine, I found myself getting just a tiny bit misty. It wasn’t from fear, just to be clear. From the time my husband and I arrived at VSU for our appointments—which had been set up easily online and then confirmed via text—each step of the process seemed to have been designed to ensure a calm, orderly, stress-free experience. At every turn a smiling, professional healthcare worker (many of them, I suspect,

so hard every day to save lives. I teared up then, I think, because the image felt like the first ray of sun after a long, dark winter. After so much uncertainty, pain and fear, there was finally something to celebrate. Now, as a smiling nurse asked me which arm I preferred her to jab, I couldn’t help but feel that same familiar lump in my throat. In the gym that afternoon were people of different races, ages and cultural backgrounds. We were liberal, conservative, white collar, blue collar and everything in between. And yet there was no doubt that, no matter our differences, we had all been through this same terrible, unforgettable, life-altering year together. And now we were finally coming out of it — together. Before I even knew what had happened, the nurse had finished

her task, patted my shoulder and wished me a nice day. I found my husband and we waited the required 15 minutes for observation. All around us people were coming and going, moving through the process with ease thanks to the army of workers and volunteers. As I speak with Goochland residents who have attended clinics in and around the county, I have heard again and again the same kind of story about their experience: Fast lines, compassionate volunteers and very few complaints about any of it. If we could go back and find a way for all of this never to have started, I’m sure every one of us would. Luckily, however, I’m not sure I could think of a better way for it all to end.

My memories of that era are not as “fond” as those of Key West and Fantasy Fest. Since my father and grandfather were both lawyers, college was my only option in 1966. My draft number was 356 so I had very little chance of being drafted but I enrolled in ROTC anyway since all my family had a tradition of serving in WWII. During four years of college ROTC in the 1960’s I trained for deployment to Vietnam. Then upon graduation at UGA and commissioning as a Second Lieutenant in 1970, I was accepted into graduate school at Oregon State University on a National Science Foundation grant that neither I or the Army could refuse. see Letters > page 7

Want more bang for your bloom? Native shrubs are a perfect option By Robin Duncan Contributing Writer

The delight of spring is not only the milder temperatures, but the beautiful array of color in our landscape. If you are looking to add more color to your own yard, there are many options, and using native shrubs offers the best return for your money. One way to expand the palette in your landscape is to layer your plantings. This technique involves carefully choosing the full height of plants so that they overlay without blocking each other at bloom time. Whether you are trying to achieve a manicured or naturalized background, tall shrubs to consider include: Red Chokeberry (Aronia arbutifolia) will grow 6 to 10 feet tall at full maturity. It is a multi-stemmed, vase-like forming shrub with small, white to light pink blossoms in April

and bright red berries in the winter. The foliage is brilliant in the fall, a real eye-catching plant! The berries provide food for wildlife in winter and are a great source of pollen in the spring. It tolerates the clay soil in much of our area and like sun to part shade. Buttonbush (Cephalanthus occidentalis) grows 5 to 12 feet at maturity and produces pincushionlike white flowers in June. It also prefers sun to part shade and moist to wet soils. It is multi-branched with rounded masses of nutlets that stay on the plant into winter. Water birds will eat the seeds and the nectar feeds bees and butterflies. Common Witch Hazel (Hamamelis virginiana) grows 10 to 15 feet (in some instances up to 30 ft) with fragrant flowers that look like yellow, curled ribbons with brown capsules in their center. This plant

GOOCHLAND -- After winning consecutive regional championships in football, Goochland High School was denied a third by Independence, who won 27-17 to claim the Class 3, Region B title in the condensed 2020-21 season. The Tigers’ 6-foot-3, 235pound quarterback Brian Courtney hammered away in the ground game for 218 yards on 42 carries and scored three touchdowns. Independence (5-1), in its second season out of Ashburn, will play Region A winner Lafayette in the state semifinals. Goochland finished 6-1. The Bulldogs beat the Tigers 42-6 last year in the regionals on the way to their third title

in four years. The difference this time? Players getting older in the second year of the program, Independence coach R.J. Windows said, and Courtney, a junior with 4.56 speed in the 40 who committed to Florida State earlier this week as an athlete and likely will be an H-back, tight end or linebacker. Goochland hadn’t allowed more than 18 points this season. But on Friday, it ran into a big offensive line fortified at times by three blocking backs, sometimes in a row on one side of the formation. Independence hurried to the line of scrimmage and snapped the ball to Courtney or Elijah Tidwell (16 carries, 87 yards), sometimes before the Bulldogs were able to get aligned toward overloads. Courtney or Tidwell ran left, or

right, or up the middle, picking their way behind blockers for mostly 4-, 5- or 6-yard gains. Grinding out long possessions, Independence scored on five of its six possessions. The only time it didn’t was when it punted with less than a minute left in the game. The Virginia High School League record book only lists playoff records for state semifinals and finals (and not regionals). That record for carries is 49 (259 yards) by Harrisonburg’s Michael Holmes in 2010. “He’s the most humble kid I’ve ever coached,” Windows said of Courtney. “He’s got a heart and desire like nobody’s business. His effort and energy is unmatched.” Goochland didn’t relinquish its crown easily. In fact,

Goochland was on the move on the game’s opening possession when it fumbled a handoff exchange at the Independence 42. The Tigers went on a 12-play drive, scoring on Courtney’s 1-yard run. The Bulldogs responded by getting to the Independence 6. On second-and-goal, Goochland fumbled but recovered the loose ball on the 17. That led to Tyler Black’s 31-yard field goal. The teams traded TD rushes — a 2-yarder by Courtney, a 3-yarder by Goochland quarterback C.J. Towles — and Keegan Shackford’s 35-yard field goal with no time left gave Independence a 17-10

lead at halftime. Goochland had a chance to stop Independence on the first drive of the second half. On third-and-12 from the Bulldogs’ 40, Josh Hand’s halfback pass to Ulysses Carr got the ball to the 1, and Courtney scored from there. “It wasn’t a backbreaker, but it was definitely a knife in the back,” Goochland coach Alex Fruth said. “That was a great call.” The Bulldogs stayed within 7 on Kayshawn Smith’s 1-yard run. Shackford’s big leg, however, gives the Tigers a weapon from at least 50 yards. The Iowa State commit boomed a 28-yarder through the uprights for a two-possession lead with 5:01 left. Independence is already jumping to Class 5 next year

because of increased enrollment. Goochland will have a pretty good core returning, including linemen and Towles, a junior with offers from UVA and ODU. He had 62 yards rushing and a TD and 110 passing. Senior Kameron Holman had 42 yards rushing and 82 receiving. “[We had] a lot of younger guys, and we just had to learn fast with COVID,” Towles said. “But this team had a lot of heart. We pushed every day, the adversity we went through, COVID, not knowing if we were going to have a season but still staying focused. “We fought. It didn’t end the way we wanted it to, but … losing on our field, it’s going to stick with us. … It’s going to be a lot of fight from us [next season].”

GOOCHLAND -- The Bulldogs continuously found ways to stay in the fight. Independence had a shot at set point with a 24-22 lead in the second set. A kill from Layla Ford spurred a 4-0 stretch for the set victory with senior Taylor Michaels serving through the last three points and Nova Wonderling delivering the go-ahead kill. Later in the fourth set, the Tigers rallied past Goochland’s 24-20 advantage to find themselves on set point with a 25-24 edge. Sophomore Nina Smith saved the match with a dink, fellow sophomore Nicole Brown hit the go-ahead kill and Independence’s attack following Michaels’ serve went out-ofbounds, tying the match at two sets apiece. Ultimately, Independence prevailed 15-8 in the tiebreaking set of the Class 3, Region B semifinals to advance past Goochland 3-2 (25-17, 24-26, 25-14, 26-28, 15-8). But the Bulldogs dug deeply to force their first five-set match of the year, and they ended the 2020-21 season with a winning record of 9-2. “Our seniors gave us a really great base to build on,” Goochland head volleyball coach Rachel Jacobsen said of Michaels and Megan Harlow. “Our underclassmen are excited to be coming back in August. It’s a quick turnaround, but we’re ready to go.” Goochland had advanced to Wednesday’s game with its straight-sets triumph over Warren County (25-17, 25-17, 25-18) in the Class 3, Region B quarterfinals on Monday. In the second set, she lifted her team into a 12-11 lead with her rightside attack deflecting off of an Independence player’s hand. Also in that set, she had a clutch receive near the net, with Brown sending the attack over Independence’s players and into open space towards the backline for a 19-18 advantage. In the fourth set, Harlow joined Bussells and Brown in saving a strong attack by the Tigers, and Harlow later attacked off of the block to put her team ahead 10-9. The

The Bulldogs were facing tremendous firepower as junior outside hitter Jazmin Clark and middle blockers Chloe Timmons and Amanda Tokam could crush the ball for uncontested winners, and senior outside Gracie Hill provided leadership, power and a steady serve. All four were central to the Tigers’ victory. But the Bulldogs’ versatility and resilience enabled them to twice rally past the Tigers in the second and fourth sets when facing set point in the second and match point in the fourth. “They worked really, really hard. You could tell they really wanted it,” Jacobsen said of her players. “Even though it didn’t go our way, they put everything out there on the court, and that’s all we can ask.”

Playing three games in four days, Benedictine improved to 8-5 with back-to-back wins over Collegiate and Steward while taking a setback to rival St. Christopher’s. The Cadets opened the stretch by avenging an April 9 loss to the Cougars. After Collegiate had won the previous game 7-4, Benedictine turned

around and routed them 10-0 last Wednesday. Pitchers Jay Woolfolk and Connor Handy combined for six scoreless innings, two hits allowed and nine strikeouts. Hank Carpin led the team on offense with three hits. Sam Saunders had two hits and two RBI and Victor Johnson had two hits. The next day, the Cadets edged past hosting Steward 3-2 behind two runs scored in

the top of the seventh inning and Daniel Lingle’s five strong innings on the mound. The Cadets tied Steward 1-1 up to the bottom of the sixth inning when the Spartans went ahead by one run. But the Cadets responded in the very next half-inning as Carpin and Johnson batted in their teammates to put Benedictine ahead for the first and last time in the game. The

Cadets preserved their lead through the bottom of the seventh to secure the win. In Benedictine’s and St. Christopher’s 11th annual Pass the Hat baseball game to benefit Jacob’s Chance on Saturday, the box score didn’t go the Cadets’ way as a 12-run second inning helped the Saints win 14-2, but the game was a success in that it raised $3,000 for the local nonprofit, which sup-

ports youth and young adults with special abilities through inclusive programs that promote skill development and positive relationships. “Win or lose, it is always a fun night,” Benedictine coach Sean Ryan had told the Richmond Times-Dispatch prior to the game, “a night that brings our schools together and raises money for a very worthy cause.”

Goochland’s cross country team concluded its 2020-21 season with a strong performance in the Class 3, Region B championships held last Tuesday at Fairview Park in Woodstock. Senior Jack Hoffler was Goochland’s fastest runner and top placer as he finished 25th in the boys race with a time of 18:12. Freshman Luke Farkas (42nd) and sophomore Drew Meiller (45th) finished in the top 50 with times of 19:04.9 for Farkas and 19:13.6 for Meiller. Goochland’s remaining boys finishers were sophomore David Johnson (19:38.4), junior Grayson Cagwin (20:11.8), junior Cody Ware (20:56.6), and junior Ben McCray (21:49.1). Senior Grace Juran was Goochland’s top placer in the girls regional championships as she finished 27th with a time of 21.59.1 Freshman Megan Reid (38th) and

senior Elizabeth Owens (50th) placed in the top 50 with times of 22:48 for Reid and 23:30.2 for Owens. Bum continued from >6 same fashion most of us did, inheriting it from his parents in 1919. The family lived in a small frame house located across the street from the Key West Fire Department, where he, then known as Joseph, would hang around the firehouse, obtaining a reputation for his uncanny ability to relieve on-duty firefighters of their spare change. They named him Bum, a name he embraced for the rest of his life. It was one of those names that perfectly fit the southern-

most city, and Farto played it to the hilt for decades. He was known for his flamboyant wardrobes and reverence to a well-known Caribbean religion called Santeria. After landing a job on the firefighting crew, Farto worked his way to the top and was named fire chief in 1964. It was a time of great change in Key West. After a century and a half of anchoring the local economy, the famed Naval Base at Key West closed, leaving hundreds of locals scrambling for new livelihoods. Farto’s life also was taking some serious detours. Two

years after taking the top job, he was fired for misappropriating department funds, but reinstated after a commission headed by a relative cleared him and substituted the termination with a 30-day suspension. Known as a Key West institution, Bum had become famous for his pastel-colored leisure suits and fluorescent glasses and couldn’t resist the temptation of a quick profit and minimal risk and began selling marijuana and eventually harder substances from a bench in front of the fire station. The business was almost open air and involved many of

the city’s most prominent citizens. Word finally reached the Feds in Miami, a group already caught unprepared for the massive amount of drugs coming through Key West, much of it handled by well-known names in a small town. While under surveillance, Farto made the mistake of selling a controlled substance to a federal agent, an episode caught on film in the firehouse, resulting in a guilty verdict for Bum and many other top leaders in Key West. In an only-in-Florida epilog to the story, Bum was bonded out by one of his co-defendants

Since 1955

as they waited their appeal. Months later, Farto kissed his wife goodbye and told her he was going to Miami for the day and would return by evening. He never did. Farto’s rental car was found in a Cuban neighborhood in Miami weeks after he disappeared, and, a decade later in 1986, a judge declared the larger-than-life figure deceased. Some say Bum hightailed it to Spain and lived with relatives or escaped to South America. The oldest, crustiest of Key Westers will tell you Bum met a more perilous end at the hand of organized crime.

And for the new generation that now inhabits the southernmost city, Bum Farto is another one of the names that seems to have no explanation, or reason other than bringing a smile to the face of uninformed tourists. The rest of us still wonder where the would-be 102-yearold wanderer might be, but most of us are convinced he’s not living as Bum Farto, or any other name for that matter; but Bum still remains a colorful tidbit of Key West’s colorful history, recognition of a time when eccentric citizens and crooked politicians ruled the day in the southernmost city. Rebound after pandemic The global pandemic that began in late 2019 and spread into 2021 had a devastating impact on the world. The human toll was significant, as millions of people across the globe lost their lives to the COVID-19 virus. The virus also had far-reaching economic consequences, many of which were felt in small towns and communities that had been thriving prior to the pandemic. Vaccination rollouts that began in the final weeks of 2020 gave many people a glimmer of hope that life would soon return to some semblance of normalcy. The effort to restore towns and cities will require a community-wide effort, and families can do their part as the world slowly emerges from the pandemic. -Support local businesses. A recent survey from the expert business mentors at Score¨ found that just 34 percent of small business owners indicated their operations were currently profitable in late 2020. The numbers were even worse for minorityowned businesses, as the survey found that just 26.5 percent of Black business owners had businesses that were currently profitable while the number was 29.2 percent among Hispanic-owned businesses. A thriving local economy is a vital component of a strong community, and families can do their part in the pandemic recovery by making a concerted effort to support the small businesses in their towns and cities, especially those owned by minorities. Proposed Nuisance Noise Ordinance Goochland County Code Chapter 10 Offenses Article II Noise Nuisances 10-41 Purpose. Residents should be able to use and enjoy their homes free from repetitive noise that rises to the level of a nuisance. To that end, this article prohibits the creation of a noise nuisance on residential property which, by virtue of its volume, pitch, duration, repetition, and time of day, unreasonably and substantially disturbs or interferes with someone else’s peaceful enjoyment of their residential property. 10-42 Definitions. Agricultural activities. The raising or keeping of animals, fowl, or bees; the production or harvest of all crops including: fruits, vegetables, meat, dairy, poultry, fiber, nuts, tobacco, trees, timber, and flowers or other nursery products; the production or harvest of products from silviculture and aquaculture activity; and other, similar activities. ny activities added in the future to the definition of “agricultural operation” in the Right to Farm Act, Virginia Code § 3.2-300, are incorporated by this reference. Nuisance. A nuisance is something that injuriously affects public safety or health, or which causes a material, substantial, repetitive, and unreasonable interference with the private use and enjoyment of another person’s residential property. Residential property. Residential property means any property on which one or more dwelling units exist, regardless of the property’s zoning designation. For residential property containing more than one dwelling unit, a noise violation may be found if the noise generated in one dwelling unit or in a common area creates a noise nuisance in another dwelling unit located on the same property; however multifamily structures operated by a management company are exempt from this article. 10-43 Noise Nuisance Violation. A. Noise nuisance. It is a violation of this article for any person to intentionally or unintentionally make repetitive noise, or allow the making of repetitive noise, except the noises exempted below, on residential property that, by reason of its volume, pitch, duration, repetition, and time of day, unreasonably and substantially disturbs or interferes with someone else’s peaceful enjoyment of residential property they own, rent, or occupy. B. Persons responsible. Any person who controls the noise source can be held responsible for a violation, but if that person cannot be reasonably ascertained, then any owner, tenant, resident or occupant who is physically present on the residential property during the nuisance noise, and to whom the required warning has been provided can be held responsible. C. Warning. No person shall be found in violation of this article unless there has been presented before the court competent evidence that the complainant or a law enforcement official had, prior to the issuance of any summons or warrant, requested the abatement of the nuisance complained of, and that such nuisance continued after the request for abatement. Written notice of the violation must be sent, certified mail, return receipt requested, to the property from which the noise nuisance emanated and, if a different address is listed for the property owner on the county’s geographic information system (GIS), also to the property owner(s) at the address shown in GIS. 10-44 Exemptions. The following are exempt such that nuisance noise from them cannot form the basis of a noise nuisance: 1. Agricultural activities; 2. Approved business or commercial activity on residential property; 3. Companion animal noises which violate Code § 3-104; and 4. Hunting that is lawful under state and local laws and regulations. 5. Activities permitted by zoning, special events permits, parade permits, fireworks permits, or other governmental approvals; 6. Multi-family structures operated by a management company; and 7. Activities for which noise regulation has been pre-empted by federal law. 10-45 Penalties. A.

Violations of this article carry a civil penalty not to exceed $250 for the first offense and not to exceed $500 for subsequent offenses.

B. The public nuisance procedures set forth in Virginia Code § 48-1 et. seq. may be used for violations of this article.

C. If the violation is unabated at the time of a court finding, the court shall order the violator to abate or remedy the violation in compliance with this article within a time period established by the court. Failure to abate or remedy the violation within the specified time period shall constitute a separate violation.

At the onset of the pandemic, public health agencies like the Centers for Disease Control and Prevention and the World Health Organization identified elderly men and women as among the most vulnerable to serious illness if they were infected with COVID-19. As a result, many aging men and women spent much of 2020 isolated from their friends and families. Families can help seniors in their communities recover from that isolation by volunteering at local senior centers, inviting aging neighbors over for weekly dinners or inviting them along on family outings to the beach or park. Such efforts can reassure seniors, many of whom played vital roles in building the communities they call home, that their neighbors have not forgotten them. - Take active roles in the community. Recovering from the pandemic won’t be easy for any community. Some small businesses closed for good while others struggled to stay afloat, and local towns and cities lost significant tax revenue as a result. Residents, including adults and children, can help their towns and cities overcome budget shortfalls by becoming more active in their communities. Organize initiatives like park clean-ups to keep communities clean if budget constraints have forced local officials to cut back on such services. In addition, attend town or city council meetings to lend support to programs or even recommend new initiatives to help the community recover from the pandemic.
