n the spring of 2019, Goochland resident Richard Willis had finally had enough. Goochland County Supervisors voted unanimously on April 20 to approve the County’s FY22 budget, a fiscal plan that includes $65.2 million in expenditures. According to Goochland Deputy County Administrator for Administrative Services Barbara Horlacher, the figure represents an increase of 12.9 percent ($7.5 million) over last year’s budget, owing largely to the fact that last year’s plan had been significantly impacted by the COVID-19 pandemic.
