Nuisance noise rule approved by board New measure means residents who ignore written warning could face a civil penalty By Roslyn Ryan Editor

After two years and countless hours of work by county residents and local officials alike, Goochland County now has a new tool to help fight the kind of nuisance noise some say poses a significant threat to residents’ quality of life. On May 4, the Goochland County Board of Supervisors unanimously approved an amendment to the County Code to include a provision against nuisance noise, a move that could help residents who have complained for years that they have had little to no recourse in dealing with everything from loud music to neighbors intent on riding ATVs regardless at all hours of the day and night. Although board members stopped short of banning any form of lawful shooting, and one key sticking point in approving the measure was making sure not to infringe on residents’ Second Amendment rights or impede local law enforcement officers from maintaining shooting proficiency. Market slammed by wind, tents destroyed Director: Gift from anonymous donor offers solace after opening ‘disaster’ By Roslyn Ryan Editor

On May 4, after over a year spent battling the COVID-19 pandemic, RVAg Executive Director Lisa Dearden had reason to hope that things might finally be returning to normal. It was a bright, beautiful Tuesday afternoon and she and the vendors at the Goochland Farmers Market were thrilled to kick off the

market season, particularly after the devastating toll the pandemic had taken on markets last year. Sadly, fate — and Mother Nature — appeared to have other plans. The market had been open for about an hour, Dearden said, when she got word that a storm was headed their way. Though she had

Noise continued from >1 also exempt from the ordinance, which covers only property on which a residence is located. According to Goochland County Attorney Tara McGee, who worked closely with the Citizens Committee formed by the county in 2019 to address the issue, the noise covered by the new ordinance must occur repeatedly. A written warning must also be sent to violators via certified mail. The new ordinance reads, in part, “It is a violation of this article for any person to intentionally or unintentionally make repetitive noise, or allow the making of repetitive noise … on residential property that, by reason of its volume, pitch, duration, repetition, and time of day, unreasonably and substantially disturbs or interferes with someone else’s peaceful enjoyment of residential property they own, rent, or occupy.” Essentially, the committee

“designed the whole ordinance to protect the peaceful enjoyment of residents’ homes,” McGee explained. “That’s what their goal was.” The board members were especially appreciative of the 12-member committee that came together to craft the ordinance. Members volunteered their time to study data including local noise complaints from the past 10 years. Members of the committee included Kara Beville, Mary Day, Thomas Ford, Peter Lenk, Joe Ligon, Eric McKay, Patrick Murtaugh, Catherine O’Brien, Rose Sompayrac, Richard Willis, David Winchester and Eric Yim. As they examined the issue of nuisance noise, committee members were presented with a flood of personal accounts from residents who said they have been negatively impacted by noise, including one man who shared that the noise from his neighbor’s go-karting activity has caused such a disruption to his life that it is now impacting his health. There were also, however,

a number of residents who opposed any formal policy controlling noise, preferring that the matter be handled without getting law enforcement or the courts involved. Several speakers during the May 4 meeting, including former County Supervisor Manuel Alvarez, urged the board members to defer action on the ordinance until they could study it further and make more people aware of the proposed changes. To board of supervisors chairman John Lumpkins, however, the time was right to approve the measure — albeit with caution. “Let’s take the step, let’s be careful, and let’s be prepared to see how it works, “ Lumpkins said. “We need to really monitor it and make sure we get a report and get feedback on the complaints that are coming to the Sheriff’s Office.” For the full text of the new ordinance, as well as research compiled by the Citizens Committee, visit https://www. goochlandva.us/1050/NoiseCommittee.

GHS to present ‘The Drowsy Chaperone’ Contributed report

The Drama Department of Goochland High School will present its spring musical production of “The Drowsy Chaperone.” The filmed performance will stream over the internet in three shows: May 14 and 15 at 7 p.m. and May 16 at 2 p.m. With a book by Bob Martin and Don McKellar and music and lyrics by Lisa Lambert and Greg Morrison, this musical comedy is a delightfully funny parody of 1920s musicals. While taking COVID-19 precautions, Goochland High School Drama students perform the show together on a stage for the first time since their fall production of 2019. Presented as a “show-within-a-show,” the story begins as a lonely, reclusive musical theatre fan sits in his apartment and reminisces about his favorite show, “The Drowsy Chaperone,” set in 1928. As he listens to his record album of the cast recording, the show comes to life in his apartment, and the audience is in for a rollicking good time. During the show, the man in the chair offers his dry, witty comments on the music, the actors, and the story, while also reminding us that the arts can transform our lives.

Presented as a show-within-a-show, Goochlnd High School’s production of “The Drowsy Chaperone” will stream on the ShowTx4U platform on May 14, 15 and 16.

As director Neil Burch, who teaches Drama at Goochland explained, “We chose this show because we felt like our audience and students could connect with the sentiments from the man in the chair. We hope this show ‘does what a musical is supposed to do; it takes us to another world...an escape from the dreary horrors of the real world.’ We want our audience to laugh and sing along. We all could really use that after a tough year.” Despite a year of disappointment, Goochland Drama has persevered and found a

the injury. “It was just a disaster,” Dearden said, noting that the Goochland Market, which is held every Tuesday from 4 – 6:30 p.m., is one that is particularly close to her heart. Although the market has struggled in recent years to find traction, it is also one she feels serves a critical need for residents who may be facing food insecurity. “It’s just so important to me, and I don’t want to give up on it,” said Dearden, who

way to make its own silver lining. “I couldn’t be prouder of the students and staff members who worked on this production,” Mr. Burch continued. “All of this was possible due to the tremendous leadership from our senior students.” The show was produced by Heather Wilckens, who also teaches at Goochland Middle School. Music was under the direction of GHS alum and vocal teacher Jaleel Jackson, with choreography by Richmond dance teacher and choreographer Chelsea

Finally, earlier this week, Dearden received a jolt of much-needed good news: after an initial GoFundMe campaign managed to raise around $3,000 to help replace tents and get vendors back on their feet, an anonymous donor gifted the remaining $7,000 that Dearden and her team were trying to raise.

Dearden grew emotional Monday as she discussed what the donation would mean for her and the rest of her team, employees she said have put forth a Herculean effort in recent weeks to make sure markets go on as planned. They will now be able to not only replace what they lost, but also ensure that the market program will continue to thrive as it emerges from the pandemic. Said Dearden, “it’s going to mean everything to us.”

As summer nears, ‘bucket list’ may be just the ticket By Roslyn Ryan Editor

Although the official start of summer is still a few weeks away, it’s certainly not too early to begin crafting a plan for just how you’d like to spend that string of long, sun-drenched days bestowed upon us annually by Mother Nature (I like to think as an apology for having to

That is definitely unfortunate, but still not necessarily a deal-breaker. Mother’s love still greatest gift of all By Jim Ridolphi Contributing Columnist

At age 44, my life was busily progressing up and down the ladder of success, centered on strategic career moves that would allow me to achieve the goals I so aggressively sought. Caregiving was the furthest thing from my mind on the day I got the call from my mother informing me she had been diagnosed with cancer. I took the news in stride, never realizing the life-changing affects those simple words had on my mother’s life, and eventually mine. A credit to her tenacious nature and irrevocable spirit, she fought the brave fight during the first years of the disease’s relentless assault, and I went on with my life, only briefly interrupting it to take her to an occasional doctor’s appointment. As the months progressed, the disease became more debilitating, and caring for my mother became almost full-time work. I responded by hiring a lady to sit with her during the day, fix her meals, and provide the support she needed. I realized we were reaching a painful emotional intersection, where decisions would have to be made, none of them easy. And the day inevitably came when she could no longer physically keep house, perform the daily duties of life, and needed full-time nursing care. My sister and I searched facilities in the area, none of which seemed right. Although cancer had ravaged my mother’s frail body, it hadn’t touched a still active and creative mind, and she made us promise to see Gift > page 7

So there I was, at 2,000 feet in my Cessna 10 miles north of Hilton Head on a flight from Louisa to Ocala, Florida. I did the required radio call to the Hilton Head airport, “Cessna 66221 10 miles north landing Hilton Head.” The airport came back with “Hilton Head airport is closed.” My next transmission

was “Cessna 66221 is low on fuel and needs to land.” The next Hilton Head radio transmission was “Okay, but you have to land with a tail wind and get stopped before hitting the President’s helicopter on the runway.” About 5 miles out from Hilton Head I had a Coast Guard helicopter close to my left wing and a Marine helicopter close to my right wing. I was coming in too high and fast so on final approach to the runway I did a slip with full right aileron and full left rudder that kicked the airplane out of the air stream. My airplane dropped like a rock about 500 feet in a few

seconds before I straightened it out and landed successfully. The helicopters were left behind and probably wondered what the hell happened. I got my airplane stopped before hitting the President’s helicopters. Then on the tarmac I saw President Clinton, Hillary, Chelsea and their dog getting on Marine One. The funny part was the press corps scrambling to load all their crap in the back of a CH 47 behind Marine One.

Sheriff’s Office unveils new programs to better assist residents with special needs Contributed report

The Goochland County Sheriff’s Office (GCSO) is proud to introduce two new programs to assist Goochland citizens with special needs during emergency and nonemergency situations: Project Lifesaver and Handle with Care. Project Lifesaver provides a means by which GCSO and caregivers work together to employ locating technologies and search and rescue methods, when needed, for Goochland residents with wandering behaviors. Handle with Care allows

Goochland residents and their caregivers a means by which they can make Goochland County Sheriff ’s Office aware of their special needs to ensure that deputies and 911 dispatchers are aware of accommodations needed to best assist the special needs resident. Qualifications for the Handle with Care program include but are not limited to: autism, Asperger’s Syndrome, behavioral disorders, Cerebral Palsy, Dementia, Down Syndrome, hearing impairment, mental disorders, and more. “As Goochland County

Sheriff’s Office works tirelessly to support the needs of all Goochland citizens, we especially want to ensure we are supporting the most vulnerable in our community, our citizens with special needs, if or when they may need our help”, said Goochland Sheriff Steven N. Creasey. For more information on both programs or to determine if you or a loved one living in Goochland County may qualify for these special programs offered by the Goochland County Sheriff’s Office, please see our website (www.goochlandsheriff.org).

keep her at home for as long as possible. It was then I realized that the most important question facing us was not financial, but emotional. Protecting my mother’s dignity became top priority, eventually leading to some lifechanging decisions for both of us. So, it was with great hesitancy that I moved home to care for her, taking a leave of absence from work and devoting most of my time to her care. She made the job easy, and it wasn’t many days later when

Summer continued from >6 list of things a person wishes to accomplish before they die (or “kick the bucket,” a term that can allegedly be traced all way back to the Middle Ages, when hanging a person was accomplished by kicking a bucket out from under their feet). The items on said list can be anything you like, from climbing a mountain to learning French to finally trying escargot. Unfortunately, while it’s a wonderful concept, bucket lists may also be a teensy bit daunting right now. Many people aren’t quite ready to travel yet, and plenty are also struggling to recover financially from the pandemic’s impact. Plus, mountain climbing is hard, French has A LOT of tricky grammar rules and escargot is…snails. So there’s that. The good news is that if crafting a list of everything you want to do before you die feels like too much, the Summer Bucket list is much more doable. Need a few sug-

I knew I had made the right decision. Keeping a promise to protect her from the loneliness and desperation of a chronic disease, I kept her at home for more than a year. During that time, we laughed, cried and faced the reality that faced us with a sense of togetherness. That’s not to say there weren’t tough and difficult days, much tougher on her than me. Through it all, she remained constant in the one role she had mastered and dedicated herself to — being a mother. After providing a lifetime of guidance, an endless multitude of consoling hugs, bandaging

too many skinned knees to count and almost never eating a meal sitting down, she provided her final and greatest gift of all: love in the face of adversity. Those final months allowed me to tie all the loose ends, to get answers to those final few questions I had. It allowed her to keep performing what she considered her most important role, that of mother. She did that so well her spirit still remains alive in her children and grandchildren, not only on this Mother’s Day, but every day of the year. And we owe that to one amazing person — our mother.

In The Garden

Made in the shade: Moss, ferns can help in low light By MJ Weatherford Contributing Writer

H

omeowners struggle with shady spots in their landscapes. This is especially true where there is deep shade. Moss and ferns can provide a solution for these problem spots by adding color and texture. Homeowners can spend money and time trying to rid their yards of moss, only to have it return again and again. Moss grows in deep to light shade and where the soil is compacted and acidic. To truly eliminate it, those conditions must be changed and that can be expensive. There is an-other solution: embrace the moss. Moss requires little maintenance, is evergreen under the right conditions and never needs mowing. There are two types of moss: mounding and spreading. The spreading moss is low to the ground and spreads quickly from the edges. It is great for lawns

because it does spread quickly. The second type is mounding moss, often found growing between bricks or pavers. It spreads slowly and is quite dense. Grass and weeds will grow among the spreading moss, but is not as likely to penetrate the mounding moss. The grass and weeds that do grow amidst the moss, es-pecially spreading moss, can easily be mowed without disturbing the moss if the mower is set high enough. In the summer when the grass turns brown, a little watering will keep the moss green. Moss does not have a traditional root system and obtains its water and nutrients from the air; therefore, misting the surface is all that is required. To add moss to the landscape, select an area where some moss is already growing. Clear the area of weeds, leaves and debris. Harvest moss from an area similar to your landscape and from a source for which you have permission. Avoid harvesting whole patches of moss, rather take small pieces from several parts of a patch. Place the harvested moss in the prepared spot, tamp it down so that it has good contact with the soil and water in. Until established, water lightly and regularly unless there is rain and keep the area free of debris. Moss will not be able to absorb water if its surface is covered by leaves or other debris. lished, watering is necessary only in very dry conditions. Without watering, moss may go dormant but will green up after water- i n g or a rain. Visit the Virginia Cooperative Extension website at ext.vt.edu and read the Virginia Tech Publication 430-536 t o obtain more information about moss. Ferns also flourish in shady, moist areas. Their feather-like fronds or leaves are a wonderful ad-dition to any landscape. Though they do not flower, their foliage comes in a variety of shapes and shades of green. Ferns are happiest in light to deep shade and in soil that is damp, not soggy, and rich in organic matter. Choose ferns that are suited to this area (zone 7). An excellent source for all things ferns is Bulletin 987-2, Native Plants for Georgia, Part II-Ferns found on the University of Georgia website at extension.uga.edu. Ferns grow either from crowns or rhizomes. Crown refers to the center part of a fern. Ferns with crowns spread from the center outward to from clumps. Divide in the spring when the fiddle heads (new ferns) begin to emerge. Gently dig up the fern and pull apart the new fiddle heads, being certain to capture some roots. Replace the parent fern and Dover Branch; Dover Branch LLC to William Calvin Johns III, $169,950. Lot 5, Section 2, Cedar Lane; Truett Real Estate

cover, without completely cov-ering the crown. Then plant the new ferns only deep enough to support the plant. Water to keep moist until the plants are well established. Ferns that spread from an underground root (rhizome) are even easier to propagate. Dig up the parent fern. There will be a spreading rhizome. Cut the rhizome where there is at least one frond developing. Then plant the pieces just below the surface so that the portion with the frond is just above ground. Ferns need to be watered until established, but once established most only need water during dry spells. Autumn fern(Dryopteris erythrosora), Christmas fern(Polystichum acrostichoipteris), ostrich fern (Matteuccia struthiopteris), and varieties of wood fern grow well in Central Virginia. Consider giving mosses and ferns a try in those shady spots and your ‘problem area’ may be solved. Last Wednesday’s signing ceremony at Goochland High School celebrated the collegiate decisions of student-athletes Skylar Dacey (Bryant), Ayden Doczi (VMI) and Aubrie Hixon (Ferrum).

Goochland student-athletes headed to next level By Nick Vandeloecht Sports Editor

Goochland High School last Wednesday held a signing ceremony to honor three student-athletes who are taking their athletic and academic careers to the collegiate level: Skylar Dacey, Ayden Doczi and Aubrie Hixon.

Aubrie Hixon Hixon will play NCAA Division III soccer for Ferrum. She was looking for a team that competed in the Old Dominion Athletic Conference, and with Ferrum, she liked the campus, the view and the environment. Hixon also said that Ferrum is the perfect size; she complimented the amount of athletes there, and she referenced her future academic plans – she’s looking to major in Health & Human Performance with a physical education emphasis and minor in coaching – when describing what made the school the best fit for her. As for Ferrum’s Women’s Soccer team, Hixon said that head coach Erin Saleeby, coach Wes Lewis and her future teammates right away made her feel like she was part of the family. “They are very friendly,

encouraging, helpful,” Hixon said. She’s hoping to play at holding mid or left wing. In her sophomore year, Hixon contributed to the Bulldogs varsity girls soccer team reaching the Class 2, Region A semifinals in 2019. “It’s been a pleasure to be a part of Goochland soccer,” Hixon said. “The team has taught me that’s it’s not all about winning. It’s about the hard work and building chemistry throughout the team.”

Skylar Dacey Dacey will swim at the Division I level for Bryant University. Dacey said she had to decide between multiple schools that all had amazing programs, but with Bryant, she praised the school’s family feel and “excellent training programs.” “Bryant is my perfect fit, not only athletically, but academically,” Dacey said. “I am choosing to study Biology with a Pre-Medical focus, and the Biology program at Bryant is unbeatable.” On the athletic side, Dacey said her new coaches are “nothing short of amazing.” “Being part of their team is such an honor,” Dacey said.

“The campus is stunning and I truly feel at home at Bryant.” Her coaches and teammates, Dacey said, are the most fun and energetic group of people she said she has met. “They are so extremely supportive of each other and everyone wants each other to succeed,” Dacey said. “The energy they bring to the sport is one of my favorite things about them!” Dacey said she will continue to compete in short-distance events (including the 50 freestyle and the 100 freestyle) in addition to any events her coach feels she will excel at once she gets to Bryant. In her sophomore year, Dacey won the regional championship in the 100 free and took third at states in the 200 free. Dacey was also a state qualifier both in her junior and senior seasons when Goochland moved up from Class 2 to Class 3. Dacey added a third-place individual finish in the 200 free in regionals during her junior year. “Goochland Swimming was always my way of being connected to the school,” Dacey said. “My junior year, Ashton Paxton was the coach of the team and she truly helped me see some aspects of college swimming to pay

attention to. She was one of my biggest supporters that year and I cannot thank her enough.” Dacey said her coaches, beginning with her very first one, have been a massive part of her life. “To my first coach…Cindy Matthews: you gave me the love for this sport and told me it would take me places, and you were right. I cannot thank her enough for being on that list of my biggest supporters my entire career,” Dacey said. “To my parents for doing absolutely everything so I can succeed, I am forever grateful for you. “Swimming is the biggest thing in my life,” Dacey said, “and I am so excited to continue my passion at Bryant.”

Ayden Doczi Doczi is all set to play Division I football for the Virginia Military Institute. “It meant a lot, not only for me, but for my parents; it really showed how much work they put in for me, just pushing me along,” Doczi said of last Wednesday’s ceremony. “It meant…I took my next step, I know I’m going. Even though I committed, it’s in paper now.” After he committed, Doczi praised the brotherhood aspect

of VMI, having seen what it’s done for his dad, Mike Doczi, who also went there and played baseball for the Keydets. Ayden also went into Goochland’s JROTC program, and he fell in love with the military aspect. In addition to the leadership roles he’s held on his athletic teams, he worked his way up through the JROTC program’s ranks to Company 1st Sergeant. Playing at the center position, Doczi helped lead his Goochland Bulldogs varsity football team to an undefeated 5-0 regular season and an appearance in the Class 3, Region B final. Doczi feels that he was able to get stronger this past season. He feels that his speed and footwork is a lot better, and he praised Goochland football’s new offensive lineman coach McFarland Murph’s intuition when it came to college footwork. “He’s really focused on hands, really focused on: I want to get you to the next level as much as I can, prepare as much as possible,” Doczi said. “That really helped a lot as well.” Doczi also pointed to the possibility that, depending on how he performs this season on the pitcher’s mound, he could also compete on VMI’s baseball team.

He’s off to a strong start in his final season on the high school diamond. In Goochland’s 5-3 win over Randolph-Henry on May 5, Doczi earned a complete-game win on the mound and pitched six shutout innings before defensive errors enabled the Statesmen to score 3 runs. Doczi’s ERA, however, stayed at 0.00 in that May 5 win. “It’s very encouraging,” Doczi said, adding: “I’m doing much more things for my body to stay healthy and stay ready to go than I was in previous years.” He played for RBA South over this past fall, and he said that they gave him a recovery program after pitching and during pregame warmups. It’s meant a lot to him to have his senior seasons. “With COVID, I honestly didn’t think I was going to have any of the seasons, so I’m grateful to be out here,” Doczi said. “With football, it didn’t end the way we wanted it to, but we got out there, we played our heart out, and I played with some of the people I grew up with since we were 5 years old to finish out the season, finish our careers together, and some of us are moving on to go to the next level, and I think that we’ll all do as well as we can.”

Goochland boys soccer routs Randolph-Henry, Amelia By Nick Vandeloecht Sports Editor

Playing their best first half at that point of the season according to the coaches, Goochland boys soccer unleashed six goals in the first half and went on to secure an 8-0 shutout over Randolph-Henry to remain unbeaten on Friday. “We wanted to play good soccer, get everybody in tonight and emerge with no injuries. That’s the things you always want, and so I feel really good about tonight,” said Goochland head coach Marshall Lindner. “I was very proud of the way the guys played. They played as a team, as a unit. It was a good feeling.” Senior Charlie Flammia earned the hat trick on a teamleading three goals, and Yoshi

Da Silva scored two. Flammia jumped and, with his leg, immediately slammed a cross from Da Silva into the net on a rocketing hit for his first goal of the evening. Da Silva earned his second goal when he headed in a cross from Cody Ware. Scoring one goal each were Ware, Gintas Putinas and Connor Doersch. While it rained throughout the middle portion of the game, even escalating to a downpour for a very brief stretch, the field remained in good shape, staying firm throughout the game. Lindner was thrilled with the way his team played on Friday. Goochland also beat Amelia 10-2 last Wednesday. Deadline for ‘Smart Lawn’ program Friday Residents can have soil samples taken, analyzed by lab Contributed report

Want to improve your lawn? The Goochland and Powhatan Extension offices are offering a lawn evaluation and best practices program called SmartLawns. Master Gardener volunteers will schedule a visit to your lawn to measure the total lawn area, evaluate the existing lawn and take a single soil sample. TUESDAY EVENING 4 PM 4:30

Soil samples will be analyzed at the Virginia Tech Soil Testing lab. Based on the results of the soil analysis and the on-site evaluation, you will be provided with a lawn maintenance and nutrient application plan to help you achieve a healthy and attractive lawn. To enroll in this program, please contact or stop by either the Goochland or Powhatan Extension office to obtain an enrollment form and a home owner lawn pre-survey. Applications will be accepted until Friday, May 14, 2021. Return the completed enrollment and survey forms to either Extension office along with a check for $20 payable to the “Treasurer of

Virginia Tech”. Please provide a survey plat or a hand drawing of your lawn area along with the completed enrollment forms. Additional soil tests for specific areas of your lawn may be requested for $10 per sample. You may hand deliver or mail your completed form, check and survey plat/drawing to the Goochland Extension Office, 2748 Dogtown Road, Goochland, VA 23063 or to the Powhatan Extension Office, 3910 Old Buckingham Road., Powhatan, VA 23139.
