Nine buildings in Placer County’s government campus are slated for demolition this summer, part of the county’s ongoing process of rethinking how its buildings fit with its departments. With bids due from contractors May 14, county officials hope the buildings will be fully razed by summer’s end, under a $541,500 contract. The buildings total about 56,000 square feet spread over 3.5 acres.

Airport Project Sparks Contractor Competition With a key approval out of the way, Signature Flight Support is eager to move its $82 million executive aviation facility through the planning and approval process - and contractors are also looking for a boarding pass. More than a dozen area general contractors have responded to a request for qualifications, Eric Hietala, regional vice president for Signature’s western region, told me this morning. The fixed base operator aims to identify the winning contractor in the next four to six months and break ground before the end of the year. The project should create up to 200 construction jobs. It will also move its West Coast headquarters to the city from San Francisco. Signature has already submitted its proposed project to the Federal Aviation Administration, which will review its design for compliance with safety regulations. At the same time, Signature is seeking “expedited” planning approvals from the city. The facility will include roughly 270,000 square feet of hangar space on 29 acres. It’s the largest FBO facility to
Sonora High School will get a new aquatics center and updated buildings under a preliminary plan for spending $23 million from a bond measure passed last year. Architects and consultants outlined the plan for the Sonora Union High School District Board of Trustees last week. Initial blueprints feature a 10-lane pool and bleachers where Sonora High’s tennis courts now stand, a plaza next to the resurfaced track, a major overhaul of two outdated buildings, and an addition to the cafeteria. Work on the track, football field, cafeteria and pool will likely start in 2014, with renovations to the Humanities Building and Centennial Hall taking place over the following few years. However, the timeline could shorten if Sonora High decides to sell the bonds in two sets instead of three. The district is issuing $8 million in bonds this spring. The projected price to overhaul Sonora High’s Humanities Building is about $2.1 million. Centennial Hall, which needs new windows and a range of other upgrades, may eat up more than $3.4 million. Major Work At Lawson Middle School The Cupertino Union School District’s administrative office is moving April 12 to Sunnyvale. The move is in preparation for a major expansion project at Lawson Middle School, which sits adjacent to district headquarters. Continued on next page

Phase I will see the construction of a new 20-classroom, two-story building. Four of those will be science classrooms, six will be more math and science classrooms and 10 will be standard classrooms. Work could begin with site preparation in June. Construction of the new buildings could start soon after and run into August 2014. The new track and field will break ground in mid-June 2014 and last until approximately the end of October, according to district officials. The renovation and expansion project is one of a number of projects courtesy of Measure H, a $220 million school facility and repair bond approved in June by voters in the school’s attendance area. Pleasanton Approves New Development A new multi-story, high density apartment project and adjoining re-
tail center was approved last week by the Pleasanton City Council for a section of California Center that has until now has been one of the city’s major office centers. With the Planning Commission’s and now the City Council’s unanimous approval of the Pleasant Partners development, work can get under way as soon as final design work is completed and building permits issued. Developer Mark English and his Pleasant Partners group will build two-, three- and four-story buildings and a two-building retail center on a portion of the office building site at Rosewood Drive and Owens drives they have acquired from California Center, formerly called CarrAmerica. The site is one of a number of properties rezoned for high density housing as part of an agreement between the city of Pleasanton and state housing authorities as part of a court settlement to provide more affordable housing in the city.
Council members praised the design of the complex and the developer’s plan for large open spaces, playgrounds and sports areas between the buildings. The project, on 8.4 acres of 61-acre California Center property, will include five residential buildings in what Atty. Marty Inderbitzen, who represents Pleasanton Partners, described as steppedheight construction, with the two story buildings facing the streets and the taller buildings in the back. The two retail buildings will total 7,520 square feet and will diagonally face the Owens-Rosewood intersection, across from the Archstone and Hacienda apartment complexes and the Red Robin Restaurant. Volunteers Sought For Women Build Week Habitat for Humanity is inviting female volunteers to a workshop in which they will learn how to use tools that are common in home construction. The free workshop is Saturday and is open to women interested in volunteering at any local Women Build site during National Women Build Week, which will be May 5-12. The Lowe’s building supplies store in Martell will host the workshop. Habitat for Humanity Calaveras is organizing the local Women Build Week activities. Highway Construction Update An accident-prone stretch of road will start receiving improvements next week as construction begins on Highway 99 at Highway 113,

the location of at least one vehiclerelated death and several injuries since 2010. Caltrans will be building an overpass as part of a new interchange in hopes of improving traffic flow and safety conditions, officials said. A groundbreaking ceremony is April 26, when the $19.4 million project gets underway. Interchange construction at the Highway 113 intersection is one of several projects being spearheaded by Caltrans to improve sections of the Highway 99 corridor, which stretches from Butte County to Sacramento County. The interchange will replace stoplights installed when the Highway 99 Tudor Bypass was completed south of Yuba City in 2010. Other Highway 99 projects include a second bridge across the Feather River near Nicolaus. The $56.2 million project, which started in 2010, will be completed in fall 2015. Construction stopped in 2012 after Caltrans ended a contract with Gold River-based Nehemiah Construction Inc. because of nonperformance. Teichert Construction will be spearheading efforts on the Highway 99 and Highway 113 interchange project. Will AB 1080 Bring Back Redevelopment Agencies? A little-known piece of legislation that could breathe life back into California’s demolished redevelopment agencies has cleared the California Assembly’s Housing Committee this week. The bill, AB 1080, authored by Assemblyman Luis Alejo, (D-Watsonville) would allow certain communities to establish Community Revitalization Investment Authorities. These authorities would work very much like the RDA’s that Gov. Jerry Brown disassembled last year to
help close a yawning state budget gap. 85 cities are currently battling the governor in court over his actions to do away with the redevelopment agencies. “Since the dissolution of redevelopment agencies, communities across California are seeking an economic development tool to use,” Assemblyman Alejo said. “This proposal provides a viable option targeting the state’s disadvantaged poorer areas and neighborhoods.” Alejo spokeswoman Marva Diaz said the bill will next go to the Assembly’s Local Government Committee on May 1. Following that it needs to clear the body’s all-important Appropriations (fiscal) Committee. If the bill becomes law a community must adopt a Community Revitalization and Investment Plan that identifies goals and objectives; describes programs for repair, upgrading or construction of infrastructure; provides affordable housing; and facilitates the economic revitalization of the area. “Redevelopment was a multi-purpose tool that focused over $6 billion per year toward repairing and redeveloping urban cores, and building affordable housing, especially those areas most economically and physically disadvantaged,” Alejo said. Rocklin Shopping Centers Boost Regional Economy Two big-box shopping centers that developer Donahue Schriber is building at a Rocklin intersection mark a thawing of the retail sector and a boost to sales and jobs in the local economy. The Rocklin Crossings project and the Rocklin Commons retail centers are rare examples in the region — and the country — of large shopping centers being built from the ground
up. Donahue Schriber’s two projects combined form the region’s largest new big shopping center in at least five years apart from Palladio at Broadstone. And the open-air mall in Folsom is a different type of center, said Craig Burress, a CBRE retail broker. The 544,000-square-foot Crossings and the 380,000-square-foot Commons are being built at Interstate 80 and Sierra College Boulevard. Collectively, they will occupy nearly as much space as a regional mall and will be Rocklin’s largest retail hub. The longplanned projects will cost $150 million to $200 million combined.

The Big Question: Rent, Lease or Buy? Ask these 10 questions to arrive at the best decision You’ve been awarded a project and have determined that you need to acquire new equipment to get the job done. You have several options to consider: Do you want to purchase that piece of equipment, and if so, should you buy it new, or would a used machine get the job done? You’ve heard there is a rising trend of renting construction equipment and are wondering if that is something to consider. Should you consider leasing your excavator or wheel loader? To make the decision that’s right for you, ask yourself the following questions. Is my company in the black or the red? Smart business owners understand their financial profiles at any given time. What do you see on your balance sheet? How do your liabilities compare to your assets? If you aren’t currently profitable or if you don’t have the capital for a down payment, purchasing a piece of equipment may not make sense financially. Will I be borrowing money any time soon? If you already have an approved line

of credit with a financial institution that covers the purchase, buying a piece of equipment makes sense. If you don’t, or if you know that you have plans in the next 12 months to borrow money for another purpose, leasing may be the best choice. When you lease, that transaction takes place off your balance sheet and won’t appear as a liability. How much will this piece of equipment be used? Some industry experts suggest you purchase a piece of equipment only if it’s going to be on the job 60 to 70 percent of the time. Take a realistic look at the projects you have and expect to get in the next 12 to 24 months. If you feel comfortable that your new excavator or wheel loader is going to be hard at work at least 30 to 35 weeks out of the next 12 months, you’ll likely be generating enough revenue to pay for that investment. How do the options affect my tax liability? This should be discussed with an accountant or financial planner who knows your company inside out. In general, with a rented machine, you

can expense your monthly payments on your income statement. You can also deduct lease payments as an operating expense. But, if you purchase the equipment and finance it, only the interest portion of your monthly payments can be entered as an expense item on your income statement. You can also depreciate a purchased piece of equipment. For example, if you buy a piece of equipment for $50,000, the government allows you to depreciate $25,000 in December of the calendar year you purchased the machine, which reduces your tax liability. Which option will allow me to obtain the lowest monthly payment? That will often depend on the financial institution you choose to help you purchase your equipment. Leasing has attractive benefits, such as giving you a way to save capital and earmark it for other expenses. Plus, sometimes leasing companies will offer you flexible, seasonal payment schedules so you can make higher payments during high-revenue months and lower payments during slower months. However, for that flexibility, you will often have to pay a
higher interest rate than if you were borrowing money from a bank. If you purchase a piece of equipment and finance it, you typically will have 60 months to pay off the loan, resulting in a smaller monthly payment compared to some other options. Again, this only makes sense if you have enough long-term business to justify the purchase. When you rent a piece of equipment, you pay only for the months that you use the equipment. If a customer awards you a contract that will last six months and you don’t have a guarantee that you’ll follow that project with another one requiring similar equipment, renting is your best solution. Plus, you may be able to charge your customer enough to cover, or even exceed, your monthly rental payments if you are renting that machine specifically for a customer’s project. What if I rent my excavator or wheel loader and my six-month project turns into a 16-month project? Many dealers offer rent-to-purchase solutions. If there is a chance that the job could go significantly beyond its originally determined schedule, that’s a good question to ask a dealer or rental company. In rent-topurchase scenarios, the dealer will credit your rent payments toward the purchase price.
If I have a favorite brand of equipment, does that affect my decision to rent, purchase or lease? Most contractors who are renting equipment aren’t focused on a specific brand or manufacturer. They have a project that requires a short-term large equipment solution, and they want a piece of equipment that works and will get the job done. Sticking with a brand you know and a company you trust is more important with an acquisition. When you purchase, you want to go with a manufacturer that has a good warranty and a strong commitment to parts and service. I’ve decided to make a purchase, but there are so many brands on the market. Any tips? Most machines are going to be similar on the spec charts since many manufacturers use the same parts suppliers. You need to look past the specs. Warranties, parts availability, after-sales support, price and dealer networks are important considerations on new machine purchases. ABC Inc. has had a contractor’s license for many years, and in the meantime ABC Inc. has obtained several other licenses with dba names (i.e. ABC Inc. dba XYZ). We would like to convert the corporation to an LLC. When we transfer ABC Inc.’s license to the LLC, will the CSLB automatically change the dba licenses to the LLC since it’s the same entity? A: No, the CSLB will not automatically convert those dba licenses to the LLC. You will need to re-apply for each dba license separately. Also, you mention “transferring” the corporation’s license to the LLC. Please be aware that there are certain requirements that must be met in order to keep the corporation’s license number. Sufficient space shall be provided and maintained in the area of electrical equipment to permit ready and safe operation and maintenance of such equipment. When parts are exposed, the minimum clearance for the workspace shall be not less than 6-1/4 feet high nor less than a radius of 3 feet wide. There shall be a clearance sufficient to permit at least a 90 degree opening of all doors or hinged panels. All working clearances shall be maintained in accordance with the National Electrical Code. Equipment or circuits that are de-energized shall be rendered inoperative and have tags attached at all points where such equipment or circuits can be energized. Controls that are to be deactivated during the course of work or energized or de-energized equipment or circuits shall be tagged. Tags shall be placed to identify plainly the equipment or circuits being worked on. Unexpected energizing of any electrical line can cause death, shock, serious injury, etc. In addition to the tag, the circuit at the switch box should be padlocked in the “OFF” position. A lockout hoop should be provided and used.

By way of comparison, the federal government, contributed $625 billion, or 4.3%, to the nation’s output. If it was considered its own separate industry, the Internet would also be larger than America’s education, construction or agricultural sectors. In the retail sphere alone, e-commerce accounted for 5% of U.S. sales in 2010. “All businesses are increasingly digital and need to think about how to take advantage of these opportunities,” said Dominic Field, a BCG partner and co-author of the report.
