A good community has spontaneity, pride, and togetherness. Residents should be able to think and act for themselves; they should be proud of their communities; and they should work together to realize their dreams. There is no fixed idea of what a good community should be like or a predetermined way of building a good community. If people can dream and act together, they will be able to build their ideal communities”. This quote was taken from the website of the Ministry of Culture in Taiwan. We found it quite apt in light of the fact that this issue of “Our Saint Lucia” focuses on the Constituency Development Programme (CDP). And we do believe that this quote speaks to the foundation of the CDP. The Constituency Development Programme, is an initiative funded by the Government of the Republic of China (Taiwan) through the embassy here in Saint Lucia. Through the funding of the CDP, projects are embarked upon which seek to improve the lives of persons within the communities where they are initiated. Since 2007, the Government of the Republic of China (Taiwan) has been working with the Government of Saint Lucia through the CDP to improve the wellbeing of Saint Lucians, by constructing, rehabilitating and maintaining infrastructural facilities across all communities in the country. Some of the projects that have been undertaken include; flood mitigation works, drainage, soil stabilization, community access roads and food paths. Over the last few years, the Government has however expanded the programme to include the creation of green spaces and parks as well as training exercises and human capacity building as a means of touching more lives and continuing to empower communities. These constituency development projects, have brought communities closer together, as the projects are not only of the people, but utilizes the skills and talents of contractors and workers from within each community. In this way it enables communities to help each other grow and creates the enabling environment for persons to have a say in what goes on within their communities. In short, the CDP has given a voice to individuals and communities and given them a stake in their own development, which ultimately should redound to pride in self, community and country.

S
ince 2007, when it was first rolled out, the Constituency Development Programme (CDP) has impacted the lives of persons in every single constituency in Saint Lucia in a positive way. What is also important to note, is that these projects often come out of concerns or the needs of the people themselves, from each community, who bring them to the attention of their parliamentary representatives. Allow me to explain the process further; a shortlist of CDP projects submitted by the parliamentary reps, comes through the CDP office in the Ministry of Economic Development. A team from the CDP office would then go out to do an assessment of the projects including cost and then based on the allocations available for that constituency, projects are selected in terms of priority and needs of the community. Over the years, the CDP projects have not only proven to be very impactful and meaningful, but have also bridged the gap between Central Government and the Ministry of Infrastructure and the constituencies, cutting down on the amount of time it would take to get projects implemented.
What we have been aiming to do more recently as a government however, is to expand the program to include not just brick and mortar projects but to engage in sustainable projects that could derive economic benefits for the people. One such project is the Hummingbird Beach Park in Soufriere which has created employment for more than 20 persons and generates revenue from visitors and locals. We also have some of the parks that are being built, which the residents can use to generate funds by hosting various activities. In Bexon, Castries South-East, we will, through CDP, construct a small rest-stop kind of market, again something that will create employment and economic activity. The car wash in Castries Central, in the George V Park is another example of the kind of projects we are moving into. Then we have the aspect of the National Sports Infrastructure Program. To facilitate the construction of new playing fields and rehabilitate others, we wrote to the Taiwanese, asking permission to use the CDP funds as repayments on loans to go into the construction and rehabilitation of these facilities. They agreed and already we have started work on a number of these, including the stadium in Soufriere. We are also expected to take a similar approach with the village tourism program, again, realizing the long-term benefits of these projects which will go beyond employing a few persons for a few weeks. And so I want to thank the Government and People of Taiwan and the ambassadors both past and current, for the excellent relationship we have had over the years and for understanding and sharing our vision where CDP is concerned. I also want to thank the people of Saint Lucia for their understanding as well and for the patience in some cases. But I would like to assure them that the intention of this Government is to ensure that CDP touches and impacts the lives of every single Saint Lucian no matter which community they reside.

ince the establishment of the CDP more than ten years ago, projects have been implemented in all seventeen constituencies in Saint Lucia and within communities across the island. The CDP has been recognized for facilitating projects which foster greater consultation both within the community and among the various community and government agencies. This interactive process, provides the avenue for broad bipartisan consultation in formulating development proposals for budgetary consideration at the constituency level. Through the CDP, every Parliamentary representative has a direct influence on the priority of development projects to be undertaken in his/her district.

Projects are seen as impacting the lives of residents directly within each community and also create short term employment for workers and small contractors. While a number of projects have been small scale projects, their impacts are quite often immeasurable. Footpaths for example have alleviated the issue of residents in some communities, having better access to their homes, particularly in times of rain when access is more difficult. Retaining walls and drainage have minimized flooding in many areas, while rehabilitation to community centres have helped bring communities closer together.

The Constituency Development Program provides an opportunity for constituency representatives to gain more direct participation in their own development, while at the same time strengthening the co-operative mechanisms that lead to greater social cohesiveness. The Government of Saint Lucia views the Constituency Development Programme as an opportunity for capacity building, while enhancing the understanding of community needs and priorities.

ince 2007, the Government of the Republic of China (Taiwan) has been working with the Government of Saint Lucia, through the Constituency Development Programme (CDP) to improve the livelihoods of Saint Lucians, by constructing, rehabilitating and maintaining infrastructural facilities across all communities in the country. Under the program, projects like flood mitigation systems, drainage, soil stabilization, community access roads, community centers and playing fields have all been implemented, bringing benefits to the people of Saint Lucia. “Our Saint Lucia” caught up with Ambassador HE Douglas Cheng-Tsung Shen to talk about the CDP Programme. According to Ambassador Shen, since the inception of the CDP, over 2,400 projects have been completed and over 25,000 jobs created. “Since 2007 Taiwan has cooperated with the Government of Saint Lucia to initiate island-wide projects through CDP, aimed at creating jobs, developing communities at the grass roots level with small, medium or large projects, to make life more comfortable for people,” Ambassador Shen says. “These CDP projects are done by small local companies and contractors, using labour from the communities and so this is a direct economic benefit to all of the

seventeen constituencies,” he went on to tell us. The CDP, he reiterated, has created numerous employment opportunities across Saint Lucia. “For us, this program plays a very crucial role in the development of human capacity in Saint Lucia and there are so many interesting stories of how the projects have changed the lives of so many persons,” the Ambassador says. Ambassador Cheng sighted the examples of seeing the joy on the faces of residents, who before foot-paths in their communities had to endure leaving their home with changing shoes, after wading through muddy territory. “In many instances some of these residents could not leave home for work, or to seek employment when it rained, before they had the footpaths or access roads,” says Ambassador Shen. “In the case of larger projects like the Hummingbird Beach Park, it has created employment as well as given locals and visitors somewhere to recreate and enjoy themselves in Soufriere,” he went on to say. Recently, CDP has also been engaged in training programs through the CastriesCentral Synergy Program. “This is something Hon. Sarah Flood Beaubrun
is quite passionate about and it is good to see that CDP is not only involved in infrastructure, but is doing a lot for young people with training in areas such as cooking, plumbing and agriculture,” he says. The Ambassador stressed on the impact that global warming and climate change was having and the importance of adapting and changing the way we do things. “As we know global warming and climate change affect all mankind. Caribbean countries are particularly prone to enormous economic losses from hurricanes in recent years. It is imperative to ensure the safety of the Saint Lucian people and their property with a strengthened infrastructural system. I believe that through our joint efforts in these meaningful programmes, it will continue to enhance the environment for local residents and bring benefit to all communities in Saint Lucia,” the Ambassador said. Ambassador HE Douglas Cheng-Tsung Shen told “Our Saint Lucia” that his Government is very satisfied with the work done by the Government under the CDP. “And so it is our hope that in the future Taiwan and Saint Lucia will continue to focus on improving the lives of our Saint Lucian friends.”

I
n June of 2018 the Synergy project was launched by Castries Central MP Hon. Sarah Flood Beaubrun. The initiative is aimed at empowering residents of Castries Central through personal development programmes tailormade for individual needs. It is committed to wholesome human development, within the framework of the Sustainable Development Goals (SDGs), are people-centered and community-driven. The Synergy programme is expected to impact many of the unemployed within Central Castries. So far it has been addressing many of the socio-economic needs of individuals with an aim to alleviating such issues as poverty, poor housing, and medical expenses, lack of education and skills training, crime and drug abuse. SYNERGY has been working at addressing these societal challenges by creating a unique opportunity for each individual to achieve optimum personal development, training, and the best opportunity for meaningful work and long term employment.

ccess to their learning institution was made easier for students of the Bocage Combined School earlier this year. This, after the Ministry of Economic Development through the CDP, joined forces with the Bocage Development Committee to rehabilitate a step-pathway near the school. The pathway is also utilized by residents of the community. The ceremonial cutting of the ribbon to declare the step pathway open was done by Minister for Economic Development Hon. Guy Joseph, and the principal of the Bocage Secondary School back in February 2019. “As a government we place great value on the children of the country. In the years to come one of you may be standing where I am standing today, as one of the leaders in your community. Do not limit yourselves. You may see yourself only as a student, and you may not know what the future holds, but remember, your principal was once like you, I was once like you,� Hon. Guy Joseph speaking at the opening ceremony said .
Utilizing a multidisciplinary, intersectional, and strengths-based approach, Synergy offers an array of personalized education & training, services, resources, interventions, and referrals. These skills and tools will empower and equip each client with the resources needed to successfully enter and remain in the work force. Over the last year, the Constituency Development Programme (CDP) has supported the Synergy Project. This has been done through the facilitating of Consultants and Project managers to Synergy. The CDP has also constructed the facility for the Synergy Agriculture project in Roseau and the car wash facility in George V Park. These facilities are expected to assist in the reduction of unemployment, giving opportunities to young men and women to earn a living. CDP has also worked with Synergy on training programmes at the Sir Arthur Lewis Community College. These training programmes have included auto mechanics and plumbing among others.

n 2018 Prime Minister Hon. Allen Chastanet made the declaration that Government would be reviewing the Constituency Development Program (CDP) so that money donated by the Government of Taiwan for community projects is used to generate economic progress.
CDP funds have usually been allocated to constituencies for projects aimed at alleviating poverty, such as the construction of drains, retaining walls, bus shelters and footpaths. However, the Prime Minister said then, that the Government would be moving away from these projects solely. Since then, Government has undertaken a review and a more sustainable and systematic approach to projects under the CDP. Some of the new initiatives being undertaken through CDP include the construction and rehabilitation of playing fields, village tourism, beach and recreational parks as well as community centers. We have to make sure that we are using these funds in more meaningful ways in order to generate more economic progress and obviously to address some of the social problems that we have in our country,” the Prime Minister says. Prime Minister Allen Chastanet has continued to express his gratitude to Ambassador Shen and the Government and people of Taiwan for their generosity in supporting the CDP program, and their willingness to assist the economic development of Saint Lucia. “The CDP is an extremely meaningful program and has overall

Herod Stanislas at the opening of Soufriere Beach Park impacted people’s lives and we want to continue to take it further so that even more lives are impacted through the economic development projects,” the Prime Minister says. “Moving forward, the government will continue to work with Taiwan through a package of economic development projects, to further enhance the environment of the tourism industry and create more job opportunities for local people,” he added. In recent weeks and months several major CDP projects have been completed including the Soufriere Beach Park facility, the Morne Park (now Morne Liberty Park), the building of the Synergy agri project in Roseau as well as their trade tech training.

everal residents of Morne Fortune turned out on Sunday June 2, 2019 for the official opening of a brand new park in their community. The park, which has been named Morne Liberty Park is the latest major project to be unveiled under the Constituency Development Programme (CDP). Speaking at the opening Hon. Guy Joseph, Minister for Economic Development, Housing, Urban Renewal, Transport and Civil Aviation noted that his Government had initially commenced the project in 2011 but it had been abandoned after they lost the election. “Upon resuming office in 2016, we immediately engaged residents about the project and embarked on new designs for this new facility,� he said. The Minister, who is also the MP for Castries South-East went on to thank the residents for their patience during the construction phase and also thanked the over 15 workers who worked harmoniously together to ensure that the project was completed on time and within budget. He noted that several small contractors were engaged for various aspects of the project. Hon. Guy Joseph called on residents of the Morne to be guardians of the facility, asking them to facilitate a committee amongst themselves, which would be entrusted with managing the use of the park. Speaking during the opening ceremony Sunday, one resident, Mollielalle Singh, envisioned the use of the Park for activities

Prime Minister Allen Chastanet who was also present, called on the audience to have a different outlook as to what Government should be. He pointed out that with limited resources it was impossible for Government to please individuals, but with projects like the Park and others, was seeking to impact the lives of the wider community. He pointed out that it was for this reason the Park was redesigned and repurposed for multiple use and a wide variety of activities. Morne Liberty Park includes a gazeebo, tables and benches, a washroom and a walk-around outside the park which residents, particularly senior citizens are being encouraged to use for walking and exercise. Free wifi will also be available at the park. In the coming months residents will be engaged in a discussion for names of citizens and families of the community that have made significant contributions to their community and country. The names selected, according to Hon. Guy Joseph, will then be placed along the walls of the park, with a photo and short biography.

Coordinator The office of the Constituency Development Programme is housed in the Ministry of Economic Development. The Project Coordinator of the CDP is Emmy Mitchel-Joseph. Our Saint Lucia, spoke to Mrs. Joseph about the process involved in the programme and the CDP itself.

Q. To persons who may not know what would you say is CDP? A. Well CDP or the Constituency Development Programme was developed to reach people at the grass roots level and to bridge the gap between constituents and their parliamentary representatives. CDP also allows government to fulfill various projects in a shorter space of time as opposed to Central Government projects which has to go through many more channels and would typically take longer for implementation. Q. What is the procedure for projects to be undertaken? A. So someone or residents in a particular community has a need, say a drain, a retaining wall, a footpath and so on. They bring it to the attention of their rep who would make a list and then contact us to assist in assessing the potential project. When we are assessing we make a determine as to whether the project is inkeeping with governments CDP mandate, whether it is for the development of the community ( and not a personal need) and the value of the project. We then send the information back to the MP and then based on allocation and priority and assessment is made and an approved list is then sent back to CDP for implementation. Q. How has the programme changed in more recent times?

A. In the past the focus was on lots of small projects such as footpaths, retaining walls, steps, drainage and so on. While we still do these, the Government has expanded the mandate to include community training programmes as well as larger projects like community centers and parks. In the last year we have also embarked on constructing homes for the less fortunate, particularly elderly persons. These individuals are identified by their councils based on a need. So far we have done homes in Micoud North, Castries South East and will be going into Anse La Raye and Dennery. Q. Is CDP funded solely by the Government of Taiwan? A. Yes. Since the beginning of the programme the Government of Saint Lucia and the Republic of China (Taiwan), went into a bi-lateral agreement for CDP. Q. What is your overall take on the CDP? A. I think that it is a very successful programme which continues to have a major impact on the socio-economic landscape of Saint Lucia. It is gratifying to see that this is a programme that touches all seventeen constituencies regardless of opposition or incumbent. We may not be able to reach every constituency all at once with each cycle of allocation of funds, but the aim is to improve Saint Lucia as many communities at a time as we can.

I have seen first-hand, how these projects have made a difference in the community, especially when it comes to elderly persons, who, before the footpaths did not have proper access to and from their homes. The community center is another project that has had major positive impact, especially for our at risk youth, giving them an avenue for them to develop and grow.

n less than a year two young entrepreneurs from Soufriere Windia Jaunai & Chrishna St.Brice of Fruitage Jeunesse have expanded their smoothies business from one location at the Sulphur Springs Park to another at the recently opened Soufriere Beach Park Facility. The facility was funded by the CDP. “We are grateful for the opportunity to be a part of this park. The Soufriere Beach Park has provided Fruitage Jeunesse Smoothies the opportunity to help us grow this newly established agri-business enterprise. One of the most positive impacts of this Park, quite apart from offering our delicious smoothies to locals and visitors, is that we were able to provide employment to two additional young persons from the community of Soufriere. This has allowed us to continue on the path of achieving our goals as young entrepreneurs,” Chrishna St. Brice says.
“I have been involved in the fencing and surfacing of the Jacmel playing field. As a football coach, I must say this project is most welcomed. For years we have not had a football tournament in the community because of lack of a proper playing field. So now we can host tournaments and attract persons into the community which can help us derive some economic gains through events like that and it also helps bring the community together.”

June 1, was the start of the Atlantic Hurricane Season. In light of this, Prime Minister Hon. Allen Chastanet is urging all citizens to be prepared, be vigilant and take heed to all official notices and warnings with regards to pending weather systems.

The newly refurbished field is expected to provide the sports men and women of the community with an enhanced sporting facility, which includes flood lights to facilitate extended hours of playing and training, a spectator stand as well as improved washrooms and changing rooms. MORNE PARK OPEN The Government, the Prime Minister says, has been playing it’s part by implementing projects to help build resilience. These include more resilient schools and health centers among other essential services. But he said that citizens also have an important role to play.
It has been more than ten years in the making, but residents on the Morne in Castries, can now boast of a wonderful recreational park. On Sunday June 2, Parliamentary Representative for Castries South East officially opened the Park which was funded by the Taiwanese Government.
The PM urged citizens to be aware of the closest hurricane shelter to their home, to strengthen their home and to ensure they play their part in clearing their surroundings of debris.
“Morne Liberty Park” as it is called, will serve as a green space to be used by residents to recreate, to relax and to host small events.
“Stay informed of the storm’s path and progress, by monitoring Wireless Emergency Alerts via text message and having a battery-powered radio and extra power-banks,” Prime Minister Chastanet says. He also called on Saint Lucian to stock up on non-perishable food, medication and an emergency kit.

So far, new community parks have been established in the communities of Mon Repos, Micoud Village, Bexon/Marc and Soufriere with improvements being made to parks in Monchy and Gros Islet town.
SARGASSUM SEAWEED TRAINING The National Apprenticeship Programme Saint Lucia in collaboration with The National Conservation Authority (NCA) and ALGAS Organics have commenced training sessions for approximately 120 individuals on the proper method of handling the sargassum seaweed for manufacturing as well as for disposal. The 120 individuals registered with the National Apprenticeship Programme Office were chosen from communities of Dennery, Vieux Fort, Praslin and Micoud which are adversely affected by the influx of the sargassum Seaweed.
The training session will work towards preparing the individual from the affected communities to participate in the implementation phase which will run for 9 months. The first training session took place on Wednesday 29th May 2019. Trainees from the community of Dennery commenced on Monday June 3rd 2019.
NUMBER PORTABILITY IS HERE! All member states of the Eastern Caribbean Telecommunications Authority (ECTEL), (including Saint Lucia) as of Monday June 3, started having access to Mobile Number Portability (MNP). Mobile Number Portability enables consumers to keep their current mobile telephone numbers when switching from one mobile telephone operator to another. ECTEL Council Member and Saint Lucia’s Minister for Economic Development and Civil Aviation Guy Joseph, complemented the directorate and staff of ECTEL for seeing the Mobile Number Portability project through, despite pushback from telecommunications providers. An important benefit of Mobile Number Portability, according to Joseph, is that it will allow easier entry of another provider into the telecommunications sector.
