GSA Helps Reduce Federal Footprint in Ohio The U.S. General Services Administration (GSA) officially transferred the deed of two commercial buildings in Fairview Park, Ohio, once part of NASA’s Glenn Research Center. The sale is the latest action in GSA’s ongoing efforts to find new owners for excess federal facilities while creating the greatest possible value for taxpayers. Built in the 1960s during NASA’s Apollo Era, the buildings served as office space for engineering and administrative staff. Once NASA determined these buildings were no longer needed, GSA began the required steps in the disposal process. The buildings were made available through an online public auction, and the winning bid of $1.2 million was accepted in February 2013. This deal transfers ownership of the two buildings at the Glenn Research Center to 21000 Fairview, Inc., who intend to rehab and lease them commercially. GSA is moving aggressively to dispose of surplus properties, and the agency is currently hosting auctions, requesting industry input, and offering proposed exchanges so it can put even more surplus and underutilized properties to new uses. So far in 2013, GSA has sold or transferred 44 facilities across the country, generating $40 million in sales, and an additional 100 properties are moving into the disposal pipeline. Since 2010, GSA has completed nearly 400 disposal transactions nationwide, which have generated $145 million in proceeds and eliminated more than 12,500 acres of excess land. The Obama Administration has promoted efficient spending across the government, and has made real property a focus. This sale directly supports the Administration’s directive to shrink the federal real estate footprint to reduce costs and bolster efficiency. Efforts made by GSA to reduce costs, increase utilization, and improve the accuracy and transparency of the federal government’s data on real property are in line with the Administration’s priorities and guidance. Charged with helping other federal agencies dispose of property, GSA is working to ensure that decisions about federal real estate are made in a cost effective way, delivering better value and savings to the American people.

USDA Designates New Biobased Product Categories Announcement Complies with Presidential Directive to Create Jobs Through Biobased Product Procurement WASHINGTON, July 11, 2013 Agriculture Secretary Tom Vilsack today announced that the U.S. Department of Agriculture has designated eight new biobased product categories for preferred Federal procurement. The announcement furthers the goals of last year's presidential memorandum designed to increase rural job creation through procurement of biobased products and increase the number of biobased product categories and individual products eligible for preferred purchasing. There are now 97 designated categories representing approximately 10,000 unique types of products. "Every day, companies across the nation are creating incredible new products from crops grown here at home, expanding markets for agriculture and growing job opportunities in rural America," said Vilsack. "The designation of these new categories underlines the Obama Administration's commitment to strengthening the biobased economy, and to be sure that the Federal government uses homegrown biobased products whenever possible." USDA has designated the following new categories: aircraft and boat cleaners; automotive care products, engine crankcase oil; gasoline fuel additives; metal cleaners and corrosion removers; microbial cleaning products; paint removers; and water turbine bearing oils. A full list was published in the June 11, 2013 Federal Register. The Biopreferred Program also has reopened the web portal for companies to apply for the voluntary USDA Certified Biobased Product label. Thus far about 900 individual products have received the USDA Certified Biobased Product label. Later this year the BioPreferred program is expected to finalize a rule that will extend to designating intermediate ingredients so products made from them could be part of the preferred Federal procurement process. That regulation would also allow for the designation of complex assemblies that contain one or more components from biobased ingredients.

GSA Launches Reverse Auction Platform for Use by Government Agencies Innovative tool provides savings and opportunities for small businesses WASHINGTON The U.S. General Services Administration (GSA) today announced the launch of a government managed reverse auction platform— reverseauctions.gsa.gov— available through the National Information Technology Commodity Program (NITCP) of GSA’s Federal Acquisition Service (FAS). GSA expects the platform to deliver increased savings for federal agencies on the most commonly purchased office products, equipment and services, while also making it easier for small businesses to compete for the government’s business. In a reverse auction, sellers compete to win business from agencies; prices will typically decrease as the competitive auction progresses. GSA Announces Accreditation Body for FedRAMP Third Party Assessment Organizations American Association for Laboratory Accreditation selected to strengthen the 3PAO review process WASHINGTON Today, the U.S. General Services Administration (GSA) announced the selection of the American Association for Laboratory Accreditation (A2LA) as the Federal Risk and Authorization Management Program (FedRAMP) Third Party Assessment Organization (3PAO) Accreditation Body. This long planned privatization of the 3PAO review process will allow for more in depth analysis of an applicant’s conformance to inspection and information security standards, making the process more rigorous. FedRAMP is a standardized approach to cloud security assessments, authorization, and monitoring that will save the government money, time, and staff by eliminating redundant agency security assessments. Through FedRAMP’s leveraged security authorizations, federal agencies can also significantly reduce the time it takes to adopt new cloud IT capabilities. Lockheed Martin Delivers Antenna Assemblies for Integration on First GPS III Satellite DENVER, July 15, 2013 – Lockheed Martin [NYSE: LMT] has completed and is preparing to install the navigation, communication, and hosted payload antenna assemblies for the first satellite of the next generation Global Positioning System, known as GPS III. Seven antenna assemblies, produced at Lockheed Martin’s Newtown, Pa. facility, were delivered to the company’s GPS III Processing Facility (GPF) near Denver, Colo. on June 14. The antennas will be installed on the first GPS III space vehicle (SV 01), which Lockheed Martin will deliver to the U.S. Air Force on schedule, “flight ready,” in 2014. The new antennas for GPS III SV 01 will provide the satellite’s capability to send and/or receive data for earth coverage and military earth coverage navigation; a UHF crosslink for inter satellite data transfer; telemetry, tracking and control for satellite ground communications; and data acquisition and communication for the nuclear detection system hosted payload. The antenna designs enable three to eight times greater anti jamming signal power to be broadcast to military users across the globe when compared to previous GPS generations. “These antennas on the next generation of GPS III satellites will transmit data utilized by more than one billion users with navigation, positioning and timing needs,” explained Keoki Jackson, vice president of Lockheed Martin’s Navigation Systems mission area. “We have become reliant on GPS for providing signals that affect everything from cell phones and wristwatches, to shipping containers and commercial air traffic, to ATMs and financial transactions worldwide.” GPS III is a critically important program for the Air Force, affordably replacing aging GPS satellites in orbit, while improving capability to meet the evolving demands of military, commercial and civilian users. GPS III satellites will deliver three times better accuracy, include enhancements which extend spacecraft life 25 percent further than the prior GPS block, and a new civil signal designed to be interoperable with international global navigation satellite systems.

GSA Saves $200 Million While Providing Opportunities for Small Businesses Strategic Sourcing Program for Office Supplies Continues to Deliver Savings WASHINGTON, DC The U.S. General Services Administration’s (GSA) Strategic Sourcing program continues to lead the way in delivering value to GSA’s small business partners and the American taxpayer. At the Small Business Administration’s National Small Business Week Phoenix and Procurement Awards ceremony in Washington, DC, GSA’s Chief Acquisition Officer, Anne Rung announced that as of today, GSA’s Office Supplies Second Generation (OS2) program reached a significant milestone of saving the government $200 million on purchases of common office supplies while also supporting small businesses. “GSA is firmly committed to providing the government with solutions that deliver significant savings and increase small business participation in the federal market,” said Rung. “The OS2 solution is a great example of how the government can buy smarter to save money while at the same time ensuring that we are maximizing small business opportunities to the fullest extent possible.” Through the Federal Strategic Sourcing Initiative, GSA has awarded fifteen Blanket Purchase Agreements (BPA) for OS2. Thirteen of the 15 BPAs were awarded to small business entities, providing federal agencies with a purchasing option that meets socioeconomic goals and saves budget dollars. The small business OS2 suppliers received more than $461 million in sales with 76 percent of the OS2 business. “In this critical time of reduced budgets, this strategic sourcing initiative helps the government to leverage data, dollars and good business sense in meeting its goals,” said Rung. “Under the OS2 program, discounts increase as the collective purchases grow across the federal government. Through this pricing structure, the vehicle truly leverages the government’s buying power.”

School Police Officers Continue To Rely On Abt Devolped Software Officers Still Downloading School COP Software Tom Rich, senior associate in U.S. Health, led Abt’s creation and rollout of the School COP, which officially ended in 2005. The program, designed to work on PCs, no longer is updated, but it has been downloaded several thousand times since 2005. “I still get emails from SROs who rely on the program and say it’s easy to use and an effective tool for improving school safety,” Rich said. SRO Todd Pearson, who works at Cheney Middle School in West Fargo, N.D., told Rich in late May that School COP is very helpful to the three schools in his district that use it. “Being able to search student information has been very important on how some incidents get dealt with,” Pearson wrote. “Stats play an important role in my department.” Another SRO from Columbus, Miss. wrote that the program allows SROs to show school administrators the kinds of problems that exist, where they are, and what is being done about them. Thousands of School Officers Trained The COPS In Schools program placed more than 5,000 SROs in schools. At first, SROs salaries were largely funded through federal grants, but when the COPS In Schools program endedlocal governments and law enforcement agencies began covering all of the cost of SROs. Thirteen years is a more than a lifetime for software. But a computer program developed by Abt Associates in 2000 still is helping school based police officers do their jobs more effectively by tracking and mapping school crime and incident data.

IBM QRadar Vulnerability Manager gives security officers a prioritized view across their entire network, helping them to quickly strengthen and fortify their defenses. By aggregating vulnerability information into a single view, security teams can see the results from multiple network, endpoint, database or application scanners where it can be quickly reviewed and managed.
