VA Announces the First Industry Innovation Competition for 2014 February 7, 2014
WASHINGTON - The Department of Veterans Affairs (VA) today announced the first of multiple Industry Innovation Competitions in 2014, which identifies, tests, and evaluates promising innovations that enhance the accessibility and quality of mental health care and services delivered to Veterans. “VA has established a track record as an innovative organization that welcomes new ideas,” said Secretary of Veterans Affairs Eric K. Shinseki. “This competition represents an important way for us to tap the significant pool of talent and expertise inside and outside of government to improve mental health care and services for our Nation’s Veterans, their families, and survivors.” The innovations from this competition will add to VA’s already extensive mental health programs, which can be found at www.mentalhealth.va.gov. The competition is part of the VA Center for Innovation (VACI), a department-wide program that seeks the most promising innovations from employees, the private sector, non-profits, and academia to increase Veterans’ access to VA services, improve the quality of services delivered, enhance the performance of VA operations, and reduce or control the cost of delivering those services. “With this competition we are focused on challenges that affect a population much larger than our Veterans; these are challenges facing our entire nation as we rethink our approaches to mental health care and services,” said Patrick Littlefield, Acting Director, VA Center for Innovation. “We anticipate these efforts will benefit a very large community of providers and customers. Here at VA, we continue to be focused on bringing to bear the best-of-breed solutions to serve our Veterans and their mentally healthy futures.” This Industry Innovation Competition seeks creative solutions in three areas of significant importance to VA. General Dynamics Awarded $520 Million for Virginia-Class Submarine Procurement February 5, 2014
GROTON, Conn. – The U.S. Navy has awarded General Dynamics Electric Boat a $520 million contract modification to buy long lead-time material for four Virginia-class submarines, SSN-794, SSN-795, SSN796 and SSN-797. Electric Boat is a wholly owned subsidiary of General Dynamics (NYSE: GD). The contract provides funding for steam and electrical-plant components, main propulsion unit and ship-service turbine generator sets, as well as miscellaneous hull, mechanical and electrical-systems components to support construction of the submarines. With this modification, the contract has a value of $1.2 billion. It was awarded initially in April 2012. The contract continues to support the submarine industrial base in California, Pennsylvania, New Jersey, Connecticut, Virginia, Arizona, New York, New Hampshire, Wisconsin, Illinois, Massachusetts and other states throughout the U.S. Recognized as a model defense-acquisition program for its technical excellence and schedule performance, the Virginia-class submarine program provides the Navy with the capabilities required to dominate both the open ocean and the littorals. In partnership with the Navy, Electric Boat is successfully pursuing its goal to reduce ship costs without decreasing capabilities through overall efficiency improvements, decreased ship-construction labor costs and shortened shipconstruction cycle times.

Northrop Grumman to Demonstrate Simpler Way to Replace Obsolete Parts for B-2 Bomber February 5, 2014
PALMDALE, Calif. – The U.S. Air Force will get its first look at a faster, more affordable way to replace obsolete avionics on the B-2 stealth bomber under a contract awarded last August to Northrop Grumman Corporation. Under the 43-month, $43.5 million award, the company will produce a functional replacement for a B-2 avionics box called the Audio Central Distribution Unit (ACDU). More significantly, the work will map out a smart, cost-effective way to address a growing threat to B-2 readiness: mission-essential parts that cannot be repaired or easily replaced. Northrop Grumman is the Air Force's prime contractor for the B-2, the flagship for the nation's long range strike arsenal and one of the world's most survivable aircraft. "Northrop Grumman has developed a concept called the Common Processor to create same-size, functional replacements for many of the B-2's most critical avionics units – in a fraction of the time and cost required to do custom replacements for those units," said Dave Mazur, vice president and B-2 program manager, Northrop Grumman Aerospace Systems. "The ACDU will be the first B-2 avionics line replaceable unit [LRU] to be produced using this approach." An increasing number of LRUs on the jet face or will soon face obsolescence, explained Mazur. In some cases, the company that produced an LRU is out of business or can no longer produce the unit. In other cases, the equipment required to test an LRU is no longer available. The Common Processor concept is achieved by taking advantage of functional similarities among avionics LRUs on the B-2 today. Common hardware elements will be used in unique combinations to create different types of LRUs. "One of the most powerful features of the Common Processor is that it will allow B-2 maintainers to use one common set of test equipment for all of the replacement LRUs," said Mazur. "This approach will reduce avionics sustainment costs and help improve aircraft availability."

U.S. Marine Corps Reaches Acquisition Milestone for New General Dynamics-built Aviation Command and Control System CAC2S will provide the Marine Aviation Combat Element with a real-time, consolidated picture of events taking place at sea, in the air and on land during a mission. Febraury 4, 2014
SCOTTSDALE, Ariz. – A General Dynamics C4 Systems-led team recently supported the successful critical design review of the Aviation Command and Control Subsystem (AC2S), a part of the U.S. Marine Corps’ new Common Aviation Command and Control System (CAC2S). General Dynamics will now build four AC2S engineering development models (EDM) for integration into a CAC2S system for developmental testing and operational assessment. The first EDM was delivered to the Marine Corps in January 2014. CAC2S provides Marine Corps operators with the unprecedented ability to share mission-critical voice, video, sensor and other command and control data during any mission. The data subsystem fuses sensor inputs from expeditionary radars, weapon systems, unmanned aerial vehicles and intelligence, surveillance and reconnaissance resources into a high-resolution, real-time display that forms a common operational picture for Marine Air-Ground Task Force commanders and their staffs. CAC2S will replace the legacy Marine Air Command and Control System. New Online GI Bill Comparison Tool Available February 4, 2014
Will Help Users of Post-9/11 GI Bill Become More Informed Consumers WASHINGTON – The Department of Veterans Affairs launched today an online GI Bill® Comparison Tool to make it easier for Veterans, Servicemembers and dependents to calculate their Post-9/11 GI Bill benefits and learn more about VA’s approvedcolleges, universities and other education and training programs across the country. “We are pleased that Post-9/11 Veterans are taking advantage of this significant benefit program,” said Under Secretary for Benefits Allison A. Hickey. “The new GI Bill Comparison Tool will help future beneficiaries as they make decisions about what education or training program best fits their needs.” The GI Bill Comparison Tool provides key information about college affordability and brings together information from more than 17 different online sources and three federal agencies, including the number of students receiving VA education benefits at each school. The GI Bill Comparison Tool is one item in a series of resources VA is launching in response to President Obama’s Executive Order 13607, which directs agencies to implement and promote “Principles of Excellence” for education institutions that interact with Veterans, Servicemembers and their families; and to ensure beneficiaries have the information they need to make educated choices about VA education benefits and approved programs. Recently, VA also instituted a GI Bill online complaint system, designed to collect feedback from Veterans, Servicemembers and their families who are experiencing problems with educational institutions receiving funding from Federal military and Veterans educational benefits programs, including benefits programs provided by the Post-9/11 GI Bill and the DoD Military Tuition Assistance Program. The executive order, signed April 27, 2012, directs federal agencies to provide meaningful cost and quality information on schools, prevent deceptive recruiting practices and provide highquality academic and student support services. VA works closely with partner institutions to ensure the needs of GI Bill beneficiaries are met. More than 5,000 education institutions have agreed to the Principles of Excellence.

U.S. Army CIO Lieutenant General Susan Lawrence Joins Booz Allen Hamilton as Senior Vice President in Defense Market February 3, 2014

Sites Announced for Environmental Impact Statement for Potential Missile Defense Site January 31, 2014
Pursuant to Congressional direction to complete an Environmental Impact Statement (EIS) for a potential additional missile defense site in the continental United States, the Missile Defense Agency has completed an extensive evaluation of sites announced by the Department of Defense in September, 2013. The department has made no decision to proceed with construction of a new missile defense site. It is expected to take approximately 24 months to conduct and complete the EIS. The EIS will assess environmental impacts at each of the sites, to include potential impacts to land use, water resources, air quality, transportation, socioeconomics and other factors established by the National Environmental Policy Act (NEPA). Public involvement is encouraged as part of the process, to include public meetings, written comments and public review of the draft and final documents. The sites selected for completion of an EIS are (in alphabetical order): Camp Ravenna, Ohio Fort Custer, Michigan Fort Drum, New York Portsmouth SERE Training Area, Maine (Rangeley)

New Online Complaint System Empowers Students, Strengthens Enforcement The Departments of Veterans Affairs, Defense, Education and Justice, along with the Consumer Financial Protection Bureau and the Federal Trade Commission announced today the launch of a new online complaint system designed to collect feedback from veterans, service members and their families who are experiencing problems with educational institutions receiving funding from federal military and veterans educational benefits programs, including benefits programs provided by the Post-9/11 GI Bill and the DOD Military Tuition Assistance Program. The centralized online reporting system is designed for veterans, service members and eligible dependents to report negative experiences with educational institutions; and gives the federal government the information needed to identify and address unfair, deceptive, and misleading practices and ensure high quality academic and student support services are available for veterans, service members, and their families. “The online complaint system empowers veterans and their dependents and provides them a direct line to VA and our partner agencies,” said Allison A. Hickey, Under Secretary for Benefits, Department of Veterans Affairs. “The feedback we receive from veterans, service members and their families will help us strengthen enforcement of the ‘Principles of Excellence’ for institutions of higher learning serving veterans and their families to ensure students are receiving the education benefits they have earned and deserve.”

U.S. Army Environmental Command Selects ARCADIS to Support Environmental Cleanup February 7, 2014

Lockheed Martin Air Force Selects Lockheed Martin for Software That Integrates Air Operations & Missile Defense Software Planner Correlates Disparate Data into One Dynamic Battlespace Picture February 4, 2014
DENVER — Lockheed Martin is developing a software planner that integrates air operations and missile defense systems, giving the Air Force the ability to “see” and better understand dynamic global situations. The U.S. Air Force Life Cycle Management Center awarded Lockheed Martin a contract worth approximately $8 million to provide an air and missile defense planner that will be integrated into the U.S. Air Force Air Operations Center. “This planner offers an unprecedented capability to analyze multiple sources of information to support rapid and efficient deployment decisions,” said Rob Smith, vice president of C4ISR for Lockheed Martin Information Systems & Global Solutions. “Our goal is to enhance situational awareness and facilitate collaborative planning for all combatant commands.” Lockheed Martin’s planner will link dissimilar weapon and sensor data with map-based planning tools and decision aids that will allow AOC operators to collaboratively plan missions with greater speed and higher confidence. By integrating the missile defense data sources on to a common visualization platform, operators can easily generate and publish planning tactical operations documents to support creation of an area air defense plan. STERLING HEIGHTS, Mich. – The U.S. Army TACOM Lifecycle Management Command has awarded General Dynamics Land Systems $72.7 million under an existing contract to upgrade 12 M1A1 Abrams tanks to the M1A2 Systems Enhancement Package (SEP) V2 configuration. General Dynamics Land Systems is a business unit of General Dynamics (NYSE: GD). The most technologically advanced digital tank, the M1A2 SEP V2 includes improved color displays, day and night thermal sights, commander remote operated weapon station (CROWS II), a Thermal Management System (TMS) and a tank-infantry phone. The M1A2 SEP V2 maximizes the fighting ability of the tank on today’s battlefield while preparing the platform for tomorrow’s challenges. The original multi-year contract was awarded in February 2008, which authorized the upgrade of 435 M1A1 tanks that have been in the Army’s inventory for more than 20 years. General Dynamics is continuing the conversion of the tanks in the Army’s active component to the M1A2 SEP V2 configuration. L-3 Coleman Wins $73 Million Contract for Medium-Range Ballistic Missile Target Vehicles February 3, 2014
NEW YORK – L-3 Communications (NYSE:LLL) announced today that its Coleman Aerospace business has been awarded a new, competitively won contract from the U.S. Department of Defense’s Missile Defense Agency (MDA) to provide MediumRange Ballistic Missile (MRBM) target vehicles for use in tests of missile defense systems. The initial value of the award is approximately $73 million, with additional options valued at more than $400 million over the next five years. In support of MDA, L-3 Coleman will develop and manufacture the MRBM targets and provide integrated logistics support, including inventory storage and maintenance, pre- and postmission analysis, launch preparation, launch execution, and engineering services. These targets are an essential part of MDA’s test plan to verify the effectiveness of its missile defense systems. “We are proud to be the winner of this critical competitive contract from MDA. L-3 Coleman has over 21 years of successful target system delivery performance, providing high-quality targets at an industry-leading value. DALLAS – Lockheed Martin [NYSE: LMT] successfully conducted the second Production Qualification Test (PQT) for the new Guided Multiple Launch Rocket System (GMLRS) Alternative Warhead recently at White Sands Missile Range, N.M. Four rockets were fired from a M270A1 launcher and destroyed their respective targets approximately 17 kilometers away. This test follows the initial successful PQT test conducted in October 2013. “Production Qualification Tests confirm our rocket design is in compliance with customer requirements,” said Ken Musculus, vice president of Tactical Missiles for Lockheed Martin Missiles and Fire Control. “This successful test signifies we are on the right track to deliver a reliable, highquality product to our customer.” In April 2012, Lockheed Martin received a $79.4 million contract from the U.S. Department of Defense to develop the Alternative Warhead program. Under the terms of the contract, the Engineering, Manufacturing and Development phase of the program runs 36 months, focusing on system performance, warhead qualification and producibility. The Alternative Warhead is designed to engage the same target set and achieve the same areaeffects as the former GMLRS submunition warhead, but without the lingering danger of unexploded ordinance. The Alternative Warhead is being developed by ATK under subcontract to Lockheed Martin. The Alternative Warhead program is part of a U.S. Department of Defense plan to create a GMLRS variant which meets the DoD’s cluster munition policy. The Lockheed Martin GMLRS Alternative Warhead program will also be compliant with the provisions of the Convention on Cluster Munitions international treaty.

NORWALK, Conn. — Xerox has been selected to improve the healthcare claims pricing strategy for the Department of Veteran Affairs, Veterans Health Administration (VHA). Xerox will help the VHA meet new Federal guidelines for non-contracted home health and hospice services provided by non-VA medical providers. VHA will use an electronic home health and hospice pricing solution to key claims data into the system and get a Medicare price in return. The work will be conducted through a web portal pricing tool. “Claims pricing is a growing segment of the VHA’s health services offerings. By implementing this reimbursement tool, the agency will see significant savings in benefits dollars,” said Mike Bowers, group president, Federal Government Solutions, Xerox. “The pricing tool will help identify and free up Federal funds for additional services to our Veterans.” Previously, VHA did not have the capabilities to price non-contracted home health and hospice claims under the new Medicare pricing methodologies. Xerox’s previous 2-year contract with the VHA for purchased care claims was similar to the new contract in that it priced anesthesia, outpatient, end stage renal disease and ambulatory surgery center claims under Medicare rates instead of under VHA rates.

Honeywell & U.S. Army To Tackle Infrastructure Improvements At Largest U.S. Arsenal January 22, 2014
MINNEAPOLIS – Honeywell (NYSE: HON) and the U.S. Army today announced a $61-million infrastructure modernization project at the Rock Island Arsenal Joint Manufacturing Technology Center (JMTC). The project will support critical infrastructure improvements at the industrial facility that will cut energy use by approximately 35 percent, and generate up to $5.3 million in annual energy and operational savings. The Army launched the technology center upgrades through a 20-year energy savings performance contract with Honeywell that was awarded by the U.S. Army Corps of Engineers’ Engineering and Support Center in Huntsville, Ala. Honeywell guarantees the improvements will generate the target savings, which should repay the investment used to fund the work. As a result, the project requires no capital or additional taxpayer dollars upfront. “We have been providing the best products and services to our armed forces for more than 150 years,” said Col. David J. Luders, commander for RIA-JMTC. “This project lets us tackle our aging infrastructure head on — a difficult task in light of budget cutbacks — so we can operate as efficiently as possible and support mission readiness.” The 1.5-million-square-foot JMTC manufactures a wide variety of metal parts and systems for the Department of Defense, and is part of the Rock Island Arsenal Garrison located in Rock Island, Ill., the largest government-owned and operated Arsenal in the U.S. As part of the project, Honeywell will implement a variety of facility improvements, which includes installing high-efficiency HVAC systems, such as on-premise natural-gas heating that will allow the facility to disconnect from the Garrison’s central coal-fired steam plant. Getting to Phoenix via Airplane: Phoenix Sky Harbor International Airport (PHX) serves 40 million people so it keeps busy. Being popular, and a common stop over and a hub of US Airways there are plenty of flights to choose from to get you here. The airport is just three miles from downtown so you can get to your hotel quickly and efficiently. Ground Transportation: All major rental-car companies have desks at the airport which is separate from the terminals, served by a free shuttle bus. Taxi rates remain the same regardless of company, number of passengers or number of bags. The first mile is a staggering $5, each additional mile is $2.30 and a minimum fare is $15. Each per trip airport surcharge is $1. Limousines offer airport-to-door service and rates vary according to destination, but typically range from $35 to $85. Shuttle vans operate 24 hours on a scheduled basis, with vans departing every 15 minutes, but you’re still coughing up about $30. Getting around the City: Phoenix and the surrounding cities sprawl across more than 400 square miles, so if you want to make the best use of your time, it’s essential to have a car, although finding a parking space can be time-consuming. If you want to feel like a local, opt for the ubiquitous valet parking. For the past few years Phoenix has had some of the highest car-rental rates in the country, and with taxes and surcharges at Sky Harbor Airport adding up to 50% or more, be prepared for sticker shock when you see what a car rental is going to run you. Expect to pay anywhere from $250 to $400 per week Unfortunately, Valley Metro, the Phoenix public bus system, is not very useful to tourists. It's primarily used by commuters. Local bus fare is $1.75; express bus fare is $2.75, and will get you through the downtown area. Of slightly more value to visitors is the free Downtown Area Circulator (DASH), which provides bus service within the downtown area. These buses serve regular stops every 12 minutes; they're primarily for downtown workers, but attractions along the route include the state capitol and Heritage and Science Park.

Hot Air Balloon Rides: If you’ve never had the thrill of gently rising off the ground in a hot air balloon, you need to try it at least once. There’s no better way to see Phoenix than floating nearly weightless through the sky. You’ll notice as you lift off the ground you don’t even feel like you’re moving and the ascent is similar to an elevator, a barely noticeable movement. Usually the balloons hug the ground at first to get you acclimated then will float up to about a thousand feet and some balloons climb even higher. It’s a myth that rides are tranquil and serene. Well, they are actually, with the exception that every two minutes or so a fierce blast of propane into the balloon is required to keep you buoyant. You’ll get a birds eye view of Camelback Mountain and the valley. There are a number of companies who offer rides.

Dining in Phoenix: Recommendations for a Business Meeting Kincaid’s: Like many corporate steak restaurants, Kincaid’s caters to the business crowd with a simple and straightforward menu. They do offer seafood like calamari, oysters Rockefeller , and raw oysters on the half shell. But the popular fare leans towards prime rib, poultry and game. They also offer a solid cocktail menu. Kincaid’s is a safe choice for picky eaters, new clients and associates with unknown tolerances for challenging cuisine as they’re not pretending to be cutting edge, they do what they do very well, and that a traditional steak dinner house. The tan and black design motif feels professional and corporate and though it does lack an intimate feel, it still does the job. The service is routinely professional, polite and focused but be advised there’s never any rush here. That’s not to say it’s slow, but they create a dining experience, not a fast food vibe. Kincaid’s offers a very good, though short happy hour. Nobuo: Nobuo puts up a tapas-style show of flavors, ingredients and presentations in an unpretentious environment. Standout fare includes the foias gras, hamachi, squash blossom tempura, eggplant and miso cod, and the curry lamb, but no matter what you choose, the food is always a treat. The menu is Japanese-focused, with a western leaning – perfect for Phoenix. All items are beautifully presented – think of food architecture with colors and shapes designed to entice your eyes. Composed of simple, fresh ingredients, Nobuo is a visual and culinary experience. The wine selection isn’t great, however the beer choices are quite exotic. The service is attentive, friendly and knowledgeable. The space is simple and clean with minimal accents using wood tables and chairs and decoration, all the better to focus on the food before you.

Cheap (but good) Eats: Seamus McCaffery’s: This is a fun place to have a drink almost any night, listen to live bands, or play the jukebox. It's not the kind of place you want to go if you are feeling antisocial. A traditional Irish pub, there are great fish and chips and typical pub food and sometimes there’s nothing better than haven them with a pint of Guinness. The energy level is strong, the space overly decorated like most pubs with a mish mash of décor but you’ll leave feeling better than when you walked in.
