u.S. Air Force Awards Lockheed martin contracts to begin Work on next Set of GPS III Satellites

GPS III Program Transitions from Cost-Plus to Fixed-Price Contract Structure DENVER, Feb. 25, 2013 – The U.S. Air Force has awarded Lockheed Martin [NYSE: LMT] two fixed-price contracts totaling $120 million to procure long lead parts for the fifth, sixth, seventh and eighth next generation Global Positioning System satellites, known as GPS III. The GPS III program will affordably replace aging GPS satellites while improving capability to meet the evolving demands of military, commercial and civilian users. GPS III satellites will deliver better accuracy and improved anti-jamming power while enhancing the spacecraft’s design life and adding a new civil signal designed to be interoperable with international global navigation satellite systems. “The GPS III program was laid out at the very beginning to reduce risk early and facilitate affordable satellite production over the long term,” said Lt Col Todd Caldwell, the U.S. Air Force’s GPS III program manager. “This most recent award and our team’s ability to convert the contract structure to fixed price is a sign that we are on track to meet the affordability objectives and commitments we originally set out to achieve.” Incorporating lessons learned from previous GPS programs, the Air Force initiated a “back-tobasics” acquisition approach for GPS III. The strategy emphasizes early investments in rigorous systems engineering, industry-leading parts standards, and the development of a full-size GPS III satellite prototype to significantly reduce risk, improve production predictability, increase mission assurance and lower overall program costs. These investments early in the GPS III program are designed to prevent the types of engineering issues discovered on other programs late in the manufacturing process or even on orbit. “The Air Force’s back-to-basics acquisition strategy and the progress we have already made on our GPS III prototype gives us high confidence in our ability to perform efficient and affordable fixed-price satellite production going forward,” said Keoki Jackson, vice president of Lockheed Martin’s Navigation Systems mission area. “As our world becomes increasingly dependent on GPS technology, the new GPS III satellites will be a critical element of both our national and economic security, and we are committed to achieving mission success for the billions of military, commercial and civilian users worldwide.”

Lockheed martin receives $161 million in contracts for Apache m-tAdS/PnVS upgrades ORLANDO, Fla., Feb. 13, 2013 – Lockheed Martin [NYSE: LMT] has received two production contracts totaling $161.7 million from the U.S. Army to continue upgrades of the Modernized Target Acquisition Designation Sight/Pilot Night Vision Sensor (M-TADS/PNVS) program for the Apache attack helicopter. The Lot 2 and Lot 3 contracts cover 482 Modernized Day Sensor Assembly (M-DSA) Modernized Laser Rangefinder Designator (M-LRFD) kits and spares. The U.S. Army ordered 92 M-DSA M-LRFD kits and spares for Lot 1 in February 2012, and the first of those units will be delivered in early 2013. With the addition of these contracts, production at Lockheed Martin Missiles and Fire Control’s facilities in Ocala and Orlando, Fla., will be sustained through third quarter 2016. “These two production lots represent our continued confidence in Lockheed Martin Missiles and Fire Control to provide a high performing, high quality, reliable LRFD for the AH-64D/E,” said Lt. LOUIS, Feb. 26, 2013 -- Four operational flight trainers built by Boeing [NYSE: BA] are up and running at Naval Air Station Pensacola (Fla.), allowing the U.S. Navy to shift some training for its T-45 aircraft to the ground and thereby improve safety and save money. The flight simulators use high-fidelity, state-of-the-art visuals to train naval flight officers (NFO) on the ground, saving time and freeing up the aircraft for live flight instruction. NFOs specialize in airborne weapons and sensor systems operating from the back seat of the aircraft. The devices are used by the Navy to provide advanced instruction for transition to F/A-18, EA-18G and EA6B platforms. Students are trained in navigation, communication, emergencies, target identification and weapons employment, and basic carrier operations, among other learning objectives. "Nearly 150 students per year will train on the simulators," said Mark McGraw, vice president of Boeing Training Systems and Government Services. The Boeing-COMAC Technology Center, the companies’ collaborative effort to support commercial aviation industry growth, will work with Civil Aviation University of China (CAUC) to forecast the 30-year capacity of China’s national airspace system. AIr Force AcAdemY, colo. -- A cadet's research into how the Air Force buys missiles could save the service as much as $4.9 billion over five years while increasing the Air Force's inventory. Cadet 1st Class Chris Kirk found that the Air Force can buy some of the missiles regularly used in combat operations using economy of scale, much like large retailers do to buy products at substantial discounts, according to a briefing the cadet presented to Air Force Chief Scientist Dr. Mark Maybury here Feb. 1. "Simply put, Cadet Kirk's research promises more munitions for less money," Maybury said. "Even my boss (Secretary of the Air Force Mike Donley) would pay attention to that." Kirk, who is majoring in management, spent several weeks at the Pentagon working with officials at the Air Force Acquisitions Directorate as part of the Air Force Academy's Cadet Summer Research Project, which sends cadets to installations across the Air Force each summer as interns to conduct research on operational Air Force issues. Kirk's research examined three procurement methods the Air Force could use to reach inventory levels of 100 percent for its missiles. The first, called the minimum sustainment rate, purchases munitions at the lowest level possible without jeopardizing the supply pipeline. The second, called the economic order quantity, offers an ideal quantity for both the Air Force and the contractor. Finally, the maximum rate determines the contractor's overall production capacity.

Nicholas Rau 460th Space Wing Public Affairs 2/26/2013 - bucKLeY AIr Force bASe, colo. -- Team Buckley is cleaning out their closets in an effort to save money, clean up and help out unit purchasing constraints. The Unit Purchased Supplies Surplus system was created for units to take a good, hard look at what they really need and what they have in excess. Then, units can list these items on the Buckley SharePoint, the internal website, for other units to search through and gain, saving the base and the Air Force money. "This program is about sharing resources," said Pamela Worrell, 460th Logistics Readiness Squadron deputy. "Especially in our current environment with tight budgets and restricted spending, it's really beneficial to fill your needs without making a purchase." UPSS was initiated last May when the vice chief of staff of the Air Force sent out a memo directing units to find extra materials and put them on a website for everyone else to be able to see and get a hold of, according to Worrell. Team Buckley is a joint base with multiple services; and this system, while it's primarily an Air Force tool, is available to all units. "The primary target audience is Air Force Space Command units, but we have distributed items to the Marines and the Army," stated Worrell. "We're saving the Department of Defense money wherever we can, and that helps everybody." When it comes to the fiscal situation, saving money is the hot-button issue. This program offers Buckley AFB a chance to cut spending. "So far, we have saved about $50,000 in three months, and we haven't even fully launched the site yet," explained Worrell. "I think we could easily get over $100,000 (in savings) this year." 62

Connie Dillon Air Force Space Command Public Affairs 2/20/2013 - PeterSon AIr Force bASe, coLo. -- Cape Canaveral Air Force Station, an installation of the 45th Space Wing, was awarded the Headquarters AFPSC Installation Energy Performance Award for fiscal year 2012. The IEPA program, developed in 2012, is an AFSPC initiative to recognize the installation that best meets the energy focus for that year. "In 2012, we needed to improve energy project execution. Therefore, the criteria centered on programming solid energy projects and awarding those projects within 120 days of Authority to Advertise," said Capt. Vincent Bongioanni, Headquarters AFSPC deputy energy branch chief. Nineteen installations competed for the award and CCAFS won with a total of 39.4 out of 45 possible points. "Cape Canaveral maxed out points for programming the installation's allotted share of AFSPC Energy Focus Funds and negotiating project bids within 120 days of receiving Authority to Advertise," said Bongioanni. "They also earned extra points for awarding additional projects in excess of their original share of funds." The award includes a trophy and command recognition to the winning installation. The unique travelling trophy is solar-powered and made out of renewable materials and a recycled electricity meter with its own built-in micro-grid. On the back of this trophy, CCAFS has the distinct honor of being listed as the first recipient. The criteria for 2013's award are being developed with a focus on mission energy.

magnetic levitation track reaches new world record in speed

by Airman 1st Class Daniel E. F. Liddicoet 49th Wing Public Affairs 2/12/2013 - HoLLomAn AIr Force bASe, n.m. - The 846th Test Squadron successfully performed its most ambitious test to date on the magnetic levitation track at Holloman AFB, Feb. 7. Members of the 846th were able to use the Maglev track in conjunction with a new propulsion system to reach an astounding speed of more than 500 miles per hour. "We went faster than we've ever gone before," said Jim Daniel, 846th Test Squadron business development manager, "and that causes all kinds of interesting risks. In this business, there's a lot of risk in the unknown, and we've never tested the Maglev system under these conditions." As Daniel explains, what makes the Maglev track so extraordinary is its ability to mimic flight conditions by drastically reducing the amount of vibration felt by the object being tested. The track enables this effect through the use of four superconductive electromagnets that attach to the test sled like wheels on a car. Once charged with a current, the magnets are able generate enough force to lift the sled about one inch off the track throughout the duration of the rocket propulsion. Part of what makes the magnets so unique is their ability to display a phenomenon known as superconductivity. Once the magnets are in this state they have exactly zero electrical resistance, meaning that they can maintain a charge without an active current flowing into them. However, in order to reach this state, the magnets must be cooled below their characteristic critical temperature, approximately -450 degrees Fahrenheit. In order to get the magnets to be this cold, liquid helium must be pumped into the magnets until they are cold enough to hold a current. This passive system of charging the magnets differs from the active kind of magnetic levitation used in bullet trains that requires a constant source of electricity. As long as the magnets are cold enough and charged, no additional electrical power is required for them to be able to lift the sled. Much of the technology used to complete the test was provided to the 846th by General Atomics, the primary contractor of the Maglev track.

The Surface Water Improvement and Management program is a branch of the SWFWMD dedicated to improving surface water quality while simultaneously restoring and enhancing wetlands and natural habitats. Since its inception in 1989, the SWIM organization has completed more than 87 ecosystem restoration projects restoring 3,042 acres of coastal habitat throughout the Tampa Bay area. They know that MacDill's unique location with more than seven miles of shoreline at the tip of the Interbay peninsula offers excellent opportunities for improving the health of Tampa Bay through the restoration of its coastal communities. Restoration of coastal ecosystems improves surface water quality by enhancing, and often expanding, wetlands which naturally control pollutants. It also improves and expands the estuaries, or aquatic nurseries, which are a vital part of any marine ecosystem. The SWFWMD has partnered with MacDill on two previous SWIM projects, completed in 1996 and 1999. However, the phase three SWIM effort is by far the largest. Funding for the phase three SWIM project comes primarily from the SWFWMD, providing approximately $1.8 million. In addition, grants from the National Oceanic and Atmospheric Administration and the National Fish & Wildlife Foundation, as well as conservation funds from the Department of Defense were also secured to support the project.

Helmet electronic units maintained at robins by Jenny Gordon Robins Public Affairs 2/22/2013 - robInS AIr Force bASe, Ga. -- As pilots sit inside a fighter aircraft, an electronic display situated inside their visors provides a visual representation that allows their eyes to remain focused on the task at hand. As their heads turn, critical information such as bearing, line of sight and altitude are easily accessible. The technology that allows that to happen is the Joint Helmet Mounted Cueing System, a workload that is relatively new to the 567th Electronics Maintenance Squadron here. Through a partnership with Vision Systems International in Fort Worth, Texas, maintenance of these units has been conducted here for more than two years. "While we repair all sorts of common avionics equipment, this is a unique workload," said Dennis Glover, 567th EMxS Comm/Nav Flight director. The electronic units hooked inside the helmets are used by Air Force and Navy pilots flying F15s, F-16s and F/A-18s in missions across the globe. Robins also performs work on heads-up displays, which are the displays pilots see in front of them while sitting in the cockpit. While work on the helmet is not performed here, the testing of the electronic unit itself allowing pilots to see information inside the helmet is rigorously tested to ensure it's running as it should so the warfighter can continue the mission. Whether shaken, cooled or heated in extreme temperatures inside a thermal chamber on site, each EU is tested in several phases to test its integrity. Every EU contains circuit cards which only allow terrain to be recorded during missions, and there are cables and microscopic connections to plugs, filters and other equipment to ensure everything is in working order. 67

Whiteman to receive three new buildings by Heidi Hunt 509th Bomb Wing Public Affairs 2/7/2013 - WHItemAn AIr Force bASe, mo. -- By this time next year, Balfour Beatty Communities, LLC, is scheduled to open three new facilities here -- a fitness building complete with an indoor pool, a community office and a maintenance building. The facilities are currently under construction and are ahead of schedule. The community center was requested by Air Force and Whiteman AFB as part its ongoing commitment to improve the quality of life for Team Whiteman and their families. An indoor pool in the middle of winter will make exercising and swimming possible year-round which will help supplement other activity centers already on the base, according to Luke LaLiberty, BBC project director. The building will also include a fitness area, restrooms and locker rooms. "There will be plenty of room for lap swimming for people who are interested in exercise and also offer a floating-play feature, making it useful for children," said Tana Waldren, BBC community manager interim. "BBC is committed to providing a safe and fun facility," Waldren said. "We also recognize that there are already wonderful activity and fitness centers on base and we encourage Team Whiteman to use those as well." In addition to the fitness building, the two other buildings will be located nearby and include the community management office, the future home to BBC staff, and the government housing management office, according to LaLiberty. "The community management office will have several offices, a conference room and a room to greet residents," LaLiberty said. The maintenance building will be the new location for the self-help store and provide plenty of storage and office space for the facility management team, according to LaLiberty. "Balfour Beatty Communities is happy to provide the indoor pool and we are excited to move our community management office and maintenance building to the new site," LaLiberty said. Moore II, Air Force Life Cycle Management Center commander, highlighted progress, challenges and the importance of Hanscom to the Center during the first "State of LCMC" at the Marriott Hotel here Feb. 12. Mentioning Department of Defense strategic guidance, Moore told the crowd that the state of AFLCMC is "strong" and it supports nearly every National Strategic Priority. With regard to Hanscom, he emphasized topics such as communication networks and cyberspace in the "Operate Effectively in Cyberspace and Space" category. He added that the Center exists to provide warfighters the edge. "The work at Hanscom - command and control, mission planning, cyber security - it touches every single system we're [AFLCMC] producing and supporting," Moore said. Saying that standing up LCMC to its current status of initial operational capability, plus four months, has been a "fast moving train," the general stressed the significant changes that have occurred. Previously, in the acquisition community, program managers would work to develop, produce and field items, and someone else would worry about the sustainment piece. Under LCMC, each PM is responsible for the entire life cycle and is held accountable for all aspects. Moore said this is no simple task, as LCMC encompasses approximately 450 investment programs, 500 sustainment programs and 1,450 joint/international cases. Once completed, the changes will benefit the base for years to come, said Capt. Jarno Baur-Mathews, 49th Force Support Squadron sustainment services flight commander. "Right now we are renovating the Raptors Nest and it should be completed in the next year," he said. "While the Raptors Nest is being renovated, the enlisted club has taken on some of the resources. The Raptors Nest offered a pasta bar, which we have now moved over to the enlisted club for all to enjoy. It was a huge success at the Raptors' Nest, so we wanted to make sure we still offered it to our Airmen." The Raptors Nest, which is closed for renovations to its ballroom, bar, kitchen, heating and ventilation system, and overall infrastructure, also relocated some of its services to the Apache Mesa Golf Course on base. "The golf course now has a soup and salad bar replacing the one that was located at the Raptors' Nest," said Baur-Mathews. "It's also home to the Contingency Operating Bar Raptor, or COB Raptor, on Friday nights, which houses the crud table." The game is played on a pool or snooker table using the cue ball and one object ball. Only the corner pockets are used. Pool cues are not used, but the shooter ball is launched across the table surface with the hand. A game of crud involves running frantically around the table and other players, trying to grab the shooter ball and either strike the object ball before it stops moving or sink it. Another service relocated from the Raptors Nest one of the more popular with Team Holloman members, is Brewed Awakenings, said Capt. Brandon Dvergsten, 49th FSS sustainment services flight commander. "The coffee shop, Brewed Awakenings, has moved out of the Raptors Nest for the time being and is now located in the fitness center," he said. "They've had amazing success in the last month since they moved. Their sales numbers have increased, along with foot traffic."

2/14/2013 - TINKER AIR FORCE BASE, Okla.â&#x20AC;&#x201C; The Strategic Suppliers Summit held recently at Tinker Air Force Base focused on "how to become better at collaborative planning," said Col. Tim Henke, commander of the 448th Supply Chain Management Wing and host of the conference. "Relationships bridge the misunderstandings" between the military and its suppliers, the colonel said. "We have different constituencies and view things from different perspectives. We see the same regulations, but sometimes we interpret them in different ways." A collaborative forecasting framework being developed at Tinker will enable parts suppliers to "better integrate our workload into their production schedules," Colonel Henke said. "Our industry partners have so much commercial workload that their Defense Department workload constitutes only a relatively small percentage now," he continued. Consequently, "We have to give them much better forecasts." More accurate forecasting "allows them to be more efficient, and enables us to get a faster return on our items. Instead of waiting two years for parts, we can get them in six months, for example." It is critical that the Air Force share its requirements with its suppliers "far enough ahead of time" so they can "make good decisions about setting aside capacity on their repair lines, hiring workers, getting materials for those parts," Colonel Henke said. 2/7/2013 - ELLSWORTH AIR FORCE BASE, S.D.â&#x20AC;&#x201C; A cadre of 33 former U.S. Air Force aircraft maintainers - now serving as Department of Defense contracted civilians - work alongside Ellsworth Airmen to create a unique shop that represents various career fields and years of experience geared toward expediting maintenance. The group - official named the Civilian Field Team - started out primarily as a resource to assist under-manned maintenance shops - but their role on the flightline soon changed. "We evolved and started fixing broken planes and bringing the FMC (fully mission capable) rate up," said John Anderson, 28th Aircraft Maintenance Squadron CFT production supervisor. The 28th AMxS is the largest squadron in the 28th Bomb Wing, comprised of more than 700 Airmen who are authorized to support 28 combat-coded B-1 bombers. With Airmen in and out due to high deployment rates, the CFT shop ensures that routine inspections are performed on time. Master Sgt. Jason Justice, 28th AMxS production superintendent, said the CFT shop brings a refreshing depth of experience to the flightline that helps the Airmen complete work in a timely manner, a critical issue, during deployments. CFT contractors bring a great deal of experience to the flightline. For example, Anderson started in the AF as a crew chief in 1981 and eventually became both the 28th AMxS and 28th Maintenance Group Quality Assurance chief. With so many aircraft to maintain, the CFT shop's pool of knowledge creates an environment that allows vital maintenance to be performed in a fraction of the time. "There's no down time," said Brown. "You don't have to wait on one specific career field to accomplish a task. They may be saturated with other work, whereas we have a pool of people who can accomplish the task from start to finish." 77

2/21/2013 - DYESS AIR FORCE BASE, Texas â&#x20AC;&#x201C; The Dyess Air Force Base underground pipeline system was recently selected as Northern Command's number one project to support and has projected funding of $11.5 million. The funding cycle is a five-year Program Objective Memorandum, which allows the Army Corps of Engineers to begin the project in Fiscal Year 2017. Although many Team Dyess personnel aren't aware of the miles of underground pipelines, they are used daily to service base aircraft with jet fuel. The 56-year-old labyrinth of pipeline is the responsibility of the 7th Logistics Readiness Squadron's Fuels Management Flight, and it moves more than 32 million gallons of jet fuel annually under Dyess. In 2010 and 2011, fuels personnel noticed pressure losses in the system, which led to the discovery of two broken sections in the pipeline. While the pipes were being repaired, fuels personnel moved fuel by truck, 6,000 gallons at a time, with no mission degradation. However, due to the heavy reliance on the underground fuel system, fuels personnel realized measures needed to be taken to preserve mission capability. The fuels management team submitted a persuasive request to Air Combat Command for pipeline replacement. ACC further refined the report covering details such as past repair funds, man hour utilization, strategic value and environmental impact to highlight the base's need. Through the dedicated efforts of innovative Airman at Dyess and ACC, the pipeline replacement project was reviewed by the Defense Logistics Agency-Energy and received the dedicated funding necessary to replace the aging system.

2/21/2013 - FORT BENNING, Ga. â&#x20AC;&#x201C; Construction on the new hospital is 51 percent complete. While Martin Army Community Hospital comprises roughly 400,000 square feet, the new facility will span 745,000. That means an overall increased capacity, said Lt. Col. Ross Davidson, southeast program manager for the Health Facility Planning Agency. And not just more beds but more space for behavior health care, physical therapy, separate out-patient and in-patient areas, adjacent clinics for treating wellness and even more parking. The hospital will begin opening in the fall of next year with a completion date of Nov. 17, 2014. "We've already started our initial outfitting and transition activities," Davidson said. "We're giving them the latest and greatest world-class facility." The $364 million facility is the Army's first design-build hospital replacement acquisition strategy. Included in the plans are several features that are part of a concept called evidence-based design. These design elements ultimately improve patient outcomes, reduce stress for staff members and improve overall safety, Davidson said. Water conservation and energy-efficient technology have been incorporated into the plans for the new hospital, Davidson said. The next step in the construction process will be moving heating and air into the mechanical space on the third floor. Construction will be completed by May 2014, so staff have time to train at the new site before opening to patients that November.

He said over the last 12 years, the Army has gotten away from traditional processes for acquisition, and turned instead to rapid acquisition to provide for the needs of Soldiers in theater. Rapid acquisition bypasses the traditional processes, and in some cases doesn't pay attention to cost. "The reality of it is, with money being much harder to come by, we are going to have to make fewer, but bigger decisions, and they will have to be informed by process," Cone said. The general also said the Army must start planning for the future. For a dozen years now it has been responding to immediate problems in theater. Now, he said, "the intellectual has to get back out in front of the physical." With the drawdown in Iraq complete, and the drawdown in Afghanistan coming, the Army must shift toward looking at the larger problems it may face in the future, and take an intellectual approach to solving those problems and how to apply resources against them. 1/23/2013 - WATERVLIET ARSENAL, N.Y. â&#x20AC;&#x201C; Although Defense Secretary Leon E. Panetta will soon be leaving his position, there should be no doubt that many of his strategies, as well as what he called the ending of an "era of blank-check defense spending," will affect every Soldier and Department of the Army Civilian long after he departs. To some of those who have been at the Arsenal since the 1980s, this talk may bring back memories of the last "peace dividend" that was touted after America's success during the first Gulf War. During that period, the Watervliet Arsenal's workforce declined from nearly 2,800 to just below 500. Although it is not clear what future cuts to the defense budget might bring to the Arsenal, what the Arsenal leadership does know is that they are better positioned today than they were in 1992 to adapt to a significant decline in defense spending. "One of the most important things that we learned coming out of the reductions in force in the 1990s was that we must better manage the right sizing of our workforce at least 12-18 months out," said Col. Mark F. Migaleddi, the Arsenal commander. "Today, we actively monitor and manage our workload to workforce percentages every month and we do not build any 'fat' into our near and long-term workload requirements." What this intense workload management process has achieved through the last several years is a smoothing of the ebbs and flows of direct labor requirements so that the Arsenal's labor requirements have remained relatively stable. As a result of investments made in previous years, the Arsenal will install more than 15 high-tech machines this year that will greatly improve the Arsenal's efficiency and capability, said Jim Kardas, the Arsenal's Capital Investment Program manager. These machines range from a 26foot computer-numerical-controlled lathe to a 6-meter rapid bore machine. The Arsenal has also looked at ways to make this replacement process â&#x20AC;&#x201C; which truly involves an art and science due to the challenges of bringing on new technology into the same footprint that existed for mature machines â&#x20AC;&#x201C; as another means for the Arsenal to reduce its cost of operation.

avy Cmdr. Walt DeGrange of Knoxville, Tenn., is part of a team of researchers that are rethinking the way naval vessels refuel and take on supplies. He and his team have developed an innovative program known as the Replenishment at Sea Planner (RASP).

“The idea is to plan optimal shipping routes that allow vessels to replenish at sea,” said DeGrange. “The U.S. Navy has the greatest naval capability in the history of the world because we can stay at sea indefinitely … There are very few foreign navies that have this capability, it’s one of the things that makes our Navy so unique.” NPS research associate, Anton Rowe of Honolulu, Hi., wrote the detailed code that makes RASP work. “The Replenishment at Sea Planner (RASP) creates a schedule that minimizes the distance that supply ships have to travel, and identifies routes that allow vessels to travel at speeds optimal to fuel conservation,” said Rowe. Planning supply routes by hand is not only time consuming, it is also prone to human error. If a planner makes a mistake, supply ships have to sail faster to catch customer ships. Increased speeds force vessels to burn more diesel, increasing fuel costs exponentially. RASP was designed at NPS utilizing software familiar to most planners, Microsoft Excel. “People think of Excel as being a place to make tables and input figures, but Excel is really just an excellent place to store information, and it is available on computers across the fleet … the program also has a validate button that allows you to validate your information and make adjustments as needed,” said Rowe.

After Pierson spoke, Thacker addressed the audience of approximately 300 with a brief snapshot of Camp Lejeune. “Since working as the deputy commander, I came to realize there is always something going on aboard the base,” said Thacker. “It’s a large base, which means we have to expect the unexpected.” Thacker reassured those in attendance the base isn’t going anywhere, addressing unfounded speculation Camp Lejeune might be subjected to Department of Defense Base Realignment and Closure measures in the future. The base is too crucial to the Marine Corps’ mission to go anywhere he said, adding Marine Special Operations Command is also staying put. Thacker also addressed the traffic flow aboard the base, saying Brewster Boulevard will soon be extended to four lanes to help hospital traffic in the mornings and afternoons.

2/26/2013 - ANDERSEN AIR FORCE BASE, Guam â&#x20AC;&#x201C; This week, the 36th Mission Support Group highlights the 36th Contracting Squadron's Logistics Contracting Acquisitions NonCommercial Flight. The 36th Contracting Squadron's mission is to provide swift, responsive contract support for Team Andersen. This flight supports construction efforts on Andersen with contracted projects for the sustainment, repair and renovation of industrial facilities and infrastructure on base. "Airmen of the non-commercial acquisition flight bring an unmatched dedication to duty and a work ethic that won't stop," said Master Sgt. Reketta Montgomery, 36th CONS superintendent. "Though our team is comprised of many junior contracting professionals, most with less than three years of experience, the quality of work performed is truly impressive." Projects range from larger efforts such as runway repairs, housing renovations, roofing projects, utility upgrades, office renovations, and improvements to smaller efforts such as jogging trails and sports fields for the Department of Defense Education Activity schools. A recent project is the renovation of Andersen's Visiting Officers Quarters. This building is undergoing restoration and modernization efforts, ensuring the building is up to codes and standards for structural, electrical, heating ventilation and air-conditioning system requirements while also making it compliant with the Americans with Disabilities Act requirements. 36th CONS, comprised of seven service members and five civilians, maintains lasting business relationships with customers by meeting and exceeding expectations and gaining support and trust through exceptional performance and professionalism by every member of the flight. "The team aims to satisfy customers while serving as a steward of the U.S. taxpayers' dollars," Montgomery said. "They do this by continuous learning, setting goals, meeting objectives and being accountable to themselves and their team members."

outfitting begins at new naval Hospital

Davis U.S. Naval Hospital Okinawa Public Affairs Marine Corps Installations Pacific 2/14/2013 - CAMP LESTER, Okinawa, Japan – Outfitting and inspections are currently in progress at the new U.S. Naval Hospital Okinawa facility on Camp Foster, and planning is underway to transfer hospital operations to the new facility in March. The new hospital will have the same capabilities as the current facility on Camp Lester. According to Navy Medicine West detachment officials overseeing the new hospital construction project, the construction stage of the facility is finished, government of Japan inspections are complete, and the building is currently being outfitted with equipment and supplies to support health care needs. The building and its satellite facilities are also undergoing U.S. government inspections of internal systems, such as fire alarm and suppression systems, to ensure the best possible safe, timely and quality patient care. The outfitting process involves a wide range of activities, from assembling and placing office furniture to installing and calibrating sophisticated medical equipment. As with any project of this scale, careful planning is essential, and flexibility is the key to a safe and successful transition, according to Capt. Pius A. Aiyelawo, the commanding officer of USNH Okinawa. “For example, if we have a critical patient in the neonatal intensive care unit or adult intensive care unit that can’t be moved on the date the unit is supposed to move, we will reschedule,” said Aiyelawo. “The NICU, ICU and all of the critical support functions patients need will remain available at Camp Lester until it’s safe to move them. “The hospital will continue to provide uninterrupted health care leading up to and throughout the transition to the new hospital.” The 443,000-square-foot facility is almost double the size of the current hospital on Camp Lester. The hospital is constructed to withstand earthquakes and situated on the high ground outside of the tsunami flood zone. “This new military treatment facility will represent the leading edge in medical facility design and embody our continued commitment to providing patient and family-centered care to those entrusted to our personnel,” said Aiyelawo.
