US Navy, Boeing Sign $2 Billion Order for 13 P-8A Poseidon Aircraft Plans call for 117 P-8A aircraft, which are based on Boeing 737-800 August 1, 2013
SEATTLE – The U.S. Navy recently awarded Boeing [NYSE: BA] a $1.98 billion contract for 13 additional P-8A Poseidon aircraft, continuing the modernization of U.S. maritime patrol capabilities that will ultimately involve more than 100 P-8As. The contract includes long-lead funding previously approved by the Navy. The Navy has now ordered 37 of the 117 P-8As it is expected to buy. To date, 10 have been delivered. Based on the Boeing Next-Generation 737-800 commercial airplane, the P-8 provides anti-submarine, anti-surface warfare as well as intelligence, surveillance and reconnaissance capabilities. The P-8 is replacing the Navy’s P-3 aircraft. “We’re on budget and on schedule and the Navy will stand up initial operational capability of this transformational aircraft by the end of the year,” said Rick Heerdt, Boeing vice president and P-8 program manager. “This new contract award will continue to deliver aircraft to the fleet squadrons scheduled to receive their initial batch of P-8As on cost, schedule and performance parameters in accordance with the approved Acquisition Program Baseline,” said Capt. Scott Dillon, the Maritime Patrol and Reconnaissance Aircraft Program Office’s program manager. Boeing assembles P-8As in the same facility where it builds all its 737s. The Poseidon team uses a first-in-industry in-line process that takes advantage of the efficiencies in the Next-Generation 737 production system. After initial assembly, the P-8A aircraft enter a separate mission system installation and checkout facility for final modifications and testing.

TUCSON, Ariz. – Raytheon Company (NYSE: RTN) was awarded a $218,530,196 contract by the Missile Defense Agency to complete the assembly and delivery of 29 Standard Missile-3 Block IB missiles. Launched off U.S. Navy ships, SM-3 interceptors protect the U.S. and its allies by destroying incoming short-, medium-, and intermediate-range ballistic missile threats by colliding with them in space. "The three back-to-back successful SM-3 Block IB flight tests have demonstrated the missile's advanced capabilities and reliability against various threats in a variety of mission scenarios," said Dr. Taylor Lawrence, Raytheon Missile Systems president. "Combatant commanders around the world are eager to build up their inventories in support of Phase 2 of the Phased Adaptive Approach starting in 2015." Final assembly will take place in Raytheon's new, state-of-the-art Redstone Missile Integration Facility in Huntsville, Ala. Guidance sections and guidance units will be built at the Raytheon Missile Systems Space Factory in Tucson, Ariz. SAIC Awarded Contract by Defense Advanced Research Projects Agency Company to Provide Deep Ocean Acoustic Detection for Transformational Reliable Acoustic Path Systems (TRAPS) August 14, 2013
MCLEAN, Va. – Science Applications International Corporation (SAIC) [NYSE: SAI] announced it was awarded a prime contract by the Defense Advanced Research Projects Agency (DARPA) to provide deep ocean acoustic detection for Transformational Reliable Acoustic Path Systems (TRAPS). The single-award cost-plus fixed-fee contract has a fourteen-month base period of performance, one six-month option, and a total contract value of approximately $10 million if the option is exercised. TRAPS is a fixed passive sonar node designed to achieve large-area coverage by exploiting advantages of operating from the deep seafloor. Under a previous contract, SAIC completed the initial TRAPS prototype design under the Deep Sea Operations Program Phase 1B, part of the Distributed Agile Submarine Hunting program, and continued validation of the underlying scientific approach through the further analysis of available Navy datasets. In Phase 2, SAIC completed a highly successful deep ocean acoustic data collection using the primary sensor intended for the TRAPS prototype that validated key foundational hypothesis for this breakthrough approach. Under Phase 3 of the contract, SAIC will expand the number of prototype nodes to demonstrate a scalable distributed system prototype system to detect quiet submarines. SAIC intends to supply DARPA with a capability to use systems of configurable technology to achieve Antisubmarine Warfare surveillance needs over large, operationally relevant deep ocean areas. WASHINGTON – Rockwell Collins’ Receiver Cards were recently used in an historic test flight resulting in the first time any aircraft has used live Military code (M-code) signals to successfully navigate. The M-code signal is one of the key elements in the modernization of military GPS capabilities. This testing supports a congressional mandate to implement next-generation M-code technology on all U.S. Department of Defense platforms. The flight, which took place at Holloman Air Force Base near Alamogordo, N.M., in June, successfully tested the Rockwell Collins GB-GRAM-M (M-code GPS Receiver) integrated into the RQ-11B Raven unmanned aerial system, one of the lead integration platforms for the Modernized User Equipment (MUE) development program. The Raven navigated using the position, velocity and time solution provided by the GB-GRAM-M Receiver processing of the live M-code signal. Additionally, the government tested the robustness of the Rockwell Collins GB-GRAM-M Receiver in a hostile radio frequency environment. “This milestone is a major step forward in providing enhanced integrity, exclusivity and improved anti-jam capabilities to our military, and adds to our rich legacy of achieving GPS technology firsts at Rockwell Collins,” said Mike Jones, vice president and general manager of Communication and Navigation Products for Rockwell Collins. “From receiving the very first GPS signals from space to this most recent achievement, Rockwell Collins continues to provide our customers with secure, precise and reliable navigation solutions.”

DALLAS – Lockheed Martin [NYSE: LMT] celebrated the delivery of 22 Joint Light Tactical Vehicles to the U.S. Army and Marine Corps today under the JLTV program’s Engineering and Manufacturing Development (EMD) contract. JLTV team members marked the milestone during a ceremony at the Lockheed Martin Missiles and Fire Control facility in Dallas. The vehicles will be transferred to the Army’s Yuma Test Center in Arizona and to Aberdeen Test Center in Maryland, where Lockheed Martin will support a 14-month period of government evaluation and testing. “Our team has produced a highly capable, reliable and affordable JLTV for our customers,” said Scott Greene, vice president of ground vehicles for Lockheed Martin Missiles and Fire Control. “These vehicles will meet the toughest demands of our Soldiers and Marines. They deserve our best, and that’s precisely what we delivered.” After rolling up more than 160,000 combined test miles in the program’s Technology Development phase, the Lockheed Martin JLTV was selected for continued development through a $65 million EMD contract from the Army and Marine Corps in August 2012. The result is a lighter, more blastresistant and more agile vehicle. General Dynamics Awarded $67 Million by U.S. Army for Hydra-70 Rocket Program August 16, 2013
CHARLOTTE, N.C. – General Dynamics Armament and Technical Products recently was awarded a $67.5 million contract by the U.S. Army for the production of Hydra-70 air-to-ground rockets. Hydra rockets can be mounted on most helicopters and some fixed wing aircraft and employ a variety of warheads to meet a wide range of mission requirements for all branches of the U.S. military and select allies. The Army Contracting Command in Redstone Arsenal, Ala., awarded the contract. Deliveries under this order are expected to be completed by the end of 2015. This contract is a modification to a previously awarded contract and that the cumulative value of General Dynamics' Hydra rocket work to more than $1 billion. "General Dynamics has been the system integrator for the production of Hydra rockets since 1996," said Steve Elgin, vice president and general manager of armament systems. "As a lowrisk, high-quality supplier, we work closely with the Army to deliver a weapon that is affordable and reliable in action." General Dynamics' work on the Hydra rocket will be done at the company's Camden, Ark., and Springboro, Ohio, facilities, which together employ more than 375 workers. Engineering service support and program management are performed at General Dynamics' technology center in Williston, Vt., which employs approximately 275 workers. FALLS CHURCH, Va. – The U.S. Air Force has awarded DynCorp International (DI) a new task order under the Air Force Contract Augmentation Program III (AFCAP) to provide installation services at Al Udeid Air Base, Qatar. “We are proud to be able to expand our extensive work in the AFCAP program to provide installation service support in Qatar,” said George Krivo, senior vice president, DynLogistics. As part of the task order, DI will provide personnel, vehicles, tools and equipment necessary to support installation services for the 379th Expeditionary Force Support Squadron, 379th Expeditionary Medical Group and Hospital Aseptic Maintenance Services. Catoosa, OK – Cherokee Nation Red Wing has been selected by the U.S. Army Sustainment Command to support the Enhanced Army Global Logistics Enterprise program. The company is providing maintenance operations, supply support and transportation services. Cherokee Nation Red Wing is one of 25, 8(a) companies selected to support the program. AMITYVILLE, N.Y. – Exelis has successfully negotiated an agreement with Lockheed Martin Corp. to deliver carriage and release systems for the F-35 Lightning II. The combined value of the two low-rate initial production (LRIP) awards is approximately $60 million. Already a supplier of carriage and release systems for the F-35, under the latest LRIP contracts Exelis will provide additional systems, including spare equipment, to all three variants of the aircraft. “The F-35 will be the premier combat aircraft for the coming decades,” said Pete Martin, director of defense systems for the Exelis electronic attack & release systems business. “Our carriage and release systems provide the aircraft with the high-performance capability it needs to carry its mission payload while maintaining its low-observable profile.” Delivery for the first contract is scheduled to begin in January 2014 and includes systems for 36 aircraft. The second lot is expected to commence in March 2015 with units and additional spares for 37 F-35s. The equipment provided meets all U.S. and international partner requirements. The contract has an estimated value of $6.9 billion with a three year base period of performance from the award date, and three additional one year option periods. Harris Corporation Delivers Simulators to Prepare Weather Monitoring Organizations for Next-Generation GOES-R Satellite Products September 3, 2013
MELBOURNE, Fla. – Harris Corporation (NYSE:HRS), an international communications and information technology company, has delivered five simulators that will help the National Oceanic and Atmospheric Administration (NOAA) user community to prepare for the advent of a new generation of geostationary weather satellites. The Geostationary Operational Environmental Satellite – R Series (GOES-R) will provide continuous imagery and atmospheric measurements of Earth’s Western Hemisphere and space weather monitoring. The advanced spacecraft and instrument technology used on the GOES-R series will result in more timely and accurate weather forecasts by supplying meteorological data with much greater detail and clarity than the current GOES satellites provide. The GOES-R series will be a primary tool for the detection and tracking of hurricanes and severe weather. To accommodate the anticipated 40-times increase in data to be ingested, processed and distributed, receiving systems operated by satellite weather data users must be replaced or modified to support this high-resolution data -- similar to upgrading a TV antenna to receive High Definition video broadcasts at home. The Harris GOES-R Rebroadcast simulators produce a full-resolution stream of science data similar to what will be produced during actual operations of the satellites. This will enable GOES data users, such as the National Hurricane Center, to test receivers well in advance of the launch date to ensure a smooth transition. “None of the existing receivers will work with this new generation of weather data,” said Romy Olaisen, vice president, Civil Programs, Harris Government Communications Systems. Harris is the prime contractor and systems integrator for the contract to produce the GOES-R Ground Segment, which will process approximately 60 times more data than is possible today, and deliver weather products to the National Weather Service and more than 10,000 other direct users.

VSE Awarded $32M U.S. Army Reserve Command Recompete VSE will provide engineering, maintenance and logistics readiness support September 3, 2013 ALEXANDRIA, Va. – VSE Corporation (NASDAQ: VSEC) has been awarded a Cost Plus Fixed Fee (CPFF) Task Order under its Rapid Response Third Generation (R2-3G) prime contract to continue a significant portion of the support services to the U.S. Army Reserve Command for its Equipment, Engineering, Maintenance and Logistics Readiness Program. Such services were previously provided by VSE under a General Services Administration (GSA) contract that expired in July 2013. The R2-3G Task Order has a 12-month period of performance with a funded value of $32M and a ceiling of $46.5M. We plan to reinstate approximately 350 employees that were furloughed when the GSA contract expired in July. We are pursuing the balance of the former GSA Logistics Readiness Support work through two additional competitive solicitations expected to be awarded in September 2013. For the fiscal year ended December 31, 2012, VSE had revenues of $78M from providing USARC with equipment transportation support, planning, coordination, and movement services in multiple locations across the United States. This program provides sustainment-level refurbishment services and overhaul of tactical equipment. VSE completes 1,000-1,200 major refurbishments annually, with an acceptance rate of more than 99% over the last three years. VSE personnel work with Government counterparts to maintain construction and engineering equipment, tactical and non-tactical wheeled vehicles, automotive, ground support equipment, small-engine driven devices, heavy transporters, communications and electronics gear, small arms, and generators. “We are very pleased that the dedicated employees of our Federal Group will be able to continue their equipment sustainment services in field locations across the United States,” said Federal Group President Donnelle Moten. “This award reflects the level of trust that we have built with our customer for many years by providing high quality, rapid response service to maintain some of the Army Reserve’s most important assets. Getting to D.C. via Airplane: Most people heading into D.C. to for business arrive at one of Washington's two major airports: Ronald Reagan Washington National Airport (DCA) and Dulles International Airport. Located less than 5 miles south of The White Hou se, the DCA is only a short ride away from downtown D.C. The Dulles International Airport is located about a half hour from the city. further But if your business is taking you to the Dulles Corrider in Northern Virginia, flying into Dulles International Airport makes more sense. In the Fall, the foliage changes colors and the temperatures are cool, so take a medium or light jacket and long pants. Wintertime temperatures in Washington D.C. fluctuate above freezing, so bring your rain boots and umbrella — there will be lots of rain and the occasional snowstorm. In the Spring, temperatures begin to climb to a comfortable range in the mid 60s and 70s. During the Summer, the weather can get hot, humid, and uncomfortable. Temperature highs rise to the upper 80s, so bring along some shorts and light blouses.
