Proposed Rule: Federal Acquisition Regulation; Higher-Level Contract Quality Requirements A Proposed Rule by the Department of Defense, the General Services Administration, and the National Aeronautics and Space Administration December 3, 2013
DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to clarify when to use higher-level quality standards in solicitations and contracts, and to update the examples of higher-level quality standards by revising obsolete standards and adding two new industry standards that pertain to quality assurance for avoidance of counterfeit items. These standards will be used to help minimize and mitigate counterfeit items or suspect counterfeit items in Government contracting. FAR 44.303, Contractors' Purchasing Systems Review, would be revised to add implementation of higher-level quality standards to the areas for evaluation when conducting a contractor's purchasing system review. Types of contract quality requirements FAR subsections will change as follows:
FAR 46.202-4(a) would be revised to require agencies to establish procedures for determining when higher-level quality standards are appropriate, for determining the risk (both the likelihood and the impact) of receiving nonconforming items, and for advising the contracting officer which higher-level quality standards should be applied on the contract. FAR 46.202-4(a)(1) would be revised to add “design” and “testing” to the list of examples of technical requirements requiring control. FAR 46.202-4(b) would be revised to remove outdated or obsolete standards and add new examples of higher-level quality standards, including those related to counterfeit electronic parts and materials. This list of standards was reviewed and revised based on subject matter experts in quality assurance from across the Government. FAR 46.311, Higher-level Contract Quality Requirement, would be revised to clarify that, if the clause is used, the contracting officer shall list one or more higher-level quality standard.Show citation box The clause at FAR 52.246-11, Higher-Level Contract Quality Requirement, would be revised to remove the opportunity for the offeror to select a standard.

GSA Makes Strides In Strategic Sourcing With New Approach to Govt. Office Supplies Purchasing December 2, 2013
WASHINGTON -- The General Services Administration (GSA) posted the Statement of Work from its draft Request for Proposals (RFP) for a Federal Strategic Sourcing Initiative (FSSI) aimed at reducing costs for federal office supply purchases. Office Supply Third Generation or OS3 is the agency’s latest effort to cut costs and increase efficiencies by buying everyday supplies like pens, paper, and printing items from a list of vendors with negotiated low prices. While this initiative has been around since 2006, today marks the agency’s third update of the program, which builds upon the success of OS2, the previous edition, which generated more than $350 million in savings to date, and achieved a small business utilization rate of 76 percent. GSA worked in partnership with federal customer agencies including Small Business Administration (SBA), the Strategic Sourcing Leadership Council (SSLC) and the Office of Management and Budget (OMB) to develop OS3. OS3 is expected to provide government savings of $65 million annually on administrative costs and plus an additional $90 million in annual savings captured through lower prices. How OS3 Works: GSA’s FSSI programs help federal agencies buy smarter and save money for taxpayers by leveraging the large quantity the government purchases to negotiate lower prices from suppliers. The OS3 program does this by working with agencies to figure out how much they are spending on common supplies and then working with office supplies vendors to agree on bulk prices that reflect how much the government is buying each year. Building on the successes of OS2, OS3 will include the following new and additional benefits:

Environmental Protection Agency Proposes New Guidelines for Greener Federal Purchases November 20, 2013
WASHINGTON — The U.S. Environmental Protection Agency (EPA) is proposing draft guidelines that will help the federal government buy greener and safer products. In response to broad stakeholder interest, EPA is seeking public input on these draft guidelines and a potential approach to assessing non-governmental environmental standards and ecolabels already in the marketplace. “As the largest purchaser in the world, the U.S. government is working to reduce its environmental footprint,” said Jim Jones, Assistant Administrator for the Office of Chemical Safety and Pollution Prevention. “The government buys everything from furniture to lighting to cleaning products. These guidelines will make it easier for federal purchasers to meet the existing goal of 95 percent sustainable purchases while spurring consumers and the private sector to use and demand safer and greener products.” The draft guidelines were developed by EPA, the General Services Administration, and others following several listening sessions with a wide range of stakeholders on how the federal government can be more sustainable in its purchasing and how it can best meet the numerous Federal requirements for the procurement of sustainable and environmentally preferable products and services. The draft guidelines were designed to assist federal purchasing decision makers in more consistently using existing non-governmental product environmental performance standards and ecolabels. The draft guidelines address key characteristics of environmental standards and ecolabels, including the credibility of the development process and the effectiveness of the criteria for environmental performance. The draft guidelines were developed to be flexible enough to be applied to standards and ecolabels in a broad range of product categories.

Orlando, FL – The DoD plans to increase the amount and quality of contracting opportunities by increasing training to employees, creating 11 integrated costanalysis teams and better utilizing the Contract Business Analysis Repository (CBAR). The CBAR supplies important business information about properly registered government contractors. Shay Assad, Pentagon Procurement Official put to rest some of the misconceptions circling around about hiring inexperienced procurement officers at the Department of Defense (DoD). Assad’s statement was said in front of a large crowd at the recent National Management Association’s Annual Government Contract Management Symposium. Assad referred to the DoD purchasing workforce stating, “Our workforce today is healthier and stronger than it has been in the last 10 years or so.” Other DoD reports were describing the DoD contracting officers as overloaded and inexperienced. When according to Assad, 35% of the DoD staff has had business experience prior to their current position with the DoD as a federal purchasing officer. In order to bid on and work government contracts, businesses must obtain a DUNS number and must complete their System for Award Management (SAM) registration. Successful contractors also develop aggressive government marketing plans, which include the creation of a profile on government websites such as the SBA’s Dynamic Small Business Search and automated bid notifications to their email from FBO.gov. Eric Knellinger, President of US Federal Contractor Registration, is strongly encouraging small businesses to ensure their registration is complete and correct so they don't miss out on the new opportunities available in government contracting.

DFARS: Requirements Relating to Supply Chain Risk November 18, 2013
DoD is issuing an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2011, as amended by the NDAA for FY 2013. This interim rule allows DoD to consider the impact of supply chain risk in specified types of procurements related to national security systems. Effective November 18, 2013. This interim rule amends the DFARS to implement section 806 of the National Defense Authorization Act for Fiscal Year 2011 (Pub. L. 111-383), entitled “Requirements for Information Relating to Supply Chain Risk,” as amended by section 806 of the NDAA for FY 2013 (Pub. L. 112-239), and allows DoD to consider the impact of supply chain risk in specified types of procurements related to national security systems. Section 806 defines supply chain risk as “the risk that an adversary may sabotage, maliciously introduce unwanted function, or otherwise subvert the design, integrity, manufacturing, production, distribution, installation, operation, or maintenance of a covered system so as to surveil, deny, disrupt, or otherwise degrade the function, use, or operation of such system.” This DFARS change is necessary to implement the authorities provided to DoD by section 806, enabling DoD to establish a pilot program to mitigate supply chain risk, which is set to expire on September 30, 2018. These authorities are in addition to other available mitigations, which may not be adequate to protect against the malicious actions referred to in the definition of supply chain risk.

GSA Seeks Sites for FBI Headquarters November 15, 2013
WASHINGTON -- Today, the U.S. General Services Administration (GSA) announced that it is taking the next step in the process of finding a new headquarters for the Federal Bureau of Investigation. GSA seeks to identify sites that would be acceptable to include in a future competitive procurement that will provide the best deal for taxpayers. GSA has issued an advertisement for Expressions of Interest to landowners requesting that they offer a parcel of land to accommodate the next FBI headquarters in the District of Columbia or the surrounding counties in Maryland and Virginia. GSA will accept site proposals beginning now through December 17, 2013. Today’s advertisement is the next phase in an overall procurement strategy that is expected to conclude sometime in 2015. GSA will include one or more of the sites in a future procurement that would allow GSA to exchange the existing J. Edgar Hoover Building on Pennsylvania Ave. in Washington, D.C. for a new facility that can accommodate the FBI’s headquarters operations and allow it to consolidate into one location. The advertisement asks interested parties to provide information on sites that they would donate to the government or sites that they would sell to the government. Additionally, GSA will consider sites currently in the government inventory. After GSA receives responses, it will begin evaluating the submitted sites, along with those in the federal inventory, to identify sites that meet or exceed GSA’s and FBI’s requirements. GSA anticipates that selected sites will be specified in a future request for development proposals for a new FBI Headquarters. There is significant interest from the private sector and local governments in developing a new FBI headquarters facility in the National Capital Region. Last March, GSA received 38 responses from the development community about exchanging the FBI’s current headquarters in the J. Edgar Hoover building, which no longer meets the FBI needs for a new, consolidated headquarters. GSA is using the input it is receiving to outline its future procurement. Unisys to Transition Department of Energy Employees to Cloud-Based Google Apps Project will move U.S. Department of Energy program's email to help cut costs and increase efficiency December 5, 2013
BLUE BELL, Pa. – Unisys Corporation (NYSE: UIS) announced today that it has been awarded a contract to transition 6,000 additional U.S. Department of Energy (DOE) program personnel to Google Apps for Government, a cloud-based email and collaboration solution. The project is the most recent example of Unisys success helping government agencies achieve the savings and efficiencies of cloud-based solutions. Last year, Unisys announced it had completed the transition of 5,000 employees at the Department of Energy's Idaho National Laboratory to the cloud-based solution. The transition is designed to allow the DOE to obtain the cost-cutting advantages of the cloud while giving employees secure and efficient access to email and other data. The solution includes the integration of the department's mobile users. Steve Soroka, group vice president, Unisys Federal Systems stated, "We are working with the DOE and its contractors to bring the efficiencies and cost-savings of the cloud to those who support this program." In May of this year, Unisys also completed a similar transition of 4,500 employees at the National Archives and Records Administration, a project selected for a Government Computer News Award for "showing technical creativity, a willingness to test emerging technologies and the perseverance to push for big, cross-agency IT improvements in an era of budget and cost cutting." AECOM Wins $209 Million Contract for Libyan Housing, Infrastructure Development Program AECOM designated as lead program manager, main advisor to Libyan Housing and Infrastructure Board and Ministry of Housing and Utilities December 5, 2013
LOS ANGELES – AECOM Technology Corporation (NYSE:ACM), a leading provider of professional technical and management support services for public and private clients in more than 140 countries around the world, announced today that it has signed an agreement with the Libyan government’s Housing and Infrastructure Board (HIB) authorizing work valued at US$209 million over a 25-month period. This agreement establishes AECOM as the lead program manager for the Libyan HIB for all urban areas throughout the country. According to the contract, AECOM will serve as the overall program manager of the HIB capital budget program — a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors — which has a current contracted value of more than US$36 billion. As the program expands and becomes fully reestablished, the HIB capital budget program is expected to exceed US$100 billion addressing critical housing and infrastructure needs throughout the country. AECOM led the HIB’s housing and infrastructure program from 2007 until it was suspended in 2011. Additionally, the agreement signed today establishes AECOM as the main advisor to the Ministry of Housing and Utilities (MHU), which oversees the HIB and other agencies, with responsibility for ensuring that common systems and standards are applied to similar projects in other MHU agencies. GrafTech Wins Contract for Orion Spacecraft December 4, 2013
GrafTech International Ltd. (NYSE: GTI) said it has won another contract to provide advanced material components for NASA's Orion Multi-Purpose Crew Vehicle Launch Abort System, which allows Orion's crew to escape in an emergency during launch or ascent. The maker of graphite electrodes and other carbon-based products did not specify the value of its work on Orion, a spacecraft that will carry up to four astronauts beyond low Earth orbit on long-duration missions to destinations such as an asteroid and eventually Mars. GrafTech said the advanced composite material and propulsion components for this project were developed and manufactured by a subsidiary of GrafTech's Engineered Solutions segment based in Biddeford, Maine. The company said these thermo-structural composite components “provide the ability to continuously control the vehicle during a launch abort — a new function that enables unprecedented crew safety.” GrafTech said its advanced material system is able to withstand 3,500-degree Fahrenheit gas temperatures in a dynamic flow environment. Lockheed Martin is the prime contractor to NASA for the Orion spacecraft. The first test flight, called Exploration Flight Test - 1 (EFT-1), is scheduled for September 2014. In commenting on the contract, GrafTech chairman and CEO Craig Shular said in a news release, “We continue to leverage GrafTech's core competency of providing innovative graphite material science solutions into high-tech industries. We value the partnerships we have with industry leaders, NASA and Lockheed Martin, and the opportunities we've had to support their missions.”

This could be a win for HP if they can help repair and better manage the Obamacare web site. The next question is, can they?” says Principal analyst Jeff Kagan. The contract held by Terremark, a unit of Verizon for hosting the federal online insurance exchange expires in March. Terremark was acquired by Verizon in 2011. The data center which is run by Terremark has had several outages in October which caused the website to fail, according to the Bloomberg news story. HHS worked with Verizon and Terremark to upgrade the infrastructure to improve reliability. “It seems Terremark was a part of the problem. This was not the only problem however. While this is embarrassing to Verizon, the larger question is can Obamacare recover? I hope so, but so far I don’t see anything that says there will be any changes going forward. We’ll have to keep our eyes on this rollout. It’s starting to get very interesting,” says Kagan.

GROTON, Conn. – The U.S Navy has awarded General Dynamics Electric Boat a $28.9 million contract modification to continue development of the Common Missile Compartment for the U.S. Ohio replacement submarine and the United Kingdom's Successor ballisticmissile submarine. The company received a similar award on November 14. Electric Boat is a wholly owned subsidiary of General Dynamics (NYSE: GD). Electric Boat will procure hardware and material for the Common Missile Compartment's missile-tube assembly and weldments. Initially awarded in December 2012, the five-year, $1.85 billion contract calls for Electric Boat to perform research and development work for the Navy's next-generation ballistic-missile submarine, which is scheduled to begin construction in 2021. The potential value of the overall contract is $2.9 billion. This work will engage Electric Boat's engineering and design organization, which comprises more than 4,000 employees. Getting to Atlanta via Airplane: Hartsfield Jackson International Airport (ATL) is 10 miles from downtown Atlanta, and is one of the busiest airports in the country, so it’s safe bet that you can get a flight to meet your needs. But you should also plan accordingly, allowing yourself wiggle room when you fly in and fly out of Hartsfield in case of airport or weather related delays. Ground Transportation: Taxi rates from the airport to downtown run approximately $30 as a standard flat rate. Standard taxi rates run approximately $2.50 for the first 1/8 mile, and 25 cents for each 1/8-mile thereafter so it adds up fast. Of course Atlanta is a large spread out city so be aware that travel and traffic times need to be factored into this. Though there is just over half a million people living in Atlanta proper, there are nearly six million people in the greater region. Getting around the City: Atlanta is a big city, but driving is the best idea, in spite of the occasionally congested freeways. The first thing to learn is OTP or ITP. These Atlanta related slang terms translate to "outside the Perimeter" and "inside the Perimeter." The Perimeter, also known as Interstate 285, circles the city of Atlanta. Be specific by adding the phrase "top end," meaning the section of the Perimeter above I-20, or the phrase "bottom end," referring to anything below I-20. Some newcomers have a hard time realizing if you travel on I-285 you will eventually wind up where you started, and no one wants that. Public transportation is also quite easy and MARTA (Metropolitan Atlanta Rapid Transit Authority) is the most popular transportation system being simple for both bus and train riders. Look for the striped signs in blue, orange, and gold, which are identified as MARTA stations, stops, and vehicles. For those who ride the MARTA bus, the names and route numbers are displayed above the vehicle’s windshield. For train riders, there are signs that direct them to the trains and give directions to platforms for boarding. There are courtesy telephones, MARTA police, and, customer service staff that can help you if you need require assistance. The Breeze card costs $1, then amounts are loaded onto it.

Weather: Spring in Atlanta is mild with temperatures from the mid-70s to the low 80s as it nears summer, but March is the wettest month, so have an umbrella handy. During the summer months, the temperatures fluctuate within the 80’s but July is the warmest month of the year in the 90s. But it’s the famous humidity that takes some getting used to! Fall means foliage and the leaves begin to change. October is the least rainy month of the year so outdoor activities are always possible and the weather stays in the upper 60s. Winter in Atlanta can actually mean snowfall, typically less than 2 inches and it doesn’t stay on the ground for very long. Daytime highs range from the mid to upper 50’s, and nighttime temperatures drop into the low to mid 30’s.
Off the Clock: The Sanctuary Located in trendy Buckhead, this is the place if you love dancing but salsa dancing in particular. Fridays are salsa nights with lessons starting at 9 p.m., so if you’re a beginner, intermediate or advanced this is a comfortable place to dance. Most of the people there are regulars, so it’s a friendly dance club. Drinks are not allowed on the dance floor, there is plenty of seating if you want to take a break and it’s smoke-free! Entry is free before 10 p.m. and there is free and accessible parking in their private lot. World of Coca-Cola Since Atlanta is considered the birthplace of Coke, the World of Coca-Cola is a must stop to understand the history of the world's most famous soft drink. The tour features a fullyfunctioning bottling line that produces an 8 oz. glass bottles of Coke for each guest. There are over 1,200 never-before-displayed artifacts ranging from vintage bottles to a 1939 delivery truck from Argentina, even a 4-D movie experience, "In Search of the Secret Formula.” Taste It! Is where you will sample over 60 different flavors of the classic beverage from around the world and then try to match the original by mixing your own concoction in the Vault of the Secret Formula. And you can have your photo taken with the Coke polar bear just to prove you were here! Admission is $16. Martin Luther King, Jr. Historic Site Encompassing 35 acres, the Martin Luther King, Jr. Historic Site is comprised of landmarks as well as modern-day monuments and facilities. This is a journey through the historical struggles of the South and life and legacy of Dr. Martin Luther King, Jr. You can visit Dr. King's original gravesite and current tomb, tour his boyhood home, Ebenezer Baptist Church, and the historic Fire Station No. 6 - one of the South's first desegregated fire houses. There is also the International Civil Rights Walk of Fame, and it’s all free.

Dining in Atlanta: Recommendations for Business Meetings Fox Brothers : Fox Brothers has been voted as the best BBQ in Atlanta by the Atlanta Journal Constitution. Quick Eats on a Budget Just Around the Corner: This spot is, well, just around the corner from the World Congress Center and is tiny but quick. Less than 10 bucks for a good burger, seasoned fries, and a drink with free refills, now that’s a deal. The tables and chairs under the red awning are a great place to people watch. The sign says "The Best Burger in Town" and it may not be the best but it’s pretty darn good. Getting to Miami via Airplane: Being a popular destination getting to Miami International Airport (MIA) is easy and convenient. MIA is the twelfth busiest airport in the United States when ranked by passenger traffic and the second busiest airport in the United States when ranked by international passenger traffic. You'd think that making your way through such a busy airport would be a hassle, but you'd be wrong; MIA is actually rather user-friendly and easy to navigate. Ground Transportation: Downtown is merely eight miles away and there are well over a dozen taxi companies who serve Miami with flat rates of about $15 - $20 for service to area hotels. Similarly shuttle service to major hotels will run about $20 - $25. Unregulated taxis are notorious for this area so be advised to choose carefully. Getting around the City: In Miami Beach a rental car or taxi is a necessity. Taxis run at metered rates; $2.50 for the first 1/6 mile and $0.40 for each additional 1/6 mile, totaling nearly $5 per mile and you are also responsible for paying any tolls incurred. Garages for your car average about $4/hour in downtown with a maximum in the $30 day range. With stops every few blocks and service running every 10 to 15 minutes throughout each day, the South Beach Local (SOBE) bus makes getting around a little easier. Geared mainly toward visitors, the buses are air-conditioned, clean and safe. The fare is $0.25, considerably less than the regular Miami-Dade Metrobus service at $1.50. Weather: This is Florida therefore even the winters are warm with daytimes averaging the mid 70s and the evening cooling down to the mid 50s. Typical summer days are in the high 80s to mid 90s accompanied by high humidity, and the nighttime temps settle to the low 70s. Miami receives abundant rainfall, one of the highest among major U.S. cities, occurring from mid-May through early October. It receives annual rainfall of 55 inches, so be prepared. Along with the wet season, Miami reports more thunderstorms than most cities, with about 80 days per year having thunder reported. Hurricane season runs from June 1 through November 30.

Off the Clock: Miami Club Rum: The Caribbean is home to some of the finest rum in the world, but now rum is actually made in downtown Miami with their very first distillery, Miami Club Rum. The distillers utilize South Florida sugarcane and other local ingredients to create a unique rum experience which you can visit. The lobby/visitors lounge looks like a cross between Don Draper's Miami hideaway, complete with bar, mid-century leather couch, and three-dimensional moonscape, and Frank Sinatra at the Fontainebleau; a kind of mid-century modern, with retro furniture, and historical black and white prints on the walls. This is great spot to not only unwind and have fun, but sample a uniquely Miami product. Vizcaya Museum & Gardens: Built by agricultural industrialist James Deering in 1916, Vizcaya comprises a main house, 10 acres of formal gardens, and an historic village. At the time the National Historic Landmark was constructed, the city’s population was only about 10,000; of that, 1,000 workers were employed in the building of the house and installation of the landscape. Over the years, notables such as Queen Elizabeth II, Pope John Paul II and President Reagan have stayed here. In essence it’s an imported Italian Villa to Miami, which may seem odd but it totally works with the picturesque lovely gardens, great weathered architecture and the property was featured in the film Iron Man. It’s an educational step into Miami’s past. Admission: $15

Dining in Miami: Recommendations for a Business Meeting Zuma: Though is can be tough to get a dinner reservations, the business lunch might be an easier bet. This downtown spot draws throngs with its Zen mastery of modern izakaya-inspired Japanese fare plus sushi, robata grilled items and more. There are terrific views from the terrace overlooking the Miami River along with a stunning dining room and vibrant sake bar and lounge. Zuma offers a kind of cubist, amber tinged decor set against round tables and chairs, a cavernous space done up in a modern style as room is open two, even three stories up in places, with square panels suspended from the ceiling to break up the expanse, and floor-to-ceiling windo ws that look out onto the Miami River. The menu features selections of sashimi, nigiri and maki, a variety of small plates, as well as several more substantial main-course-sized items. Food comes either from the sushi bar, the robata grill, or the kitchen, and dishes are brought out to the table continuously over the course of the meal, rather than as appetizer and then entrÊe. Area 31: Located on the 16th floor of the Epic Hotel Area 31 delivers a dramatic menu of fresh, local seafood prepared with global influences but retain its Atlantic coastal roots. The swanky seafood is all local and sustainable fish, and the gracious staff is willin g to accommodate dietary restrictions. The interior is light and airy but the outside terrace, with its amazing views of the Miami skyline along the river is the place to be to impress. The name comes from the United Nations 'Fishing Area 31,' which encompasses the local waters surrounding Miami and the Florida coast. The restaurant features an extensive list of high-end and unique wines and of course there’s plenty of seafood like swordfish and octopus, lobster and scallops, but also a portion of the menu is dedicated to beef, lamb and pasta dishes so you don’t need to be a seafood lover to go here.
