OASIS

GSA Releases Final OASIS Requests For Proposals August 1, 2013

GSA Announces Deadline for Submission is September 17, 2013 WASHINGTON -- Today, the General Services Administration’s (GSA) Federal Acquisition Services (FAS) released two requests for proposals (RFP) for a new acquisition program that fulfills the agency’s commitment to deliver better value and savings through innovation. These RFPs bring the agency closer to launching One Acquisition Solution for Integrated Services (OASIS), a one-stop shop for both commercial and noncommercial needs designed to reduce duplication of contracting efforts across the government and provide federal agencies with comprehensive, integrated professional services contract options. “Working very closely with federal agencies on requirements and soliciting industry feedback were two key parts of the development process for the final RFPs,” said FAS Commissioner Tom Sharpe. “As a result of the tremendous amount of input we received, we believe OASIS will fill the substantial need for a hybrid, government-wide acquisition vehicle that has great potential to reduce the number of full-and-open procurements across government and drive extraneous costs out of the acquisition process.” OASIS will complement GSA’s Multiple Award Schedules (MAS) program and provide agencies with more flexible full-service options. OASIS will also drive better outcomes for the federal government around reducing costs and expenses, improving operating efficiency and increasing focus on socioeconomic contracting goals. To better serve federal agencies and industry partners and maximize opportunities for small businesses, OASIS is divided into two contracts: OASIS is an unrestricted contract that includes 50 percent small business subcontracting goals; and OASIS Small Business is a 100% small business set-aside contract. For more information visit the OASIS Industry Group on GSA Interact; to view the RFPs, visit FedBizOpps at OASIS Final RFP andOASIS SB Final RFP.

Serco Group

Confirmation of Major New Contract to Support U.S. Health Care August 5, 2013

Serco Group PLC (Serco), the international service company, confirms the award of a new contract by the United States Department of Health and Human Services' Centers for Medicare & Medicaid Services (CMS) to provide processing support for new health benefit exchanges. Serco will provide and manage labour to review, verify and process applications on a 'cost-plusfixed-fee' basis. The contract, which is now in effect, has a one-year base period valued at approximately $115m with further four one-year options. Including all potential option periods and optional tasks, the contract has a potential total contract value of approximately $1.25bn. The Patient Protection and Affordable Care Act introduced a series of consumer choices and insurance competition through a Federally Facilitated Marketplace (FFM). The exchange is a state-based marketplace that accepts applications and determines eligibility for applications, as well as participation and enrolment into affordable health insurance and insurance affordability programs. The Affordable Care Act directs CMS to establish and operate marketplaces for states that do not elect to establish their own. Serco will manage approximately 1,500 staff in the US that will support CMS with the routing, automated processing, reviewing, and troubleshooting of applications submitted for enrolment into a Qualified Health Plan. Serco will also provide records management and verification support. The contract award builds on Serco's strong capabilities in records management and processing for the US Government, which include the classifying of patent applications for the US Patent and Trademark Office and the processing of visa applications at the US Department of State's National Visa Center. Christopher Hyman, Chief Executive of Serco Group plc, said: "We are delighted to be awarded such an important contract to support the Affordable Care Act in the United States and our Americas division looks forward to working with the Centers for Medicare & Medicaid Services."

GSA Clears Contract Confusion with New Online IT Solutions Navigator August 6, 2013

WASHINGTON -- The U.S. General Services Administration’s Office of Integrated Technology Services today launched a new e-tool designed to help federal, state and local governments navigate the myriad ways to purchase IT from GSA, getting agencies to the best-fit solution for their needs. GSA’s IT Solutions Navigator will help government agencies buy IT products and services by matching customer requirements to GSA’s best IT contract vehicles quickly and effectively. “We are in constant contact with our customers and we understand the challenges they face with IT acquisition. We’ve heard how difficult it is to find the optimal contract vehicles to meet their requirements. In response to these challenges, we developed the IT Solutions Navigator tool,” said GSA Assistant Commissioner for the Office of Integrated Technology Services, Mary Davie. “The Navigator helps our customers easily decide which GSA contract vehicle will be the best one for their requirements. GSA Breaks Ground on Los Angeles' New Sustainable Courthouse Facility will resolve Judiciary’s long-standing security and space needs August 8, 2013

LOS ANGELES – Today, the U.S. General Services Administration (GSA), U.S. District Court, and federal and local leaders officially broke ground on a new sustainable and cost-effective United States Courthouse in downtown Los Angeles. The approx. 600,000 square feet facility will include 24 courtrooms and 32 judicial chambers and will house the U.S. District Court, Central District of California; meet related needs of the U.S. Marshals Service; and provide trial preparation space for the U.S. Attorneys’ Office and the Federal Public Defender. GSA awarded a design-build contract to Clark Construction Group and design partner Skidmore, Owings & Merrill, LLP (SOM) in December 2012. Their design, referred to as the “Cube” because of its shape, is a modern interpretation of classic tripartite design; that of base, body and cornice. It includes an innovative structural engineering concept that allows the cubic courthouse volume to appear to float over its stone base. Striving to achieve GSA Design Excellence, the courthouse’s serrated façade is designed to achieve a north to south orientation that will maximize daylight harvesting and views, while reducing the amount of energy needed to cool the building. The facility will boast a 225 kW combined cooling, heating and power system, and a 400 kW roof-mounted photovoltaic array that will produce 525,000 kWh annually. Additionally, the high efficiency building systems, water-efficient fixtures, and advanced irrigation systems will help the building meet its energy and water conservation goals. With these and other sustainability features, the new courthouse will not only conserve critical resources and protect our environment, but also realize energy cost savings for years to come.

Raytheon Awarded Contract for 3rd Visible Infrared Imager Radiometer Suite Key instrument for NOAA/NASA Joint Polar Satellite System to maintain continuity of weather monitoring data August 12, 2013

EL SEGUNDO, Calif. – Raytheon Company (NYSE: RTN) has received a contract from NASA to develop a Visible Infrared Imager Radiometer Suite for the National Oceanic and Atmospheric Administration's Joint Polar Satellite System-2 spacecraft. This is the third VIIRS unit Raytheon has been contracted to build. JPSS is a joint program of NOAA and NASA that provides critical observations to improve the accuracy of weather forecasting. Raytheon built the first VIIRS instrument for the JPSS-precursor Suomi NPP spacecraft, which was successfully launched into orbit in October 2011, and is building a second unit for the first JPSS spacecraft. "The meteorology community has expressed overwhelmingly positive feedback for the data VIIRS provides," said Bill Hart, vice president of Space Systems for Raytheon's Space and Airborne Systems business. "VIIRS has set new benchmarks in low light imagery and shown itself to be an indispensable tool in developing highly accurate, timely forecasts that are used to protect life and property during major weather events." VIIRS collects imagery in 22 spectral bands, allowing scientists to understand global weather and climate patterns in greater detail than ever before. Flying on the JPSS family of satellites, VIIRS will maintain the continuity of critical data records established with predecessor instruments such as the Moderate Resolution Imaging Spectroradiometer (MODIS) and the Seaviewing Wide Field-of-view Sensor (SeaWiFS), also developed by Raytheon. Construction of the JPSS-1 VIIRS instrument continues on track for delivery in 2014.

Abt Associates

Abt Associates Builds Mobile Friendly “Green Chemistry” Site for EPA August 10, 2013

EPA’s new “Green Chemistry” site, which was published by the environmental agency with web development support from Abt Associates, went live on Thursday, August 8, sporting a new design and shedding an outdated web template. The new website, which uses the Drupal Content Management System, is now mobile friendly and responsive to EPA’s staff who needed an uncomplicated means of creating content and managing the website. “This was an exciting project because we were given a chance to improve the site by giving it a cleaner and more effective design,” said Lisa Mayo, senior communications specialist in Abt’s Environment & Resources Division. Mayo, who oversaw the project, said this was the first complete site Abt has built for EPA using Drupal. EPA’s Green Chemistry site provides industrial practitioners, educators, and consumers with information concerning the design of chemical products and processes that reduce or eliminate the use or generation of hazardous substances.

FDA

FDA Awards Contract To Develop New Technology to Test Radiation Countermeasures August 12, 2013

The U.S. Food and Drug Administration has awarded a $5.6 million contract to Harvard University’s Wyss Institute for Biologically Inspired Engineering to apply its breakthrough organs-on-chips technology to assess medical countermeasures for treating acute radiation syndrome (ARS), also known as radiation sickness. Organs-on-chips are microchips that mimic the functions of and tissue structures present in living organs, such as the lung, heart and intestine. The technology replicates the interactions between the living tissues within human organs on chips the size of a thumb drive. Under the contract, Wyss Institute scientists will develop models of radiation damage in lung, gut and bone marrow organs-on-chips and then use these models to test candidate medical countermeasures. “Organs-on-chips technology represents the kind of transformational change in the way products are evaluated that is critical to advancing regulatory science, the science underpinning all FDA regulatory decisions,” said Luciana Borio, M.D., the FDA’s assistant commissioner for counterterrorism policy. “It holds enormous promise for improving our understanding of new medical countermeasures, particularly when it is unethical or unfeasible to conduct efficacy studies in humans; and when available animal models have limited use in accurately predicting human response.” The FDA plays a critical role in protecting the United States from chemical, biological, radiological, nuclear, and emerging infectious disease threats. FDA’s responsibility is to ensure that medical countermeasures—such as drugs, vaccines, and diagnostic tests—to counter these threats are safe, effective, and secure.

New Study Reveals Federal Green Buildings Best Practices August 13, 2013

The U.S. General Services Administration (GSA) is committed to creating a more sustainable government. GSA recently completed a five-year research project that looked at how to reduce operating costs and carbon emissions as well as improve energy and water performance in the federal government’s green buildings. The report, “Living in a High-Performance Building: The Story of EPA’s Region 8 Headquarters,” has details on one of the most extensively studied federal buildings in the country — the regional headquarters of the Environmental Protection Agency in downtown Denver, Colorado. Academics, scientists, and private sector experts, worked together to assess the Wynkoop Building’s water performance, data center energy use, underfloor air distribution effectiveness, daylight effectiveness, thermal comfort air quality, occupant experience, workplace functionality, and green roof applications for the Denver climate. The study reveals how technologies and approaches are working at different stages of the building life cycle. Serving as research learning laboratories, the evaluation of these federal facilities helps to advance the understanding of high performance green buildings. For example, energy analysis showed that desktop equipment contributed significantly to building energy use. An experiment on different ways to reduce desktop energy showed that the most effective method was to automatically shut down computers and other equipment when they were not being used. This method was more effective than an information campaign urging workers to turn off devices or a competition among workers who received feedback on their group’s performance compared to other groups. Operating costs for the building are 43 percent below the industry baseline and carbon emissions 50 percent below industry baseline. The building features the first planted roof in the City of Denver, which is just one of its many green features.

GSA

US Federal Contractor Registration: GSA Releases ‘The IT Solutions Navigator’ GSA released the IT Solutions Navigator, their brand new procurement online portal designed to specialize in IT based purchasing. August 14, 2013

Orlando, FL – This past week, the General Services Administration (GSA) released the IT Solutions Navigator, their brand new procurement online portal designed to specialize in IT based purchasing. The portal will also have a feature where vendors can ‘chat‘ online with customer service representatives, as provided by the GSA. Mary Davie, assistant commissioner for the Office of Integrated Technology Services at GSA stated, “The agency developed the portal in response to customer challenges finding the right way to purchase IT products and services. Our goal is to make acquiring IT through GSA easy. The IT Solutions Navigator takes a lot of the guesswork out of the process and gets us closer to that goal.” Every business must be properly registered in System for Award Management in order to start bidding and using the GSA’s IT Solution Navigator. In order for businesses to participate in government contracting, federal acquisition regulations require that they first register in the System for Award Management, or SAM. This database of federal contractors replaced the now defunct Central Contractor Registration and Online Representations and Certifications Application systems in July of 2012. Users who were previously registered with CCR and ORCA must migrate their registration to SAM in order to remain eligible for federal contract and grant awards; businesses new to government contracting must complete their new registration with SAM. Every vendor’s SAM registration must be complete and accurate in order to be valid. Missing or incorrect information can lead to problems and delays when competing for contracts. A single typo in SAM can be the difference between success and failure. Unfortunately, SAM registration is like many other government systems – complicated and time consuming. Between learning how to complete registration and the actual registration process itself, it can take weeks before a new contractor is even eligible to place their first bid.

Harris Corporation

Harris Corporation Awarded $150 Million Contract for FAA's NextGen Data Communications Program Harris network will support digital data communications between controllers and flight crews. August 15, 2013

MELBOURNE, Florida — Harris Corporation (NYSE:HRS), has received authorization from the Federal Aviation Administration to begin work on the seven-year, $150 million Data Communications Network Services (DCNS) element of its Data Communications Integrated Services (DCIS) program. DCNS will help to transition U.S. air traffic control from primarily analog voice communications to digital data connectivity — significantly increasing the efficiency and safety of the nation's air traffic control system. Under DCNS, Harris will provide the terrestrial circuits and very high frequency data links that connect ground-based air traffic controllers and airborne flight crews. This will enable air traffic controllers and pilots to communicate more effectively by supplementing traditional voice communications with data to enhance departure clearances, weather route, and other air traffic procedures. These enhanced procedures will save fuel, reduce flight times, and increase air traffic capacity. Harris DCNS partners include ARINC, SITA, and Thales. The DCNS tasks will be performed under the $331 million Data Communications Integrated Services contract, which was awarded to Harris in September 2012. Under that contract, the company is helping the FAA to integrate its end-to-end data communications system. "DCNS is a critical next step in advancing the nation's aviation system into the digital era," said John O'Sullivan, vice president, NextGen Initiatives, Civil Programs, Harris Government Communications Systems. "The National Air Space primarily uses analog voice communications for air traffic control. DCNS will enable the FAA to begin a successful, early transition to comprehensive, digital data connectivity."

USA.gov Redesign Improves User Experience, Saves Dollars August 15, 2013

GSA continues to lead through innovation with the embrace of responsive web design on USA.gov and GobiernoUSA.gov. This new responsive design on the USA.gov and Spanishlanguage GobiernoUSA.gov web sites will improve how users access government information anytime, anywhere and on any device. As the public increasingly adopts mobile devices to access the web, the new responsive design for USA.gov and GobiernoUSA.gov will work with all platforms (smart phones, tablets, computers) and resolutions to optimize the customer experience. So, the same high-quality content will better fit smaller devices. This all means the public can access key, trusted government information at their fingertips wherever they are and whenever they want it. This responsive design is part of the federal government’s ongoing effort to make information more accessible to all Americans. It’s in line with the Administration’s Digital Government Strategy, an effort to transform public-facing government services in line with 21st century expectations. The new responsive design also adheres to Section 508 of the Rehabilitation Act, which ensures access to government information for people with disabilities. Responsive design also represents a significant cost savings to the government since the content is developed and maintained once and optimally displayed in all devices. Dept. of the Interior Selects Verizon for $10 Billion, 10-Year Cloud-Hosting Contract Vehicle August 16, 2013

NEW YORK – The U.S. Department of the Interior has selected Verizon to participate in a $10 billion, 10-year contract to provide cloud and hosting services. This is potentially one of Verizon’s largest federal cloud contracts to date. Verizon is one of 10 companies that will compete to offer cloud-based storage, secure file transfer, virtual machine, and database, Web, and development and test environment hosting services. The company is also one of four selected to offer SAP application hosting services. Each of the 10 agreements awarded under the Foundation Cloud Hosting Services contract has a potential maximum value of $1 billion. A key component of the department’s IT Transformation initiative, the Foundation Cloud Hosting Services contract has an initial three-year term that can be extended through April 2023. The contract is an essential pillar of the department’s multiyear transformative initiative, which is expected to produce savings of $100 million a year from 2016 through 2020. The contract will enable the Department of the Interior to modernize the way it manages applications and stores data, and control costs through a reduction of its data center footprint. The services covered by the contract will be available to all nine of the department’s technical bureaus and seven administrative offices covering more than 2,400 locations and 70,000 employees. The department also expects that other federal departments and agencies will use the contract to purchase cloud services.

GSA Makes the Way for Cybersecurity BPAs for Government Agencies August 16, 2013

In a world where technology changes the way we live and work nearly every day, ensuring that our government’s IT networks are secure is one of the our most important priorities. Earlier this week, the U.S. General Services Administration (GSA) assisted the U.S. Department of Homeland Security (DHS), in reaching blanket purchase agreements (BPAs) with 17 contract teams to provide Continuous Diagnostics and Mitigation (CDM) cybersecurity products and services to agencies at every level of government throughout the country. These BPAs will be managed through the Federal Systems Integration and Management Center (FEDSIM), an Assisted Acquisition Services and within the Federal Acquisition Service of GSA. This is an example of the kind of critical services that GSA offers our partners by leveraging the scale and the scope of the federal government. GSA is able to provide comprehensive services to our partner agencies, pooling their needs and resources to achieve better prices and greater savings. The CDM program will help defend government IT networks from cybersecurity threats by providing continuous monitoring sensors, diagnosis, mitigation tools and Continuous Monitoring as a Service (CMaaS) to strengthen government network security. GSA will work with DHS to oversee procurement, operation and maintenance of the electronic diagnostic sensors that will be used to detect cyber intrusions, as well as the collection and analysis of data. A reporting mechanism similar to those used by the Federal Strategic Sourcing Initiative was built into the BPAs, with quarterly reporting of sales, to track usage and to ensure volume discounts are achieved by all users of the BPAs over the life of the Program. Customers can order directly from the BPAs with approval from the GSA contracting officer. GSA will also assist our partner agencies in ordering against these agreements. GSA is proud of the value and services we provide the federal government and across the nation. These BPAs are in a position to offer significant savings and we look forward to finding new ways to help our partners throughout the government.

City Pair Program Saves Billions for Federal Agencies Travel program leverages government buying power to save over $2B annually August 16, 2013

WASHINGTON — The U.S. General Services Administration announced the award of its cost-saving air travel contracts for 2014, which will save taxpayers approximately $2.2 billion a year. Under GSA’s City Pair Program, airfare rates for the federal government’s official travel are pre-negotiated and offer up to 59 percent off of commercial airfare for the federal workforce. In addition to offering considerable discounts, the City Pair Program allows the federal government additional flexibility in how it books air travel. In 2014, the City Pair Program is expanding its reach, increasing available routes by 25 percent to more than 6,300 destinations. Average one-way ticket prices for domestic flights have dropped four percent and international rates have dropped seven percent. Additionally, non-stop flights have been expanded by 20 percent to 1,887 routes. For the upcoming year, the City Pair Program retained all of the same benefits which contribute to greater savings, beyond ticket cost, for government. The program gives federal travelers the flexibility to book one- way, multi-leg, and round-trip airfare at the lowest cost possible, while retaining the ability to adjust or cancel flights at no additional cost to the government. Another positive trend for federal travelers is that many secondary markets that were not awarded in 2013, because lower commercial fares were readily available, were awarded and will be available in 2014. Following the 2013 decision to not award the secondary markets, instead directing federal travelers to the lower commercially-available rates, the airlines came back to GSA with competitive pricing in those markets this year, allowing for travelers to book lowest rates and receive the benefits associated with booking through City Pairs. Ten major U.S. carriers were awarded contracts. The program also offers dual fare markets to provide flexibility for immediate travel and discounted fares for booking flights early. The 2014 rates will become effective October 1, 2013.

TeleCommunication Systems Introduces ESP™ Cyber Solutions for Public Safety Organizations Solution Tailors TCS' Cybersecurity Services Expertise; Based on Decades of Experience with 9-1-1 Infrastructure August 19, 2013

ANNAPOLIS, Md. and ANAHEIM, Calif. – TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a world leader in highly reliable and secure mobile communication technology, today introduced ESP™ Cyber Solutions for Public Safety, a security and protection portfolio developed by TCS' team of cyber intelligence and public safety technology experts to meet the specific needs of public safety organizations and the best practices of the industry's NG-SEC security guidelines. TCS is both a major contractor for cybersecurity training of defense and military personnel, and a leader in wireless, VoIP and next generation 9-1-1(NG9-1-1) technology. IP-Based Public Safety Infrastructure: As public safety answering points (PSAPs) transition to NG9-1-1, they move from the trusted and hardened telephony to the more open, IP-based infrastructure. New mechanisms for securing this critical infrastructure are needed to ensure network security and uninterrupted availability. Cyber Attacks Target PSAPs: According to the Department of Homeland Security, multiple jurisdictions report the increasing possibility of attacks targeting public sector IT systems. Dozens of attacks have targeted administrative PSAP lines, tying up systems from receiving legitimate calls. Similar attacks have occurred against police, ambulance and hospital communications. Federal Communications Commission (FCC) Working Groups: The FCC has established three working groups within the Communications, Security, Reliability and Interoperability Council (CSRIC) to specifically investigate cybersecurity issues and their impact on the nation's public safety and telecommunications infrastructure.

Centurylink To Accept $54 Million In Connect America Funds Company to bring broadband to 92,000 rural consumers August 20, 2013

WASHINGTON – CenturyLink, Inc. (NYSE: CTL) announced today that it will accept $54 million from the Federal Communications Commission's Connect America Fund (CAF) this year to bring broadband to more than 92,000 rural homes and businesses in unserved high-cost areas. When combined with its copayment, CenturyLink will invest more than $108 million over the next three years to bring broadband speeds of 4 Mbps downstream and 1 Mbps upstream to rural households and businesses in 33 of the 37 states where it offers residential broadband service. The company's investment of its own capital will exceed the amount of CAF phase I, round 2 funding it accepts. Earlier this year, close to 100 members of Congress from both parties urged the FCC to quickly distribute CAF phase I, round 2 money to bring broadband to more rural Americans. "We commend the FCC for its collective commitment to bringing the many benefits of highspeed Internet service to unserved high-cost areas of rural America," said Steve Davis, CenturyLink executive vice president for public policy and government relations. "CenturyLink is investing millions of dollars to deploy broadband to thousands of Americans who live in areas that would be cost prohibitive to serve without programs like the FCC's Connect America Fund." CenturyLink was eligible to receive $90 million in CAF phase I, round 2 money, but the FCC's market eligibility restrictions made further deployment uneconomic.

Federal Buildings Play Role in Saving Taxpayer Dollars GSA program rents federal buildings for major motion picture projects August 22, 2013

Lights. Camera. Action! Federal buildings have played an important role as the backdrop to some of your favorite television shows and movies. The General Services Administration, which manages real estate for the federal government, is using creative approaches to reinvest in our nation’s infrastructure. Through our Outleasing Program, GSA allows major motion pictures to be filmed, for a fee, in our federal office buildings, historic landmarks, and land ports of entry. In the past three years, the program has raised more than $500,000 to reinvest into the nation’s historic properties through maintenance and renovation efforts. Federal assets have been used for a number of popular films and TV shows. Netflix’s hit series “House of Cards” with Kevin Spacey filmed two seasons at the Baltimore U.S. Custom House. Meanwhile, the 80′s classic, “Ferris Bueller’s Day Off” was filmed at the Chicago Federal Building. The John Minor Wisdom U.S. Court of Appeals in New Orleans was featured in the Academy Award nominated “JFK”. In the past twenty five years, over fifty movies and television shows have used federal buildings during film production. Here’s how the program works. The film industry and the general public are able to use federal buildings through GSA’s Outleasing Program for federal space, which allows licenses for use of federal properties for a fee. Those who lease federal space pay for staff and utilities required, just as they would if leasing space from the private sector. Next time you grab a bucket of popcorn to watch a motion picture, pay close attention, our nation’s federal buildings are probably playing a major role. GSA will continue to find creative ways to save taxpayer dollars by leveraging its federal assets.

Small Modular Reactor Project Gets Additional Funding August 27, 2013

FREDERICK, MD — The U.S. Energy Department allocated an additional $20.5 million to support a new project to design, license, and help commercialize small modular reactors (SMR) in the United States. The award will support a project led by Babcock & Wilcox (B&W) in partnership with the Tennessee Valley Authority and Bechtel. “DOE’s continued support of SMR technology validates its potential as an important part in our nation’s clean energy mix,” said Greg Ashley, president of Bechtel’s nuclear power business line. “Although low natural gas prices are the subject of many recent media headlines, the benefits that SMRs provide— scalability, significant lower initial investment for owners than large reactors, improved safety— should not be overlooked.” An initial $79 million in funding was made available in April through DOE's Small Modular Reactor (SMR) Licensing Technical Support Program for the development and licensing of B&W's mPower™ technology. Generation mPower, a partnership between Bechtel and B&W, will provide licensing and engineering support for the project. About Bechtel: Bechtel is among the most respected engineering, project management, and construction companies in the world. We stand apart for our ability to get the job done right—no matter how big, how complex, or how remote. Bechtel operates through five global business units that specialize in civil infrastructure; power generation, communications, and transmission; mining and metals; oil, gas, and chemicals; and government services. Since its founding in 1898, Bechtel has worked on more than 22,000 projects in 140 countries on all seven continents. GSA Reverse Energy Auction Will Save $33M August 27, 2013

GSA’s reverse auctions help the agency fulfill its mission to deliver the best value and savings for the American taxpayer. When you’re bidding on the electricity used throughout Texas for the next five years, every penny matters. GSA’s Greater Southwest Region’s Energy & Acquisitions Support Branch used a reverse auction to provide the most cost-effective solution for purchasing electricity for GSA-owned and -operated buildings in the deregulated areas of Texas. In a reverse auction, sellers compete to win business from agencies; prices will typically decrease as the competitive auction progresses. GSA’s new reverse auction platform reduces federal agencies’ acquisition processing time and costs, drives prices and costs down, improves transparency and collection of data, and allows for small business set-asides. The deregulated Texas utility procurement was held in May, and because the Energy & Acquisitions Support Branch team was able to use GSA’s Reverse Auction App, it resulted in 50 percent renewable energy across the board, and an estimated savings of $33 million over five years.

Government Big Data Conference October 10: Washington, D.C. The amount of data used by organizations has been exploding -- 90% of the data in the world today has been created in the last two years alone, and much of it is unstructured. It's not just the amount of data that presents challenges; the types of data being collected are changing and coming from everywhere: sensors used to gather climate information, posts to social media sites, digital pictures and videos posted online, transaction records of online purchases, and from cell phone GPS signals to name a few. Analyzing large data sets -- or big data -- has become increasingly complex when needing to identify trends, combat crime, drive efficiency and quality, and reduce fraud and errors. Developing a Big Data plan can deliver many opportunities, but with these opportunities also come challenges, such as how to capture, store, manage, share, analyze, search and protect large amounts of data -- as well as having the right employee skills who can derive actionable insight from large amounts of data through analytical techniques and statistical analysis. Getting to Philadelphia via Airplane: Located only 7 miles from downtown Philadelphia, business travelers heading into the city typically arrive at the Philadelphia International Airport (PHL) – the only major airport serving the 5th largest metropolitan area in the United States. PHL boasts one of the nation's finest airport food, beverage and retail programs. Marketplace at the Airport, consisting of more than 160 national and local shops and restaurants offering food, beverages and merchandise at "street pricing," has won numerous industry awards for quality, diversity and innovation. Philadelphia International Airport was named "Airport with the Best Concession Management Team" in the Large Airport Division in the 2011 Airport Revenue News (ARN) Best Airport & Concessions Awards. Ground Transpiration: Like all major American cities, taxis are readily accessible throughout Philidelphia, and you can hail a cab on the street. At PHL, taxis services can be accessed at Zone 5 on the Commercial Transportation Roadway. All Taxi rates are based per trip, not per person. There is a $10.00 minimum fare from the Airport to any destination. Taking a taxi to the City Center costs approximately $29. Most taxis can accommodate up to 3 passengers. In some cases certain vehicle types can accommodate 4 passengers. If you'd rather rent a car, there are a number of car rental agencies throughout Center City. If you are a member of Zipcars, you will find many locations within the city where you can pick up a car. Philly Carshare is another company that allows members to borrow cars on an hourly basis. Public Transportation: Philadelphia has a great public transportation system. As the 6th largest public transit system in the country, SEPTA operates all of the five major types of transit vehicles: regional (commuter) rail trains, "heavy" rapid transit (subway/elevated) trains, light rail vehicles (trolleys), electric trolleybuses and motor buses. It recently added hybrid buses to its fleet. The easiest and least expensive way to travel from the Philadelphia airport to downtown is via SEPTA Airport Line Regional Rail train. For $7.00/person, you can board a train at several airport terminal stops, and ride the Airport line directly into downtown Philadelphia. The train makes 4 stops: University City, 30th Street Station, Suburban Station, and Market East. Other helpful SEPTA routes to know include the Phlash tourist bus that operates seasonally providing access to all the main tourist sites and the Broad Street line serving the stadium area. For more information on schedules and routes, visit www.septa.org.

Weather: Like many cities on the east coast, the weather is dictated by the season. Philadelphia is cold in the winter, with January and February being the coldest. Temperatures can drop to below freezing, and wintertime in Philadelphia brings snow. With an average of 21 inches of snowfall, it is important to bring rain boots, overcoats, hats, and gloves. During the spring, as well as the fall, the weather is mild and pleasant, with warm weather during the days and cooler nights. If you're visiting during either of these season, it is best to wear layers. Once June rolls around, though, temperatures in Philadelphia start to rise. It is hot and humid in the summer, and daytime temperatures may reach 85 degrees. It is not uncommon for thunderstorms to occur at the end of summer, so take an umbrella just in case.

Off the Clock Philadelphia Museum of Art Renowned as one of the largest museums in the United States, the Philadelphia Museum of Art is as much a historical landmark as the Liberty Bell. It is home to a collection of 300,000 works of art spanning 2,000 years. The Museum presents more than 25 exhibitions each year, ranging from comprehensive single-artist retrospectives to historical surveys to focused presentations that explore specific topics. Works of art from the Museum's collections, many not regularly on view, as well as masterpieces on loan from museums worldwide are featured in these installations. Additionally, the Museum’s galleries beckon with treasures from all corners of the globe, boasting works of art from preantiquity to the present day. So whether you’re searching for quiet contemplation or visual stimulation, whether you want to visit a favorite collection or discover a brand new installation, the Museum offers over 200 galleries for you to explore and enjoy. G Lounge Joining Philly's flourishing night scene in 2008, the G Lounge prides itself on being Philadelphia's premiere ultra lounge. The upscale nightspot is beautifully decorated with sull LED screens to create a sleek atmosphere. Two bars are situated on either ends of the club, so the drinks are never far. G Lounge specializes in mixed drinks, ranging from The G (fresh berry-infused Finlandia Vodka, fresh lemon juice and powdered sugar, topped with Champagne) to Pure Joy (Citrus Vodka, Marie Brizard Creme de Cassis, fresh lemon, Grand Marnier, marinated berries, Champagne). Hop Sing Laundromat For visitors looking to experience all that Philadelphia's night scene has to offer, head over to Chinatown – yes, Chinatown – and stop by Hop Sing Laundromat. Complete with a nondescript exterior, a strictly-enforced “no sneakers” rule, and an intimidating bouncer, HSL has become an underground hotspot for locals who enjoy an excellent drink. Reminiscent of 18th century lounges, HSL's walls are lined with books, old framed liquor licenses, and oil paintings. The dimly lit and sparsely furnished lounge provides an intimate space where patrons can enjoy the finest liquor. Last year, HSL unveiled the deepest and most expensive well liquor selection of any craft cocktail bar in the U.S., serving up libations such as Glenlivet 15 Year Old Single Malt, Patron Tequila, El Dorado 15 Year Old Special Reserve Rum, and Pierre Ferrand Cognac. Explore America's History If you're off the clock, take advantage of Philadelphia's rich history and explore the Independence National Historical Park. Independence National Park preserves the story of the birth of American democracy and stands as an icon of freedom for people around the world. Spanning over 55 acres of Philadelphia, the park maintains resources associated with the establishment of the United States, including the site at which the Declaration of Independence, the Articles of Confederation, and the U.S. Constitution were debated and signed. The park also encompasses the home of Benjamin Franklin and the First and Second Banks of the United States. Most notably, the park manages and displays one of the country's best-known and most enduring symbols of freedom and liberty: the Liberty Bell. The Independence Visitor Center is located at the corner of 6th and Market Streets in Old City, Philadelphia. The park is located in Old City, within walking distance to numerous art galleries, museums and other attractions.

The memories of James Bowie, David Crockett, and William B. Travis are as powerful today as when the Texan Army under Sam Houston shouted "Remember the Alamo!" as it routed Santa Anna at the battle of San Jacinto on April 21, 1836.
