New Provisions in NDAA Expand Opportunities for Small Businesses in the Federal Market January 14, 2014

Orlando, FL – Many opportunities have already existed for small businesses through Simplified Acquisition Procedures (SAP), thanks to provisions in the Federal Acquisition Regulations (FAR). Under SAP rules, federal purchases under a $150,000 must be set aside for small businesses according to the rule of two. However, if the purchasing officer cannot identify two viable small businesses, this purchase may instead go to a large business.

The new 2014 National Defense Authorization Act (NDAA) also contains two important changes to increase subcontracting opportunities for small businesses. The first change now expands subcontracting goals for large prime contractors to include second tier small business subcontractors. Previously, only first tier subcontractors were counted when considering the prime contractor’s small business subcontracting plan. The second change clarifies conflicting rules between the Small Business Act and NDAA concerning the amount of work small prime contractors may subcontract out to large companies. This clarification is expected to help make it easier for small businesses to understand federal contracting regulations and therefore increase participation by small firms.

Even though SAP and subcontracting opportunities only make up a small percentage of all federal spending, that “small” percentage adds up. According to the Federal Procurement Data System, SAP purchases in fiscal year 2013 added up to over $14 billion in spending.

Whether small businesses choose to pursue SAP or subcontracting opportunities, the key to accessing these opportunities is an aggressive marketing strategy. Unlike more complicated and formal contracting vehicles, these opportunities are not always advertised on FBO.gov.

According to the Federal Acquisition Regulations, any contracting opportunities under $25,000 in value do not need to be publically advertised on FBO and are federally mandated to be reserved for small businesses – unless the purchasing officer is unable to locate at least two qualified and responsive small firms to participate.

Boeing Finds Significant Potential in "Green Diesel" as a Sustainable Jet Fuel  

Price-competitive, biofuel reduces CO2 emissions Current fuel for trucks could supply 1 percent of global jet fuel demand

SEATTLE — Boeing [NYSE: BA] has identified "green diesel," a renewable fuel used in ground transportation, as a significant new source of sustainable aviation biofuel that emits at least 50 percent less carbon dioxide than fossil fuel over its lifecycle. The company is working with the U.S. Federal Aviation Administration and other stakeholders to gain approval for aircraft to fly on green diesel, further reducing the aviation industry's carbon emissions.

Boeing researchers performed analysis that found green diesel, which is made from oils and fats, to be chemically similar to today's aviation biofuel. If approved, the fuel could be blended directly with traditional jet fuel.

"Green diesel approval would be a major breakthrough in the availability of competitively priced, sustainable aviation fuel," said Dr.James Kinder, a Technical Fellow in Boeing Commercial Airplanes Propulsion Systems Division. "We are collaborating with our industry partners and the aviation community to move this innovative solution forward and reduce the industry's reliance on fossil fuel."

Significant green diesel production capacity already exists in the U.S., Europe and Singapore that could supply as much as 1 percent - about 600 million gallons - of global commercial jet fuel demand. The wholesale cost – about $3 a gallon with U.S. government incentives – is competitive with petroleum jet fuel.

Boeing, the F.A.A., engine manufacturers, green diesel producers and others are now compiling a detailed research report that will be submitted to key stakeholders in the fuel approvals process.

Lockheed Martin Completes Critical Milestone To Upgrade Navy’s Electronic Warfare Defenses January 14, 2013

SYRACUSE, N.Y. – Lockheed Martin recently completed a milestone test on the U.S. Navy’s evolutionary Surface Electronic Warfare Improvement Program (SEWIP) Block 2 system.

This test further validated the system’s ability to protect the Navy’s fleet from evolving anti-ship missile threats.

Under SEWIP Block 2, Lockheed Martin will upgrade the AN/SLQ-32(V)2 system found on all U.S. aircraft carriers, cruisers, destroyers and other warships with key capabilities to determine if adversaries are using electronic sensors to track the ship.

Block 2 obtained a Milestone C decision in January 2013, after which the system began 11 months of land-based testing in preparation for installation on a Navy warship. This test, which successfully completed earlier this month, demonstrated the maturity of the open architecture electronic warfare system by performing full system operation in multiple scenarios.

“We are very proud of the effort the SEWIP team has put into achieving these successes,” said Joseph Ottaviano, director of surface electronic warfare at Lockheed Martin’s Mission Systems and Training division. “Milestone C is a critical step towards delivering these next generation systems to the Fleet, and we are extremely pleased with the progress and results.”

Block 2 is the latest in an evolutionary succession of improvement “blocks” the Navy is pursuing for its shipboard electronic warfare system, which will incrementally add new technologies and functional capabilities. The Navy competitively awarded Lockheed Martin a contract in 2009 to develop SEWIP Block 2 to upgrade the passive detection capabilities of the current SLQ-32 systems. The company recently completed shore-based testing in preparation for ship installation.

Work on the SEWIP program is performed at the company’s Syracuse, N.Y. facility, which houses a new electronic warfare system test facility that simulates the complex environment submarines, surface ships and aircraft could operate in. By performing testing prior to delivery, the company is able to reduce risk and lower costs for the SEWIP program.

Northrop Grumman Unveils Advanced Pulse Generation Technology With Direct Digital Synthesis for Next Generation Advanced Threats January 13, 2014

BUFFALO, N.Y. – Northrop Grumman Corporation has finished detailed performance testing on its Advanced Pulse Generator (APG), which represents the next technology evolution for the company's Combat Electromagnetic Environment Simulator (CEESIM) product that is used to test and validate the performance of electronic warfare equipment.

The APG utilizes high speed direct digital synthesizer (DDS) technology to generate radio frequency (RF) waveforms. This DDS-based capability offers industry-leading RF performance and brings significant advantages to the user, including higher modulation sample rates, wider bandwidth intrapulse modulation, higher precision and resolution, and reduced calibration time. The capability also helps reduce RF part count, which leads to reduced cost and increased system reliability.

The APG is an affordable solution that keeps testing capability ahead of next generation receiver test requirements and can be included in new simulator designs or back-fit into any existing CEESIM simulators as an upgrade. The APG is designed with open architecture modularity and flexibility, making it directly adaptable for use in laboratory, anechoic chamber and range applications.

Boeing Transmits Protected Government Signal Through Military Satellite New technology has transmitted on wideband and commercial satellite platforms January 13, 2014

EL SEGUNDO, Calif. – Boeing [NYSE: BA] has applied new anti-jamming technology to an existing military satellite for the first time, expanding the military's potential to access secure communications more affordably.

In the test conducted Dec. 15, Boeing successfully sent a government-developed, protected signal through the sixth Wideband Global SATCOM (WGS-6) satellite. Engineers confirmed that the signal met all targets for accuracy and strength. The demonstration follows a successful transmission of data over the ViaSat-1 commercial satellite in July, showing that the technology offers an affordable option for enhancing anti-jam communications using existing commercial and U.S. government satellites and terminals.

"This technology boosts the ability of warfighters to send protected information without enemy data interference by using currently available satellites that do not have anti-jamming technology of their own," said Craig Cooning, vice president and general manager of Boeing Space & Intelligence Systems. "The two demonstrations show the technology is flexible and able to be quickly deployed at a much lower cost than building a new satellite."

For both tests, the signal was sent using a commercial modem that ViaSat modified with antijamming features. Boeing plans to continue to develop and test the technology for compatibility with other terminals and systems in 2014.

Rockwell Collins Names Craig Olson VP and General Manager, Business and Regional Systems January 7, 2014

CEDAR RAPIDS, Iowa – Rockwell Collins has named Craig Olson vice president and general manager, Business and Regional Systems.

He succeeds Jeff Standerski, who was recently named senior vice president, Information Management Services. Olson will report to Kent Statler, executive vice president and chief operating officer, Commercial Systems for Rockwell Collins.

"With more than 15 new Pro Line Fusion®-equipped aircraft entering into service over the next five years, Craig’s proven technical, strategy and program management acumen in the global marketplace, along with his strong focus on the customer, makes him a great fit for his new role," said Statler.

Olson has more than 27 years of service with Rockwell Collins, and has held multiple leadership positions, including his previous role as senior director and site leader of Rockwell Collins’ Head-up Guidance Systems business, based in Wilsonville, Ore. He earned Bachelor of Science degrees in Mathematics and Electrical Engineering from the University of North Dakota, and a Masters of Business Administration degree from The University of Iowa.

BAE Systems announced the appointment of Jerry DeMuro as president and CEO of BAE Systems, Inc., effective February 1. He succeeds Linda P. Hudson, who in August 2013 announced her intention to retire from the company in 2014 He will be appointed as an executive director of BAE Systems plc and will serve on BAE Systems’ Executive Committee, as well as on the board of BAE Systems, Inc. DeMuro will report to Ian King, chief executive of BAE Systems plc, and Michael Chertoff, chairman of the board for BAE Systems, Inc. DeMuro joins the company with more than 36 years’ experience within the national security, technology and aerospace industry. Most recently he served as executive vice president and corporate vice president of the more than $10 billion, 44,000-employee Information Systems and Technology group at General Dynamics, leading a diverse portfolio focused on secure mobile communication systems, information technology solutions and mission support services, and intelligence, surveillance and reconnaissance systems. Prior to his appointment as executive vice president and corporate vice president, he held a number of critical senior leadership positions since joining the company through an acquisition in 1999. Earlier in his career, he spent almost a decade as an acquisition official at the U.S. Department of Defense.

L-3 Acquires Mustang Technology Group, L.P. Adds New Precision Engagement and Unmanned Systems Capabilities and Product Lines December 19, 2013

NEW YORK – L-3 Communications (NYSE:LLL) announced effective today, that it has acquired Mustang Technology Group, L.P. The business, now named L-3 Mustang Technology, develops and manufactures radar-based sensors and systems used in precision-guided weapons, electronic warfare, unmanned systems and other military applications.

Headquartered in Plano, Texas, L-3 Mustang employs approximately 115 people and its products are used by the U.S. military, government agencies and prime contractors. The business is expected to generate $36 million in sales for the year ending December 31, 2013.

BAE Systems Awarded Prime Position on Dept. of Homeland Security IT Services Contract Vehicle January 16, 2014

ARLINGTON, Va. – The U.S. Department of Homeland Security (DHS) has awarded BAE Systems a prime position on the Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) contract. BAE Systems is one of fifteen primes awarded under the unrestricted track of Functional Category 1 and may compete to provide systems, software, and other IT services and support.

Under the contract, BAE Systems experts will compete to provide a full range of services and solutions to develop, implement, and maintain technologies that directly support DHS’s mission and daily business functions. General Dynamics Receives $15M Navy Award for Common Missile Compartment Development January 14, 2013

GROTON, Conn. - The U.S Navy has awarded General Dynamics Electric Boat a $15 million contract modification to continue development of the Common Missile Compartment for the Ohio replacement submarine and the United Kingdom's Successor ballistic-missile submarine.

Electric Boat is a wholly owned subsidiary of General Dynamics (NYSE: GD).

Electric Boat will procure long-lead-time material for the Common Missile Compartment's integrated missile-tube and hull. Initially awarded in December 2012, the five-year, $1.85 billion contract calls for Electric Boat to perform research and development work for the Navy's nextgeneration ballistic-missile submarine, which is scheduled to begin construction in 2021. The potential value of the overall contract is $2.3 billion.

This work will engage Electric Boat's engineering and design organization, which comprises more than 4,000 employees. Possessing proven technical capabilities, these employees work on all facets of the submarine lifecycle from concept formulation and design through construction, maintenance and modernization, and eventually to inactivation and disposal.

CACI Awarded $45 Million to Provide Operation and Maintenance for FBI Financial Systems January 14, 2014

ARLINGTON, Va. – CACI International Inc (NYSE:CACI) announced today that it was awarded a $45 million prime contract in the first quarter of its fiscal year 2014, which ended September 30, 2013, by the Federal Bureau of Investigation (FBI) Finance Division (FD) to provide operation and maintenance for the Bureau’s financial and procurement management systems. Awarded under the FBI Triple S contract vehicle, which supports a full portfolio of information technology supplies and support services, this four-year (one base year plus three option years) task order contract is new business for CACI and further expands CACI’s presence in its highgrowth Business System Solutions market area.

The FBI FD is responsible for the overall coordination and administration of the FBI’s budgetary and fiscal matters, financial planning, voucher and payroll matters, and property and procurement activities. These essential financial management products and services support the FBI’s criminal investigative, national security, counterterrorism, and law enforcement support missions.

Under the terms of the contract, CACI will provide operation and maintenance support for all FBI financial and procurement management systems. Moreover, if all contract options are exercised, CACI will be tasked with supporting asset management and help desk services for the FBI, as well as additional financial and procurement management systems for other Department of Justice agencies. CACI has a strong track record of successfully implementing business systems solutions in all primary functional domains for multiple federal agencies.

Lockheed Martin Awarded $103 Million Contract to Produce Automated Test Systems for U.S. Navy January 13, 2014

ORLANDO – The U.S. Navy has awarded Lockheed Martin a contract for new automated test systems to increase aircraft mission readiness.

The $103 million award authorizes two low rate initial production options for the first 36 electronic Consolidated Automated Support System (eCASS) stations and associated support equipment. Sailors and Marines will use eCASS to troubleshoot and repair aircraft assemblies at sea or ashore, allowing them to return equipment to readiness status quickly and efficiently. “eCASS will be the workhorse for avionics repair across the Naval Aviation Enterprise,” said Chris Giggey, deputy program manager for Automatic Test Systems, of the U.S. Navy’s Naval Air Systems Command’s Aviation Support Equipment Program Office (PMA-260). “This system provides us with capabilities critical to support of naval aircraft and gives us the ability to launch combat-ready aircraft from carriers anytime and anywhere in support of the nation.” eCASS will replace the current CASS test equipment originally fielded in the early 1990s. CASS is the Navy’s standard automatic test equipment family supporting electronics on naval aircraft. “eCASS runs 20 percent faster, is even more reliable, and is highly compatible with legacy CASS stations,” said Randy Core, director of Enterprise Test Solutions at Lockheed Martin Mission Systems and Training. “This speed and reliability will ultimately help the Navy increase aircraft availability.”

The first eCASS station will be delivered in November 2014. eCASS will support all the aircraft in the Navy’s fleet and is extendable to new weapons systems, including the F-35 Lightning II.

Raytheon Receives $156 Million SM-3 Contract January 13, 2014

TUCSON, Ariz. – The Missile Defense Agency awarded Raytheon Company (NYSE: RTN) an undefinitized contract action (UCA) valued at $156 million for the procurement of Standard Missile-3 Block IB guided missiles.

The SM-3 missile is designed to destroy incoming short-, medium-, and intermediate-range ballistic missile threats by colliding with them in space, a concept sometimes described as "hitting a bullet with a bullet." More than 155 SM-3s have been delivered to the U.S. and Japan.

The SM-3 Block IB will be deployed at sea and on land.

Fiscal year 2014 Defense wide procurement funds will be used to fund this effort; the work will be performed in Tucson, Ariz., and Huntsville, Ala., through September 2016.

Getting to Arlington via Airplane: Although the city of Arlington has a Municipal Airport four miles south of the central business district, it is a general aviation “reliever� airport with only about 300 aircraft. Most business travelers heading to Arlington arrive through the Dallas/Fort Worth (DFW) International Airport. The DFW is the third busiest airline hub in the world and is located about 12 miles north of Arlington on Hwy 360.

Ground Transpiration: To get into the city, visitors can rent a car or take a taxi. Arlington is one of the few major cities in America that does not have a public transportation system. Taxi service at the DFW International Airport is available on the the upper level of Terminals A, B, C and E, and on the lower level of Terminal D. The approximate fare to Arlington City Hall from the airport is $33.00.

Rental cars are also available at the south entrance of the DFW Airport. At the baggage collection area, follow the Rental Car signs to the designated pick-up area on the lower level of the terminal. Then hop on the Rental Cars shuttle that runs every 5 minutes, 24 hours a day to arrive at the Rental Car Center in just 10 minutes. It's a 15-20 minute drive to get into the city by cruising South on Hwy 360.

Weather: The weather in Arlington varies throughout the year, depending on the season. Beginning from June to September, the temperatures climb well into the 90s, so pack light-weight clothing. Arlington's cold season starts in late November and goes til late February with the av erage daily highs in the 50s and the average lows dipping to the 30s. Be sure to bring jackets and long pants during the winter.

Off the Clock: Ballpark at Arlington: For a complete Arlington experience, don't forget to head over to the Ballpark at Arlington, home to the beloved Texas Rangers. It is close to the freeway and is just a 10 minute taxi ride to the convention center and only three miles away from downtown San Diego. The airport is serviced by all major airlines, and many other domestic and international carriers. The terminals are easy to navigate and rarely crowded. A taxis and shuttles can be found at the island outposts outside of each terminal.

Many hotels offer a free shuttle service, so be sure to ask your concierge. For car rentals, the airport is served by all major car rental agencies. Courtesy phones are located near the baggage claim areas of Terminals 1 and 2.

Public Transportation: The San Diego Trolley light rail system is the easiest way to get in and around the city. The iconic red trolley operates seven days a week from 5:00 AM to midnight and runs every 15 minutes. It provides transportation from key locations downtown, including the Santa Fe Depot and the San Diego Convention Center, crossing through downtown and out to various locations like Old Town and Mission Valley. Trolley fares are based on trip distance.

Ground Transpiration: Taxis are another convenient way to get around San Diego. Taxicab stands are located at the airport, most hotels, attractions and shopping centers. A good three mile ride can cost anywhere from $12-$15, including tip. If you are traveling from the airport, they will also add $1.50 to your final total. Depending on the traffic, expect to pay between $15 to $20 for the 5-10 minute taxi ride from the San Diego International Airport to the downtown region.

Weather: San Diego enjoys very mild climate year round, with an average daily temperature of 70 degrees. Days are typically warm and evenings are pleasantly cool. This holds true during the winter, where the average high in January is 65 degrees and the low is 48 degrees. In the summer, temperatures rise a little. The high in July is 76 degrees and the low is 65 degrees, so bring a light jacket, shorts, and sunglasses.
