San Marcos Unified School District Granted $4.1 Million for Prop 39 Energy Efficiency Upgrade Projects April 2, 2015 DALLAS -- Schneider Electric, a global specialist in energy management, today announced that the California Energy Commission has approved a Proposition 39 Energy Expenditure Plan with the San Marcos Unified School District to implement energy efficiency upgrades. The district is anticipated to receive up to $4.1 million over the next four years that will be used for a variety of energy efficiency and renewable energy projects including heating, ventilation, air conditioning (HVAC) replacements, energy management system optimization, LED lighting and photovoltaic systems.

San Marcos Unified School District’s Energy Expenditure Plan is the second largest plan approved in San Diego County to date.

The project will also have a significant impact on the district’s facilities, spanning to 18 of the campus sites – one of the highest number of sites represented in approved Energy Expenditure Plans statewide. When fully implemented, these energy efficiency and renewable energy measures will deliver more than 1 million kWh annually in energy savings.

“We are excited that San Marcos Unified School District will be able to utilize these grant funds to improve the sustainable quality of our facilities while also reducing overall district expenditures and life-cycle costs,” said San Marcos Unified School District Executive Director of Facilities Khary Knowles. “The district team and Schneider Electric worked collaboratively and expeditiously to get a plan in place that will be constructed in various phases. The savings we expect to realize through the approved plan will help us achieve our vision of unparalleled educational and sustainable environments through cost effective solutions.”

Online Tools and Resources Available to Help States Use Health IT to Improve Health Care Quality and Lower Cost April 2, 2015 The Office of the National Coordinator for Health Information Technology (ONC) announced today the availability of online tools and resources designed to help states participating in the State Innovation Models initiative improve health care quality and lower costs.

The State Innovation Models initiative supports states in planning or implementing a customized, fully developed proposal capable of creating statewide health transformation to improve health care, focusing on Medicare, Medicaid, and Children’s Health Insurance Program beneficiaries. This new initiative is part of the U.S. Department of Health and Human Services effort to achieve better care, smarter spending of health dollars, and healthier people.

With the support of $665 million in awards, over half of states (34 states and 3 territories, and the District of Columbia), representing nearly two-thirds of the population are participating in the initiative.

As part of an agreement with Centers for Medicare & Medicaid Services (CMS), which funds the State Innovation Models initiative, ONC has developed tools and resources to help leverage existing health IT infrastructure and tools being used by state Medicaid systems and health care providers. These include resources that can help states and health care providers use health IT tools to manage an individual’s care for both their primary care and behavioral health needs, ensuring the individual is getting the right care, at the right time, and at the right place. Many of these tools and resources, accessible at www.HealthIT.gov, will also be available to states that are not participating in the State Innovation Models initiative.

“These online resources are part of an overall effort to advance of goals of better care, smarter spending, and, ultimately, healthier people,” said Karen DeSalvo, M.D., M.P.H., M.Sc., national coordinator for health IT. “We are focused on supporting states and partners in developing innovative ways to pay for health care, providing tools and resources to support change, and making more information available to consumer and patients to enable them to make the right decisions – at the right time – to improve health and care.”

Three More Nebraska Counties Begin ERecording April 3, 2015 KEARNEY COUNTY, NB -- Recording customers in Arthur, Kearney and Logan counties in Nebraska can now submit documents electronically for recording using Simplifile, the nation’s largest electronic recording (e-recording) service provider.

E-recording is the method of submitting, receiving, and processing documents such as land records for recording online, which are traditionally submitted by mail, runner, or courier service.

“Whether a county has a population of 500 or 5 million, e-recording provides a faster, more convenient way to record documents with the county,” said Paul Clifford, president of Simplifile.

“It’s a win-win for counties and their customers, saving time and money on paper and the overall recording process.”

Using Simplifile’s web-based service, customers such as title companies, banks, and attorneys can electronically prepare or scan and upload documents and send them securely through Simplifile directly to the county.

Once the documents are received electronically at the county, they are reviewed, stamped, recorded and returned back to the submitter through Simplifile in minutes.

Recording fees and payments can also be processed securely through Simplifile, eliminating check-writing expenses and reducing payment errors.

High-speed Internet access, a PC, and a scanner are the minimum requirements for customers to begin e-recording with Simplifile.

Missouri Ranks 11th Nationally in 2014 Solar Growth April 6, 2015 Showing strong growth over the previous year, Missouri nearly tripled its amount of installed solar capacity in 2014, according to the recentlyreleased U.S. Solar Market Insight 2014 Year in Review. What’s more, Missouri also had more than half, 55 percent, of its new electrical capacity last year come from solar energy.

In 2014, Missouri added 73 megawatts (MW) of solar electric capacity, bringing its total to 111 MW. That’s enough clean, affordable energy to power more than 12,000 homes. The report went on to point out that Missouri’s biggest solar gains came in commercial installations, but residential and utility-scale installations increased, too. Of the new capacity added, 37 MW were commercial, 20 MW were residential and 16 MW were utility scale. Together, these installations represented a $187 million investment across Missouri – a 63 percent increase over the previous year.

Missouri also ranks #2 in the nation in the number of professional sports facilities with installed solar systems. Among Major League Baseball teams, both the Royals and Cardinals have gone solar, while the Rams and Chiefs are among NFL teams to do so.

“To put the state’s solar growth in some context, the 111 MW of solar PV installed today in Missouri is nearly as much as the entire country had installed by 2004. And frankly, the state is just scratching the surface of its enormous potential,” said Rhone Resch, president and CEO of the Solar Energy Industries Association (SEIA). “Looking forward, we expect 2015 to be another good year for new PV installations across the state.”

Today, there are nearly 100 solar companies at work throughout the value chain in Missouri, employing more than 2,500 people. Notable Missouri solar projects include: Butler Solar Farm was completed in 2014 by developer MC Power. This photovoltaic (PV) project has the capacity to generate 3.2 MW of electricity – enough to power more than 300 Missouri homes.

At 5.7 MW, O'Fallon Renewable Energy Center is among the largest solar installations in Missouri. Completed in 2014 by MC Industrial, this PV project has enough electric capacity to power more than 600 homes. Anheuser-Busch has installed solar systems at its corporate office in St. Louis and its facility in Bridgeton, MO.

Energy Commission Approves Water Appliance Standards to Save More Than 100 Billion Gallons Per Year April 8, 2015 SACRAMENTO, CA -- Due to the severity of California's drought, the state's experts have been managing water resources to deal with the effects of the drought and prepare for the next one. As part of the solution, the California Energy Commission approved standards for water appliances which will save more than 10 billion gallons of water in the first year. Over time, the water savings is estimated to reach 105 billion gallons per year - a savings of more than three times the annual amount of water used by the City of San Francisco.

"California is serious about water conservation and is committed to consistent and clear water efficiency policies," said Commissioner Andrew McAllister, who is the Energy Commission's lead on energy efficiency. "In the face of California's current drought, we must use water as efficiently as possible and updating minimum standards for toilets, urinals and faucets is a step in that direction."

The energy efficiency and water standards approved today require water appliances to consume less water thereby using less energy while performing the same function. The details for each appliance are as follows: 

Toilets and urinals, except those designed for prisons or mental health facilities. Toilets shall not consume more than 1.28 gallons per flush and shall have a waste extraction score of no fewer than 350 grams. Urinals shall not consume more than 0.125 gallons per flush.

(These facilities have specially-designed toilets and urinals to address security and health issues.)

Residential lavatory faucets shall not exceed 1.2 gallons per minute flow rate.

Kitchen faucets shall not exceed 1.8 gallons per minute flow rate and may have capability to increase to 2.2 gallons per minute momentarily for filling pots and pans.

Public lavatory faucets shall not exceed 0.5 gallon per minute flow rate.

As of January 2014, in California there were more than 45 million faucets, 30 million toilets, and 1 million urinals. California consumes about 443 billion gallons of water a year for flushing toilets and urinals and running faucets. Reducing water consumption by establishing minimum

efficiency standards for these appliances is a key component of California's overall water and energy use reduction strategies.

Last week, Governor Edmund G. Brown Jr. directed the first ever statewide mandatory water reduction in Executive Order B-29-15. One of the four California Energy Commission responsibilities in the executive order is establishing standards that improve the efficiency of water appliances, including toilets, urinals and faucets available for sale and installation in new and existing buildings.

The executive order also gave the California Energy Commission the authority to adopt the standards today, rather than wait another month. In addition, the emergency situation allowed the commission to prohibit the sale and installation of certain toilets, urinals and faucets that do not meet minimum water efficiency requirements as of Jan. 1, 2016, regardless of the manufactured date.

Pew Applauds Utah Leaders for Sentencing and Corrections Reforms April 9, 2015 WASHINGTON, DC -- Due Utah Governor Gary Herbert signed a comprehensive package of criminal justice legislation today, putting his state at the forefront of those advancing research-driven policies designed to protect public safety, hold offenders accountable, and control corrections costs. H.B. 348 is expected to save taxpayers more than $500 million over the next two decades by cutting projected prison growth by 95 percent. The measure passed the state Senate unanimously and the House of Representatives with a bipartisan vote of 67-2.

“This bill marks a dramatic shift in how Utah approaches crime and punishment,” said Adam Gelb, director of The Pew Charitable Trusts’ public safety performance project. “It’s no longer about demonstrating that you can be tough on crime. It’s about getting better results for public safety.

“All three branches of government showed tremendous leadership in defining this new direction and building consensus on the policies needed to achieve it,” he added.

Although Utah has a relatively low imprisonment rate, the state’s prison population grew 18 percent over the past decade, six times faster than the national average. Without reform, it was projected to increase by 37 percent over the next 20 years at a cost of more than $500 million.

The new law will:      

Prioritize expensive prison space for serious violent offenders by reclassifying drug possession from a third-degree felony to a class A misdemeanor and narrowing drug-freezone sentencing enhancements to focus on drug dealers who target children.

Strengthen probation and parole supervision using evidence-based practices to reduce recidivism.

Create graduated limits on the amount of time a probationer or parolee can be returned to jail or prison for a technical violation of supervision terms.

Establish a standardized system that allows inmates to earn time off of their sentences for participating in programs designed to reduce recidivism.

Reinvest more than $13 million of the cost savings into improving and expanding evidence-based re-entry programs, including mental health and drug treatment.

Require oversight of reform implementation by the Utah Commission on Criminal and Juvenile Justice to ensure accountability.

FEMA Contracts: FEMA Awards New Mexico Over $1 Million in Federal Disaster Assistance Funds April 9, 2015 WASHINGTON, DC -- After heavy down pour and intense flooding New Mexico is finally receiving the federal funding from the Federal Emergency Management Agency (FEMA) it requested back in September 2014. The flooding in New Mexico managed to flow into the arroyos, acequais, the Rio Nambe River and the Pojoaque. This caused over 17,000 yards of sedimentary debris to be deposited into the Nambe Fall Reservoir in New Mexico. This reservoir is used as a man source of water for municipalities and for important irrigation purposes.

The funding would help with the relief efforts of removing the debris, transportation the debris, and the proper disposal of the debris. This FEMA grant has been issued to the state of New Mexico and procurement officers are now accepting properly registered government contractors to apply for this opportunity. Solar Energy in Oregon, Washington Projected to Make Big Gains April 14, 2015 WASHINGTON, DC -- Powered by growing residential and commercial markets, the neighboring states of Oregon and Washington are set to make significant gains this year in new solar installations, according to the recently-released U.S. Solar Market Insight 2014 Year in Review.

The two Northwest states are expected to top 200 megawatts (MW) of combined solar electric capacity by the end of 2015 – enough to power nearly 25,000 homes.

The report went on to point out that the biggest solar gains last year in both states came in residential installations, but commercial installations increased, too, with leading companies such as Walgreens, Kohl’s REI, Safeway and Intel all making significant investments in solar energy systems. But 2015 promises to be the best year ever for both states when it comes to adding new solar electric capacity.

“In Washington, solar growth this year is projected to triple, while Oregon is expected to more than quadruple. That’s pretty impressive growth,” said Rhone Resch, president and CEO of the Solar Energy Industries Association (SEIA). “ Today, more and more people, as well as business in both states, are choosing to ‘go solar’ as a way to reduce their electricity costs, make America more energy independent, protect our environment and fight climate change. It’s a win-win for both states.”

Today, there are 142 solar companies at work throughout the value chain in Oregon, employing more than 2,100 people. In Washington, there are 2,400 solar workers at 129 companies. These include manufacturers, contractors, installers, project developers and distributors, in addition to people working in financing, engineering and legal support.

Last year, the residential market in both states began to firmly take root, with installed system prices dropping by 8 percent – and down a total of 49 percent since 2010. Nationwide, the U.S. residential market added 1.2 GW of installed capacity in 2014, marking the first time that this growing sector surpassed 1 GW of clean, affordable solar. Residential also continues to be the fastest-growing market segment in the U.S., with 2014 marking three consecutive years of greater than 50 percent annual growth.

State Announces $113.6 Million for School Construction Projects April 15, 2015 SACRAMENTO, CA -- The State Allocation Board (SAB) announced today that it has awarded approximately $113.6 million for school construction projects throughout the state.

The SAB awarded approximately $113.6 million for 41 School Facility Program (SFP) projects within 22 school districts statewide. The state matching funds for SFP projects are distributed to local school districts to help finance shovel-ready school construction projects or reimburse districts for projects already completed using local funds.

State funding for SFP projects is provided by bonds authorized under Propositions 1A, 1D, 47, and 55.

“The State Allocation Board’s actions today provide cash apportionments for 41 school facility projects across the state,” said SAB Chair Eraina Ortega, who also serves as Chief Deputy Director, Policy at the California Department of Finance. “The Office of Public School Construction will distribute the bond funds to school districts within 90 days so local school construction projects can move forward as quickly as possible.”

The SAB’s accelerated funding rules permit participating school districts with approved School Facility Program projects to submit advance certifications that they will meet requirements for fund release within 90 days of receiving an apportionment. These requirements include having local matching funds, usually 50 percent of the total project cost, in hand, and construction contracts in place for at least half of the work. School districts in financial hardship are also able to compete for priority-ordered funding to purchase sites or begin design work.

Tennessee Tourism Tops 100 Million Visitors April 21, 2015 NASHVILLE, TN -- For the first time in history, Tennessee travel has exceeded 100 million domestic person stays; it was announced by the Tennessee Department of Tourist Development today. Tourism results for 2014 recently reported by D.K. Shifflet & Associates confirm a record-breaking year for Tennessee tourism. D.K. Total travel to Tennessee for this record year was 101.3 million, up from 96.4 million in 2013, an increase of 5.1 percent. This was higher than the national growth of 4.4 percent. Since 2004, Tennessee saw a total increase of over 25 million person stays. Increases in visitor volume translate into increases in Tennessee revenues. Preliminary numbers for 2014 economic impact results project nearly $18 billion in direct travel expenditures. This is an estimated increase of $1.3 billion over the previous year.

Attracting visitors to Tennessee are some of the top tourism sites in America including Great Smoky Mountains National Park, Dollywood, Grand Ole Opry, Beale Street, Graceland, Bristol Motor Speedway, and the Tennessee Aquarium. The coming year will likely continue to see growth as the state welcomes new attractions in 2015 such as Dolly Parton’s DreamMore Resort in Pigeon Forge, Bass Pro Shops at the Pyramid in Memphis and the George Jones Museum in Nashville.

The Oregon Education Association Launches Mobile Applications for Advocacy and Membership Engagement April 22, 2015 PORTLAND, OR -- The Oregon Education Association (OEA) today announced the release of their iPhone and Android applications. The applications were developed to engage the OEA members, politicians and the public on the most popular mobile app devices in the marketplace today.

The mobile application includes a location-enabled event and office finder application to allow members to find events and offices wherever they are in Oregon. In addition, the application allows the members to aid in the advocacy initiatives for the union and include access to the association’s social media feeds, videos and the latest news.

The mobile apps were also developed to allow the OEA to send push notifications to their members and the public with their latest news and updates. Push notifications are a useful way of getting up to date information on-the-fly. Public service announcements, advocacy and media updates are a few of the possible uses of the push notification feature.

“This App will allow us to stay connected with our members and share the latest news and events,” said Hanna Vaandering, President of the OEA. “We can move beyond purely passively broadcasting information to our membership and actively engage them to take actions to help us reach our vision of improving the future of all Oregonians.”

New York Textile Recycling Program Receives U.S. EPA Environmental Champion Award April 22, 2015 ABINGDON, MD -- “Re-Clothe NY,” a statewide campaign to promote clothing and textile recycling in New York, will receive a 2015 U.S. EPA Environmental Champion Award at a ceremony on Friday, April 24.

A collaboration between the Secondary Materials and Recycled Textiles Association (SMART), the New York State Association of Reduction, Reuse and Recycling (NYSAR3), and the Council for Textile Recycling (CTR), the initial launch collected more than 100,000 pounds of textiles in municipalities across New York on America Recycles Day in November 2014—the number continues to increase as special events and local efforts continue through Earth Day and beyond.

“The partnership between NYSAR3, SMART and CTR is an effective model of how the public and private sectors, along with not-for-profit entities, can collaborate to create statewide change,” said Jim Gilbert, NYSAR3 president. “As a result of ‘Re-Clothe NY,’ residents throughout New York have a heightened awareness of the need to keep textiles out of the trash in order to support jobs and minimize disposal impacts. This EPA Environmental Champion Award recognizes the environmental leadership of NYSAR3 members across the state and celebrates their daily efforts to help residents, schools and businesses in their local communities reduce waste and conserve precious natural resources.”

The campaign produced an innovative set of public communication tools, including a website with a searchable database of textile drop off locations, a media relations tool kit, and social media platforms. Recycling coordinators from across the state are using these tools to educate local residents about their role in preventing over one billion pounds of post-consumer textile materials, with a market value of over $200 million, from ending up in the trash each year. This unprecedented campaign generated statewide awareness of the need to recycle textiles, with traditional and digital media attention reaching more than 4,000 media outlets.

New Study Identifies Cost Drivers in 17-State Workers’ Compensation Systems and Monitors the Impact of Reforms April 23, 2015 CAMBRIDGE, MA -- The factors behind changing costs in state workers’ compensation systems, including the impact of legislative and regulatory reform on those costs, are examined in a new 17-state study released by the Workers Compensation Research Institute (WCRI).

The study, CompScope™ Benchmarks, 15th Edition, separately examines indemnity costs, medical payments, and the cost of delivering benefits to injured workers in 17 states. The studies provide a baseline of current costs and trends for system stakeholders and document how payments per claim and their cost components compare and have changed from 2008 to 2013, for claims with experience through March 2014.

“The reports are designed to help policymakers and others benchmark the performance of state systems in providing benefits for injured workers,” said Ramona Tanabe, WCRI’s executive vice president and counsel. “The reports also provide an excellent baseline for tracking the effects of policy changes and identifying important trends.”

The following is a sample of the key findings across the 17 states:     

Provisions from California Senate Bill 863 may have helped decrease medical payments per claim by 5 percent—an early impact of the reforms that was seen in 2013.

Louisiana total costs per claim changed little from 2011 to 2013, following three years of 5 percent annual growth.

The cost of Texas claims grew more slowly than the typical state.

The average cost per claim was relatively stable in Michigan between 2009 and 2012, keeping total costs per claim among the lowest of the 17 states studied.

Both medical and indemnity costs per claim in North Carolina changed little since 2009 and both had grown 8 percent annually between 2003 and 2009.

The 17 states in the study―Arkansas, California, Florida, Georgia, Illinois, Indiana, Iowa, Louisiana, Massachusetts, Michigan, Minnesota, New Jersey, North Carolina, Pennsylvania, Texas, Virginia, and Wisconsin―represent nearly 60 percent of the nation’s workers’ compensation benefit payments. Separate state reports are available for 15 of the 17 study states.

Pew Study Shows Little Progress on Proven Oral Health Strategy April 23, 2015 WASHINGTON, DC -- States are driving up health care costs for families and taxpayers by not doing enough to use dental sealants, according to States Stalled on Dental Sealant Programs, a new report by The Pew Charitable Trusts. The report reveals that most states are failing to enact policies that ensure low-income children receive dental sealants—clear plastic coatings applied to the chewing surfaces of molars that are a proven strategy for preventing tooth decay. Applying a sealant is one-third of the cost of filling a cavity.

The report grades all 50 states and the District of Columbia on their efforts to prevent decay by improving access to sealants for low-income children, and updates Pew’s 2013 research on sealant programs. In the years since the 2013 report, only 12 states improved their grades, while seven states lost ground; most fail to reach even half of eight-year-olds with this preventive service. The majority of states continue to lack sealant programs in most of their “high-need” schools, which most states define as where at least half of the students participate in the National School Lunch Program.

Pew’s report finds that:     

Only five states earned an A or A- for their sealant performance, of which just three (Maine, New Hampshire, and Oregon) received the maximum possible points.

Nine states earned a B or B-. Of these states, five continue to reach fewer than half of high-need schools with their sealant programs, and four failed to provide at least half of their 8-year-olds with sealants.

Nineteen states received a C or C-.

Fifteen states earned a D or D-.

Three states (New Jersey, Hawaii and Wyoming) and the District of Columbia earned F’s, the same grade they received in 2013.

Sealants are typically first applied to children’s molars shortly after permanent teeth begin to appear, usually by age eight. Molars are the most cavity-prone teeth, and sealants act as a barrier against decay-causing bacteria. Research shows that providing sealants through school-based programs is a cost-effective way to reach low-income children, who are at greater risk for cavities. Pew’s report offers profiles of the progress and challenges in two states—Ohio and Washington—that sought to eliminate the racial and income disparities among children receiving sealants in school-based programs.

Ballotpedia Analysis: School Board Incumbents Score Another Term in 81% of Races April 28, 2015 MADISON, WI -- ballotpedia has released a new study analyzing the success of school board incumbents running for re-election. With data gathered from their coverage of the2014 school board elections that took place in the 1,000 largest school districts by enrollment, Ballotpedia found that the incumbents won in 81.32 percent of the races they participated in.

Among those who faced challengers, 70.89 percent won re-election.

The school board incumbent re-election rate of 81.32 percent is significantly lower than the average congressional re-election rate over the past 10 election cycles; an average of 86.1 percent of U.S. Senate incumbents were re-elected to their seats while 94.2 percent of U.S. House incumbents have won re-election.

According to Daniel Anderson, Editor of Ballotpedia’s Local Desk, “It’s no secret that political officeholders carry a serious advantage over their opponents. Nevertheless, it’s surprising that a school board incumbent’s advantage is so much smaller than that of a U.S. representative.

School board elections are generally nonpartisan affairs with little competition, less money and close to zero media attention. The idea that U.S. congressional elections, with two national parties at war under the spotlight of constant media coverage, are ultimately less competitive than your average school board race in a large district is shocking.”

In 2014, Ballotpedia covered elections for 2,182 school board seats in 667 school districts in 37 states. Of the 75.57 percent of school board incumbents who ran for re-election, 35.84 percent ran unopposed. Of those incumbents who faced challengers, 70.89 percent won their re-election bids. In total, incumbents were elected to 61.46 percent of all seats that were up for election.

The following eight states had 100 percent incumbency success rates in their 2014 school board elections: Connecticut, Delaware, Idaho, Montana, Nebraska, North Dakota, Rhode Island and South Dakota. The 100 percent success rate was easier to achieve in these states than others, however, as none of these eight states had more than five top enrollment school districts holding elections.

Changes to State Legislation Could Pave the Way for Devices Like the Draeger DrugTest 5000 May 4, 2015 IRVING, TX-- Proposed state legislation adding oral fluid/saliva/other bodily fluids to statutes regarding impaired driving and implied consent will allow law enforcement the opportunity to utilize scientifically reliable devices such as the Draeger DrugTest 5000 to help identify drugged drivers and increase public safety.

Currently 15 states allow oral fluid to be tested for drugs, while an additional five states have legislation pending: California (AB1356), Illinois (HB0218), New Jersey (A0701), New York (SB1961) and Vermont (HB0228). A hearing for the pending California bill (AB1356) is scheduled for May 5, 2015.

Today the Draeger DrugTest 5000 is used in many states and worldwide and has been validated in its effectiveness for identifying commonly abused drugs in a driver’s oral fluid. Similar to a preliminary breath test for alcohol, oral fluid drug tests target recently consumed drugs that are currently active in the blood - potentially causing impairment. Oral fluid is advantageous compared to blood or urine because it is less invasive for the subject and less hazardous for the police officer. In addition, it can be collected closer to the time of incident and does not require a separate facility, same sex collector, or phlebotomy training certification.

Hawaii Lawmakers Pass Nation’s First 100% Renewable Energy Requirement May 7, 2015 HONOLULU, HI -- Hawaii lawmakers voted 74-2 this week to pass the nation's first 100% renewable energy requirement. The measure, House Bill 623, makes Hawaii a global leader in renewable energy policy by requiring that 100% of the islands' electricity must be generated from renewable energy resources--such as wind, solar, and geothermal-no later than 2045.

"Hawaii lawmakers made history passing this legislation--not only for the islands, but for the planet," said Jeff Mikulina, Executive Director of the Blue Planet Foundation.

The measure, if enacted by Governor David Ige, would make Hawaii the first state in the nation with such a 100% renewable energy standard. Blue Planet Foundation, whose mission is to clear the path for 100% renewable energy, praised the move.

"Passage of this measure is a historic step towards a fossil fuel free Hawaii," said Mikulina.

"This visionary policy is a promise to future generations that their lives will be powered not by climate-changing fossil fuel, but by clean, local, and sustainable sources of energy."

"We applaud the leadership of both the House and the Senate, and of the energy committee chairs, Rep. Chris Lee and Sen. Mike Gabbard, for helping make this historic policy a reality," he added.

"As the first state to move toward 100% renewable energy, Hawaii is raising the bar for the rest of the country," said Lee, the Chairman of the House Energy and Environmental Protection Committee and introducer of HB 623. "Local renewable projects are already cheaper than liquid natural gas and oil, and our progress toward meeting our renewable energy standards has already saved local residents hundreds of millions on their electric bills. Moving to 100% renewable energy will do more to reduce energy prices for local residents in the long term than almost anything else we could do."

Senator Gabbard, Chair of the Senate Energy and Environment Committee and a champion of the measure in the Senate, shared that sentiment.

"With this bill, we'll now be the most populated set of islands in the world with an independent grid to establish a 100% renewable electricity goal," said Sen. Gabbard. "Through this process of transformation Hawaii can be the model that other states and even nations follow. And we'll

achieve the biggest energy turnaround in the country, going from 90% dependence on fossil fuels to 100% clean energy."

House Bill 623 also increases the interim requirement to 30% renewable by 2020. Last year, Hawaii generated about 22% of its electricity from renewable resources.

While Blue Planet had hoped for an earlier target date, 2045 was a compromise reached by lawmakers.

"The progress we are seeing in renewable energy and storage technology is showing us that Hawaii can cost effectively rid itself of fossil fuel sooner than we think," said Mikulina.

A few locations around the globe have already achieved 100% clean energy (Iceland, El Hierro, Tokelau, and others), and some have set 100% renewable energy targets (Denmark, by 2050; Tuvalu, Cape Verde, and other small island nations, by 2020; and Japan's Fukushima prefecture by 2040). Currently, 29 states plus Washington, D.C., have renewable energy standards. Since 2009, Hawaii has had the highest standard of the states (40% renewable by 2030), although several states are already exceeding these standards by using renewables for 60 to 90% of their local electricity generation. The California legislature is currently considering two measures to increase the state's requirement to 50% renewable by 2030.

Community leaders also praised the legislature's leadership in setting the highest renewable energy standard.

"Hawaii can be a bright spot--a story of hope for environmental stewardship around the world, said Nainoa Thompson, Native Hawaiian navigator and the president of the Polynesian Voyaging Society." “Our islands will be some of the first to be deeply affected by climate change, and we have an opportunity today to take the lead for the nation. Together, we will chart a course for a more sustainable Hawaii and a more sustainable Island Earth."

Blue Planet Foundation led a broad lobbying and grassroots effort to cultivate support for the policy. The organization also led an effort to channel the support of students statewide to lawmakers in the form of letters and illustrations. Over 500 drawings were collected (and available for viewing online at blueplanetfoundation.org/2040). The illustrations were compiled into a coffee table book that students delivered to all legislators and the Governor.

"The messages from the students were really a special moment--they underscored why we worked so hard to lock in 100% energy independence for Hawaii," said Mikulina. "These students will be inheriting the consequences of decisions leaders make today. They are raising our aspirations--and our expectations."

"Hawaii leaders are sending a signal to the world that 100% renewable energy isn't just a vision, it's a commitment," said Mikulina.

HHS Announces $101 Million in Affordable Care Act Funding to 164 New Community Health Centers May 5, 2015 Health and Human Services Secretary Sylvia M. Burwell announced today approximately $101 million in Affordable Care Act funding to 164 new health center sites in 33 states and two U.S. Territories for the delivery of comprehensive primary health care services in communities that need them most.

These new health centers are projected to increase access to health care services for nearly 650,000 patients.

“The Affordable Care Act has led to unprecedented increases in access to health insurance. Part of building on that progress is connecting people to the care they need,” said Secretary Burwell.

“Health centers are keystones of the communities they serve. Today’s awards will enable more individuals and families to have access to the affordable, quality health care that health centers provide. That includes the preventive and primary care services that will keep them healthy.”

This investment announced today will add to the more than 550 new health center sites that have opened in the last four years as a result of the Affordable Care Act. Today, nearly 1,300 health centers operate more than 9,000 service delivery sites that provide care to nearly 22 million patients –nearly 5 million more patients than at the beginning of 2009.

Health centers have also been critical in helping people sign up for health insurance through the Marketplace. Since 2013, health centers assisted more than 9 million individuals in their efforts to become insured.

“More people have insurance in the United States than ever before,” said HRSA Acting Administrator Jim Macrae. “Health centers provide an accessible and dependable source of culturally competent primary care for many of the newly insured.”

The recently enacted bipartisan Medicare Access and CHIP Reauthorization Act builds on this progress by extending mandatory funding for health centers in fiscal years 2016 and 2017.

University of California Merced Saves Water with BEACON Advanced Metering Analytics May 11, 2015 MILWAUKEE, WI -- Badger Meter, a leading global innovator and manufacturer of flow measurement and control solutions, today shared impressive water-saving results from its partnership with the University of California Merced (UC Merced). According to Emron Quarqat, UC Merced Water Operations Crew Leader, what started out as a friendly student competition focusing on reducing water consumption, turned out to be an eye-opening experience for the whole campus.

“BEACON AMA’s automated data collection and online software has significantly reduced the time and resources needed to ensure and document our new compliance standards,” said Quarqat. “The whole campus has its eyes on water conservation and we now know where our water is going.”

Leveraging BEACON AMA’s cellular radio endpoints, use of existing cellular networks and easy-to-use software product, UC Merced is equipped with the fast, near-real time data needed to conserve. Combined with accurate meter readings from a variety of Badger Meter flow measurement products – all connected to BEACON AMA using cellular communications – the campus is able to monitor its reclaimed water, irrigation and wastewater.

In the first year of the water conservation competition, the campus dorms reduced their consumption by 14 percent, saving 79,000 gallons of water. They also saved 1.4 million gallons of water from 16 water leaks detected by the near real-time data. Nine dorms and 565 students participated in the first year of the program. In the years that followed, conservation became a daily habit as students used BEACON AMA’s real-time monitoring capabilities, including the EyeOnWater smartphone app, to achieve another nine percent reduction, involving over 9,000 students. During the program’s lifetime, BEACON AMA has quickly detected several leaks, including five toilets leaking a total of 150 gallons per hour – saving the university an estimated one million gallons of water per year.

Rise Health Launches Multi-Payer Data-Sharing Solution for Colorado Health Plan Collaboration May 13, 2015 CHICAGO, IL -- Rise Health, the premier provider of fully integrated population health management solutions, has gone live in bringing more meaningful data to participants in the Colorado Comprehensive Primary Care (CPC) initiative. The CPCI effort targets 74 primary care practices, 7 health plans and 94,000 patients in the state.

“We have come a long way in a short time,” says Dr. Judy Zerzan, the chief medical officer for Colorado Medicaid and administrator of COCPC. “Our providers now have the integrated data they need to manage patients across multiple payers.”

Participating primary care practices are utilizing the Rise Health Ascend intelligence engine and Stratus predictive analytics application to access multiple payer reporting from a single source web login. From there, providers use the information to achieve the agreed-upon milestones of the CPC initiative. Types of data being used include summary reports and a series of quality metrics previously agreed upon by CMS and payers.

Training to use the tool was completed in early May and was delivered through support teams on the ground and a series of webinars conducted by Rise Health.

“This is the first time I’ve seen claims data turned into very actionable reports from a care management perspective,” says Betsy Duckett, clinical care coordination manager for Boulder Community Health Ambulatory Services. “The tool itself looks somewhat intuitive and easy to navigate.”

The collaboration emerged from the Comprehensive Primary Care (CPC) initiative, a national collaboration among public and private health plans to strengthen primary care. Health plans participating in the Colorado CPC (CO CPC) are working together to make it easier for primary care practices to transition to a more integrated, family care centered approach to serving patients.

Colorado State University-Global Campus to Maintain Current Tuition Rates for Another Year May 14, 2015 GREENWOOD VILLAGE, CO -- Students seeking to continue their education have another reason to choose Colorado State UniversityGlobal Campus (CSUGlobal.edu) as the CSU System Board of Governors has just approved holding the online university’s current tuition rates for yet another year. At a time when other universities are raising their rates on a yearly basis, CSU-Global’s latest announcement marks the fourth year in a row that undergraduate tuition rates have remained the same, with graduate rates entering their fourth year unchanged as well. During its meeting on May 7-8, 2015, the Board approved to keep the standard tuition rate for undergraduate students at $350 per credit hour and the standard tuition rate for graduate students at $500 per credit hour in the next academic year.

Since 2008, CSU-Global has offered a Tuition Guarantee which locks in a student’s tuition rate for as long as the student is enrolled. This allows students to better plan for their educational expenses without any unexpected tuition hikes. In addition to its freeze on standard tuition rates, CSU-Global will continue to offer discounted rates for military personnel and employees of affiliate organizations. Students who qualify for either category receive a 10% discount for a percredit-hour tuition rate of $315 for undergraduate students or $450 for graduate students.

In an effort to further reduce students’ financial responsibilities, CSU-Global also offers alternative credit options giving students other ways to earn credit towards its bachelor’s degree completion programs. Costs per Workers’ Compensation Claim Changed Little in Louisiana Following Several Years of Growth, WCRI Study Says May 14, 2015 CAMBRIDGE, MA – A recent study by the Workers Compensation Research Institute (WCRI) found costs per workers’ compensation claim in Louisiana changed little from 2011 to 2013―a flattening that followed three years of 5 percent annual growth.

The WCRI study, CompScopeTM Benchmarks for Louisiana, 15th Edition, found the state’s average cost per claim remained higher than in most of the 17 states WCRI studied. All cost components―indemnity, medical and expenses―were higher than average.

Indemnity costs per claim, according to the study, were higher in Louisiana because the average duration of temporary disability was 8 to 15 weeks longer than in other states with a wage-loss benefit system. Lump-sum settlements also drove indemnity costs higher.

Medical costs per claim were also among the highest of the states studied. WCRI cited higher hospital outpatient payments per service as a cause, likely a reflection of the state’s charge-based reimbursement regulation. In addition, prices paid for some nonhospital (professional) services were higher than typical, but lower for others, such as office visits.

The cost of delivering medical and indemnity benefits to injured workers was also higher in Louisiana than other states. The percentage of claims with defense attorneys and the average payment defense attorneys received per claim grew from 2008 to 2013.

From 2008 to 2013, wages of injured workers grew more in Louisiana than in some of the 17 states. The study indicated that Louisiana’s economy likely played a role in that result. Louisiana was affected less by the recession than many states. Moreover, the relatively healthy economy may have contributed to job growth in construction, which pays higher wages than other industries.

Other WCRI studies have noted that the number of visits per claim for hospital and nonhospital services in Louisiana declined from 2011 and 2012, perhaps in response to the implementation of treatment guidelines in 2011. That decline may be a factor in the more stable claim costs in recent years.

General Information: Getting to D.C. by Airplane: Most people heading into D.C. for business arrive at one of Washington's two major airports: Ronald Reagan Washington National Airport (DCA) and Dulles International Airport (IAD). Located less than five miles from the White House, the DCA is only a short ride away from downtown D.C. The Dulles International Airport is located about 30 minutes from the city. However, if your business is taking you to the Dulles Corridor in Northern Virginia, flying into Dulles International Airport would be the better option.

Ground Transportation: From the Reagan airport to downtown Washington, taxi fares will run between $8 and $17 since the airport is located close to the city. But the taxi ride from the Dulles airport to downtown DC will likely cost more than $50 plus tax, with lesser charges along the Northern Virginia route into the city. Renting a car is another available option at both Dulles and Reagan airports.

Public Transportation: If you're heading to downtown D.C. from the Reagan airport, the Metro can get you there in about 15 minutes and will cost about $2 one-way, depending on your stop. Stations are located in terminals B and C. Weather: Although the weather in D.C. is relatively mild compared to the rest of the nation, you should still be mindful of the season when packing your suitcase because the capital region has four distinct seasons. In the fall, the temperatures are cool, so take a medium or light jacket and long pants.

Wintertime temperatures in Washington D.C. fluctuate above freezing, so pack warm clothes and an umbrella — there may be rain or a snowstorm.
