Research Reveals Key Differences in Successful & Unsuccessful SBA Utilization Research reveals key behavioral and attitudinal differences between companies that successfully leverage the SBA's 8(a) program and those that are unsuccessful navigating the federal market.

January 24, 2014

Washington, D.C. – In a yearlong study of small business executives Eddy Communications Corporation found that 87 percent of the participants of the US Small Business Administration’s popular 8(a) business development program (for small socially and economically disadvantaged businesses) questioned the overall value of participation, even after completing their 9-year term. Less than half of survey participants said they would confidently recommend the program to a friend in their industry. Nearly 10 percent of respondents advised that they self-terminated their affiliation with the 8(a) program early after determining the burdens of participation outweighed the benefits.

According to the US Small Business Administration’s 2014 budget justification (http://www.sba.gov/sites/default/files/files/1-508-Compliant-FY-2014-CBJ%20FY%202012%20APR.pdf), the 8(a) program will cost American taxpayers $68.5 million dollars to run this year and will support approximately 8,000 small businesses. This is a decrease of approximately 300 small businesses served over last year’s budget figures but reflects an anticipated cost increase of $2.5 million dollars (approximately $8,500 per small business served).

The US Federal Government is the largest buyer of both goods and services in the world. Each year hundreds of companies enter the government contracting market hoping to claim a small portion of the more than $1 trillion dollars in discretionary spending allocated by congress annually. To level the competitive playing field and provide more equal opportunities for success, the US Small Business Administration offers several programs to help small businesses succeed. The most popular of these programs include the US SBA’s 8(a) certification for small socially and economically disadvantaged businesses, HUBZONE certification, service disabled veteran owned small businesses, small disadvantaged businesses and women-owned small businesses.

National Development Council to Provide Small Business Lending in NY Metro Area Through a JP Morgan Chase Foundation Grant Innovative Collaborative Program Gives Leading CDFI Small Business Lenders $7 Million January 23, 2014

New York, NY – JPMorgan Chase Foundation is providing a $7 million grant to four leading Community Development Finance Institutions (CDFIs). The grant is part of the foundation’s new CDFI Collaboratives program, a $33 million commitment to help CDFIs and small business lenders build capacity and to jumpstart job creation in low- and moderate-income communities, including New York City Metro.

The Small and Medium Enterprises (SME) Collaborative is comprised of Community Reinvestment Fund, USA, (CRF), the National Development Council (NDC), CEI and the Calvert Foundation. The cooperative will work together to lend to small businesses in select areas including Detroit, Milwaukee, Denver, Chicago, Seattle, Buffalo and the New York City Metro area.

The collaborative will work together in their geographic regions to achieve the following goals: Provide $81 million in small business financing  Create 5,000 new jobs  Fund 200 small businesses  Attract an additional $10 million in capital from 7,000 everyday investors to support small business in their own communities  Empower local CDFI lending partners to become more efficient small business lenders  Support community lending partners by providing the training, consultation, and resources necessary to effectively coach and advise small businesses  Deploy a joint technology platform to streamline the loan application and underwriting process and empower local CDFI lender partners to become more efficient small business lenders. 

FundWell Launches Small Business Loan Matching Website Loan Education & Financial Wellness Program Improve Access to Low-Cost Capital January 23, 2014

SAN FRANCISCO – FundWell, a small business loan matching and financial wellness platform announces the launch of its new web site http://www.thefundwell.com.

FundWell matches business borrowers with up to three direct lenders for free, and provides loan education and assistance to help borrowers select the loan product that best meets their needs. New Provisions in NDAA Expand Opportunities for Small Businesses in the Federal Market January 14, 2014

Orlando, FL – Many opportunities have already existed for small businesses through Simplified Acquisition Procedures (SAP), thanks to provisions in the Federal Acquisition Regulations (FAR). Under SAP rules, federal purchases under a $150,000 must be set aside for small businesses according to the rule of two. However, if the purchasing officer cannot identify two viable small businesses, this purchase may instead go to a large business.

The new 2014 National Defense Authorization Act (NDAA) also contains two important changes to increase subcontracting opportunities for small businesses. The first change now expands subcontracting goals for large prime contractors to include second tier small business subcontractors. Previously, only first tier subcontractors were counted when considering the prime contractor’s small business subcontracting plan. The second change clarifies conflicting rules between the Small Business Act and NDAA concerning the amount of work small prime contractors may subcontract out to large companies. This clarification is expected to help make it easier for small businesses to understand federal contracting regulations and therefore increase participation by small firms.

Even though SAP and subcontracting opportunities only make up a small percentage of all federal spending, that “small” percentage adds up. According to the Federal Procurement Data System, SAP purchases in fiscal year 2013 added up to over $14 billion in spending.

Whether small businesses choose to pursue SAP or subcontracting opportunities, the key to accessing these opportunities is an aggressive marketing strategy. Unlike more complicated and formal contracting vehicles, these opportunities are not always advertised on FBO.gov.

According to the Federal Acquisition Regulations, any contracting opportunities under $25,000 in value do not need to be publically advertised on FBO and are federally mandated to be reserved for small businesses – unless the purchasing officer is unable to locate at least two qualified and responsive small firms to participate.

Federal agencies like the GSA that accounts for 20% of all government contracting spending are creating more programs like OASIS, OS3, 8a STAR II, CHESS, BITS-II and TIPSS-3. In order to bid on and work government contracts, businesses must obtain a DUNS number and must complete their System for Award Management (SAM)registration.

Successful contractors also develop aggressive government marketing plans, which include the creation of a profile on government websites such as the SBA’s Dynamic Small Business Search and automated bid notifications to their email from FBO.gov.

ICF International Wins $6 Million Contract with U.S. Environmental Protection Agency January 27, 2014

FAIRFAX, Va – ICF International (NASDAQ:ICFI), a leading provider of consulting services and technology solutions to government and commercial clients, has been awarded a re-compete contract with the U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, to support EPA’s program on state and local clean energy. BAE Systems to provide South Korea Radar, Electronic Warfare, Mission Computing Technologies and Weapon Systems Integration January 24, 2014

EL SEGUNDO, Calif. – Raytheon Company (NYSE: RTN) has signed a contract with BAE Systems in support of upgrading the Republic of Korea's fleet of more than 130 KF16C/D Block 52 aircraft. As a key subcontractor to BAE Systems, the company will provide an integrated solution that includes the Raytheon Advanced Combat Radar (RACR), ALR-69A all-digital radar warning receiver, advanced mission computing technology and weapon systems integration.

"South Korea's competitive selection of our RACR last year gave us an important foothold in the international F-16 upgrade market," said Jim Hvizd, vice president of International Strategy and Business Development for Raytheon Space and Airborne Systems. "The addition of our EW and mission computing expertise and our weapon systems integration will provide the Republic of Korea with an operationally superior solution that will keep their KF-16s relevant for years to come."

This contract, booked in the fourth quarter 2013, adds the F-16 Fighting Falcon to the roster of fighters retrofitted with Raytheon AESA radars (F-15C, F-15E, F/A-18E/F and the EA-18G Growler). Since 2000, Raytheon has been the industry leader in AESA technology development.

Raytheon's F-16 avionics heritage spans more than 25 years with deliveries of mission critical avionics systems including mission computers, electronic warfare systems, Anti-Jam GPS receivers and various weapons.

ARLINGTON, Va. – The U.S. Department of Homeland Security (DHS) has awarded BAE Systems a prime position on the Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) contract. Boeing, GECAS Announce Order for 20 737 MAXs and 20 Next-Generation 737s - GECAS orders for 737 MAX grow to 95 - Demand for 737 MAX continues to grow in leasing industry January 20, 2014

SEATTLE – Boeing (NYSE: BA) and GE Capital Aviation Services (GECAS), the commercial aircraft leasing and financing arm of General Electric (NYSE: GE), announced today an order for 40 737s. The order, valued at $3.9 billion at list prices, consists of 20 737 MAX 8s and 20 NextGeneration 737-800s. The order, booked in 2013, was previously attributed to an unidentified customer on Boeing's Orders and Deliveries website.

"We ordered more 737 MAX 8s and Next-Generation 737-800s because demand continues to grow as our airline customers require more fuel-efficient aircraft to compete in the marketplace," said Norman C.T. Liu, president and chief executive officer, GECAS. "This order further strengthens the large GECAS order book."

The follow-on order increases the GECAS order book for the 737 MAX to 95 airplanes and the Next-Generation 737 to 387 airplanes, the most for both models by any company in the leasing industry.

CACI Awarded $45 Million to Provide Operation and Maintenance for FBI Financial Systems January 14, 2014

ARLINGTON, Va. – CACI International Inc (NYSE:CACI) announced today that it was awarded a $45 million prime contract in the first quarter of its fiscal year 2014, which ended September 30, 2013, by the Federal Bureau of Investigation (FBI) Finance Division (FD) to provide operation and maintenance for the Bureau’s financial and procurement management systems. Awarded under the FBI Triple S contract vehicle, which supports a full portfolio of information technology supplies and support services, this four-year (one base year plus three option years) task order contract is new business for CACI and further expands CACI’s presence in its highgrowth Business System Solutions market area.

The FBI FD is responsible for the overall coordination and administration of the FBI’s budgetary and fiscal matters, financial planning, voucher and payroll matters, and property and procurement activities. These essential financial management products and services support the FBI’s criminal investigative, national security, counterterrorism, and law enforcement support missions.

Under the terms of the contract, CACI will provide operation and maintenance support for all FBI financial and procurement management systems. Unisys along with Agora Telecom, Comtex and Modulo are members of Brazil Seguro Consortium, which received the contract from the Extraordinary Security Department for Large scale Events (SESGE), part of the Brazilian Ministry of Justice.

Signed in the third quarter of 2013, the agreement has a total estimated value to the consortium of US$110 million (BRL$244 million). For its role in the project, Unisys will provide all infrastructure components to ensure the performance and availability of mission-critical applications running at thedata centers .

Lockheed Martin Awarded $103 Million Contract to Produce Automated Test Systems for U.S. Navy January 13, 2014

ORLANDO – The U.S. Navy has awarded Lockheed Martin a contract for new automated test systems to increase aircraft mission readiness.

The $103 million award authorizes two low rate initial production options for the first 36 electronic Consolidated Automated Support System (eCASS) stations and associated support equipment. Sailors and Marines will use eCASS to troubleshoot and repair aircraft assemblies at sea or ashore, allowing them to return equipment to readiness status quickly and efficiently. “eCASS will be the workhorse for avionics repair across the Naval Aviation Enterprise,” said Chris Giggey, deputy program manager for Automatic Test Systems, of the U.S. Navy’s Naval Air Systems Command’s Aviation Support Equipment Program Office (PMA-260). “This system provides us with capabilities critical to support of naval aircraft and gives us the ability to launch combat-ready aircraft from carriers anytime and anywhere in support of the nation.” eCASS will replace the current CASS test equipment originally fielded in the early 1990s. CASS is the Navy’s standard automatic test equipment family supporting electronics on naval aircraft. “eCASS runs 20 percent faster, is even more reliable, and is highly compatible with legacy CASS stations,” said Randy Core, director of Enterprise Test Solutions at Lockheed Martin Mission Systems and Training. “This speed and reliability will ultimately help the Navy increase aircraft availability.”

The first eCASS station will be delivered in November 2014. eCASS will support all the aircraft in the Navy’s fleet and is extendable to new weapons systems, including the F-35 Lightning II.

Raytheon Receives $156 Million SM-3 Contract January 13, 2014

TUCSON, Ariz. – The Missile Defense Agency awarded Raytheon Company (NYSE: RTN) an undefinitized contract action (UCA) valued at $156 million for the procurement of Standard Missile-3 Block IB guided missiles.

The SM-3 missile is designed to destroy incoming short-, medium-, and intermediate-range ballistic missile threats by colliding with them in space, a concept sometimes described as "hitting a bullet with a bullet." More than 155 SM-3s have been delivered to the U.S. and Japan.

The SM-3 Block IB will be deployed at sea and on land.

Fiscal year 2014 Defense wide procurement funds will be used to fund this effort; the work will be performed in Tucson, Ariz., and Huntsville, Ala., through September 2016.

Airport Transportation: Transportation to and from LAX can be achieved by a number of methods including bus, car or light rail. Just 15 miles separate LAX from downtown, but in the infamous LA rush hour, those 15 miles are known to feel like 150.

Average Time to City: Being one of the most traffic congested cities in the world, transportation times by car between LAX and downtown Los Angeles can vary widely, ranging from 20 minutes with minimal traffic to upwards of 60 minutes during times such as rush hour. Remember to plan for this factor accordingly! Public transportation provided by the LA Metro to the same destination will on average require at least 60 to 90 minutes, but in a city of notorious congestion, time cushions are a must.

Average Cost: When hiring a cab from LAX to downtown Los Angeles (financial, theatric district as well the home to the convention center) expect a flat rate of $46.50 plus a $2.50 surcharge for trips originating at LAX; and then of course a tip.

Be mindful that not all cab companies offer this widely accepted flat rate, and some will only meter which then equates to around $60 of fare instead of $46.50.

Utilizing the Metro (The public transportation system of LA) to go from LAX to the downtown area will cost no more than $10, and will often cost less depending on the hour and day of the week.

Car Rental at Airport: There is no shortage of companies renting cars out of LAX and the average price for in-town-use of a medium sized sedan is around $25 per day. However, cars can be acquired for as little as $16 per day, especially when a reservation is made online. Be advised when making reservations to check operating hours of the rental car companies as some of the local (and often times cheapest) companies are not open 24 hours a day, potentially leaving an ill-planned red-eye traveler without transportation.

Pack for sunshine and blue skies, but do not disregard the possibility of unexpected change. That being said, the month of September is usually one of summery warmth in Southern California and this year is no exception. According to Weather.com the high daytime temperatures will be consistently ranging from upper 70s to lower 90s, often finding a median of approximately the mid-80s throughout the month. The lows at night are predicted to meddle in the 60s.

Dining in Los Angeles: Just ten minutes drive from the Los Angeles Convention Center in the world famous Walt Disney Concert Hall is the French restaurant Patina. When an upscale setting is desired for a business meeting, Patina is the place to be.

Offering a large dining room as well as private rooms to accommodate larger groups, one is tasked to find shortcomings in Patina as a location for business oriented gatherings. EntrĂŠes float around the $45 range, but when it all looks too tempting to choose just one the option of a tasting menu is provided for around $100. Best Value: Rodeo Mexican Grill is just five short minutes driving from the financial/convention center area. Southern California having formerly been Mexican territory and now comprising the border zone has a savory Mexican influence, especially when it comes to food. Today this cuisine has evolved into what locals call “Mexicali” and is certainly not something to miss out on during a visit. At Rodeo Mexican Grill the traditional characteristics of a California-style Mexican Grill are all in place including attractive pricing and delectable food. Open all day and providing free Wi-Fi for customers, Rodeo Mexican Grill is a great place to grab a casual lunch or dinner, and maybe even one of their popular cocktails!

Unique to LA: Grab a bite to eat and a taste of historical Los Angeles with a modern vibe at Checkers Downtown. Located in the downtown Hilton hotel which was constructed in the 1920‘s, Checkers is ranked currently as one of the top 20 restaurants in downtown Los Angeles (by Gourm et Magazine) and is teeming with the Los Angeles persona.

Genuine Italian Hidden Gem: The Color Kitchen in the heart of downtown (and just a five to ten minute drive from the convention center) is an Italian family-run hole in the wall quickly gaining popularity among the Los Angeles locals. Be sure to call an d make reservations because between their no corkage fee policy (that’s right, bring your own bottle of wine!) and fantastic food, this petite sized restaurant quickly fills up. However, be sure to have plenty of free time when dining at the Color Kitchen for they are known for an authentic Italian leisurely pace in their service.

Dinner entrées range $15 to $25. Lunch items are <$15. Hours are Mon - Fri: 11:30am to 2:30pm.

Breakfast Downtown: Uncle John’s Cafe offers more than just a place to get the coffee monkey off your back. An early morning stop-in here will see to it you do not leave hungry. Uncle John apparently has a palette for the spicy too considering a good amount of the celebrated menu is marked with chili pepper icons to give patrons a fair warning. That being said plenty of items on the menu are fit for those with taste buds on the tame side as well. Reasonably priced and open at 6:30 am, give Uncle John's Cafe a try and start your day the right way.

When Fish Strikes the Fancy: Water Grill restaurant, one of a sacred few restaurants in Los Angeles to receive the prestigious Michelin star, is virtually guaranteed to please the lover of seafood. The wide variety of oceanic entrées ranging in the $30 to $45 range and a sizable selection of fine wines and draught beers leaves the excellent reputation of Water Grill as self-explanatory. However, beware hearty eaters for their bantam portions are commonly cited as one of the few drawbacks to this establishment. Arrange a reservation among their accommodating hours at (213)891-0900

Chinese Lunch for Take-out or Eat-in: The New Moon restaurant in downtown Los Angeles provides a close-by place to grab a bite on break. While they may not do authentic Chinese food, The New Moon certainly offers American style Chinese food and to this end they are arguably the best in LA. Their menu includes favorites such as chicken pot stickers, Jumbo New York Style Egg Rolls, Lo Mein, Fried Rice, Won Ton Soup, Baby Bok Choy with Chinese Mushrooms, and much more! Despite busy lunch hours the consensus tells they are speedy to feed patrons. Whether the order is to-go, to stay or even delivery (they do that too, though supposedly a fair-few have had less than good luck with call-ins being answered) you will be lunching as the locals do at The New Moon.
