Exelis Wins NASA Contract to Support Climate Change Research January 5, 2015 ROCHESTER, NY -- Exelis has won a $3.5 million NASA contract that supports research to improve understanding of climate change by tracking how weather systems transport carbon dioxide, methane and other gases in the atmosphere. As part of the Atmospheric Carbon and Transport-America project, Exelis will modify its Multi-Functional Fiber Laser LIDAR (MFLL) for integration into a NASA aircraft and provide support to five extensive flight campaigns that will collect regional carbon dioxide measurements. Exelis will work with Penn State University and NASA Langley Research Center scientists and engineers on the project.

Exelis is building on its long history of developing satellite instruments used for weather forecasting to expand its environmental intelligence business as part of the company’s focus on intelligence, surveillance, reconnaissance and analytics.

The research goal is to improve identification and predictions of carbon dioxide and methane sources and sinks using spaceborne, airborne and ground-based data over the eastern half of the United States.

“This is key because we really don’t know enough about the carbon cycle to take steps to predict and manage its environmental effects,” said Jeremy Dobler, Exelis program manager and senior scientist.

The Exelis MFLL is an active LIDAR (LIght Detection And Ranging) and is a remote sensing method that uses light in the form of an intensity modulated continuous wave laser to measure the difference in absorption of the atmosphere at two closely spaced wavelengths. The different absorption along with a measurement of range can be used to determine the number of a specific molecule such as carbon dioxide in that column of air. Unlike passive instruments measuring carbon dioxide, active LIDAR can take measurements at night, at high latitudes and through thin clouds enabling the collection of a more complete data set.

“The Exelis laser LIDAR takes accurate measurements of CO2 concentrations in the lower atmosphere where sources and sinks of carbon dioxide are located and where the data is relevant for addressing environmental impact,” Dobler said.

U.S. Army Awards Lockheed Martin $78 Million Contract for ATACMS Modernization January 7, 2015 DALLAS, TX -- Lockheed Martin received a $78 million contract from the U.S. Army for upgrades to the Army Tactical Missile System (ATACMS).

The program will take hardware from early-production ATACMS Block 1 missiles and develop an enhanced and affordable weapon system capable of eliminating targets without the risk of unexploded ordnance, which meets the U.S. Army’s long-range precision strike requirement.

The program’s first phase will include flight tests, followed by production beginning in 2016. Work will be performed at Lockheed Martin facilities in Camden, Arkansas, and Dallas.

“ATACMS is extremely reliable and effective, and has proven itself over and over again in combat,” said Ken Musculus, vice president of Tactical Missiles for Lockheed Martin Missiles and Fire Control.

“These upgrades ensure ATACMS is ready to meet our customers’ needs now and in the future.”

As the U.S. Army’s only tactical long-range precision strike surface-to-surface weapon, ATACMS provides critical military capabilities. More than 560 ATACMS missiles have been fired in combat and the system has demonstrated extremely high rates of accuracy and reliability.

Each ATACMS missile is packaged in a Guided Missile Launch Assembly pod and is fired from the Multiple Launch Rocket System (MLRS) family of launchers.

Lockheed Martin has produced more than 3,700 ATACMS missiles, with more than 20 years of on-time deliveries. The company’s Camden Operations has received more than 60 awards over the last decade, including the 2012 Malcolm Baldrige National Quality Award and the Shingo Silver Medallion Award for Operation Excellence.

Raytheon and General Dynamics Joint Venture Awarded U.S. Air Force Launch and Test Range Contract January 9, 2015 DULLES, VA -- The U.S. Air Force has awarded one of its most important space procurements, potentially a multi-billion-dollar contract to operate, maintain, and sustain launch ranges at Florida's Space Coast and Vandenberg Air Force Base in California, to a joint venture of Raytheon and General Dynamics.

The joint venture, called Range Generation Next (RGNext) is responsible for operations, as well as organizational and depot-level maintenance and sustainment for safe and effective launch, testing, and tracking of Department of Defense, civil, commercial, and international spacelift vehicles. It will also support ballistic missile, guided weapon, and aeronautical tests and evaluations.

The $1.5 billion, single-award contract has a one-year base period with nine one-year options.

Raytheon and General Dynamics formed RGNext to pursue the opportunity, known as the U.S. Air Force Space and Missile Systems Center's Launch and Test Range System (LTRS) Integrated Support (LISC) contract, supporting the U.S. Air Force Space Command.

Existing operations and maintenance at the Eastern and Western launch ranges and the engineering and sustainment work for the entire LTRS are being consolidated into LISC, primarily a fixed-price-incentive firm (target) contract.

BAE Providing Engineering, Integration Support for U.S. Navy’s Most Advanced Weapon System

January 19, 2015 CALIFORNIA, MD -- The U.S. Navy has awarded BAE Systems a five-year contract to provide critical system engineering, integration, and testing expertise for the Aegis Combat System on board surface ships.

The initial award is valued at $23 million with the total value of the five-year contract estimated at $120 million.

L-3 Acquires MITEQ, Inc. January 22, 2015 NEW YORK -- L-3 Communications announced today that it acquired the assets of MITEQ, Inc. on January 21, 2015 for $41 million, subject to customary adjustments. The business will be combined with L-3’s Narda Microwave-East business located in Hauppauge, N.Y., and the new organization will be called L-3 Narda-Miteq.

The Miteq business develops and manufactures specialized RF microwave products and solidstate SATCOM components that complement the existing Narda product line. The combined L-3 Narda-Miteq business will employ approximately 700 people, providing products for the U.S. military, government agencies, prime contractors and commercial customers. The Miteq acquisition is expected to generate approximately $60 million in sales for the year ending December 31, 2015.

“Miteq adds key products, technical capabilities and other synergies, strong engineering talent and new customers to L-3’sAdvanced Communications sector within our Communication Systems segment,” said John S. Raytheon Acquires Tucson-Based Sensintel, Inc.

January 26, 2015 TUCSON, AZ -- Located in Tucson with approximately 50 employees, Sensintel will become part of Raytheon Company's Missile Systems business. L-3 Communications Wins Two NSA Contracts Valued at $367 Million January 30, 2015 NEW YORK -- L-3 Communications announced today that its National Security Solutions (NSS) business has been awarded two National Security Agency (NSA) Enterprise Program Management (EPM) contracts worth a total of $367.3 million. The five-year contracts provide systems engineering, acquisition planning, program management and financial management for two of NSA’s major mission areas.

Northrop Grumman Receives U.S. Navy Contract to Begin Production of Additional Airborne Laser Mine Detection February 2, 2015 BETHPAGE, NY -- Northrop Grumman Corporation has received a contract from the U.S. Navy for the continued production of the AN/AES1Airborne Laser Mine Detection System (ALMDS).

The contract includes the production of five ALMDS pod subsystems, support equipment, spares, and technical support. The ALMDS is mounted on an MH-60S helicopter. Flying over sea lanes, it finds and geolocates mine-like objects with its pulsed laser light and streak tube receivers by imaging, in 3-D, day or night, the near-surface of the ocean.

“This program is a win-win. The airborne sensor has the capability to keep our sailors out of the minefield and we are producing it while reducing the per-pod price over previous buys that helps enable the Navy to meet their cost targets,” said Doug Shaffer, director, electronic attack/maritime systems integration, Northrop Grumman Aerospace Systems. “We look forward to continuing our long-standing relationship with the U.S. Navy on the ALMDS program and supporting initial operating capability in FY16.”

SBA Announces Expansion of American Supplier Initiative with Matchmaking Events to be Held Throughout 2015 February 3, 2015 WASHINGTON, DC -- The U.S. Small Business Administration will expand the American Supplier Initiative with matchmaking events that will be held throughout 2015. The matchmaking events will help provide small businesses with the tools and resources needed to become effective suppliers and connect with federal and commercial supply chain opportunities.

“The American Supplier Initiative is part of a comprehensive plan to create jobs through growing small businesses while also ensuring that America has a strong, deep and diverse supply chain,” said SBA Administrator Maria Contreras-Sweet. “Becoming a corporate supplier can be a true catalyst for business growth, but accessing those supply chains can be challenging for small businesses. The American Supplier Initiative exists to help our nation’s small businesses find their footing in these supply chains.”

The SBA’s American Supplier Initiative is designed to help bridge the gap between small, nimble businesses looking for new opportunities and large corporations looking for innovative new ideas and diversity in their supply chains.

The American Supplier Initiative is a call-to-action to the private sector to invest in their supply chains through small businesses. The initiative aims to address four key areas in which small businesses need help in order to become successful suppliers in the private sector: access to mentorship and counseling services, increased market and revenue opportunities, ready sources of capital to fund their growth, and a highly skilled workforce.

Harris Corporation to Acquire Exelis – Complementary, Adds Scale, and Strengthens Core Franchises February 6, 2015 MELBOURNE, FL -- Harris Corporation and Exelis, Inc. today announced a definitive agreement under which Harris will acquire Exelis in a cash and stock transaction valued at $23.75 per share, or an approximately $4.75 billion enterprise value.

The agreement has been unanimously approved by the Boards of Directors of both companies.

The transaction is expected to close in June 2015 and is subject to customary closing conditions, including regulatory and Exelis shareholder approval.

Under the terms of the transaction, Exelis shareholders will receive $16.625 in cash and 0.1025 of a share of Harris common stock, based on Harris' closing price as of Feb. 5, 2015, for each share of Exelis common stock. Upon closing, Harris shareholders will own approximately 85 percent of the combined company, and Exelis shareholders will own approximately 15 percent.

On a pro forma basis for the latest twelve months ended Dec. 31, 2014, the combined company would have had more than $8 billion in revenue and about 23,000 employees globally, including 9,000 engineers and scientists.

Army Awards Lockheed Martin $82 Million Sustainment Contract for Apache Targeting/Night Vision System February 9, 2015 ORLANDO, FL -- Lockheed Martin received an $82 million Performance Based Logistics (PBL) contract in December from the U.S. Army for AH-64 Apache helicopter Modernized Target Acquisition Designation Sight/Pilot Night Vision Sensor (M-TADS/PNVS) system sustainment.

The firm, fixed-price contract is the foundation for a comprehensive sustainment solution that enables MTADS/PNVS mission readiness, reduces operation and support costs, and drives reliability and maintainability improvements. This is the third of three one-year options that support the initial $111 million PBL contract awarded in 2012. The total four-year contract value was $375 million.

“The partnership between the Army Aviation and Missile Command Logistics Center and Lockheed Martin has built a comprehensive logistics solution that consistently meets or exceeds required aircraft readiness rates,” said Rob Breter, Apache PBL senior program manager at Lockheed Martin Missiles and Fire Control. “During its peak operational tempo of more than 200,000 flying hours, the M-TADS/PNVS PBL program averaged a worldwide supply availability rate of 98 percent, increasing mission readiness for the aircrew.”

M-TADS/PNVS provides Apache helicopter pilots long-range, precision engagement and pilotage capabilities for mission success and flight safety day or night, or in adverse weather conditions. Forward-looking infrared sensors provide enhanced image resolution that enables Apache aircrews to prosecute targets and provide situational awareness in support of ground troops outside detection ranges. Lockheed Martin has delivered more than 1,300 MTADS/PNVS systems to the U.S. Army and international customers.

The Apache PBL team was honored with the 2011 and 2013 Secretary of Defense PBL Awards recognizing outstanding achievements in providing soldiers with exceptional operational support.

SBA Announces New Online Tool to Match Lenders to Entrepreneurs February 10, 2015 WASHINGTON– Today, Administrator Maria Contreras-Sweet announced that the Small Business Administration (SBA) would launch a first of its kind tool on the federal agency’s website that will allow entrepreneurs looking for a small business loan to get matched with a SBA lender.

This new tool, called LINC (Leveraging Information and Networks to access Capital) will have small business owners fill out a simple online form of 20 questions and connect them with lenders within 48 hours. By directly connecting with prospective borrowers, the agency will be able to provide more guidance and ensure more capital is reaching our nation’s entrepreneurs.

“Effective today, LINC will bring entrepreneurs and SBA lenders together. There's a hunger among entrepreneurs to find financing to get their business off the ground or take the next big step in their expansion plan. The SBA stands there ready to help them, now with a few simple clicks,” said Contreras-Sweet. “Across the country, thousands of small business owners pound the pavement every day looking for term loans, equipment financing, lines of credit, invoice financing, and real estate loans to help them hire and grow. If you have a bankable business idea backed by good credit and sound financial planning, the SBA wants to streamline the process for you to get the capital you need.”

After filling out the form, a borrower’s answers will be sent to every lender in that borrower’s county, as well as to other lenders with a regional or national reach. Once lenders have reviewed the information that matters most to them, they’ll respond within 48 hours, all this for no fees or commitment. This option will untether entrepreneurs from the one neighborhood bank, using technology to get their foot in the door at any number of institutions and improve their access to capital.

LINC will roll out in waves. It will begin by connecting small business owners with nonprofit lenders that offer free financial advice and specialize in micro lending, loans in the Community Advantage program, and real estate financing. In the longer-term, SBA will look to add more traditional banks that offer an even wider array of financial products.

U.S. Army Space & Missile Defense Command Selects BAE Systems to Provide Critical Readiness Support February 11, 2015 MCLEAN, VA -- The U.S. Army Space and Missile Defense Command has awarded BAE Systems a two-year contract to provide hardware, software, and systems integration support for the Battlespace Command and Control Center.

The initial award is valued at $11.8 million with the total value of the two-year contract estimated at $23 million. Under the contract, BAE Systems will perform upgrades to mobile training suites and provide systems and network administration support to the Non-Organic Radar Access program. The work will minimize downtime for critical systems and enhance the ability of warfighters to analyze and manage the increasing amounts of data, while shortening the processing time for critical decision making.

“Our experts are helping U.S. forces quickly identify ground, air, space, and undersea threats to national security,” said Mark Keeler, vice president and general manager of Integrated Electronics and Warfare Systems at BAE Systems. “We’re enhancing system readiness and increasing the warfighter’s ability to process information that’s critical to protecting our men and women in uniform.”

United Technologies Research Center Awarded Department of Energy Contract February 11, 2015 WASHINGTON, DC -- United Technologies Research Center (UTRC), the research and innovation arm of United Technologies Corp., has been awarded a one-year $744,154 contract by the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) to develop a database of materials for the manufacturing of high-performance industrial and commercial non-metallic heat exchangers.

“We're excited to be working with the Department of Energy on this next-generation technology to explore new materials for heat exchangers,” said Abbas Alahyari, UTRC principal scientist and project leader. “If we can reduce the life-cycle and manufacturing costs utilizing new materials, then we can save a significant amount of energy.”

According to Alahyari, the review will include material identification and literature evaluation, as well as empirical and model characterization, resulting in a database of relevant material properties and characteristics to provide guidance for future heat exchanger development. Key material features will include thermal conductivity, permeability, life-cycle cost, flammability and manufacturability.

UTRC will work closely with UTC Building & Industrial Systems, which includes Carrier, the world's leader in high-technology heating, air-conditioning and refrigeration solutions, for building applications; and UTC Aerospace Systems for aerospace applications to define requirements and impact on energy use, both in manufacturing and operations. UTRC will also work with leading universities in the field to ensure access to the latest developments and to procure samples for evaluation, indicated Dr. Catherine Thibaud-Erkey, materials and manufacturing program element lead for the UTC Building & Industrial Systems program office at UTRC. “We will explore new composite materials for their suitability to replace existing metal materials in the production of heat exchangers for the aerospace and heating, ventilating, air-conditioning and refrigeration (HVAC&R) markets,” Thibaud-Erkey explained. “Applications could range from aircraft environmental control systems, to chillers and HVAC&R systems.”

SBA Promotes Innovation and Technology with National Road Tour February 11, 2015 WASHINGTON, DC -- The U.S. Small Business Administration (SBA) will launch an 18 state road tour, joined by 11 fellow federal agencies in the SBA’s Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.

The SBIR Road Tour “Seeding America’s Future Innovations,” is a nationally focused outreach initiative targeting advanced technology communities, including women-owned and minorityowned small businesses in states that have underutilized funding opportunities through these programs. Today, the agency is launching information on the tour through www.sbir.gov and will also launch a blog that will be active up through the end of the tour in late August.

“The SBA oversees America’s largest seed fund for small businesses in the STEM fields. The SBIR and the STTR programs—allocates $2.5 billion a year to small innovators. By reserving a specific percentage of federal R&D funds for smaller firms, Uncle Sam encourages domestic small businesses to engage in high-growth priorities and build a strong national economy. Exelis Receives $7.6 Million Contract to Provide U.S. Army On-the-Move Connectivity with Low Profile Satellite Antennas February 23, 2015 FORT WAYNE, IN -- Raytheon Company and its partner team along with the U.S. Army are testing a new training instrumentation system that helps enable and improve home station training by blending live, virtual and constructive training domains across widely dispersed geographic locations.

This new capability, called the Joint Pacific Multinational Readiness Capability Instrumentation System (JPMRC – IS), consists of an integrated system of deployable shelters, communications hardware and software that is used to train Army units based on a high fidelity exercise against a thinking opponent.

“This new system gives us opportunities to maintain readiness in ways that provide great flexibility while maximizing scarce training resources,” said Bob Williams, Raytheon Global Training Solutions vice president. “We recently completed a rehearsal with the JPMRC-IS involving more than 400 Soldiers across several Hawaiian islands, and it felt and worked exactly like a full rotation at one of our Combat Training Centers.”

The JPMRC – IS can be easily transported, is capable of continuous, 24-hour a day operation for weeks at a time, and can extend the training battlespace across physical boundaries by linking units, sites and trainers in real time. The instrumentation system collects and stores specific, scenario-focused information on performance, then aids the exercise controllers in monitoring the exercise, analyzing the performance data, and preparing and presenting detailed performance feedback to the exercise units. The exercise participants obtain direct feedback on how they executed their missions, and lessons learned on how to improve performance.

Raytheon will test the JPMRC – IS this month during a multi-unit exercise in Hawaii called Lightning Forge. This Initial Operating Capability event will demonstrate the ability to perform distributed operations as part of a two-battalion exercise on Oahu and the island of Hawaii.

Cubic Awarded Contract Valued at More than $65 Million for Ground Combat Training Support February 24, 2015 SAN DIEGO, CA -- Cubic Corporation today announced it was awarded a contract valued at more than $65 million for two Combat Training Centers (CTCs) from a Middle East Army customer to include U.S. Army versions of I-MILES Tactical Vehicle System (I-MILES TVS), Instrumented-Multiple Integrated Laser Engagement System Individual Weapon Systems (I-MILES IWS) and the TVS adapter kit to enable simulation of combat vehicles. These solutions will enhance the training capability by providing state-of-the art Tactical Engagement Simulation (TES) systems, an advanced data collection system for video, voice and other training data that is not currently available in the region.

I-MILES TVS, the vehicular adaptation of Cubic’s man-worn Individual Weapons System, equip tactical vehicles with lasers, sensors and electronics. The I-MILES TVS solution will also include Cubic’s “Shooter” CVS kit, to enable superior weapon simulation and casualty assessment accuracy for vehicles and fixed structure.

Lockheed Martin Awarded Contracts to Support U.S. Navy Cross Domain Intelligence Sharing Solution February 25, 2015 DENVER -- Lockheed Martin will continue to support the Navy system that allows secure sharing of sensitive data between unclassified and classified security domains.

The U.S. Navy recently awarded Lockheed Martin two contracts with a total ceiling value of $90 million to support the Radiant Mercury cross domain solution for five years.

Raytheon Awarded $35 Million U.S. Air Force Aircraft Integration and Life Cycle Technical Support Contract

February 26, 2015 DULLES, VA -- Raytheon Company was awarded a $35 million sole-source contract by the U.S. Air Force to provide aircraft integration and life-cycle technical support on an advanced bomb carriage and release system for aircraft. The advanced system will allow both the Air Force and U.S. Navy to perform more missions utilizing less aircraft.

“JMM BRU end users now have a next evolution system that can be integrated with more than 11 different platforms,” said Todd Probert, vice president for the Mission Support and Modernization at Raytheon Intelligence, Information and Services. “Our strength in engineering and design allowed us to offer the customer a system with improved combat turn-around time, enhanced system performance and improved warfighter readiness.”

The Joint Miniature Munitions Bomb Rack Unit (JMM BRU) indefinite delivery, indefinite quantity contract began October 2014and has an eight-year period of performance. In addition to being awarded the IDIQ contract, Raytheon has also received its first delivery order.

Under this contract, Raytheon responsibilities include engineering, investigation and analysis, aircraft integration, testing, training, material and software updates, simulations, modeling, test hardware, initial spares and procurement of all associated hardware to support the activities.

General Information: Getting to D.C. by Airplane: Most people heading into D.C. for business arrive at one of Washington's two major airports: Ronald Reagan Washington National Airport (DCA) and Dulles International Airport (IAD). Located less than five miles from the White House, the DCA is only a short ride away from downtown D.C. The Dulles International Airport is located about 30 minutes from the city. However, if your business is taking you to the Dulles Corridor in Northern Virginia, flying into Dulles International Airport would be the better option.

Ground Transportation: From the Reagan airport to downtown Washington, taxi fares will run between $8 and $17 since the airport is located close to the city. But the taxi ride from the Dulles airport to downtown DC will likely cost more than $50 plus tax, with lesser charges along the Northern Virginia route into the city. Renting a car is another available option at both Dulles and Reagan airports.

Public Transportation: If you're heading to downtown D.C. from the Reagan airport, the Metro can get you there in about 15 minutes and will cost about $2 one-way, depending on your stop. Stations are located in terminals B and C.
