建會於1990年開始推動「中書外譯計畫」,希
譯本的閱讀人口,促增台灣文化的能見度。此次邀
望將文學作品中所描繪的台灣政治、經濟、文

(奧斯汀分校)、加州大學(洛杉磯校區)等校。

希望透過傳實的翻譯,使國際人士能夠深入探觸
就歷年翻譯出版語版觀之,以英文冊數為最多。
台灣文化及其發展軌跡,並進一步展現台灣島嶼文學
爰此,文建會希望以此成果為基礎,與美國、加拿大
的特殊性,以文化為大使,厚植台灣的國際能見度,
的學術機構合作,舉辦「台灣作家巡迴座談會」,透

ince 1990 the Council for Cultural Affairs (CCA) has been promoting the translation of Taiwanese literary works from Chinese into other languages, in the hope that the political, economic, cultural and social aspects of Taiwan depicted in literary works can be vividly presented to non-Chinese readers in a language familiar to them. Up to date, about 221 volumes of creations, critiques and histories of Taiwanese literature, of which 144 of them are in English, have been published outside of Taiwan. In light of the fact that the majority of translated works so far published are in English, CCA aspires to build on this foundation and work closely with academic institutions in USA and Canada. Accordingly, the Taiwanese Writers’ Seminar Tour in USA and Canada is organized to expand the readership of translated works about Taiwanese culture and to improve the visibility of Taiwanese culture through interactions between visiting Taiwanese writers and local literary and art circles in host countries. Three Taiwanese writers, novelist Chu Tien-wen, ecological writer Liu Ka-shiang and scholar-writer Ko Yu-fen, are on this seminar tour, organized by CCA in cooperation with University of British Columbia, Harvard University, Wellesley College, Yale University, Washington University, University of Texas at Austin and UCLA. It is our hope that through the faithful translations of literary works from Taiwan, the international community will have a deeper understanding of Taiwanese culture and the course of its development, and that such literary works will showcase Taiwan’s unique oceanic features and its diverse culture.

天文,一九五六年生於高雄鳳山,山
東臨朐人。淡江大學英文系畢業。曾
主編《三三集刊》、《三三雜誌》,並任 三三書坊發行人,現專事寫作。一九八二年 開始,朱天文投入台灣「新電影」的編劇工

rom a family of illustrious writers, Ms. Chu began her literary career at a very young age. During her college years, she was the chief editor for Sansan Paper Collections and the Sansan Journal, and was a recipient of China Times Literary Award and United Daily News Literary Award. She is the author of The Notes of a Desolate Man (1994), an acclaimed novel about homosexuality, AIDS, and the city of Taipei. Her latest novel Witch Words, which acutely observes the multifacetedness of urban living, has positively won critics’ attention since its publication in 2008. The publication of her novel Growing Up in 1983 brought her to close collaboration with Taiwanese director Hou Hsiao-Hsien, who won the coveted Golden Lion Award in 1989 with his A City of Sadness. The novel was adapted into a screenplay, marking the incipient of her yet another distinguished career in the film industry. Together with director Hou Hsiao-Hsien, Ms. Chu has written numerous screenplays that led to the making of awardwinning films: The Boys from Fengkuei (1983); A Summer at Grandpa’s (1983); Time to Live and Time to Die (1985); Dust in the Wind (1986); Daughter of Nile (1987); A City of Sadness (1988); The Puppetmaster (1989); and Good Men, Good Women (1993). These films have gathered much international attention at various festivals, including Festival de Trois Continent, Hawai‘i International Film Festival, Asia-Pacific Film Festival, International Film Festival— Rotterdam, Nostra Internazionale D’Arte Cinematografica di Venezia, Cannes Festival, and International Film Festival of Flanders-Ghent.

今已有人把台灣書寫,放在一個新興概念
裡來考察。此概念叫做,華語語系文學,

太溫馴,是比較之東亞鄰國日本,自明治維新以
這個詞的對應面是其它諸多語系,英語語系
不太長,乃對比著已進行現代化一百多年的日

oday, some are already considering Taiwanese writing in a new conceptual framework. This concept is Sinophone literature. This term has its western counterparts:Anglophone, Francophone, Hispanophone, Lusophone, etc. This neologism replaces an old term with which we have long been familiar:Modern Chinese Literature. The new term shifts our angle of vision as well as the boundaries and image of literature. When these various literary forms encounter the irresistible force of globalization, the special character of Taiwanese writing manifests itself. I would describe this as an encounter with “modernization”, an encounter that is neither quick nor slow, neither too long nor too short, neither excessively mild nor an utter disaster. “Disastrous” would be a term one uses to refer to how China was catastrophically forced into modernization more than a century ago. Take for example: The Opium Wars, the First Sino-Japanese War, the invasion of the EightNation Alliance, the Boxer Rebellion. “Too mild” is one thinks of in a discussion of Japan, its speed of advancement during and since the Meiji Restoration .The history of Taiwanese writings is “Not too long” in comparison to that of Japan, who began their project of modernization over a hundred years ago. In comparison to Chinese Mainland, the modernization progress in Taiwan is “not too short” especially when one takes into account China did not actually resume its modernization until the new policy of “reform and openness” until 1979. The pace of Taiwan, which has undergone modernization for more half a century now, is just right-not too fast, not too slow. One may be harmed by modernization or benefit from it. One may be utterly unable to face it or deal with it consciously or unconsciously. Some may sail against the current of modernization;some may resist it;some may enthusiastically embrace it. Others will adopt different attitudes in different times. Regardless, modernization in Taiwan has developed in terms of its depth and breadth, its refinement, and its diversity. Bodied forth in literature, we must consider the meanings of various conflicts and breakthroughs. Don’t we? This is how I approach writing Taiwan. 13

《巫言》 出版社:印刻出版社 朱天文最長的一部小說,2000年開始寫作,花了八年完成二十萬字。 巫言,巫的文字語言,巫師這門行當最重要的工具或技藝,用於喚醒萬事萬物的靈魂, 並改變現實的面貌。小說中,朱轉化成的小說家自稱為巫,藉由「巫們」的意象,她平 行描繪出頹廢的現實和小說的奇異世界。這部小說以五章組成,〈巫看〉、〈巫時〉、 〈巫事〉、〈巫途〉、〈巫界〉。
Witch Words Publisher:INK Publishing Co. This is Chu Tien-Wen's longest novel. She began the work in the year of millennium;it took her 8 years to complete this monumental piece of 200,000 words.
Witch Words refer to the language of the witches, an indispensible tool or skill for witches and
wizards. It is used to awaken the soul of all things in the world and to change the face of reality.
In the novel, Chu transforms herself into a novelist who claims to be a “witch.” With the imagery of “witches”, she portrays a reality of decadence that is parallel to the bizarre world
of the novel. The novel has five chapters: “Witch's Sight”, “Witch's Affairs”, “Witch's
Time”, “Witch's Journey” and “Witch's World”.

《最好的時光》 出版社:印刻出版社 朱二十幾歲開始寫電影劇本,多年與世界知名導演侯孝賢合作。1989年《悲情城 市》獲威尼斯影展金獅獎,自此已成一部國際經典。此書是朱電影工作的首次完 整編輯。「上卷:電影本事、分場劇本」,有十部片子,包括了《悲情城市》、 《咖啡時光》和《最好的時光》;「中卷:一部電影的開始到完成」,以《戀戀 風塵》做例,示範說明一部影片的每個創作步驟;「下卷:關於電影」,是多年 來朱的電影評論和散文的結集,提供給讀者一個透視,編劇和導演之間的有趣互 動。

劉克襄 Liu, Ka-shiang
克襄,1957年生於台中縣烏日鄉九張 犁。初名劉資愧。三歲時改為今名。文
化大學新聞系畢業,曾任職數家報紙副刊主編 等職務,現專注於自然鄉野踏查及寫作。曾獲
獎、吳魯芹散文獎等獎項。作者年輕時即以鳥 類生態為關注題材,開啟台灣自然觀察寫作的 風氣,被稱為「鳥人」。晚近題材擴及生態旅 遊、自然教育、古道探查、野菜蔬果、小鎮地 誌風土等。每階段創作都不斷嘗試各類自然面 向的挑戰。出版有詩、小說、散文、自然誌論 述、生態旅遊指南和兒童文學繪本等三十餘部 作品,展現作者不拘泥於一格的書寫樂趣。代 表作有《漂鳥的故鄉》、《旅次札記》、《劉 克襄精選集》、《風鳥皮諾查》、《台灣舊路 踏查記》、《野狗之丘》。最新詩集《巡山》 描繪台灣山岳之萬千風姿。最新動物小說《永 遠的信天翁》,獲第二屆「2009台北國際書展 大獎」。
iu Ka-shiang was born in 1957 as Liu Tzi-kuey in Jiou-zhang-li, Wu-ri Hsiang of Taichung County and changed into his current name at age of 3. He graduated from Department of Journalism at the Chinese Culture University, worked as editor-in-chief for several newspaper supplements, and now is dedicated to investigating and writing about the nature and wilderness. As a winner of Taiwan Poem Awards, Wu San-lien Journalism Literature Awards, Taiwan Nature Conservation Awards and Wu Lucian Prose Awards, Liu has developed since young a special passion for bird ecology and has been a pioneer of nature observation and writing in Taiwan, hence his nickname, “Birdman.” The more recent years have seen his topics expended to cover ecotourism, nature education, ancient-trek investigation, wild fruits and vegetables and folklore of small towns and villages. Each stage in his writing career was marked by a constant challenge of exploring into varying aspects of the nature. Liu has published over 30 works that showcase his joy and spirit of freestyle writing through poems, fictions, essays, discourses on nature history, eco-tourism guidebooks and illustrated books of children’s literature. His notable works include Homeland of Wandervoge, Travelogue, A Collection of Liu Ka-Shiang’s Best Writings, A Story of A Wind Bird, A Journal of Investigating Ancient Treks in Taiwan, Hill of Wild Dogs, and his latest work, an animal novel Albatross Forever, won Grand Prize in the 2009 Taipei International Book Exhibition.

綜
觀二十年來的詩、散文,雖以自然生態為題
過程,以及各個時代的變遷,藉諸某些具有代表性動
材,卻不斷摸索新的內涵,舉凡動物生態、自
物的行徑和習性,娓娓道出,台灣做為一個大島,在
然歷史、鄉土教育、山野攀登和有機家園等等,都是
地球上具有其獨特的魅力。台灣的自然寫作,經由動
不同階段的創作目標。在創作過程裡,還堅持站在自
物小說的鋪陳,亦有可能,耕耘出一個值得期待的文
然保育的第一線,努力地和社會密切互動。
學天地。
在散文書寫過程裡,針對自己在台灣山林和鄉鎮
自然寫作部分,期待擴及更大面向的探索,涵蓋
的旅行,不斷辯證,反覆論述自然觀察的本質。或
現代都會生活裡的自然元素。個人的系列動物小說,
者,探索當代自然寫作和早年自然人文觀的差異,以
仍持續在進行創作,目前還有一、二部作品仍在構思
及追尋新的生活價值。

y poems and novels in the past 20 years have in general centered on nature and ecology, be it about animal, ecology, nature history, folk education, mountain climbing or organic home. They represent a continuous process of exploring new contents and striving for new goals at different stages. Besides my creative writing, I’ve persistently posted myself on the frontier of nature conservation to interact closely with the society. In the process of prose writing, I constantly debate with myself so as to better describe my experiences of travelling across forests and mountains, towns and villages in rural Taiwan. I have also explored the differences between contemporary nature writing and humanistic views of nature in the early times and searched for new values in life. Regarding animal stories, from A Story of A Wind Bird till the most recent Albatross Forever, I have been trying to depict the habits and behaviors of certain representative animals in terms of the ecological features, of processes in nature conservation, and of changes in different times in Taiwan - an island with its unique charm - over the past three decades. Perhaps through the narrative of animal stories, nature writing in Taiwan can be developed into a literary landscape with much to be explored. About nature writing, I aspire to explore broader aspects and cover those natural elements in modern urban life. I have worked on a series of animal stories and am currently collecting ideas for my next two books. I look forward to the day when my ecological writing will have gone beyond an islander perspective.

《風鳥皮諾查》 描述一隻水鳥從北方遷徙到台灣,在海岸棲息,為了尋找另一隻傳奇水鳥,遽 然改變生活習性,最後內化為一隻本地鳥種的過程。
A Story of A Wind Bird
a story about how a waterfowl migrated from the north to Taiwan and rested by the
sea, experienced drastic changes in its habits while searching for another legendary
waterfowl, and how eventually it became an endemic species.
《野狗之丘》 以自己在住家附近觀察野狗二年的日記,鋪陳出一部寫實的城市動物觀察小說,反思動 物在城市生活的權利。
Hill of Wild Dogs
A journal of the author’s observation of wild dogs in his neighborhood by way of a realistic
animal novel that reflects on animal rights in an urban setting.

In this novel, the author transforms himself into a bird-watching expert who went
to observe breeding of the Albatrosses on a small Pacific island; later on, he learns
to hang-glide so as to follow the whereabouts of an Albatross named Bigfoot, thereby depicting a beautiful picture of the Albatross’s life in the Pacific.

者兼作家柯裕棻,1968年生,現任教於政治大
學新聞系。美國威斯康辛大學麥迪遜校區傳播
藝術博士,主修大眾文化研究、電視研究。目前的研 究主題為冷戰時期的電視文化消費。另從事散文寫
(聯合文學)。曾獲華航旅行文學獎、中國時報文學 獎小說類評審獎、台北文學獎小說類入選。散文寫作 以時事觀察與生活體驗為題材,以抒情的文字結合文 化理論,演繹都會的漫遊或日常生活消費瑣事。
o Yu-fen was born in Taitung, Taiwan. She is a writer and scholar, who received her PhD from the Department of Communication Arts, University of Wisconsin-Madison USA. Currently, she is an associate professor at the Department of Journalism, National Chengchi University, Taiwan. Her major research interests include: popular cultural studies, television drama studies, and (post)colonial studies. Dr. Ko has taught courses in media sociology, popular culture, introduction to communication, news experiment for newspaper reporting, practicum on news gathering and editing, and introduction to media writing. She is an award-winning essayist who has won Times Literary Award and China Airline Literary Award amongst others. Major literary works by Dr. Ko include: Youth Cannot be Classified (2003), The Lento of Absentmindedness (2004), The Refrigerator (2005), The Connection of Criticism (2006), and Sweet Instant (2007).

年前,從寫博士論文的苦悶中開始嘗試以文學
細節著眼,寫台北的城鄉流動、歷史與空間文化經
寫作做為另一個窗口之後,我就不斷在學術和

y literary writing began ten years ago as a way out for my depression from working on a doctoral dissertation, and since then I have been continuously trying to find a common language between academic writings and literary works. Pop-culture studies as my major is a discipline that emphasizes the intimate relationship between social condition and cultural context, and demands a mastery of western critical theories. Consequently, this academic training has offered me a solid basis of sound theoretical resources for social observation and cultural criticism when dealing with various social changes in Taiwan society from the 1980s onwards. My first prose collection, Youth Cannot be Classified (2003), depicts a comical picture of the post-Fordist modes of production and consumption in Taiwan and handles the issue of female consumption with real or fictitious leading characters in each article. The Lento of Absent-mindedness (2004) and Sweet Instant (2007) are urban writings that zoom in on details of the ordinary life to describe the urban-rural interflows and cultural experiences of history and space in Taipei City. The historical and cultural experiences of Taiwan along with its developmental context are profoundly related to contemporary histories in East Asia. Under the interplay of globalization and regionalization in recent years, Taiwan as an Island has witnessed sea changes in its social structure and cultural spectrum. These structural factors have had multi-faceted implications for the daily life. One objective of my prose writing remains to search for ways of expressing these (post) modern cultural fragments with an adequate sense of poetics and history. My current prose project focuses on the observation of little things in life and I will continue injecting the energy of culture theories into my prose writing. I’m also working on a long novel about the history of tea trade in Taipei City. It isa project sponsored by the Taipei Literature Awards that I receive. 37

行政院文化建設委員會中書外譯出版計畫補助作業要點 中華民國98年5月22日文貳字第0982115160-1號令訂定自中華民國98年8月1日生效
一、 行政院文化建設委員會(以下簡稱本會)為藉由臺灣現代文學作品的外譯出版,推動國際文學交流,並強 化我國之國際形象與能見度,特訂定「行政院文化建設委員會中書外譯出版計畫補助作業要點」(以下簡 稱本要點)。 二、補助對象: 國內外合法登記或立案之出版單位、學術研究機構或文學相關團體。 三、補助原則、項目及金額: (一)補助原則: 以翻譯出版臺灣現代文學作品或文學研究論著為主,且能以國外為主要發行地區。 (二)補助項目: 以補助著作權授權、翻譯、審訂、印製等經費項目為限,不包含獲補助單位之人事與行政管理費。 (三)補助金額: 每部譯作以新臺幣六十萬元(含稅)為上限。每件申請案之實際補助金額,視申請計畫所需經費及本會年度預 算,由評審小組審議,並經本會首長核定之。 四、申請程序及應備文件: (一)申請期間:每年十一月一日至十一月三十日受理未來兩年內完成之執行計畫。 (二)申請文件(如附件一): 1. 申請表。 2. 計畫書,內容應含以下資料:
Guidelines on Grants to Projects for the Translation and Publication of Chinese Books by Council for Cultural Affairs, the Executive Yuan, Decree No. Zhi Wen Erh 0982115160-1, dated on 22 May 2009 and effective on 1 August 2009 1. T hese Guidelines on Grants to Projects for the Translation and Publication of Chinese Books (henceforth “the Guidelines”) are formulated by Council for Cultural Affairs, the Executive Yuan (henceforth “the Council”) to promote international literary exchanges and to improve the international image and visibility of Taiwan through translating and publishing modern literary works in Taiwan. 2. Target recipients Publishing agencies, academic and research institutes and other literary groups that are lawfully registered within and outside of Taiwan. 3. Principles, category and amounts of the grant A. Principles Grants are approved mainly for the translation and publication of works and researches of modern literature in Taiwan, which are to be published mainly in markets outside of Taiwan. B. Category Grants are approved to cover only expenses under the headings of copyright loyalties, translation, review and revision and printing, excluding any personnel or administrative expenditures incurred on the grant recipient. C. Amounts Grants are approved at an amount of up to 600,000 NT Dollars (tax included) for each translated work. The actual amount of grant to any application is to be reviewed and ruled by the review committee in light of the expenditure budget of the application and the annual budget of the Council and then reported to the head of the Council for approval. 4. Application procedure and required documents A. Application period: 1 November to 31 November of the year for projects to be completed within 43

(1) 翻譯出版理由或重要性。 (2) 擬譯書目(若為選集,應包含完整目錄)。 (3) 作者、譯者或編者履歷(若有編輯委員會,應提供其成員名單及簡歷)。 (4) 國外出版單位簡介。 (5) 工作進度表。 (6) 出版經費預算表。 (7) 行銷推廣之規劃構想。 (8) 著作權人授權翻譯出版之相關文件。 (9) 國外出版單位同意出版之契約書或證明文件。 (10) 原著十分之一之試譯章節及對應之中文原文。 (三)申請方式: 1. 申請單位應於申請截止期限內,檢附所有申請文件,以掛號郵寄本會第二處(臺北市中正區北平東路 三十之一號六樓,電話:八八六-二-二三四三四一○五),並註明「中書外譯出版計畫申請補助文件」。以郵戳 為憑,逾期不予受理。 2. 申請文件應備十份以供審查。 3. 申請單位送件時應備齊相關文件,其所檢附之文件、資料不全者,視同資格不符,恕不接受補正。 4. 所有申請文件,不論通過與否,恕不退件。 五、評審作業: (一)本會得遴聘相關專家學者若干人組成評審小組,審查申請文件及建議補助金額。

Rationale or significance of the translation and publication concerned b. Proposed list of books to be translated (in the case of a compilation work, a complete list of contents is required) c. Resumes of the authors, translators or editors d. A brief introduction to the publisher(s) outside of Taiwan e. Schedule of the project f. Expenditure budget of the publishing project g. Ideas and plans for marketing and promotion h. Documents that prove the authorization of translation and publication of the works concerned by their copyright owners i. Contract and documents that prove the consent of publisher(s) outside of Taiwan on publishing the works concerned j. Trial translation for one-tenth of the original works and the corresponding source text in Chinese C. Application procedure (1) A pplications should be submitted along with required documents by registered mail before the designated deadline to the Second Department of the Council (Address: 6th-Floor 30-1 Beiping East Road, Taipei, Phone: +886-2-23434105), with the cover bearing the wordings of “Application for Grants to Projects for the Translation and Publication of Chinese Books.� The official date of application submission is the date of the postal seal, and no late submissions shall be accepted. (2) Application related documents shall be prepared in 10 copies for review. (3) A pplications shall be submitted with a complete set of requirement documents. Applications with incomplete documents or information are considered disqualified and no supplements or 45

(二)評審委員得就申請計畫內容之適切性與效益性、經費編列之合理性等綜合考量。 (三)審查結果經本會核定後以書面通知各申請單位。 六、撥款及核銷: 有關撥款與核銷細節,依「中央政府各機關對民間團體及個人補(捐)助預算執行應注意事項」(如附件二) 及契約相關約定辦理。 七、注意事項: (一)申請單位應註明是否同時獲得或申請其他公、私單位財務補助;已獲本會附屬機關或財團法人國家文化 藝術基金會補(獎)助者,本會不再重複補助;若於核定後查知該計畫內容有重複補助之情事,本會將廢止 補助並限期追回補助款。 (二)獲補助單位應與本會簽訂契約,依約履行。 (三)獲補助單位應於譯作出版後,無償提供本會每部五十冊;並同意無償授權本會及所授權之人於譯作之著 作財產權存續期間內,為不限時間、地域、次數、方式之任何利用。 (四)獲補助單位應於譯作明顯處載明「中華民國行政院文化建設委員會贊助出版」等中、外文字樣;再版 時,亦應載明。 (五)補助經費應專款專用,不得挪為他用且不得任意變更用途。 (六)獲補助之計畫尚未結案前,不得提出其他申請案,亦不得以其他名義提出申請。 (七)獲補助單位執行計畫如有抄襲、剽竊或侵害他人權益等情事,應自負侵權責任,本會得廢止補助,並追 回已撥給之補助經費,且獲補助單位與其負責人於三年內不得申請本會之相關補助。

T he Council may invite a certain number of experts and scholars in related fields to form a review committee to review applications and related documents and advise on specific amounts to be granted. B. Members of the review committee may evaluate a proposal by considering factors like the adequacy and effectiveness of the proposal and rationality of its budget. C. Results of the review shall be approved by the Council and then notified in writing to individual applicants 6. Remittance of grants and verification of outlays Remittance and verification of grants shall be processed in accordance with the “Points of Attention for the Implementation of Grants (donations) to Civil Groups and Individuals by Central Government Agencies,� (see Appendix B) and the contract concerned. 7. Points of attention A. A pplicants shall specify if they have also received or applied for financial support from other public or private agencies. No grants will be issued by the Council to applicants who have already received grants (prize moneys) or subsidies from an affiliate of the Council or the National Culture and Art Foundation, and the Council shall terminate the grant concerned and demand the return of all remittances within a prescribed period if an approved application has been found to be concurrently receiving other such grants. B. Grant recipients shall enter into a contract with the Council and perform accordingly. 47

C. G rant recipients shall provide to the Council fifty copies of each volume of the translated works that have been published, and shall agree to authorize the Council and persons authorized by the Council the free-of-charge use of the translated works regardless time, locality, number or means, for the duration of their copyright ownership. D. G rant recipients shall note in a visible location of the translated works and their subsequent print editions the wordings of “Published under the sponsorship of the Council for Cultural Affairs, the Executive Yuan, the ROC.” E. G rants shall be used solely for the approved project and may not be appropriated for other purposes or arbitrarily allocated for other uses. F. Before the closure of a sponsored project, its original applicant may not submit other applications or apply under a different name. G. I n the event of any acts of pirating, plagiarism or infringement on others’ interests in the implementation of an approved project, the grant recipient shall be held solely liable for such infringements. The Council may terminate the grant and demand the return of all previous remittances, and the grant receiving agency and its person-in-charge shall be prohibited from applying for any related grants with the Council within the next three years.
