The element requires that a prestartup safety review is carried out for any new facilities or modifications in the process area.

The review confirms if the changes are as per the design and specifications; that the safety, operation, maintenance and emergency procedures are adequate, and that sufficient training has been given to employees with regard to operating the new process or change.
