Council expenses riddle
Arklow refuses to release figures ahead of elections By Cianan Brennan
Husse_DL.indd 1
A mystery cloud hangs over the expense records of Arklow T own Council. Councillor expenses and records for the Arklow area remained unavailable to the Wicklow Voice despite repeated attempts to access them. This marks the south Wicklow authority out as the only council area to refuse cooperation, with repeated attempts to access the relevant information met with stony silence. The inquiry was part of a wider investigation by the Wicklow Voice into the level of take-up of state expenses by Wicklow’s town councils in 2013. A total of €263,553 was the total figure in salary and expenses paid by the town councils to their elected representatives during last year. Bray, as the only borough council in the county, has the highest bill at €108,557.

cooperation from Arklow remains unclear. Suggestions that the records themselves may simply not exist could not be verified at the time of publication. This would be a source of some embarrassment to the town council given such expenses are a matter of public record. Having come up short when asking Arklow T own Council for its records directly, the Wicklow Voice spoke to the town’s nine councillors directly. The vast majority contended that they claimed little or no expenses, and attended very few conferences, the backbone of most town council expense claims. “We have nothing to hide,” said Fianna Fáil councillor T ommy Annesley. “From a personal point of view, claiming expenses would not be in my nature.”

Wicklow T own (€57,980), Arklow (€51,951, estimated), and Greystones (€45,065) make up the remainder of the overall total. The payments above comprise all salary payments across the county, but do not include Arklow councillors’ specific expenses – the €51,951 is an estimated figures based on statutory payments to councillors country-wide. This averages at a figure of €6,800 per councillor. Most payments are taxable, while figures shown are net of tax. The reason for the lack of
