FROM THE GRAND CHEF DE GARE A few reasons for this letter. First, I want to thank everyone that attended our Merci Boxcar Cheminot. Light attendance but I feel we accomplished our mission. I realize our dates were pushed forward, but we should be back to normal next year. Speaking of back to normal, I hope and pray we can get through our current crisis and our lives can return to regular routine. Much of what we do on a daily basis has been restricted or in some cases even prohibited depending on where you live in Texas. This has affected my locale. Following new city ordinances and CDC guidelines - we have suspended all meetings, promenades and special program events for at least 30 days. But that does not mean we have stopped our job as Voyageurs Militaire. Yesterday, Locale Chef Dale, myself as Correspondant and Roger Folmar, our Commissaire Intendant met at Dales house to go over our calendar, discuss membership and establishing a plan on how to quickly proceed once we are able. We accomplished quite a bit, but without putting ourselves or our membership in jeopardy. I’m telling you this because there are a lot of means to still keep communication going, social media, email and of course the phone and like us, small meetings. I feel this is important. The last thing we discussed was that our Chef Dale was going to personally communicate with each member to see how they are doing, to let them know despite all the restrictions we are still an important and viable organization. Also, to see if any of our membership need any assistance,

rides, going to the store for them, etc. Texas is a big place, we are separated by a lot of distance, our county locales are spread out over a wide area, so our internal public relations is necessary - please stay in contact with each other. This also is important. This means keeping at membership, not just ignoring it until we can get back together again. Dale, Roger and I will probably get together weekly. My locale is five short and it will probably take new members to make goal. That will be hard to do without meetings, so I am encouraging all locales to seek any way and means to keep your locale active during this time, continue growing even if you are at 100% or higher. We do have until July 31st, but I would like to join our Grand Chef de Train John Rodgers in having the expectation of us exceeding 100% for Grand du Texas. And a special thanks for his hard work as Chef de Train, working extremely hard in this position and he has my thanks. It is my hope and expectation that we all get through this current crisis safely and healthy. Please follow everything that you are hearing to the best of your ability. All that being said – keep Ronnie Wheeler and Kathy in your prayers – Ronnie is back in the hospital with a possible infection – not corona related. I am always available, via email or phone. I wish you all good health, safe travels and hope to see many of you at the Grand Promenade.

The Grand Promenade HAS NOT been cancelled and is still scheduled for July 16-18, 2020 in Harker Heights, Texas. A decision will be made within the next couple of weeks hopefully around May 1st as to what we will be doing in conjunction with V-1031 who volunteered to host the event. Health, safety, state, city requirements will all be taken into consideration as well as travel restrictions and hotel availability. A lot to consider and we hope we get back to business soon. With health restrictions currently in place and no firm date yet announced for most of the country, Voiture Nationale is evaluating ideas of how Grands might handle upcoming elections and remain within constitutional requirements. We may have to come up with some alternative ourselves, but hopefully we will be in a much better predicament come July. We will do our best to keep everyone informed as early as possible Grand Chef Renny

FROM THE GRAND CHEF DE TRAIN Hello to all; Last week we made it past 100% as a Grand. Now is the time for TEXAS to show all why they call US the GREAT STATE. We have 3 Grandes in front of us Colorado, Vermont and France. They are way smaller than TEXAS both in size and membership. We are the only Grand with over 200 or more to be over 100%. As I said in my last membership report we are in 4th place of the 55 Grandes. We need 6 to surpass Colorado we need 21 to get past Vermont and to make it to #1 we will need 29. I know this is easier said then done. But if you’re like me your staying home and going stir crazy. That being the case look over your roster call people and ask them to show there Texas pride and renew. If they don’t want to renew ask them why? Then tell them more then ever before we need to unite as Veterans during these uncertain times. I hope to see more membership transmitted next Thursday and with a little hard work we will make it to the # 1 Grande. After visiting Europe, Washington columnist Drew Pearson initiates a food drive for our hungry neighbors overseas. When Jimmy Burns is selected to ride on the Friendship Train’s food-collecting journey, he sees the best of America and its citizens.

Decorated with French medallions, the Louisiana Merci Car arrives crammed with thankyou presents, one of which is a wedding dress. This historical romance follows the repercussions a generous gift has on the lives of four friends.

Review: The Friendship Train is a readable, suspenseful, and informative. It accurately followed the history of the train. I strongly recommend it to both children and adults.

Review: Having been the secretary to the mercitrain.org website for many years I was so excited to learn about Linda's book! It presents a sweetly told romance built around an historical event that deserves to be shared.

Minutes of the Spring Cheminot/Pilgrimage to Boxcar March 6-8, 2020 Austin, TX Mach 7, 2020: All Committee Meetings were held at the Austin Police Association (APA), 5817 WilCab Road, Austin, TX. The meetings were followed by a short session by Grand Chef Keagle. OPENING: The 2020 Spring Cheminot/Pilgrimage to Boxcar was called to order at 1:00 p.m., March 7, 2020, at the APA Building, Austin, TX, by Grand Chef Renslar Keagle in Ritualistic Manner. GRAND CALL: Correspondant Chatham read the Grand Call and Rules for the Cheminot. ROLL CALL: OFFICERS: 5 present; 2 absent; 6 excused. LOCALES: 7 present; 6 absent. GRAND CHEFS DE GARE PASSE: 3 present. QUORUM ESTABLISHED. READING OF THE MINUTES: Notion by Roger Folmar to accept minutes as published, 2nd and passed. READING OF CORRESPONDENCE AND BULLETINS: Ad from Central States and two resolutions read: Jim Vissers, Grand du Wisconsin and William “Bill” Simson, Grand du South Carolina who ae candidates for Chef de Chemin de Fer. REPORTS: OFFICERS 1. Grand Chef de Train Rodgers: membership-2020 YTD is 254 (94.09 %); 15 needed to reach 100%; 5 Locales-100% or more. $50.00 Walmart Cards given to VLs 312 and 1031. 2. Nurses Training Pendleton was absent but submitted a written report-program is good across state and many nurses are in training. 6. POW/MIA Keagle-27 pins left of the Main Pin which is to be followed by attached bars; purpose of pin sales is to support the Scholarship Program; reports are easy to fill out; POW/MIA Table is easy to set up and 40&8 Website has set up details. 7. Public Relations Knutson-Web Site is hard to manipulate but is being worked on. TVN awarded best newsletter at Nationale. 8. Ritual Mix absent. 9. Voiture Activities Knutson -continue to use form provided. 10. VAVS Hill-no report. 11. Youth Sports Smock-call him if assistance is needed. 12. Public Relations Report is due later. All others should be done on or before the Grand Promenade! Directeurs are asked for a report on their program at Grand Promenade. Help them out please. These reports are very important!!! VOITURE ACTIVITIES: This is a program that is intended to be a measure of a Voiture Locale's activities and member involvement. It is a measure of the Voiture as a unit. It is intended to measure the percentage of participation on the part of individual Voitures. In the simplest of terms, the higher the percentage the better the program. Some of the activities that can be measured by the program, include the following, but not limited to these. * A Brunch, Dinner, Bar-B-Q. * Dance, Kids Party, Flag Respect Demonstration * VA Activity, Party for Patients * Veterans Day/Memorial Day Activity * Any Veterans Organization meeting the Voiture was in attendance. * All Locale Promenades/Cheminots * Grand Events Any activity the Voiture sponsors and any that a quorum of the Voiture is in attendance. Over the course of the year you should keep track of each of these activities and the number of Voyageurs that attended. The Dames that are present at these events can also be counted in Voyageur number . At the end of the year, you will be asked to complete a Voiture Activities report that will be sent to the Grande Directeur and then ultimately on to the National Directeur. The report will show you how to complete the form and you will be able to calculate your percentage of participation. While this percentage of participation will enter you in competition for a National Award, what's more important it will give your Voiture and your membership an indication of just how active you are, and at the Grande level, will give you some indication as to how you compare in your Activities with other Voitures across your Grande.
