FROM THE GRAND CHEF DE GARE First thing I would like to thank everyone for their support electing me as the Grand Chef de Gare for the 2021-2022 term. As we are coming out of the restrictions in placed by the corona virus, we need to get back working our programs. It is a proven fact that the Voitures Locales that are active in their communities are the ones growing and retaining their membership. During this year it is my intention to visit every Voiture Locale either at a promenade or an event that your Voiture Locale is holding. I believe it is important that the Voyageurs get to meet their Grand Chef de Gare. I would appreciate if every Voiture Local would let me know when you would like me to visit. My theme for this year is Teamwork Drives Membership. If we are going to have a successful year - we all need to work together. One person can't do everything, but as a team there is nothing we can't accomplish. So let’s reach out to our members who no longer attend promenades and see if we can't get them active again. We need them. In closing I wish you a great and successful year.

MEMBERSHIP YEAR ENDING We are at 101% of goal with 9 out of 13 Voitures at or over 100% (V-1055, Kerrville still takes the prize at 142.86% of goal) and 3 Voitures at or over 90%. Good work y'all!!! August 1st starts the new year and guess what, we start all over on membership. I know you all are excited about that. I will send out the new quota as soon as I get it. GRAND CORRESPONDANT’S CORNER Congratulations to our new Grand Chef de Gare Roger Folmar as we step into the new 2022 year. BTW, he’s got a pin on the way and it is very cool! Congratulations to all of our new officers and Directeurs. If you need to contact our Grand Chef, here is his email: rfolmar@elp.rr.com It’s time to assume most locale elections are over and I have yet to receive formal or informal certification of officers from many locales. Why is this important? Communication of course. We want to keep our locales linked together with information and our officers and Directeurs need emails and points of contact to distribute important details about what is going on within grand. This will also enable us to push down important information from Nationale on programs. My email: rennykeagle@gmail.com I am going to assume all locale Correspondants have received their 2022 cards. Hopefully each locale pushed membership right up to the July 31st deadline – congratulations to Grand du Texas and Chef de Gare Passe John Rodgers for achieving over 100%. Let’s start early in 2022 to achieve the same results! Reminder $25.00 must be transmitted to Nationale for renewals and new members. We didn’t do a bang-up job this year on annual Grand reports despite pushing them all year long – but between the efforts of the Grand Avocat, Grand Correspondant and a few locales providing data in a few areas we made an acceptable effort to get many reports to Nationale indicating the time, miles and money spent on programs and different areas. Finally, I’m in the same locale as our Grand Chef and he has indicated a desire to widely visit all locales and attend functions within Grand so please keep him timely informed so he can plan on visiting.

KEEP TRACK OF YOUR VOITURE ACTIVITIES A lot of information about 40 & 8 programs was given in the last issue of the TVN. However, very few took the time to send in any reports. Information about what falls under Voiture Activities is repeated here along with a worksheet to help keep track of your member’s activities. At minimum this report or worksheet will do more than any others since the information can be used to complete other reports! Hopefully we will do better this coming year! David Knutson, L´Éditeur

TEXAS VOYAGEUR NEWS VOITURE ACTIVITIES: This is a program that is intended to be a measure of a Voiture Locale's activities and member involvement. It is a measure of the Voiture as a unit. It is intended to measure the percentage of participation on the part of individual Voitures. In the simplest of terms, the higher the percentage the better the program. Some of the activities that can be measured by the program, include the following, but not limited to these. * A Brunch, Dinner, Bar-B-Q. * Dance, Kids Party, Flag Respect Demonstration * VA Activity, Party for Patients * Veterans Day/Memorial Day Activity * Any Veterans Organization meeting the Voiture was in attendance. * All Locale Promenades/Cheminots * Grand Events Any activity the Voiture sponsors and any that a quorum of the Voiture is in attendance. Over the course of the year you should keep track of each of these activities and the number of Voyageurs that attended. The Dames that are present at these events can also be counted in Voyageur number . At the end of the year, you will be asked to complete a Voiture Activities report that will be sent to the Grande Directeur and then ultimately on to the National Directeur. The report will show you how to complete the form and you will be able to calculate your percentage of participation. While this percentage of participation will enter you in competition for a National Award, what's more important it will give your Voiture and your membership an indication of just how active you are, and at the Grande level, will give you some indication as to how you compare in your Activities with other Voitures across your Grande.

TEXAS VOYAGEUR NEWS MINUTES OF THE GRANDE PROMENADE Grande du Texas Kerrville, Texas June 26, 2021 1. The Grand Promenade was called to order by Chef de Train Alfred Banzer according to ritual and the Manual of Ceremonies at 13:04 pm, June 26, 2021, Renslar R. Keagle, Correspondant. Grand Chef de Gare John Rodgers, excused. 2. Grand Call (Correspondant): By order of the Grand Chef de Gare du Texas, the Grand Promenade will be held, Saturday, June 26 in Kerrville, Texas hosted by Kerr County V-1055. Committee meetings and Grand Promenade at Best Western Sunday House Inn hotel with banquet held at VFW Post 1480, Kerrville, Texas. The election of Grand Officers for 2022 will be held immediately following the transaction of business with installation being held at the discretion of the Grand Chef de Gare. (Official Call attached to minutes.) 3. Roll Call of Officers: Ten elected officers present, five appointed officers present, eight Directeurs present, 16 Voyageurs Militaire present. 4. Roll Call of Locales: Present – V-175, V-266, V-542, V-605, V-1031, V-1055, V-1185. Seven locales present. 5. Grand Correspondant reported that a quorum was present. 6. Grand Chefs de Gare Passe and National Officers recognized. 7. Reading of the Minutes of the Grand Promenade – Approved as posted in the TVN – Texas Voyageur News. 8. Reading of Bulletins and Correspondence – Resolutions received but to be read prior to elections. 9. Reports of Officers: a. Grand Chef de Train Alfred Banzer: Thanks to all locales and Voyageurs Militaire who helped and assisted Grand du Texas to achieve 100% in membership. Seven locales at 100% or higher. Congratulations to V-1055, Kerrville for achieving 142.86%. Reminder that membership year does not end until July 31st. b. Grand Commissaire Intendant Roger Folmar: Wells Fargo Account - $10,739.30; Money Market Accounts $27,809.00; checking account total - $38,548.60. Current investments totaling $27,996.72. Grand total all funds - $66,545.32. Expenses covered in detail in Finance Committee meeting, but Grand is presently $3,126.51 under budget for 2021. Item by item transaction in checking account covered in finance committee meeting. Finance report approved as read and submitted subject to audit. c. Grand Avocat: Report by Sous Avocat David Knutson. Tax Exempt Status for some locales has been revoked. I am working with V-175 and V-542 to get their status reinstated. A new template for locale Constitutions and Bylaws is in the works for locales to use. It will be sent out once completed. V-1639 and V-1185 are surrendering their charters – see Avocat report. d. Grand Aumonier J. Sean Habina. Correspondant stated that those VM deceased turned in on delegate lists will be provided to the Grand Aumonier. No report by Aumonier except to keep her informed of any ill or sick in need of prayer. Report on Lowell Mix. e. Cheminot Nationale Renslar Keagle reported no action has been taken because they have not met due to no Promenade Nationale in 2020. Will report on Promenade Nationale 102 in Springfield, MO in September. 10. Program Reports (Reported by Directeur or a representative) a. Americanism – Correspondant doing Grand Americanism report and locales may be contacted for detailed information. Trying to capture as many hours as possible to include hours, miles, etc. with other organizations. b. Boxcar – 2021 Boxcar pins available. Multiple Boxcar Association cards were sold at the Spring Cheminot under the direction of Grand Chef John Rodgers. c. Carville Star – Directeur Roger Folmar reported he has sold 50 pins for $150.00, Texas Star $98.00, total from Grand du Texas was $1548.00. 2022 pins on the way. d. Child Welfare – Directeur Les Lobdell. Very few reports received. Working on National Report. e. Nurses Training – Directeur Doug Pendleton gave committee report – no applications received for nurses training. Some nurses training 2021 pins available. 2022 nurses training pins have been ordered by Grand Correspondant. f. POW/MIA – Directeur Renny Keagle reported he has the POW/MIA base pin and 2021 and 2022 bars available. Pin sales are important for sustaining the scholarship fund. POW/MIA reports very important but few submitted – only 3 received. Americanism report very important because most hours transfer to POW/MIA report. Reports as a whole is an area that needs improvement. Will consider mailing. h. Ritual – Directeur Lowell Mix not present. No report. New Password recommendation submitted to Nationale – STAFF meaning - Support The American Flag Forever. Need to get Ritual report to Nationale. i. Voiture Activities – Directeur Sandy Kousman not present. No Report j. VAVS – Directeur Clarence Hill not present. No report. k. Youth Sports – Directeur Brian Smock not present. No report. Grand Non-Program Reports: a. Boxcar Maintenance – Directeur David Knutson. Interactive display is up and running at the Merci Boxcar. More information will be provided in the upcoming TVN. b. Special Awards – Directeur David Knutson. VM Roger Folmar selected as the Grand du Texas Voyageur of the Year and package has been submitted to Nationale. Committees not yet reported – Time and Place – V-542 will do an assessment for Grand Cheminot in San Antonio. Very promising. Grand Promenade will be in El Paso, TX hosted by V-605. Old Business: None New Business: Notion approved for a $60.00 quarter page ad for Promenade Nationale due by July 1 st. Correspondant will do and send it the ad. Delegates for Nationale needed. Attendees identified. Recommendations needed for National Committees NLT August 1st. Ideas needed for a Grand raffle. Elections and Appointments: Notion made for this election only to begin with Grand Chef de Gare. With approval of Grand Chef de Gare (Chef de Train) election conducted by Grand Correspondant. Send in your photos or news clips! Let others know what you are doing and if you have an event coming up. We all need to support each other and get the word out. Merci Boxcars and the Gratitude Train The Texas Merci Boxcar had our new interactive video display installed just before the Spring Cheminot. Visitors to the boxcar can learn more from the display and see photos of the move and Grand Opening held in 2014. TEXAS VOYAGEUR NEWS Editorial: Forty & Eight Members Missing In Action! I was wrecked into the 40 & 8 in Germany in an active wreck that I still remember nearly 30 years later. Voyageur John Pepin of V-1055, Kerrville is one of my PG brothers as is Ron Rolfes, VAVS Directeur National. Many of you were brought in through an active wreck and many were not. I know a lot of Voyageurs Militaire who were brought in through a formal wreck or modified wreck and have been very active and contributed greatly to their locale and grand. Any new member into La Societe MUST have some sort of initiation to learn about the organization and programs. A lot of our FUN came from our new members being PGs for some period of time. What happened! Are we too busy as many claim! I don’t believe that is true at all. We have lost our dedication to the organization. I see many, many names of Voyageurs Militaire in leadership positions of the American Legion or VFW. Some of who have not attended a Locale Promenade in years! Successful locales are in partnership with their home post and they work together. Many of our locales are held together by a few very dedicated Voyageurs Militaire. Milton Sherwood of Voiture 1134 in Corpus Christi has not given up. He is 96 this year and still working to keep their locale alive! Some of our locales work hard but never report their activities so we don’t know how they are doing! It only takes a handful of members to make a difference in their community. There are funds available in the Nurses Training Program from Grand and Nationale if the locale does not have funds for that program. Each Grand can get $1,000 from Nationale for a student nurse. We have done that several times, but we still leave that money on the table too often. A locale can be reimbursed for Youth Sports donations with a maximum of $1,000 per year per Grand. We have only done that once in the past several years. Forty & Eight gets a bad rap from the American Legion still today! Grand du Texas helped build the American Legion Department of Texas with 40 & 8ers bringing in thousands of members in the 1950s. A fact that many don’t know. Grand du Texas had 2339 members in 1955 and then the separation of the organizations came along in 1960! Membership in Grand du Texas fell 50% by 1965. That was about race and prejudice that 40 & 8 would not give up. Well, you know what – that was a long time ago and now 40 & 8 locales should ALL be without the prejudices of the past. For those who bad mouth the 40 & 8 – maybe they have cause. I have nothing against the American Legion or VFW. I believe we would be much stronger together if our NATIONAL LEADERS in 40 & 8 and Legion could figure that out! Until then what do we do! We take the lead from those like Milton Sherwood and many others who won’t give up! If you are one of the dying breed Voyageur Militaire then please stay proud. Grand du Texas has donated over $50,000 in Nurses Training Scholarships in the past 20 years! How many children have been the recipients of charitable donations from locales like V-266 in Copperas Cove! Thousands of children are touched by the Flags for 1 st Graders Program from V-605 in El Paso alone! Grand du Texas stepped up after Hurricane Harvey in both Child Welfare and Youth Sports donating thousands of dollars for those in need. Of the 283 members on our roster today I know many of you. I know a lot of you would do more if your health permitted it and many of you are proud to be in the 40 & 8. We all know far too many who are no longer with us that were so very dedicated. What do we do! Don’t be Missing in Action! If you can’t meet every month then try every other month. Support your locale as best you can. That may be by paying dues and making a donation or selling some raffle tickets for a fund raiser! Your PGs should be raising money for programs. How hard is it to do a 50/50 and raise fund for a Nurses Training, school supplies for a local school or sports equipment for kids! Our new Grand Chef de Gare is Roger Folmar. He is very active with the American Legion and also with 40 & 8. His motto is “Teamwork Drives Membership” and a little help and guidance to your locale will make more of a difference than you think! Teach the new members who were never shown proper ceremonies as we should do at our locale promenades! Be nice and have fun! Step up and be part of the team. We don’t need “missing in action” we need “members in action”. This can help folks make their minimum for a quorum and provides a way for those who cannot travel as easily to be involved! Contact Grand Avocat David Knutson for more information! SECTION 2. Subject to the provisions required or permitted by the Texas Business Organizations Code and this Constitution for notice of meetings, members of the Voiture Locale, members of the Board of Directors, or members of any committee may participate in and hold a meeting of such members, board, or committee by means of: (1) conference telephone or similar communications equipment by which all persons participating in the meeting can communicate with each other; or (2) another suitable electronic communications system, including videoconferencing technology or the Internet, only if: (a) each member entitled to participate in the meeting consents to the meeting being held by means of that system; and (b) the system provides access to the meeting in a manner or using a method by which each member participating in the meeting can communicate concurrently with each other participant. Participation in a meeting pursuant to this section shall constitute presence in person at such meeting, except where a person participates in the meeting for the express purpose of objecting to the transaction of any business on the ground that the meeting is not lawfully called or convened.
