From Grand Chef de Gare Roger Folmar I would like to thank everyone, who attended the Grande Promenade June 24 25 in El Paso. We all had a good time and a special thanks to Locale 605 for hosting the Promenade. It was disappointing that all the Locals were not present. Hopefully they will attend the Cheminot in Killeen in the spring. During the Promenade we presented the awards for 2021 and again V 605 got most of the awards. This is mainly because they turn in all their reports on time. Awards are based on what the Locals report that they have done. If you need help doing reports, contact the Grand Correspondent Renny Keagle. List of award winners and officers will be in this issue of the AlthoughTVN. we had many positives there was one major negative. This year we will have four Locale charters to turn in at Promenade Nationale. Mainly because of lack of new members willing to run for office. How do we correct this trend? We need to renew all our members and actively seek out new members. We also know if we are active in our Locales then the veterans in our area will be more likely join our organization. Our new Chef de Train "John Rodgers" is available to help. All you need to do is ask him. We jumped from 48 to 37 nationwide. Any left get them in before August 1st! John Rodgers is our new Grand Chef de Train and wants to get Grand du Texas back over 100% The new membership year starts 1 August 2022! Lets not wait to get our members renewed! I am also once again POW/MIA Directeur and Ritual as well, so you will be hearing me from time to time on these programs. Yes, ritual is important, not a pin or fund raising program but as we get going into this year, you’ll be hearing more from me on it. I am pleased that our Grand Chef de Gare has selected me to continue as your Correspondant let’s have a great year push on membership, grow with new members and work what programs you can!

I’m sure the Grand Chef de Gare will have comments on the Grand Promenade but it was a success and a lot of fun and Congratulationsrewarding. to our leadership for 2023! Now to business… New cards for 2023 have been mailed. Make sure when the Nationale half of the card is forwarded all information is updated and corrected if changed. Emails and addresses and phone numbers change. Got your PFL card? Check the left portion and make sure all info is correct, if not, make the corrections and get to your Correspondant to turn in with the other cards as renewals come in. As soon as elections are over, I need a list of your officers, especially for Chef de Gare and Correspondant with phone, up to date address and email. Changes in Correspondant need to be provided Nationale quickly. In past years it has taken all the way until October to get all of this information but as Grand Correspondant, I get routine contact from Nationale, National Directeurs and other important info I need to pass along but cannot do it without correct and update contact info. We are losing locales but many members will soon be floating around out there with no home or locale there is a quick and easy transfer process for the gaining locale to pick up those members on a fillable .pdf form and just send in it’s on the Nationale website fortyandeight.org, go to Resources, Forms and Petite Communique “Report of Transfers”. Well, by the time you get this, reports for Grand should have been submitted and now you need to reflect on how well your locale did on reporting this year. Some locales did better than others. Tip for this coming year have a From the Grand Chef de Train I am your Grand Chef de Train this year and that means I am in charge of membership! I know a lot of you don’t like to hear about recruiting. We lost four locales this past year and have to make a change in the way we are doing things. I also had a Voyageur tell me that Grand du Texas will not be around much longer and will have to go under. I told him “Not while I’m still kicking”! So lets make 2023 a good year for us by RECRUITING, RECRUITING, RECRUITING!John

Keeping quiet about what we do has not helped! La Societe has some exceptional programs. We do not promote them as we should and this is our primary downfall. Those with active programs are able to establish a better relationship with their community and membership grows! IF people know about it! Invite people to help with PROGRAMS! It is my belief that ‘If you build it (your programs) they will come!’
Most have overcome these obstacles. I would be naive to suggest that there are no prejudices but selling us short if I did not recognize the many accomplishments the majority of our veteran organizations have made with race, color, gender and sexual orientation no longer being an obstacle. Ego is one of our biggest issues. However we have many great leaders among our ranks who can lead and motivate people to do great things.
By L’Editeur David J. Knutson I wanted to include some information and observations from the recent American Legion Texas Department Convention held recently in Austin. My first observation was how different from our 40 & 8 Grand events in size and procedure. Our Texas Legionnaires are very busy with the many different committees and programs. Although some posts were not represented there was quite a turnout. It was nice to see so much participation from throughout the state.
Changes were eventually made by both organizations to accept honorably discharged veterans of the US Armed Forces. The primary difference today remains that membership into the 40 & 8 is by invitation. How many have you invited into La Societe?
No Voiture Locales in Texas have a chateau any longer. Our Locales are reliant upon a good relationship with an American Legion Post or some with VFW and even ELKS to have a location for promenades and other events. The relationship between these groups is essential for our survival and in most cases is very beneficial to both groups. We may be able to survive outside the American Legion but we have got to change some things to continue as a veteran’s organization.
By Grand Correspondant Renslar Keagle (1959 1960) The Forty and Eight severed ties with the American Legion and became an independent organization. There had been ripples of discontent for several years. The organizations were fundamentally different. The American Legion was large, easy to join and non fraternal. The Forty and Eight was elite, by invitation only and racially restrictive. The Forty and Eight had monetary resources many in the Legion deemed theirs. Conversely, The Forty and Eight objected to funding Legion programs with large amounts of money without adequate recognition in return. The Legion pressed The Forty and Eight to change its constitution to be racially inclusive. These differences brought the two organizations to an impasse. Eventually, the American Legion refused to allow The Forty and Eight to hold its Promenade Nationale in the same city as the American Legion National Convention. The Forty and Eight thus became independent, but with many vestiges of its parent organization remaining intact. Including the prerequisite of American Legion membership

La Societe History
Many of us were brought into La Societe with the understanding you are a Legionnaire first and Voyageur Militaire second. This was prior to 2008 when 40 & 8 tried to reestablish an official relationship with the American Legion at the national level and was pretty much told ‘we don’t need you’. Forty and Eight then responded by deleting the requirement of being a member of the American Legion for membership into La Societe. It is my opinion that this was a mistake for both organizations. I wonder what wonderful things we could accomplish working together.
This all sadly came to an end in 1959 1960. Primarily over the “white male” clause that left the American Legion requirement but remained with 40 & 8. Our country was still very segregated with prejudices that unfortunately continue to exist even today!
Texas Legion News
The Forty & Eight was started by Legionnaires in 1920 just one year after the American Legion was established in 1919. They had a great relationship for MANY years and did a lot for our veterans and communities. Both organizations grew with 40 & 8 members helping the American Legion grow. In the 1950s membership grew by the thousands with the teamwork of the Legionnaires who were members of the elite 40 & 8!

AMERICANISM: A report from the Grand Americanism Directeur is on the following page. So much of what we already do is CARVILLE STAR: A bi monthly magazine published by the patients of the Gillis W. Long Hansen’s Disease Center in Carville, LA. Its primary purpose is to inform and enlighten the public on Hansen’s disease (also known as Leprosy).

FORTY AND EIGHT 101 PROGRAMS (If you build it They will come) Let’s talk about our Programs! Reports were only received from a handful of locales. Even if you are only working one program and meeting 4 times a year it is enough to submit a report! Every Locale should be able to support at least ONE program and really do more without realizing it. Reports will show you the good things you do and where you can do more! However, you must understand that submitting your report is really very important to the Locale and Grand. We do not do enough to publicize what we have done. Aside from Voiture 605 who does an outstanding job with programs and publicity most of us are not and that needs to change! Your Grand Leadership wants to and can help!
CHILD WELFARE: For reimbursement from Voiture Nationale we must follow strict guidelines established through the Ardery Trust Fund, but it can be done as was after Hurricane Harvey. However, Child Welfare covers so much more! Report the cash spent and number of children involved for: Assistance to families or youth groups for many activities: direct assistance, food/clothing/rent, health care, parties/toys/gifts, Boys State/Girls State/Etc, Flags for 1st Graders, Youth Sports, Other. Assistance other than cash also counts as does your time and mileage!
NURSES TRAINING: Nurses Training is one of our best programs that many Locales use, but some do not report! Grant money from Grand is not being spent due to the lack of requests! Nursing students appreciate even a small amount and they are told how important they are to all of us. A simplified Nurses Training Application Form is available on the front page of the Grand du Texas website: www.texasboxcar.org Make sure they get a Nurses Training PIN!
YOUTH SPORTS: Gives financial assistance for individual youth or teams in need of funding. Locales can be reimbursed from funds available from Voiture Nationale up to a maximum of $1,000 per Grande Voiture! We have not done that since Hurricane Harvey!
Don’t forget to get your Child Welfare PINS to give out to teachers, coaches, those who support children!
VAVS (Veterans Affairs Voluntary Service): Our members do things for their local VA Clinic or VA Hospital. BUT we must report what we do so we can see where improvements need to be made or where more volunteer hours or funds need to be directed.
NATIONAL BOXCAR ASSOCIATION: Their purpose is to preserve the Box Car as the symbol of the 40&8. In addition it contributes to hospitals, children’s homes, or orphanages.

Bon Jour my fellow Voyageur’s. Thank you Voiture and Cabane 605 for all your arduous work to make the Grande Promenade a tremendous success. I know El Paso is quite a drive so many thanks to those who attended; we all had a fun time, took care of some business, and congratulations to the elected and appointed officer for 2023. As the 2022 ends and all reports are finished; I would like to thank those voiture’s that sent in there Americanism hours. After the Nationale Promenade I will be reaching out to every locale to see who is in need of assistance. It is my goal that though these one on one discussions, encouragement sessions and education if needed; next year we will have 100% reporting not only for Americanism but other reports as well. So, we can truly show case how great the state of Texas really is. d. Grand Aumonier J. Sean Habina: Reported that there are two very sick VM, Jack Winslow and Lowell Mix and to keep both in our prayers. Aumonier personally visited Jack Winslow and keeps in contact. Continually sending out cards, well wishes, get well, etc., to those in need and that she is informed about.

e. Cheminot Nationale Renslar Keagle: Next meeting of the Cheminot Nationale will be in September 2022 at Promenade Nationale in Green Bay, WI. At that time, Cheminot Nationale will vote on any Locales submitted by Grand du Texas on charter surrender. Grand du Texas has already submitted two locales who have surrendered their charters: V 312 and V 1185. Two more locales will be further discussed in new business: V 231 and V 1689.

c. Carville Star Directeur Roger Folmar reported he still has a few pins left. Grand is active in Carville Star 150 pins sold across the state. One clinic supported and monies raised by passing the Texas Star. Star will be passed at the banquet this evening. Directeur comments on the Carville Star Program. Grand report is completed.

2. Grand Call (Correspondant): By order of the Grand Chef de Gare du Texas, the 2022 Grand Promenade will be held, Saturday, June 25th in El Paso, Texas hosted by El Paso County V 605. (Copy of full Grand Call, attached). Roll Call of Officers: Nine elected officers present, one appointed officer present, four Directeurs present. Twenty four voyageurs present, three dames. Roll Call of Locales: Present V 175, V 266, V 542, V 605, V 1031, and V 1055. Six locales present. Correspondant reported that a quorum was present. Grand Chefs de Gare Passe, National Officers recognized. Reading of the Minutes of the Grand Promenade Approved as posted in the TVN Texas Voyageur News. of Bulletins and Correspondence None Reports of Officers: a. Grand Chef de Train Al Banzer: As of June 23rd, Grand du Texas is at 89% needing 31 for 100%. Congratulations to V 266, V 605, V 980 and V 1031 for achieving 100%.
i. Five (5) proposed amendments were presented and discussed, tabled and all amendments subsequently voted on and approved.

b. Time and Place Spring Cheminot 2023 V 1031 Killeen; Spring Cheminot 2024 V 175 Austin. V 266 stated despite having lower participation, they would be willing to host the 2023 Grand Promenade. V 1031 stated they would help and assist being co located.
f. POW/MIA Directeur Renslar Keagle: Stated that POW/MIA pin will be sold for $4.00 each next year due to rising costs and not wanting to reduce the size of the pin. Pin sales results in most money coming in for scholarships. Grand Chef de Gare Folmar made comments about pin overall informing those in attendance that he would be willing to pick up any pins the locales or Directeurs wanted, but he needs to know.
e. Nurses Training Directeur Doug Pendleton ill and not in attendance. No report, however it has been noted that some locale reports have come in. Additional comments will be made under committee reports for nursing.
g. Public Relations Directeur David Knutson: Excused, no report at this time.
b. Delegate for Promenade Nationale: VM attending J. Sean Habina, Dale B. Thompson, Mike Hall, Alison Thompson Hall, John Rodgers, Renslar Keagle, and Grand Chef de Gare Roger Folmar. Grand Correspondant will turn in list of delegates to Nationale must be received NLT August 1st
k. Youth Sports Directeur Brian Smock not present. No report.
j. VAVS . Directeur Clarence Hill not present. No report.
11. Old Business: VM Keith Reiss, V 266 gave a summary report of Central States in Oklahoma and attended by five members from Grand du Texas. Central States Promenade 2023 will be in Kansas and followed by Grand du Texas in 2024. More details at Grand Cheminot, but planning is beginning.
12. Newa.Business:V312 and V 1185 have already surrendered their locale charters which were accepted at the Spring Cheminot. Preliminary notice has been sent to Voiture Nationale. Two other locales discussed: V 231 who has a total membership of three members and V 1689 who has zero members. V 231 still on the rolls for Grand du Texas but not active. John Rodgers reports that there is no chance for a revival of V 1689 in Georgetown. There is no activity in V 231 per Avocat David Knutson. Notion made by Grand Correspondant Keagle to revoke the charter of V 231 and V 1689 and to formally notify Voiture Nationale of these actions involving the four locales: V 231, V 312, V 1185 and V 1689. Notion carried and Grand Correspondant will inform Nationale.
c. Nationale Appointments After discussion and the reading of a resolution for John Rodgers, Nationale will be notified of the following recommendations for Committee appointments: Americanism and Flags for First Graders Dale B. Thompson; Boxcar John Rodgers; Carville Star Roger Folmar; POW/MIA J. Sean Habina; Public Relations Renslar Keagle; Ritual J. Sean Habina. Grand Correspondant will submit recommendations with supporting document to Nationale NLT August 1st as required.
d. Child Welfare Directeur Les Lobdell not present. No report.

a. Special Awards Comments by Grand Correspondant Two special awards presented to Grande du Texas, Law Officer of the Year and Voyageur of the Year by V 605. No other special awards received and both submissions listed reviewed and approved by Directeur Dave Knutson. John Rodgers made the comment about lack of support and funds by Nationale for special award recipients. Correspondant responded only the Law Officer of the Year get financial support. Grand Chef said we need to bring this up at Nationale to the Directeur of Special Awards.
i. Voiture Activities Directeur Sandy Kousman: Oral report made from floor some reports received and still working on the Grand report.
h. Ritual Comments by Grand Correspondant Some reports have come in, still time, and contact me for any help or assistance.
c. Nurses Training Committee No formal committee meeting held but there was discussion on the overall nursing program at Grand. Grand Chef stated that enough money was available to support those nurses in need after each locale has exhausted their budget. V 1031 stated they were working on getting a new nurse and were given instructions on what was needed at the Grand level for a scholarship.

V 542, San Antonio, will be holding their annual pancake breakfast for nurses training and Americanism December 11th, details and invitation will be forthcoming. John Rodgers, V 1031 discussed their new raffle with great prizes, drawing at the Grand Cheminot. Support for this raffle would be appreciated. Tickets available now. 15.
