From the Grand Chef de Gare As we approach the end of our membership year which is July 31st, 2019, we still have quite a bit of work to do. Some locales are doing very well, some pretty good but a few are still struggling. There might be the attitude that you did your best and it’s time to forget about 2019 and hope for a better 2020. It is our nature as veterans to not give up, so we must do what we must to continue to get new members and renew old ones as quickly as possible. We are still well short of goal with several locales not even close. The most successful locales are those working one or more programs - that might be the key to success. Members will be active and you will attract new members if it is seen you have a purpose, not just get-togethers in the form of promenades. We are very close to the activation of the Amarillo Voiture, myself, Roger and maybe Dale Thompson will be traveling in June for an installation ceremony. The charter renewal is about ready to go to Nationale and it looks at least ten new members will be signed up. We will next be looking at Alpine Texas to renew and activate that Voiture also in Division 4. Talks have begun. If you are planning on attending the 100th Promenade Nationale, now is the time to get in your registration and consider hotel accommodations. Applications are on-line. Congratulations to V-605 with 6 attending so far. This will be a special event, the 100th and should be fun as always. I look forward to seeing many from Grand du Texas there. I hope to see a large group at our Grand Promenade in Kerrville, always great hosts and show a lot of hospitality. Elections, appointments, reports and installation is the focus, every locale should have at least one representative. Speaking of reports... we are not doing well at getting reports in to directeurs. All reports are important, but Americanism, POW/MIA,
Volume 62 Issue 1 Nurses Training and Carville Star are key reports that must get to directeurs then to Nationale for reporting. Some reports have different due dates, but most have to be at Nationale NLT July 1st. Reports take a little effort and some time - my locale took almost two weeks just to get the Americanism report accurate and completed. It's ok to estimate and proximate, just be fair and as accurate as you can. Forms and instructions are on the Nationale website. Finally, I want to thank each and every one of you for being dedicated Voyageurs Militaire, I've had fun and a learning experience and hope to continue one more year. The gavel and I look forward to seeing you all at Kerrville in June.

Although the story of the Gratitude Train is not as widely known as we would like there are researchers not affiliated with the 40 & 8 that love history and continuously work to educate others about the unique story of the Train de la Reconnaissance Francaise! One such researcher is Dr. Ludivine Broch, a History Lecturer at the University of Westminster travelling from London, England. She is working on a project entitled ‘The Gratitude Train’ to explore the story of the 52,000 gifts made by the French people to Americans in 1949. Dr. Broch first came to the Briscoe Museum in Austin, Texas to research the gifts given by the people of France from the Gratitude Train. From Austin she is continuing to the Midwest and then Phoenix, Arizona where she will review the gifts on display from the Arizona Merci Boxcar. Her project will take a few years as it will provide great detail to some of the gifts given. Dr. Broch is French and was able to translate letters and other writings that accompanied some of the gifts. This will bring new insight to the gifts as this has never been previously documented. Many of these writings express the gratefulness of the people of France who donated personal gifts to their American friends.

Saving Your Locale (Reprinted in part from Spring 2016 TVN) Many American Legion or VFW Posts are successful with a small percentage (well under 25%) of their membership actually being “active” members. For this explanation I would describe an “active” member as one who holds a position on the post executive committee attends meetings, is frequently at the post home for events or readily available. Other members are “active supporters” who come out to help with events and give a fair share. You also have “active supporters” who are still involved, but are unable to frequent the post or events due to health or other reasons. Now take a 40 & 8 Voiture Locale. Most Voitures can frequently have 50% or better participation in the success of the locale. The most successful locales are in this category, but many are on the border of having 5%-10% of their members keeping things going. If you are like El Paso Voiture 605 and near a military installation then you are thriving in your success and they keep getting top honors every year. It takes time and working with your post home. Great Job Voiture 605 and keep it up! I will use Austin as another example. We, like others, have key members who make it work. We would not be here had it not been for Charlie Hawkins for one. There are other members who are not so visible who help our group continue on and several who had done their time in years past who are still supporting by maintaining their membership and coming out when they can. Still - to help our locale survive we have chosen to move our “monthly” promenades to “bi-monthly”. We are working to plan out our year better and not meeting just because we should meet every month! I believe we will better serve our community through our members providing 1) support to our post home and 2) more productive promenades when we do meet. As a recommendation for other locales who are trying to keep things going; the following things are important to consider:
1) Support your local post a. They provide you a place to meet and play b. They are your primary source for new members c. They can always use your help too d. The better your relationship – the better off everyone served in your area will be 2) Plan your year a. Plan promenades b. Plan at least one special event for the year or more! 3) Keep records a. File your 990 b. Keep minutes c. Keep good financial records d. Membership roster 4) Work at least one program a. Everyone already participates in events that qualify under the Americanism Program. b. Voiture Activities is your main report. It can be used to complete several others 5) Officers needed a. Chef de Gare b. Chef de Train c. Correspondant d. Commissaire Intendant e. Conducteur f. Garde de la Porte g. Lampiste h. Commis Voyageur 6) Communicate a. Communicate with each other b. Communicate with Grand We may not be around forever, but I suggest you do what you can – while you can!

These reports are very important!!! VOITURE ACTIVITIES: This is a program that is intended to be a measure of a Voiture Locale's activities and member involvement. It is a measure of the Voiture as a unit. It is intended to measure the percentage of participation on the part of individual Voitures. In the simplest of terms, the higher the percentage the better the program. Some of the activities that can be measured by the program, include the following, but not limited to these. * A Brunch, Dinner, Bar-B-Q. * Dance, Kids Party, Flag Respect Demonstration * VA Activity, Party for Patients * Veterans Day/Memorial Day Activity * Any Veterans Organization meeting the Voiture was in attendance. * All Locale Promenades/Cheminots * Grand Events Any activity the Voiture sponsors and any that a quorum of the Voiture is in attendance. Over the course of the year you should keep track of each of these activities and the number of Voyageurs that attended. The Dames that are present at these events can also be counted in Voyageur number . At the end of the year, you will be asked to complete a Voiture Activities report that will be sent to the Grande Directeur and then ultimately on to the National Directeur. The report will show you how to complete the form and you will be able to calculate your percentage of participation. While this percentage of participation will enter you in competition for a National Award, what's more important it will give your Voiture and your membership an indication of just how active you are, and at the Grande level, will give you some indication as to how you compare in your Activities with other Voitures across your Grande.

Thank you for including us in your celebration of the 70th anniversary of the Merci Car's arrival in the U.S. My husband and I appreciate the work you and your fellow members do to keep alive the history that is so precious to our country. I was overwhelmed by the gifts. The lion plaque from the car is going in our dining room, and I plan to have the medallion made into a necklace, so I can wear the Merci Train car around my neck. I plan to take the beautiful program with me when I go to North Carolina for their celebration next week and to my future speaking engagements. Thanks again for your hospitality and kindness. Above: Our Guest Speaker was 19-year-old Austin Biegert who graduated high school at Brentwood Christian in 2018. He earned the rank of Eagle Scout and three eagle palms with Boy Scout Troop 157 and was an active member of the National Honor Society while in high school. He is currently attending Austin Community College in pursuit of a Bachelor’s degree in Business. In addition, Austin personally pursues his passion for history with research outside of the classroom and is actively involved with G Company; the official living history unit of the Texas Military Forces Museum. Driven by his personal love of history, he wrote and coordinated a WWII student film in high school, for which he personally built a fullsized wooden Panzer III tank. His current research is based in his family history and was spring boarded by the discovery of his great grandfather’s personal daily diary from the First World War. Austin transcribed the full diary and hopes to publish bound copies in the near future to share with others. He also delved into a large collection of letters from another great grandfather’s service spanning through the entirety of WWII. The combined research experience led Austin to focus his current work into the humanity of these veterans, and the personal experiences that they faced, in order to guide people to better connect with their stories in modern times. His full body of research was presented at the Western Social Sciences Association’s annual conference in San Diego in April 2019. The 70th Annual Pilgrimage was held on Sunday, February 24th in the Great Hall of the Texas Military Forces Museum adjacent the Texas Merci Boxcar as the Hall of Heroes was being renovated. The memorial for departed Voyageurs and Dames was done by Grand Aumonier J. Sean Habina with assistance from Lowell and Polly Mix and Grand Chef de Gare Renny Keagle.

Americanism Program Voiture 605 - Hard at Work Thirteen schools and over 1500 flags to 1st Graders this school year! Voiture 605 is staying very busy working their Americanism Programs. 98th GRANDE PROMENADE OF THE GRAND VOITURE DU TEXAS In accordance with the Constitution of the Grand Voiture du Texas, the 98th Grand Promenade of La Societe des 40 Hommes et 8 Chevaux, Grand du Texas, will be held in Kerrville, TX, Saturday, June 22, 2019. PURPOSE
The Grand Promenade is called for the purpose of electing Grand Officers for the ensuing year, and for the transaction of such other business as may come before the Grand Promenade. BASIS OF REPRESENTATION
Each Voiture Locale shall be entitled to three (3) delegates and three (3) alternates for the first ten (10) members, and one (1) additional delegate and one (1) alternate for each additional fifteen (15) members or major fraction thereof and such membership shall be calculated as of the date which is thirty (30) prior to the convening of the Grand Promenade. Each Grand Chef de Gare Passe and the sitting Grand Chef de Gare, who are members of a local Voiture, shall be entitled to one (1) vote to be exercised only when personally present on the floor at the time the vote is taken. CREDENTIALS
Voiture Delegates' lists and list of New Officers, duly certified, must be sent to the Grand Correspondant, Milton R. Chatham, 5035 Tupelo ST, Beaumont, TX 77708, immediately upon the Election of Officers. VOTING STRENGTH OF VOITURES LOCALE
Voitures Locale shall have the number of votes in the Grand Promenade equal to the number of delegates to which they are severally entitled, provided that at least one (1) of the certified delegates must be duly registered and such registered delegate or delegates may vote the entire certified delegates strength. ADMITTANCE TO THE GRAND PROMENADE
Only delegates and alternates holding credentials will be entitled to a vote on the floor of the Grand Promenade duly assembled. Any member of La Societe in good standing will be admitted to the Grand Promenade Hall on presentation of their 2018 membership card to the Grand Garde La Porte. RESOLUTIONS
All resolutions must be submitted in writing to the Chairperson of the Resolutions Committee on Saturday morning, June 16, 2018, no later than 9:00 a.m. GRAND PROMENADE
