Public Transportation The Boardwalk Tram Traveling from the Inlet to the North Station on 27th Street, the boardwalk tram will stop at most any location along the route to load or discharge passengers. This half hour ride traverses the entire boardwalk and offers a beautiful view of the beach, ocean and the boardwalk experience. Tram fare is $3.00 per person, per boarding, one way ride. Discount fare punch cards are available for a fee of $20 for 8 rides, and are available at either the Tram Station or from a Tram Conductor. The unlimited ride passes, at a cost of $6, allow a passenger to get on and off the Boardwalk tram as much as they like between the hours of 11 a.m. and 4 p.m. daily. Unfortunately, the unlimited ride pass is not available during Springfest, Sunfest, OC Air Show weekend, July 4th weekend or Labor Day weekend. Unlimited ride passes are available at both the Tram Stations and from the Conductor. Please note: The tram operation is subject to prevailing weather conditions. A $3 RideAll-Day pass allows you to ride from 6:00 a.m. until 6:00 a.m. the next morning. Don’t forget, with your pass, you can transfer to one of our Park & Ride buses at no additional cost and go to beautiful West Ocean City. All Ocean City buses are handicap accessible. If a vehicle lift/ramp and securement area can accommodate a mobility device, Ocean City Transportation will transport the device and user. S S

o many things are going on, some 24-hours a day, behind the scenes and all over town. Little things that make your Ocean City vacation fabulous. Somewhere a man is performing the simple task of changing a light bulb that provides you with a clear place to wait for the bus. There is the bus driver, who is very well seasoned about everything OC, and can direct you to just about anywhere you want to go. Think about how you step onto our Boardwalk and it's a tidy place. It's because there is a small army of people who are responsible for the appearance of the Boardwalk and they can "sweep" an entire block in just 6 minutes! Of course, mechanical sweepers come in during the overnight hours, but things can get messy during the day, particularly on a summer weekend and OC takes pride in the appearance of its awardwinning Boardwalk! This year, Inside Ocean City spotlights some of the people that make Ocean City tick; people whose jobs are vital to the success of the town. To them, a resounding thank you for the part you play in the success of the Ocean City vacation!

"JJ" Joseph James - Senior Bridge Tender Is there at troll living at the Route 50 Bridge? It would seem that would be the story told by a group of young men who opened the “No Unauthorized Entrance” door on the bridge tenders house. JJ, Joseph James, tells Inside Ocean City that he occasionally makes his entertainment to while away the hours in the Bridge Tender office. As the story goes, three young men came into the Bridge Tender House, one night while JJ was in the kitchen downstairs. (Yes, that tiny little house has a break room.) Of course as a responsible tender, he hollered upstairs in his best “troll” voice to scare the young men out of the building. Apparently it was rather effective as they had vacated the building, leaving the door wide open as JJ reached the top of the stairs. “All in the day's work,” he says. “There is a lot that goes on in this position, and it’s so much more than just opening and closing the drawbridge. It’s about keeping the flow in and out of town moving while accommodating the fishing boats and business owners that come and go from the inlet to the bay. These folks depend on timely openings to run their businesses. “JJ,” Senior Bridge Tender of the Harry W. Kelley Drawbridge, has been maintaining the flow for more than 14 years. He was even the man on the job during the now infamous event when a gear malfunctioned preventing the bridge from closing in July of 2014. “It’s a mechanical drawbridge and from time to time things are going to go a bit wrong. Unfortunately, it was during the season and caused quite an upset with the time it took to resolve the problem,” says JJ. Everyone worked together to get things back on track as quickly as possible. He was also the tender on the job when the tall ship came to town, and he has seen many fleets head both in and out for the White Marlin Open. “There’s a lot to do during the big fishing tournaments, as boats head out, then in again as they come in to weigh their catch. It’s an exciting week. I get to see all kinds of sea life and waterfowl from up here, the only real negative to the job is the noise, but after a while, you just get used to that too. I wouldn’t have it any other way.”


Rick Banks - Ride Mechanic Rick Banks has been working on rides at the Jolly Roger Amusement Park for more than 25 years. Long days, of 15+ hours, are normal for Rick, particularly during the season, but he does it all with a smile and a passion for the park. Rick tells Inside Ocean City that ride maintenance is somewhat of an art, that each machine has its own personality; that they make their different noises, and each noise has a meaning. “Over the years you just get to understand the machines, you can almost anticipate a problem before it occurs,” Rick says. “Through time you know just how to care for the equipment for optimum performance. For example, we have some that need to be greased every 8 hours of operation and others, every 12.” Rick says the train is one of his favorite rides, and it is the love of the park owner too. “It’s an original ride, others have come and gone, but the train was here, in the beginning, and I expect it to be here for many years to come. It was even here the first time I visited the park as a 4-year old.” Occasionally, Rick helps with the rides at Jolly Roger at The Pier. However, he stresses that often teamwork play an important part in the overall success of ride management spanning the two facilities. “If one of us can’t figure out what’s going on with a ride, it seems another one always can, and that contributes to our overall success.” Inside Ocean City

Corporal Al Custer - Mounted Police

Martin Ruiz - Farm Manager

A veteran of the force for more than 22 years, Corporal Custer is passionate about his role as a mounted officer. When the position opened 11 years ago, he knew the job was for him. “It’s wonderful to meet vacationing families on the Boardwalk,” he tells Inside Ocean City. “People are here to have a great time. They love to see the horses, as many from the big city have never seen one, let alone up close. On a good night, there is a lot of community PR in my job. Families that return year after year will remember the name of the horse they saw on the Boardwalk, but, they couldn’t begin to tell you my name. That’s ok; it was a positive experience for them just to meet the horses. They have such a presence all of their own. At other times I need to provide crowd control, maybe some search and rescue and when the bad guys make an appearance, I have a co-worker (the horse) that does his part to help me keep the visitors safe.” Before taking to the Boards of OC, OCPD mounted officers have more than 400 hours of riding school/training in mounted policing through the Maryland National Park Police training program. This training is in addition to their other police training. Since 1987, the Ocean City Police Department has had a mounted unit. The horses are hand chosen for their jobs and receive their education before they reach staff status.

Behind every successful mounted OCPD officer is the Farm Manager, who provides the care for the gentle giants on a day-to-day basis. Martin Ruiz has been caring for the OCPD horses for more than 23 years and has an extensive background in equine care. You can just see the pride Martin takes in the preparation of the horses as they head to the Boardwalk for work. “To me the horses are family,” says Martin. “They have to look their best and be in top condition when they step on that horse trailer to leave the farm. When they return from work, they are provided with quality shelter, meals and time in the pastures to relax until their next shift.”

LuAnn Nock & Steve BartlettBus Driver & Transportation Manager Oh, the place you can go on the "B," (The Beach Bus) and with Bus Drivers that hold so many titles. LuAnn Nock, who has been driving a bus most of her life and for the Town since 1999, says she wears many hats as an OC Bus Driver, from "tour guide" during the season to "counselor" in the winter as riders share their woes after a night on the town. "It can be an interesting job, and I have seen all kinds of things on the bus." And does what happens on the bus stay on the bus? No way, any crazy antics are fodder once drivers return to the fold. There is such a warm camaraderie amongst the group that it's like a tight-knit family, and stories shared provide lots of learning for the next trip around town. LuAnn is one of just seven full-time bus drivers, (This number expands dramatically during the season.) and she is so passionate about her job that she encouraged both her husband and son to become a part of the team. She tells us that it's a job that never disappoints and that their leader, Steve Bartlett, makes sure that the team maintains their positive attitudes and polish that makes them real Ocean City ambassadors. "We play a vital part, from moving both visitors and locals around town efficiently, to providing Hurricane evacuation services, and I just love it.

Mike Showell Wastewater Chief Plant Operator For more than 24 years, Mike Showell has been changing wastewater into a safe effluent. "The plant does an average daily volume of 13m gallons per day during the season, up from 2 1/2m gallons in the offseason. "We have excellent technology that allows us to keep up with the demand and I like that we are doing something environmentally friendly while we manage the water." While much of the equipment is automated, it still takes a skilled operator to be sure things run efficiently. "There is such a surge in the number of people in town on weekends. We have to not only anticipate those numbers but make the changes accordingly, as those numbers begin to rise and decline, so that things don't get backed up. It's a bit of an art," he adds.

Jamie Giandomenico Airport Manager In 2015, there were 37,450 take off's and landings at the Ocean City Municipal Airport, more than half of those occur during the busy tourism season. Airport manager, Jamie Giandomenico, tells Inside Ocean City that it's a "different destination for adventure, and high-adrenaline sports," including Sky Diving, Bi-Plane rides, Discovery Flights and Helicopter Tours. "Flying into town is an excellent alternative to fighting the beach traffic," says Giandomenico. "This year Ocean Aviation will be adding an on-demand charter service that can have a plane fueled and ready to depart at your convenience, often in about an hour." It's an excellent way to spend a little extra time at the beach and be back for that all important meeting on time.

Public Works As soon as the visitor's season comes to a close, Ocean City Public Works gears up. They begin projects that update sewer and water lines. They replace old storm drains and other items that require attention from the aging process. While some of these projects disrupt the landscape of the city, it's a necessary evil for the overall function of the town. Construction Manager, Woody Vickers tells Inside Ocean City that plans for the replacement of vital parts the Ocean City infrastructure are scheduled several years out and proj38

ects are initiated at the first opportunity so they are completed before the start of next season." Greg Dale, Construction Supervisor, says that Winter is their busiest time of year, often their department hires more crew this time of year. Many are people with very different positions with the town during the summer months, allowing them to have year-round employment.

In 1947, the OCBP pose on Caroline St. with their new torpedo style life buoys. (Note at that time that the U.S. Coast Guard Station, now the Ocean City Live Saving Station Museum, is located on that same street. It would be moved at a later date to the Inlet area.) Former Captain, Bob Craig appears in the center of the front row. In 2015, members of the OCBP are show with both the same nostalgic life buoys purchased in the late 1940's and their new lightweight buoys. Captain Butch Arbin appears to the far right of the last row, next to the photobomber we encouraged.

In 1973 members of the OCBP posed for a photo depicting all things NOT allowed on the beach. No beer, boards, bicycles balls or dogs. Today's list is really quite similar: no beer, (or any alcoholic beverages) boards, (only on "Surf Beaches"), bicycles, balls or dogs, (during season), however, large float on toys and hole digging have been added to the list. For more details check the back of any Lifeguard stand.

Looking for a different kind of adventure? Enter the Escape Room. I have to admit, I wasn't quite sure what to expect when the Escape Room came to town. Was it a place to "escape" your cares? Were they going to lock me in a room and I had to "escape?" If so, how would I do that? We had lots of questions, so several Inside Ocean City team members went to "escape" the room. The Escape Room is adventure, an experience, and one that will be unique each time you participate, particularly if the group of people you play with changes. You enter the escape room scenario, and in each theme, you are given a goal to "escape" the room. There are different levels of difficulty, and there is something for everyone. Some rooms are better suited for a few people and others for groups of players. There are even rooms that the kids can participate in, so experiencing the Escape Room is family fun too. There are clues and cyphers, locks to unlock and riddles to solve. One thing indeed leads to another, taking you along the journey of your adventure. Some rooms are even multi-sensoral. In some themes, the host can communicate tips or clues to your group as you progress in your endeavor. The reward is self-gratification in your ability to solve the scenario and free yourself from the room. Did we experience frustration? Not once. We experienced the drive to find the next clue and solve the mission while under the governess of a ticking clock; the Escape Room is a "beat-the-clock" game. When you enter the room a clock is set for a specified time; some games are longer than other's so be sure to know your time allotment when you begin. The Inside Ocean City team gives this adventure five stars! It is an affordable vacation must. The Escape Room offers an experience you will talk about many times over as you think about how you solved the riddle, who accomplished what and how you totally need to go again for the next adventure. There’s more room to run, and frisbees are much easier to catch when there are no sunbathers to navigate. Please be sure to clean-up after your pooch. When Fido travels with you in season, you can both enjoy a romp at the Ocean City Dog Playground, located on 94th Street, bayside. The playground is divided into two sections; one for small dogs (under 28 lbs), the other for larger dogs (over 28 lbs). A Dog Pass Access Card is required for admission and is available from Ocean City Recreation and Parks, located at 125th Street, bayside. The front desk is open Monday through Friday 8:30 a.m. – 5:00 p.m., closed on holidays. Dog Access Cards are available weekly and annually. Beach Safety

Lifeguards — Introduce your child to the lifeguard on your beach. Explaing to them that if they get lost, go to the nearest lifeguard and tell them that they are lost. The lifeguards will help family members reunite.

Bodyboarding — When bodyboarding or bodysurfing, keep your arms out in front of you and remain on the back half of the board. If you are using a leash, it should be attached to your wrist. Never dive headfirst into the water! The water may not be as deep as it looks. Never dive off of piers, rock jetties or surfboards. Diving in shallow water can be dangerous and can even cause you to become paralyzed.

Beach safety seminars are conducted daily by the Ocean City Beach Patrol.

Shorebreak — Stay away from the big waves that crash onto the shore. This is called “shore break” and the waves can hurt you. Shore break is a condition when large waves break directly on shore. These waves can throw swimmers onto the sand very hard. These waves are unpredictable and dangerous because they can cause shoulder, neck and back injuries to even the most experienced swimmer. When body surfing, it is recommended doing so with your head up and your arms out in front of your body to protect yourself.


Rip Currents — When people picture deadly threats at the beach, the heart-stopping image of a shark fin emerging from the water immediately comes to mind. However, beachgoers are 10 times more likely to be killed by a rip current than a shark attack. Rip currents are fast moving streams of water that knock swimmers off of their feet and drag them further away from shore. When this happens, it is best to swim with the current, not against it, as counterintuitive as it seems. Most victims of rip currents actually die of exhaustion, not drowning, because they tried to fight the rip current and ultimately lost. Swimmers are advised to swim parallel out of the current then back into the shore. Lightning — is the third deadliest threat for carefree sunbathers and swimmers every year. When a storm rolls in, beaches will often close: that’s because even though beaches are not as tall as skyscrapers, they are common places for lightning to strike. Get out of the water and leave the beach if you see lightning or hear thunder. The lifeguards are in constant communication with the National Weather Service and will clear the beach if lightning is near. Listen to the directions of the lifeguard at your beach at all times and do what they say. So when the clouds start forming and the winds begin to howl, don’t wait for it to blow over—pack up that umbrella and head home.

Jelly Fish — Most jellyfish in our area are not toxic enough to give you more than a little sting and a rash. If stung by a jellyfish, get a medical professional or marine animal expert to help determine the type of jellyfish to help assess the proper method of treatment. Sand Holes — You might want to think twice before digging that hold to China…beach dangers can occur in the sand as well as the surf! More people are killed or injured every year from a sand hole collapsing than a shark attack. When people dig really large holes, we’re talking multiple feet deep, they run the risk of the hole caving in on them. What’s more, the collapsing sand completely submerges the victim, leaving no evidence of what just occurred—a scary thought if no one was watching. Digging sand tunnels can also be dangerous and can collapse on the person digging the tunnel. How to avoid a sand trap? Don’t dig holes deeper than your knees and fill in any stray holes you may see at the beach.

Sunscreen — Remember to apply sunscreen with a minimum of SPF 30, thirty minutes before going outdoors and again every two hours even if your sunscreen is waterproof. Apply sunscreen to your whole body; your bathing suit can move and expose unprotected skin. There is no such thing as all-day protection. Sunburn is the most common injury that happens to people at the beach. A blistering sunburn during adolescence doubles the chance of developing skin cancer later in life. Fluids — When you are outside in warm weather, your body needs plenty of water. Remember to drink lots of water even if you are not thirsty. Dehydration can be a serious problem, so drink plenty of liquids. Water is best.

Billy DePaola Billy DePaola, Surf Rescue Technician, has worked for the Beach Patrol for seven years. When Billy is not in Ocean City keeping beachgoers safe, he manages a fulltime career protecting the President of the United States as a Federal Agent with the U.S. Secret Service. After his first summer as a full-time lifeguard, Billy has spent the past six summers driving from Baltimore to Ocean City to enjoy his part-time job. Billy credits the Beach Patrol with giving him the tools he uses every day in dealing with the public, a respectful and professional manner. When he isn’t working seven days a week between the two careers, Billy enjoys a very physical outdoor lifestyle which includes Surfing, Bodyboarding, Swimming, Running, Biking, Hiking and playing soccer with his former college teammates.

Colby Phillips Sgt. Colby Phillips has been with the Beach Patrol for 23 years. She is an area supervisor on the south end of Ocean City. Currently, she coordinates the ordering, issuing and inventory of equipment and uniforms along with her regular duties. Colby is also a strong addition to our officer corps and is responsible for starting the women’s competition team. She is a CPR Instructor and USLA member. In her spare time she likes to play and coach soccer, go running and swimming. Colby is also the Ocean Pines Aquatics Director, overseeing their five pool. She has two beautiful daughters, Remy and Sadie and is married to her best friend Duane Phillips, a career firefighter/ paramedic in OC.

Kevin Reed Kevin Reed has been an Ocean City Surf Rescue Technician since 1997. In 1998, he enlisted in the Pennsylvania State Police, and is currently a Trooper First Class at the Bureau of Training and Education, in Hershey, Pennsylvania. TFC Reed serves as an instructor in the Police Skills Unit, whose responsibilities include driving, tactics, Taser, and other officer safety aspects of the training curriculum. Also, TFC Reed is a member of the PA State Police’s Ceremonial Unit (Honor Guard). When he isn’t working, Reed enjoys spending time with his wife and their children, as well as swimming, running, Scuba diving, weight training, and playing in his church’s softball league.

John Cary In 2012 and 2013 Dr. John Cary returned to work as a weekend guard at the age of 53. More than 30 years after working three summers for the OCBP. Doc’s other job is a board-certified internal medicine physician in Manassas, Virginia. While visiting Ocean City, he was very impressed by the current Beach Patrol and the Surf Rescue Academy, which did not exist 30 years ago. “Doc” decided to try out again for a lifeguard position. He put in many hours of training, but had the disappointment of having a motorcycle wreck and breaking a collarbone, just one week before the tryouts. The following summer he decided he was ready, and Cary earned a spot in the Surf Rescue Academy and hence a spot on a lifeguard stand, once again. If you ask Cary why he would return to a stand at his age, he will share with you his inspiration from the late Lt. Warren Williams. Rumor is that Williams was a rocket scientist for NASA in Norfolk who worked weekends as a lifeguard, and even at that time, he was still sitting a stand in his 40s. Cary has found that the enthusiasm, professionalism, and organization of the Beach Patrol has carried over into his work as a physician. “Doc” admits to having much more enthusiasm than is probably justified, having tried many hobbies and sports over the years.


Ward Kovacs Mike Stone Lt. Mike Stone has served the Beach Patrol for 31 summers. Through the experience, expertise and his scheduling skills, the OCBP has been able to continue to obtain its goal of keeping the maximum number of guard stands on the beach for the full number of days. The beginning and end of the season are challenging times to staff all 10 miles of beach. Many of our personnel have other job commitments mostly with school systems, so Mike’s expertise is put to the test at these times. He is not only responsible for payroll & scheduling, but he also assists with testing, competitions, and events hosted by the patrol. Mike also played a critical role in the planning for the new OCBP Headquarters. When not working in Ocean City, he works full-time as a local school counselor. Mike and his wife Sandi have had two daughters on the patrol. His youngest daughter, Abbey has moved through the ranks of the beach patrol from Junior beach patrol (at ten years old), Junior Beach Patrol Assistant Instructor (15 & 16), Surf Beach Facilitator and just completed her third year as an SRT. Abbey currently attends Salisbury University and is a member of their Field Hockey team. As proud dad Mike continues in his own Beach Patrol career, preparing for his 32nd season! 80

Ward Kovacs has been with the Beach Patrol for 31 years. He is a Lieutenant with the Patrol and is a member of the Beach Patrol Dive Club. Ward is our only year-round, full-time employee. He is also a volunteer firefighter and Dive Team member with the OCVFC. Ward's Beach Patrol responsibilities include Director of the Junior Beach Patrol program, surfing Beaches, Lead Rescue Water Craft (PWC) Instructor, ATV instructor and Maryland State Police Rescue swimmer. Ward has also attended seminary and assists with services at his church in Rehoboth.


Dan Pogonowski Dan Pogonowski “Pogo” ( Right) is has worked for the Beach Patrol for ten years. He is a Crew Chief and Academy Instructor, who coordinates the physical training component of Surf Rescue Academy. Pogo is a full-time career Firefighter for Anne Arundel Fire Department and is committed to work his days off from that job as a Surf Rescue Technician. Pogo credits his experiences with the OCBP as inspiring and motivating him to pursue a career in public safety. When he isn’t working seven days a week between his two careers, he enjoys a very physical outdoor lifestyle which includes Swimming, Running, Stand Up Paddling, Skiing, Hiking and playing in the employee softball league.

Svetlana Sutova Svetlana “Lana” Sutova came to America on a green card from Riga, Latvia. Due to her outgoing personality and athletic abilities, a friend from Ocean City suggested she consider lifeguarding. Lana joined OCBP in 2010. Not only has lifeguarding been a good match for her active, athletic lifestyle, but it has fulfilled her desire to serve and care for others. She eagerly accepted the hard work and training in order to better provide for the safety of others on the beach. Lana has also pursued a passion in aviation and has worked as a flight attendant for the last several years. Her flexible schedule has allowed her to continue as a part-time lifeguard for OCBP. When Lana is not on the beach, she enjoys sailing, playing volleyball, and riding roller coasters. Lana recently became a U.S. nationalized citizen and works as a full-time flight attendant for American Airlines. Inside Ocean City

Walter "Skip" Lee III

Walter R. “Skip” Lee III has served the Beach Patrol for 34 summers; most in the capacity of First Lieutenant with Captain Arbin. Skip has many responsibilities along with his position as Director of the Testing and Assessment Program. He manages all six headquarter and satellite buildings the beach patrol incorporates into daily operations. Skip also manages the competition events, and the many annual initiatives the Captain and Beach Patrol pursue each summer. He has also played a critical role in the planning for the new OCBP Headquarters. Skip brings a strong work ethic and passion to the Beach Patrol, which in turns motivates the ranks and assists in continually moving the Beach Patrol forward. When not in Ocean City, he works full-time with the Anne Arundel County Public School System as the Director of Curriculum, which includes responsibility for all of the Science, Technology, Engineering and Mathematics offices. Previously, Skip held the Coordinator position for Physical Education and Dance, leading nearly 300 teachers in health and wellness initiatives. He has served in many additional roles such as the Maryland State Health and Wellness Advisory Co-Chair, the MPSSAA State Track and Field Committee member, the State Track and Field Tournament Director, the Anne Arundel County Wellness Policy Council Co-Chair and the County School Health Advisory Council. Skip has been married for 24 years to his wife, Kristen, who he met on the beach at 89th street. He is the father of three young men, Brendon, Connor, and Devon who are all in college and he is likely to be administering the Beach Patrol test to his youngest son this June 6th. The legacy continues….

Jamie Falcon Sgt. Jamie Falcon has been with the Beach Patrol for 20 years. He is an area supervisor and participates in training. Jamie is the former President of the OCBP chapter of the United States Lifesaving Association (USLA) and continues to be significantly involved with our chapter. He is a Marine Animal Rescue Program (MARP) volunteer and runs the OCBP Dive Team. Jamie is also one of our Maryland State Police Rescue Swimmers. In the off-season, Jamie is an adjunct professor of economics at UMBC and has been with the college for ten years. In addition to teaching, he has been the faculty advisor for two student organizations and volunteered to participate in a national economics teaching evaluation where his students excelled. His resume also includes the titles; Economics Professor - Anne Arundel Community College and Adjunct Economics Professor - Baltimore County Community College, as well as Chair of the Anne Arundel County School Board Nominating Commission. Jamie is currently working toward his Ph.D. with a dissertation on aquatic spinal injuries. He is married with two children. Jamie is also former U.S. Navy Rescue Swimmer. 82

A.J. Smith Crew Chief A.J. Smith has been a member of the Ocean City Beach Patrol for the past nine years. As Chief of Crew 14, A.J. is the leader of the guards who sit the stands in the northern Condo area from the Golden Sands Condominium to the Carousel Hotel. A.J. is a member of the United States Lifesaving Association (USLA) and a strong member of the OCBP Landline & Tug Team. In his free time, he enjoys Lacrosse and triathlons. He is completing his masters in sports administration while coaching lacrosse for Ferrum College. As coach, A.J helped the Panthers win the first ever Southeast Intercollegiate Lacrosse Championship, coaching five players to the All-SEILC team, including the Defensive Player of the Year. Four Ferrum players made the SEILC All-Tournament team, and one was selected to the All-State team. Smith helped the Panthers post 9.72 overall goals against average, and a 7.66 SEILC goals against average. 83 Inside Ocean City 2016

started cleaning fish in OC 24 years ago when I decided (on a whim at the age of 32) to quit my government job, sell my townhouse, pack all of my belongings along with four cats, and move to Ocean City. I worked at the OC Fishing Center for 17 years and for the last five of those years I also worked at and ran Sunset Marina’s Fish Cleaning (OCFC) concession. I've loved every minute of it; working outside, meeting new people, and being a part of the fishing community. After a hiatus for several years, which I used to build my doggie daycare and boarding business, I went back to cleaning fish at Fisherman’s Marina at a much more relaxed pace. I wasn’t unusual for one assistant and myself to clean several thousand pounds of fish each day, with the most topping 8,000 lbs in one evening! When I realized 23 years ago that fish caught during the White Marlin Open were discarded, I established a program to donate the fish to local food banks and churches. Back then, I did all of the work myself. I cleaned and bagged hundreds of pounds of fish, then loaded it on my boat, which I used to run back and forth to the tournament. I then unloaded the fish into my truck, then moved the fish to rented refrigerators for storage. Very early the next morning, I would reload the fish in my truck, and distribute it to the churches. The plan worked so well that I set up the same programs for The OC Shark Tournament (which is no longer in existence) and the Mid-Atlantic 500. I continue to volunteer at the White Marlin Open, cleaning fish. Today, all of the donated fish, are picked up by a local food bank, right at Harbor Island. There are also many volunteers to help me bag. It's much easier and more productive these days. For a girl who was born and raised in North West DC, I never would have had the opportunities and lifestyle that Ocean City has given me. I was given a chance in a very male dominated field to work as a fish cleaner, and I excelled at my craft. I was lucky enough to become part of the fishing community. We are a close-knit community and watch out for each other —something I never experienced in the city. Living here you have lots of friends and acquaintances, so you never feel alone; you can go anywhere and run into someone you know. Get a dog and your world and circle of friends becomes even larger. If you are having a bad day you can just sit by the ocean and listen to the waves, watch the birds or the surfers. If you’re lucky, in the winter, you will see seals resting on the beach. I’ve even fed a sea lion at the dock; seen a sunfish, schools of hammerhead sharks sunning themselves in the ocean, and pods of dolphin swimming up the bay with their young. I've caught tuna and marlin. When I listen to stories of people catching their first tuna or marlin, I can feel the excitement all over again. I’ve cleaned a 1,000 lb blue marlin, and a 600 lb mako. Life is good!

OC During WWII Excerpt from Vanishing Ocean City by Bunk Mann

History & Culture

The summer of 1941 had been a success. With over 50,000 people in town for both the Independence Day and the Labor Day weekends and good crowds on most other weekends, it had been the best vacation season in many years. The town ended at 15th Street in those days and the Commander on 14th Street was the northernmost hotel on the Boardwalk. There were no motels in Ocean City in 1941 for “Motel Row” was still nearly 15 years in the future. The Alamo – the first motel in Worcester County – would not be built until 1946. Summer visitors stayed at the big Boardwalk hotels, in rooming houses throughout town, or in small cottages north of town or across the bay in West Ocean City. Ocean City was a small town in 1941. There were only two ways into town that summer: across the two lane bridge over the Sinepuxent Bay that entered downtown at Worcester Street or down the unpaved single lane road from Fenwick Island, Delaware that passed miles of empty sand dunes. Few chose the latter route. The season ran from Memorial Day to Labor Day and there was no “second season.” The residents of Ocean City worked long hours with rarely a day off; they had only 90 days to make a year’s living. That would become even more difficult after December 7, 1941. The war had been raging in Europe for over two years and the fall of France and the bombing of London was still fresh in people’s minds. Although aware of events in Europe, most Ocean City locals were hopeful after a successful summer season that the Great Depression had finally began to loosen its grip on America’s industry. Few realized that the 1941 season would be the last peace time season for the next four years. The Japanese attack on Pearl Harbor and the subsequent war with Japan and Germany would bring many changes to Ocean City. Blackouts, food and gas rationing, the suspension of charter fishing, and the call to service of most of Ocean City’s young men made 1942 a difficult year. German submarine attacks on coastal shipping was a real threat and several ships were sunk offshore. On April 2, 1942 the freighter David H. Atwater was torpedoed and her crew machine gunned while trying to escape the sinking ship. The bodies of the murdered seamen were brought ashore and taken to the Ocean City Ice House on Philadelphia Avenue.

The Sinepuxent Bay Bridge, now known as the Harry Kelley Memorial Bridge or more commonly“the Route 50 Bridge,” was under construction in this 1942 photo. This bridge replaced the original single lane automobile bridge which had been built in 1919 and entered town at Worcester Street. Construction began in 1940 and was completed in the spring of 1942 – just months after America had entered World War II. Project engineer Pete Cooper had actually determined the best spots to place explosives if it became necessary to destroy the bridge in the event of German troops landing on Ocean City’s beaches.

The Worcester County Council of Defense published official notices in May 1942 to alert citizens to the difference between fire alarms and air raid signals. Although the possibility of an air raid was slight (the German Navy had no aircraft carriers and planes could not fly across the Atlantic Ocean in that era), hysteria was high on both coasts following the Japanese attack on Pearl Harbor.

Sports fishing was not considered an essential industry during wartime. Gas rationing and - early in the war - the threat of German submarines, placed the charter fleet on hiatus for the duration of the war. A big fear during those years – German troop landings on the town’s beaches – seems unfounded in hindsight. Germany’s surface fleet had not been a factor in the war in Europe and to think they could deliver troops across the Atlantic Ocean seemed highly implausible. Nevertheless, machine gun emplacements were set up and manned along Ocean City’s beaches and soldiers patrolled on foot and on horseback. Another fear – sabotage – was a more realistic threat. The Coast Guard sent out patrols which, along with Army troops, walked the beach at night with side arms and dogs on the lookout for spies and saboteurs. With submarines lurking offshore the thought that spies could row ashore and land on the deserted beaches was on the minds of many, particularly in 1942. Ocean City did not come to a standstill during the war. Despite the wartime restrictions the hotels opened and people still came to the beach for vacations. The hardships faced by the local merchants were small in comparison to those endured by the troops in the Pacific and the thousands in training for the eventual attack on Hitler’s Nazi Germany The City Council was immediately faced with decisions that no one would have thought possible in seasons past. On April 14, 1942 an ordinance to enable the enforcement of a blackout was submitted and approved and on May 2 a motion to prepare air-raid precautions was passed. Local contractor and engineer George Bert Cropper was appointed by Mayor CP Cropper to oversee the screening of the blackout regulations. The blackout put a crimp in the nightly Boardwalk activities but life went on. False fronts were built across many of the arcades and blackout curtains installed everywhere. Wardens walked the Boardwalk at night to shut down any business that didn’t comply. Headlights on automobiles were partially painted over to lessen any light that might be observed from planes overhead or submarines offshore. (This was less of a burden than it might seem because with gas rationing in effect few people went anywhere unless they really had to drive. In the compact Ocean City of the World War II era everything was close by anyway.) Gas rationing did affect travel, however, and fewer people drove to the beach in the war years. The railroad era had ended in 1933 so the family automobile was the only practical way to get to Ocean City. Tourism was down everywhere as the country went to war. The business hardest hit by the war was the sportfishing industry; it was shut down completely for the duration of the war. Deep sea fishing was not considered an essential industry and fuel was needed for the war effort. Another factor – particularly in 1942 – was the danger of German submarines. Several ships had been sunk off the coast of Ocean City that spring and few sportsmen were ready to risk their lives to catch a marlin. Most of the mates and many of the captains were already in the service by the start of the fishing season in June 1942. Food rationing was a problem for the hotel dining rooms during the war. All of the best hotels in this era were on the American Plan where three meals a day were included with the price of a room. Hotels such as the Maryland Inn, the Royalton, the Mayflower, and the Commander were well known for both the quality and quantity of their dining rooms and food rationing did not appeal to either the hotel owners or their guests. Suffice it to say that the quality remained but the quantity diminished. Most people accepted this because there was hardly a family without a son, husband, or father in uniform; the food was needed for the troops.... There's more to the story! Given the large crowds at his restaurant, this guy could make Richard Dawson blush. Talented enough to have once been a cooking sensation in the Philadelphia area, DiCarlo relocated to this vacation playground in 1993. Fausto figured he could work hard in the summer and enjoy golf in the off-season. He might have a six handicap, but he's busy year 'round. Ristorante Antipasti is a first-class Italian restaurant, but the fact that it's in a resort town best known for all-you-can-eat buffets, makes it a true standout. Fausto's signature dish, Timballo Di Mamma, is made of thin layers of homemade pasta filled with ground veal, tomatoes and a bechamel sauce. DiCarlo used to call it a "Sunday Dish," and offer it as an occasional special because it required so much work. However, it became so popular, he had to add it to the menu. Another mouth-watering speciality is the Garlic Steak, a center-cut filet covered in Italian herbs and then grilled black. You won't find this anywhere else. Golf will have to wait. There are guests to be greeted and many kisses to be bestowed.”

Tipping in the Resort P

roper tipping shows others that you’re “socially groomed.” You’re not a cheapskate nor a show-off. It is, however, better to over tip than under tip. There are critical limits on both ends of the spectrum. Proper tipping also ensures good service, particularly from a bartender. If there is a party of four or more, tip the bartender $10 on your first round. He/she will remember your generosity and pay particular attention to the group. Thereafter tip the standard for each round; $1 for a beer, $2 for a mixed drink. The amount of gratuity depends on the service being provided and is usually a percentage of the total bill. If a service is already expensive, and you cannot afford to tip the proper percentage, then you cannot afford the service. The acceptable tip for food servers, cocktail servers, and bartenders is 15% to 20% of the total bill. The American wait staff is paid an average hourly wage of $3.63 by their employer. If about $145.00, for a week’s worth of carting food and beverage back and forth from grumpy kitchen cooks to waiting customers sounds low to you, that’s because it is. The National Restaurant Association explains this issue, by citing the federal minimum wage law, which allows employers to pay employees, who receive tips, a lesser wage. Employees, who are tipped, count on gratuities to make up for this huge difference. You may feel that paying your waiter’s salary should not be your responsibility, but if you are eating out, you will be expected to tip and to do so appropriately. If you are hesitant to tip because you received poor service, do not skip out on gratuity; instead ask to speak to the manager. ew family-owned food and restaurant companies have been around for 100 years and achieved the levels of success of Phillips Seafood. The Phillips family has a unique story to tell about how they grew their company and increased the popularity of Maryland-style seafood across the United States. From their humble beginnings on the Chesapeake Bay, to the opening of their first restaurant in 1956, to their overseas expansion into sourcing high-quality crab meat, the Phillips family has become a powerful force on the global seafood market. Today, 100 years later, that first A.E. Phillips seafood facility has evolved to encompass eight company-owned full-service restaurants, over a dozen franchise units, seafood processing plants across Southeast Asia, and a full manufacturing division that supplies to tens of thousands of foodservice and retail customers each year.

he story of Phillips Seafood is an intriguing American tale of humble beginnings, hard work and the courage to take risks to achieve one’s vision. Brice and Shirley Phillips grew up on Hoopers Island, a small community off Maryland’s Chesapeake Bay where most residents worked on the water. In their early married life, they managed Brice’s father’s seafood packing plant, which sourced wild crabs, fish and oysters in season. In those early days, the fresh seafood traveled by steamship to Baltimore, where it was bound for local restaurants and fishmongers. Faced with surplus crabs one season, Brice and Shirley decided to open a simple “crab shack” in Ocean City, MD with a $2000 loan from their families. What began as a one-room carryout in 1956 grew dining room by dining room over the years until it finally seated 1400 guests. Business grew quickly from there, as the family expanded into new locations and markets. From the very beginning, the Phillips family has focused on bringing the culinary traditions and welcoming hospitality of the Eastern Shore to their guests. They know there is no replicating authenticity. That’s why many of their recipes are generations old, passed to their chefs straight from the kitchen of Shirley Phillips. After 100 years, Phillips Seafood remains family-owned and family-operated. Just as Brice and Shirley passed down their dedication to their business to sons Steve and Jeff, so has the third generation become an integral part of the company’s future, fulfilling a wide variety of roles at Phillips. Yet there is another “Phillips Family” that Brice and Shirley always spoke of: their loyal family of employees. In an industry with a high rate of turnover, Phillips has been lucky to hold on to many of those who have contributed to the company’s success over the years. Phillips’ family-style management and promote-from-within policy have resulted in many employees who have 15 or more years of service with Phillips Seafood.


When you are faced with the depleted supply of the primary seafood on your menus, what do you do? For Steve Phillips, he took matters into his own hands. He heard there was a similar crab to the native Chesapeake Bay blue crab in Asia, so he took a few Maryland watermen overseas to do a survey and the rest is history. Steve built processing plants in Southeast Asia and began to produce pasteurized crab meat according to his high standards of quality and safety. Thanks to Steve’s vision and foresight, Phillips now has a year-round supply of crab meat and produces an extensive line of crab cakes, seafood soups, appetizers and entrées for thousands of independent restaurants and national chains. Steve keeps his eye on the future, anticipating industry trends and demanding innovation from his research and development team. Today, Steve is leading the way in crab and seafood sustainability, establishing fishery improvement programs and working with the NFI Crab Council and the Sustainable Fisheries Partnership to encourage the responsible management of resources across all regions.

any of Ocean City's Pubs are owned and run by barbacks and cooks that learned the trade in the trenches at other area pubs. We raise our own here in town and the traits that make our bars and pubs great get passed along until a fledgling finds their creative niche and spreads their wings. Slater White came to the resort in 1994 and did his time busing tables, then bartending at BJ's on the Water. Like so many, he was swept away by the beach lifestyle. A few years later he tooled under well-known bar owner, Doug Buxbaum, of Buxy's Salty Dog, as a bartender. Opportunity presented itself, as it so often happens in this town, in 2005 when Slater was offered the opportunity to partner ownership of Whiskers Pub. It took a mear two years for him to outgrow the partnership and by 2007, he was on his own. Building the dream he had all along; to enjoy the beach lifestyle and be a successful OC business owner. "There's a lot of self-gratification in this accomplishment, Slater tells Inside Ocean City. In the beginning, I never thought I could do it, but it's been a great adventure. The bar is part of me, and its part of my family; people are still here that have been here since the bar originally opened in 1988. It was a Baltimore Colts bar back then, and while it's undergone some changes, (it's now a Washington Redskins bar), it's never lost that warm corner bar feel. We have customers that come back year after year, and we know their names and faces and have seen them come back with families and friends. That's just part of what makes this business so great. Because we are open year 'round, people will drive down for the day or weekend in the offseason, when it's less crowded in town, just to have a drink with us. In the offseason, I often go fishing or play golf with now friends I met in my bar. I wouldn't have it any other way." Whiskers truly prides itself on the personable nature of its atmosphere, while Slater spends a great deal more time in the kitchen and managing the pub, you can occasionally catch him behind the bar serving up great libations just to catch-up with old friends.
