Mayor ’s message Welcome to the November issue of The City. This month councillors will hold a special meeting to elect the new Mayor, and I would like to take this opportunity to thank the community for supporting me during my term as Mayor. It is an honour to hold such a valued position in the City of Greater Dandenong and I have enjoyed the past year. One of my proudest achievements has been the completion of the refurbishment of the Springvale Town Hall, which reopened in July.

Another achievement was the completion of the new Tatterson Park Pavilion in Keysborough. Over the next few months we will lay a synthetic turf pitch and the $11 million project will bring a world class sporting facility to Greater Dandenong. I also oversaw the opening of the Allan Street Bridge in Dandenong. The bridge is a vital link between central Dandenong and neighbourhoods to the south, and will reduce traffic congestion. The Mayoral Youth Employment Taskforce was also created this year to look at ways to address youth unemployment. Four meetings were held and an action plan has been created to help address this issue in Greater Dandenong. Once again I would like to thank the community and my fellow councillors for their support over the past 12 months, and look forward to working with our new mayor to help make Greater Dandenong an even greater place to live, work and play.

Five artists wer e shortlisted from the entries
Dandenong artist Zakiria Tahirian will exhibit his art as part of the Home art prize and exhibition at Walker Street Gallery and Arts Centre.
Artists from across Australia have used their personal journeys as refugees and asylum seekers to create work for the second annual Home art prize and exhibition.
Renee Dixson is a photographer and social justice advocate. Now based in Canberra, she has been travelling Australia with her camera and coming to terms with her new home.
Five artists were shortlisted from the entries, and will have their work on display at the Walker Street Gallery and Arts Centre all month. Each artist was awarded $1000 to create new work for the exhibition.
Victorian Zia Atahi is also a photographer who has created a body of work featuring portraits of women wearing costumes representative of their cultural traditions.
Home aims to recognise and nurture the talents of refugee and newly-arrived artists and provide them with pathways to work in the creative sector. The artists on display are: Pierre Mukeba from South Australia. He paints figures and portraits often on bed sheets and restricts his palette to three colours – red, blue and yellow.
Dandenong Show Roll up, roll up for the 2017 Dandenong Show, where the country is coming to town. This year the Dandenong Show has cut ticket prices to allow families a more affordable experience. Adult entry is $10, while children aged 6–16 are $5, and children 5 and under are free.
Dandenong artist Zakiria Tahirian focuses his art work on fortune telling and advice, often poor advice, that is provided by respected elders to young women in Afghanistan. Scratchboard artist Mahla Karimian, from Victoria, has created a series of works that depict personal and cultural symbols. Writers Tariro Mavondo and Abdul Hammoud will also feature in the

Filmed over 10 years the film is an unflinchingly honest portrayal of one refugee family’s resettlement story. The first screening will be held on Friday 24 November at 7pm. A second screening including a question and answer session with the subject of the film, Constance, will be held on Sunday 26 November at 2pm. Cr Roz Blades AM The reserve is Keysborough’s second largest park, covering 13.5 hectares bordered by Kingsclere Avenue, Bloomfield Road and Wahroonga Avenue, and includes two sports ovals, eight tennis courts, a walking path, a playground, cricket nets, a pavilion, picnic area and wetland. The Keysborough Tennis Club calls the reserve home, as does the Parkmore Pirates Junior Football and Cricket Club.
The City of Greater Dandenong has more than 100 parks, sports reserves and playgrounds, including the Frederick Wachter Reserve in Keysborough. This reserve is very popular among locals and will only grow in popularity, so Council has decided to develop a Master Plan for the future of the site.
Every year the reserve hosts the free community celebration Autumn Fest, with thousands of people coming out for the family friendly event, and the dog off-leash area is one of the most popular and heavily used in Greater Dandenong. I have spoken to residents recently about how they use this reserve and what they would like to see happen in this space. Some have spoken about the need for more shade and asked about the installation of shade sails.
Over the past 12 months, as one of your new councillors, I have attended dozens of multicultural and community events and met thousands of people from all walks of life. It has been a privilege to meet such great residents and I’m looking forward to meeting more. In this column I wish to reflect on some key milestones. The past 12 months have seen a large capital works program including significant investment in renewal projects for Greater Dandenong including Springvale, Noble Park and Keysborough.
Ideas like this will help contribute to the Master Plan, which will look at how the reserve is developed and maintained into the future. The Master Plan will be completed in the current financial year and in the first quarter of next year residents will be invited to have their say on the plan. Council will ensure all residents have an opportunity to contribute. Council recognises the importance of open space in our community, and we always look to encourage residents to get outside and be more active. We want to know how you think you will be able to achieve this and how future improvements to Frederick Wachter Reserve will encourage residents to look after their health and wellbeing. ► Paperbark Ward As I approach the first anniversary of being elected to Council, I want to thank the constituents of Paperbark Ward for putting their faith in me to be one of their councillors over the next three years.

I have been a fierce advocate for cracking down on crime by moving safety related motions in Council meetings, which were supported by my colleagues. It is pleasing to note that there has been an announcement of additional policing resources for the Greater Dandenong region. The Level Crossing Removal project is well and truly on its way and we need to ensure that the residents of Greater Dandenong get the best funding available for the parks and playgrounds underneath whilst also maintaining the safety and security of the area. We have been successful in being able to fund the master plans for the Wachter, Ross and Parkfield reserves which will set out the design for many years to come. I will continue to advocate for more infrastructure in Greater Dandenong, including increased bus services to the railway stations and also the final leg of the Dandenong bypass connecting South Gippsland Highway to the Freeway.

Dandenong Oasis has been servicing the aquatic and leisure needs of residents in the City of Greater Dandenong for four decades. Originally built in 1976, the centre underwent a major redevelopment in 1991 and further upgrades in 2003. However, this much-loved facility is nearing the end of its effective life and Council is planning a new and improved centre for the future. To assist us with our planning we would like to know your thoughts on a future aquatic and leisure centre for the City of Greater Dandenong. Bangholme Road Upgrade The City of Greater Dandenong has recently commenced works on a $5 million major upgrade of Bangholme Road in Dandenong South. Negri Contractors (VIC) Pty Ltd is delivering the works on behalf of Council. The area being upgraded includes a sealed section of road from EastLink to Hammond Road and an unsealed section between Hammond Road and Eumemmerring Creek.
These works will ensure the road continues to meet the current and future traffic demands of Bangholme Road.
Stage 1 of the project includes: ► Earthworks ► Road pavement ► Kerb and channel ► Piped storm water drainage ► Footpath Construction ► Relocation and protection of Utility Services ► Street lighting ► Signage and pavement marking ► Reinstatement of driveways. Bangholme Road will remain open for the duration of the project, but lane closures and traffic detours will be in place once the major road construction work begins. The City of Greater Dandenong will take a stand against family violence by hosting its fifth annual Walk Against Family Violence. The walk will be held on Tuesday 21 November, and will start at the Dandenong Market at 10.30am before winding through central Dandenong to Harmony Square. AFL legend Kevin Sheedy will take to the stage to share the AFL’s message on respectful relationships and the role our sporting heroes play in raising issues of gender equality and the prevention of family violence. In the lead up to last year’s Walk Against Family Violence, Council engaged with many sporting clubs who
were supportive of the White Ribbon Foundation and their move to end violence against women. A family violence survivor advocate will also share her story, while the With One Voice Choir will sing their uplifting message. Every year hundreds of people take to the streets of Dandenong to show that our community stands united in opposing violence against women and children. The City of Greater Dandenong is an accredited White Ribbon Workplace, and we take seriously our role in preventing and responding to violence against women.

Upside-Down
Cube Square
Public Art Greater Dandenong is a community that prides itself on its diversity and creativity and this shines in our streets.
Council values the influence art can have on transforming our public places by highlighting undervalued spaces and engaging with pedestrians in powerful ways. The Transformed Placemaking Program involves the installation of temporary public art that tells stories and brings our streets to life. Since 2006 more than 40 artworks have been installed as part of this program.

This year, four new artworks have added to the mix of installations across our city creating employment for artists and contributing much loved landmarks within our activity centres. For two of these artworks the artists have engaged with local schools to role model career pathways that are available to young people and make up Victoria’s multibillion dollar creative industries. In June artist Julian Clavijo worked with students from Springvale Rise Primary School to create Upside-Down, which was painted on a substation in the Warwick Avenue carpark in Springvale. The mural is inspired by notions of childhood reminding us to embrace the ‘child-like’ feeling that resides in all people and to view the work through a child’s eye. A similar transformation was carried out in Halpin Way, Dandenong, when artist Brett Ashby painted a disused substation with input from Dandenong Primary School students.
Harmony Tree
The students contributed positive phrases for the Cube Square art piece, and were delighted to see their words help bring the project to life. In Noble Park More than 700 bells of different sizes have been attached to two trees in Douglas Street, by artist Jasmine Grace. Harmony Tree provides an immersive sound installation and aims to create a gathering place of peace, respect and celebration of diversity among the community. [SUB]URBAN STUDIO is a two year creative arts project offering exciting new arts opportunities in Greater Dandenong. Since launching in April, about 500 people have engaged in free workshops and performances exploring the mediums of dance, puppetry and spoken word. Workshops for the three creative disciplines have been held at primary and secondary schools, in community groups and with the general public. One participant in the spoken word program said the free classes had encouraged and inspired her to work on her writing. “Ever since I began to take my writing more seriously I have been trying to develop a regular writing practice, and the encouragement I have been receiving from the [SUB]URBAN workshops has helped. The long term format of fortnightly sessions works beautifully,” she said. “Even if I have been busy at work, I have time to develop my ideas and work on my writing between times.” The project is funded by the City of Greater Dandenong and Creative Victoria as part of the Creative Suburbs program. A showcase performance will feature participants from the community workshops alongside professional artists in the fields of spoken word, dance and puppetry. The performance will be held at The Castle, Princes Highway Dandenong, on Thursday 23 November, from 7pm-9pm. Tickets are $5 and bookings are essential on 8571 1666. National Recycling Week
Every year Planet Ark runs National Recycling Week, a week that celebrates the environmental benefits of recycling. Now in its 22nd year, the week will run from Monday 13 to Sunday 19 November. While Council helps you recycle via kerbside collection of your yellow lidded bin it is important to remember that you can recycle more items every day. For example Council has a recycling station at the Dandenong Civic Centre, which helps keep valuable and potentially toxic materials out of landfill. These items include: ► Mobile phones, chargers and accessories ► CDs and DVDs ► Household batteries ► Light globes. Larger household items, whitegoods and household chemicals can also be disposed of at a range of specific sites. For example, the National Television and Computer Recycling Scheme is a free service and has local drop off points. ► Computers

When recycling food
containers remember they do not need to be spotless – just scrape off solid food and give containers a quick rinse. If in doubt leave it out. Sometimes it is better to put recyclable materials in the wrong bin, rather than contaminate a bin full of recyclables.
Follow Your Waste Tour Celebrate National Recycling Week by seeing how and where your recyclables are treated after they are collected from the kerb.

Join this free tour which follows the journey of the contents of your recycling and green waste bins.
Here is a list of items that can be placed in your yellow lidded bin.
The tour also visits Replas, where you can see some of the great things made out of the soft plastics we recycle.

The tour bus departs from Springvale Town Hall on Tuesday 14 November at 9.30am. The tour concludes with a lunch and walk at Alex Wilkie Reserve in Springvale South, before the bus returns to the Town Hall at 2.45pm. Places are limited and bookings are essential, phone 8571 1702.

Talking Faith at the libraries Greater Dandenong Libraries is partnering with the Interfaith Network of the City of Greater Dandenong to host a Talking Faith Forum on Christianity. Talking Faith Forums aim to build interfaith bridges or trust, understanding and friendships through dialogue. A diverse panel of people from the Christian faith as well as representatives from Greater Dandenong’s Christian communities will take part in the discussion.
The public is able to submit questions for the forum via boxes provided at the Dandenong and Springvale libraries.
Game on for a good read
The forum will welcome Nick Tsiavos, a Melbourne-based composer and double bassist who will perform his music inspired by ancient and sacred chants and early Christian music. Greater Dandenong Libraries Summer Reading Club is back again, and this year’s theme of Game On sets the challenge. Summer Reading Club will launch on Tuesday 28 November, inviting children aged 5–12 to read at least 10 books for a chance to win some great prizes. There will also be a number of competitions that children can enter along the way. Each year the Summer Reading Club gives young readers a chance to indulge in some real page turning action over the summer school holidays, for free.

Small Business Bus The Small Business Bus tour around Greater Dandenong continues with three more stops across Dandenong and Keysborough. The bus, run by the Victorian State Government, helps businesses throughout Victoria by providing free mentoring and face to face assistance. Council supports green business Council recently signed its first Environmental Upgrade Agreement, a step towards helping local businesses save money on energy bills. Dandenong South business Smart Recycling recently installed a 100kw solar panel system. Managing Director Ward Petherbridge made the decision to help cut his companies energy bill by more than $28,000 each year.
While the solar panels are expected to pay for themselves in about three years, Smart Recycling took advantage of a new Council initiative to support local businesses to become more sustainable. www.greaterdandenong.com
Council is working with the Sustainable Melbourne Fund to deliver Environmental Upgrade Agreements (EUA), which will allow local businesses to borrow money for sustainable initiatives and pay the money back via their annual Council rates bill.
Support for auto industry workers The Victorian Government is encouraging retrenched auto workers to seek support in their search for a new job.
Specialised automotive Skills and Job Centres have been set up across the state to provide services and support for retrenched workers in the car manufacturing supply chain. One such centre has been set up in Dandenong. Council is encouraging workers and their family members affected by closures within the car manufacturing industry to reach out to these services. Skills and Jobs Centres can help you identify the skills you have to offer a new employer and can even provide information on other jobs available in this area.
EUAs can be used to fund building works that improve energy efficiency, reduce waste and cut water use.
They can also assist with updating your resume, improve interview skills and advise on updating your qualifications. Their support is open to workers from all sectors of the industry with all levels of experience.
By making repayments through the Council rates system loans are more secure, allowing lenders to offer more competitive terms.

Based out of the Paddy O’Donoghue Centre in Noble Park, U3A Dandenong runs a long list of social and education groups across Greater Dandenong. Learn about computers, genealogy and medieval history, or explore Italian or Spanish language from fluent tutors. Get creative with craft, photography, drawing or oil painting classes, and expand your mind with classes on meditation, philosophy, social studies and behavioural science.

Dandenong U3A member Jim Archibald said the Dandenong branch was established in 1994 and all of the staff were volunteers. He said the idea was for people to share their own knowledge with interested peers. While the sessions were aimed at learning new skills, they were also a chance for people to make new friends and build social connections. Young netballers are being encouraged to sign up for a mentoring program through the Dream Catchers initiative.
Now in its sixth year, the Dream Catchers program offers Under-15 netballers a chance to inspire young women to become leaders and mentors on a range of issues covering healthy lifestyles and selfconfidence. The program involves three workshops, each focusing on a different topic – mind, body and soul. After completing the program the participants will be able to share their healthy message with local primary school children. The program is open to Under 15 players in the Dandenong and District Netball Association.
