Mayor ’s message Welcome to the June edition of The City. In this edition we take a look at how the Springvale Community Precinct project is advancing. We also celebrate Reconciliation Week and talk about the launch of Council’s inaugural Reconciliation Action Plan. Read more about both of these topics on page 3. Greater Dandenong has a vibrant arts scene, and two new public art works will brighten our public spaces this winter. Turn to page 8 to read more about the Transformed public art project.

My City Dandenong’s Little India is a vibrant area synonymous with Indian and subcontinent cultures. Recognised as Victoria’s first Indian Cultural Precinct the area has naturally evolved over the past 30 years and is known for its clothing and food shops. Reconciliation Week

Springvale Community Precinct

National Reconciliation Week started on Sunday 27 May (the anniversary of the 1967 referendum) and runs until Sunday 3 June (the anniversary of the High Court Mabo decision). This week is a time for all Australians to learn about our shared histories, cultures and achievements, and to explore how each of us can contribute to achieving reconciliation in Australia. The theme for this year’s National Reconciliation Week is ‘Don’t keep history a mystery”.

Council celebrated the week with a Flag Raising ceremony in Harmony Square. The community was treated to a Welcome to Country, a smoking ceremony and didgeridoo performance. A Reconciliation Action Plan art work was also unveiled in the Council Chambers. This year Council launched its first Reconciliation Action Plan. The plan provides a framework for Council to work with local Aboriginal and Torres Strait Islander people towards reconciliation. The plan aims to work in partnership with the local Aboriginal and Torres Strait Islander community to improve their health and wellbeing, educational and employment outcomes. The plan also promotes social inclusion and engagement in Greater Dandenong. Visit greaterdandenong.com for more information and to view the Reconciliation Action Plan.

This space will become the heart of Springvale… Council is moving forward with the Springvale Community Precinct Project after awarding the tender for construction. At the time of publication, the contracts were being finalised and works were due to begin on the state of the art building, which will include a new library, and community meeting spaces. Ireland Brown Constructions were chosen as the preferred tenderer to build the world-class facility. The company are also responsible for the recently completed sports pavilion at Tatterson Park. The new community precinct will transform the site at 397–405 Springvale Road, and will provide a variety of learning, leisure and cultural spaces.

Greater Dandenong Mayor Cr Youhorn Chea said he was excited to see the site take shape. “This space will become the heart of Springvale, and will give residents and visitors a precinct that they truly deserve,” Cr Chea said. “My Council colleagues and I have been closely involved in the design development and the new building will be a wonderful, welcoming place for our community.” Visit greaterdandenong.com/ springvaleprecinct to read more about the project and see images offering an artist‘s impression of the building and public spaces.

NDIS coming to Greater Dandenong Three public information sessions this month will help Greater Dandenong residents prepare for the launch of the National Disability Insurance Scheme (NDIS) locally from 1 September 2018.

Greater Dandenong Council has joined with Casey and Cardinia councils to support a bid for a new A-League franchise in Melbourne’s south east. In April Council hosted an event in Harmony Square to support a major announcement of plans and a site for a world class stadium just 100m from the Dandenong train station. The announcement was well received and momentum is building for the Team 11 bid.

Greater Dandenong is a very sporty community and Council always encourages residents to be active for their own health and wellbeing, so to have a world class sports facility and a top soccer team based on our doorstep would be fantastic.

Visitors to Tatterson Park, the Ian Tatterson Pavilion and Springers Leisure Centre will notice that there are some roadworks happening in the car park. These works include the installation of a new access road and will help improve traffic movements and increase the number of available parks. Works are due to be completed in the next few months and will make accessing this wonderful precinct much easier.

Another great sports facility that already exists in our city is the Ian Tatterson Pavilion in Keysborough. The $11.6 million project was recently completed and is now a crowning jewel in our sports ground offering. The Pavilion itself was completed in late 2017 and was named after the late City of Springvale CEO Ian Tatterson. Very recently the synthetic soccer pitch was laid and the ground will soon open

ɸ Paperbark Ward Council is encouraging residents to reduce the amount of waste being sent to landfill. It is important to reduce, reuse and recycle, and Council is offering additional recycling collections via the Pop-up Drive Thru Recycling Days. Earlier this year a Pop-up event was held at Greaves Reserve, Dandenong, and almost 1000 cars took advantage of the chance to recycle their unwanted goods. More than 45 tonnes of waste was recycled following the day, including 100 bicycles, 315 mattresses and 3.5 tonnes of clothing and household items. Another Pop-up Drive Thru Recycling Day will be held this month at Greaves Reserve, on Saturday 30 June, from 8am–2pm. Visit greaterdandenong.com/ popup for more information. As a Young Leaders Ambassador with Council, I always take an interest in the youth of Greater Dandenong. Our Young Leaders are inspirational, and in fact young people across our city are doing amazing things. But they are also dealing with a lot of stress.

Since 2015 Council has encouraged local school students to take part in the Resilience Survey, a national survey conducted by Resilient Youth Australia, which provides feedback across 80 indicators of resilience. The information is collected every two years and is broken down by age groups. I would like to note some really positive outcomes about the resilience of our Year 11 and 12 students: Ο 85%

Working for You

Parking in central Dandenong Mayor Youhorn Chea said Council had listened to community feedback and taken action to provide motorists with options to park for longer and at lower prices. “Dandenong is a vibrant urban centre and as a result parking is in high demand,” Cr Chea said.

P Changes to parking in central Dandenong should make things easier and more accessible for motorists visiting the area.

“We recognise that people are visiting central Dandenong for different reasons. The viability of our traders and their ongoing success is very important and as a result parking needs to be flexible in cost and timing.” Council regularly undertakes parking reviews to ensure we meet everyone’s needs. The changes include the introduction of increased time limits and cost reductions in some areas and provide both short and long term options for shoppers, visitors and workers.

Shared paths in Greater Dandenong Council is always trying to encourage residents to consider more sustainable forms of transport, in particular walking and cycling. Shared paths across our city allow for more transport options and can be used by cyclists and pedestrians at the same time. These paths are generally wider than typical footpaths and are identified by signage.

Pedestrians are also encouraged to be aware of their surroundings and accommodate cyclists where they can. A new shared path is being constructed along the rail corridor between Caulfield and Yarraman train stations as part of the level crossing removal works occurring in Noble Park. The construction of this park should provide greater opportunity for the community to walk or cycle along the rail corridor. Liquor Accord Victoria Police are encouraging local licenced venues to sign up to the Greater Dandenong Liquor Accord. First established 10 years ago, the Liquor Accord is aimed at improving public safety in and around licensed premises, and helps police enforce liquor laws. Inspector Mark Langhorn, who is the Greater Dandenong Licensing Inspector, called on local businesses to sign up to the Accord. The Accord sets a standard of responsible management for licensed premises and the service of alcohol, and aims to reduce violence and other unacceptable behaviour in and around licensed premises. More than 35 temporary projects have been undertaken…

Art transforms central Dandenong

Two new artworks have recently brightened blank walls in Dandenong as part of the Transformed Temporary Public Art Program. The first was created by artist Eddie Botha in the Thomas Street Car Park, and features a highly detailed series of drawings that celebrate people and society. Botha’s unique art techniques involve using layers of collage, paint and drawings. He said the Thomas Street work reflected everyday life and was his way of documenting a moment in time.

“The early stage of the artwork is about creating order in chaos. It starts by looking a bit messy and is then followed by detailed drawing,” Botha said. Artist Baden Johnson was inspired by the Dandenong wetlands for his bright mural in a pocket park linking Palm Plaza and Lonsdale Street. The park is close to Dandenong Market and is one of the busiest pedestrian thoroughfares in central Dandenong.

About two years ago Johnson started working with aerosols and paint pens to create murals. His work has featured in popular Melbourne laneways including ACDC Lane and Hosier Lane, but this is his biggest work to date. “I’m creating impressionism with a spray can…with this mural I have used street art tools, but I have painted like a painter not a street artist,” Johnson said. Johnson spent five days painting the mural and said during that time he had many positive interactions with people passing through the park, including many who returned several times to check on his progress. These new works form part of Council’s temporary public art collection which aims to highlight undervalued spaces and create places of interest for people as they traverse the city. More than 35 temporary projects have been undertaken as part of this program. Platinum Pools Greater Dandenong’s two public pools have both received top safety accreditation from Life Saving Victoria (LSV).

The Dandenong Oasis and Noble Park Aquatic Centre (NPAC) have both received a prized Platinum Pool Award for offering an outstanding level of safety to pool visitors. Pool staff worked closely with LSV to ensure all possible measures were taken to achieve and maintain a safe aquatic environment and provide the best possible standard of supervision by lifeguards and other staff. Aquatic safety for all Life Saving Victoria and the YMCA have joined forces to make sure more Greater Dandenong residents are safer around the water. The YMCA/LSV CALD Aquatics Project is aimed at the culturally and linguistically diverse community, particularly people who are newly arrived in Australia. It began in Greater Dandenong in 2014 and has since expanded to other areas. Last year across Victoria more than 13,000 people took part in water safety education programs and swimming lessons, as well as pool and surf lifeguard qualification and first aid courses. Late last year a number of the program’s graduates started working at Greater Dandenong’s aquatic facilities including Dandenong Oasis and NPAC.

Support local music The City of Greater Dandenong Band will take centre stage for its eighth annual cabaret concert at the Springvale Town Hall this month. You may have seen the band already this year as part of Australia Day celebrations, the Australian National Band Championships and Anzac Day commemorations, but now is your chance to see them on the main stage.

With Greater Dandenong recently being recognised as the most culturally diverse community in Australia, this program aims to help our multicultural community to seek different career options and feel more comfortable and safe around the water. Last year hundreds of children took part in beach swimming and safety sessions as well as Meet a Lifeguard programs, while 30 seniors took part in water recreation programs, and dozens of young people gained lifeguard and first aid qualifications. Celebrate Refugee Week at the One World Festival of Sports and Culture at Springers Leisure Centre this month. The annual festival features men’s, women’s and youth soccer and basketball tournaments, a free sausage sizzle, plus live entertainment and free activities and demonstrations.

“One of my favourite things to do is perform live and I’m excited to bring my music to fans who live more remotely and get back to some amazing locations across Australia,” Guy said.

SMRC is a not-for-profit community based agency that supports migrants and refugees living in Melbourne’s south. The agency aims to promote inclusive and caring communities that value cultural diversity and support each person to experience a sense of belonging and to realise their aspirations.

Free Dandenong Market tours Celebrate at the Market Dandenong Market will celebrate Matariki (the Maori New Year) on Sunday 17 June.

Go behind the scenes at the Dandenong Market and discover insider secrets on a free Food Discovery Tour. An experienced tour guide will lead the hour-long tours which visit select traders for delicious tastings and insider knowledge on how to identify the freshest in-season produce. SHORT CUTS FILM FESTIVAL With 18 finalists chosen from a global field this year’s Short Cuts Film Festival promises to deliver some amazing entertainment. Now in its third year, the festival is again being curated by experienced artistic director Richard Moore. “We received almost 2000 entries from across the world, and it really was wonderful to see such an amazing array of films from some really talented filmmakers,” Mr Moore said.
